Theresa May steps down in emotional Downing Street speech

Prime minister concedes defeat on Brexit, and states: ‘I will shortly leave the job that it May said it is now up to a new prime minister to find a way forward. has been the honor of my life to hold.’

Britain’s Prime Minister Theresa May breaks down as she announces her resignation | Tolga Akmen/AFP via Getty Images By TOM MCTAGUE AND PAUL DALLISON, politico.eu LONDON — An emotional Theresa May announced Friday she will resign as Conservative Party leader on June 7, triggering a rapid-fire battle to replace her as Tory leader and prime minister before Britain’s scheduled departure from the EU on October 31. After six months of failed attempts to get her Brexit divorce package ratified by parliament, the U.K. prime minister finally accepted defeat Friday, accepting a new leader is needed to resolve the U.K.’s protracted Brexit process. The announcement draws to a close one of the most tumultuous and unsuccessful premierships in modern British history, leaving an almost unprecedented challenge for her successor, who must find a way through the impasse where she has failed. The front-runners to replace May in No. 10 Downing Street will be under enormous pressure from grassroots Conservative Party members to take a more hard-line approach to Brexit, raising the prospect of a no-deal exit later this year despite a clear majority in parliament opposed to such an outcome. Britain’s next prime minister faces the same daunting challenges as May, with a parliament opposed to no-deal and the terms of divorce on offer. European leaders have repeatedly warned they will not renegotiate the deal that May agreed with Brussels in November. Downing Street insiders believe a general election is all-but inevitable, likely pitting a Conservative leader committed to a no-deal Brexit against Labour’s Jeremy Corbyn, who is under pressure to unequivocally back a second referendum on Britain’s withdrawal. In her statement, delivered just after 10 a.m. outside No. 10, May confirmed she will stay on as prime minister until a new leader is in place, welcomingU.S. President Donald Trump to London for his state visit early next month. The process to select a new leader will begin the following week. “I feel as certain today as I did three years ago that in a democracy, if you give people a choice you have a duty to implement what they decide,” she said, setting out why she believes it is imperative for any future leader to succeed where she had failed in taking the U.K. out of the European Union. “I have done my best to do that,” she said. “I have done everything I can to convince MPs to back that deal. Sadly, I have not been able to do so.” She later added: “It is and will always remain a matter of deep regret to me that I have not been able to deliver Brexit.”

“It will be for my successor to seek a way forward that honors the result of the referendum.” To succeed, however, May insisted the new leader would have to compromise. “Compromise is not a dirty word,” she declared. Close to tears For May, this compromise had come too late when her authority as prime minister was shot, leaving the opposition Labour Party unwilling to move from their red lines. May gave a quick run through of her achievements in office — a fall in national debt, new environmental measures and a more jobs. The reality, as she and her closest aides know, is that British government has ground to a halt under the challenge of Brexit. Her determination, set out in her first speech as prime minister in July 2016, to respond to the Brexit referendum by not only taking Britain out of the EU, but making life better for ordinary people who had voted for British withdrawal, was never realized. Ending her speech, May’s emotions finally cracked. “I will shortly leave the job that it has been the honor of my life to hold,” she said. “The second female prime minister, but certainly not the last.” And then, with her voice shaking as she came close to crying, Britain’s prime minister concluded: “I do so with no ill will, but with enormous and enduring gratitude to have had the opportunity to serve the country I love.” The leading contenders to replace her as prime minister were quick to praise her. Environment Secretary Michael Gove said it was “a moving speech from a Prime Minister who deserves our respect and gratitude.” The former Brexit Secretary Dominic Raab said she “showed her integrity [and] remains a dedicated public servant, patriot and loyal Conservative.” Boris Johnson, the former foreign secretary and front-runner in the leadership race agreed that it was “a very dignified statement.” “Thank you for your stoical service to our country and the Conservative Party. It is now time to follow her urgings: to come together and deliver Brexit,” he added. Others fired warning shots that unity was going to be hard to achieve. May’s Chief Whip Julian Smith warned that the compromises facing all MPs on Brexit are “set in sharp relief” by the prime minister’s resignation. He said the trade-offs May had tried to deal with needed to be addressed “now” and could not be delayed. The veteran Conservative MP Ken Clarke, appearing on the BBC before May’s resignation, said Johnson, Raab and Gove could not expect the party to unite around a no-deal Brexit. “The idea that the Tory Party will all get together behind some Nigel Farage-type leader is for the birds,” he said, referring to the leader of the Brexit Party, which is expected to have hoovered up many Conservative votes in Thursday’s European election. Clarke accused MPs of treating May “abominably.” “Now some of the leading figures hope they are going to be prime minister of this country whose main efforts have been put into stabbing Theresa May and getting rid of her,” he said. ‘Get Brexit done’ May becomes the fourth Tory prime minister in a row whose career has been ended by Europe — David Cameron, John Major and Margaret Thatcher before her. European leaders were also quick to pay their respects, although there was cont’d. on page 6

Dear Kate Reprinted from antiguanewsroom.com

I don’t like my pastor’s wife Dear Kate,

I don’t like my pastor’s wife he is 50 and she is 26. She’s not done anything to me. But I don’t like her. She’s beautiful and way too young for him and she now has two children with him, children I wished I mothered. I think she loves him for his money. Kate, I dated him before because he was looking for a wife. We had intercourse and suddenly he told me he cannot be with me because it’s not what he wants. Then here comes this woman from nowhere and he married her. I don’t understand. Anyway, she comes to church always well dressed and she’s not even spiritually mature. I don’t know what he sees in her. She’s loud, always have too much makeup and acts like she’s a loving person when she’s not. I have prayed for their marriage to end. That he leaves her. And I see them happier every day. I don’t like seeing them together but I can’t stop coming to church. She has everything I have to live without. I was thinking maybe I should continue to pray for their breakup and wait until it happens, hoping he’d look my way again. What do you think? Church Girl Hello Church Girl, Even if he breaks up with his wife one day, what would make you think you would be the next in line? Weren’t you in line before her but got discarded? I don’t understand. I think you should live and let live and allow your shepherd to love in peace. You, on the other hand, might end up being very lonely, waiting on a man who was not ordained for you. I say you move on, accept what you cannot change and remove the hate from your heart. It will consume you. Stop being jealous of your pastor’s wife. If you had any love for this man, you would be happy to see him happily married, even if it’s not with you. Kate

Your weekly Horoscopes

AQUARIUS (Jan. 21- Feb. 19) There is much you can do to help other people back on to the straight and narrow as you enter the new period. If certain plans and arrangements are now coming unstuck, this is a sign that your ideal course of action is to revert to the way things were done in the past. PISCES (Feb 20 - Mar 20) Seldom have your stars been so spread out – at least not in the current pattern. In fact, your chart is almost unique. This certainly looks like a changeable period, and even when you have set your heart on a particular course of action, you may have to change your mind yet again. ARIES (Mar 21 – Apr 20) There is a great deal to be said for talking about your feelings, especially those concerning home life and family relationships. Your stars indicate that proper discussion about domestic arrangements is now due. However, it may be another two or three months before you can get your own way. TAURUS (Apr 21 - May 21) This is a fine moment for simple pastimes, such as shopping. Indulge your consumerist tastes and you’ll lift your spirits, boost your morale and have a good time. There are, of course, deeper psychological processes at work, like you need to be valued for yourself. GEMINI (May 22 - June 21) Mercury, your magical ruling planet, is on a positive path. You should be rather more confident – and even ready to come out of your shell. Partners will appreciate your honesty this week. You will shift into a much higher gear over the next twelve months. CANCER (June 22 - July 23) Your stars are slowing down, even if just for a while. It is more than likely that you will be putting your feet up. That doesn’t just mean cutting down at work. It also implies that you’ll be taking time off from friends as well. Why? Because you need to spend some time by yourself. LEO (July 24 - Aug 23) Up there in the Heavens, your stars are smiling on you. If you still imagine that all is going swimmingly, you could be right. However, if your stars tell you anything, it’s that you need to forge your own good fortune. Better to take the initiative and make changes now. VIRGO (Aug 24 - Sep 23) Work will dominate your thinking, especially for those of you for whom there has been some sort of legal or ethical query lately, and even if you’re involved in unpaid, charitable activities. This is a very useful time to delve into religious and spiritual matters, putting your life into a larger and more the meaningful context in the process. LIBRA (Sep 24 - Oct 23) There is no reason why you should stay stuck in your present circumstances. Extend your horizons as a new period dawns. The inquisitive side of your nature is being stimulated, and your favoured interests could be associated with distant cultures. SCORPIO (Oct 24 - Nov 23) If you have been afflicted by professional or business uncertainty, you can look forward to smoother times to come. However, one of the best ways to relax could be to indulge yourself with an extravagant outing. Make the most of your creative powers and you will find new, and perhaps surprising, ways to entertain a partner! SAGITTARIUS (Nov 24 - Dec 23) Your social stars are in the ascendant and partnership matters are in the forefront now. It’s not that anything of vital importance is about to happen, just that you should do what other people want! When travelling, take the necessary precautions against possible delays – and avoid a serious muddle as soon as you can. CAPRICORN (Dec. 23 - Jan. 20) You have taken a few liberties in the past, but you have only done what others would have liked to have done, had they had been given the chance! If all has gone according to plan, you should now be in a position to transform your social life. At work, you may have to pause before your next major step.

Letter to the Editor: Open Letter to Hon. Minister of Education Mrs. Delmaude Ryan from the MSS PTA

Dear Mrs. Ryan,

On behalf of the Parent Teachers Association of the Montserrat Secondary School, I would like to express our grievances regarding information received from the Permanent Secretary of Education at our PTA meeting on May 16th, 2019. It was brought to our attention that there was no funds being allocated in the current budget to deal with remedying the appalling situation at the school, brought about when two of the buildings were deemed unsafe for use. Gleaning from the Budget Statement 2019-2020, section 85 and 86, it can be deduced that the matter was not considered priority and as such was not granted funds. Please correct us if we misinterpreted the statement. As a parent I am perturbed that in a country where we like to refer to our children as our future and promote the value of our teachers that this significant matter at our secondary learning institution have been dealt with so underhandedly. Indeed our teachers have shown “grace and fortitude to deliver for the young minds of our future”, as stated in the Budget Statement, however, after meeting with them this morning to garner their opinion on the matter, I can assure you grace and fortitude are swiftly evaporating. So before I state the parents’ reaction to the matter, I will give the teachers precedence. I am fully aware that the President of the Montserrat’s Union of Teachers have written prior,

however, what I’m about to write came directly out of my interaction with the teachers today, as they are all part of the PTA. The teachers unanimously felt that they were being taken for granted. Some of the direct issues brought about by the two buildings being decommissioned are: • Teachers having to teach in unsuitable accommodations • Bathroom facilities far from workspace, and/ or in areas which were made classrooms (This has resulted in embarrassing situations.) • The science SBA’s being slowed because labs were compromised. • Lack of staffroom, which sometimes find teachers sitting in their cars between classes, marking books. • No word from the Ministry officials as to when any of the issues would be dealt with. There were many more issues to which I felt sincere empathy, as they reminded me of my years in the government service, working in a deficient environment. Therefore, I fully understood when some hinted at not continuing at the Montserrat Secondary School in the new school year. No matter how altruistic a person may be, there comes a time they have to decide if the stress, brought about by their working environment and the seeming blasé attitude of those who they are working under, is worth the effort they put in. We already have a shortage of teachers, and

the obvious repeated struggle to have a full complement of teachers at the beginning of the school year, begs us not to allow this situation to get worst. The group which I spoke to today asked me to convey priority areas to you Honorable Ryan, for which they crave a response. I’ve listed them along with those raised by the parents. These are: 1. Can a second opinion be sought regarding the state of the condemned buildings? Related to that, can the buildings remain but be “fixed”. 2. They recommend two temporary buildings be swiftly erected as a short term solution. 3. The need for more bathroom facilities. The staff to toilet ratio is sad to say the least. 4. The need for a fully furnished staff room. 5. Can the section of the report that condemned the buildings be made public? 6. Engagement with yourself or another relevant authority going forward. 7. And a special request to work more expeditiously on staff recruitment. These issues weigh heavily on me as a parent. We both know the trickledown effect on our students in various ways including their exam results. We both know that what affects our children affects our future. The value we place on them today is the value this country will inevitably reap. As for the collective parent

group, we are very infuriated about the matter. There were those at the meeting who were disgusted about how and when we were told. As a parent of a student yourself, we would like to believe that you too have vested interest in ensuring our children and teachers have an environment conducive to excellence. If we call ourselves a people of excellence, and talk about empowering excellence we must remember, it is easier to straighten young saplings than old trees. What lessons are our youth learning as we dither about this serious matter? Must we believe that the only way of getting those with the relevant authority to show what we would regard as genuine concern on this distressing matter, is to kick up a fuss because our patience was taken as acceptance? I can go on, but my aim is not to reiterate what you probably already found out since the meeting ended. I would like to ask you to consider making adjustments that would thrust the short and medium term solutions of the aforementioned matter, into priority for funding within the current budget. The parents and teachers are awaiting a timely response on the matter. We hope it stems from the heart of the indomitable, exceptional woman we voted in four years ago, and not from the starched rigid pen of a politician. Yours truly, Mildred Chalmers President, MSS PTA

Confusion as to who sets priorities for people of Montserrat

By Staff Reporter Tuesday May 21st, Little Bay— Two conflicting perspectives on the allocation of funding and priorities, as local government officials suggests that priorities are being set for them by a main aid agency. DFID representative denies any “overruling” of priorities local Government but credits funded priorities as joint agreements. Minister of Health, Education, Community Service, Sports and Youth Affairs, Delmaude Ryan made a statement last week in which she suggests that Government priorities were being set by the island’s main funding agency. She said, “When we sit together and say we are going to consult together on the development of Montserrat and somebody else go and set priorities and send them back for you, those are the kind of things that take up our time. That is why we are here, because we believe that the voice of Montserrat must be heard, that must be given priority in setting our priorities and not them being set for us.” DFID Deputy Director John Gordon, responding to questions from AEx News, said “CPRIG has a steering committee…

the Governments of the program has a steering committee that has representation from Montserrat Government and from UK Government, that is the forum by which decisions are made about priorities under that program. I can assure you there is no overruling of anything going on.’ He added that, “We have perspectives on this as do the Government of Montserrat. We will decide between us on that committee what priorities are funded from that pot of money. There has been no process of overruling, at any point in time and it is really important for us that the Government of Montserrat is setting out what its priorities are, because we come from the UK, we can’t tell Montserrat what’s best for Montserrat. It’s very important that we hear from the Premier about what’s important.” The Honourable Opposition Dr. Samuel Joseph heavily criticized the Government for what he described as a failure of the Government to push for national priorities, “There are some frightening things I heard today, by some of the Honourable Members, that this current Government does not even

set its own priorities. The priorities are sent down from Westminster.” Dr. Joseph said, “ So there was an admission in this Honourable House, administration cabinet sends up their priority to England and being sent back another set of priorities and being told this is your priority, these are your priorities, this is what you’re getting money for and we get admission from another member that when that occurs they got no choice, because these houses had to be built, because this is how England say they were going to be built and if they don’t build that way you are not getting the money… People were elected to represent the citizens of Montserrat, not to be conduits. Dr. Joseph believes the Government has lost control of the island. He said, “We have a situation as was confirmed again by the Honourable Member, that basically they have lost control of Montserrat, down to their budget allocation and how they can do it; down to what they consider their priorities, that they have lost control of it. We have lost control because they have failed to put the necessary things in place.”

Theresa May’s tearful goodbye...from page 2

little sign they felt any responsibility. French President Emmanuel Macron sent May “a personal message of support and thanks,” said an Elysée official, adding that it is “too early to speculate on the consequences of this decision.” The priority now, said the official, is to preserve the “good functioning of the EU, which requires a speedy clarification.” Irish Prime Minister Leo Varadkar said: “I got to know Theresa May very well over the last two years. She is principled, honourable, and deeply passionate about doing her best for her country, and her party.” EU politicians had come to admire “her tenacity, her courage, and her determination during what has been a difficult and challenging time,” he said.

Tory MPs, however, were quick to demand the new leader renegotiate with the EU. “The new Conservative leader needs to bring the party back together and provide real leadership and direction,” former Northern Ireland Secretary Theresa Villers said in a statement. “He or she should immediately seek improved exit terms from the EU. We need to get Brexit done and move on from the divisions it has caused in the party and the country.” Speaking to POLITICO, the former Brexit Secretary David Davis said: “I don’t think her worst enemies would accuse of her of not having a sense of duty. But she interpreted it in a way that was bound to fail.” He said the next leader needs to be committed to no-deal in order to

get a better divorce agreement with Brussels. “If we are determined about no-deal it probably won’t happen,” he said. “If the new leader goes back with Malthouse/Brady [a plan for alternative arrangements to resolve the Northern Irish border issue] and says this is the only deal which will get through parliament we stand a very good chance.” “A lot depends on whether they are serious about no-deal. If we go at this properly and say we are going to do this properly, in my judgement the Brexit Party will step back, because this is a real, serious existential moment for the country,” he said. Little Jack Rabbit

On a warm morning in the spring, Mother Jackrabbit is working quietly under the thick sagebrush. She is using her paw to scrape out a smooth spot in the dry, sandy soil. Mother Jackrabbit covers the spot with some of her own fur to make a soft bed. Tucked under the sagebrush, the little bed is hidden from all other animals. This bed is called a form. And soon Mother Jackrabbit will give birth to her babies here. This is why the bed must be so soft. When the soft bed is ready, Mother Jackrabbit gives birth to three tiny baby jackrabbits. There are two girls and one boy. The boy jackrabbit is named Baby Jack. Like his mother, Baby Jack has bright eyes, smooth brown fur, and a nose that constantly twitches. His big ears bounce up and down as he hops around the desert. Jackrabbits’ ears can be longer than their bodies. Also, their long ears keep them cool in the hot, desert sun. These long ears allow their heat to escape, cooling the body.Even though he is young, Baby Jack is eager to explore his new world. His large ears pick up many wonderful sounds: the songs of a meadowlark, the barking of a prairie dog, and the “hooooo” of the wind blowing across the dry land. As he sniffs the air, he enjoys smelling the sagebrush and the sweet cactus flowers. Baby jackrabbits are born with fur on their tiny bodies. And they can hop about and explore their new world almost immediately after they are born! During the hot desert days,

Name this country!

Baby Jack does not explore. It is too hot for exploring when the sun is shining. Like his mother, he sits still in the cool shade of a clump of grass. He feels safe in the shade. His brown fur blends right in with the soil and the dry grass. Hungry coyotes and eagles that are hunting for food cannot see him easily. If an animal did come after Baby Jack, he would wait for the right moment. Then, in a flash, he would run away and find another safe hiding place in the grass. In the desert, almost every day is bright, dry, and sunny. But this afternoon, Baby Jack watches gray clouds gather in the sky. The day gets cooler and darker. Then, Baby Jack feels drops of water coming from above. It is raining! Rainy days are rare in the dry desert. The rain is new to Baby Jack. He hides behind a rock when the thunder sounds and the lightning flashes across the sky.The rain puddles are quickly soaked up by the dry ground. The rain doesn’t last very long. Soon the sun will come out again. The rainfall changes the way the desert looks. It makes all the plants blossom. Instead of being brown and dry, the desert is now filled with many different kinds of colorful flowers. Baby Jack explores the desert and sees things that he has never seen before. He is amazed to see so many beautiful colors: green,

yellow, orange, pink, and purple. Baby Jack looks at the beautiful flowers and sees good things to eat everywhere! He hops to find his family. Soon they will feast on all of the plants and flowers. As the bright sun begins to set each evening, Baby Jack and his family search for food. He hops from plant to plant, nibbling on grasses. With his sharp teeth, he can eat almost anything. Mother Jackrabbit teaches Baby Jack to chew a hole in a cactus. He avoids the prickly spines on the outside and eats the moist part inside. Jackrabbits eat all kinds of plant material, including the inner bark of trees. Also, they feed mostly at night when it is cooler. And their enemies can’t see the jackrabbits that well when it’s dark outside. After Baby Jack enjoys his tasty cactus meal, he and his mother do some more exploring. Mother Jackrabbit’s powerful sense of smell helps her sniff out danger. She can smell a coyote approaching.Baby Jack is playing around in the dirt

How do you say that in...?

when his mother sees the coyote watching them from a nearby rock. Mother Jackrabbit knows what she must do. Jackrabbits use their hind feet to pound the ground and signal danger to each other. When jackrabbits hear this sound, they know that danger is quickly approaching. They must make a fast escape. Baby Jack hears a loud “Thumpa, thumpa, thumpa!” Mother Jackrabbit is pounding one of her back paws against the hard ground. Mother Jackrabbit is trying to tell Baby Jack and the other jackrabbits that danger is near. Baby Jack knows what it means. He must hide. Baby Jack immediately darts under a bushy plant. Baby Jack will wait here until the danger is gone. The coyote sniffs around the bushes trying to pick up the jackrabbit scent. The coyote leaves when he can’t find any of the hiding jackrabbits. Baby Jack tenses his powerful leg muscles. Then — whoosh — he is off! He bounds away to meet up with his family.

Montserrat Foot- Plans in place ball Association to construct 30 housing units in court over unpaid taxes

By Staff Reporter Friday May 24th, Davy Hill— The local Football governing body, Montserrat Football Association (MFA), is facing tax evasion charges for the non-payment of an estimated EC$300,000 in income tax. However it seems Government may be considering a tax write-off in hopes of saving a multimillion dollar investment the Association has planned for the island. Last week MFA appeared before Chief Magistrate, Vashti Shatoor for failing to pay over an excess of EC$300,000 dollars in income tax to the Inland Revenue Department. The Association is said to be owing from the period 2014 to 2018. Lawyer Fitzroy Buffonge stands as the legal representative for the Association while Director of Public Prosecutions Oris Sullivan is representing the Comptroller of the Inland Revenue Department in the matter. The case was adjourned for August 8th as MFA President, Vincent Cassell failed to appear for the second time before the court. The issue was said to arise when the Association sought concessions to undertake an EC$8 million project at the football grounds for a 32 room accommodation facility fully

equipped with all the amenities of a hotel. In the May 20th sitting of the Legislative Assembly, Minister of Agriculture, David Osborne guaranteed the Government commitment to ensuring the project happens, suggesting consideration of a possible write-off of the outstanding tax debt. He said, “This project will employ a significant amount of workers and utilize several local contractors … This government will support this project and see that this project gets off the ground rather than never.” “Despite the issues that we’re having with this Association… in terms of the tax situation, we must find a way around this, to move this forward. They are ways of negotiating to get things done. We can’t just let a project like this stop. It’s not just $8 million, it’s the future, our children and all that the Football Association will bring to Montserrat. Whatever the tax situation, we need to sort it out,” said the Minister. By Staff Reporter Friday May 24th, Davy Hill— The 2019/20 budget has revealed plans for the construction of 30 units of houses, however the Housing Minister expressed disappointment for the lack of funding for home renovations. Housing Minister, David Osborne revealed, “As I examine the 2019/20 budget, I do so with mixed feelings. I’m happy for the fact that we were able to close negotiations with the signing of the Memorandum of Understanding for £30 million. The envelope …support will help us to replace the temporary wooden structure, family units that have come to the end of their useful life.” He announced plans for new houses, “We intend to build over 30 units of housing, we will seek construction of several multiunit apartments type dwellings as well as some detached family homes, however….I’m somewhat disap-

pointed that there are no funds included to help regenerate houses, those Lookout houses, Davy Hill prefabricated houses which we built on the onset of the crisis.” “…We put a proposal for funding in excess of £14 million, however only £4 million have been approved in principle. I cannot express enough how disappointed I am, “he said. Last week the keys for four new newly constructed houses, one located in Lookout and three in Davy Hill, were handed over to the Department for Housing. Each home stands at a valuation of approximately EC$500,000 per house and was funded by the Department for International Development (DfID) at an overall price tag of EC$3,000,000. At 1044 square foot, each house has an interior which includes two bedrooms, a porch and a one and a half bathrooms.

thing forward from here on in terms of that development. Put something in place, but taking in mind what had happened before so that we don’t fall back in that spot again. I can call figures in the tune of $600,000 that the government has given concession to other businesses in Montserrat.” Former Premier Rueben T Meade believes that the MFA tax situation could have been handled differently. He said,

“The MFA now is in court over outstanding FIFA taxes in which they claim that the MFA owes, even from before the days when we had the tax amnesty. You cannot use FIFA monies to pay the taxes” He believes that the Government of Montserrat could have worked with the MFA to identify available outcomes as a move, for prosecution could shut down the multimillion dollar project.

Port Authority renovation works to make access more user friendly

Port Manager Mr. Joseph O’Garro By Staff Reporter Saturday May 24th Little Bay— Renovation work has commenced last week at the Port Authority compound to upgrade and maintain the area for a more customer friendly facility and reduce transaction time. Galloway Construction Company is the successful tender and will focused on the Montserrat Port authority Office Administration, Customs and the customer area. The renovations will include an additional stair, handicap access and a general reconfiguration of the structure. Constructions is expected to run for six months. Manager of the Montserrat Port Authority, Mr. Joseph O’Garro explained, “The layout of the Port as it stands right now…is not very customer oriented or customer friendly… some of the works we would be engaged in is going to address the customer friendliness of the facility, ensuring that we

are much more customer oriented. In addition to that we are providing additional spaces for customs. Their accommodations right now are regrettably, are a little cramped.” “We will be providing for some additional office space to facilitate some of our expanded national responsibilities, our marine time responsibilities that would not have received as much attention as it should have in the recent past…just examining vessels when they come into our Port, to know that they are compliant with international standards. We intend to embrace a lot more of that responsibility going forward and as such we a going to provide the office space for our officers to work comfortably while they engage in those activities,” O’Garro said. This project has an estimate total budget of EC$890,000. The Port Authority is funding some EC$500,000 and the remainder of the funding is coming directly from the

Government of Montserrat, through the Ministry of Communications and Works. It will be constructed by Galloway Construction. To facilitate the construction office operations for both Customs and the Port are being relocated to the parking lot into temporary accommodations, as of Monday. Recently the Port Author-

ity Development Project was initiated and is focusing on providing the marine structure, the breakwater and berth facility. One of the initial steps is to ensure that the Port Authority and Customs are in a better position to handle the increase business that we expect and to upgrade the facility…so that we’re more customer focused.

2019 Calypso Monarch 1 2 3 Competition to be Renamed Set Numbers: 23

Chairman of the Antigua and Barbuda Festivals Commission, Maurice Merchant has announced that the 2019 Wadadli Beer Calypso Monarch Competition will be renamed in honour of veteran calypso writer and lover, Sir Prince Ramsey who died recently. In making the announcement at the launch of Carnival 2019, Merchant outlined that the

competition will be renamed the Sir Prince Ramsey Wadadli Beer Calypso Competition in honour of Sir Prince who penned some of the most patriotic and social commentary calypsos of the 21st Century. “Sir Prince was calypso and this was demonstrated in the numerous calypso classics that he penned and the number of competitions won by

artistes who rendered his songs in competitions in Antigua and Barbuda and other parts of the region. The artform has lost a prolific calypso writer and lover,” Merchant said. Sir Prince died on the 3rd of May after a short period of illness. He was laid to rest in an Official Funeral with Full Military Honours on Tuesday 21st May.

tending our show tonight in Dublin,” she told her followers. “We will see you in Cardiff and hopefully the vocals and the sound will be much, much better...Pfft.” Complaints about sound issues started rolling into social media Friday evening, with

some attendees sharing their disappointment in the show. “There’s something wrong when the crowd at @ spicegirls concert are all sitting down because no one has a clue what song is on because the sound really is THAT bad,” one

MSS building controversy continues By Staff Reporter Friday May 24th Davy Hill— There was plenty of blame surrounding failures to upkeep the Montserrat Secondary School (MSS). But what is certain, this situation has dominated national conversation and calls for Government to take action. Minister of Education Delmaude Ryan addressed the issue at the May 20th sitting of the Legislative Assembly, where she expressed frustration and setbacks in her attempts to secure a better facility for the MSS, “...today you were given the promise that you would have this, much like I was given the promise that in two years I would have a position in terms of how we would move forward in developing for our secondary School. And I touch on the secondary school because it is a very sensitive matter right now…. She said, “Last year October right in this very house I took us through the process of how we went about trying and pleaded that some consideration be given to addressing the physical infrastructure of our school plants, especially the secondary school—my then PS and I went to St. Lucia; we were asked to visit St. Lucia and look at the model secondary school CDB recommended for the Caribbean…we got the plans, we got the tours, we got even the support of the OECS Director General at that time looking at support, and he’s still helping us along for Montserrat…but with a change of personnel

and a change of attitudes….this too was taken off the drawing board and this had been going on for more than ten years.” According to Minister Ryan, “If we go back to the 2008/09 report commissioned by DFID there is a clear plan of action for addressing the facility needs of our secondary school. The fact that they have started the implementation of that plan meant that they accepted the recommendation and we too accepted those recommendations for the people of Montserrat because they make god sense then and they make good sense now.” However Opposition member Dr. Samuel Joseph had a different perspective of the issue, blaming government for the setback, he said, “If the Minister of Education does not have money for the schools, it means that somebody else has the money, that’s how it works, we do not have an infinite amount of money. So when the Government decides that they are going to spend EC$3million on one road project and if we check the A1 road which is the main road from Salem coming to St Johns, I don’t hear motorist complaining that the roads are horrible… “This government has decided when they received the MOU for the £30 million to allocate EC$3 million of it to a road because it looks nice… while at the same time MSS campus is complaining that they have no class-

rooms; that they have no place to go, that they don’t have equipment, that children are falling and breaking their hands and had to be rushed to the hospital; that children are getting wet and they have to be walking across from one classroom to another…, when they’re going up unsafe steps, where you do not have enough equipment to conduct labs etc. and teachers have to be taking the monies out of their own pocket to conduct some of these labs,” said the Opposition Member. He said, “This government has decided that spending EC$3 million on a road is more important. That is a decision that this government has made. And another EC$3million budgeted to do LED lighting. If this government was interested in education the money could have been allocated accordingly…that money went into those projects instead of education and this had absolutely nothing to do with the aid agencies, it has to do with what this government considers as priority.” Meanwhile Premier Donaldson Romeo had this to say about a budget

for the MSS refurbishment, “We are still working out details, but the matter will be addressed and the details will be announced on Monday. However what I will tell you is that, clearly the public will now understand why I took my time in negotiating over the conditions connected to the CPRIG agreement, the £30million…and that allow us the flexibility that further allowed us this week to come to some decisions that were necessary. The issue is where would money come from to address these? Very often you have to take money from one place to address these when an urgent matter comes up.” DFID Deputy Director for the OTs and the Caribbean John Gordon commented during a press conference, “We have talked about the Secondary school buildings and we saw them ourselves. It very worrying the pupils haven’t got somewhere safe to learn. We will continue to have discussions with the government about how those funds will be deployed and the school building will be part of that discussion.”

2019 hurricane season forecast to be normal A Caribbean climatologist says that the 2019 hurricane season is likely to be less active than normal or just about normal with 10-13 named tropical storms likely. “The consensus for the hurricanes and tropical storms is that either the activity will be below norm or regular. So the typical amounts like 10 to 12 to 13 named tropical storms and about six hurricanes, of which maybe two will be major hurricanes,” Cédric Van Meerbeeck, climatologist at the Barbados-based Caribbean Institute for Meteorology and Hydrology (CIMH).

He told the Caribbean Media Corporation (CMC) that forecasters looked the latest outlook and hurricane for the next three to six months during the Caribbean Climate Outlook Forum (CariCOF), taking place here this week. The data suggest that the El Nino phenomenon will occur in Pacific ocean and this generally leads to drier conditions in the Caribbean but also possibly reduced activity in terms of hurricanes and tropical storms. Van Meerbeeck said there is still some uncertainty at this time and CIMH is advising residents of

the region to keep updating themselves. He said that by August more information will be available about the outlook for the hurricane seas. He, however, noted that the Eastern Caribbean has been having drought conditions since November-December last year. “This region has had less rain than usual in the previous wet seasons, which means that nature looks quite dry around many of the island and what you find is that even though with the wet season coming up, the impacts might ease up a bit.

“Droughts continue to remain a concern, particularly the fact that we get less rain than usual on the wet season, meaning that going into the next dry season next year we might end up with less water in our reservoirs,” he told CMC. The climatologist said this is something that residents of the region should continue to update themselves on. “We always provide updates every single month so that you keep abreast of that evolving situation,” Van Meerbeeck said. The 2019 Atlantic Hurricane Season officially begins on June 1.

Top five football players with Caribbean roots who have made it to the Premier League

May 17, 2019 The Caribbean Islands are home to many of the greatest English footballers to ever exist. From legends such as Andy Cole and John Barnes to Raheem Sterling and Daniel Sturridge, all of them are known to have Caribbean roots. As a former English colony, Jamaica was home of popular sports such as rugby, tennis and evidently, football and thus many English teams, past or present, can trace their origin back to the Caribbean. So let’s have a look at the top four English-Caribbean past and present players and one of them might even be part of your favourites! Andrew Alexander Cole Cole’s father, Lincoln, emigrated to the UK from Jamaica in 1957 and worked as a coal miner in Gedling, Nottinghamshire, from 1965 to 1987. Cole started his career at Arsenal as a youth player and made his only league appearance for Arsenal when he was 19 years old, as a substitute against Sheffield United. The following season, Cole was loaned to Fulham in the third division, where he scored 3 goals in 13 matches. After a pretty successful season at Newcastle, where he scored 68 goals in 84 matches, giving him a strike rate of 81%, Cole was sold to Manchester United for a deal worth 7 million in 1975. He is most notably remembered for his time in the Premier League, with Man Utd, where he spent six years of his career. While he was only capped by England 15 times, ‘Cole the Goal’ went on to become the third highest goal scorer in the history of the Premier League. John Barnes Being the son of two local personalities, everyone in the Caribbean knows that John Barnes’ soul lies in Jamaica. Based on a quite personal interview with This is Anfield, he mentioned his father served as a colonel in Jamaica. Barnes was noticed by Watford first and made his debut at 17 as a sub on 5th September 1981. He left Watford on 9th June 1987 to join Kenny Dalglish’s Liverpool. During his playing career,

Barnes was named the PFA Players’ Player of the Year once (in 1987–88) and the Football Writers’ Association Footballer of the Year twice (in 1987–88 and 1989–90). Barnes was 12 when he left for England where he was named Liverpool’s best player of all time on two separate occasions. He retired in 1999 but not before representing England 79 times. Sol Campbell Sulzeer Jeremiah Campbell was born in East London to Jamaican parents on the 18th of September 1974. He began his career with Tottenham Hotspur in December 1992 and spent nine years at Spurs, scoring 10 goals in 255 appearances, and captaining the team to victory in the 1999 Football League Cup Final against Leicester City. In 2001, he joined Tottenham’s North London rivals: Arsenal. He became deeply unpopular with the Spurs fans as it was a free transfer. In his five years and 195 appearances at Arsenal, he won two Premier League winners medals and two FA Cup winners medals. He scored Arsenal’s only goal in their 2–1 defeat to Barcelona in the 2006 UEFA Champions League Final. He was the only player in 2006 to have represented England in six major tournaments including the 2002 and 2006 FIFA World Cups. Raheem Sterling Sterling is well on his way to becoming the best footballer to come out of the Caribbean. Born in Jamaica, Sterling moved to London at the age of five and began his career at Queens Park Rangers before signing for Liverpool in 2010. In July 2015, following a lengthy dispute over a new contract, he was signed by Manchester City in a transfer potentially worth £49 million, the highest transfer fee ever paid for an English player. He then went on to help Manchester City win the Premier League in 2018. In a recent interview with Lee Sharpe, he mentions that: “Sterling is capable of becoming one of the best in the world”. Only 23 years old, he already has 46 caps for England and is looking like a very promising player.

World number five Angelique Kerber was stunned in straight sets by world number 81 Anastasia Potapova to become the biggest name to fall as the French Open got underway at Roland Garros. However, former champion Roger Federer marked his return to Paris with a straightforward 6-2, 6-4, 6-4 victory over Lorenzo Sonego. Making his first appearance in the French Open since 2015, Federer entered a refurbished Court Philippe Chatrier greeted by the sun peeking through the clouds and the full-throated support of spectators in their designer sunglasses, straw hats and sweaters tied over their shoulders. Were it permitted, perhaps some ticketholders would have embraced Federer right then and there, delivering a kiss on each cheek, as if reunited with an old friend at a sidewalk cafe. Alas, the welcome was limited to wild applause and enthusiastic chants of his first name before and during the 101-minute contest. “The reception I got today was crazy. Was really nice to see a full stadium for a first round like this,” Federer said. Federer’s presence at the year’s second Grand Slam tournament was the highlight of day one, which included losses by multiple major winners Kerber, Venus Williams and Svetlana Kuznetsova. Meanwhile, there were victories for Sloane Stephens, Garbiñe Muguruza, Marin Cilic and Kei Nishikori. The only Australian in action on day one was 19-year-old wildcard recipient Alexi Popyrin. The world number 109 beat Frenchman Ugo Humbert in four sets, 3-6, 6-3, 7-6 (12), 6-3. He will take on 31st seed Laslo Dere of Serbia in the second round, with the winner facing a potential third-round clash against Japanese seventh seed Kei Nishikori.
