ECCB rolls out Polymer notes

By Staff Reporter Thursday May 30th Brades—Montserrat will have to wait longer for the deployment of the new $50 polymer notes locally, ECCB Governor Timothy N.J. Antoine announced at the recent launch event for the notes at the ECCB office in Grenada last week.

According to the Eastern Caribbean Central Bank (ECCB) Governor, the delay is owing to a substantial stock of paper notes present in the Montserrat market which is also the case in the Anguilla market. As a result there is no need for the supply of the new notes until these markets see a decrease in the $50 notes.

However when implemented in the local market Montserrat can look forward to experiencing a number of benefits from the new note. At a live stream event Governor Antoine shared that the new notes are of a higher quality and has advanced features compared to the old paper notes, “Compared to paper notes, polymer notes are cleaner [they are resistant to dirt and moisture], more secure [they have advanced security features which make them harder to counterfeit], more durable as they last at least, three times longer than paper notes and more environmentally friendly,” he said.

“The switch to polymer necessitated some changes to the designs of the notes in respect of technical and security specifications. However, even with these new design elements, we were careful to maintain a degree of familiarity for ease of use,” Antoine stated.

Governor Antoine also revealed that the new notes will also have a new design feature

which will make it easier for persons with visual impairment to identify the notes. He said, “Very importantly, we have incorporated a feature [raised bumps] to make it easy for the blind and visually impaired to handle their money and their business.”

Some of the new design features also include the signature of the current Governor and an image of the former ECCB Governor, Sir K. Dwight Venner who served from December 1989 until November 2015. Sir K. Dwight Venner died in December 2016. The new notes also sport a portrait orientation design, which is a move away from the current landscape orientation of the paper notes.

Additionally, a holographic foil strip has been introduced as an anti-counterfeiting feature on the $20, $50 and $100, which are most susceptible to counterfeiting.

Although the new notes are more economical and costeffective overall than paper the Governor informs that “polymer notes are more expensive to produce upfront, their extended lifespan means that the notes are replaced less often.

Consequently, there will be a reduction in transportation and handling costs thus reducing the overall cost of cash for the ECCB, commercial banks and

credit unions.”

“As part of our due diligence, the ECCB consulted with colleagues from the Bank of England, the Bank of Scotland and the Bank of Canada on their experiences with changing from paper to polymer.” He said.

The ECCB Governor explained that, “The circulation of the new notes will be phased.

As unfit paper notes are returned to the Central Bank and our current inventory of paper notes is depleted, they will be replaced by polymer notes…

Therefore, as a practical matter, the public ought to expect

that both paper and polymer notes will be in circulation at the same time. They are both legal tender.”

In the interim local community groups are being educated on the features and benefits of the new notes in preparation for deployment.

Local ECCB representative Angela Estwick, has informed that she has been meetings with groups such as the Boys and Girls Brigade and Montserrat Association for Disabled Persons among others to provide information on the new notes and that these sessions will continue.

The new $50 banknotes will be in circulation from June and will run concurrently with the existing paper notes during the transition phase.

The $10, $20 and $100 polymer banknotes are scheduled for launch in September 2019, while the five-dollar banknotes will be launched in September 2020.

Thirdly, you’re a dangerous mistress and fourthly, I think you’ve had just about enough politicians to last you the rest of your life.

Now having said all of that, there must be a renewal of your mind if you ought to get your life straightened out.

In fact, there’s hope. Why? Because you are still above ground. The first thing you need to do is humble yourself.

I mean get that mindset that you need to live a certain way and have certain things out of your head. All you need is to be comfortable.

And you don’t need a man of any “caliber ” to help you rise up. You should be able to do that all by yourself.

Know your worth. Forget about these men. Love yourself and sooner or later I’m sure you will find someone who can double up what these politicians ever did for you. And even if you don’t it will still be okay because you’ve got you!!

Labour Commissioner calls for more focus on ICT subjects in schools

By Staff Reporter Friday May 31st, Brades— Labour Commissioner Rudolph Christopher calls for a reform and incorporation of ICT subjects in school syllabuses. A move which he believes will better prepare youngsters for future employment.

This is one of the propositions which came out from his attendance at the recently concluded eleventh Interna-

tional Labour Organization (ILO) subregional meeting of Ministers of Labour of the English and Dutch-speaking Caribbean held in Bridgetown, Barbados. The conference was centered on the theme, “Shaping a Brighter Future of Work for the Caribbean”.

In a sit down with AEx News last week he shared, “The syllabus in the schools need to redefined…in a lot of areas and so we need to look at introducing subject areas that is more geared towards the technological age and where we are going in the future of work, preparing our people for the future…decent work ” “There must be a holistic

approach to this, it can’t be just me or the Labour Department. It has to be national and the individual countries, the region as a whole have to look at our systems…and the syllabuses in our schools…even UWI as the main educational institution in the region… to ensure they introduce the right programs and guidance as to how the individual countries could approach education,” he said The Labour Commissioner also informed us of his department’s efforts throughout the years to educate Montserrat workers in the use of ICT, “In the area where we do some training with workers, we play a role in that we help support to keep our workers up to date especially with technology… we have been focusing on that for many years now…help-

ing more people to deal with computers and hopefully that will open a door, a window to go deeper and further into the technological world.”

The lLO conference assessed the relevance of the report “Work for a brighter future” of the Global Commission on the Future of Work. The session also evaluated the framework it offers for shaping a better future for the Caribbean, with discussions on what a ‘humancentred agenda’ means for the Caribbean.

Montserrat is a member of the International Labour Organisation (ILO) through the UK Government but works with the international labour body to develope policies and programmes for the strengthening of labour relations on island.

Friday May 31st, Brades—Former Coordinator of Youth and Sport Development Lyston Skerritt has been newly appointed as the Director in the recently reorganised Department of Community, Youth and Sports Services, according to a Press Release from the Ministry of Education, Youth Affairs, Sports & Ecclesiastes Services.

The Press statement shares that the department was redesigned to reflect the Government of Montserrat’s commitment to Community development, youth advancement and sports as a viable career and recreational pursuit.

Skerritt, a Montserrat native holds a Bachelors of Arts in Communications with minors in Psychology and Philosophy from Augusta University in Georgia and a Masters of Education and Counseling from the University of Louisville, USA. He previously worked at universities in Youth Development

Public Pressure ensures MSS rehabilitation becomes a priority

By Staff Reporter Monday May 27th, Little Bay —Public pressure and criticism have influenced a speedy release of funds to support rehabilitation works at the Montserrat Secondary School (MSS), according to the Hon. Premier Donaldson Romeo.

This comes after reports circulated prior to the national budget presentation that there were no funds budgeted for works at the MSS despites Government promises of the demolition and reconstruction of two condemned buildings at the MSS late last year that were deemed of unfit for human habitation.

Premier Romeo re-

vealed in his budget rebuttal last week, “We were negotiating with DFID and out of those negotiations we were able to get EC$2,972900 released from the £30 million to address education and the MSS situation… we had the money but we couldn’t release it rapidly.

It would take months before that money would be released. So thanks to the PTA, thanks to the Permanent Secretary for Education…thanks to the help of the FCO and DFID Directors who visited to see the situation first hand and allowing us now to speed up the release of those monies.”

for the OTs and the Caribbean John Gordon commented during a press conference, “We have talked about the Secondary school buildings and we saw them ourselves. It’s very worrying the pupils haven’t got somewhere safe to learn.

We will continue to have discussions with the government about how those

funds will be deployed and school building will be part of that discussion.”

The Premier announced that works which will require spending of over EC$3 million will be added to the budget for the demolition of the two condemned building blocks M&L at MSS, the construction of the four to eight temporary classrooms and one toilet facility.

Works will also include the construction of the Library, classrooms and replacement of deteriorating wood for the replying of the walk way, refitting of the staffroom office and sick Bay. The refurbishment of dilapidated buildings including the pupil support unit, refitting of furniture and fixtures and addressing termite infection among other works.

At present a time-line has not been given on how long these temporary structures will stand before the students and teachers can expect permanent structures, however the Premier has assured that a new MSS building is a priority for the Government.

Brades Primary walks away winners of Biennial Spelling Bee

The competition was first initiated in 2013 and features nine officials which include three judges. Both segments of the competition lasted for four rounds. Natalie Durand of the Brades Primary School was the best speller for the grade two level, while Deanna Winspeare also of Brades Primary School was the winner for the grade three level.

Fish ‘N Fins alumns to attend Ocean Heroes Bootcamp Friday May 31st, Davy Hill—Two young local Ocean Leaders Imani Golden and Quincy Hillocks have been selected to participate in the upcoming Ocean Heroes Bootcamp in Vancouver, British Columbia, June 28 - June 30th.

Imani 17 and Quincy 12 will be exposed to information on single-use plastics which is the focus of this year’s Bootcamp. From understanding micro plastic pollution to learning the ropes of digital media. It is

hoped that the youngsters will be empowered with the tools needed to beat plastic pollution.

The 3-day Ocean Heroes Bootcamp is geared at empowering existing and emerging youth leaders to create their own campaigns to take action against ocean plastic pollution.

Imani states, “I love the marine life and the corals that live in the ocean. I wish to further my education and interest in marine life and be more aware of life un-

der the sea… I also have an interest in spreading the word to others about the importance of marine life.”

While Quincy who has progressed through Fish ‘N Fins Kids Ocean Club from turtle swim group to Reef Patroller, Junior Assistant and now an Ocean Leader, performs in outreach work which include assisting on hosting a sea debris Fish ‘N Fins table at the Montserrat National Trust Biodiversity Exhibition 2018, and various radio outreach and promotions, aspires to be a marine biologist.

Serena Williams has come under fire following her shock French Open loss to a 20-year-old US usurper, leaving tennis stars fuming. news.com.au Serena Williams’s bid to win a record-equalling 24th Grand Slam title was thwarted again on Saturday when she was knocked out of the French Open 6-2, 7-5 by US compatriot Sofia Kenin in the third round.

Williams drew the ire of men’s star Dominic Thiem after booting him out of his own press conference. Tennis journalist Ben Rothenberg said it was because “she didn’t want to wait for him to finish” as media swamped the veteran after her loss.

Thiem was fuming at the ordeal and left the media rooms completely in protest, refusing to take more questions.

“Not a victory for feminism @BenRothenberg, wait your turn for the press room like everyone else. Thiem, still in the draw having won, would have agreed to a press time and has a round of 16 match to prepare for, Serena just has her jet on the tarmac!” Groth wrote.

The America veteran, who played just one clay court match in Rome before suffering a knee injury in the run up to the French Open, said she had expected to progress further in Paris.

“I would have expected to have gotten past the third round. If someone said I would only get this far, I’d have said they were a liar.

“But it is what it is.” “I haven’t been on the court as much as I would have wanted to and it’s been a gruelling season forme.” Kenin wasn’t even born when Williams made her Paris debut in 1998. “There’s a lot of emotions now,” said the Russian-born player. “Serena is such a great champion and I have all the respect for her. Montserrat Football season ends on a high note

The football season finally ended on Sunday for Montserrat captain Lyle Taylor, and it ended with an important win.

On Sunday, in a thrilling match at Wembley, Taylorâ&#x20AC;&#x2122;s Charlton Athletic clinched promotion to the English Championship with a goal in the final seconds. Taylor finished what was his first season with Charlton with 25 goals and the player f the season trophy.

He becomes the first Montserrat international to play in the Championship since Ruel Fox played for West Bromwich Albion in 2002.
