The local party in Gardiner, a town of 5,700 in Ulster County, has endorsed Pat Ryan, an Iraq War vet and tech entrepreneur from that same part of the district.

Barbara Rose Sides, whose mailing address is 13 River Park Drive, New Paltz, filed her challenge of the 2,700 signatures Monday, April 16, with the state Board of Elections deadline.

Collier, Ryan and the five other Democrats all claimed to have collected enough signatures by the Friday, April 13, deadline to get on the June 26 primary ballot. Only Collier’s petitions were challenged.

“I feel the integrity of the petitioning process was compromised,” said Sides. “They were shoddy petitions with signatures of people from New York City and The Bronx.”

Sheriff’s Shown He’s Tough, Smart

irst, voters should want a county sheriff who’s steady under fire.

Over the past 15 months, county Sheriff Richard J. Devlin Jr. has proved he is.

With his son Ros, a guard at the county jail, accused in a workplace disturbance and ordered off county property by the county Board of Representatives, Devlin hung tough, arguing he was the target of a “political witch hunt.”

That didn’t seem completely out of the question when it surfaced that allies of county Board chair Kathy Clark’s husband were sounding out Democrats to see if they would endorse a sheriff’s run by her husband, retiring state trooper Bob Fernandez – first reported in these newspapers in March 2017.

Second, voters should want the county’s top law-enforcement officer to have a strategic mind.

Now, Sheriff Devlin is showing he does.

et’s not be prophets of doom, but we’re all thinking people who can more or less put the pieces of the puzzle together.

In her March 29-30 column, our colleague, columnist Cathe Ellsworth, alerted us to an Albany Business Review report that Upstate New York lost 2 percent of its population between 2011 and 2015. Seven counties gained population; 20 lost it.

In our general area, Tompkins County – home of Cornell and Ithaca College – surprisingly lost the second most, 5.1 percent or 5,294 people.

Our Otsego County was 11th on the list, losing 2.26 percent or 1,408 people.

him in the Nov. 6 election, Devlin approached the more even-handed county board chairman, David Bliss, who succeeded Kathy Clark, and agreed to resign his son’s fate to an even-handed application of Sheriff Devlin Civil Service law. Going into the fall election with the issue unresolved would have been folly.

This is no endorsement of the incumbent. Bob Fernandez has some baggage, but he does bring an impressive resume and an engaging personality to the race.

Still, Sheriff Devlin has shown resilience under fire and a strategic mind in opening the way to a fair resolution to what must be a personally anguishing situation, qualities anyone would certainly want in the county’s leading law-enforcement officer.

Nation’s Two-Party System Guarantees ‘The Iron Law Of Oligarchy’

M

ost voters enroll in one or the other major party, though the number of non-party enrollees has grown in recent years. In our area, and nationally, it’s very roughly one third Democrat, one third Republican, and one third non-partisan, or independent (small “i”).

The two-party system goes back to the battles between Alexander Hamilton’s Federalists and Thomas Jefferson’s Republicans. The Jeffersonian Republicans have since morphed into the Democrats, and the Federalists into the Republicans.

Unfortunately, these parties have become a big part of what’s wrong, rather than what’s right, with American politics.

ADRIAN The two KUZMINSKI political parties – they are not mentioned in the Constitution – have a strangle-hold on the electoral process. It’s difficult, though not impossible, to get on the ballot

without the approval of one or the other party.

In the current race in the 19th CD, for instance, party enrollees need to collect only 1,250 signatures to get on the primary ballot.

But if you run as an independent, you need 3,500 signatures.

Party candidates have other advantages. They can go to their county party committees to pitch for support and recruit volunteers to circulate their petitions. The parties are also a source of money for candidates.

Independents, by contrast, are entirely on their own.

Founding Fathers left their stamp on the Nation.

If the parties were democratic institutions, they might make some sense. But they are self-perpetuating bureaucracies and social networks which are fundamentally oligarchic in spirit, not democratic.

A well-known German sociologist named Robert Michels wrote an influential book over a century ago, entitled “Political Parties,” which argued that regardless of any democratic convictions and practices, political parties, like most complex human organizations, inevitably turn into top-down systems governed by the few who are able to stay in power indefinitely, with little or no accountability to the rank-and-file.

As NYSEG Dithers, Pipeline Can Be Built In 2 Years To the Editor: Kudos to the local civic and political leaders who met with NYSEG’s new president to apprise him of the effect a lack of affordable energy has had on the Otsego County economy.

See “Do More, Otsego Countians Ask NYSEG President,” (Hometown Oneonta & The Freeman’s Journal, April 3-4).

Tensions arose when the proposed improvements on capacity for the DeRuyter/ Oneonta pipeline were shelved by NYSEG. State Sen. Jim Seward, R-Milford, hosted the meeting.

Otsego Now’s Jody Zakrevsky noted the probable loss of a Chinese manufacturer and the reluctance to expand on the part of a famous local institution due to the unavailability of reliable natural gas supply.

Together, these businesses promised 600 jobs. Other large local institutions are on the “interruptible list,” a group that has to switch from gas to oil during cold snaps due to lack of supply.

NYSEG’s president reported that the company depends on allocation from the Dominion Energy pipeline. The Dominion has

told NYSEG that it lacks the capacity to increase Otsego County’s allocation.

Checkmate? To be determined.

There is an alternate solution. The Constitution Pipeline is ready to go. It awaits water permits, which are controlled by Governor Cuomo. Estimated construction time for the Constitution – two years. If completed in 2020, it would be pumping gas two years before the DeRuyter line’s formerly projected (but currently doubtful) start date of 2022.

Benefits – good jobs on the pipeline and the distribution line build-outs.

Affordable and reliable natural gas for current and future businesses in our area, a discount for residential heating of 30 percent below propane, a secure source for New York City,

and cheap, domestic gas piped from Pennsylvania for the Northeast, instead of Russian LNG tankers in Boston harbor bringing gas from Siberia.

These benefits won’t happen. Cuomo’s political ambition checkmates all benefits for Upstate New York and our neighbors.

To the Editor: In your April 5-6 editions, Adrian Kuzminski outlined his thoughts on how Democrats could defeat Congressman John Faso. He is certainly entitled to do so, but his rationale ought to be factually correct.

Mr. Kuzminski objects to Congressman Faso’s proposal to eliminate local taxpayer responsibility for Medicaid costs. He states, “He made no provision for anyone else to pick up the tab…” This is patently false.

Were the Faso bill to become law, the responsibility for the local share of Medicaid would shift to state government, where it should have been from the begin-

ning. That is what most states have always done.

In other words, New York State, with its more progressive income-tax revenues, would pay the tab rather than placing the burden on already hard pressed local property taxpayers.

By the way, the Faso proposal is not a new idea.

For all of the years I had the privilege of representing Otsego County in the state Legislature, the number one concern of our Board of Representatives was mandate relief. At the top of the list, always, was the tremendous burden imposed by Medicaid.

ELLSWORTH • Recently we made our first trip to Main Street this year. And, as is so often the case, we found ourselves unable to get from the

car to the sidewalk. On the passenger’s side of the vehicle, our way was blocked by a rain garden that had piles of icy snow on each side of it.

As we surveyed our intended path to the sidewalk, we came to the conclusion that we would have to walk in the street until we came to a spot by which we could get from the street to the sidewalk. And while we suspect such a maneuver is probably some form of jaywalking, we had no other choice.

Fortunately, we discovered that we only needed to walk in the street behind our vehicle as the path on the driver’s side from the street to the Please See COLUMN, A5

150 Years Ago

Oneonta Local: On the morning of the thirteenth the thermometer in this village was only four degrees above zero.

Four days later the snow was mostly gone and early flowers opening their beauty to the sunshine. Farm work is now in full blast and a vast amount of it will be done by May Day. The frogs, thankful their noses were not frozen off, were piping in full blast on Thursday night, and the birds have come back again, we hope this time to stay.

Delos Yager has bought John Youngmans’ farm on Oneonta Creek – Mr. Youngmans has bought that of David T. Clark, over the river. Mr. Clark intends soon to occupy his new house in the village.

A lamp broke one night last week at the Railroad Station and set the floor on fire. By the prompt movements of R. Halstead, it was put out.

There are now 108 pupils attending the Oneonta Union School. The average attendance last week was 99 per cent of the number enrolled.

100 Years Ago

James L. Hand, son of Mr. and Mrs. Charles A. Hand of 424 Main Street, and a young man well known in the city, met with an instantaneous and shocking death at Schenevus Sunday afternoon about 2:20 o’clock while engaged as trainman on Extra 1048, northbound, in charge of conductor Harlow and Engineer Walsch of this city. The train had stopped there to switch out crippled cars and it is believed that the unfortunate man was caught between the engine and one of the cars. Whether he slipped and made a misstep will never be known as no one saw the accident. His body was found lying near the track by Conductor Harlow. One arm had been severed and his head had been quite severely injured. The body was removed to the station and turned over to undertaker Rivo Tillapaugh who took it to his undertaking rooms. Mr. Hand was one of the best known young men in the company’s employ here and had many friends who are deeply shocked by the news of his death. The deceased was a member of the graduating class of the Oneonta High School, class of 1904. His father is superintendent of the shoe department of the Oneonta Department store.

High Anxiety And Twitter COLUMN/From A4 sidewalk was clear. And while we were able to deal with our dilemma without too much difficulty, it did remind us that we never know what obstacle we will encounter when we try to access Main Street.

• While reading our April 2018 edition of Your AAA New York, we came across an opinion piece, “Partnerships Could Aid Roadways,” which we found to be rather interesting. It made the argument that it is perhaps time to consider public/ private partnerships when it comes to financing aging roads and infrastructure as long, as those partnerships deliver the best results possible for the public.

Of course, it was pointed out that such partnerships would probably not work everywhere. It was thought “they might be worthwhile for the $1.5 billion replacement project for Goethals Bridge, which connects New Jersey and Staten Island, but won’t be as useful for roads and bridges in Cooperstown or Centereach.”

Why are we not surprised by this assessment?

• In the winter 2018 edition of the Kenyon College Alumni Bulletin, we recently read an article entitled “High Anxiety,” by Michael Blanding. In it, he interviewed a Kenyon alum, Maryanna Klatt, who is now a professor Maryanna of Clinical Family Medicine at Klatt The Ohio State University College of Medicine, where she studies the effects of stress on the body.

Professor Klatt points out, “We teach people about dysfunction in psychology, but no one teaches people how to be resilient and happy.

That training is something we need to be proactive about on every level.” She adds that people need to “...develop mechanisms to better cope with their life stresses.”

One suggestion made in the article for doing this is to monitor how much time one spends on one’s computer, tablet or cellphone. Plus, it is thought that spending too much time on Facebook or Twitter can lead to a sense of helplessness.

Professor Klatt suggests, “People need to focus on figuring out what their ‘minimum effect dose’ is so they get the news but don’t get stressed.”

• Since we are not on either Facebook or Twitter, they do not present a problem for us. But we have, after a bit of thought, come to the conclusion that, when it comes to the news, we should no doubt limit our “minimum effect dose” to something resembling zero.

That, we think, would leave us in a blissful state of ignorance, which for us would indeed be a radical, and probably much needed, change in our life.

Of course, we do have our doubts as to whether or not we really could exist being that disconnected from the world around us.

Hairdressers of the area and B.O.C.E.S. students watched carefully as two artists snipped hair with tiny pointed scissors and razors. The artists were demonstrating the new “permetric” styles for spring and summer. The styles ranged from short and simple to an upsweep reminiscent of the 1930s. Dan Swingle and Harry DeSanctis, Hair Designer Guild members, explained the steps to each hairstyle in detail as they worked. Energy, In Whatever Form, We Need Enough Of It EDITORIAL/From A4 reporting how the utility serving our county, NYSEG, has backed away from upgrading the DeRuyter natural-gas line that runs to Sidney and then Oneonta, even though it received a rate increase to do so a couple of years ago.

In the article, Otsego Now CEO Jody Zakrevsky reaffirmed NYSEG can’t provide enough natural gas – or electricity, either – that any new manufacturer of any size would require to move here.

A Chinese company looking to establish a manufacturing plant somewhere in the U.S. came calling a few months ago, Zakrevsky continued. “We had proximity to an Interstate, water, sewer – but we could not meet their energy demands, either electrical or gas,” he said. “…Without that power, we’re limiting our ability to compete.”

The news hook for the story was a meeting state Sen. Jim Seward, R-Milford, hosted at his Albany office in midMarch for local business and community leaders to make a plea to NYSEG’s new president, Carl Taylor.

Curiously, Lou Allstadt, the retired Mobil executive vice president who has since become a high-profile foe of natural-gas expansion, who in an interview reaffirmed his support for renewables, has concluded gas is a necessary “bridge” fuel, particularly in manufacturing.

“One of the tougher things to convert to renewables is going to be industrial processes,” he said. “…Very clearly, industrial processes are unique almost plant to plant.”

He didn’t say Amphenol, the former Bendix, in Sidney, which provides 600 of the best manufacturing jobs (of few remaining) in the region, but he must have been thinking it.

meeting April 5, with concerns expressed by Oneonta reps, in particular, that natural gas – perhaps even a CNG (compressed natural gas) station – might be necessary to make development of the D&H yards possible.

“There would be a lot of outcry about that,” said county Rep. Liz Shannon, DCity of Oneonta, in a follow-up interview.

If right, that will certainly limit the range of enterprises Otsego Now, which owned the property, and City Hall can consider as they seek to move the multimillion-dollar enterprise forward.

It may be wrong, but before going too far down any road to the yards, Mayor Gary Herzig and Common Council must test community sentiment about what might be possible, be sure it avoids the hornets’ nest Mayor John Nader walked into 10 years ago with the soon deepsixed biomass plant at Pony Farm.

Liz Shannon said that is already being contemplated. “With people at both colleges interested in sustainability, this is a chance to do something really sustainable there.” Some discussion has focused on developing the yards as a food-distribution center, less energy-needed and

perhaps powered to some degree by solar energy, she said.

-If Oneonta zigs on natural gas, other communities are ready to zag.

When his Oneonta colleagues questioned a CNG station there, county Rep. Peter Oberacker, R-Schenevus, remarked, “There’s a wonderful spot in the Town of Maryland.”

The reference was no doubt to that 140 acres at I-88’s Schenevus exit, where Oberacker and Maryland town officials are seeking to attract a distribution center, given that Otsego Now has shifted its focus to the D&H site.

Another dimension is that NYSEG can’t even deliver sufficient power to existing entities, with SUNY Oneonta, Hartwick College and Fox Hospital being forced to shift from natural gas to more expensive fuel oil every time there’s a cold snap.

The reality is, Otsego County can have sustainable power and natural gas, too, and the business leaders who plan to meet with Taylor again May 5 should go after the whole range.

Without ready and sufficient energy, there’s no chance The Empire State can ever approach its former glory – and, frankly, NYSEG is required to provide sufficient energy, or should be. It’s supposedly a regulated utility – the state Public Service Commission should insist on it.

In March, NYSEG’s new president gave the local contingent a sympathetic ear; let’s hope he follows through.

Regardless, sufficient energy of whatever type is a non-negotiable. Here and throughout New York, the NYSEG’s of this state must be required to provide it.

Without it, the future is limited, as our 1,408 departing friends and family members must have concluded.

Free Citizens Of A Democracy Should Be Able To Stop Wars To the Editor: In case we forget who started the Iraq War that inspired the development of ISIS and othe conflagrations throughout the globe, we should read -- or reread – the letter to the editor that Topher Hammond wrote in this paper last week.

Among other sharp thrusts, it reminds us who the people are who, by our silence, we allowed to pull the strings of elected officials who financed that bloodshed and lasting misery, including the continuing war in Afghanistan, which

netted the near-record 2,258 civilian casualties during the first quarter of this year, according to the Washington Post.

And lest we forget the terrible costs of our Iraq War, economists reported in The New York Times of April 13, they will top $3 trillion, which amounts to about $24,000 per American household and, still worse, 4,400 American soldiers, as well as 500,000 Iraqis.

Depressing as it will be, especially at this tax-paying

time, we need to face the fact that the taxes we are paying our government this spring will – unless we speak up, as we did to end the Vietnam War – finance the ongoing undeclared wars and future wars.

As Hammond warned, unless we say something aloud, “our sheepish representatives in Congress” will “ignore their duty to debate and authorize all of these wars and hand a blank check to the executive branch to do the bidding of the wealthy

contributors who finance their political campaigns!”

We do not have to fold our hands and look the other way.

We can rise up again as we did during the Vietnam War and demonstrate our will on the street, if necessary, and when election time comes, pick representatives who will yell “Stop” to our part in the continuing wars in Afghanistan, Yemen and Syria.

We are free citizens of a democracy: let’s act our part!

Albany Catholic Diocese Proactive In Stemming Abuse Of Children

Editor’s Note: This is a response by Mary DeTurris Poust, director of communications, Roman Catholic Dioces of Albany, to “2 Priests Who Served In County Named In Report On Sex Abuse” in the editions of April 5-6.

I

am happy to share information about the program the Albany Diocese has put in place to prevent sexual abuse of children. The Diocese is committed to keeping children safe in every Catholic place, and to addressing the scourge of sexual abuse in a comprehensive, proactive and accountable way: 1. The Albany Diocese has a zero-tolerance policy for sexual abuse of minors. This means no priest or deacon who is determined to have sexually abused a minor at any time is permitted to remain in ministry, nor can he be transferred into, out of,

or within the Diocese.

Any employee who is determined to have sexually MARY DETURIS abused POUST a minor also will be removed from Diocesan employment. There are no priests or deacons in ministry nor any employees serving the Diocese today whom the Diocese has determined sexually abused a minor at any time. All allegations of clergy sexual abuse, regardless of when the incident was alleged to have occurred, are reported to law enforcement agencies. The Diocese cooperates fully in all investigations.

2. The Diocese conducts mandatory background

checks on priests, deacons, employees and volunteers who interact with children.

The background checks are conducted on new employees and volunteers and are repeated periodically.

3. The Diocese provides age-appropriate safety training for children to help them recognize the warning signs of inappropriate behavior and to protect themselves by reporting the behavior.

Training is also provided to parents, teachers and volunteers on an ongoing basis to help them recognize potential signs of abuse.

4. The Diocese is committed to being providing meaningful, accessible support to survivors of clergy sexual abuse. Albany was one of the first Dioceses in the nation to establish in 2004 an independent reconciliation program to help victims and survivors take the next step toward healing. The Independent

Beware Of ‘Iron Law Of Oligarchy’ KUZMINSKI/From A4 He called it “the iron law of oligarchy.”

The founding fathers disdained political parties even though they were eventually caught up in them. To them parties represented “faction,” by which they meant the distortion of beliefs that comes with the polarization of opinion.

The two-party system is polarizing because it reduces all opinions to two choices: left or right, liberal or conservative, the blue team or the red team. A parliamentary system, by contrast, though hardly perfect, allows for a spectrum of views to be heard.

Political parties filled a vacuum left by the Founding Fathers. They distrusted democracy, preferring to leave politics in the hands of elite – persons of property, experience, and judgment, as they put it.

To this end they separated representative government at the state and federal level from local governments, such as New England town meetings, where real democracy was still practiced.

Instead of local governments (towns and counties)

being represented at the state level, large electoral districts were created with no direct relationship to local government.

Election to state and federal government required, even in the early days, mass politics to influence anonymous voters; in other words, a propaganda machine to get out the vote, or what we know as a political party.

Thomas Jefferson, in his later years, bemoaned this development.

He argued that the American revolution was incomplete because it failed to integrate democratic local government with broader jurisdictions. He feared the latter, through the instrument of political parties, would come to oppress the former, and it’s hard to argue he was wrong.

The alternative he envi-

sioned he called confederal democracy, where local communities were directly represented in broader levels of government.

The idea was that local communities be represented in larger decision-making bodies, something not the case today. State and federal governments have been captured by financial and corporate interests all too willing to sacrifice the welfare of local communities to their own profit.

Fixing our political system may not be possible without reintegrating local with state and national politics. I hope to say more about this in the future.

Adrian Kuzminski, a retired philosophy professor and Sustainable Otsego cofounder and moderator, lives in Fly Creek.

Mediation Assistance Program (IMAP) was developed by retired New York State Court of Appeals Judge Howard Levine, who served as the program’s first administrator. The program was funded by the Albany Diocese, and assistance totaling nearly $3 million was provided to more than 40 individuals. The Diocese continues today to provide financial support, counseling and other assistance, based on the procedures and protocols of the IMAP program, to individuals who were sexually abused by a priest or employee of the Diocese.

5. Our policies are grounded in the Charter for the Protection of Children and

Young People, the comprehensive set of procedures established by the U.S. Conference of Catholic Bishops in 2002 for addressing allegations of sexual abuse of minors by Catholic clergy. The Charter includes guidelines for reconciliation, healing, accountability, and prevention of future acts of abuse. Our Diocese has undergone multiple periodic independent audits, all of which have found it to be in full compliance with the Charter.

6. In the interest of transparency and accountability, our policies are posted on the Diocesan web site: https://www.rcda. org/offices/protecting-children-young-people/pro-

tecting-children-policiesand-guidelines. The web site also contains the list of all diocesan clergy – both living and deceased – who were the subject of a finding of reasonable grounds to support a complaint of sexual abuse of a minor through our own diocesan review process and/or action by civil authorities.

7. We encourage anyone who knows of or suspects sexual abuse of a minor to contact a law enforcement agency. Anyone wishing to report a complaint of clergy sexual misconduct in the Albany Diocese can contact our Diocesan Assistance Coordinator at 518-4536646.

In May, Mathes was pushed out of the job, and the Otsego Now board of directors walked away from Delaware Engineering, which was due to conduct the necessary SEQRA review, and Elan Planning, Saratoga, which was about to start the necessary comprehensive master plan update.

Asked if his bosses have any plans for the site, Mathes’ successor, Jody Zakrevsky, said, “At this point, we do not.” But he added, “We are still evaluating other sites in the area that might be more conducive” for a distribution center.

In collaboration with Town Supervisor Harold Palmer and the Maryland town board (Schenevus is a hamlet in that town), 800 surveys have been sent out to gauge townsfolks’ attitudes, a preliminary step in a comp plan update.

Oberacker is forming an ad hoc committee of local leaders to put together an action plan. Town Water Superintendent Peter Andrews is looking into extending the water system to the site. And Highway Superintendent Tim Walke is examining ways to access it.

“The town and the townspeople are behind it 130 percent,” Oberacker said over a cup of coffee the other day at the Chief Schenevus Diner, now open for the season.

Buoyed by that support, Oberacker is already putting out feelers with Walmart and other mega e-retailers who require these distribution centers to get their analog products to customers. (Nearby Amsterdam has attracted Dollar General and Target distribution centers in the past two years. It’s said Amazon needs two dozen such facilities in the Northeast.)

In an interview, Zakrevsky raised negatives about the Schenevus plan, but Oberacker was having none of it.

Zakrevsky questioned

access from the I-88 access road and the site, which is just across Route 11. Oberacker said the necessary slope can be engineered so the 90 trucks a day can easily ply in and out.

Zakrevsky pointed out wetlands have been located on the site. Oberacker pointed out it comprises 1.78 acres of the 170-acre total.

Zakrevsky pointed out the price tag is $500,000, and half the property is undevelopable. Oberacker is undeterred.

Despite reservations, Zakrevsky said Otsego Now “would certainly assist the town in any grant applications,” perhaps for a CFA (the state’s main vehicle for economic-development funding), which are due in July.

“A grant application can be done in the matter of a month,” he said.

Said Oberacker, a rising star on the county board, “I would have thought they” – the Otsego Now directors – “would at least have come up personally to look at the site and talk about it.”

Have there been such forays? “There’s been none,” he said.

Candidate’s Petitions Challenged PETITIONS/From A1 Sides circulated petitions for Ryan, who lives in Gardiner with his wife, Rebecca. And in February, Gardiner Democrats voted overwhelmingly to endorse Ryan for the nomination.

But Sides said she filed the challenge “as a Democrat and a Gardiner voter,” not on behalf of Ryan or any other candidate or of the local party.

“These petitions have to be scrutinized for faulty signatures and people who don’t live in the district,” she said.

Amanda Clarke, Collier’s campaign manager, characterized the objection as a misogynistic attack.

“If her name was Eric Collier, I don’t think she’d be challenged,” she said. “This is a very thinly veiled attempt to kick the only woman candidate off the ballot. She is the only candidate being challenged by his campaign.”

However, Ryan’s campaign manager Tim Wagner replied, “Every citizen has the right to review petitions. That’s how we ensure the integrity of our election process, something everyone should be supportive of. The Board of Elections will determine if Erin’s petitions conform with New York State Election Law. This is how our democracy works.”

Wagner also said Sides did not file the petition on behalf of the Ryan campaign.

In addition to Ryan, Collier is running against former State Department official Jeff Beals, lawyers David Clegg and Antonio Delgado, investor Brian Flynn, and former Cuomo aide Gareth Rhodes in the June 26 primary.

“It’s a crowded primary,” said Clarke. “Erin really shook up the race. We’re seeing it in Texas, in Illinois, in Arizona. This is the year of the qualified woman.”

“I support other women,” said Sides. “But we need to do this the right way. I heard

from several people that her petitioners were not asking if people were registered Democrats or if they had already signed another petition. If you signed another petition, one of those gets thrown out.”

“Just as any woman has the right to run, any voter has the right to question any signature on the petition,” said Rich Sternberg, Democratic operative who has been organizing candidate forums in Cooperstown.

Clarke said that Collier’s petitions gathered 2,700 signatures, more than double the 1,250 needed to get on the ballot.

“We feel confident in our petitions,” she said. “We met with and talked to Democratic voters in the community.”

Sides has until April 23 to file a more detailed challenge.

“When a petition comes in, anyone who thinks there might be something wrong with the petition has three days from the deadline to file a general objection,” said Kim Galvin, a lawyer with the Board of Elections. “They then have three days to file specific objections.”

According to Galvin, the Board will then conduct a “line by line” review to see if those objections are valid, and make a decision on the petition based on that.

“Petition objections are not uncommon, especially when multiple candidates are running on one line,” said Cheryl L. Couser, a state Board of Elections spokesman. “It’s part of the process, and the board will make sure everything is in order.”

Meanwhile, Collier will be at the planned Town Hall meeting in Cooperstown at 3 p.m. Sunday, April 22. At 6 p.m. that evening at SUNY Oneonta.

“Erin is going to fight this every step of the way,” said Clarke. “She is not stepping aside.”

wenty years ago, flutist Linda Chesis found a way to share her family’s “sacred space” with others.

“As a musician, I spent every summer traveling on the festival circuit,” she said.

Carl L. Hughes, 76; Ran One Of Oneonta’s Last Farms ONEONTA – Carl L. Hughes, 76, a lifelong farmer, passed away April 13, 2018 at Cooperstown Center for Rehabilitation and Nursing.

He was born Dec. 2, 1942, in Oneonta, the son of Abram and Ermal Ruby (McLean) Hughes.

He married Marguerite Hollenback, on April 29, 1967, in Worcester.

Carl was a life-long dairy farmer, working the family

business, Hughes Farm in Oneonta.

He is survived by his wife, Marguerite Hughes of Oneonta; a daughter, Sharon Hughes of Oneonta; two brothers, Kenneth and Patricia Hughes and Charles and Ester Hughes, all of Milford; a sister, Martha and Paul Constatine of Fort Walton, Fla.; and many nieces and nephews.

A graveside service will be at 2 p.m. Friday, April

20, at the Hartwick Cemetery, 3664 State Route 205, Hartwick, with the Rev. Keith VanDewerker, officiating.

Dorothy A. Marsh, 82; First Woman To Drive School Bus For Worcester School District WORCESTER - Dorothy A. Marsh, 82, the first female bus driver at Worcester School, passed away April 14, 2018 at Bassett Medical Center in Cooperstown.

She was born Aug. 9, 1935, in Hawk Run, Pennsylvania, the daughter of Stephen and Anna (Obester) Duritzo.

She married Joseph Marsh on Sept. 17, 1955, in New Jersey.

They moved to Worcester in 1957. Dottie was an Avon representative for more than 50 years. She was the first woman school bus driver for Worcester Central School, driving a bus for 20 years. Dottie was a 50-year member of the Worcester American Legion Auxiliary, a member of the Wanderers

Car Club and the Worcester Board of Elections.

She is survived by her husband, Joseph Marsh of Worcester; children, Joseph Marsh of Worcester and Cheryl Marsh of Orlando, Florida; grandchildren, Samantha, Alexis, Joseph and Logan; sister, Mary Reiling of New Jersey; nieces and nephews, Tonya, Sondra, Gregory, Stanley, Michelle and Michael; great-nieces and nephews, Brianna, Evan, Bradley, Jennifer, Julie, Jake, Stanley Jr., Heather and Richard Jr.; as well as five great-great-nieces and nephews.

She was predeceased by her sister, Helen Kapulka.

Visitation will begin at 6 p.m. with a funeral service following at 7 p.m., Thurs-

Throughout her life she enjoyed sharing good times with friends in her bowling club, and with her brothers and sisters in Christ at St. James Church, as well as those friends she met while delivering Meals On Wheels, those she played bingo with, those she met on bus trips and those in her Alzheimer’s and Parkinson’s support groups.

To the many friends who knew her and to those who called her “Mom” and “Grandma,” she will be greatly missed.

Cynthia was a loving and supportive wife to her husband Keith Preston (deceased last February) for 65 years. Together they raised

four children, Leslie, Wendy (wife to David Dulin), Scott (husband to Laurie Bigelow) and Paul Cynthia (husband to Karen Volpe). Preston Cynthia had four lovely grandchildren, Megan (Awong), Marikate (Groves), Harrison (Dulin) and Elizabeth (Dulin) and a great-granddaughter, Margaret (Maggie) Groves.

She was predeceased by her brother, Alvin Milton Westcott.

A memorial service and reception will be held from 2 - 5 p.m., Thursday, April 19, at St. James’ Episcopal Church, 305 Main St., Oneonta.

IN MEMORIAM Frank Gallucci, 86, Oneonta; Taught History 33 Years At Academy Street, New Campus

ONEONTA – Frank Gallucci, 86, a 33-year Oneonta High School history teacher, and one of the last people to have taught both at Academy Street and the new campus on East Street, passed away Wednesday, April 11, 2018.

In 1952, during the Korean War, Frank joined the Army and served in the 8174th Army Signal Corp in Sendai and Tokyo, Japan. Frank was honorably discharged in 1954 with the rank of corporal.

Returning to Oneonta, Frank rejoined the D&H, and in September 1955 entered Hartwick College, where he obtained a bachelor’s in History in 1958. Frank also completed coursework toward a master’s in history at the Wesleyan University in Middletown, Conn.

Frank began his long tenure at Oneonta High School in September 1958 and was a teacher for 33 years, retiring in June of 1991. He taught courses in American, World, Latin, and Diplomatic History, Participation in Government, and Economics.

While working at Oneonta High School, Frank was active in the Oneonta Teacher’s Association, acting as its president and chief negotiator.

After his retirement, Frank became a founding member of the Oneonta High School Alumni Association, where he served on the organization’s board of directors for several years.

The Association recognized Frank as the Alumnus of the Year in 2007. Frank married Aida Barbaro, from Salerno, Italy, in November 1964, at St. Mary’s Catholic Church in Oneonta, and was happily married for more than 53 years.

He is survived by Aida, along with his three sons: Michael Gallucci, and his wife Cynthia; Stephen Gallucci; and Mark Gallucci, and his wife Nikki, as well as his five granddaughters Additionally, Frank is survived by his brother, Arthur Gallucci, as well as several nieces and nephews.

Frank was predeceased by his parents John and Raffaella Gallucci, his two sisters, Julia (Gallucci) Amitrano and Amelia (Gallucci) Lattanzi, his brother John Gallucci, and his wife Jacqueline and their son John Patrick Gallucci, and his sister-in-law Antoinette Gallucci.

A Mass of Christian Burial was celebrated Wednesday, April 18, at St. Mary’s Church. Burial with military honors was in Mt. Calvary Cemetery, Emmons.

Susan Lynch, 84, Oneonta; Born In Ireland, Waitress In NYC, Miami ONEONTA – Susan Lynch, 84, who came to America when she was 17 and moved to Oneonta in her retirement, died March 25, 2018, Susan was born on Aug. 14, 1933, in Straths, Carndonagh, County Donegal, Ireland, to James Lynch and Rose Anne (Toland) Lynch.

She lived and worked on the family farm and a neighbor’s farm while young until she went to work off the farms at age 14.

One of the jobs she had was at the Northern Counties Hotel in Derry City, Northern Ireland, a city and job she loved. She worked helping to set up dining room and was eventually promoted to waitress. With great courage and determination, at age 17, she took herself off to America, sponsored by a family friend, and made her life here.

She waitressed at Schrafft’s Restaurant in New York City for a few years before moving to Miami, Fla. Susan worked at the Skyways Motel Dining Room, learned to drive, and bought her first and only car, a Studebaker Lark.

She loved going to the beach, Matheson Hammock Park, swimming and exploring difSusan ferent places.

Lynch After having her daughter, Susan became a devoted mother. When not working, mother and daughter were off to the beach, pony rides, fun parks, or taking long car rides somewhere.

After living and working in Miami for a long while, a move was made back to New York City. Living in The Bronx and working over the years waitressing at the United Nations dining room, the Statler Hilton and other places.

Susan continued to love going to the beach, especially Orchard Beach in The Bronx. She had a great sense of fun, loved staying in touch with family and friends, always writing letters and sending cards, and had a giving, loving personality along with a quick Irish temper.

When she could no longer do waitressing due to hear-

ing loss, she did caregiving, enjoying the people she cared for and they her as she had a good sense of humor.

A number of years ago, she made the move to Oneonta to be near family.

She continued to stay in touch with letter writing and cards, loved to read books and read her favorite newspaper, The New York Daily News.

She is survived by her sister, Ellen [Nellie] O’Connor; her brother, Anthony Lynch along with many nieces and nephews in Ireland and England. She also leaves behind her daughter and son in law, Ruby and Patrick Rogan.

She was predeceased by her sisters, Rosie McLaughlin, Kathleen Nauwelaerts, Teresa Lynch; her best friend, Bridget [Dougherty] Zysk; her brothers, John and Edward Lynch; her uncles, mother and father; also, twin sisters who died in infancy and a brother, Neil who died around 2 years of age.

A funeral mass will take place at St Mary’s Church, Oneonta, at a later date.

At Earth Fest, OUT With The Old And IN With The Old SWAP/From B1 According to the website The Balance, the average American throws away 80 pounds of used clothing a year, putting 15 million tons into landfills. In New York State alone, 1.4 million tons of fabric are disposed of annually.

“Fashion changes so quickly, it’s disposable,” said Palmer. “By doing a swap, you get something that’s new to you and you keep fabric out of the landfill.”

Palmer, a native of Cherry Valley, learned about clothing swaps while living in San Francisco. “They were very common,” she said.

“When I moved here, I started doing them with my friends.”

Previously, she organized a large-scale clothing swap at the Community Center in Hartwick. It was successful, and she set up a “Really Really Free Market” in the Hartwick hamlet gazebo, expanding the swap to household goods, toys, books and even services, such as garden help or babysitting.

At the Earth Fest, Palmer and 15 volunteers will sort the clothes by size and gender to make for easier shopping. “We always have so much left over, so take as much as you want!” she said. “It’s a great way to get creative with your fashion.”

In addition to clothes, Palmer says that shoes, bags and accessories will also be collected. Any remaining clothing will be donated to local charities, or taken for

recycling.

And if that great blouse has a tear or a stain that makes it ineligible to swap?

You still don’t have to throw it out.

Kim Jastremski, with the Living Waters project, will use recycled material to create washable menstrual pads for women in Honduras, and Betsy Foster will bring sewing machines for anyone who wants to learn a new skill. Theater director Mary Fralick will also be on hand to discuss and demonstrate costume making.

“Maybe you love the color or the pattern or the feel of the fabric,” said Palmer. “Why not make it into a bag or something else you can use?”

The Clothing Swap will be one of many activities at the Earth Festival, which will also include a Recycled Fashion show, a yoga class, a pre-festival bird walk and recycling of many household goods, including plastics, paper shredding and more. Also new this year is a free screening of “Landfill Harmonic,” an inspiring,

family-friendly film that follows “The Recycled Orchestra” of Paraguay, who create all their instruments from trash. The movie will be shown 7 p.m.

Friday, April 20, at the Herbert B. Garman, Jr. Performing Arts Center at Milford Central School.

Items for the swap can be dropped off at the school beginning on Friday, April 20, from 4-8 p.m or on Saturday, April 21, from 9:30 a.m. - 1 p.m. The festival runs on Saturday, April 21, from 11 - 3 pm.
