CSA President warns voters to vote responsibly

By Staff Reporter Monday May 6th, Little Bay—CSA President, Nyota Mulcare weighs-in on politics, warning fellow workers to “open your eyes and sift out the thorns and the weeds” in the coming general elections.

The Civil Service Association (CSA) leader, during an address to the crowd at the Labour Day Rally

last Monday said, “Election day is around the corner, do not vote for those who are just about giving lip service, offering temporary bright fixes, those built on promises, the non-achievers or those who are downright self-serving and only there for the title and pay cheque. My fellow citizens open your eyes and sift out the thorns and the weeds.

Thrive to strategically place those who have the skills, drive, perseverance, mind-set and interest in the general well-being of Montserrat, its people and its workers.”

She believes that electing policy makers with these qualities will restore hope for economic growth and legislation which will serve in the best interest of all citizens.

She said, “This will

certainly lessen the continuous plight we face to maintain what has already been achieved and allow us to move on to achieving greater and better things. I look around and I only see a few persons who are, currently in political office and those who intend or wish to run for office that I can count on one hand, — where are the others? Why aren’t they here standing in solidarity with us?

Rt. Hon. Margaret Dyer Howe laid to rest

Opposition Easter Farrell, former Chief Minister Dr. Lowell Lewis, close friends and Family. The day was declared a public holiday.

Margret Annie Dyer Howe passed away in April after a battle with illness.

The Seventy Eight year-old was awarded the Montserrat Order of Excellence in 2018 for her contributions to the development of Montserrat. The positive impact she has had on others was reflected in the high turnout at her funeral and the outpouring of tributes. I have been a naughty teacher Dear Kate, I’m a teacher and I’m in a committed relationship getting married in October of this year.

Sometime in January, we had some late hours at the office. I was pretty tired and drowsy and my colleague came behind me and started massaging my shoulders and neck muscles.

It was soooo gooood and before I could catch myself and realize what was happening we were all over the office. All over the desks. We proceeded to the bathroom.

We couldn’t stop. At the moment I didn’t want it to stop.

I feel so terrible and so guilty. I don’t understand what’s going on honestly, I don’t have any feelings for this guy.

I love my fiance with all my heart. This guilt just would not go away and I want to talk to him about it but I’m too scared and too embarrassed.

Besides, my girlfriends say what he does know won’t hurt him. I’ve never kept secrets from him before; I want to tell him but ….what should I do?

Should I tell him?

Bad Teacher Dear Bad Teacher, This is a rather unfortunate position you have gotten yourself into and your feeling of guilt is quite understandable. I would feel guilty too.

If you think this whole incident was something beyond your control and the guilt is getting out of control, then you should talk to your fiancé about it.

One of the main impediments of a solid relationship is the keeping of secrets between partners. One well kept secret leads to another and to another and before you know it secrets keep piling on each other and it gets out of control.

So be honest and tell your fiance.

On another note, don’t ever get yourself so tired that you end up depending on your colleague for the attention that your fiance should be giving you.

Worries over budget and government employee cap

By Staff Reporter Friday May 10th, Davy Hill—Opposition member Dr. Samuel Joseph says the government has failed to create jobs in the private sector and instead has been absorbing job seekers. A temporary fix to a genuine problem, as the island’s main funding agency DFID has identified the government payroll budget as high.

The Honourable Dr. Joseph told AEx

News, “I know that DFID is insisting that the salaries part of the budget is too high and they are asking them to do something about it. —if they are asking you to cut back on the salary part of your budget, the only ways to do that is either to…take back the raise and the increments or reduce the nominal roll, there are only two choices.”

The government has reported its nominal roll to be approximately 1019 posts in government. However referring to the 2012 cabinet nominal role document, Dr. Joseph said, “—cabinet has decided to fix the number at 952 — it has now gone up to 1019. That was the reason why the last administration had to outsource certain jobs…it was to get down the nominal role…, they have increased it back.”

He said, “It’s a genuine problem the government faces. When DFID asked them to cut, people are going to go away and it is going to create other economic problems. To solve that problem,

it means you’ll have to create jobs elsewhere and that hasn’t been done—the fact that Government have to take on people shows that they have failed in creating jobs in the private sector and they’re absorbing them because people want jobs.”

Meanwhile, when the Honourable Premier Donaldson Romeo was asked if there is a cap on the nominal role during the last sitting of Legislative Assembly, he said, “The focus mainly is not on a cap, although we are not trying to increase that number, but on keeping the salary budget at the current level, that is the main objective.”

He was further questioned by Dr. Joseph to on whether there is a cap on the government payrole budget, which he confirmed, “Clearly there is a cap if you are having to stick to the cost you are at right now. So in essence yes there is a cap.” However he denied having been asked to cut the number of Government employees or to cut the salary wage bill.

Wind energy another avenue to achieving 100% renewable energy

By Staff Reporter Friday May 10th, Davy Hill—The Government is looking at options to add another renewable energy source on the grid. Wind energy has been identified as the next step in the Government’s pursuance of 100% cheaper, clean, renewable energy source.

The proposal, which is now in its early stage, has no confirmed timeline. However, the honourable Minister of Energy said, “—when we came… geothermal was the only renewable source initiative on the table, and I said that doesn’t make any sense because there are other resources and that’s a longer process, so we introduced the solar —we are still going to

go a long way with geothermal, but we are going to look at wind as well. It’s pointless to have these resources and don’t look at them.”

He remarked, “Wind for example, for what you can get for 2MW turbine, that’s less than…the cost to dig the 3rd well. And even if the 3rd well was successful you still have to build the plant. So you can use the money you dig the third well with to construct a windmill at 2MWs and have power on the grid.”

The Minister indicates that Montserrat Utilities Limited has also expressed interest in pursuing wind energy. “MUL in itself have dubbed themselves— to be one of …the

greenest sub generating company supplying electricity in the Caribbean.

So with that being their theme, they are more than keen to work with the Ministry on their own in the future to go along wind. So wind is definitely not just a thought from the Ministry, MUL themselves want to go that way.

Prior to the volcanic crisis Montserrat had operated two 100kw generator on St. George’s Hill. Recently the government has added on the grid and handed over a 250kw solar energy project to MUL for further production and are now furthering plans to continue with geothermal energy having tested and completed the digging of two wells.

Phase two of the Road works project to get under way

By Staff Reporter Friday May 10th, Davy Hill— A number of road works are set to kick-off following budget presentation this week, including phase two of the Carr’s Bay road rehabilitation project, which stands as top priority, as attention will be directed at addressing road safety concerns.

During a sit-down with AEx News, Public Works Minister, Paul Lewis explained that over the years a number of accidents have occurred in the Carr’s Bay vicinity for which it is believed that the road curvature may have been a contributing factor. He identified this concern as the main reason for the reconstruction of the road in this phase and that the project is intended to address the road camber.

He said “The bridge itself is completed but there is an issue with the camber—when you are travelling from the bridge going toward government headquarters. The corner turns to the left, but the way the road leans —it’s leaning towards the right.”

According to the Minister the plan is to correct the camber and allow it to lean in a similar direction where the road is turning. He said this could not have been completed in the first phase when the Carr’s Bay Bridge was under reconstruction as it would have coincided with the heavy traffic of St. Patrick’s celebrations.

He added that “This portion of it would be done through our recurrent maintenance budget, the other part of it was done from our capital budget. It was approximately $500,000 for the bridge section, so we will do the additional part from our maintenance budget. That will start approximately when the budget passes.”

Lewis also announced plans for continued road works in the St. Peters district, he said, “—we did some road works in an area where —persons had no access whatsoever to their house—we started that piece of road work in Virgin Islands.” We revealed that work will continue in the area as well as along the St. Peters main road to include. These include drainage work and the construction of walls.

Similarly, plans are on the way to do road works in Friths and Barzeys. He said his Ministry will be working along with Basic Needs Trust Fund (BNTF) to widen the Barzey’s main road, the Cavalla Hill road as well as to conduct rehabilitative road works in Baker Hill.

To date the department has undertaken works to reconstruct the Barzey’s Bridge and Judy Piece main road and surrounding areas. “We completed the Judy Piece area. We would have done that over a period of time from 2014. We have done phases every year, —and it’s now completed,” said the Minister.

Por t Authority Development Project launch scheduled for this Thursday

By Staff Reporter Wednesday, May 8th, Davy Hill—An opening ceremony is planned for the 17th of May to mark the official launch of the Montserrat Port Development Project, to be celebrated at the Montserrat Port Authority ferry lounge, Little Bay. The event is expected to unfold in two sections. An 8:30 opening ceremony which will be restricted to invited guests only and the official launch, opened to the public from 10am.

At the open session Stakeholders will be available to answer question about the project.

Minister with responsibility for Transportation, Paul Lewis informs that according to the Caribbean Development Bank (CDB), the main implementing body behind the project, “—this project has reached the point where they have seen enough activities and milestone accomplished and met so that we are at a point now where we can officially launch the proj-

ect, the project activities—I put it that way because we are not breaking grounds in terms of the actual construction, we are launching the project.”

It was announced that an official timeline for the ground breaking phase of the project will be revealed at the launch.

Additionally, Project Coordinator for the Montserrat Port Development Project Dion Weekes, informed of a May 15th-16th workshop to be held prior to the event.

He said the Caribbean Development Bank (CDB) will be facilitating the workshop which is intended to raise the awareness of stakeholders involved in the project of CDB’s standards and policies to ensure a smooth transition from concept to implementation and completion of the project.

The funding for the project is approximately £14 million granted to the government of Montserrat from the UK government via the United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF). The project will provide a breakwater, additional new pier berthing facility as well as equipping the port with some equipment.

stewards of the church and various other positions for decades before their health deteriorated to the point that they needed assisted living support and were placed in the Margetson and Golden Years Homes respectively.

Like many other church members, our founder Dr. Shirley Ince-Kelly benefited from their nurturing within the church during her formative years where she fulfilled the roles of Sunday School Teacher, Lieutenant of the Girls Brigade, and Chorister in the Church Choir. Ms. Annie Howson and another stalwart of the Bethesda Church “Company Dick” nominated her for a church scholarship to pursue a degree in theology at UWI-Mona Campus but Ms. Ince

did not pursue the church scholarship because it fell outside her career interest at that time.

The vision of CWC is to work with the people of Montserrat and various sectors of the government to create a beautiful, environmentally friendly Montserrat with happy, healthy and productive families and communities. This event to recognizing their faithful service is in congruence with our mission to provide opportunities for individuals (both male and female), families and organizations to work together in an atmosphere of respect, peace and genuine love to foster a sense of a caring and supportive community on Montserrat.

It was customary for Miss Annie Howson to make goat water, cake, and ice cream for church events. Hence, it is only fitting that we provide. Such refreshments after the church Service in honour of her work.

BARBADOS-Former Central Bank governor makes case for adopting US currency

A former central bank governor is calling for Caribbean countries to give up their individual currencies and adopt the United States dollar.

Dr. DeLeslie Worrell, the former governor of the Central bank of Barbados, told a conference organised by the Sir Arthur Lewis Institute of Social and Economic Studies (SALISES) earlier this week that switching to the US currency would essentially eliminate the

threat of domestic currency depreciation and with it, the resulting possible disruptions to economic stability.

He said there was no time like the present to switch to US currency, noting that the process is not as difficult as some people may imagine.

Worrell suggested a twoprong process, which involves physically purchasing US notes and coins as well as digital frameworks.

“The local currencies can be entirely redeemed by the Central Bank by purchasing and importing US currency notes and coins using their existing foreign reserve balances. Central banks and monetary authorities in the Caribbean all have foreign reserves sufficient to purchase US notes and coins to replace

the full issue of local currency at the prevailing exchange rate,” he said, adding that most Caribbean Community (CARICOM) countries have the requisite foreign reserves to facilitate the recommended dollarisation process.

“All deposits and other liabilities of the banking system are held in digital record and that an equal amount of credit and other assets would also be held in digital record. All that would be required for these balances, is to convert both sides of the balance sheet from local currency to US currency at the prevailing exchange rate.”

There has been widespread speculation here that the Barbados dollar could be devalued and in his presentation, Worrell

addressed the situation.

“Domestic currency depreciation brings challenges that inhibit the country’s economic development prospects.

It undermines investor confidence. It undermines investor confidence because prospective investors know that devaluation would be inflationary and would trigger increases in import cost as well as unease and unrest in the labour force.

“The threat of devaluation also leads to capital flight as businesses and wealthy individuals switch to the US dollar value system,” said Worrell, arguing that the recurring threat of domestic currency depreciation also widens the disparity in income distribution.

Red Cross celebrates two special birthday

Red Cross week was back this year with a major celebration to mark the 100th Anniversary of the founding of the International Federation of Red Cross and Red Crescent Societies. The programme of events that ran throughout the week, included a Radiothon, a church service, a barbeque dinner, a volunteer’s social event and several community activities.

The Red Cross is best known for its work in disasters and war zones, but over the last 100 years it has developed an international network of nearly 20 million volunteers, who are working to build resilient communities that can stand up to

an increasing number of peacetime threats. The Red Cross internationally has found itself more and more involved in climate related disasters, and climate change is now a major part of its campaigning, research, and political lobbying.

This year the local branch has used Red Cross Week to encourage volunteers to help raise awareness of environment and environmental health and to promote its social care activities. The week also coincided with Caribbean Mosquito Awareness week so the Branch helped promote that too. It is a shocking statistic, but Mosquitos make 250 million people ill each year, mainly through

ST. KITTS-Police deny plans to arrest Opposition Leader

Police have denied reports that they had planned to arrest Opposition Leader Dr. Denzil Douglas when he returned to the twin-island Federation last weekend.

“The High Command would like to confirm that there is no warrants out for the arrest of the Hon. Dr. Denzil Douglas. Therefore, this information that is being circulated in the public domain is inaccurate,” the police said in a statement.

Deputy Leader for the main opposition St. Kitts-Nevis Labour Party (SKNLP), Marcella Liburd said “we have word from our comrade leader Dr Denzil Douglas that he was reliably informed that he would be arrested on his arrival at RLB…

“We are taking this very seriously because we realize that with elections coming on that there have been more and more serious attempts to try and see if they could try and prevent Dr Douglas from being part of these elections,” she added.

The SKNLP said that although the High Command had issued a statement denying any knowledge of the plan to arrest Douglas, scores of supporters refused to believe It said that police had parked vehicles along the F T Williams Highway and waited outside the private terminal.

“As Dr Douglas appeared from the lounge and walked through the exit of the terminal, the crowd which included several party officials and candidates, surged forward and lifted him above their shoulders in a jubilant greeting.”

The Week was launched locally at the Beulah Wesleyan Holiness Church in St Peters, with a presentation from Craig Brewin, the Red Cross’s Programme Officer, who outlined the history and current priorities of the International Federation. Volunteers also supported the Labour Day Street Clean, visited residents at Margeston Memorial Homes, and in Look Out, gave Florence Malone, the Red Cross’s oldest volunteer, a surprise visit for her 97th birthday. Brewin, along with Board Member Milykhia McKenzie, and Director Glenn Francis appeared on the Radiothon on Saturday, which formed part of Rose Willock’s culture show. This featured a wide-ranging discussion on the role of the Red Cross in Montserrat, its constant need for new volunteers, and its current preparations for the Hurricane season.

The week ended with a fund-raising dinner at Olveston House where the Governor, Andy Pearce, the Patron of Montserrat Red Cross, explained how his various diplomatic postings have given him first-hand experience of the work of the Red Cross in different countries and situations, particularly in its role as a first responder. He emphasised the importance of the organisation to Montserrat and pledged his continuing support.

“I do not know why this government wants to harass me. I went to Dominica. They are saying that the aircraft that I went to Dominica on did not have clearance and on my return I would be questioned.

I do not clear aircrafts. I am not a pilot and so when I return am told, I would be held and questioned.

I thank God that you all are here, be-

cause if you were not here this morning, I might have been arrested.

“I was a passenger. I do not give aircrafts clearance. I went through the government security checks when I was going out. I make sure that I go through security checks whenever I travel, whether at the main terminal or here at the lounge,” Dr Douglas said.

Farewell to West Indies batting legend

BRIDGETOWN, Barbados – Cricket West Indies expressed deep sadness at the passing of West Indies batting legend Seymour Nurse on Monday in his native Barbados, after battling illness. The Caribbean and the game have indeed, lost a true legend.

Seymour was one of the greatest batsmen ever to play the game and typified all the best of West Indian batting – flambuoyant stroke-play combined with powerful hitting and an insatiable appetite for runs.

Like most of the West Indian players of his generation, he not only enjoyed playing internationally, but he displayed his batting artistry on every opportunity he got in club matches for his beloved Empire and for Barbados in the West Indies first-class championship.

Seymour will be fondly remembered not only for the legacy he created on the field of play but the way he represented the game off the field.

On his retirement from the game, he served as a mentor

and coach to many great West Indies players and was an astute administrator and selector.

CWI president Ricky Skerritt said in a statement: I was rather fortunate to work closely with Seymour when he was the liaison officer for the West Indies Under-19 team in the 1980s, and over the years, I always enjoyed our conversations about the game whenever we had a chance to speak.

He was always humble and helpful, and never hesitated to give support and advice to

young players.

Seymour was passionate about sport in general and he developed a love for horse racing, leading to him becoming a steward for the Barbados Turf Club.

On behalf of the directors, management and staff of Cricket West Indies, and all lovers of West Indies cricket, we salute his legacy and his contribution to the game in the Caribbean and mourn his loss alongside his family, friends and the cricket-loving people of Barbados and the Caribbean.

“As a senior player, it is my responsibility to support the captain and everyone else in the team. This will probably be the biggest World Cup, so there will be great expectations and I know we will do very well for the people of the West Indies.”

He will be a pivotal player for West Indies in the World Cup, having displayed tremendous

form in the recent ODI home series against England where he plundered 424 runs to be adjudged Man-of-the-Series.

Hope, meanwhile, has emerged as the Windies’ most consistent ODI batsmen in recent times. He marked his 50th match on Sunday with a superb 170 against Ireland as West Indies opened the TriNations Series with a handsome 196-run victory.

The right-hander has already scored 1947 runs with five centuries and averages 48.67.

“It’s a tremendous honour to be appointed vice-captain for this series here in Ireland,” he said.

“Ahead of this tournament I was asked to take on this role and I was happy to accept. Anything I’m asked to do for West Indies cricket I’m always happy and willing to put my hand up, so this is great.”

West Indies take on Bangladesh in their second match of the Tri-Nations on Tuesday here.

Gayle, however, is not part of the squad, due to his commitments with Kings XI Punjab in the ongoing Indian Premier League.
