Devlin, though, answered “absolutely,� when asked if Clark should remove herself from the investigation, which is being conducted by a fiveperson committee chaired by Ed Frazier, R-Unadilla, the board’s vice chairman. “That explains a lot of things, I guess I would say,� he said when briefed on the new information.

The revelation of a possible political agenda is the latest twist in two weeks of revelations since the county

board, summoned March 1 into executive session by Clark, emerged to vote 14-0 to authorize an investigation of Devlin.

Since, the Public Safety Committee has issued two subpoenas – on the 6th and on the 10th, but Frazier said the sheriff did not fully respond to either. In particular, the lawmaker was concerned about a report quoting the sheriff ac-

knowledging he had not turned over five videotapes.

Following the latest subpoena, Devlin said the scope of the request – personnel files of several individuals going back seven years – involved copying hundreds of pages of documents and simply couldn’t be done by the Monday afternoon deadline. Even Frazier said, “In all fairness, it seemed like a lot to provide in a short amount of time.�

Meanwhile, District Attorney John Muehl reported receiving the state police investigatory report into what happened at the jail. The D.A. affirmed what Devlin had said – that it had been complete and no charges brought – but said the charge being considered – “terroristic threats� – in his view, “did not fit� the facts. “There was an allegation that Sergeant Devlin said something to a co-worker that

hinted toward violence in the workplace,� said Muehl. “She took it very seriously� and filed a complaint.

If Devlin doesn’t comply with the subpoena to his satisfaction, Frazier said, the county will ask a state Supreme Court judge to direct the sheriff to do so. (Since County Attorney Ellen Coccoma is wife of the Supreme Court judge in Cooperstown, Frazier said the case would probably have to be heard in Delaware or Schoharie counties.)

Frazier has expressed an interest in bringing in an outside investigator, but said he wants to review the personnel files to determine if that’s warranted.

For his part, Devlin said he believes any investigation should be conducted by the state Commission of Correction, and a Commission spokesman, Justin Mason, agreed.

Mason called the Commission “the proper entity to conduct an investigation into the treatment of inmates in jails in New York State.� Currently, he said, the Commission is reviewing 16 “reportable incidents� at the jail in 2016 and four in 2017. “No determinations have been made as to whether any of these incidents rise to the level of an investigation,� he said.

Meanwhile, Frazier and his committee members – all except Craig Gelbsman, ROneonta, who did not respond to a voicemail, were contacted – were surprised to learn Clark’s husband might be running for sheriff, and said they

were not inclined to act on that information right now.

Kay Stuligross, D-Oneonta, said whether Clark should recuse herself “is an interesting question.� However, she said, the 2018 election is “too far away to add together. I think she’s doing what she should be doing.�

Dan Wilber, R-Town of Burlington, asked, “Has her husband considered running for sheriff? Or have other people raised his name without his control? Unless Fernandez signs on, it’s just talk. At this point, as far as I’m concerned, Kathy’s just doing her job.�

In small communities awkward situations can arise. For instance, Wilber said, his wife is a 911 dispatcher, as is the sheriff’s wife, Laurie, and the two women are “very friendly ‌ It’s difficult for me, but I’m still going to do my job.â€?

Keith McCarty, R-East Springfield, said this was the first he’d heard about the chairman’s husband, and would withhold comment until he knows more.

Likewise, Frazier said “this is the first I’ve heard of it.�

Clark attended the March 9 Public Safety Committee, but the chairman said, “I’ve tried to keep her as far away from it as possible.�

He reemphasized that his interest is finding the facts, and noted matters were coming to “a fork in the road.� If the personnel files show no favoritism in discipline at the jail, the investigation is over.

Otherwise, “we pursue it.�

“I went out with my snowblower at 11:30 a.m. and did my sidewalk,” said Oneonta’s Herzig. “Two hours later, it looked like there was another 8 inches out there. I haven’t been back out since.”

“I’ve got my crack team of Katzes’ on shoveling,” said Cooperstown’s Katz. “Karen’s been out there, Robby’s been out there, Joey’s gone out. I’ve been inside.”

Though Oneonta and Cooperstown closed their streets before noon, all county roads were formally closed at 1 p.m. for all but emergency vehicles. All three levels of Oneonta’s municipal parking garage were full as cars were ordered off the streets, and towing stopped at 11 a.m., according to Acting Oneonta Police Chief Doug Brenner.

“Stay home and put on a movie,” advised Brenner. “We don’t want people to risk their lives out there.”

During the Otsego County 911 center had fielded more than 100 calls for motor vehicle accidents, cars off the road or stranded motorists.

“The calls keep coming,” said 911 Center Director Rob O’Brien. “The roads are in very poor shape, and we are experiencing extreme difficulty getting law enforcement and tow agencies to where they need to be.”

All 62 New York counties were put under a State of Emergency by Governor Cuomo. New York City braced, but the storm blew 50 miles west, blanketing Upstate.

“If folks choose to ignore the State of Emergency and travel ban and they encounter an issue, it could be some time before we’re able to get to them,” said O’Brien.

when 11.3 inches fell. “We’ve crushed that,” he said. “There were 16.5 inches by noon.”

In 2007, Otsego County got 26.8 inches of snow on Valentine’s Day, and on Christmas in 2009, 23.4 inches. “This is ‘Pi Day’ – 3.14 – so it keeps with the holiday snowstorm tradition,” he joked.

Winter Storm Stella was caused by a variety of condi-

tions. “You have a nor’easter coming up the coast and a storm coming east from the north midwest,” Mattice said.

“The low-pressure vortex is moving counter-clockwise over the Atlantic, pumping moisture into the air. It’s a perfect storm.”

And with temperatures hovering around 20 degrees, the snowfall is lighter. “It’s very dry, so you won’t break your back shoveling,” said Mattice.

“But it’s easier to blow around, which makes it worse for visibility. Winds have to be 35 miles per hour to be considered a blizzard, and we’re getting pretty close.”

Schools and both colleges, the Huntington Library and City Hall also announced closures, and the scheduled public hearing on the proposed Town of Oneonta volunteer fire department was postponed until April 11. Although some stores in the Southside Mall had opened, at noon, the mall was formally closed.

Despite the unofficial creed of the Post Office – “Neither snow nor rain nor heat nor gloom of night stays these couriers from the swift completion of their appointed rounds,” post offices across the county were shuttered.

But the fire in the tower was difficult to reach. “The wind carried it into the roof and the bell tower,” said West. “We couldn’t get access. All we could do was soak it and let it burn itself out.”

Though Capt. Brad Smith, Oneonta Fire Department, had stated he was concerned the bell tower might collapse, it remained intact.

Portable ponds were set up on Main Street, with tankers going between the Jahnke farm pond and the creek outside of town to refill. And 300,000 gallons of village water were used, prompting Deputy Mayor Brian Pokorny to issue a “conserve water” order Monday night.

With temperatures hovering around 10 degrees, ice buildup quickly became a problem. “Some of these guys had 2 inches of ice on their gear and their trucks,” said West. “We opened up our fire station so they could go warm up and come back out.

Jackie’s diner, the Corner Store, Gabrielle’s, the Elm Inn and the Salvation Army set up tables with hot coffee, bottled water and sandwiches to feed the crews,

who were on the scene until 5 a.m. “The community was really great,” said West.

West considers the building a total loss, and with it, the food pantry, the free clothing donation and a popular event space.

“The Cultural Center has offered to host the food bank,” said Lori Solensten, who called 911 when she saw the fire from an event at the historical society. “It will still be open the same hours, 9:30-11:30 a.m. on Saturdays.”

From 3-6 p.m. on Friday, March 17, Solensten will be on hand at the Cultural Center for people to bring non-perishable food items to refill the food pantry. Monetary donations are also welcome, she said, to help rebuild shelving.

“The building is gone, but the church isn’t,” said Sandy Andrews, a member who watched the fire from Barrett’s porch.

Barrett managed to salvage a hymnal and a Bible, the pages iced and covered in ash, as well as a cross, a few candlesticks, the collection plate and a statue of an angel.

Sunday services are planned at 10:45 a.m. in the former Presbyterian Church.

Ensure Unassailable Investigation Of Sheriff’s Office

T

here is no one tougher and more fair-minded on the Otsego County Board of Representatives than Vice Chairman Ed Frazier, R-Unadilla, who is chairing the Public Safety & Legal Affairs Committee that is investigating whether disciplinary measures have been consistent at the county jail.

The core of the matter – whether Sheriff Richard J. Devlin Jr.’s son, Sgt. Ros Devlin, was properly disciplined after a “violent incident report” was filed in January by a fellow correctional officer – was made public by Frazier’s committee Thursday, March 9, and properly so.

In accepting this burden, bestowed upon him by a 14-0 vote of his colleagues at their March 1 meeting, Frazier said with typical frankness that this is new terrain for him: A respected contractor in the county’s southwest corner, overseeing a legalistic investigation of a public official has simply not been among his responsibilities or experience to date.

Likewise, County Attorney Ellen Coccoma, who along with the county’s labor lawyer, Matt Ryan

of Albany, is advising the investigation, also said she was unclear how this is going to play out; it this is terra incognita for her as well.

There’s nothing the matter with that – in fact, that called-for frankness is reassuring. How many of our 60,000 Otsego County neighbors have the expertise to investigate the sheriff’s son, and the sheriff’s treatment of his son, not only in the latest incident but one in 2016 and another in 2010?

In acknowledging as much, Frazier suggested the committee may choose to recruit an investigator to help them through the legal maze. That makes eminent sense.

• To date, the sheriff has been served three subpoenas for records. He says he has been responsive; Frazier says, not completely.

state police to investigate the matter, and the troopers found no reason to proceed. District Attorney John Muehl agrees, but said that is because the charge – whether or not a “terroristic threat” was uttered – simply didn’t fit the facts of the case at hand.

Further, the sheriff asked two other county sheriffs to review the facts and advise

him. But would that advice have any legal standing?

And how objective would such colleagues be?

Objectivity is also a problem on the county board side. There are those among the seven new county reps who took office Jan. 1, 2015, who will tell you that, whatever the merits, they were surprised by the ill will between veteran reps and the sheriff.

Likewise, it’s now surfaced that Bob Fernandez, husband of county Board Chair Kathy Clark, ROtego, has been mentioned as a possible candidate for county sheriff in 2018. A recently retired state trooper, he may very well be an

excellent prospect for the job. But, then, should Clark be sitting in on the Public Safety Committee’s deliberations?

• If the Public Safety Committee missteps legally, that will open the way for the appeal of any outcome by the sheriff, his son and a range of additional players. That would certainly muddy any final resolution, and the public deserves a clear answer to the troubling questions raised.

The Public Safety Committee should do no more right now. Instead, it should identify the proper investigative entity to come in and settle the issue.

It’s High Time To Revive County’s Board Of Ethics

S

omeone was saying the other day that there are 14 instances of questionable nepotism in Otsego County government, where employees are working for parents or aunts and uncles.

Sheriff Richard J. Devlin Jr.’s situation with his son, and county board Chair Kathy Clark’s involvement with investigating Devlin while her husband is considering running for sheriff appear to illuminate hidden agendas in pursuit of what should be the people’s business.

Maria Ajello’s situation – she lost her house at a tax sale to a county employee

who had worked for the Treasurer’s Office – likewise should cause people to scratch their heads. Onondaga and other counties bar employees from participating in tax sales. It keeps everything above board.

Mystifyingly, the county board created a Board of Ethics in 1990 to deal with just these sorts of awkward questions, but never activated or populated it.

It light of the current situations that have arisen, it’s time to make clear that county government is for the county’s citizens, not a dispenser of jobs, benefits and inside knowledge to an inner circle.

Who might that be?

Perhaps the state Commission of Correction, which oversees county jails.

Perhaps an arm of state Attorney General Eric Schneiderman’s office. Perhaps a special investigator from Governor Cuomo’s office would be optimum.

Was the sheriff’s son treated as any other correctional officer at the Otsego County Jail? Or did he receive special treatment, and did that put his colleagues and the jail population at risk?

The point is, everybody – the county board, the sheriff, his son, the deputies, the taxpaying public, those being held in the county jail and their families outside – has a stake in getting those questions as fairly and as speedily answered as can be done thoroughly and authoritatively.

That’s what everyone should want now, and Frazier and his committee – Craig Gelbsman and Kay Stuligross of Oneonta, Keith McCarty, East Springfield, and Dan Wilber, Town of Burlington – have, if not the specific experience, the integrity and determination to make sure that happens.

s the largest employers in Oneonta and members of the Downtown Revitalization Initiative local planning committee, we write to express our support for the DRI proposal.

The projects outlined in the current proposal will make Oneonta a destination for new visitors, and create an even more

vibrant and attractive downtown in which people may gather, shop, dine and reside.

We support the proposal and look forward the state’s support for these projects.

We also believe it is important to challenge the recent argument that there is an oversupply of rental housing in Oneonta.

The landlords who have been most vocal in opposing the DRI because of the supposed glut of rental housing rent primarily to college students.

While there may well be an oversupply of student rentals, as large employers we know that there is a pronounced shortage of

rental units for non-students. Every year we collectively hire more than 300 new professional staff, many of whom relocate to Oneonta from other areas.

Although these new employees would often prefer to live downtown, they consistently report a great deal of difficulty finding suitable one- or two-bedroom apartments for rent in the city.

The lack of appropriate, reasonably priced housing is a barrier to attracting and retaining a young and mid-career professional workforce to Oneonta. The modest number of new apartments included in the

DRI proposal will help make the city a more attractive place for newcomers to live, work and do business, and having more professionals reside in the downtown area will further support our local economy.

The bill would end Medicaid Federal funding as we know it, and return Medicaid money to the states – capped at what they receive now. This block granting shifts costs to individuals (since the money is currently used in New York to reduce property taxes), counties (which would lose $595 million annually) and states (in NYS, an estimated 3.7 BILLION).

Faso/Trump says the principal drivers of the National Debt are “Entitlement Programs,” which should therefore be cut. “Entitlement” sounds very negative, does it not? ‘County Poorhouse’? Better, ‘County Farm’

arlier this week, we found ourselves at Focus Otsego to help make St. Patrick’s Day favors for the residents there. We pondered how far such facilities have come since the days of the county poorhouse, which was located about where the current county jail is today.

This long-gone facility predated The Meadows, the former county nursing home in the Town of Middlefield. And The Meadows, of course, predated the current facility, Focus Otsego, formerly known as Otsego Manor.

Such pondering on our part led us to do some online research about the county poorhouse. In doing so we came across a history of Otsego County, written CATHERINE in 1878 by Duane LAKE Hamilton Hurd, ELLSWORTH which covered in “Chapter XVII, Eleemosynary Institutions,” both the “Otsego County poor-house” and “The

Orphanage Home of the Holy Savior.”

Thus we were correct that the official name for the facility was the Otsego County Poorhouse.

Nonetheless, we remember quite well that our late husband, who had actually as a child visited the place with his father, called it the County Farm. He also referred to a similar facility on Route 5 as the Herkimer County Farm. In fact, we have two baskets that were, according to family history, made by an older gentleman who lived in the Herkimer County Please See COLUMN, A6

Franklin – The Winter Term of the Delaware Literary Institute closed on Tuesday, the 12th inst. The whole number of students in attendance during the term was not far from 140. The examinations took place on Monday and Tuesday the 11th and 12th, all the classes in school during the term being examined on what they had passed over.

On the evenings of Friday and Tuesday, the drama entitled “Neighbor Jackwood” was performed by the students. An admission fee of 25 cents was charged, the proceeds going to purchase books for the library and apparatus for the laboratory. The net proceeds for both evenings amounted to nearly one hundred dollars.

W.W. Darbee of this village (Oneonta) has just patented a very simple but effective cash register, for which it is safe to predict a large sale. The register, which is intended for six persons, has many admirable points not possessed by other inventions of the sort, is not at all complicated, cannot readily get out of order, and best of all, can be sold at a handsome profit for $30. One of these registers is now on exhibition at his store.

The Italians who will be employed on the D. & H. gravel train this summer are to be house in the flat cars on which homes have been built for their accommodation.

One end of the car answers for a piazza on which the Italian Counts can sit and smoke at night. The houses are fitted inside with six bunks each. A train of these movable dwellings now in the Oneonta yard is attracting considerable attention.

The annual banquet of the Worcester Literary Club was held Monday evening at the Worcester Inn with 53 members and guests present. Decorations were in keeping with St. Patrick’s Day. The favors were potted shamrocks for the women and green carnations for the men. Mrs, A.D. Miller presided. Several Irish melodies were sung by the entire group with Mrs. William Schnell leading and Miss Florence Starkweather at the piano. Alban Mabey of Oneonta played a group of violin solos with Mrs. Schnell as accompanist. J.D. Catella of Oneonta gave an interesting travelogue, illustrated with moving pictures of Australia, Dutch East Indies, Siam, Singapore, and the Oregon Rose Tournament.

All-Tourney selection Stacey Knapp added 13 points and 8 rebounds for the undefeated Yellowjackets (26-0 overall).

The Wildcats scored the first two baskets of the game to take the lead from the beginning. Trailing by 15 points with 6:12 left in the third period, Oneonta began the full court press and that led to an 18-3 scoring run. The comeback from a double-digit deficit was their second in two days. The Yellowjackets reached the championship round after defeating their semi-final opponent Jamesville-DeWitt 50-36 after trailing early 21-8. The Yellowjackets defense held the Red Rams scoreless in the third period while extending their lead to 12 points after scoring the last 10 points before halftime.

The U.S. trade deficit hit an all-time high in 2006 and, for the first time, the country even ran a deficit on investment income.

The Commerce Department reported that the imbalance in the current account jumped by 8.2 percent to $865.7 billion, representing a record 6.5 percent of the total economy. It marked the fifth straight year the current account deficit set a record. Investment flows turned negative by $7.3 billion from a surplus of $11.3 billion in 2005. It was the first time investment income has been negative on records going back to 1929. That means foreigners earned more on their U.S. holdings than Americans earned on their overseas investments. While the U.S. has run deficits in its trade in goods every year since 1976, until last year it had still been able to record a surplus in investments.

And steals, and assists, and rebounds, and DUNKS! More important, you showed us heart, smiles, friendship and respect to each other, and to us onlookers. We really have no idea why such facilities were referred to in different ways. Perhaps it was thought that calling them “farms” instead of “poorhouses” sounded better. • Many a year, during the winter months, we have chosen a selection of books to read which all dealt with the same general topic. This year we decided it was time to read all the books that had languished on our coffee table for years. Granted, we had glanced at them over the years, but we had not really read them all. And we were fairly certain they covered a wide range of topics. However, we must admit that did not quite prove to be the case.

Granted there were a number which easily fell into the Cooperstown cat-

egory. These included “The Story of Cooperstown,” “Around Cooperstown in Vintage Postcards,” “A Mile of Memories,” and “Cooperstown,” as well as “The Ladies of Hyde Hall,” which we thought was close enough to qualify.

The rest of the books we thought were not really of Cooperstown.

Nonetheless, we discovered that “Hometown U.S.A.” made note of Cooperstown when it was written in the introduction that “...an even larger collection of glass negatives taken in Cooperstown, New York, by Arthur ‘Putt’ Telfer, was rescued from destruction by the New York State Historical Association.” Additionally, we note that at least a dozen Telfer pictures of Cooperstown, including our favorite picture of the 1907 centennial celebration, are found in the book. So there was a Cooperstown connection.

Two other books, “Discover America,” “The Smithsonian Book of the National Parks,” and “The Upper Mohawk County, An Illustrated History of Greater Utica,” would not seem to fall into the Cooperstown classification. Yet we note that our long-time neighbor, Fred Rath, wrote the forward for the Discover America book while Cooperstown native, Douglas M. Preston, researched the pictures for the Utica book. Thus, we added them to our Cooperstown related

books.

And that left us with just one more book from our coffee table, namely “Lancaster, A Pictorial History.” And try as we might, we simply could not make a book about Lancaster, England, be part of our Cooperstown collection. And while we greatly enjoyed all the books, we now wonder if we need to get new books for our coffee table. Isn’t there some rule that says no one should ever actually read books qualifying for coffee table status?

• In closing, we note that the Village of Cooperstown’s election for two Board of Trustees seats will be noon-9 p.m. next Tuesday, March 21, at the fire hall on Chestnut Street. We encourage all registered voters in the village to take this opportunity to participate in choosing who should be representing all of us living here in the village.

Born Anne Marie Bistany in Yonkers, she studied advertising at the NY Phoenix School of Design in Manhattan, and honed her skills as a children’s illustrator, and in sculpture and medical illustration.

In 1967, she married Dr. John Lusins, a high school friend, and moved to Oneonta in 1982 when John joined Fox Hospital as attending neurologist. She quickly got involved in the community.

Family Planning Director Marcus Among Women’s Health Pioneers

hen Debra Marcus’ mother, Peggy Schiffman-Marcus, taught SUNY Oneonta’s “Marriage and Family” course in the 1950s, it was illegal to tell the students about reproductive health.

“You could be prosecuted and go to jail under obscenity laws,” said Marcus, now the CEO of Family Planning of South Central New York.

“So she and the college’s doctor, a woman, pulled the shades down and locked the door, and taught these girls medically accurate information about birth control.”

It was in this spirit that Marcus was inspired to take up the fight for women’s reproductive rights, and now, Family Planning of South Central New York will be honored with the “Quality of Life” award at the annual Otsego County Chamber of Commerce “Celebration of Business” on March 28.

“I was an assistant attorney general in Manhattan and was on maternity leave to visit my parents,” she said. “I saw the ad seeking an executive director at

But the director says the best tool in healthcare is education. “We were just awarded a five-year, $150,000 grant to expand our education offerings,” she said. “We’re in school districts, colleges, faith communities and afterschool programs.”

Because to Marcus, access to healthcare is a quality-of -life issue. “We don’t want women and men in situations where they think, ‘I can’t afford healthcare,’” she said. “Wellness and prevention are entry points for populations that are the hardest to reach and at the highest risk. We want to keep them healthy, and we believe we’ve enhanced their quality of life.”

Marie Lusins Has Been Dynamo In Her Adopted Hometown Of Oneonta LUSINS/From B1 She served 20 years on the Town of Oneonta Board, 19892009, with a focus on parks and playgrounds. “Fortin Park was an airport at the time, and Elsie and Al Fortin didn’t want to sell it to developers,” she said. “I was on the parks board, so we turned it into a park, with ice skating, a baseball diamond and a canoe access.”

She also founded and coordinated SHARE Otsego, to bring healthy foods to low-income

families. “I would help drive to The Bronx once a month to load 28,000 pounds of food onto a truck,” she said. “Baked goods, cheese, turkeys, venison – we really added Lusins so much food to the local food banks.”

An Oneonta Rotarian, she honed her fundraising skills to support the club’s polio and mea-

sles vaccinations and mosquito net projects in India and Ghana, even administering some of the vaccines herself. She’s served on the board of the Fox Hospital Foundation and the Oneonta Free Clinic.

Her latest undertaking with Tenfold Plus, a group of determined local women, which – with the Oneonta Job Corps’ help – built personalized bookcases, filled with books collected from the community, for 100 Head Start students. “We collected 5,000 books,” she said. “If a child can’t read, they’ll never be able

to achieve. Literacy is the most fundamental of all skills.”

But it was her family that inspired her most. Her daughter Noelle was diagnosed with a brain tumor at age 8, and as her condition deteriorated, Lusins stepped up. She was president of the Otsego County ARC, lobbying the state Senate and its Quality Care Committee.

John died in April 2001, and Noelle died that September. “I used to love doing my artwork,” she said. “But after Noelle got sick, I was never able to go back

to it.”

She has four other children, Gillian, Carl, John and Matthew, as well as seven grandchildren – Alex, Catherine, Isabella, Vivian, Mia, Lucas and Calvin.

And with her children grown, she has turned her family home into a bed and breakfast, Flying Changes. “It’s always a work in progress,” she said.

“You never do these things by yourself,” she said. “We’ve always been a community that gives back.”

Our roots are here, and we have a community-minded attitude.”

Rubin and Freed met at SUNY Oneonta as students, and the young entrepreneurs in 1994 began identifying unmet needs among their fellow students. “We started a food delivery service called The World is Yours,” he said. “You would call in an order at any restaurant in Oneonta, and we would go get it for you.”

Soon, they had 12 drivers for their weekend delivery service. “We were walking home late one night, and I said, ‘We should start a taxi service!’” said Freed.

The partners started with two cars in 1996, and by 1998 had 23 vehicles, including buses and passenger vans, giving rides to whoever needed them.”

Today, that fleet has grown to 127 taxis, nonemergency medical-transport and wheelchair-ac-

“We thought about going into rickshaws, but it’s a little hilly around here,” joked Freed.

“We’ve taken people’s pets to the vet for them,” said Rubin. “We’re not just a taxi company. We’re open to all opportunities to serve our customers.”

“It’s about proper coverage,” added Freed. “Anyone can call a taxi, but if you don’t show up – what then? It’s about reliability, availability and customer

service.”

They’ve taken pets to the vet. They’ve driven cross-country for customers afraid of flying. Last year, a woman gave birth in the

back of one of their cabs in Herkimer, and they’ve been known the help out law enforcement asking if they’ve seen anything suspicious while out driving.

They’ll even brave severe weather when no other cars are on the road. “The way we look at it is, if we took you there, we have to get you back,” said Freed.

“Our staff always goes the extra mile for a customer,” said Rubin.

And A&D continues to improve. The fleet is constantly being upgraded, with most recent advancement Red Route, an Uberlike taxi app, developed by Cornell students, that allows riders to hail a cab from their phones. “We’re always focused on moving ahead,” said Rubin. “There’s a lot of great tech out there.”

But they continue to focus on serving the people in their community. “We sponsor any team or club that comes to us,” said Rubin. “We do meals, gifts and services for Opportunities for Otsego. If an ‘ask’ comes across our desk, we’ll usually do it.”

They recently donated $1,200 worth of ride vouchers to the United Way, to be distributed to people in need of transportation. “This is what we like to do,” said Rubin, “It’s about creating solutions. It’s fun for us.”

But success had bred complexity, particularly in the area of staffing, which has grown from an executive director – now vacant, that job is about to be filled – to also include a stewardship manager (Marcie Foster), a development and finance manager (Sara Scheeren), and a land protection project manager (Ethan Rubenstein).

Given that, once a year, the Land Trust must inspect each of the 103 properties with land easements, more staff was a necessity.

And the work continues apace. On Feb. 21, it was announced the Cunningham-Wardwell family have protected 33 acres of lakeside, woods and fields around Mouse’s Hall, Town of Springfield.

Tara Sumner, one of 36 great-grandchildren of Henry and Florence Wardwell, expressed a sentiment most participants must feel: “This land links generations of our family, and we wanted to protect both that idea as well as the land, forever.”
