surrendered dog gave birth to six puppies overnight at the Susquehanna SPCA, and now the shelter is looking for a foster family to take in the mother, Jasmine, and

her brood until the puppies are old enough to be adopted out.

According to Becca Daly, communications coordinator, the ideal foster would be a quiet home, with no other pets or young children, and would be able to bring

the dogs back to the shelter as necessary for medical appointments and checkups.

Daly said the dogs, including Jasmine, are all in good health and will be available for adoption after the puppies are weaned, usually 8-10 weeks.

Executive Director Stacie Haynes said that the owners did not tell them Jasmine was pregnant when they surrendered her last week, and when she came in this morning, she found the new puppies.

County Rep. Kennedy Right To Seek Faulty Policy’s End State Law ‘Silent’ On Issue – So Stick To What Law Does Say

he end of what is, at best, an anomaly, may be in sight.

County Rep. Meg Kennedy, C-Mount Vision, says she plans to ask the Administration Committee she chairs to remove two extralegal clauses from a policy it passed last month: “Use of Photographic Equipment and Recording Devices at County Meetings.”

Hometown Oneonta, The Freeman’s Journal and www.AllOTSEGO.com raised these concerns with Robert Freeman, executive director, state Committee on Open Government, an arm of the New York Department of State, and he also concluded the policy is flawed. His full statement also appears at right.

• County Attorney Ellen Coccoma, at the Feb. 6 meeting of the Otsego County Board of Representatives, defended the policy she developed.

But when asked about the two objectionable clauses, replied, “The law is silent on this.”

Put another way, the county attorney, whom the board depends on to provide accurate legal guidance, came up with two limitations on the freedoms of press and public that are not enabled in a guiding statute, the state Freedom of Information Act, on the books since 1977.

Dear Mr. Freeman: The Freeman’s Journal, Hometown Oneonta and their AllOTSEGO.com site began videotaping county board meetings 18 months ago. The administrative committee has now passed this policy: “Use Of Photographic And Recording Devices At County Meetings “In compliance with the Open Meetings Law, Otsego County allows photographing, recording and transmission of County meetings subject to the Open Meetings Law by persons using video, audio, still photography or other similar equipment or devices so long as the equipment or device and the personnel used to operate same are not disruptive or obtrusive.

“In order to allow the meetings to be conducted in an orderly manner, anyone wishing to use such equipment or device must sign in with the Clerk of the Board of Representatives for assignment to a specified location.

“Walking about the meeting room or moving to a different location is not permitted without the consent of the Chair of the Board of Representatives or the respective committee as applicable. Violations of these guidelines may result in exclusion from the meeting at the discretion of the Chair of the Board or Committee as the case may be.”

• Most of this appears to follow the language of the law. However, we object to two things: 1. that we have to “sign in” to cover a public meeting.

2. that our reporters can be “excluded” for not following the rules. I would think they can halt the videotaping if we don’t follow the rules, but excluding our reporters doesn’t sound right.

Jim Kevlin Editor Dear Mr. Kevlin: I agree that a person cannot be required to “sign in” or identify him/herself as a condition precedent to attending or otherwise carrying out lawful behavior at a meeting. Section 103 of the Open Meetings Law specifies that meetings of public bodies are open to the general public. An attendee might reside in your community or Timbuktu; it wouldn’t matter.

For that reason, it has consistently been advised that a person cannot be required to sign in when that person wants to attend a meeting, nor can a person be required to identify him/herself when a public body permits From the Ithacan the public to speak during meetings.

L

ately we have taken on a project that we not only do not like very much, but also would not recommend, namely reading more than one book at a time. Although the he-we would often be reading more than one book, we have never been a fan of doing so. However, due to an interesting set of circumstances, we found ourselves doing just that.

Not long ago, James M. McPherson’s “Battle Cry of Freedom, The Civil War Era” was next up in our pile of books to be read. So we commenced to reading it. But, no sooner had we started the Civil War book, when we were informed by our local bookstore, Paragraphs, that “Once Upon a Time at the Opera House: Drama at Three Historic Michigan

Theaters, 18821928,” by James Berton Harris had come in.

And since the opera house book was written by not only a good friend, but also a CATHERINE colleague during our time at both LAKE the University ELLSWORTH of Michigan and Boston University, we decided to postpone the Civil War book and take up the opera house book.

Unfortunately, given not only the shape, but also the weight, of the opera house book, we found we were

unable to read it during our daily two 30-minute times riding the exercise bike. Thus we decided we would read the opera book while enjoying our morning coffee and return to the Civil War book while exercising.

Having settled quite nicely into this reading routine, our granddaughter arrived with yet another book, “ArielFoundation Park” by Aaron J. Keirns, which she had promised to share with us. So we put aside the Civil War book in favor of the book on the Ariel-Foundation Park.

Fortunately, we did manage to keep all the books straight. We also discovered that all three books greatly added to our understanding of their various subjects.

Georgia – Governor Rabun, in a communication to the legislature of Georgia, states that the African slaves introduced into that state which had been seized by the proper authority, had been sold for the benefit of the state and produced a clear gain of $34,376!

It was whiskey – Albert Miller, a young man who had been in the employ of Fred Green on Dutch Hill through 1893 came to the Village of Mt. Vision on Sunday, February 4 to get the balance of his wages due for the past year’s work. When he started to go back to the Hill toward night, it was noticed by some who saw him that he was intoxicated. When a short distance below the village he started to go across lots, as it was much nearer than by the road. By his tracks in the snow and places where it was found he had fallen down, and had got up and gone on again, it is thought he lost his way, and wandered around until he fell or lay down in one of D.F. Wilber’s hop yards, where he was found Wednesday morning February 7, frozen to death, almost in sight of his home.

When found, his whiskey bottle lay by his side in the snow. His parents live at Jamesville, Ohio.

He has all the apparatus, necessary for illustration, and from his high reputation for science, we are sure our citizens will profit by patronizing the undertaking.

Sheriff Winsor left here on Friday morning in charge of four prisoners, sentenced to the state prison as follows: Robert Webb, two years; John Longyore and Charles G. Platt, 3 years each; and Alfred Glen, 5 years. In the case of William Cook, sentenced for two years, we understand an application has been made to the Governor for a pardon, on the ground of exposing his confederate in felony. He remains in the county jail until the Governor’s decision is known.

A near capacity crowd of nearly 800 fans were on hand Friday night to see Cooperstown Central School beat Clinton in overtime 59-55 in a Center State Conference match as the Redskins made their debut on their new home court at the JuniorSenior High School gymnasium. Between the JV and varsity games, Supervising Principal N.J. Sterling and High School Principal James A. Robinson welcomed the fans to the spacious new gymnasium with its 800 seats stretched along both sides of the main court on roll-back bleachers. Mr. Strerling presented a basketball to Hi Webster, a Clinton JV forward who scored the first basket in an official game at the new school.

Six educators reported a successful year for the Inclusion Program in Cooperstown schools at the district’s Board of Education meeting. The Inclusion Program was instituted in response to a state law enacted two years ago which enables children with special needs to remain in their hometown schools and learn with their peers. Kathleen Bennett, who work with students with severe needs, listed three ingredients needed to make the program work. “There needs to be a full-time classroom aide. We have to provide teachers with education on inclusion, such as workshops. And, there has to be a support network in the school system.”

COLUMN/From A4 While the opera house book focuses on three opera houses in Michigan, it also presented a most interesting accounting of the importance of opera houses in the entertainment opportunities afforded over the years to residents, most particularly those in rural areas of the country.

In addition to specific details about the opera houses, the book also covers such topics as minstrel shows; vaudeville; moving pictures; popular plays, including ethnic plays and personalities; and musicals.

There is also a section on “Stars of the Stage.”

All in all, it was a great read and included many interesting pictures and certainly gave us a comprehensive understanding of the opera houses that existed in the late 1800s and the early 1900s.

The book about the ArielFoundation Park includes a fabulous history of the various industries located over the years in Knox County, Ohio. In talking about how local resources influenced the industry, it was pointed out, “Of all of Knox County’s resources, natural gas may have played the most important role in fueling the area’s early industrial growth.”

Natural gas was first discovered in Knox County when several oil wells

were drilled in 1868. And it has played an important role in the industry located in Mount Vernon, Knox County’s only city, to this day.

• And finally, in only 862 pages, the Civil War book not only covers the war itself but also the fascinating history leading up to the war. We found the chapters on the two decades before the war to be particularly interesting as they presented very clearly the division in the country at that time. It was a division that unfortunately could not be healed by peaceful means and thus led to the Civil War. We hasten to note that not only have we survived our reading of multiple books, at the same time, we have also decided that all three of the books most definitely added to our goal of embracing lifelong learning. Of course, we must admit that we are not certain they will help our goal of lifelong remembering. Consequently, we will most definitely keep the books in the family should we need to refer to them in the future.

One year before her death, the Otsego County Farm Bureau News reported that she

had given a talk on meat substitutes to the Women’s Club.

“But that wasn’t enough,” said Calendresa. “She wanted to be of service, and get directly involved, so she signed up for overseas service.”

She left to set sail for France Nov 20, 1918, just nine days after the end of WWI, and worked at the canteen in Gare du Nord, the famous railroad station, for just under two months before her death at age 32.

Though a civilian, she was buried with full military honors in Suresnes American Cemetery. Though the

government sent three letters to her mother offering to bring her remains home, the letters, Calendresa said, went unanswered.

The funds for her memorial were raised in a campaign spearheaded by her friend Florence Hemstreet, president of the Women’s Club, of which Ethel had been a member. “She went to art school in Boston, so her area of study went to good use designing the monument we see today,” said Calendresa.

Her love of nature was reflected in the monument’s design, with the drinking fountain draining into a birdbath, which then drains into a stone-enclosed pool where dogs and other animals drink.

However, Calendresa noted, the drinking fountain has not worked for as long as he can remember.

The monument cost $1,200 and was made possible by donations from over 4,000 women, including girls from the local Girl Scout troops.

Scatchard’s great nieces, Joann Launt, Karen Bruning, Pat Wheeler and Nancy O’Hera, were at Calendresa’s talk, and also support fixing the monument.

Wheeler’s daughter Megan Beauchamp, along with her husband Tom and two daughters, Grace and Paige, visited Scatchard’s grave this past July.

Historically, France has been a model of revolutionary change for other countries.

Insofar as our political institutions are unable to respond to the same issues that are convulsing France, something similar may happen here. It should be recognized, however, that this populist challenge need not be divisive. Note the inclusiveness and humanitarianism of the Declaration of the Assemblies of Assemblies reported above.

The Yellow Vests in France are a warning. We need structural political and economic reform in this country to deal peacefully with our economic, social, and environmental issues before they overflow into open protests.

A constructive solution might be for France to somehow incorporate the new movement into its political system, giving a real democratic voice to its grassroots.

We might look to a similar solution to our political problems.

It was Thomas Jefferson, after all, who thought the American Revolution incomplete until grassroots assemblies were made the basis of government, and fully represented in more inclusive state and national bodies.

Whatever form it takes, democratic accountability is essential to any society based on popular sovereignty. We ignore it at our peril.

Otsego Electric Starts Broadband Expansion INTERNET/From A1 to launch its downtown Cooperstown WiFi Hotspot project through MIDTEL, Middleburgh Telephone Co. These projects are smaller parts of the initiative begun in 2016. The larger broadband initiative was designed

by FARR Technologies for the entire county; however, that was stalled in part by the Spectrum/Time Warner merger.

Meanwhile, Hartwick-based Otsego Electric stepped in, and plans to bring over 500 miles of fiber cable to its service area, from Unadilla up the Butternuts Valley to Richfield.

Residential speeds will start at 100 megabits at $49.95 a month or 1 gigabit at $79.95 a month.

In an interview Monday, Feb. 11, Johnson said he’s confident “knowledgable workers, remote employees, and telemedicine” will be well-served at those speeds. Cell phones will connect via a special modem that comes at no extra charge and will likely work better than current service through cell towers.

Slow digital connectivity is common in rural areas, due to low population density that are more expensive to serve than more populated areas. Otsego Electric averages 4-5 members per mile; NYSEG has at least twice that.

“We are very rural and our membership is underserved or un-served,” said Johnson. “When we started this endeavor members were struggling with terrible DSL or satellite connections.

Satellite connections are affected by capacity limits, weather, and speed.”

in 2016, my first job was to investigate pursuing the New York State Broadband Initiative. We were awarded $4 million in the second phase of the initiative to build 260 miles of fiber. This has become the backbone of the network.”

The grants don’t pay for the entire project. The cooperative has to shoulder 20 to 30 percent of the cost and the grants come from a combination of state and federal sources.

“More miles are coming. In 2017 we were awarded $10 million total for the next phase. That will pay for another 270 miles of fiber. That will get us to about 550 miles and we hope to be able to build out to all of our members.”

The second local broadband initiative, Cooperstown’s downtown WiFi Hotspot project has been in the works for several years.

“We are in process of finalizing contracts with the New York State

Dormitory Authority to help pay for a WiFi Hotspot set up in the commercial area of the commercial district in Cooperstown,” said Jody Zakrevsky, Otsego Now CEO. “The IDA is to receive $250,000 from Dorms and the Village receive 57k from the Empire State Development fund.”

Installation of the high-speed WiFi project will be started this summer in Cooperstown. Approximately 15 to 20 access points, or antenna boxes, will be placed throughout the downtown area and commercial district.

Coverage will be on all of Main Street up to Fair Street and on Chestnut Street up to the Chamber of Commerce building. The coverage will also go West almost to the County building on Upper Main Street.

At any one time, approximately 5,000 individuals will be able to use the system via their cell phones or tablets and laptops.

There will be three tiers, Becker explained. An hour of low-speed access will be free, for someone who might just want to check email or read a menu.

Another option is high-speed with no time limits, available for a monthly fee, or a “tourist option,” where access can be purchased for a few days at a time.

Former Common Council Member Madolyn Palmer, who was having dinner with her friends, Charlotte Georgia and Barbara Blanchard, had

memories of going to Nick’s Diner in her youth that were less lurid. “It wasn’t as sparkly then,” she said. “But it was fun. We’d come here late, after midnight. It was a place for friends to gather. People went out a lot more then.”

Another past-and-present customer, Dawn Kilts, recounted sneaking out of her house at 3 or 4 a.m. when she was a teenager and getting a late-night snack at Nick’s. “I lived up the hill. I would come down and get toast and eggs,” she said. “I don’t think my mother ever knew I snuck out.”

“The whole place was filled with smoke. Everyone smoked back then, but I was a smoker, so it was all right,” she added.

Kilts’ friend, Rafael Sason said he didn’t go to Nick’s Diner in the past that often

because of all the smoke.

“I quit smoking in my early 20s and didn’t want to be around it,” he said.

But Sason, who was used to going out to dinner after 10 p.m. in New York City before moving to Oneonta in 1986, said he was relieved Nick’s was open late at night. He welcomed Nick’s re-opening and looked forward to it becoming a 24-hour restaurant again in the future.

“Having a place available late at night is huge,” he said.

And Nick’s seemed a perfect place for Sason, Kilts and their friend Janet Sutta to go to Monday night after attending a class on politics and film they are auditing at SUNY. However, the Thorslands have not yet specified when the diner would go to 24 hours.

In 1931, GE President Owen D. Young, then the presumptive nominee for the Democrat nomination for President in 1932, invited New York Gov. Franklin D. Roosevelt to the dedication of the school in Van Hornesville that bears Young’s name. By 1932, FDR had outstripped Young for the Democratic nod, and went on to be elected President four times.

STILL NO TRUMP: Another year has gone by, but the current sitting president, Donald Trump, has still to make it to the National Baseball Hall of Fame or Otsego County generally. Surprising, given that, according to some reports, he was scouted for the Phillies and the Red Sox on graduating from high school, choosing to go to college and into his dad’s real-estate business instead.

HE DIDN’T SLEEP HERE: George Washington visited Otsego Lake’s outlet in 1783 to view where General Clinton blew up the dam that allowed his army aboard bateaux to surprise the Iroquois at Oquaga (Afton), disperse the tribe and open the way for New Englanders to settle Otsego County after the American Revolution. After a gala at Swanwick, the lakeside mansion, he reportedly rode on the Fort Plain that night.

he Friday before Thursday, May 22, 2014, then-mayor Jeff Katz was hanging out in the kitchen of his Chestnut Street home with son Robbie, who had just gotten home from SUNY Oswego, when the phone rang.

It was Police Chief Mike Covert.

With his son just having arrived, the mayor ignored it. The chief called “twice, three times… It had to be important for him to do that.”

Covert didn’t want to talk on the phone. “You can meet me on the front porch,” said Katz, and it was there he got the news.

“I just got word Obama’s coming,” said the breathless chief, as Katz described it. “Next Thursday.

Here’s what we know. There will be more to come. As of now, it’s a secret.”

The next night, Katz was at the Southside Cinemas in Oneonta, watching “Godzilla” with sons Robbie and Joey. “My phone started ringing,” people calling about the rumors he couldn’t talk about. “The next morning, Obama announced Please See OBAMA, B3

At 25 Main St., Hall of Fame President Jeff Idelson was having a similar experience.

The day before Covert called Katz, Idelson’s office phone likewise rang. It was Ken Meifert, VP for development, telling his boss he’d just gotten a call from the White House. “It was the White House’s idea; and I can’t think of a better one,� said Idelson at the time, which just happened to be the Hall of Fame’s 75th anniversary year.

The visit would be a historic one, not just for the Hall, but for Otsego County. The county has had several presidential contacts, from George Washington right after the American Revolution ended to George H.W. Bush in 1989, when he was considering buying the Houston Astros.

But only one other had visited while in office: Martin Van Buren in 1839, when he was famously lost for 45 minutes stumbling back to the village in the dark from a Woodside Hall party. (Village Historian Hugh MacDougall is skeptical of that story.)

In Cooperstown, five days of high anticipation followed Obama’s radio talk, as the Secret Service descended on the village with proficiency and stealth. “People were told what they needed to know when they needed to know it,� Katz said.

It wasn’t until a couple of years later that the mayor learned from a doctor acquaintance, “They

needed to know what Bassett was like, how best it was to get there. I never knew that. I never needed to know that. I was on the political end. “I have zero idea how much the sheriff’s department was in the loop. People are told what they need to know, no more and no less,� he said. “That’s the way to have good security.� “We all had our assignments,� said county Sheriff Richard J.

Devlin Jr., whose department was a piece of a Secret Service plan that included assignments for state police and the state Office of Homeland Security. “Everything was scripted,� said Idelson.

Day of, word was received early that afternoon that Air Force One, bearing the president, had arrived at Griffiss Air Force Base, north of Utica, then that Marine One had landed somewhere in the vicinity of the Clark Sports Center – south

He, of course, did so, but was back downstairs in time for a series of black SUVs – Chevy Tahoes, others said – and two limousines, “so we wouldn’t know which one HE was in,� Rhodes surmised.

The motorcade continued briskly up to the Hall’s back loading dock.

Jeff Idelson was waiting for him. “When I learned I was going to be the one to provide the tour, I become quite nervous,� he said the other day. “My depth of knowledge is OK, but not as good as our curators.�

With him was Andre Dawson, a fellow Chicagoan chosen to help the former University of Chicago law professor feel at home, although Dawson was a Cub, Obama a big White Sox fan, his host said.

The president held Babe Ruth’s bat and Joe DiMaggio’s glove, he toured the exhibit, “Pride & Passion: The African-American Experience,� he visited the team lockers, one which included an assortment of White Sox artifacts.

Lyall H. Sage, 86; State Trooper Guarded Rockefeller At Otesaga FRANKLIN – Lyall H. Sage, 86, a state trooper who served on Nelson Rockefeller’s detail when the governor visited The Otesaga, passed away peacefully, Wednesday, Feb. 6, 2019, at the Veterans Home in Oxford.

He was born on March 21, 1932, in Sayre, Pa., the son of Edna Sage. He graduated from Towanda High

School in June 1950.

He married Roberta Moody Sage in Dushore, Pa., on May 3, 1952.

Lyall worked at Ingersoll Rand in Athens, Pa., as a machinist until he enlisted in the Army in 1950. He served as an MP during the Korean War, guarding gold at Fort Knox. He was honorably discharged as a corporal on May 9, 1955,

and served with the Army Reserves until May 31, 1961.

He returned Lyall Sage to work at Ingersoll Rand until he accepted an appointment with the state police on Oct. 25, 1956.

He was assigned to Troop C as a uniform trooper and later became a member of the Bureau of Criminal Investigation. He was stationed at Sidney, Cooperstown, Oneonta and Margaretville barracks.

Lyall was also part of the accident investigation

unit, was senior trooper for several recruits and taught at the State Police Academy in Albany. He retired on Aug. 17, 1977, with 21 years of service.

In retirement, Lyall held a variety of jobs, including private investigator, car salesman, center disciplinary officer at Oneonta Job Corps, mailroom supervisor at Hartwick College, construction worker on I-88, tractor trailer driver and courier for Wilber National Bank.

Lyall was a member of the Masons, Elks, Police Benevolent Association, Antique Car Club, Ouleout Valley Fish & Game Club, Franklin American Legion Post No. 1689 and attended

the Franklin Community Bible Church.

To keep in shape after retiring he swam laps and walked. He was proud to show off his 1956 Oldsmobile Holiday and had a cameo appearance driving his car in the movie, “Cobb,” a 1994 biopic about Ty Cobb starring Tommy Lee Jones, during its filming in Cooperstown.

He is survived by his wife, Roberta of nearly 67 years; his children, Karen Sage, Linda (Sage) and Tom Worden, Kelly (Sage) and Douglas Coughlin; grandchildren, Brad and Tina Brundege, Keri (Brundege) and Jeff Enslow, Justin Worden, Jonathan and

Kathryn Worden, Lindsay Worden, Daniel Coughlin, Sage Coughlin and Jeffrey Coughlin; and great-grandchildren, Alex Brundege, Dylan Brundege, Leah Brundege, Emma Enslow and Emmaline Worden; and sister, Eileen Sherman.

A memorial service was held Sunday, Feb. 10. at the Franklin Community Bible Church, 89 Center St., Franklin, with Pastor Walt Schlundt officiating.

Burial with military and state police honors will take place at a later date in the Ouleout Valley Cemetery, Franklin.

Donation in Lyall’s memory may be made to one’s local SPCA.

Gladys G. Howe, 97; Retired Teacher Active In Grange WESTVILLE - Gladys G. Howe, 97, a native of Cooperstown and a lifelong educator, passed away peacefully Sunday night, February 10, 2019, at the home of her daughter and son-in-law in Westville.

Born April 13, 1921, at the Clara Welch Thanksgiving Hospital in Cooperstown, she was a daughter of Edwin N. and Blanche O. (Palmer) Bowen of Lentsville in the Town of Middlefield.

She graduated from Cooperstown High School with the Class of 1937 at the age of 16. After spending another year at Cooperstown High School taking post graduate courses, she attended the State University College of Oneonta (now SUNY Oneonta). Upon graduation from college in 1942, she taught primary grades in the Bethlehem Center and Glenmont Elementary Schools in the Bethlehem Central School District in Delmar.

In 1961 she was initiated into the Alpha Kappa Chapter (Albany County) of the Delta Kappa Gamma, an honorary women educators society, international. After her retirement in 1977 she transferred her membership to the Rho Chapter in

Otsego County. She was also a member of the Otsego County Retired Teachers Association and the New York State Retired Teachers Association.

Upon retirement in 1977, Gladys returned to the family homestead in the Town of Middlefield, and joined the Red Creek Valley Grange #1583 where her parents had been charter members. She was a member of Otsego County Pomona Grange, New York State Grange and National Grange. When Red Creek Valley Grange merged with Westville Grange #540 in January 1989, she continued active membership.

In 1983 she was honored as Outstanding Granger of the Year in Otsego County.

She was named New York State Grange Subordinate Lecturer of the Year in 1983 and 1993. She served as Chaplain of Otsego County Pomona Grange from 19801991. She also served on the New York State Grange Committee on Women’s Activities from 1984 to 1987, and on the New York State Grange Lecturer’s Committee from 1987-1991.

She served terms as chairman of fair activities in the Grange building at the Otsego County Fair, as

President of the Otsego County Lecturer’s Association, and as chairman of the Pomona Grange Committee on Wom- Gladys Howe en’s Activities. Gladys most enjoyed the office of Subordinate Lecturer, having served in that capacity a total of 34 years Gladys had been a faithful member of the Cooperstown United Methodist Church since 1981, and served in numerous capacities in the United Methodist Women’s group.

From 1982 to 1985 she served as a member of the Home Economics Division Committee, Cornell Cooperative Extension in Cooperstown, and from 1981 to 1994 as a regular volunteer in the donor canteen of the Red Cross Bloodmobiles at St. Mary’s Parish Hall, Cooperstown.

Survivors include her daughter and son-in-law, Donna-Gene and Hugh L Francis of Westville; her granddaughter Victoria M. Francis of Sussex, New Jersey; and nieces

and nephews, including Melanie Collins of Ravena, Brian and Alicia Bowen of Hartwick, Susan and Randy Gelatt of Burlington Flats, Timothy Bowen of Mentor, Ohio, Jennifer and Richard Smith of Schenectady, Jeffrey and Jennifer Bowen of Cooperstown, and Donald E. Bowen, Robert E. Bowen and James E. Bowen, all of the Albany area; and many grand-nieces, grand-nephews and cousins.

In addition to her parents, she was predeceased by her sister and brother-in-law, Josephine and Peter Paulson; two brothers and sisters-inlaw, Donald E. and Priscilla Bowen and George E. and Katharyn Bowen; her nephews, David E. Paulson and Leonard W. Bowen; and her nieces, Pamela K. Wayman and Debora Liburdi.

In the Spring, a Funeral Service will be offered at the Cooperstown United Methodist Church with the Rev. Thomas LeBeau, pastor officiating.

The Service of Committal and Burial will follow in the Bowen family plot in Lakewood Cemetery, Cooperstown.
