om Salo of Burlington, active in environmental issues since the first Earth Day in the 1970s and an expert in eagles and hawks, has been named Otsego County Conservation Association 2016 “Conservationist of the Year.”

He will receive the award at OCCA’s Annual Dinner beginning at 6 p.m. Tuesday, Nov. 15, at Templeton Hall.

A long-time member of the Delaware-Otsego Audubon Society (DOAS), he joined the DOAS board in the 1980s and has served the organization as president, secretary, education chair and field trip chair.

Currently, Salo is co-chair of the Franklin Mountain Hawkwatch, and is state coordinator of the Appalachian Eagle Project, which uses baited wildlife cameras to define the winter distribution of scavengers, especially golden eagles.

He has written articles for The Conservationist.

He lives with wife, Jo, in a passive solar house they built in 1982.

For the past decade, Salo has focused on understanding and conserving raptors in New York, particularly golden eagles. He is currently spearheading a DOAS effort to reduce accidental lead poisoning in bald eagles by promoting the use of non-lead ammunition for deer hunting.

OCCA has been awarding the Conservationist of the Year since 1989.

“A good, walkable block is 400-500 feet by 200-300 feet,” said Wouters. “Main Street is 1,000-feet long on one side, 670 on the other. People feel like they’re already in their car, so they might as well go to Southside.”

Split up the super-block, Wouters said, and people will walk between the two. “If there’s housing on Market

Street, residents will walk up to get coffee and then walk back again,” he said. “It becomes a dialogue.”

The walkability of the city became one of the central themes of the discussion, which was influenced by discussions Stantec has been engaging in with community members and business owners.

“People want to stroll around,” said committee member and Council member Joe Ficano, Ward 8. “The challenge is that there’s a lot of private property there.”

Walkable streets also attract the two largest urban-dwelling groups: millenials and aging baby boomers looking to downsize and live close to amenities.

“Millenials want to pick where they live before they have a job,” said Wayne Carrington, B-Side Ballroom owner. “They want a cool city, like (SUNY Oneonta President) Nancy Kleniewski suggested in the last meeting.”

But to attract walkers, the scene needs to have proper lighting and signage. “There’s

the pathway to the parking garage on Main Street, but if you’re a tourist, you’re going to walk right past it,” said Wouters.

“When you split a superblock, do you need to be able to see the destination you’re going towards?” asked committee member Dr. Margaret Drugovich, Hartwick College president. “Or is signage enough?”

“It’s incredibly helpful to be able to see the destination,” said Wouters. “But if there’s not a direct sighting, there needs to be signage and lighting to help people feel comfortable.”

He pointed out the Chestnut Street extension connecting Market Street. “You’ve got a crumbling building on one side and the blank wall of the parking garage on the other,” he said. “It feels abandoned.

People don’t feel comfortable walking past that.”

A façade around the parking garage to match downtown architecture, or perhaps a mural, would help change that perception, he said.

“Murals and downtown art really help attract young people,” said Barbara Ann Heegan, Otsego County Chamber president.

And the parking garage has another important function within a walkable city. “Have a transport hub where there are walking and bike paths helps bridge that ‘last mile’,” he said.

“If the trip is too far to walk or bike to a destination, people won’t take the bus; they’ll drive instead.”

But to make Market Street walkable, something has to be done about cars speeding down it. “It’s a wide street, and when streets are wide, people put down the accelerator,” he said.

“A lot of people use Market Street to bypass Main Street,” said Chip Holmes, the former Council member, attending as a citizen.

To this end, Wouters suggested putting planters – or even just painting lines – to narrow the streets and slow traffic.

“When you increase walkability, you increase retail,” he said.

11th-Hour Plea Made To Save Otego School

“We’ve created a groundswell in opposition of closing,” said resident Buzz Hesse, who helped form the Constituents Protesting Excessive School Taxes (CPEST) and Against Closing Community Elementary School Structures (ACCESS) groups. “There’s a lot more at stake than the consultants’ report took into consideration.”

The study advised closing the Otego Elementary School, which currently hosts K-2, cutting seven positions and moving all classes to the Unadilla Elementary School, currently hosting Grades 3-5, for a savings of $426,880. The district would then build an addition onto the junior/senior high school, and close Unadilla.

“We purchased our property because of the school,” said Brian Davis. “My wife and I have a 3-year-old daughter. We take her to the playground. We want her to go to this school.

Every discussion we have needs to be about the future of this community.”

Constituents blamed high school taxes and a lack of jobs for declining enrollments, which have fallen from 1,426 to 850 in 16 years. “It’s a perfect storm,” said Lou Kaiser, who served as Unatego School Board president in 2008-09.

“Closing the school may help fiscally, but it doesn’t help the teachers who’ve lost their jobs.”

The schools need approximately $8 million in renovations, but a new building would cost $20 million to build. The hope is that selling the elementary school buildings would offset the cost of the new building.

“And if they don’t sell?” said Davis. “Who is going to buy a property across from a boarded-up building?”

All agreed that the loss of the school would mean an incentive for new families not to move in, but several said they would consider leaving.

“I’ve seen first-hand what a lack of education opportunities can do to a young person,” said Adina Feliu, Oneonta Job Corps business liason, who attended with her fiancé, Kevin McGee, a Otego native and a

graduate of the school. “If this school clothes, we’ll be another couple looking for someplace else to live.”

Instead, the group suggested, the district should find other ways to utilize empty classroom space and bring money into the district. “Can we open to outside sources – GED classes, recreation programs – to bring in revenue,” asked Davis. “These are possibilities we should be exploring.”

“This school can be a powerful economic engine for our future, if we invest in faculty, refurbish what we have and define our needs, abilities and options,” said Stuart Anderson. “We need to have the sorts of opportunities and programs that will attract other small school districts to want to merge with ours in the future.”

Superintendent David Richards, seated with the seven members of the school, was impressed with the turnout.

“The people who showed up tonight were passionate,” he said. “We’ll take what they had to say under consideration.”

He indicated that the board intends to make a decision by the first of the year.

Focus On Goal: A Heroin-Free Otsego County

I

n a conversation about heroin the other day, it was observed that all of us have addictions, be they cigarettes, exercise, liquor, you name it. That’s a probably largely true, something to keep in mind when tempted to be judgmental.

Still, if everything is equal, if resources are divided evenly among workaholics, Pokemon Go fanatics and junkies, nothing gets done. To solve problems, set priorities.

Heroin, most of us can agree, is the foremost health, law-enforcement and quality-of-life challenge Otsego County and the United States are facing right now, a particularly agonizing one for families of people captured by the scourge.

The most chilling stories to emerge are like the one Cooperstown Police Chief Mike Covert told the Friends of the Village Library Sunday lecture series audience a couple of weeks ago: An addict overdosing in Lakefront Park refused life-saving Narcan: The high was too good, and he didn’t want to curtail it.

To some addicts, life itself no longer matters.

This is our county... insufficient results, it should be noted – has been focused on treatment, on loosening insurance to cover rehab, on talking about expanding rehab facilities in New York State.

Sure, there are limits to playing the blame game.

Addicts need to know they can indeed recover; families, that fighting for their loved ones’ lives is not fruitless, and certainly not shameful.

But how much kindness and patience does the public have to have?

A few months ago, Maine Gov. Paul LePage vetoed a bill to pay for Narcan, saying sequential overdosers should pay for their own antidote, not the public.

(The legislature overrode the veto.) The same AP dispatch cited a column by a retired lawyer in the Cincinnati Inquirer: “What

Why do we excuse or enable addiction?”

Last year’s Cooperstown Graduate Program exhibit, “Heroin: National Problem, Local Consequences” bent over backwards not to blame anyone. “Heroin addiction is a disease,” said an organizer. “It’s not about people who make bad choices. It’s not about bad people.”

Sorry, there are bad choices and there are bad people.

• Locally, it was a bit of a surprised when county Rep. Andrew Marietta, DCooperstown, asked Sheriff Richard J. Devlin Jr. at a Public Safety Committee if the county should embrace Covert’s PAARI program for spiriting addicts into rehab. “It’s not our job,” the sheriff replied.

LePage, the Cincinnati columnist, and no doubt many other people would agree with Devlin, as gaunt, hollowed-eyed people panhandle them on Oneonta sidewalks. The warm and fuzzy approach is wearing thin. We need to be focus, clear-eyed, on what works. ► That means prevention instead of simply dealing with the carnage after the crack-up. Where are the TV ads warning young people about heroin? “This is your brain.” An egg. “This is a young brain on crack.”

How do we shock and scare young people into realizing the dangers or trying heroin, sometimes even once? ► That means destroying the poppies at their source to drive up the price. Arguably, the 90 percent of the

world’s poppies grown in Afghanistan are a greater national security problem than 4,500 ISIS fighters in a desert town nobody’s ever heard of. ► That means arresting and jailing, which you hope would result in forced detox.

And from a strictly practical perspective, that means programs like Covert’s PAARI. Plus, coddling hasn’t worked: Heroin killed 36 of our neighbors this year.

(Maybe many more; no one’s keeping an authoritative tally.)

• So far, PAARI has placed 87 local people in rehab, many of them out of state, local people who otherwise would be breaking into our cars and houses to feed their 20-bag-a-day habits.

Applying heroin’s relentless arithmetic, at $25

a bag and 20 bags a day, three fewer addicts in Cooperstown alone has reduced in-village predations by $10,500 a week, a halfmillion a year; 87 erases more than $300,000 a week in thievery countywide, $16 million a year.

The county jail is already at capacity, costing us $200,000 a year in lost revenues from boarding inmates from elsewhere. If a quarter of the PAARI exports were still our responsibility, it would be costing US another $200,000 to board them elsewhere.

Village trustees determine to shift the focus back to drivers rolling through stop signs, focus: PAARI’s a big part of the answer to a much bigger problem.

Sure, let’s be humane to the degree our personal temperaments require, but let’s keep our collective eye on the ball. Let’s be toughminded and clear-eyed in attacking the heroin scourge.

Let’s set priorities by testing every measure against the goal – not pandering to lost souls who are killing themselves and ruining our communities, but to reducing heroin usage in Otsego County and, finally, eliminating it.

The elitists proclaim inclusive liberal values and a commitment to open markets, earning them the support of minorities and corporate business interests, though they routinely hedge on these commitments. Their candidate is Hillary.

The populists, by contrast, are

those who have been the victims rather than the beneficiaries of globalization and the modern political economy. They are rightfully angry and resentful. They are the structurally unemployed or underemployed, working either too little to make a decent income, or working too hard for pay that’s too low.

This disorder is indicated by: “Deceitfulness as indicated by repeated lying...or conning others for personal profit or pleasure.... Irritability and aggressiveness.... Consistent irresponsibility, as indicated by repeated failure to... honor financial obligations.... Lack of remorse, as indicated by being indifferent to or rationalizing having hurt (or) mistreated another” (ibid.).

“Individuals with Antisocial Personality Disorder frequently lack empathy and tend to be callous, cynical, and contemptuous of the feelings, rights, and sufferings of others. They may have an inflated and

arrogant self-appraisal...and may be excessively opinionated, self-assured, or cocky.

They may display a glib, superficial charm.... These individuals may also be irresponsible and exploitative in their sexual relationships....

Individuals with Antisocial Personality Disorder also often have personality features that meet criteria for other personality disorders, particularly borderline, histrionic, and narcissistic personality disorders” (op. cit., pp. 660-661).

Is preoccupied with fantasies of unlimited success, power, brilliance... Has a sense of entitlement (i.e., unreason-

able expectations of especially favorable treatment...) ... Is interpersonally exploitative (i.e. takes advantage of others to achieve his or her own ends)...Lacks empathy: Is unwilling to recognize or identify with the feelings of others...Shows arrogant, haughty behaviors or attitudes” (op. cit., pp. 669670). “Vulnerability in self esteem makes individuals with Narcissistic Personality Disorder very sensitive to ‘injury’ from criticism or defeat” (op.cit., p. 671).

The DSM-5 goes on to state, “...if an individual has personality features that meet criteria for one or more personality disorders in addition to Narcissistic Personality Disorder, all can be diagnosed.... Individuals with antisocial and narcissistic personality disorders share a tendency to be tough-minded, glib, superficial, exploitative, and unempathetic....” (op. cit., p. 672).

Don’t We Owe Ourselves Break From Elections?

To the Editor: Another way to escape this ever more tragic election year is for Cooperstown, the Hall of Fame and the Yankees to honor Reggie Jackson’s heroic 1977 World Series.

A 40th anniversary of what is the single most remarkable sequence of homeruns in baseball history should lead to a 2017 fun sequence of events.

They should culminate with the showing of the three-homerun game at the HoF. Delaying tributes to Jackson makes no sense.

He and his team and opposition players will be too old by 2027 to enjoy any honors.

And we fans and voters need to celebrate more and more, as our partisan leaders continue to degrade democracy.

So: Lobby local leaders to get going on Mr. October’s greatest October.

Registration of Republican Voters – There should be copies made of every Registry in the state. Then, they should be compared with the canvass of voters, if taken. If it has not been, a thorough canvass of the district should be made at once.

If any man is found on the registry who has no right to be there, such information should be procured by someone as will enable him to swear that it has no business there, and to demand that it be stricken off.

When it is discovered that a Republican is not registered, a careful minute should be made of the fact and steps taken to ensure his registration at the next meeting, Friday, November 2. The Republicans of the election districts should hold frequent meetings to compare notes, to scrutinize the registry and canvass, and to see that every Republican in their district is registered, and fully awake to his duty. This simple work, properly attended to, will ensure a Republican majority of fifty thousand.

The Local News – “What a fine-looking body of men!” was the general remark last Friday when the McCammon hose company, participating in the annual parade of the fire department, passed along Main Street.

It was the first opportunity most of our people have had to see the workmen at the piano factory and there was instant recognition and acknowledgement of the fact that the new industry had brought to Oneonta a very desirable class of citizens.

“Stratton the Caterer” has starved-out all the other contestants in the great international fasting match in New York City, and it is now Stratton against time. On Monday afternoon after being without food for 20 days and 17 hours, Mr. Stratton weighed 237 pounds, his weight when he began being 270 pounds. Dr. Justin Herald, one of the medical experts attending the fast issued the following: “Pulse 68; temperature 98

October 1916 and 1/5; respiration 20; right hand grip 112 pounds; left hand grip 84 pounds; drank 26 gallons of clysinic water in 12 hours; condition excellent; likely to fast 55 days on water only.” Mr. Stratton’s Oneonta friends are watching his record with much interest.

New York Yankees Win World Series – “Unbelievable,” said Matt Kasa, a SUNY Oneonta business major from Northport said following the final out after Charlie Hayes, the Yankees’ third baseman squeezed Mark Lemke’s pop fly to clinch the Bronx Bombers’ first World Series title in 18 years. “The best night of my life, honestly, the best night of my life,” said Kasa, who viewed Saturday’s game on television with neighbors in a dorm room in Grant Hall. Kasa’s friend, 19-year-old Andrew Einhorn of Brooklyn was just as happy.

“This was awesome,” Einhorn said. “I was waiting for this for a long time. I think you could have heard me on Water Street, I was screaming so loud.” “They were ballistic,” confirmed Lauren Schall, a more low-key Yanks rooter who lives across the hall.

Schall said she didn’t remember the last World Series won by the Yankees in 1978.

Land use was a major focus Wednesday night at a public workshop about Oneonta’s comprehensive plan. About 100 residents, city officials and employees of Clark Patterson Associates broke into groups at the Morris Complex at SUNY Oneonta and pored over poster-sized aerial photos of Oneonta. City and Town of Oneonta relations, developing the rail yards, stopping the conversion of single-family homes to rentals and sprucing up the gateways to Oneonta were among many topics discussed. Clark-Patterson was hired in 2005 for $51,250 to develop a document to provide guidance for economic development, community enhancements and the structure of city government. The three-hour workshop was one of the last stages of data collection before the drafting of a plan.

Teachout Is Right On Campaign Financing, Environment, Curbing Wall To the Editor: This is the chance of a lifetime.

We have the opportunity to vote into existence a congressperson who can help lay the foundation for a future that gives everyone an equal chance to shape our country’s laws.

If we elect Zephyr Teachout, we will be taking the first step toward possible public financing of elections instead of our present system that permits Big Business to take too great a part in choosing who should be installed in office.

Zephyr Teachout can restore our faith in a true democracy that

many of our grandparents had who came to this country with nothing in their pockets because they saw it as a land of opportunity where each had an equal voice in shaping the government.

There are many reasons why Zephyr Teachout won the 2014 primary for governor in Otsego County against Andrew Cuomo, even though she had been virtually unknown just a year or two

before; she even gained one third of all the votes in our entire state.

People knew she was the voice of the future.

The Sierra Club knew this also when they recently endorsed her as their potential leader in the struggle against global warming.

She also gained the endorsement of 72 members of the House of Representatives as well as the teacher’s union. And it was for good reasons that Bernie Sanders chose to campaign for her in New Paltz recently.

Why should we settle with John Faso, who is only a politi-

cian, not a true public servant? He missed 1,700 votes while serving in the state Assembly. He voted against equal pay for women. He once worked for a law firm that supported fracking. According to the NY Times, he receives support from Super PAC’s totaling $500,000 and $600,000.

We deserve better.

Let’s use the power of our votes to elect someone we can believe in now and in the future: Zephyr Teachout.

Hillary Will Continue Obama’s Pro-War Policies

To the Editor: As the 2016 election approaches and Hillary Clinton, the chosen one of the establishment, is about to become president, I would like to point out a few things that you will not hear about in the mainstream media, which is owned by the same rich corporations and families that have financed Hillary Clinton’s campaign.

We as Americans need to take responsibility for what we are voting for. It is extremely clear at this point that the Democratic Party has become the party of war. A vote for Hillary Clinton is a vote for war. I know many of you are afraid and feel you have to vote for Clinton as the “lesser of two evils.”

However, New York is not a swing state, even if you believe the propaganda about Nader “spoiling” the 2000 election (that story, conveniently spread by the corporate media, gives a free pass to the outright election fraud, the inappropriate Supreme Court intervention, faulty voting machines, and many other factors that contributed to Bush’s election; it also requires the false assumption that Nader voters would have supported Gore).

We need some honest reporting on these illegal wars that have been foisted on us.

Obama has attacked Libya and Syria with no authorization from Congress, in violation of our Constitution. He holds weekly meetings to decide who he will assassinate with drones, in violation of international law and the bedrock democratic principle that people are innocent until proven guilty.

It is estimated that these drone attacks have killed over 1,000 innocent bystanders, including women and children. You can be sure that the news outlets will never show you

f you vote for Hillary Clinton, you are voting for more slaughtered children.

That is something you should think about long and hard. pictures of the dead mangled bodies of women and children created by Obama’s drone attacks; they learned that lesson from Vietnam.

Yet in spite of these war crimes, the Obama administration keeps casting stones at the leader of Syria, and at Putin, too, who has stepped in to protect Assad from the American intention to assassinate him, just like they assassinated Gaddafi. Assad is a democratically elected leader of a secular nation that does not enforce Sharia law, unlike our good buddies the Saudis, who enforce Sharia law and have an atrocious human rights record.

Polls were taken and it was determined that Assad’s election in 2014 was legitimate with 55 percent support of the Syrian electorate. If the Syrians don’t like him, they can vote him out. We have to wait four years and are stuck with our leaders here, too, even if they don’t turn out as we had hoped.

Hillary Clinton is even more militaristic than Obama, and intends to escalate the war in Syria, including advocating for a so-called “no fly zone” (which really means no one flies and drops bombs except the U.S.), creating a real risk of world war, as both Russia and China are defending the Syrian government from the United States and its secret allies, ISIS and Al Qaeda (Al Nusra).

After the recent “mistake” where US planes

killed over 60 soldiers of the Syrian army, thereby helping ISIS to take over new territory, Russia promised to shoot down any airplane bombing the Syrian Army.

The United States’ continual warfare against nations in the Middle East, leaving a trail of blood and devastation, is increasing the hatred of America abroad and creating more terrorists. Terror begets terror. Noam Chomsky, arguably the most knowledgeable authority on US foreign policy, who somehow never gets interviewed on the mainstream news, has said that the United States government is the biggest purveyor of terrorism on the planet.

Do not accept the information you are spoon fed on television, seek out other sources.

Chomsky is a good place to start.

These illegal wars foisted on us by the Democratic party are wars of conquest, and as U.S. citizens we need to stop being “good Germans” and make clear our opposition to the dead bodies of dark-skinned women and children that are regularly produced by Obama and Clinton. Clinton was the main architect behind the brutal bombing of Libya, and cheered with glee, exclaiming “we came, we saw, he died” during a “hot mic” moment when she first learned that her mercenaries had tortured Gaddafi to death. It was later proven that the allegations used to justify the attack on Gaddafi were false.

Vote for peace, vote to end the endless war, make your voice heard that America should be a peaceful nation. If you vote for Clinton, you are voting for more slaughtered children. That is something you should think about long and hard.

Bill Magee Ever There For Village Of Cooperstown To the Editor: Ever since I became mayor of Cooperstown, Assemblyman Bill Magee has been there for us. Bill is not only completely available with his time but, as a longtime member of the Assembly, Bill has been able to provide state funds for village projects, including our Main Street renovation.

But it’s not only since 2012 that Bill Magee has been there for Cooperstown. For all the years he has served our district, Bill has been 100 percent behind our local needs, instrumental in supporting us with words and deeds.

Whenever I encounter state officials, they talk about how influential and well-respected Bill Magee is, by everyone he interacts with, from both parties. Bill’s humble and unassuming demeanor run counter to how important he is in Albany. We’re lucky to have him represent us.

As long as Bill Magee wants to serve us in the Assembly, that’s how long I’ll support him. For all he’s done for Cooperstown and our area, you should too.

Elitists Will Likely Win, But Challenge Remains

We’re No Swing State. Vote For Third Party, And Future To the Editor: Upon reading the unenthusiastic endorsement of Hillary Clinton, Hometown Oneonta and The Freeman’s Journal have submitted to the idea that she is the lesser of two evils. Stating “America’s only hope is to vote for her and hope for the best.”

Realistically? Yes, she most likely wins the election. More realistically? She wins New York. Our electoral votes go blue. And have since 1984 with Reagan.

Some irony there.

As recently as Oct. 17, Siena reports a poll that marks Hillary winning 52.7-31.7, a 21-point spread.

This late in the game I don’t think that even Brady and Belichick could scheme a comeback. Upstate is covered with Trump posters though. After all, what did Hillary do up here to help us? In understanding that a Trump vote fights a losing battle in New York, a third party should be where we use our votes for our collective self-interest.

The point being, a third party won’t win the national election. Donald won’t win New York’s electoral votes.

So which guaranteed loss is better? Neither, if you want a candidate to win. But, and this is important, if the Green or Libertarian parties reaches 5 percent of the national vote, they are given major-party status. Majorparty status loosens ballot-access rules and grants parties approximately $9.5 million for their campaigns.

As you can imagine, this significantly would change the 2020 election. After receiving the two most unfavorable candidates in history, it would be in our interest to broaden our hiring pool next time around.

I’m voting for Gary Johnson. He’s not perfect.

And won’t win. He is mostly unknown but most likely to reach 5 percent. Besides, he is a two-term Republican

Teachout Can Be From Elsewhere – Like Churchill To the Editor: Your support for Faso, who is nothing more than a cardboard cutout Albany lobbyist, over Zephyr Teachout, baffles me by its illogic.

In a nutshell, you’re against Teachout because she was not born in Otsego County.

By that logic, this district would snub Winston Churchill, since he represented five parliamentary districts, including places he never lived: Oldham, NW Manchester, Dundee, Epping Forest, Woodford.

For the geographically challenged, that is like a U.S. congressman representing Atlanta, Cleveland, Upper Michigan, Stowe, Vt., and Salem, N.H. In short, go for the best.

And a third presence on a 2020 debate stage would be more valuable to the American public than choosing the lesser of two evils and hoping for the best. Maybe the lesser the three evils would be better … or our chances of getting a candidate that we can have faith in and unify a divided country under will improve with three or four options.

We can vote however we like in Upstate New York. Some people even write in Mickey Mouse, Elvis and God. You know who you are… and we all know it’s because we get washed out by New York City and the Island. We aren’t in a swing state. Our votes can be used to fight a losing Trump battle, extra insurance for Hillary or used for a greater good in four years.

Johnson and Stein are good people, and their parties’ should be viable options. In four years these parties can bring new solutions and change policy to better reflect the people’s will. If you aren’t enthusiastic about a third Clinton presidency or Molotov cocktail as described by the Hometown/Freeman’s editorial, maybe a third party investment is in order.

What we’re seeing today, however, is the corruption of a legitimate populist impulse by a dangerous demagogue. Trump has diverted the grievances of the people away from their true cause: the fact that most of the population has little or no political or economic voice. Instead he has exploited their primal fears. His racist, xenophobic, and misogynist appeals divide people in the worse possible ways, and his megalomania reeks of limitless self-promotion with no redeeming sense of social compassion. Trump has turned populists into yahoos.

To his followers, his bravado and vulgarity may look like freedom in the face of overweening corporate and governmental power – throwing the finger – yet his exploitation of insecurity and emotion, and his disdain for civility, mutual respect, and rational, evidence-based thinking, truly disqualify him from being president. He’s a recipe for disaster.

If Trump’s yahoos want to end the abuses they feel they suffer at the hands of the elitists, they are going to have to become true populists.

They may not know it, but they are the heirs of a long tradition. It was nineteenth century American populism which systematically addressed the social and economic injustices perpetrated by the elites of the day, and it did so by seeking to decentralize political and economic power and making it more Thinking of Remodeling?

need to be reintegrated into some kind of common synthesis if we hope to avoid conflict and make progress.

Finding common ground may be the only way to avoid mutual destruction.

Part of the common ground between populists and elitists is their reverence for individual liberty and private property. The populists want to make sure that liberty and property are more widely and equitably distributed than they are now. It’s the key to social stability. If the one-percenters – the elite of the elite – have nearly all the money and power, there’s not much property and liberty left to redistribute. Part of the problem with the critique of the status quo from the left (Occupy Wall Street or Bernie Sanders’ socialism) is its insistence on communal ownership which has never had much purchase in America. It misses the grassroots populist value of the sanctity of private property.

Our problems in this country are so big we probably need a revolution to deal with them. We have to reduce the debt burden, redistribute resources, close the gap between the rich and the poor, establish a sustainable economy which benefits everyone, conduct a foreign policy which does not rely on wars and threats of wars, and seriously deal with climate change. Perhaps most important, we have to figure out how to responsibly decentralize and distribute political and economic power while retaining necessary common institutions and values. How we can get there remains to be seen. Only goals such as these have any hope of restoring social fairness, healing our divisions, and saving our planet. But they are going to involve profound structural changes: more democratic accountability, a fairer financial system, and a sustainable economy. It’s a tall order.

Appointing Highway Superintendent Will Bring Greater Skill, Control To the Editor: The Town of Otsego has chosen to hold a referendum on the November 2016 ballot to change the position of highway superintendent from an elected position to one that is appointed. The primary rationale for putting this proposal to a referendum in 2016 is that the current superintendent term expires at the end of 2017. The current highway superintendent has made his intention not to run next year very clear, and the referendum is in no way a reflection of his work performance. The town board has taken very deliberate measures to ensure a fair and transparent process.

Today’s highway superintendent

requires a greater skill set to handle the ever increasing demands municipalities must face while balancing budgets and complying with all laws and regulations. The highway superintendent must have basic knowledge of computers, familiarity with town and state policies and procedures, employee management and safety course compliance and effective communication skills.

The following summarizes some of the differences between the elected versus appointed highway superintendent positions. ► Qualifications Elected: No minimum qualifications. Need to be over 18 years of age.

Appointed: Town can set the qualifications. Education and experience. ► Accountability Elected: Cannot be removed from office. Cannot be disciplined, suspended, terminated nor supervised. No regulation on time devoted to official duties. Can choose to work 2 hours a week.

Appointed: Performance reviews are completed by Town Board. Disciplinary action can be taken if not performing duties.

Hours on the job are determined

by Town Board. ► Compensation Elected: Salaries are set by Town Board and cannot be altered or withheld during term of office.

Appointed: Salaries are set based on qualifications and experi-

ence. ► Public Participation Elected: Public chooses official.

Appointed: The Town Board interviews and chooses the most qualified based on knowledge of duties performed, education and experience. ► Job Security Elected: Elected for 4-year term.

Appointed: Can be either renewable term appointments or Civil Service (which offers strong job protections). ► Time Off Elected: No restrictions on time off for vacation or sick leave.

Appointed: Must adhere to personnel policy for time off. ► Financial Elected: Has wide latitude on

spending for equipment, paving and road maintenance.

Appointed: Works with Town Board on capital plans, spending and budgeting. Salary will be based on experience.

The Highway Superintendent is arguably the most important position in the Town of Otsego given that the Highway budget accounts for 75% of the total budget. The Town Board believes the professional qualifications and accountability associated with this appointed position will ensure safe roads and bridges, efficient snow removal and a strong collaborative relationship on budgets and purchasing of new equipment.

Vote Salka; It’s Time For Change Trump Tested In Business, Self-Confident, Ready For Office To the Editor: Your endorsement in last week’s editions of Bill Magee over John Salka only proves that you, too, have been drinking the Albany Kool-Aid. To suggest only a Democrat can represent us in Albany because they are currently the majority party is wrongheaded. If that’s how you feel, why do we even bother to have an election?

To suggest that only a majority member can “bring home the bacon” is nonsense. A hard-working, energetic legislator can and does produce for his or her district. Several former and current local Assembly members have proven this.

Bill Magee personifies everything wrong with Albany.

He stood silently alongside Speaker Shelly Silver during the Vito Lopez groping

scandal, the rape arrest of Silver’s counsel and even Silver’s own corruption for which he was convicted.

Bill Magee is an Albany double dipper who currently collects BOTH his paycheck ($79,500) and his pension ($57,465), along with a committee bonus ($12,500) and personal living expense in excess of $10,000 per year. That’s over $150,000 per year.

I have meet John Salka, an experienced, energetic local government official, who assures me he is opposed to the 47 percent pay increase and pension double dipping.

He does support term limits and striping pensions of corrupt politicians. John Salka is ready, willing and able to represent us. It’s time to turn Albany around.

To The Editor: In reference to your last week’s endorsement editorial, with all due respect I adamantly disagree with the idea that Hillary Clinton can or will ever deliver Hope and Change to the people of America. In my opinion, she wants to be president because the power associated with the title will enable her to continue feathering her own nest under the same cloak of legitimacy that she hid behind as Secretary of State.

For a pair who were admittedly “flat broke” when they left the White House, she and her husband were certainly able to accumulate a sizeable fortune between then and now. And, the Wikileaks that have been recently released bear testimony to the Clintons’ avarice, to their lack of scruples and to their contempt for constituents.

What positive changes has she wrought on behalf of the choir to whom she gives lip service?

On the other hand, Donald Trump, who already “has it made” and who could now turn over the operation of his self-made empire to his four very capable older children and, down the road, to his fifth child and youngest

son, has opted to forego a cushy retirement and has assumed great personal vulnerability because he truly wants to “make America great again.”

Mr. Trump is not always eloquent.

However, he enjoys a lifetime of having practiced business successfully and of having overcome various set-backs relatively unscathed.

Yes, he has a huge ego. One must believe in one’s self in order to assume risk. Would any of us want an insecure surgeon to replace our heart or operate on our eyes or our brain?

Who cares that Mr. Trump has not made public his tax return? What difference does it make? What we do know is that he has created gainful employment for thousands of people over the years; and, he has had the smarts to use the tax law to his advantage.

It is one’s duty to avoid paying taxes. It is a crime to evade them.

Mr. Trump has no need of a President’s salary; and owes no political favors or special considerations. He is at liberty to address our country’s ills objectively and to surround himself with whomever he deems most competent to advise him.

If American women want personal and professional equality with men, they need to get real and to stop pretending to be offended and aghast whenever they hear off-color remarks or conversations. Several of our past presidents have been womanizers, as have been and currently are several of our politicians. Self-confident females take these things in stride and conduct themselves in a manner that clearly brooks the use of such language and vulgar references in their presence.

I believe that Donald Trump sincerely loves our country and all of its people. I believe that he wants to make a meaningful contribution to the homeland where he has attained great financial success. I believe that he is willing and able to steer us back on course and that he has demonstrated great wisdom in choosing the advisers with whom he will work to achieve his goals. I hope that each of you will consider voting for him if you, like me, choose to help elect a President who will focus on making America great again.

They were asking because, in dismantling the guns, which Hamilton had borrowed from his brother-in-law, John Barker Church, they discovered a secret “hair trigger,” a second trigger that would go off at the lightest touch.

In a November 1976 article, “Pistols shed light on famed duel,” by Merrill Lindsay in Smithsonian, the magazine asked: “Was Aaron Burr really the bad guy, gunning down Alexander Hamilton in cold blood? Secret hair trigger may suggest the opposite.”

The hair trigger “would give Hamilton a theoretical advantage by allowing him to shoot very quickly with a tiny, halfpound squeeze on the trigger,” Lindsay wrote in the article.

“Burr’s gun had the same trick trigger, but Burr probably didn’t know it.”

He continued, “Hamilton, I maintain, booby-trapped himself that morning of July 11, 1804, in Weehawken, N.J. Tensely, the two men faced each other. As Hamilton lowered the gun on its target, he was holding it a little too

tightly and accidentally fired before he had Burr in his sights.

“Burr squeezed hard and slow and put an aimed shot into Hamilton. The lead .54caliber ball found Hamilton’s liver and killed him within 36 hours.”

The replicas complete, the original Burr-Hamilton pistols were returned to the bank, and today are on display in the client dining room at J.P. Morgan Chase at 277 Park Ave. Jack Phillips, who would pass away at age 74 in 1987, received two copies of the replicas.

Son John, who loved the outdoors and hunting, eventually moved Upstate and settled in Fly Creek, bringing one of the sets with him. When, earlier this summer, an exhibit, “Hamilton’s Final Act” – a collection of 34 original letters leading up to the duel – opened at The Fenimore Art Museum, Phillips contacted NYSHA President Paul D’Ambrosio.

Through the exhibit’s termination on Dec. 31, the pistols are on view in a display case in the second-floor hallway, where two circles mark how far apart Hamilton and Burr would have stood.

The class is in its fourth year, with a core group of six regulars and several who come when they can. “We hold their paintings so they can work on them whenever they feel like coming,” said Lacey Bennett, who works in Focus’ Activities Department. “It keeps their minds busy.”

“I just started in January,” said Mark Pettengill, formerly of Sharon Springs, who was painting a barn. “I was looking for something to help get me out of my room, and my daughter had given me a drawing pad and colored pencils. I had never really drawn before, but I liked it, so when I saw the art class, I decided to join!”

These days, Pettengill always keeps a bag of sketchbooks with him, and starts his paintings by drawing them first. “Sometimes I go sit outside and what I see, then come in and paint it,” he said.

Claire Cardinale, formerly of East

Springfield, rediscovered her love of painting in the class. “I used to paint with a lady who worked with me,” she said. “But when she left, I didn’t pick up my brush again. I had such a fear of not being able to do it.”

She was working on a fall scene, complete with a bright orange and red tree, with wind fluttering stray leaves to the ground. “It’s enjoyable,” she said. “I just wish we could sit here all day and paint.”

And there’s been so much interest that Bennett offers a second class is offered on Sunday. “I want to be an art teacher one day,” she said. “This is a good path.”

Nolan makes her way through the class, helping mix paints and making sketches for artists to fill in. “She helps me with detail work,” said Ann Martindale, formerly of Oneonta. “I love to paint cats, and she helped me with the whiskers. She even helped me find the perfect brush to paint fur.”

She’s painting a landscape now, working in soft yellows along the ground to prepare to paint in the trees.

I’ll have to get a big perm like Bob Ross,” she joked. She’s having so much fun she’s encouraging her mother, who lives at The Plains at Parish Homestead, to take up painting as well.

The artists each pick a picture they want to paint, gathered from calendars, magazines and photographs. “One of the women here took a beautiful photo of a sunset and I told her I would give her the painting if she gave me the photo,” said Pettengill. “I kind of regret that now! It was my favorite, but I can always paint a new one.”

“I’m very good at painting waterfalls,” said Pysnik. “I like to give mine to friends and family,” said Pysnik. “But I would never sell it!”

She married James Cuthbert Austin of Hamilton in 1942. After marriage she worked for the Girl Scouts of America as an outreach coordinator in Saratoga. Initially living in Elmira, James and Mary Louise moved to Oneonta in 1958.

She was an active member of the First Presbyterian Church, League of Women Voters, Adirondack Mountain Club, Oneonta Garden Club and book club. She loved the arts and music immensely – a faithful audience member at the Catskill Symphony Orchestra, Oneonta Concert Association, Glimmerglass Opera, and the New York City Ballet at Saratoga. She was an avid reader and Scrabble player.

She is survived by seven children: Anne Cuthbert Gill-Wood (Robert Wood), Whitesboro, James Curtiss Austin (Carolyn), Oneonta, Sarah Olcott Austin, Oneonta, Christopher Austin, Oneonta, Thomas Pendell Austin (Roberta), Walton, Elizabeth Austin (Mark Hocker), West Chester, Pa., David Greenfield Austin (Robert Guinto), West Roxbury, Mass; ten grandchildren and seven great-grandchildren.

She is predeceased by her husband James, in 1983, her sisters Ruth Harris, and Margaret MacIntyre, and her brother Richard Ryan. Also, a son-in-law Carl E. Gill.

A memorial service will at 2 p.m., Sunday, Oct. 30, at the First Presbyterian Church, 296 Main St., Oneonta. A reception will follow the service at the church.

ONEONTA – George R. Miller, 90, a World War II Navy veteran who spent his career as a car repairman on the D&H, passed away Saturday, Oct. 22, 2016, at home.

He was born April 20, 1926, in Portlandville, son of the late Steven and Elizabeth (Bolos) Miller.

On Sept. 29, 1956, George married Geraldine D. Bliss in Oneonta; she predeceased him on Dec. 10, 1986.

He is survived by his three children, Sandra Wilson of Oneonta, Melody Miller of Oneonta, and Kenneth (Liz) Miller of King of Prussia, Pa.; eight grandchildren, several great grandchildren and great-great grandchildren; one brother, Joe Miller of Milford; as well as several nieces and nephews. He was predeceased by three sisters and one brother.

So when you vote Nov. 8, you will notice two people at the registration table, one Republican and one Democrat. At the voting machine, there will be two officials to answer questions, one from each party.

“I don’t recall anyone ever asking for a recall or a recount,” said Henrici, who joined the department in 2011 as deputy to Democratic thencommissioner Hank Nicols of

Cooperstown, and succeeded him in 2016.

Lehenbauer didn’t either.

The interview was conducted right out in the open.

On one side sat the two elections clerks, Republican Tori Curtis and Democrat Chrissy Morrison.

On the other sat the two machine techicians/election specialists, Democrat Laura Curtis (no relation to Tori) and Republican Wendy Adee.

Just then, a citizen came to the counter to register. Curtis and Morrison went over to process her application.

What about voting machines? The 37 apparati are kept in a secure room across the hall. When Curtis and Adee must test the machines periodically, they go into the rooms together.

At 5 p.m., the end of the work day, everything the staff is working on is locked up in a room off the main office.

Access is controlled by slash cards, so if someone were to go into the room after hours, it would be recorded.

There are 49 election districts, whose residents go to 27 polling places. Cooperstown and Oneonta use two voting

machines, for 29 total. The other 8 are spares.

The ImageCast voting machines – one of two brands approved by New York State – read ballots voters mark with a pencil. When the polls close, the machines provide an automatic tally that is checked manually by the Republican and Democratic poll workers.

“Each county runs its own election,” said Henrici.

“There’s no centralized body.”

There’s no Internet or “cloud” to hack.

For the Russians to infiltrate New York State’s election system, they would have to place two operatives, one Republican and one Democrat, in each of the 62 New York counties’ boards of elections.

Hard enough, Donald. To “rig” a national election would be 4.5 times as hard. (There are 3,007 counties in the United States.)

“We have everything here to ensure an accurate and secure election,” said Lehenbauer.

Henrici agreed.

The decision was not without some controversy, as it was made over the advice of Village Treasurer Derek Bloomfield, who – citing guidelines for CFAs (chartered financial analysts) – advised them that a fully diversified portfolio, including fossil-fuel stocks, is the most stable.

“Social investment should be done with one’s own money,” he added.

Historically, Bloomfield continued – and he underscored this was just his opinion – fossil fuels have done more to raise mankind out of poverty than any other development through the ages.

That caused Allstadt to shoot back, “I totally disagree with the statement that fossil fuels have been a boon to

humanity. They’ve created a great threat to humanity.”

Eventually, he predicted, fossil-fuel stocks will drop, and the village should get ahead of the curve.

Trustee Ellen Tillapaugh Kuch seconded Allstadt’s motion, and the rest of the trustees and Mayor Jeff Katz voted aye.
