“The mayor is the City of Oneonta’s Chief Elected Officer, and is the only officer elected by the entire City electorate. The Mayor serves as the head of City government for all official and ceremonial purposes and presides at all meetings of the Common Council, serving as its chair.

As the Common Council’s chair, the Mayor is an integral part of setting legislative priorities, sets the agenda for Common Council meetings, leads the Common Council in strategic planning, and guides and advises the City Manager in fulfilling Common Council priorities and instructions.

The Mayor is also charged with a number of other leadership roles

Nader believes the committee’s next meeting, on Tuesday, Feb. 23, will be its last. The revisions will then go before Common Council’s new Legislature Committee, and then on to a public hearing and Common Council for a vote.

“I have many questions,” said former Charter Commission chairman David Rissberger, also the Third Ward Council Member.

“But they will have to wait until I read the final recommendations from the commission.”

Nader does not anticipate a referendum. “I spoke with the Dave Merzig, and he doesn’t believe that we’ve made changes large enough to warrant a referendum.”

If Clark Has Issues With Otsego Now, Settle Them Forthrightly

N

aming someone to a board who is at odds with that board seems like a counter-productive thing do. To what purpose?

That must have been the question on people’s minds on learning Kathy Clark, R-Otego, chair of the Otsego County Board of Representatives, had named Rick Hulse of Fly Creek, foremost foil to Otsego Now when he himself was on the county board, to the Otsego Now board.

In explaining the appointment – it was approved, 9-5, with Jim Powers, R-Butternuts, joining the four Democrats in voting nay at the county board’s February meeting on the 3rd – Clark said “in recent years” (while she was chair, incidentally) there has been insufficient “oversight” of Otsego Now. A couple of reps echoed her, so that must be the party line.

Certainly, appropriate oversight is a given.

More important right now, though: Otsego Now needs to be championed in its surefooted and reality-based initiatives to turn around our sad economic picture – poor jobs, poor housing, blighted communities, the strangle-hold of minimum-wage jobs for a 100day tourism season.

At least, Clark should be looking to strengthen a sense of common purpose, of collaboration.

Besides, county Rep. Craig Gelbsman, R-Oneonta, has been serving for the past two years as

county board liaison to Otsego Now, appointed by Clark. Isn’t he doing the job?

• Anyone who’s participated in the debate of the past five years has come to understand that county government, by its nature, cannot, will not – and probably should not – do economic development itself.

Properly, county board members are disinclined to risk tax dollars on ventures that may or may not succeed. So someone else has to do it.

That why Otsego Now’s approach – to use its own reserves, generated by fees from issuing bonds for private-sector projects – is the way to go.

Tax money is not at stake.

County money is not at stake.

Let Otsego Now (with the state comptroller looking over its

shoulder) be responsible for the money it generates, and let it take the hit if things go wrong. The county board can take the credit when things go right.

There’s no downside, for county reps or the rest of us.

• For now, though, let’s not prepredict dire outcomes.

Himself a business consultant who has advised enterprises in the U.S. and as far away as South America and Eastern Europe, Hulse may find himself right at home on Otsego Now’s board and, as he should, will energetically put his shoulder to the common effort.

Hulse is one of nine board members. If he joins the team, everybody wins. If he becomes the dependable opposition to everything – let’s hope not – the rest of the board can quarantine him.

While at odds with Otsego Now heretofore, Hulse is right on a lot of other things, and very well may have a great career of public service in front of him. (Assemblyman Bill Magee, D-Nelson, is vulnerable; why not run against him this fall? An Otsego-based assemblyman – a Seward in the House of Representatives – is much to be hoped-for.)

• A lot of promising talent joined the county board this past Jan. 1. Not wanting to break with the chair a month in, word is several held their noses and gave Clark what she wanted.

Otsego Now Figures Out Economic Development

O

tsego Now has figured economic development out.

Identify optimum concepts. Update comprehensive plans.

Hire the most knowledgeable and best-connected consultants to put together market studies and technical data. Use the resulting strategic plan to win state seed money.

Use that money to create “shovel-ready sites” – the first is ready in the former Pony Farm Business Park – and other venues. Attract appropriate businesses that will hire our neighbors, put paychecks in their pockets, and start turning around, in our special Otsego County, Upstate New York’s half-century slide.

The level-headed Bob Hanft, a retired investment banker and former chair of the Hartwick College trustees, is an ideal chair. The guy who’s making it happen day to day is Otsego Now President Sandy Mathes, who, in Green County, led the most successful economic-development effort in Upstate New York.

Go to one of the Otsego Now’s public meetings – at 8 p.m. every third Thursday of the month on the fifth floor of 189 Main St., Oneonta – and see for yourself what’s happening. You’ll be impressed by the energy and expertise.

Still, the freshman Republicans – Len Carson, Peter Oberacker, Meg Kennedy, Dan Wilber and David Bliss – are no doubt looking around the room, assessing who will be the next chair.

They arrived a few short weeks ago, looking to the future. The chair forced them to look to the past. That cost her some cred. If they sense it’s becoming time for a change, who can blame them?

Veterans of both parties must be having similar thoughts.

Going forward, it should be remembered Kathy Clark has no county-wide constituency. Unopposed last Nov. 3, she received

523 votes in her Otego-Laurens district, 1.6 percent of the total 32,654 registered voters.

The basis of a county board chair’s influence is sound leadership. In this case, it wasn’t there.

For now, anyhow, Clark is county board chair, and can start setting things right. She has a responsibility to do so.

She should attend this month’s Otsego Now board meeting, discuss any concerns forthrightly, settle them, and go forward, hand in hand, on the path most beneficial for our county at large.

For Henry Cooper, Life Was Greatest Adventure Of All

H

ow to take the measure of a man, all the more difficult in a world where excellence seems a side dish and fluff the main course.

But not so the world Henry Cooper sought to serve and protect, namely the world of wisdom, beauty, nature, kindness and fairness. In short, a civilized world in an uncivilized time.

To my everlasting gratitude, I met Henry Cooper in 1982, and over these 30 years or so, I have been privileged to share this world with him from time to time.

Few could be more wry. Even as he weakened but was still eager to ring in the New Year, when I said to him that 2016 was a nice-looking round number, he quipped from his sickbed, in and out of festive flow, “I like it already.”

We his cohorts wore the alter ego badge like a billboard – lucky us to stand with Don Quixote Henry.

Some would say that Henry’s

fierce protection of Otsego Lake and landscape and his preservationist vision stood for no change.

On the contrary, Henry loved change, as long as it came with a good reason. Dubious projects put him on guard. As he said, “Once a vase is cracked, it is never the same.”

In fact, Henry was the classic early adopter. Certainly, he was one of the first serious writers and thinkers in the U.S. to grasp the importance of the U.S. space program, not only to science, but society. His New Yorker articles remain landmarks in their genre, not to mention his books, which picked out the personalities and drives of the heroes and heroines who were hurling themselves into outer space for the sake of learning and thus for the sake of all of us, tales of passion for meaningful adventure.

Cooper, His Prose Clear, Unaffected

I

was a fan of Henry Cooper long before I met him – he was my favorite writer at The New Yorker magazine. Mr. Cooper was one of the only reasons I read the magazine (other than for the cartoons). I canceled my subscription when he left – and have not read it since.

That was 10 years before we met in Cooperstown, when I learned that Cooperstown’s Henry Cooper was the author I had been reading all those years. A fine bit of serendipity.

In his passing, a large amount of history slips into the fog. Mercifully, the organizations he founded, like Otsego 2000, live on.

As I told him many times, he was the best writer the Cooper family ever produced, because his prose was clear, concise, and unaffected – not unlike the man himself.

Setting Record Straight On St. Mary’s To the Editor: I’m sure Hometown Oneonta wants to print accurate information, so I’ll make a correction for your caption on the picture of Tony Mongillo’s artwork on exhibit at the Oneonta History Center in last week’s issue.

Old St. Mary’s Roman Catholic Church at Grand Street (not Avenue) and Main Street was not demolished to make room for Lettis Highway. It was taken down a number of years before Lettis Highway (which is further east on Main Street) after the church building had become too crowded and antiquated for the congregation. A new St, Mary’s church was built

on Walnut Street and was dedicated in 1957.

The Hughson Benson Insurance Agency is now on the site of the old St. Mary’s Church. A Grand Union supermarket was on the site where Lettis Highway is now and was removed in the 1970s to make way for the highway at its intersection with Main Street.

Hebert argues that there should be no cause for concern that CCS has been placed on the “Susceptible to Fiscal Stress” category on the state’s controller’s recently released list of schools districts which are, or may be in the future, experiencing fiscal issues.

There are over 700 school districts in New York State; 82 of those districts are on the state’s list of schools facing fiscal issues. Three of them, Unatego Central,

classified as experiencing moderate fiscal stress, and Cooperstown and Richfield Springs central schools, both of which are susceptible to fiscal stress, are in Otsego County.

In explaining why this is not really a problem for CCS, Hebert made, according to the article, four points. The first was that the district, after settling contracts, had to pay retroactive pay to employees, which is a one-time expense.

From Washington, D.C. – Little Mrs. Ye, the Corean Minister’s wife, is a tiny, dark-eyed, solemn-looking woman. She is a favorite in Washington society and is undeniably pretty. As a matter of fact the ladies of the Asiatic legations are usually very good looking, while the men are often as ugly as men can be. Mr. Ye’s beauty is not enhanced by the practice he makes of wearing on every possible occasion a queer glazed hat strapped tightly under his chin.

Local – Perhaps the only living moose now in the State of New York, either wild or captive, has been purchased by Geo. I. Wilber for the park and is now in that gentleman’s stables in this village, having been brought from Bostom about a week ago. The animal, which is native to Nova Scotia, though not quite two years old, weighs nearly 700 pounds.

Edwin R. Moore of Oneonta, a college Junior, is national newspaper publicity secretary of the Pioneers of America, a national organization for boys between the ages of 9 and 12, recently founded by Hamilton College students. The organization has as its purpose the training of boys for the Boy Scouts and the instilling in them of principles of allaround manliness. The movement is rapidly growing. With the cooperation of the Board of Education eight troops are being conducted in the public schools of Utica. Mr. Moore and Robb S. MacKie, well known in Oneonta, are in charge of the largest troop in the country at school 21. An effort will soon be made to start troops in Oneonta.

William C. Hotchkiss, president of Rensselaer Polytechnic Institute, urges national preparedness as a “common sense” approach to peace. Although expressing sympathy with the objectives of pacifism, Dr. Hotchkiss cites the wars in which the United States has been involved to show that “each generation has had its major war.” “When I consider the kind of human beings we are and when I consider our history, my common sense tells me that the evidence is conclusive that human beings have not yet acquired sufficient wisdom to find a way to do away with war. The Triple House at 28 Main Street, Schenevus, today stands with few changes since the imperious Maria Keyes built it in the early 1890s of the finest materials and furnishings from all over the world. Mr. and Mrs. Roscoe Jones, the present owners, live quietly in their historic home. They said they have rejected all offers to sell it, and they do not wish to open it to the public. They told how Maria had been “the beautiful young widow Slingerland” when Washington T. Keyes had courted her for five years. She had consented to marry him only if he would build her the most beautiful home in Schenevus. He agreed and they were married but Mr. Keyes kept putting off building the house. However, when Keyes was called out west on business at his ranches Maria immediately began construction of her house almost 90 years ago. Wallpaper, Haviland china and silver came from France. Furniture, February 2006 carpets and appointments were selected and sent from all over the world. Woodwork was hand-rubbed southern cypress. A whole train carload of brick was used to build the fireplace in the future awaiting their allotted time. We cannot see chimney. Research in radiation protection has been instituted at Fox Hospital’s X-Ray Department, the aim being to build up the body’s resistance to deadly gamma rays. The announcement was made yesterday by Dr. LeRoy S. House, head of the roentgenology department, and his associate, Dr. John R. Clarke, following approval of the project by the hospital board of directors. Dr. T.C. Helvey, associate professor of biology at State Teachers College, is conducting the experiments in cooperation with Dr. House and Dr. Clarke. He uses the hospital’s 220,000 volt x-ray unit. Dr. Helvey formerly worked at the Atomic Energy Commission’s Oak Ridge plant in Tennessee, and last summer at the University of Miami, Florida as senior investigator on a grant by the U.S. Public Health Service in connection with the Cancer Research Institute. He will continue his work at Fox Hospital but will not receive a salary for it. Dr. Helvey said that experiments with animals elsewhere have shown that they can survive what previously had been deadly doses of radiation if certain chemical compounds were injected into their blood streams shortly before exposure to the rays. Dr. Helvey pointed out that building up the body’s tolerance for radiation will be valuable in case of atomic attack and also in peacetime for treatment of cancer and other diseases.

The bill’s deregulation provisions will affect only 20 percent of current cable subscribers initially. W

hat a winter, (like I need to tell you)! It certainly is strange, weird, and bizarre, you choose the word you like best. I was talking with a 93-year-old lifelong friend during coffee hour at church, and he told me that he doesn’t remember a winter anything like this one. His memory is superior to mine, and mine still serves me quite well.

Following an extremely mild November and the warmest December on record, January’s mean temperature was only 1.1 degree above normal.

I’m guessing you thought it was warmer than that, but it’s the absence of snow that’s most likely fooling you. Our

daytime high temperatures averaged 30.7 degrees while our night time temperatures averaged 14.1 degrees.

There were only three nights below zero.

We have been blessed with only 11.9 inches of snow since Nov. 1 of last year with 10.8 inches of that falling in January. In case you are wondering, the normal for that time period is 39.5 inches! The 3.8 inches that fell on our area on Jan. 18 was from lake effect.

With no more snow until Feb. 8, it’s like a candy store that doesn’t sell candy! It’s great news for some and bad news for others, but the winter isn’t over yet.

Thirdly, the state sees the school’s drop in its unreserved fund balance from 6 percent of the budget to less than 4 percent of the budget as a problem. Interestingly enough, the superintendent actually now admits that the school having an unreserved fund balance of 6 percent is illegal. Yet when the school had this fund balance, the school argued it wasn’t a problem. Those district residents who repeatedly argued that the school was in violation of the law and should actually have returned the amount over the legal limit to the taxpayers were brushed aside. The school had the money and was going to keep it.

Now, however, the argument seems to be being made that the school had to decrease the amount of the unreserved fund balance in order to be within the law. It would seem not even the school district can have it both ways. And to argue that the state should not hold the drop in the unreserved fund balance against the school because the school was in violation of the law when it had a higher unreserved fund balance is quite beyond the pale.

And fourthly, the school is arguing that the gap elimination adjustment adopted by the state when it faced budgetary issues lowered the school’s state aid by $4.4 million since the 201112 school year. And while that is true, the GEA did not apply to just CCS. Every district in the state had to deal with a loss of state aid due to the GEA. Thus to argue that this somehow was a problem which so affected only CCS adversely is disingenuous at best.

So while the superintendent would no doubt like to downplay the fact that CCS is in the state’s “Fiscal Stress Monitoring System,” the fact remains that CCS is one of 82 school districts on the list. It is not one of the 612 school districts not on the list.

Sanders Only Candidate With Grass-Roots Organization In Otsego County BERNIE/From A1 “There was a long line at the movie theater, and we set all of our materials out so people waiting could look at everything,” said Harrington.

Part of “Oneonta for Bernie,” Anderson and Harrington have been collecting signatures and registering voters since June, when they set up a table at the Oneonta Farmer’s Market.

“We were out there every Saturday, trying to get people registered to vote in the primary.”

“I had a so many Republicans register to change their party affiliation,” said Anderson. “They said that Bernie is closer to the original Republican ideals, and they’re disgusted by what’s going on in their party. Bernie sounds like FDR, Dwight Eisenhower, great presidents who were focused on taking care of the American people.”

So far, Sanders, 74, the “democratic socialist” U.S. from Vermont, is the only presidential candidate with an organization in Otsego County like “Oneonta for Bernie.”

During the schools’ winter break, Feb. 15-19, kids of all ages can come to the church’s newly renovated social hall between 11:30 a.m. and 12:30 p.m. and enjoy a sandwich, fruit, milk and a cookie, as well as a craft, all free of charge.

“We served 1,800 meals this year at our summer feeding program in Neahwa Park, sometimes 100 in one day,” said Michele Frazier, the church member spearheading the program. “But it occurred to us that kids don’t just need meals in the summer.”

The winter-break feeding program was piloted last year with 50 kids, and this year, they’re hoping to feed even more. “Last year was so bitter cold, so it was hard for a lot of families to get here,” said Walton-Leavitt.

And the name came from Frazier’s own son Kyden.

“We would go eat at the Neahwa Park program some days, and he said, ‘Mom, are we going to the lunch party?’” said Frazier. “We want this to be a festive, enjoyable experience in the middle of winter.”

On the first day, kids will be invited to color in the flyer for the event and decorate the social hall with with their artwork. “We may even get some kids who play instruments to come down so they can have live music,” said Walton-Leavitt.

The summer feeding program was administered through Catholic Charities, and such, had nutrition guidelines in place. But because the Winter Lunch Party is administered by the church, kids can have a sweet snack at the end of their meal. “Some of us really like cookies!” said Walton-Leavitt.

“It’s a healthy model,” said Frazier. “You can make healthy choices and still have a luxury food.”

For the Winter Break Lunch Party, there’s no registration or guidelines to meet, but kids must be accompanied by a parent, guardian, baby-sitter or older sibling.

“I think he’ll get more media attention now that they’re considering him a viable candidate,” said Harrington. “People will get to hear what he’s saying. I consider it a win.”

When the weather got chilly, Oneonta For Bernie set up a table at the Southside Mall. “We needed 2,000 signatures in the 19th district to get him on the ballot in New York,” said Harrington.

And with only two weeks at the mall on Thursdays and Saturdays, they gathered 250 signatures, enough to help get him on the primary ballot. “I had to go to Albany to get certified to collect signatures,” said Anderson. “You had to be a registered democrat, and there were lots of people who wanted to sign, but couldn’t.”

Both have been fans of Sanders for years. “He’s the

most sincere and consistent politician,” said Anderson.

“He is a person who cares deeply about his country.”

“He believes what he says and he doesn’t flip flop,” said Harrington. “He marched with Martin Luther King Jr. He did sit-ins for civil rights. He represents his people.”

“This is a very important election,” said Anderson.

“This could be a turning point for our country.”

GROVER’S GHOST: While never visiting here, President Grover Cleveland was the topic of discussion in the spring of 1892, when the Republican state convention met at Richfield Springs and nominated Benjamin Harrison for president, a decision affirmed by the national convention in Minneapolis that summer. Cleveland won the popular vote that fall but lost the electoral college, and Harrison became president. Cleveland ran again in 1896 and won, the only president to serve non-sequential terms.

MacDougall believes Washington may have crossed what today is Chicken Farm Hill Road. He would have seen Glimmerglass – so named 60 years later in “The Deerslayer” (1841) – from the vicinity of Star Field, descended past the future quarry behind Lakeview Cemetery, then traveled a short distance, past today’s Woodside Hall and the Lakelands mansion, to the east side of Clinton’s Dam. That route is described in the opening chapter of “The Pioneers” (1823), when Judge Temple and his daughter approach the future Templeton on a sleigh in mid-winter.

Even riding Nelson, his beloved charger, it’s unlikely General Washington and his party could have ridden from Fort Plain to Cherry Valley, Cooperstown, around Otsego Lake and back up the Continental Road to Canajoharie, 50-some miles over uneven terrain.

Despite some accounts, it makes sense he would have stayed at Swanswick overnight.

Alternately, the general’s party may also have continued along today’s Route 33, approaching the future village from the south, MacDougall said. There’s not enough original material to be certain.

At the time, there wouldn’t have been much on the site of today’s Cooperstown.

It was Gen. James Clinton, commander of the northern contingent of the 1779 ClintonSullivan Expedition to pacify the Iroquois, who brought an army of 1,400 men to the site in 1779, five years before the Washington visit.

IN MEMORIAM William Edgar ‘Bill’ Nunn, 83; Former Springbrook Administrator

ONEONTA – William Edgar “Bill” Nunn, 83, the former administrator of Springbrook, passed away Wednesday, Feb. 3, 2016 at Riverwoods, Lewisburg, Pa., after an extended illness.

Born in Picture Rocks on May 3, 1932, he was the son of the late Gerald L. and Helen S. (Brown) Nunn.

On June 25, 1960 he married the former Patricia Ann Wood, who preceded him in death on Aug. 24, 2007.

Bill was a graduate of Blue Ridge High School, New Milford, and Bloomsburg State Teachers College.

He was a special education teacher for several years prior to becoming the administrator of The Upstate Home for Children, now

Bill loved to travel, and had visited numerous European countries on his many excursions. He was an active member of several educational and volunteer organizations. Bill was also an expert family historian; and was a proud member of the General Society of Mayflower Descendants, and the Society of Mayflower Descendants in Pennsylvania.

A memorial service is being planned for the spring and will be announced at a later date.

ONEONTA – Christopher Goff, 44, husband of former Destination Oneonta Executive Director Julia Goff, died peacefully in his home in Oneonta on Feb. 9, 2016.

Chris was born on Feb. 22, 1971 in Florence, S.C. He graduated from North Carolina State University with a degree in chemical

engineering in 1995.

The family moved to Oneonta when he accepted an engineering job at Covidien in Hobart.

In addition to his wife, he is survived by four children, Sam, Emma, Jeb and Sara; his mother, Virginia Louise Norwood and a brother, Ed Goff of North Carolina; and

many nieces and nephews.

He was predeceased by his grandmother, Sally Norwood.

A Sky Lantern memorial service will be at 5:30 p.m., Thursday, Feb. 11, 2016, at Wright National Soccer Campus, State Highway 205, Oneonta. All are welcome to attended and

celebrate Chris’ life.

He lived his life with passion, so in lieu of flowers go out and do something awesome.

John H. Murphy, 68; Veteran Died In Workplace Accident ONEONTA – John H. Murphy, 68, a retired Army staff sergeant, died Thursday, Feb. 4, 2016, in an industrial accident at the Stericycle plant on Lower River Street.

He was born June 5, 1947, in Oneonta, the son of the late John H. and Ruby (Jenkins) Murphy.

John grew up in the 6th Ward and graduated from Oneonta High School, Class of 1964.

He proudly served in the Army, first from 1966 to 1969, then from 1971 to 1988 when he retired as a staff sergeant from Fort Drum.

On June 16, 1973, John married Dorothy Oller in Oneonta. They had met while John was stationed at Fort Knox, Ky. After his retirement from the Army in 1988, John began driving truck for Vets Sanitation, which later became Stericycle.

A funeral was held Sunday, Feb. 2 at the Bookhout Funeral Home, with the Rev. Mel Farmer, retired River Street Baptist Church pastor, officiating. Burial will be at the Kentucky Veterans Cemetery Central in Fort Knox at a later date.
