Geothermal uncertainty as Montserrat explores other renewable energy sources

By Staff Reporter Friday April 5, Brades— In spite of no concrete word from DFID on the recommencement of drilling on the third geothermal well (Mon3), Energy Minister Paul Lewis announces plans to proceed

with production of the renewable energy source using the two tested ready wells (Mon1 & Mon2).

By Staff Reporter Friday April 5, Brades— Montserrat paid homage to the late Justice Albert Redhead in recognition of his contributions to the law fraternity, in a special sitting of the Supreme Court.

Justice Redhead passed away March 4 in Antigua and Barbuda.

The first to give remarks at the event, the Honourable Attorney General (AG) Sheree Jemmotte Rodney, expressed appreciation to Justice Redhead for his contributions and the impact he has had on those with whom he interacted. “We’ve heard a lot over the past few weeks since his passing about his legal career. In a conversation with my colleague, AG from Antigua prior to the special sitting, he noted that it’s unfortunate that as Caribbean people we wait after someone has passed to basically give them their ‘flowers’, but I indicated to him that in Montserrat we didn’t wait until Justice Redhead had passed. I indicated to him we had a special sitting for him upon his retirement.”

“I was pleased that we had this special sitting, because Justice Redhead would have had the opportunity to hear firsthand

from us as members of the Bar what we thought of his career and to also hear about the impact that he had on us a counsel. — That notwithstanding, it was still necessary for us to have this sitting. Before you judge me please understand that I am in love with one of them but we had a misunderstanding and weren’t talk for three weeks.

I reached out to his brother and we ended up having an affair. It was just that.

Also, last month I travelled to St Kitts and after a party I also had sex with another guy. I don’t know his name it was really just random.

I am thinking of having an abortion and not telling any of the men about it because really and truly it will destroy the man I love.

Please tell me what to do.

Confused Dear confused, You seem to be in a real serious situation and firstly you need to tell the man you love what has happened.

I don’t know how he will handle it but I assume his first response would be to lash out and naturally feel hurt.

Having an abortion is the choice of every woman but whatever the consequences are that person is going to have to deal with it.

You cannot seek to correct something that is wrong by doing something wrong.

The first thing would be to tell your partner. If you decide to keep the baby then you may have to do a paternity test to know who is the real father of the child.

This is truly a sad situation but take courage and do the right thing.

Geothermal drilling equipment going home ing this phase of the project he said, “In terms of going forward DFID had agreed under the PREG capital funding—to finance the technical assistance that we require to assist us in engaging the private sector for full proposals in terms of financing construction and operating of a geothermal plant using the two wells.”

Mon1 and Mon2 which were completed and tested under the management of the government was said to be ready for production for some time now, but was stalled as DFID had undertaken a direct contract with Iceland Drilling Company (IDC) to pursue the development of a third well (Mon3). However a collapse during the drilling process and a further lengthy one year negotiation between the two, running on to the project expiration date has left the future of the well uncertain.

According to Minister Lewis “After drilling, the report from the consultants recommended drilling a third well which would then create, once successfully drilled, added capacity. DFID and IDC entered into a direct contract with each

other to drill the third well.”

“When the well was in the advanced stage of drilling there was a technical difficulty that developed and as a result, they will require further funding to resolve that matter and continue drilling. The negotiation between DFID and IDC took over a year—.” The date for completion of the well was December 18th.

Emerging from the yearlong negotiation, it was also concluded that IDC accessed their equipment and had determined that they were no longer fit for drilling and must be returned for repair.

Testing of Mon 1 and 2 has confirmed that each well has a capacity of approximately 1.5 megawatts (mw), while Montserrat peak demand is estimated at 2.5. So why pursue a third well?

Responding to this question Lewis said, “At the point in time when they were thinking about renewables, they were only thinking about geothermal as the only source, so when they realized it is only 1.5 mw if you use the two wells, they decided to drill a third well that would give the capacity of a combine of two wells—and then you would have hopefully gotten to the demand that they need.”

He expounded further, “You have two wells, 1.5 megawatts each but you don’t get 3 megawatts—one well is a production well and one well is used as a reinjection. So even though you have two 1.5 wells you are only going to get 1.5 megawatts, only one well will be production and Montserrat’s demand is more than 1.5mw.”

“However in taking office I assessed all of this and realized that geothermal is not an exact science and plus the process takes so long that to depend on that alone would not be wise, so I decided to introduce different forms of renewable source of energy and that is when we went to the solar.

We also know that the solar could be done quickly and that it would bring relief to the people of Montserrat much quicker than we were able to get geothermal up and going,” he said As for the future of the third well, Minister Lewis shared this statement, “For the third well, one would continue to look at what’s possible with it but we would not want that to prevent us from moving forward utilizing the two wells. In terms of what’s the status going forward on the third well that is something that would have to be done on a separate delivery right now.

Separate and apart from moving forward with what you know, which is the information on the two wells.”

Once in production geothermal energy is expected to have a lower generation costs when constructed and will provide the base load for the island in addition to Solar PV.

Nerissa Golden Acting Director of MAC

Wednesday April 3rd, Little Bay—The Montserrat Arts Council (MAC) has appointed author and business coach, Nerissa Golden as the new Acting Director. Nerissa who had recently attended the Regional Cultural Committee meeting in Trinidad, will act as Director until a substantive head is found.

MAC board member Reinford “Kulcha Don” Gibbons accompanied the new Acting Director at the meeting where plans for hosting CARIFESTA and other issues related to the development of cultural industries were discussed.

Golden, who sat on

the Board of Directors for two years, resigned in order to take up the current position. She will oversee internal restructuring of operations, as well as prepare for Montserrat’s representation at the CARIFESTA XIV in Trinidad & Tobago this August.

She is also a former Director of Information & Communications for the Government of Montserrat, the author of eight books and has managed the Discover Montserrat media platforms for the past four years.

On assuming the new role, supporting the establishment of new governance structures as

mandated by the board and the development of a revised cultural policy for the island which aligns with local and regional focus to build the creative sector are areas of top priority.

Former Director of MAC, Chadd Cumberbatch, ended his secondment to the council from government at the end of March.

Chairman of the MAC Board Albrun Semper said they were grateful for Mr. Cumberbatch’s contribution to building culture and wished him success in his cations for two senior roles, Director of future endeavours.

Premier calls for Opposition support

By Staff Reporter Friday March 29, Little Bay— Premier Donaldson Romeo calls on Opposition members to stand with the government to support actions against imposition of UK laws on Montserrat.

He made the call in a statement

to the Parliamentary Assembly during the last sitting of the House where he addressed the UK Foreign Affairs Committee (FAC) February publication entitled, “Global Britain and the British Overseas Territories: Resetting the Relationship. The publication identified what they described as Overseas Territory (OT) divergence from the UK: same-sex marriage and belongership.

In addressing the assembly the Premier said, “While this is a parliamentary report, it is not the established policy of the UK government. However we must notice that it does show how key parliamentary leaders in the UK are thinking. We also have to address the fact that the UK parliament has already voted to impose law on Montserrat

and other Overseas Territories.”

December 2000, “Caribbean Territories (Criminal Law) Order 2000” rolled in the imposition of the decriminalization of Homosexuality in Montserrat, against public and parliamentary clear disapproval.

The Premier, in a plea for public and House support stated, “I wish to inform this House and our nation about major points and concerns in the report. I also hope to put before this honourable house, a resolution of the issue of imposition at a future date. I sincerely hope that the opposition will join me in doing so. On this matter we must come together in this house and as a people with united force. The Office of the Premier will put together a team that will meet with the public to discuss the FAC report and other concerns shortly.”

According to Honourable Romeo “—notice the two points the FAC highlights as areas of diversion and friction, first same sex marriage,

second imposition of public register ownership —the FAC suggests changing the FCO,—Across 2018 the FAC took evidence and held hearings on the UK overseas territories, they were several written submissions from the government of Montserrat and from various members of our community.”

He said, “—Lord Ahmad, the FCO Minister for Overseas territories, during —testimony on December 18th, he was asked about imposition of public beneficial ownership register, which Her Majesty’s government has already set in motion to impose on all British Overseas Territories —immediately after that, Lord Ahmad was asked about the proposed imposition of same sex marriage on the five Caribbean Overseas Territories —it is clear that this is the next, or maybe the next imposition on the list. We must therefore focus on and respond to the central issue, undemocratic imposition.”

By Staff Reporter Saturday April 6, Little Bay—Chenel Malone “Chanzzy” has emerged the 2019 winner of the Montserrat Idol singing competition, bringing the curtains down on the 10 week contest at the Montserrat Cultural Centre.

The foundation was laid from the very beginning, as the new Idol wasted no time setting the stage to take the crown in the three segment competition, which featured an a capella presentation that ultimately earned her the grand prize of $3000. First runner-up, Jason Johnson put up a fight but at the end it was not enough to take the title. He walked away with the $2000 prize. Lloyd Francis ‘Bimshaw’ placed third capturing the $1000 prize while Kemonna Alberts landed in fourth position winning $800.

But perhaps the most surprising moment for the ending was when semi-finalist Delroy Joseph “Delz” took away the Soca Lady Award prize of $1000.

By Staff Reporter Thursday April 3, Olveston— His Excellency the Governor hosted a reception at Olveston House for the Red Ensign Group (REG) and stakeholders who participated in the REG 31st Conference on island. The meetings were held at the Montserrat Cultural Centre from April 1st 4th.

Governor Andrew Pearce in a brief remark to his guests, extended a hearty welcome to the Emerald Isle. He invited the visitors to return and experience all Montserrat had to offer. He also shared a brief history of the island, highlighting the devastation brought about by the 1995 volcanic erup-

tion and the island’s progress since.

His Excellency said, “I am delighted to have hosted the reception for the REG Conference members. I’d like to thank the Office of the Premier and the Maritime and Coastguard Agency for putting it all together.”

“The conference represented a great opportunity for our different territories to meet and share best practices and ideas while keeping processes simple and sharing the burden of work,” he said.

REG conferences are intended to oversee and uphold maritime safety standards across the 13 British Shipping Registers. The recent meeting centered on discussions on ways to improve the performance of

British Shipping Registers internationally.

The event featured opening remarks from His Excellency, helping to set the stage on Montserrat for the rest of the conference. Hon. Pre-

mier Romeo and Minister for Maritime Affairs Hon. Paul Lewis also provided opening comments followed by the Conference Chair, Katy Ware who delivered a message from the UK Maritime Minister, Nusrat Ghani.

A moment with the Registrar of Lands ENCUMBRANCES ON LAND - Part 1

Restrictive covenants, charges, restrictions… these are all examples of encumbrances that may be registered on one’s land.

An encumbrance is defined as “a right to, or interest in, or legal liability on property that may diminish its [use or] value.” To be effective and have legal standing, encumbrances must be registered in the Land Registry, recorded in the Land Register page of the particular parcel, so that anyone who considers it prudent to

check the Land Register for information on that parcel, would be aware of the encumbrance. The Land Register is available to the public for searches, so any person can inquire about any land parcel in Montserrat, particularly before purchasing or otherwise investing in the land.

Some encumbrances may arise through a contractual arrangement with the land owner, such as restrictive covenants, charges and leases.

A restrictive covenant is agreed to by the owner at the time of purchase, that he will use the property in the agreed manner only, and that

he will refrain from certain actions that may devalue the property, or run contrary to the intended use of the land development. Common restrictive covenants are for example, that the land will not be used to raise livestock, or that the land will be used for a single-family residence only, not for multiple buildings or a commercial purpose. A Land Registry search will reveal whether a particular parcel is subject to restrictive covenants. A copy of the specific covenants may be provided as well.

A charge is an interest recorded on land, to signify the existence of

a debt on terms which include the use of the land as security for the debt, and a power of the lender to sell the land in the event of default.

The owner of the land would have agreed to these terms with the lender in exchange for the loan. Banks and credit unions, as the primary financial institutions, account for the majority of charge holders recorded in the Land Registry. Any person desirous of inquiring whether a land parcel is encumbered with a charge, should request a search of the property at the Land Registry.

BASSETERRE, St Kitts – Antigua and Barbuda Prime Minister Gaston Browne said previously that LIAT pilots were on board with the plan to restructure the regional airline to make it a more viable entity financially. This is now a reality, allowing the muchneeded restructuring of the company can proceed, albeit the pay cut is less than the ten percent recommended by the airline’s shareholder governments.

This decision by LIAT pilots is geared to help the regional airline overcome its financial difficulties in addition to the financial assistance of regional government for emergency funding of US$5.4 million.

Browne welcomed the agreement in principle to salary cuts, and that good sense prevailed among the pilot’s association, trade union representatives in 15 destinations.

Browne previously explained that “We (shareholder governments) said that even though estimates were around ten percent, we agreed that even if it was five percent something had to be done to reduce the staff

cost. This is one of the major costs, with the understanding too that we could introduce a profit sharing element in which they could share in the future profits, and that will mitigate hopefully against any loss that they would have had in terms of the salaries and wages, so they recover it at the bottom end.”

With this decision to “carry some of the burden and avoid collapse of the airline… this will allow us to pursue the restructuring plan by the Caribbean Development Bank (CDB).”

“The plan is to increase the operational efficiency of LIAT to reduce costs while at the same time increasing revenue primarily through the charging of a minimum revenue

guarantee to make sure that the routes that are not profitable, the countries that want LIAT to continue those routes then they have to pay for them,” Browne said.

LIAT pilots’ decision follows a meeting with St Vincent and the Grenadines prime minister Dr Ralph Gonsalves and chairperson of LIAT’s shareholder governments that “yielded some progress,” making tough business decisions on the way forward.

“I think that everyone is buying into an amended restructuring plan where there is burden sharing and the employees are prepared to bear some burdens. The extent of what is to be borne we will know in a couple of

days when we talk to their members, but we had a very positive response,” Gonsalves said.

Meanwhile 11 destinations are considering the airline’s minimal revenue guarantee (MRG) well beyond the March 15 timetable. Saint Lucia’s prime minister, Allen Chastanet believes “there should be competition” and that “if LIAT remains the same, Saint Lucia will not participate, but if there are these fundamental changes, then we would be very happy to do that.” Thus far, he “clearly believes there needs to be open skies.”

Prime Minister Dr Keith Rowley of Trinidad and Tobago has indicated that his state-owned carrier, Caribbean Airlines will “pick up the slack” if LIAT cancelled routes to Trinidad and Tobago.

Prime Minister Mia Mottley of Barbados and LIAT’s majority shareholder has decided that“ the core elements of a new, sustainable model for LIAT are already clear and that suppliers, commercial financiers, and labour will provide major cost cuts; any flight with below average revenues will need to be subsidised or cut.”

Indicó que los más pobres son los que acuden a los hospitales estatales en busca de mejorar sus dolencias y que acuden allí y no pueden recibir medicamentos porque muchos centros de salud tienen dificultades.

Dijo que las autoridades sanitarias, y mucho menos los Administradores de Riesgos para la Salud (ARD), no se preocupan por asignar recursos económicos para educar a la población a través de campañas promocionales, a fin de evitar ser infectados con estos males.

“Estas campañas educativas y promocionales deben llevarse a cabo con un carácter público, dirigido por el Estado, no dirigido por los intermediarios o el sector privado para que llegue directamente a la población”, dijo.

“Hasta la fecha, el dengue no ha reclamado víctimas, pero después de las lluvias, si las autoridades no conducen campañas educativas y promocionales continuas para evitar enfermedades, habrá muchas muertes debido al dengue, la malaria y otros en toda la República Dominicana”, dijo El presidente de CMD. Younge to represent Montserrat at the 2019 Cricket West Indies Under 15 Tournament

By Staff Reporter Saturday April 6, Davy Hill—Nehemeiah Younge has been selected to join the Leeward Islands Under-15

squad to play in the Cricket West Indies (CWI) Under-15 tournament to be held in Antigua from April 11th to 21st.

Young was selected out of five players from Montserrat during the Leeward Islands Under-15 training camp in Antigua which ended April 7th.

During St. Patrick’s the local cricket association was the beneficiary of a donation from Joseph Buffonge. The donation consisted of cricket bats, gloves and hats.

Nehemeiah was one of the recipients of a bat and glove which he

was able to take along with him during attendance at the training camp last week.

Territorial development Officer Winston Jeff Lane expressed gratitude for the donation, “We were very grateful for Mr. Buffonge for being able to make such a contribution and we are also looking for other persons within the community and in the wider diaspora—to seek to help us where they can.”

He believes that it is important for each player to have their own gear

especially at this level of cricket, highlighting that it eases the players from having to rely on the charity of others.

Williams went off to study in Jamaica in 2010 and played for the University of Technology from 2010 to 2015 before returning home in 2016 and assuming the role of Vice-captain for the Montserrat national cricket team where he served to present. He was also a re-

serve player on the Leeward Islands reserve since 2018 to present.

Commenting on his appointment the cricketer said, “Cricket is a passion, — there is nothing about cricket that I wouldn’t partake in or help to try develop and bring back into my country—this is the opportunity that I always wanted— to take my cricket to the other level.”

“It’s a great feeling because growing up—seeing cricketers getting signed to different franchises —you never expected this feeling and it was a happy feeling —it got more exciting yesterday when I went online and saw that the club post me

on all their social medias. That was a wake-up call for me that this is just the beginning of greater things to come.—I’m going to use this experience as a stepping stone for me to improve my game outside of the Leeward Islands,” according to the Cricketer.

With a long list of accomplishments under his belt, the cricketer was one of the players under watch from scouts at the 2018 Leeward islands one day tournament held in Montserrat last year.

He revealed, “The Leeward islands cricket board has been pushing me to people in the United Kingdom and apparently, I got a couple of of-

fers so it was just up to me to make the decision which one would be better for me.”

Damion looks to the future with optimism, he said, “My next step is to go to the county level, that’s one up from the league I’m playing now. So I’m just looking to go and perform, do my best.” Damion is set to commence play in his first league which runs from 13th April to 16th September, 2019.

Early last week another local cricketer, Deno Baker left for the UK after being signed to Lancashire Cricket Club to play cricket. AEx News wish to extend best wishes to both players on their new journey.
