Budget delayed again
By Staff Reporter Friday March 29th, Little Bay—Minister of Finance, the Honourable Premier Donaldson Romeo came under heavy criticism from opposition members for what will be another late budget roll-out. The 2019/2020 fiscal year starts today April 1st with no solid word on when the budget will be presented. Expressing frustration on the issue, Opposition Leader Easton Taylor Farrell in addressing the house, said, “—today is the 29th of March 2019, and I believe that budget date was set—if I’m not mistaken for somewhere around the 16th or 22nd of March—at this sitting we should have either been hearing the budget statement or winding down on the date of the budget —but unfortunately this not the case.”
The Honourable member said, “On the 29th of March two days before the fiscal year comes to an end we are called and asked to approve a supplementary appropriation bill for the year ending 2018/2019. — This morning my colleague raised some concerns and I share his concerns on what is really happening. What is the rationale for us not having a budget presented to the house at this time and I believe—is only
what are the problems, the issues. 75% of our budget since you’re in office come to the house late,” he said. Addressing the house, the Honourable P r e m i e r blames Brexit uncertainties for the delayed budget. He

It’s a real awkward situation — who knows what can happen tomorrow next week—it affects us in our negotiation in Montserrat over both budgets—this Government is simply trying to get the best deal both the recurrent and the capital budget being negotiated.
”
According to the Premier, “—sometimes you get decisions just before budget time, but in this instance we’re trying our best as a Government to negotiate the best deal. Of course I cannot get in to the details of what issues may be happening in that regard right now but we are on the verge of completing the negotiations.” In the interim the Premier has confirmed provision for the continued operation of government, he said, “I’ve already signed a provisional warrant to allow the business of Government to continue without disruption.”

Dear Kate Reprinted from antiguanewsroom.com
I love tek people man Dear Kate, I was inspired to share my story with you after hearing of this 18-year-old Jamaican who became a social media sensation for openly admitting that she love tek people man. Her name is Mackerel. While I am not looking for fame, I believe it’s time I get this off my chest because I prefer people’s man over my own. Kate, nothing brings me more joy than taking a woman’s man from her. I do not feel any remorse for doing so. Many people have asked me if I don’t feel guilty and the truth is I don’t. Getting a man easily is no fun for me. I am attractive based on what people say and so men always in my DM’s on IG. However, I am only interested in the ones who are married and are taken. This is the only time I am challenged. I want to be able to work for the man which makes getting him sweeter. Now when I say tek people man I am not talking about a relationship. I want to tek them, have sex with them if I am interested and more importantly I want them to get hooked oo me. I caution them against falling in love since I have a man, or so I say. Some of it has resulted in heartbreak and that is regrettable but it is what it is? I have been called many names since I am earing sort of a reputation. Once I even took a man then took his girlfriend. Kate, am I missing something about myself? What’s with my obsession with people man and why am I so heartless about it? Do you think it’s a bad thing that should be controlled or should I just do what makes me happy? Salty Well salty, The same way you like “tek’ people man I hope you are willing to “tek” what you get, whether it be burst up head, HIV/ AIDS or even death. Meantime let me put a spin on the matter. Any married or committed man who allows himself to be “taken” isn’t a man at all. A man who is serious would reject any “forwards” from your type. Total complete rejection. So, I have to conclude anyone who is married, committed or in a serious relationship wouldn’t allow himself to be tied up in your web. And if he does then it means he is saltier than you and needs to be deleted. Kate

Your weekly Horosc opes
AQUARIUS (Jan. 21- Feb. 19) Believe in yourself. Life is quite serious, but not excessively so. A continuing emphasis on monetary affairs carries a deeper psychological message. At root the real issue seems to be whether you can work out exactly what value you place on a special personal relationship. PISCES (Feb 20 - Mar 20) Your talents as a social organiser are often under-estimated, frequently by you. It takes a certain amount of confidence to whip other people into line, but that is just what you should now be able to do. A battle with authority could leave you feeling a little bruised but much wiser. ARIES (Mar 21 – Apr 20) : You are to be congratulated for your ability to keep your feelings in check, but don’t allow professional or worldly pressures to force you to blow a gasket. Realise that you still have much to learn, and it’s important for you to accept that a partner might be right and you could be wrong. TAURUS (Apr 21 - May 21) Iron out the details of a social engagement, prior to a phase of major consolidation. Be sure to make the most of pleasant social stars, and take the initiative whenever necessary. Romantic hopes are pleasant, but remain a distant dream. GEMINI (May 22 - June 21) There may well be a happy end to a current saga, and you might even glimpse the status you once had but appear to have lost. There could be no going back, but at least you can happily lay old ghosts to rest. At work, you can increase your income and persuade partners to pay you your true worth. Cancer (June 22 - July 23) Continue to take your time because, if you rush, you are bound to overlook certain essentials. The way to spice up your romantic life is to introduce a hint of the exotic, perhaps a dose of some culture radically different from your own. Creative Cancers are on to a winner. LEO (July 24 - Aug 23) Mars and Venus have now moved on but, having cast your spell and fired other people’s imaginations, you simply cannot do away with the past. You may have to hang on in there even though you’re not quite sure any more why you should. A flurry of financial activity works in your favour. VIRGO (Aug 24 - Sep 23) Are you certain that you genuinely want what is currently on offer, or would you rather wait a little while longer? The only problem is that if you sit on the fence, your choices may be rapidly narrowed down after the beginning of next month. And that would cause other delays. LIBRA (Sep 24 - Oct 23) Recent planetary activity has certainly left you in a tizzy. Perhaps the one area of certainty is work, including housework, an area in which it looks as if you can shift your duties on to other shoulders. An old relationship may come back to life, though not as you expected. SCORPIO (Oct 24 - Nov 23) You have been taught many harsh lessons over the years, of which the most recent seem to have concerned home and family relationships. Current developments will take you to new heights of emotional experience, yet a fantasy may prove to be just that — a fantasy. SAGITTARIUS (Nov 24 - Dec 23) You should consider taking a much firmer stand over emotional and financial issues, especially as these are now connected by the Moon’s daily aspects. Focus on what you need to feel personally secure, and make it an absolute priority. A romantic hope may fade from view. CAPRICORN (Dec. 23 - Jan. 20) If you fancy travelling, now is the time to set out — or, at least, to start making your plans. It’s a moment for movement, for experimentation and for expanding your horizons. How you actually go about this is up to you, but after another year has passed you’ll be seeing the world in a very different way.

Gov & WAITT Institute apprenticeship program ends
By Staff Reporter Friday March 29, Brades— Four youngsters have completed a one year Youth Apprentice Programme and training in Fisheries Research and Management in January through a Government of Montserrat and Waitt Institute initiative. The end of the programme was officially announced at a closing ceremony in Brades. The programme was collaboratively facilitated by the Ministry of Education, Youth Affairs and Sports, the Ministry of Agriculture, Trade, Lands, Housing, and the Environment, the Montserrat National Trust, and the Waitt Institute. Under the apprenticeship program, the youngsters worked on a pilot project to evaluate the benefits of using sustainable fish traps. These traps have biodegradable panels that open up to release fish if the trap is lost at sea. The traps also include escape gaps which allow small and thin fish to escape. An evaluation was done at the end of the program which compared fish caught in the sustainable traps versus the traditional traps. The goal of the trial was to
show that escape gaps reduce the catch of juveniles and herbivores while catching higher value fish. The project also focused on fisheries data collection and assessment to help monitor and assess Montserrat fisheries; all while training the apprentices in how to build sustainable fish traps, collect and analyze fisheries data, and participate in outreach with the Montserrat fishing community.
Speaking at the ceremony, Waitt Institute/Blue Halo representative, Robin Ramdeen told attendees, “—over the course of one year—, Dwight Sampson, Kenon James, Shane Caesar and Lester Allen— deployed a total of 20 traps which was the traditional design not with the escape gaps and 20 designs with two inch escape gap traps we left to soak for an average of 2 weeks. We wanted to determine what would be the difference in catches between these two designs.” Ramdeen said, “We were happy that we had some youths who were already into fishing, we didn’t have to teach them everything, they have their own skills they came to the table with.” “So overall not exactly what we imagined and envisioned for this project but definitely a success in all the other respects in that we were really, really happy to work alongside these four youths, build their capacity and interest in ocean management, ocean science, build their knowledge and skills with
respect to construction of traps and their outreach skills as well.” At the end of the session two of the participants give their feedback about the programme. When asked about the session Shane said, “We learned a lot we had to teach —I’m going to be doing much more sustainable fishing as well and being larger into fishing. Allen also reiterated similar sentiments while expressing interest in persuing a career in the field, in the future. “It was a great experience for me too, I met a lot of great people—the greatest thing I probably took away is the amount of fish—I learnt there are a variety of species of fishes. I wouldn’t have learned that in a regular day and I think it was just a great learning experience that can really help me in the future and help others around me.” The Waitt Institute runs the Blue Halo Montserrat project which is focused on helping the island map out sustainable ways to use and protect the ocean and its sea life.

Hon. member drops ‘f’bomb in Parliament By Staff Reporter Friday March 29th, Little Bay— Could Parliamentary member, the Hounourable Dr. Ingrid Buffonge be facing possible suspension during the next sitting of the Legislative Assembly in light of an emotional out bust, dropping the “F word” and subsequently unapologetically walking out of the Honourable house. Honourable Opposition member Gregory Willock also exited the session with Dr. Buffonge. Speaker of the house Shirley Osborne, briefly addressing the action of the two members, gave this statement, “I am going to check with the clerk, look at standing orders to determine—what sanctions, our response should be, in particular to the behavour of the female member who, in addition to everything else, used language that is just absolutely not acceptable here. And upon being asked to apologize to the house chose instead to leave.” She said, ‘The standing orders allows the house to name and suspend members. What I will recommend to the house, and what the house will take on in response to the behaviours of those two persons this afternoon, is something we will discuss and respond to and address appropriately at the next sitting.” The issue arose when former government member, now turned opposition member, was stopped by the Honourable Speaker while addressing the house, when highlighting her perceived inactions and failures of the government to address growing national health care issues. In her address to the house, Dr. Buffonge opened by stating “I am happy for health to get extra money of course, but this paper makes it clear that there have been a pack of planning and execution on the part of the Ministry of Health. She said, “—when I joined this group in 2014, as a group we made a clear promise to the people of Montserrat that we would improve the local health care service, by improveing the quality of health care service we were expecting to improve our ability to diagnose and therefore mange patients locally, especially critically ill patient. It was obvious then that this will reduce the need
to seek assistance from Social Services off island but obviously none of this has been done.” She went on to identify a number of shortages in the system such as the island’s inability to perform ultra sounds, some critical scans, the lack of doctors and the systems inability to retain existing doctors, as well as issues surrounding her service to the government and treatment by the Government, among other things. Speaker Shirley Osborne stopped the Honourable member and requested for her to provide relevance of her presentation to the matter at hand. Members of the

house was at the time presenting on an appropriation bill to approve additional funds for health care. The Honourable Osborne told Buffonge, “I find what you are saying very interesting, however I’m having great difficulty making the connection, the relevance of what you are saying to the bill on hand. —would you in maybe twenty words or so explain the connection before you go on?” she asked of the member. Dr. Buffonge responded by saying, “Madam Speaker I’m really struggling to have a voice in parliament with you being super controlling. I find that nobody else gets the treatment that I get.” The two responses would eventually set the course for the controversial unapologetic actions of the Honourable Buffonge. The move is said to be one not seen by locals in the house before. However as things stand, it is unclear what action/s will be decided in the next sitting.

Well now, out of all the animals that live in the woods, Brer Bear had the biggest house. The house was warm and cozy on the inside, but it was also very crowded on account of Brer Bear having him a plump wife and two plump young ‘uns named Simon and Susannah. The Bear family did most everything together. They’d eat together and they’d wash together and they’d catch fish together and they’d play games together. They were real close. And at night they’d all crowd together into their house and crawl into their giant bed to get some sleep. But they were all so plump that they could barely fit on the big bed, and there was hardly room around the bed to walk without hi ng the walls. So the family slept nose to nose to nose all night long and they had to eat all their meals outside on the porch ‘cause there was no room to eat inside the big warm house. Well now, one evening in late autumn, Brer Bear and his family crowded into their warm house to get some shut eye. They’d just se led down to sleep when someone came a-knocking on their front door. A-bang, a-bang, a-bang went the door knocker. All four bears jumped in surprise when they heard the sound. Simon Bear bumped heads with Susannah Bear, who Name this country!
howled in pain and rolled over clutching her head in her paws. Susannah Bear bumped into Mama Bear, who fell out of the far side of the bed with a shout of surprise. And Mama Bear, she landed on top of Brer Bear, who’d just got out of the bed so’s he could see who was a-knocking on the door. It was all a big kerfluffle with the whole family a-yelling and a-fussing, and the stranger a-bang, a-bang, a-banging on the door knocker. “Who is it?” Brer Bear finally howled through the keyhole. “Why are you a-knocking on my door so late at night?” “It’s Brer Skunk,” the stranger called through the door. “The nights are ge ng right cold out here with winter coming, so I’m looking for a job as a housekeeper. I thought you folks might need someone to help do chores around the place in exchange for a warm spot to sleep at night.” “A housekeeper?” roared Brer Bear. “We ain’t got no room for a housekeeper in this here house. We can barely turn around without bumping into one another as it is!” “That’s why you need a housekeeper,” Brer Skunk
cried through the door. “I am very good at clearing out a place. Why, a er I get through with your house, there will be so much space I could sleep each night in a cozy bed and eat all my meals inside!” Well, this was a temp ng proposi on. Mama Bear looked at Brer Bear and Susannah Bear looked at Simon Bear. Imagine living into a house that was so empty they could bring their dinner inside and eat it without poking somebody in the eye! “We should hire him, Pa,” Simon said. “We could really use some more room in this house,” add Susannah wis ully, rubbing her sore head with one paw. So Brer Bear invited Brer Skunk to come into his big warm house to be the new housekeeper for the Bear family. Brer Skunk ambled inside and eyed all the plump bears watching him eagerly as cold moonlight streamed through the open door. Then he turned around, li ed his black and white tail, and blasted the air of

that cozy warm house with his very special scent. Brer Bear and his family took one whiff of this terrible perfume and they went a-running for the woods so fast that they didn’t even stop to shut the door behind them. Once the big house was cleared of all those plump bears, Brer Skunk had plenty of room to sleep each night in a cozy bed and eat all of his meals inside, just like he said. And what happened to the Bear family? I dunno but I think they might s ll be running, trying to get away from Brer Skunk’s smell!

Access Division boasts successful preparation for 2019 St. Patrick’s Festival
By Staff Reporter Friday March 29th, Lttle Bay—Coordinator of the Montserrat Access Division Ashley Lindsey, is reporting an increase in early travel bookings which he attributes to advertisement campaigns during the St. Patrick’s celebration last month. Recording an estimated 4500 visitors during the season, Lindsey believes that early advertisements encouraged visitors to book early, allowing the Division to better plan ahead and successfully manage the high influx of visitors. Highlighting the benefits of early bookings, Lindsey told AEx News that, —“Dealing with the influx of travelers comes with a lot of intense and careful planning. Not only just planning, it’s the allocation of resources that we have to pay special
attention to, to make sure that the planning goes well and the overall plan is managed to the best of its ability. We went ahead and looked at the possibility according to the level of bookings that we had from the air and sea side, to see if we needed additional resources coming to cover the amount of trips. The timing as well makes a big difference.” “In one way, our advertisement worked in our favour because a lot more people booked for this year rather than last year and because of that, we were able to minimize checking time, minimize people standing in queues for long hours— if you book online it means we already have all your information and in five seconds we can check you in. So that helped out in that way,” said the Coordinator.
He also revealed that the island had recorded a wider variety of international visitors. “We had people actually from all over the world this year. Usually we get from the UK, Canada and the US mainly. This year I saw people from as far as Germany, France, we had people from Sweden, we had Australia, we had New Zealand— there may not have been a lot of people, but we could see from their passports that we had quite a varied mix of international travelers.” However all was not without some challenges the Coordinator explained, revealing that there were still a number of instances where persons did not book in advance, “Difficulties only came because of the customer element. We had more than enough
resources on the ground which is what we do every year. We exaggerate the level of resources to cater for any eventuality. But sometimes you got to preach to customers that you need to book, you need to plan, you need to allocate, you need to verify, you need to keep yourself aware of what is happening at the time.” He said, “But we still had those people who didn’t book, or those people who did not check to see the available at the time of their travel and that now create another bit of hiccup, confusion but I think it’s an experience not only for us, but an experience for the customer and the importance of planning ahead, making sure that you always pay attention to your travel arrangement, makes sure it goes as smoothly as possibly.”

Skerritt is new CWI President Former West Indies Cricket team manager Ricky Skerritt has been appointed as the new president of Cricket West Indies (CWI) after securing the necessary votes at the association’s Annual General Meeting, at the Jamaica Pegasus on Sunday. By the official count, Skerritt and his running mate Dr Kishore Shallow defeated incumbents Whycliffe ‘Dave’ Cameron and Emmanuel Nanthan by an 8-4 margin. Unofficially it is reported that Skerritt and Shallow managed to secure the support of Trinidad and Tobago, Leeward Islands, Windward Islands and Camron’s home nation Jamaica. The
incumbents Cameron and Nantan are believed to have received the support of Barbados and Guyana. The result ended a threeterm spell for the Jamaican,
which spanned a six-year period. Cameron was first elected to the office in 2013 when he toppled former St Lucian diplomat Julian Hunte, to whom he had served
as vice-president from 2007 until he took office. During his tenure, Cameron has been credited with implementing improved retainer contracts for players and officials, restructuring the regional competitions and improved relations with the West Indies Player’s Association (WIPA). On his watch, the Windies team while struggling in the world rankings, claimed two T20 world titles, and the women’s and youth titles. Heading into the election the Kittitian Skerritt had painted the incumbent as not having enough of a pro-cricket stance with his governance and failing to commit to the establishment of term limits.

5 SELECTED FOR LEEWARD ISLANDS UNDER 15 TRAINING CAMP Nehemeiah Younge
D’Vante Walters
Anjel Florian
Trishawn Molyneaux
Jemarie Lane Saturday March 30, Davy Hill—Five local youngsters have been selected for the Leeward Islands under 15 training camp in Antigua April 3rd to 7th. The five players are: Nehemeiah Younge, Trishawn Molyneaux, Jemarie Lane, D’Vante
Walters and Anjel Florian. The camp is to allow the selection of the Leeward Islands under 15 cricket team, to represent the Leeward Islands at the Cricket West Indies (CWI) Under 15 tournament to be held in Antigua from April 11th to 21st. Territorial Development Officer Winston Jeff Lane said he hopes to see Montserrat selected in the final set, “I’m looking forward to at least two of the guys moving on. I’m looking at maybe Trishawn and Nehemeiah. When we look at D’Vante Walters, Jemarie Lane, Anjel Florian, those are three youngsters who just finished last year’s primary school tournament. Those three names were actually asked to come to the camp by Mr. Vernon Springer who was here last year for the primary school tournament, who was very much impressed with the performance of those three guys.” Referencing the three youngsters he said, “I’m expecting them to go, get in the experience so by next year they too should be ready —for the Leeward Island under fifteen for next year tournament.”
The three players are just 12 years-old. Discussing the selection process Coach Lane said, “I’ve looked at the team from last year. We did not have a tournament leading up to this camp but based on the team from last year and those who would have been eligible in terms of age and ability, I was looking at three other players.”
