The former Oneonta firefighter made sure his four nephews, Donovan, 9, Maddox, 7, Macall, 5 and Rawley, 2, as well as his fiancée, Amber Roe, were safe when an early-morning fire broke out in his 5 Walling Ave. home on Saturday, Dec. 29.

“He and Amber are my heroes,” his sister-inlaw, Erika Heller, wrote in an emotional Facebook tribute. “They saved my babies and he made the ultimate sacrifice for our family.”

Upstate Looms Small On Governor’s Agenda G ‘L aining control of the state Senate, Governor Cuomo’s party can do anything it wants to – anything it can agree on, that is – in Albany.

So why wouldn’t our energetic chief executive have issued a plan for the first 100 days, which he did in the 20-point “Justice Agenda” he unveiled in an address to VIPs at Albany’s Rockefeller Institute Dec. 17?

To the Editor: Have you ever decided your own salary for the coming year? If so, did you opt to use another person’s money to give yourself a nearly 30-percent raise?

Unlikely. Many of us would consider that unethical and shocking.

The Otsego County Board of Representatives recently did just that, including their

own generous raise in a halfmillion-dollar management salary reset. Some downplay the financial impact, but the county board raise alone will cost taxpayers about $84,000 per two-year term.

Some representatives expressed reservations but, in the end, it was nearly unanimous. The salary package originated in the Administration Committee where

the legislator raises were initially included with those of the department heads.

After lengthy discussion, we decoupled them, creating two separate resolutions.

The department head raises were voted out of committee unanimously, but the county board raises were approved along party lines, with Republicans voting for their own raises and Democrats dissenting.

As a result of what we have learned, we decided, for our New Year resolution, we should choose a different name under which to write. And we thought perhaps “From the Heart of Ohio” might work.

Unfortunately, that moniker is claimed by Centerburg, a village of 1,773 people located in Knox County, Ohio. It must be noted that Centerburg is the geographical center of Ohio and thus its claim to the heart of the state is most appropriate.

Oneonta: The entertainment at Union School Chapel on New Year’s evening was a very delightful affair, and despite a wild, wintry storm and the deep snow it was very well attended. So boisterous was the weather that all of the farmers and child-players could not be there, but all who did come bore their parts so well as to please all the observers. Indeed, it is now proved that Oneonta Union School with its live, hard-working teachers and its newly awakened plucky scholars, can get up any sort of proper “doings” in short order, and in a style which honors themselves and the town.

We are looking anxiously with many others for the cheap coal that is coming from Scranton via Binghamton next week. We learn that Bissell & Yager have arrangements completed for an early and constant supply.

On New Year’s Day a coat was stolen from the basement of Miller & Pope’s store. The coat belonged to A. Wing and was worth about $14.

100 Years Ago

Three months have now passed since the city became dry and figures as to the number of arrests are interesting and suggestive, especially in view of the fact that under the former regime the police officers sent home many who were still able to navigate while now the orders are to place under arrest all who are seen on the streets in an intoxicated condition. During October four arrests were made, in November two and in December six. Several of those during the latter month came directly to Oneonta from other cities which are wet. In fact, the largest proportion of all the arrests during the three months have been traceable to purchases made outside the city. In the corresponding months of 1917, the arrests were 15, 17 and 12, respectively, or a total of 44, nearly four times as many. The police have some parties under surveillance at present and quite likely before many weeks pass arrests will follow. The supporters of the “dry movement” are unanimous in support of the change.

A new kind of million-volt x-ray tube, equal to $90,000,000 worth of radium with a structure resulting from the discovery of a new electrical principle was announced today in Schenectady. This tube was made for treatment of human cancer, but is also designed for industry, and will give both sectors a new tool. In cancer it furnishes an amperage or volume of current, far in excess of anything previously known. For industry it is the first of these million-volt giants that can be carried on a truck.

Second degree murder indictments against two Oneonta residents and two West Oneonta teenagers were handed down in Otsego County Court at Cooperstown. Charged in the single indictment for the death of 17-year-old William “Billy” Adkins of the Town of Hartwick on December 14, were David R. Northrop, 22, of Oneonta, Mark P. Brown, 17, also of Oneonta, Charles Larsen and Christian Tenace, both 15, and each a resident of the West Oneonta area. Indictment of the two 15-year-olds marks the first time Otsego youths have been charged under the state’s new Violent Offenders law. The law permits the juveniles to be tried as adults. The two-count indictment accuses the four defendants of “intentionally aiding each other with the intent to cause the death of William Adkins. The indictment charges they killed the youth with three stab wounds in the area of his heart. Just the other day the CFA round (for Comprehensive Funding Application grants) that rejected a gas decompression station at Pony Farm also approved $950,000 for Andela Glass to build a commerce park in Richfield Springs and $437,000 for the Red Shed Brewery, across Route 33 from Ommegang.

The Fenimore Art Museum, among other things, got $135,000 to host a Rock and Roll Hall of Fame photo exhibit this summer, and the Hall of Fame got $300,000 for the “Nine Top Artifacts of Your Favorite Team” promotion. This, of course, helps tourism, an anchor for everything else in Otsego County.

So we’re by no means ignored.

Still, it’s been much explored – in Time magazine, the New York Times and, this past weekend, The Wall Street Journal – that Upstate New York is flat or declining, (although it shouldn’t be.)

Governor Cuomo “blamed cold weather for the state’s population exodus, but last year frigid New Hampshire with no income tax attracted 3,900 newcomers,” the Journal opined.

Federal limits on property-tax deductions may drive affluent people elsewhere, it added. “Immigration flows into New York City mask the economic debacle” – economic debacle, wow – “of Upstate.”

The Times’ “The Hard Truths of Trying to ‘Save’ the Rural Economy,” published Dec. 14, has been much tut-tutted about around here, but it lumped Upstate with Nebraska – two different animals.

The reality is Upstate may be flagging, but, with Cooperstown as

a magnet and Oneonta on the make, Otsego County doesn’t have to.

A legislator in Pennsylvania’s Anthracite Region – now, that has challenges – used to often say, “We didn’t get into this mess overnight, and we aren’t going to get out of it overnight.” That’s certainly true here, too.

Still, Governor Cuomo needs a 20point agenda for the second 100 days.

Once the party faithful’s hot buttons are pushed via the “Justice Agenda,” we need a “Prosperity Agenda.”

Happily, underneath a patina of ideology, Cuomo is a results guy. With Amazon and Google planning transformative projects in New York City, it’s time for the governor to brush off the dust on his Upstate initiatives.

There’s much aspiration here.

But we’re a far way from yesteryear’s Empire State. This governor can continue getting us back on the right track, if he chooses to.

hen the newlyweds arrived in Santa Barbara, Calif., in 1968 – he had enrolled in the Brooks Institute of Photography – there, in a window of a Main Street bank, was a “huge display” of multiple antique cameras.

Arriving on the West Coast in 1969, Alan bought a small camera like this one, then bought one camera a day for the next two years.

Alan Cotter sought out the collector – all these years later, wife Paulette remembers him only as “Kent” – and bought a miniature camera. For the next two years, “we collected a camera a day,” she said.

When he graduated from Brooks in 1969, “it was ridiculous, economy-wise. Grads were pumping gas; he didn’t want to do that,” said the wife.

Cotters Traded ‘Thousands’ Of Cameras, In 47 Years Together COTTER/From B1 selling cameras, Daguerreotype images, Stereopticon slides – you name it – even “magic lanterns,” like the Zoetrope, a pre-film animation device that provided exotic scenes and sights the general public wouldn’t have seen otherwise.

Based in Santa Barbara until 1984, when the couple moved to Morris, Alan would travel to collectors’ conferences on the East Coast, picking up choice examples en route and back.

During the 1970s, the couple produced three national camera-collector directories that sold for $8 apiece. “There were no computers, it was all by hand on a typewriter,” said Paulette, who was a teacher by day and typist by night.

She also produced “Reflecting On Photography, 1839-1902, The Cotter Collection,” with a Daguerreotype of Alan on the cover.

The photographer died young, having inhaled too many mercury fumes, the same thing that killed Louis Daguerre, the French inventor of the process, Paulette said.

Over a lifetime, the Cotters – Alan passed away in 2015 – bought and sold “thousands” of cameras and related items, said the wife.

When Wayne Wright, retired NYSHA library director, was putting together “Oneonta Photographers, 1850-1930” last summer for the Greater Oneonta Historical Society, he learned of Paulette’s collection.

On stopping by, “I was amazed,” he said.

He ended up borrowing a rare two-lens Stereopticon camera, the type used by Oneonta photographer William Meremess in the 1870s, to round out the exhibit. (Wright is installing three panels in the City Hall lobby this week.)

After another year at Wheaton, they headed out to Brooks, and the collecting began. For two years in the late 1970s, Alan also curated the college’s photography museum.

“He was interested, he got me interested,” said Paulette. “He was the collector, but he always ran it past me.

In conducting the Cotters’ antique camera business, husband Alan wasn’t opposed to a swap. This one brought a lion, stuffed for a Boston museum at the turn of the 20th century, to a place amid the photographic equipment.

But cameras do abound, and much of the variety, Paulette attests, were developed for private detectives – and even spies. One camera was designed to attach to the photographer’s chest, with the lens fitting through a button hole, and activated by a switch in the photographer’s pants pocket.

Another camera looks like a tool box, with the lens camouflaged on its front face. “They were designed to look like other things,” Paulette said. Another hand-sized camera bears Russian markings; KGB standard-issue, perhaps?

Diagnosed with cancer in 2011 and given nine months to live, he battled the disease with homeopathic methods, surviving until March 29, 2015. Still, he certainly lives on amid his collection.

“He never found an end to collecting,” said Paulette, “because he always found something new – something he had never seen before.”

The show sold out in a few hours, and raised $11,000, allowing Foothills to make a sizeable donation to Opportunities for Otsego’s women’s shelter.

where she and her husband, Jim, “childhood sweethearts,” lived while newlyweds, Roxana has lived most of her life in Otego. However, she took advantage of her time in the Capitol District to attended Hudson Valley Community College.

Returning to Greater Oneonta, she was assistant to Frank Isbell, then Fox Hospital president, before joining ISD 30 years ago and building the business with company president Ron Ranc.

She “grew up with” the Bettiol family, and entrepreneur Gene Bettiol, Southside Oneonta’s developer, encourage her to join the Foothills board a few years ago. Hurlburt sees Foothills taking advantage of opportunities that will surface through the City of Oneonta’s DRI (the Downtown Revitalization Initiative), noting a recent $15,000 grant was used to hire Paperkite, the Cooperstown consultant, to develop a marketing strategy.

The city’s theater consultant, Webb Associates, envisions Foothills as eventually managing the historic Oneonta Theater, although what happens there remains to be determined.

Roxana emphasized Foothills plans to be as prudent with public money as it is with its own. City Hall had provided $20,000 to repaint the 10-year-old main building, but it was discovered that the current tannish color was mixed in with the cement in the original construction.

If the building were to be painted, it would only peel, requiring another $20,000 paint job in eight years.

Roxanna Hurlburt, then chairing Foothills’ facilities committee, gave City Hall its money back.

Dr. Mark Winther, Emergency & Trauma Services chief, said the unit will treat “urgent, non-life-threatening medical issues.”

“The way healthcare is evolving nationally has made the common practice of utilizing primary care and/or the emergency department for this inefficient and costly,” he said. “We hope Cooperstown Convenient Care will provide for this growing need.”

He expects the patients to come to the center with “sore throats, coughs, earaches, fevers, colds and flu, sprains and strains, vomiting, diarrhea, minor burns or rash.”

“X-rays, limited lab testing and minor procedures, such as stitches and acute wound care,” he said.

Huxtable said this new service has been under consideration for a few years while demand for the service was explored and space identified.

Echoing Winther, she said this service will provide nonemergency care for people who don’t have a primarycare doctor, or can’t get in right away to see the doctor.

It’s expected most insurances will cover the services, although she encouraged patients to make sure.

Local Women To March In D.C.

speakers in New York City,” she said. “Someone spoke on disability, another spoke on #MeToo, and there was a wonderful Jewish woman who spoke. It was a good cross-section. The challenge is that so many issues are important.”

A famed photographer of celebrities in the 1980s‘90s, Ritts was known for his black-and-white portraiture, much of it shot in the style of classical Greek sculpture. He died of pneumonia at the age of 50 in 2002.

“He created icons,” said Harris. “So much of what we think of when we think of these artists is because of him.”

Following a successful run at the Rock & Roll Hall of Fame, the exhibit toured at other art museums, where a

friend of Rossi’s saw it and reported back to her.

“When we realized we had a connection to the Rock Herb Ritts & Roll Hall dies in 2002. of Fame through Greg, we knew we had to bring it to the Fenimore,” said Rossi.

Fenimore Director of Marketing Todd Kenyon said he believes the exhibit will “resonate with the baseball crowd,” too.

“At the core of it, to have it at this great art museum that celebrates folk and American art, these images are a perfect fit,” said Harris.

“We’ve had exhibits where there are websites, but this really brings it to a multi-sensory level,” said Rossi.

But more than just the Ritts photographs, Rossi is working with Rock & Roll Hall of Fame curators to bring additional items from their collection to the Fenimore as part of the exhibit. “We’re getting Rod Stewart’s brown tiger-print jumpsuit, Sting’s bass and one of Slash’s guitars,” said Rossi.

“These are not just items these artists touched,” said Harris. “All of the items have connection to making that music. It adds a contextual element to the exhibit.”

To accommodate the exhibit, the entirety of the Clark Gallery, some of which is

Starting May 25, the Fenimore will host “Perfect Harmony: The Musical Art & Life of William Sidney Mount,” a collection of 25 oil paintings, pencil drawings, musical instruments, and related objects on loan from the Long Island Museum.

The exhibit will also feature music by Mount playing throughout.

For the opera fans, the Fenimore will display two dresses worn by opera singer Beverly Sills in the 1975-1976 production of “La Traviata,” as well as the exhibit “Floating Palaces of the Hudson” and will include images of the old paddle wheelers in conjunction with the Glimmerglass Festival’s production of “Showboat.”

Maddox suffered burns in the fire, but, according to his mother, is expected to make a full recovery.

Inside the residence, an adult male, whom Mayor Gary Herzig later identified as Heller, was located and transported to Fox Hospital, where he was pronounced dead.

An Oneonta native, Heller graduated OHS in 2000. In November 2002, he joined the Oneonta Fire Department as an on-call firefighter, and in 2003, moved to part-time.

He served in this capacity until August 2009.

According to Roe’s Facebook page, the two got engaged in July and had a wedding planned for Oct. 12, 2019.

“He was a good guy,” said Police Chief Doug Brenner.

“I think that’s obvious.”

Andrew Turner, president of the Oneonta Professional Firefighters, issued a state-

ment mourning Heller’s passing Monday, Dec. 31. “It is with sadness and deep loss that the Oneonta Professional Firefighters learned of the tragic passing of John Heller, a former part-time member of the Oneonta Fire Department,” he wrote. “We extend our deepest sympathies to the Heller family.”

He continued, “During his years as a member of the Department, John’s actions made a difference in the lives of our residents – and his actions on Saturday were central to saving the lives of those closest to him. We pray for peace to John, and all who he touched and loved.”

The cause and location of the fire is still under investigation by the state office of Fire and Control Division of the state Department of Homeland Security, which was on the scene with an investigative team and a K9 unit at 8 a.m. Saturday morning.

Trapped inside, Heller and Roe hurried to get the boys to safety. “They were completely trapped on the top floor of the building,” she wrote.

“Once he had them all out on the fire escape, he was unable to get out. He died because he did everything he could to make sure that his fiancée and my sons were out of the home safely.”

Amber and the boys were transported by ambulance to Fox Hospital, where they were treated and released.

IN MEMORIAM Betty Roscoe, 97, Unadilla; Loved Farming, Pursued It In Many Guises UNADILLA – Beth “Betty” Bernice Roscoe (born Thompson), 97, died peacefully on Dec. 20, 2018, at Bassett Hospital, after a life of farming and diligent productivity.

Betty lived a long, happy and amazingly healthy life, attributing this to spending much of it involved in farming. “I have always been in love with farming,” she once wrote, “to be a farmer has

been my aim. I have accomplished it, in a small way, with a lot of luck and help along the way. I still think it is the ideal.”

She lived in Northern California from her birth in 1921 until her parents moved east in a Model A Ford to settle in Upstate New York in 1929.

Growing up on a farm with her six brothers and sisters, she attended school in a oneroom school house in Andes,

a brief two-mile walk from their home.

During the 1950s, while her first husband worked for a livestock auction company, she rented a small dairy farm which she ran herself. After marrying a second time in the 1960s to a photographer and music teacher, she decided that operating the farm was leaving her with too much free time, so she opened and ran a home for the elderly.

By the time she became twice a widow in 1971, she had purchased the farm.

Beth Rosco There she raised a variety of animals for milk, meat and eggs.

Most recently, she finally decided it was time to take a couple of years of vacation, spending them with her beloved pets on the farm she loved. Betty was always thoughtful, kind, perpetually upbeat and very proud of her independence.

She is survived by her children Gary Little, 63 and Carl Roscoe, 52, by her grandchildren Noah Roscoe, 28, and Jonah Roscoe, 24

and by five younger brothers and sisters.

She was predeceased by two husbands, Charles Little (d. 1959) and George Roscoe (d. 1971), and by one of her younger brothers.

A memorial service was held Saturday, Dec. 29 at the Westcott Madden Funeral Home in Unadilla.

Shirley D. Waring, Oneonta; Ran Car Dealerships With Husband ONEONTA – Shirley D. Waring, 92, who assisted her husband in operating his car dealerships for almost three decades, passed away peacefully Dec. 19, 2018, at the Oxford Veterans’ Home.

She was born Aug. 29, 1926, in Buffalo, the daughter of Robert Charles and Veda (Brunn) Dixon.

In 1948, Shirley graduated Buffalo State College with a Bachelor in Science degree in Home Economics. Later that year, she married Robert E. Waring on Dec. 26 in Buffalo.

In Geneseo, Shirley was very proud in being able to assist her husband Bob for 27 years in their Chevrolet and Oldsmobile dealership.

She helped start the nursery school and was a founder of the food pantry. She was an active member of St. Michael’s Episcopal Church.

Upon retirement Bob and Shirley relocated to Lake Wales, Fla. When in Florida she continued her participation in AAUW and support for Tri Sigma sorority. She was an active member of

the Church of the Good Shepherd.

She is survived by her husband of almost 70 years, Robert E. Waring, Oneonta; children, R. Andrew Waring (Maureen), David C. Waring, Cynthia A. Waring (Frank Stroman), Patricia L. Waring, and Judith M. Waring; grandchildren, R. Charles (Leigh), Julie (Brett), Elizabeth, Alexandra (Ted), Victoria, Evan, Alyson (Michael); great-grandchildren Amelia, R. George; and nieces and nephews.

She was predeceased by her brothers Irwin and Kenneth, and a son-in-law, Peter DiNardo.

There’s a lot of truth in this. Trump has indeed whipped up a frenzy, particularly among white, working men, richer as well as poorer – his so-called “core” supporters. He’s fed their resentments and fears by telling them that immigrants are taking away their jobs, gender advocates are taking away their masculinity, politicians are taking away their freedoms, and secularists are taking away their religious values.

Real populism, however, isn’t so easily fooled by demagogues.

In the heyday of American populism – in the 19th century – a series of movements led by farmers, artisans, and other small business people recognized that growing corporate power, particularly among railroads and banks, was destroying the free enterprise system of small, independent producers.

They organized democratically, founded political parties, drafted platforms, and demanded accountability from their representatives.

These old-time American populists

were battling the powerful trusts, or monopolies, that came to dominate the economy after the Civil War. In key infrastructure areas like transportation and energy, the monopolies were able to set exorbitant rates for services and products, including access to resources and credit. Small businesses were hamstrung and ultimately marginalized in favor of large enterprises which were able to make the rules for economic success.

To remedy this, the populists demanded the conversion of key infrastructural sectors into public utilities repurposed to facilitate rather than exploit small producers. Railroads, they argued, should be run on a regulated, non-profit basis to ensure low-cost access to markets by their customers. Similarly, banks should be run on a non-profit basis as to ensure low-cost credit to borrowers.

Their idea was to turn enterprises with too much monopoly power into accountable public utilities, but otherwise to allow the free market to run its course.

If many independent producers have to use the same infrastructure (like railroads or the Internet), or rely on a common provider of essential products or services (like energy companies or

banks), those ought to be transformed into public utilities.

Populist demands for public control of monopolies were thwarted by the robber barons of the day, who made sure that lucrative monopolistic choke-points of the economy in transportation and finance and beyond remained in private hands.

Progressives and New Dealers for a time limited corporate power, but didn’t go as far as the populists thought necessary.

So it’s no surprise that monopoly power is back, along with the economic and social disparities it exacerbates.

Populism is back too. The original populist agenda of public control of monopolies combined with widespread capitalist enterprise may yet turn out to the best way to provide economic security, opportunity, and responsibility for the greatest number.

And to the extent it fosters economic independence, it would also preserve liberty, or political independence – for there can be no political independence without economic independence.

While my motion was seconded for discussion, no one joined me in voting to remove or reject the legislator raises.

The timing is especially concerning. Instead of approving a raise for an incoming class of new representatives, we are mid-term and approving raises for ourselves. It’s also done at a time when the IGA commit-

tee is looking at new county management plans, which may reduce the role of county representatives.

Finally, economic storm clouds may be gathering. The county is disproportionately reliant on bed and sales taxes, which track volatile consumer spending. It appears the stock market is set for its worst year since 2008 and economists predict a recession within two years. These raises are essentially locked into future budgets. When the economy falters, the board will need to raise taxes or cut services.

During the holiday season when we should consider less fortunate neighbors, there is a distinct “Let them eat cake” vibe coming from the county board. Another representative claimed that because the raise was already included in the budget, no further debate was necessary. This belies the fact that items may be budgeted and then not spent, returning monies to the fund balance or transferring to any number of other line items.

How politicians choose to spend your money reflects

values decisions. Every dollar a legislator spends on him or herself is a dollar that won’t fill the pothole outside your house, or enhance school security, or support the animal shelter, or fight the opiate crisis, or encourage economic development, or just provide tax relief.

The salaries are just the tip of the iceberg attached to absurd and often hidden perks.

County representatives are part-time and short-term elected officials but are entitled to health insurance benefits for themselves and family, even into retirement. My understanding is a politician can win election three times and then be voted out of office after six years of service and suddenly be considered “retired,” with all the benefits that go along with that.

The representatives recently made a show of doubling the amount they contribute to their own health insurance.

This means taxpayers are now responsible for 90 percent of the cost as opposed to the former 95 percent. Our full-time rank and file union employees pay significantly more for

County officials should not follow the lead of politicians in Washington and Albany, who have lost the trust of the people. At the local level, we need citizen legislators who bring diverse perspectives, work together for a few years, then pass the baton to the next civic-minded person.

During my time with the County I have pledged not to accept any of the health insurance, retirement benefits, or travel reimbursement, as I believe these are incompatible with part-time public service.

Until these benefits are reformed, a representative may accept them and each of us makes our own decision on what’s right for us.

If we believe the benefits are ethical, transparency should not be a problem. It is my hope that county representatives will reflect over the holiday about who we are elected to serve and that we will return in January with the spirit of real reform.
