Dear Kate Reprinted from antiguanewsroom.com

My greedy sister wants to profit from my father’s death Dear Kate, My father died a few days ago and my sister from overseas already making claims that she wants this and wants that. When he was sick she hardly even called. My father isn’t poor and I know he was smart enough to do a will. I was the one taking care of him. I even had him move in with me while the cancer was rapid. How is it that all of a sudden, all kinds of family members we never knew showing up? I want to let them have a piece of my mind but for my dad sake I will hold my tongue but it’s really frustrating the way they are behaving. I will never fight for material things but no estrange family isn’t gonna come and claim what my father worked hard for. I want to go to his lawyer to find out what the will states. I am worried that because my father loved that other sister so much she might actually get something more valuable than me. Worried Sister Dear worried sister, I understand all that you have said but never let yourself be frustrated about material things. You actually sound like one of these family members when you said… “I am worried that because my father loved that other sister so much she might actually get something more valuable than me”. Don’t be desperate. At least bury your father first before the war for his materials begins. Think of it this way, what is yours will always be yours and because you didn’t work for anything your father owned, appreciate whatever he left. I am sure you did not take care of him on his last days just to attain his wealth, right? I hope not. Let your father rest in peace and you should also be at peace that you loved him unconditionally. Your labour of love will never be forgotten. Once its love of course!! Best, Kate

Your weekly Horoscopes

AQUARIUS (Jan. 21- Feb. 19) Contradictory signals are to be expected. It’s pretty certain that you’ll have to go back over old ground, and at least one decision could benefit from being reconsidered. You’ve other people to think about apart from yourself, and older relations deserve a helping hand. PISCES (Feb 20 - Mar 20) Finally, events are beginning to move fast, and are carrying your feelings with them. Your emotions have been complicated to say the least, but your dominant mood should now be one of hope for the future rather than regret for the past. Remember, the future is what you make it. ARIES (Mar 21 – Apr 20) The very fact that the Moon is so utterly favourable indicates that you should get off to a flying start. The only chance for confusion or silly mistakes seems to occur at work, where care should be necessary early on. At home, an older relation will unexpectedly come to your aid. TAURUS (Apr 21 - May 21) Your sign is not known for being a complex one, but right now you may display many reclusive characteristics, just like Scorpio, your secretive opposite sign, so if you are pushed into the public eye, it may be with the greatest reluctance. Listen to loved ones’ good advice, day-dream to your heart’s content, and let your imagination fly away. GEMINI (May 22 - June 21) Just hold on for a little while longer; your time will come and, when it does, there’ll be no turning back. One useful way to use your current planetary potential, is to turn to your friends for support and enrol other people as allies. You must get partners on your side at work as well as at home. Cancer (June 22 - July 23) You are full of good ideas, but the question is – good for whom? And, come to that, good for what? Have your say, but never imagine that you can have the last word, for the facts are now all up in the air. And, if you are not sure what someone really means, ask them. LEO (July 24 - Aug 23) Strangely the Moon is in both friendly and challenging regions of your chart so, even though the tide is flowing in your direction, financial complications are somewhat inevitable this week. Small precautions will help, mind you. For example, keep spare cash available and please don’t bite off more than you can chew. VIRGO (Aug 24 - Sep 23) The current extraordinary planetary alignment brings boundless enthusiasm and limitless optimism. Watch out, for it’s at times such as these that you fail to notice the obvious. Above all, never take a close relationship for granted, or good fortune might slip through your fingers. LIBRA (Sep 24 - Oct 23) Your stars are on the move, altering difficult positions for easier ones. Challenging aspects indicate that, although you’ve had no shortage of energy lately, you may have ignored the need to actively pursue your personal ambitions, or not have been in the right situation to make the most of them. All this should now change. SCORPIO (Oct 24 - Nov 23) Excellent social possibilities should exert a positive impact on your general quality of life and, if you take the initiative, little is beyond your grasp. Your thought processes are in tip-top condition, mainly because your intuitive style is now favoured. Mind you, you need to keep some of your deeper instincts under control. SAGITTARIUS (Nov 24 - Dec 23) It’s a time for selfishness in the broadest sense, focusing on your own very special skills and individual talents. It’s not a question of ignoring other people’s interests, just of doing the best for yourself. Your business prospects boom as long as you are prepared to spend a little now to earn a bigger profit some way down the line. CAPRICORN (Dec. 23 - Jan. 20) A powerful alignment between the Sun and a number of other vital planets makes for a potentially remarkable time, although misunderstandings are not impossible. Disagreements may centre on joint responsibilities and travel plans, much depends on your attitude but a little determination will see you through. Remember: the future is what you make it.

Friday April 26th, Brades— The Government of Montserrat is inviting the public to participate in an historic and essential initiative to boost financial inclusion and improving the ease of doing business in Montserrat and across the Eastern Caribbean. This initiative aims to secure the future socio-economic well-being of the people of Montserrat. The Government of Montserrat (GOM) signed a Memorandum of Understanding (MOU) with Bitt, a Barbados based Fintech Company, to create a digital payments ecosystem in Montserrat. The goal is to achieve financial inclusion and reduce cash usage. Both objectives are parts of the overall development strategy of Montserrat and the Eastern Caribbean Central Bank (ECCB). The digital payments ecosystem, once implemented, will include a number of free services. Consumers need only to download Bitt’s free mMoney mobile wallet app from Google Playstore and Apple

Appstore to access the free services including: sending money to loved ones locally or within the ECCU, paying for goods and services, and adding funds to their wallet, and cashing-out of the wallet at participating merchant/tellers. Premier Romeo announced, upon signing the MOU, “The people of Montserrat will benefit from increased financial inclusion, and a significant reduction in their need for cash to make payments for goods and services, or as a means of saving. Anyone with a smartphone, tablet or computer, will now be able to conduct these domestic transactions securely, efficiently, and, digitally.” While highlighting the importance of creating a digital payments ecosystem in Montserrat, Premier Romeo added that, “The use of cash, as we all know, has risks and costs associated with it. It costs money to print money, and saving cash ‘under the mattress’ and walking around with cash can be risky.” He further stated that

The Selfish Giant

Once, there was a giant. The giant had a garden, and the garden was full of beau ful flowers, green grass and peach trees. Every summer, the trees had sweet fruit. One day, the giant decided to visit his friend far away in the mountains. He le his castle and nobody saw him for seven years! When the giant was gone, li le children found his garden and went there every day a er school. They played in the grass, climbed the trees and sang in the branches. Every summer they ate the sweet peaches from the trees. They were very happy. Seven years passed and the giant came back. When he saw the children in his garden, he was very angry. “Go away and never come back!” he shouted. “This is my garden and nobody can play here!” He built a high wall all around the garden and wrote a sign in big le ers: “DO NOT ENTER!” He was a very selfish giant, he only liked himself. The children were very sad. Every day they walked past the wall and remembered the beau ful garden. Then winter came and a er winter it was spring again. The grass was green and there were beau ful flowers Name this country!

everywhere. But the giant’s garden was s ll covered with snow and ice. Spring did not enter the garden, because it saw the big sign. And flowers did not grow there, because there were no children. The giant was very unhappy. He looked out of the window of his castle. “Where is the spring? I hope the weather will change soon.” But the weather did not change. There was always snow, and cold wind was running around the garden. One morning the giant was lying in his bed. Suddenly he heard some beau ful music. “What is it?” he thought. He looked out of the window of his room and saw the children. They were si ng in the trees and they were singing. The trees were green and there were white flowers in the grass below. Only in one corner of the garden it was s ll winter. A small boy was standing there and he was so small that he couldn’t climb the tree. He was crying. The giant said to himself: “I was very selfish!” and he went out of his castle. When

the children saw him, they ran away and winter returned. Only the li le boy did not run, because his eyes were full of tears. The giant took him in his hand and put him in the tree. The boy was very happy and he loved the giant. When the other children saw that the giant is not angry, they came back. They climbed up the trees and started singing. Now it was spring everywhere in the garden. There were beau ful pink flowers in the trees. The giant played with the children all day. When they went home, he destroyed the wall and the sign. He was not selfish any more. The next day the children came back and they played in the garden again. But the small boy did not come. The giant was very sad and asked the children: “Where is the small boy?” The children answered: “We don’t know, we don’t know him, he doesn’t live here.” And the giant was very unhappy because he loved the boy. He waited for him every day, but the boy did not come again. The giant became very ill.

How do you say that in...?

One day, he saw the small boy in the garden. The giant was very happy and ran to him. But the boy was hurt, there were bloody marks on his hands and feet. “Who did this to you?” asked the giant angrily. “These are marks of love,” the boy said sweetly. “Who are you?” the giant asked in wonder. “You let me play in your garden,” the boy said. “Today, you will come with me to my garden, to Paradise.” When the children came to play in the garden later that day, they found the giant dead. He was covered with beau ful white flowers.

Health Fair and World Health Day Celebrations on Montserrat

By Staff Reporter Friday April 26th, St Johns—Health professionals on island collaborated to promote and encourage residents to take interest in their health, hosting a Health Fair event at the St Johns clinic parking lot. Experts in the various health sectors spent the day in a market like setup, displaying information, some performing different activities for each health division. These included clinical screening for cervical cancer, breast cancer screening, prostate cancer screening, HIV testing, blood pressure screening, immunization booster checks, exercises and eye examinations. Meanwhile the Environmental Health Department showcased vector control mosquito demonstration, live pest displays and food safety demonstrations among other things. Also included in the group were the Dental and Mental Departments. Health Promotion Officer Penny Maloney provided a brief synopsis of the event, She said, “The day was conceptualized as a way firstly to cumulate the vaccination week in the Americas week of activity and we thought why not include world health day as well. World health day was recognized on April 7th; that is the day when countries around the world cont’d. on page 9

would come together and sign on to the World Health Organization so that it’s recognized every year.” The day of health promotion was geared towards recognizing World Health Day and World Immunization week celebrated on April 7th and the last week in April respectively. World Immunization Week aims to promote the use of vaccines to protect people of all ages against diseases. Immunization saves millions of lives every year and is widely recognized as one of the world’s most successful and cost-effective health interventions. Yet, there are still nearly

20 million unvaccinated and under-vaccinated children in the world today. The theme of this year’s campaign is Protected Together: Vaccines Work! The campaign will celebrate Vaccine Heroes from around the world – from parents and community members to health workers and innovators – who help ensure we are all protected, at all ages, through the power of vaccines. World Health Day is a chance to celebrate health and remind world leaders that everyone should be able to access the health care they need, when and where they need it.

DFID and Geothermal Well #3 By Staff Reporter Thursday April 25th, Little Bay—Government is devising measures to limit DFID involvement in the management of government projects, following the last fiasco which incited harsh public criticism of the DFID takeover and subsequent failure of the Mon 3 geothermal well development project. Energy Minister Paul Lewis, in his Ministerial statement to the Legislative Assembly, blamed DFID for the failure of the Mon 3 project, as he informed of government’s disapproval of the DFID takeover and handling of the project. However it was evident that opposition member the Honourable Dr. Samuel Joseph was not satisfied with the Minister’s account, as he pressed for answers about the future of the well and assurances that government is taking steps to prevent a similar takeover from occurring. Minister Lewis informed of the Government plans for projects moving forward, “The plan going forward is to first of all procure a Client Engineer responsible for the technical aspect of it and also on that team they would have the expertise for the PPP and of course we will be recommending the employment of a project manager that would lead on behalf of Montserrat and not on behalf of the funding agency.” He added, “We wish for the funding agency to remain the funding agency and that we have continued the proper reporting process that we have always done through the Ministry of Finance and the Ministry of Finance would update the funding agency.”

9

Minister Lewis blames DFID for the current situation of Mon 3, informing that a number of red flags were raised from the start of the process. He explained, “It was expected that with the Government delivering the two wells successfully, the same management team will continue for well three. DFID insisted on a different arrangement. DFID for some reason made the decision against the wishes of Government to lead on the drilling and drilling supervision. DFID also made the decision to use its own procurement system to procure the drilling company IDC and supervision company GRG.” He said, “DFID entered into direct contract with IDC the drilling company and entered into direct contract with RGR to procure the drilling company. DFID then limited the role of Government to facilitating and securing the land, preparing the site, the drill pad construction and dredging the Plymouth jetty to allow the ship to land with equipment. Government was also asked to recruit a Project Manager and provide office space in MCWEL. This complex arrangement is contrary to best practices. The government disagreed with this approach and warned of the danger of this arrangement—.” Mon1 and Mon2 which were completed and tested under the management of the government was said to be ready for production. Testing of Mon 1 and 2 has confirmed that each well has a capacity of approximately 1.5 megawatts. However Mon3 remains incomplete at the expiration of the project cycle.

DOMINICA-Senior ruling party official downplays need for electoral reform

The campaign manager of the ruling Dominica Labour Party (DLP), Vince Henderson, says he does not believe electoral reform is required ahead of the next general election, constitutionally due by March next year, but widely expected to be held before that date. “I depart from my party when they talk about reform. I don’t think there’s need for electoral reform. There is a need for continued enhancement of the electoral process so as to ensure that as we move as a developing country that we can enhance greater efficiency and accuracy in the election process,” Henderson, who is also the country’s ambassador to the United States, told reporters. Earlier this month, President of the Dominica Association of Evangelical Churches (DAEC), Pastor Randy Rodney, warned that “something will erupt” if the upcoming general election is perceived as not being fair. Rodney is a member of a group comprising the church, business and civil society leaders who have been lobbying for

electoral reform ahead of the next general elections. The main opposition United Workers Party (UWP) has been calling for electoral reform here and the ruling DLP of Prime Minister Roosevelt Skerrit says it has taken several measures to advance the process. It said these included the decision to introduce a National I.D Card; the provision of funding for the necessary equipment to facilitate the administration of the card; the creation of legal instruments on electoral reform and the tabling of bills entitled Registration of Electors (Amendment) Act 2017 in the Dominica parliament. However, the Concerned Citizens Movement (CCM), which late last year, organised street protests, said that the Organization of American States (OAS), the London-based Commonwealth Secretariat and the organisations that have sent teams to Dominica to monitor general elections in the past, have all called for electoral reform. Rodney said that the group has met with representatives of

People give you the impression that there’s something amiss …as if something happened that undermined the electoral process.

BVI-Premier Fahie reveals plans to assassinate him

Antiguanewsroom Premier Andrew A. Fahie Thursday said he has been receiving death threats since he won the general elections in the British Virgin Islands in February. Premier Fahie told Parliament that there have been three major threats to his life and that the matter is now classified a national security issue. He said that the Commissioner of Police, Michael B. Matthews is aware of the threats to assassinate him. “Since becoming Premier it is now documented through authorities that I have received three major threats of assassination. And I want to tell these three entities here today, that you aren’t going frighten me from doing the business of the people,” he told legislators. “We have sat down with the Commissioner of Police, we have sat down with private security… and we have made sure that the security that is needed, that will happen as the Premier of this Territory. “I don’t like to know that taxpayers have to go through that. As a matter of fact Mr Speaker, I bring it up because I noticed that before I got to make a speech, there are those making fun of it. But I don’t take nobody making fun of my life,” he said. Fahie, 48, led the Virgin Islands Party (VIP) to power eight years after it was swept out of office and he told Parliament even before being elected, there had been prophecies from religious leaders that he would lead the territory and that came to pass. He said the death threats to his life have also been prophesied and he was not going to take the threats lightly. “I had to re-arrange how my life has been going and it has not been a nice time… One time I even paused and say, is this even worth it. “I use to be around this place

free, free as a bird representing the people of the First [District] in this House doing what I got to do. Now because of some greedy people, that’s who they are, because we have a tip-off what it’s about… some

greedy people, want to see if they can assassinate the Premier,” Fahie said, adding that the police were working on several leads. He said given the death threats, personal security had now become paramount and hence the reason for his bodyguards. “I will live doing the will of God and I will die doing the will of God and yes we have the security and when the threat came to me I didn’t take it on Mr Speaker, I said nonsense,” he told legislators..

GRENADA-Senate President blames song lyrics as a contributing factor to sexual offences

Chester Humphrey Antiguanewsroom Senate President, Chester Humphrey, says the lyrics in certain genre of music are contributing to the growing cases of sexually related offences in Grenada and is also blaming Carnival activities and radio stations for contributing to the situation. “They promote the sexual objectification of women, the lyrics are essentially an instruct in sexual anatomy and it’s played openly,” Humphrey told legislators. He said that the music played on radio stations prepare young men to see women for only one thing. “There is little wonder that we have this explosion of sexual crimes, because people are condition,” he said, noting that Grenada does not have any enforcement of decency laws. Humphrey said that the state through Carnival encourages and promotes public indecency. “We take state funds and give it to something called a Mas band that violates all our public decency laws and we award them band of

the year with taxpayers money to be indecent,” said Humphrey, who said it was unfortunate that the Culture and Art Minister, Norland Cox, was not present at the sitting. Humphrey, who has continuously raised concerns about the breakdown of social and moral traditions, describes the island’s sexual related crimes statistics as an epidemic. “I have never witnessed anything equal to what is happening now, Parliament has a responsibility, Parliament has a responsibility to the citizens and to the constitution, the role of Parliament is to pass laws for the Good governance, for the safety and well-being of its citizens,” he said while calling for a review of recent matters in which a 41-yearold man received a suspended one year sentence and a fine of EC$3200 (One EC dollar=US$0.37 cents) for indecently assaulting a minor by engaging in oral sex while she was between the age of three and four. “This is not an attack on the judiciary, because I am still investigating the fact, if whether or not there was objective limitation to fit the offence in respect of the punishment, the pendulum has swung too far in favour of the criminal,” he said. Humphrey told legislators that he is profoundly disturbed by the

outcome of the matter and that there is a perception that there seems to be more sympathy in favour of the criminal. While he did not name the Jamaican singer, Buju Banton by name, Humphrey said that an individual was recently released from an American prison on drug related offences. “I was shocked to hear the news this week that the person arrived in Trinidad this week for some cultural activity and the police on the basis of probable cause executed a search warrant. “What worries me is that individual is being peddled as a hero and so the Police Commissioner now issues an apology, to the police executing its function on the principle of probable cause. What is happening to Caribbean civilisation?” he said. Banton performed in Trinidad last Sunday as the singer, whose real name is Mark Anthony Myrie, will headline the “Night of Love” carded for May 11 here as part of a tour of several Caribbean countries. Humphrey called on women to protest how they are being treated in the justice system, saying on too many occasions, society including parliamentarians, just goes into hibernation on such matters after a period of open grievance.

Russell in Windies World Cup squad; Pollard, Narine miss out

Jason Holder will lead West Indies in the 2019 World Cup as the West Indies Cricket Board (WICB) announced the squad on Wednesday evening. Big-hitting batsman Chris Gayle will be playing his fifth World Cup as the squad comprises few big names in Andre Russell, Darren Bravo, Shai Hope and Kemar Roach. The flamboyant Kieron Pollard and star spinner Sunil Narine missed out a berth in the 15-member squad. The squad was picked by the newly appointed interim selection panel, chaired by Robert Haynes, along with Jimmy Adams and West Indies’ coach Floyd Reifer. Speaking about the squad, Robert said the selection panel gave preference to combination. “The selection panel looked at the skill set of the players and the combinations.

We have looked at the wickets that have been used in England in the past, players fitness and their urge to represent West Indies. We came up with a balanced team who

will represent West Indies in England.” Squad: Jason Holder (C), Andre Russell, Ashley Nurse, Carlos Brathwaite, Chris Gayle, Darren Bravo,

Evin Lewis, Fabian Allen, Kemar Roach, Nicholas Pooran, Oshane Thomas, Shai Hope, Shannon Gabriel, Sheldon Cottrell, Shimron Hetmyer

What next for the Montserrat Footballers?

As everyone is now aware Montserrat has just completed a heroic international football season and were eliminated from the Gold Cup only because of an administrative error by Barbados that gifted two extra points to Guyana. But the team brought joy to international football fans across the globe and gained significant media coverage. This included profiles in the Guardian, World Soccer, the Daily Mail any many others. There were some notable individual achievements in the recent tournament too. Bradley Woods-Garness became one of Montserrat’s joint all-time top scorers. Spencer Weir-Daley scored the goal of his life, and of the tournament, and Corrin

Brooks-Meade was awarded goalkeeper of the tournament. The players success is also reflected in their domestic achievements too. Captain Lyle Taylor has scored 23 goals this season to help Charlton Athletic qualify for the end of season play-offs. And at Maidenhead United Adrian Clifton was awarded player’s player of the season, fan’s player of the season, goal of the season, the Managers Award and the golden boot. The new international season starts in September, and with Montserrat comfortably qualifying for Group B of the Nations League the team will be facing some tough fixtures. Specifically, St Lucia, El Salvador, and

the Dominican Republic. El Salvador is a football crazy nation and plays in front of huge crowds. Given the implications of that last-minute goal last year, when the sides met in Montserrat, this will be something of revenge fixture. For several of the players the summer will be about contracts and securing their playing future. Most of the players are well travelled and are used to scouring the country for a team to play for. Spencer Weir-Daley has talked about this saying that “contracts and clubs are less secure with the amount of financial trouble going on these days. Clubs can just turn around and say ‘we can’t pay you anymore’, which is happening to a few

friends of mine in the game right now. Also, you have to be more disciplined in training by yourself”, when between clubs and it “can be hard in keeping up your fitness.” Corrin Brooks-Meade has been without a club for a year now, despite being one of the best goalkeepers in the region. There is no requirement for European clubs to release players for CONCACAF tournaments, so player eligibility may again be a problem for Montserrat, but you can be sure that every one of the players who performed so admirably last season will want to return. As Assistant Manager Mick Rathbone has said: as a team, they are as good as it gets.”
