ayor Gary Herzig has a message if returning Hartwick College and SUNY Oneonta students go out on the town – follow the rules, or the fun stops.

“We will enforce the state regulations,” said Mayor Gary Herzig. “If you’re not at a table, you need to have your mask on. You can’t be elbow-to-elbow at the bar.

We will send the police, code enforcement or the state Liquor Authority in to respond to complaints.”

As the colleges announced reopening plans for this fall, Herzig plans to meet with the two college presidents, Hartwick’s Margaret Drugovich and SUNY Oneonta’s Barbara Jean Morris, to lay out the city’s new approach.

A first complaint against a bar, Herzig said, will result in what he called an “educational visit,” reminding them of social distancing and occupancy protocols. The second or third violation could result in a fine, or a revocation of a bar’s liquor license.

With Rigor, Determination, We Can Welcome Students Back

S

ure, there’s concern about 6,000 college students returning to Otsego County at the end of August.

But, then, there’s been concern about a lot of things that have been successfully accomplished since Otsego County began strategically retreating from COVID-19 precautions – almost two months ago, believe it or not.

In the box at right, all the steps we’ve taken so far – together, as a community – are detailed. When you lay it all out, it’s breathtaking.

• We’ve done all this in Otsego County. And despite all of the

• PHASE 1, beginning May 15, saw the reopening of manufacturing, construction, wholesaling and outdoor businesses like landscaping, drive-ins and gardening. Stores were permitted to provide curbside pickup. A few days before, auto dealerships reopened.

marker have wondered whether the phrase “people of color” is an appropriate choice of words, perhaps assuming that it is a more recent characterization that some might find objectionable.

But indeed, the phrase “people of color” was the choice of words for formerly enslaved people to describe themselves in 1827 as well as the words chosen by the newspaper’s 1827 editor in reporting the event.

Words and phrases are often subject to shifting meanings and uses over time. Such phrases may convey a different meaning after decades have passed.

Our tendency today is to focus on the word “color” rather than “people.” We take for granted that we are collectively all “people” and “persons” individually, regardless of our skin tones.

However, on July 4, 1827, for the first time in New York State, those who had remained enslaved would henceforth be recognized as fully human “persons” rather than “chattels.” The added reference to “color” emphasized their entitlement and recognition as complete human beings, to be appropriately described as “persons” and “people.”

The 1827 Emancipation marker reminds us that the journey to freedom, equality and unity that began for Cooperstown 123 years ago is yet a work in progress.

To the Editor: Two historic markers installed on the front lawn of the First Presbyterian Church in Cooperstown in 2019 have since attracted the attention of many local residents as well as visitors. Observers are struck by the current relevance of each marker to two current 21st century pressing concerns – race relations and voting rights.

A marker installed in front of the sanctuary titled “Emancipation Day” reads: “On July 4, 1827, both free and once enslaved people of color celebrated emancipation in New York at this church with speaker Hayden Waters.”

A marker in front of the nearby chapel titled “Susan B. Anthony” presents this message: “Met with county residents Feb. 9, 1855, in building on this site. Formed committee to advocate for women’s right to vote.”

Both markers were funded with grants from the W.G. Pomeroy Foundation in response to applications submitted by the church’s History Team. Each grant was awarded based on evidence from primary contemporary resources found in church records and contemporary news reports from 1827 and 1855 printed in The Freeman’s Journal.

Space limitations on the historic markers required a succinct choice of words to convey the essence and significance of each event with precision and historic authenticity.

ike the rest of the country, I was stunned and in disbelief as I watched the television broadcasts and read the accounts about the attacks on journalists covering the protests over George Floyd, a black man, who died in police custody in Minneapolis, Minn., on May 25.

From Los Angeles to New York City, journalists, along with protesters, were being arrested, hit with rubber bullets, pepper-sprayed and more.

According to the U.S. Press Freedom Tracker, as of the first week of June, there have been more than 400 incidents reported at national George Floyd protests.

One of the earlier incidents took place just four days after Floyd died, when a CNN correspondent Omar

by Minnesota police while covering the protests in downtown Minneapolis.

Although they were released about an hour later, it was still unsettling to watch officers put handcuffs on the journalists, even after they clearly identified NU themselves as YANG members of the press.

“Targeted attacks on journalists, media crews, and news organizations covering the demonstrations show a complete disregard for their critical role in documenting issues of public interest and are an unacceptable attempt to intimidate them,” Carlos Martínez de la Serna, program

director for the Committee to Protect Journalists, said in a statement condemning the attacks. “Authorities in cities across the U.S. need to instruct police not to target journalists and ensure they can report safely on the protests without fear of injury or retaliation.”

ccording to a survey from Nuwber.com, Democrat and Republican sentiment toward celebrating Independence Day differed this year, as did plans to protect against COVID-19.

Republicans tended to be more patriotic about the big day; however they planned to take fewer precautions than Democrats. One thing members of both political parties planned to do was: attend a barbecue.

Nuwber polled 1,208 Democrat, Republican and politically independent visitors June 15-19 to its website: Q: How do you plan to spend the Fourth of July?

The U.S. Census – Male heads of families would facilitate the taking of the census by leaving inventories of their real and personal estates at home to be given to the Marshals when they call. Not one woman in 500 knows how much her husband is worth.

The settled opposition in the Southern states to anything like a national education, and the resolve of leading southern men to incorporate into primary school books a false version of the late history of the country, especially that part which refers to the rebellion, gives strong point to the bill introduced by Hon. George F. Hoar of Massachusetts, at the last session of Congress to establish a national system of education. In the illiteracy given in the basis of 1860, the South was not alone. New York had 356,000 unable to read or write. It is simply a question whether a government which has proved itself strong enough to make suffrage national should not make education national.

Professor S.W. Eaton, principal of the Cazenovia graded school and Miss Mathilda J. Talmadge, of Oneonta, were united in marriage at the 41 Maple Street Oneonta home of the bride’s parents, July 8. The ceremony was performed

by Rev. Jay Elliot Bone of the Methodist Episcopal Church in the presence of the immediate families. The house was decorated with flowers and potted plants. Miss Leona Talmadge of Windham played Lohengrin’s wedding march at the piano as the happy couple, accompanied by “Best Man” Frederick A. Peck and “Bride’s Maid” Mina L. Moak advanced to the parlors where the rites were said beneath an arch. Afterwards a bountiful repast was served.

100 Years Ago

Franklin D. Roosevelt of New York, Assistant Secretary of the U.S. Navy, and relative of the president who bore that name (Theodore Roosevelt), was chosen by the Democratic National convention as its candidate for vice president and running mate for Governor Cox. The bandwagon movement for Mr. Roosevelt got underway very quickly soon after the convention assembled. Other candidates were presented but there was no doubt of Mr. Roosevelt’s selection from the first. Governor Smith of New York took the platform and told the convention he had been instructed by his delegation to second the nomination.

Mr. Roosevelt left the convention hall just before he was nominated, but after his nomination was a certainty.

EDITORIAL: Let’s Welcome Students Back EDITORIAL/From A4 This is good news as we await the 6,000 college students’ return. We can reduce risk in this sector as we have everywhere else.

The “Social Compact: A Healthy Hartwick College,” can’t be unique, but it’s novel. Returning students, faculty and staff must review the document and its requirements to create a safe environment, and must sign it.

Masks and social distancing are required, students’ temperatures are taken going into buildings.

And it’s enforceable, according to Hartwick President Margaret L. Drugovich. Anyone who fails to follow the compact is out. The college needs to be unforgiving on this.

While SUNY Oneonta’s plan appears to lack that enforcement piece, it is likewise rigorous in its provisions to identify any infection that surfaces and to address it promptly. It also outlines how and when the college must again be closed, if necessary.

• All that said, college students will head to downtown bars, bars being a petri dish in states that were doing well – Florida, Texas and Arizona among them – and now are not.

So Oneonta Mayor Gary Herzig’s two-part declaration, details on this edition’s front page, is reassuring: If bars are too full, there will be one warning, and then fines or closure.

Herzig and Police Chief Doug Brenner need to pursue this course with single-mindedness and determination.

Two strikes, you’re out.

The first bar to be closed, promptly, with no ifs, ands or buts, will send a message to the rest.

We’ve done it. We’ve beaten the coronavirus. We can let the college students back and keep the community safe. But vigilance and fast action are essential.

Rotary Clubs of Oneonta, Cooperstown, Otego, Unadilla and Schenevus contributed financially to make possible another successful year of Otsego County’s Discover 4-H Program. Discover 4-H is a series of short team projects based on 4-H resources from a cross section of subject matter areas. These are made available to all third grade students through the mail in packet form for use over the July 1960 summer. More than 700 students participated in this year’s program, learning new skills and utilizing their vacation Mr. Roosevelt went to his hotel and from there to the battle- from school in a constructive way. LIFE IN THE TIME OF COVID-19

Wild Card Underscores: Wear D***’ Mask!

A

mid all the bad news from all around the U.S. is the markedly increased number and percentage of people not wearing masks, not social distancing, and otherwise violating rules and common sense, we get another piece of potentially bad news.

The virus is mutating and now the prominent strain in the U.S. is different from two months ago.

While apparently not more virulent, causing people to be sicker, it is more infectious, able to be transmitted better.

This new form, named D614G, has been seen in about 70 percent of the approximately 50,000 genomes of SARS-CoV-2 recently sequenced. (That is the order of

the nucleic acids that make up the blueprint of the virus.)

• Why is this bad? It is bad for several reasons.

The new strain appears to be more infectious. It is more infectious because the surface of the virus has RICHARD slightly changed STERNBERG shape. In this case, the shape change makes the virus stickier and more likely to cling to a host cell.

The changed shape, even a little, means there is no guarantee that the

vaccines being developed will be effective because they are using the strain of the virus prevalent when they were first being developed.

This is analogous to what happens with the flu vaccine each year. We have to take the vaccine every year because the strain of the flu that is common in any given year changes.

Therefore, scientists have to guess what strains will be common in the next flu season, and develop vaccines to those. If they guess wrong, the vaccine shot will be worthless.

Same with SARS-CoV-2; if the new strain is immune to the vaccine because it was developed to work against a different variation, the vaccine will have no effect on the

spread of the disease.

In the short term this does not matter much. Over the long term, it determines whether the vaccine developed will be effective in the rate of spread of the disease.

• In the short term the only thing we can do is try to protect ourselves against spread.

The problem with that is to protect us, other people have to prevent spreading the disease.

One can try and hide from it, but there comes a point where you can’t stay in solitary confinement any more.

There’s A Right To Protest, But Not To Riot, Destroy To the Editor: As demonstrators fight for justice in response to the killing of George Floyd by a Minneapolis police officer, we at the League of Women Voters of the Cooperstown Area remind everyone of the text and purpose of the First Amendment to our Constitution: “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably

to assemble, and to petition the Government for a redress of grievances.”

In essence, protesters have the right to protest, demonstrators have the right to demonstrate, we all have the right to speak out, and we all have the right to gather and make demands of our government.

It is significant that this is the very first specific right of the people, rather than of the government, that the Framers enumerated in the Constitution. These rights, above all else, define our freedom

In Tough Times, Humor Helps To the Editor: Please accept my appreciation for your article entitled “Village Erasing ‘Indian’” in a recent edition.

Your description of the comments and exchanges of the participants at the meeting was – whether you intended it not (I hope you did) – most amusing.

Man’s Inhumanity Spurred Revolution

To the Editor: Tom Morgan’s historic review of human oppression, slavery, tyranny and injustice that appeared in last week’s edition is a thorough, comprehensive and accurate account of injustice as practiced by multiple societies, governments, dictators and rulers in power throughout history.

This is exactly what justified the Founding Fathers of the 13 United States to draft a Declaration of Independence in 1776.

It is truly unfortunate that so many of the injustices imposed by King George III on the 13 colonies still prevail to this day, not

by a King but by a President.

World history, as inhuman and cruel as it is, does not explain why racism, bigotry and intolerance should be tolerated as part of America’s fabric.

Keep in mind that unlike governments recorded in world history, America functions by as a Democracy founded on a Declaration of Independence that proclaims, “All men are created equal.”

Think what you will, but no one has the “right” to alter this declaration.

Lying Way Out Of Trouble Dates Back To Elizabeth I To the Editor: Great Scot !

The fate of Mary Queen of Scots was complete in the fall of 1586. She had been under house arrest in England for nearly two decades and the Crown had carefully supervised her loosely enforced incarceration knowing she was the one person who could make a proper hereditary claim to the throne of Queen Elizabeth I. However, such was the concern that enforced Catholicism would return to England that the Parliament passed a law that forbade any action against the queen that resulted in the ascension of Mary Stuart (a staunch Catholic) to the English throne. The legislation also dictated Mary’s demise at the end of an ax even if she played no part in any conspiracy.

What followed in October 1586 was a convoluted trial from the Crown’s inner circle where Mary Stuart was tried without legal counsel and found guilty on some dubious though damning evidence. She was sentenced to death but

before any execution her death warrant had to be signed by her cousin, Queen Elizabeth I. That particular was exercised some four months later amidst “a pile of other papers,” as if to suggest it was done as a routine matter with little to no thought to its importance.

But, following a horrifically botched execution and a public outcry in Catholic Christendom, Elizabeth claimed her signature was not for implementation of the death warrant but for the mere personal possession of one of her closest advisers.

With so much at stake, Queen Elizabeth’s flimsy attempt at plausible deniability reminds me of the frequent walk-backs of President Donald Trump, another head of state who thinks he’s a sovereign and prays the American people are too stupid to believe his unconvincing claims of “I was only kidding” whenever he says something unfitting of his office or detrimental to American common decency.

Jackson Did Nothing Illegal – He Stays; Confederate Generals Rebelled – OUT! To the Editor: As we go about erasing embarrassing bits of history - such as the Stars & Bars from the Mississippi state flag - it would help to apply a commonsensical standard to what gets torn down, canceled or retained – with or without an asterisk.

If something was legal at the time, and, on balance, contributed to the furtherance of the state, science or mankind - we should give it the benefit of the doubt and keep it.

For example, although he had his faults, and was no pal of the Cherokee, nothing Andrew Jackson did in his lifetime was demonstrably illegal and, absent his leadership, we might have lost the War of 1812 and would now all be forced to say ridiculous things like “whilst” and misspell “aluminum.”

So Jackson probably stays.

Let’s come up with some new icons to put on the pedestals - astronauts, doctors, teachers, or some Nobel (dynamite!?) laureates. And some appropriate names for the bases, preferably after soldiers who weren’t traitors to the United States and weren’t in cahoots with the Russians, like, say, John McCain or Colin Powell.

Ultimately, you’re only as strong as your weakest link.

Strong national leadership on this issue would go a long way to lower the spread of the disease and the mortality rate. Failing that, we need the nation’s governors to work together rather than

flailing in 50 different directions.

Governor Cuomo says municipalities should be enforcing rules, but local leaders say it is not clear what the penalties for violation of the rules are.

It is not even clear what the rules are.

In New York State, people must wear masks if they are less than 6 feet from another person who is not part of their household. This is very hard to enforce because the conditions within it make it difficult to determine and to prosecute.

You’ve heard me say this many times before, probably more politely, “Wear the damn mask.”

I also think that enforcement and penalties must be carried out until the minority of the population that is not willing to protect others capitulates, even if only to avoid financial penalty or arrest.

many years, so I know the dangers involved in these situations, especially when you get between riot police and protesters,” Carolyn Cole, a Los Angeles Times photographer covering the protests in Minneapolis, told the New York Times. “But I wasn’t expecting them to attack us directly.” Cole was pepper-sprayed in her left ear and eye, and her cornea was damaged.

It’s true; we have seen injustice and discrimination against journalists in other countries, where many of them are persecuted, sentenced to jail, and even killed for simply doing their jobs.

Now, instead out looking outward, we’re looking inward – and we aren’t liking what we are seeing.

The Flag: Vote On Nov. 3

To the Editor: A recent article in the Washington Post reported that some right-wingconspiracy and hate-group sociopath with multiple aliases and websites had used social media to spread the rumor that Antifa members (and others) were planning to burn American flags at Gettysburg on July 4.

At his urging, a collection of militia members and skinheads showed up there to supposedly defend “their” flag. They were urged to be armed and no doubt some were.

However, no such event had been planned, and they looked silly as well as ugly.

But the non-event did bring up a point, which is: Where do neo-Nazi white supremacists get off claiming that the flag needs their defense?

Do THEY own it?

Actually, we all own it - and we own the responsibility for defending, as the Pledge of Allegiance says, “The Republic for which it stands, with Liberty and

Justice for All.” As children, we played a game called Capture the Flag. Now we need to really do it. We need to recapture The Flag from a divisive President who regularly dishonors it by ignoring the Constitutional principles it represents.

We need to recapture it from the marginal persons looking to validate their collective identity under a false banner. We need to recapture Truth from falsehood, Justice from injustice, Decency from hatefulness, real Lawfulness from its perversions.

Speak up. Vote, even if #45 doesn’t want you to, and falsely claims that voting by mail results in fraudulent opposition. Even if the lines are long, the process as inconvenient as it can be made.

It’s a Grand Old Flag. We need to reclaim it. Because it’s not a game anymore.

It’s for real.

classes or workshops,” she said.

“But the pandemic sent us back to the drawing board in order to get positive, preventive measures to our communities.”

Also, how quitting smoking will help you breathe better during intense exercise.

“We’re encouraging families and groups of friends to hike together,” she said. “Positive social interaction is a protective factor against addiction.”

The Oneonta Teen Center is inviting teens to participate, in conjunction with LEAF and FOR-DO. “We want to give young people an opportunity to engage in a pro-social activity,” she said. “This way, we’re giving them good alternatives to drugs and alcohol.”

“I turned toward Mary,” he said, a famed statue of Our Lady of Lourdes, crowned, “and I got down on one knee. And I placed the rest of my life at her service. I said literally that.”

At the time, he’d had an idea: to organize spiritual seminars to Lourdes, and he explained that to her.

“Then I said one final thing: Unless you have something better.”

On April 15, 2019, he was working in his shop on Chestnut Street. “It came across Facebook, live.” Paris’ Notre Dame Cathedral – literally, “Our Lady’s cathedral” – was on fire.

“I watched it while I was working,” said Belleau, who has been involved in spiritual pursuits since 1983.

“Whenever something appears conflictual, that’s a signal for me to step out of the way … I was intrigued.

I wasn’t alarmed.”

Three days later, “I got my internal answers: That this wasn’t an accident.”

• Jim Belleau was born in Salem, Mass., in 1956, and raised in a Catholic home in a French-speaking section of town. He attended nearby Merrimack College, then finished at Emerson

College, training to be a cinematographer.

Age 25, he met a woman at a wedding he was photographing in Ipswich, Mass., and followed her back to Oneonta. “I never went back.”

Soon, he had three jobs, a darkroom technician and obituary writer, a wedding photographer and, then, walking down Main Street, “I saw this picture framing and print shop. Wow, that’s interesting. I walked in.”

He asked the woman behind the counter, “Do you need anyone to work?”

“Yeah,” she replied, “I’m moving to Arizona in two weeks and I haven’t told the boss.” He began his apprenticeship, and ended up buying the business on July 1, 1985, 35 years ago this month.

In those early years, “Literature was my North Star.” He became acquainted with David Kherdian, the Armenian American writer and poet, who ran a used bookstore in Oneonta in the early 1990s. “He put remarkably great books in my hands,” Belleau said. “…and then I got a copy of ‘The Song of Bernadette,” by Franz Werfel.” Through Werfel, “I understood the inner working of what Mary is doing – steering the behavior of society to accomplish her goal.”

Maude (Race) Smith. In 1944, he joined the Navy to defend our freedom in World War II. He trained and served on the USS Manatee in the South Pacific.

Swanzey, New Hampshire; brother, Jim Loudon of Oneonta; niece, Kathleen Hill of Morris; four nephews, John and John’s wife Denise of Colliers, Danny, Dennis and Dennis’ wife, Ginny of Long Island and Michael of Florida; and five grandchildren.

Richard was predeceased by his wife, Rose; brother, George; daughter, Rosemarie; son, John; niece, Loretta; and nephew, George.

There will be no calling hours. There will be a memorial service with military honors in Milford Cemetery, Route 28, Milford, at 2 p.m. Saturday, July 11.

WORCESTER – Joseph K. Brennan, 85, passed June 30, 2020 at Albany Medical Center after a short illness.

Joseph was born March 26, 1935, in the Bronx, the son of Mae McLoughlin and Joseph Brennan.

He served in the Navy from 1952 to 1960, his most significant assignment being on the USS Lowry DD-770.

He was awarded the National Defense Service Medal, Korean Medal, UN Medal and China Service Medal.

He was part of the Worcester community for over 20 years and a member of the American Legion.

He was known as a funloving Irishman, who loved to sing and have a good time.

Joe will be remembered for his smile, and his unforgettable renditions of Danny Boy and the Lord’s Prayer. He will be

Father, Now Ailing Son, Find Sanctuary In Oneonta SANCTUARY/From A1 He was 13 at the time, and stayed with Al Cleinman and his wife, Carrie McCormick, for six weeks in the spring and summer of 1993, as “the troubles” raged between those who wanted to stay with the UK and those who wanted a united Ireland.

“It was amazing,” he said.

“We went swimming in Wilber Park, we got to be on a Little League team – we didn’t have sports like that back in Newry, Northern Ireland.”

They stayed in touch for

years, visiting each other in America and in Ireland.

“Jamie’s mother cooked us this incredible meal, with three different kinds of potatoes,” he said. “To this day, I still salivate thinking about those potatoes.”

But now, Pentony has returned to the States with his 7-year-old son, Alfie – Cleinman jokingly claims he’s the namesake – in hopes of finding a cure for Duchenne Muscular Dystrophy, a genetic disorder that causes progressive muscle degeneration.

asked if she could help us find someplace to stay,” said Pentony. “She asked when we were coming in, and I said, ‘Saturday.’ It was Thursday!”

Last year, Alfie was part of a trial in Florida, where the Pentonys stayed with Cleinman’s son Gabe. But he was unable to participate in the trial due to ankle problems, and shortly thereafter, had ankle surgery to shorten his tendons.

“He was walking on his toes,” said Pentony. “Now, he can walk normally. He’s never been able to do that.”

Pentony’s wife Colleen found another trial, this time in New Jersey, and was able to persuade the doctors to allow Alfie in. “The trial had already started and they were full, but my wife talked them into it,” he said.

With infusions due every 90 days, they came first in January and March, staying in Hudson with Cleinman’s daughter Ashley, but this

time, the trip was more difficult.

“At first, there were no flights in or out of the country from Europe, because of COVID,” he said. “I wrote to every single senator to try and get a visa waiver so that he could participate in this trial. Most of them replied, and I was able to get my waiver.”

But to do so, they both had to test negative for COVID-19 and have a quarantine plan in place when they arrived.

“We tested negative, and they gave us the waiver,” he said. “We figure that it’s good for the country if this test is successful.”

They quarantined in Hudson, but came to Oneonta for the Fourth of July weekend to see Cleinman. “We went out on the boat and saw fireworks,” he said. “It was so much fun.”

So far, he said, Alfie has responded positively to the treatments. “He has shown significant improvements in everything,” he said.

He’s also doing a “marathon” where he walks laps – one mile every day – towards 26.2 miles. “He shouldn’t be able to do that,

Currently, there is no cure for Duchenne. “We’re not going to stop these treatments after the 18-month trial,” the father said.

“We’re going to continue this therapy until they find a cure. We think it’s close.
