OTs fight against imposition of laws from Britain
A recent publication from the UK Foreign Affairs Committee (FAC), has stirred the pot on the subject of the imposition of laws on Montserrat and other British Overseas Territories (OTs) to enforce such controversial British laws as “Same Sex Marriage.” An issue which the Premier believes OTs must unite and fight on the grounds of “Imposition of Laws in general,” rather than the imposition of any particular law. Montserrat, a nation which has always pride itself on strong Christian influence, like the other OTs, has been seeing growing concerns on the particular issue of the legalization of Same Sex Marriage. As public awareness increases on the subject, locals are looking to the government, other local representatives and groupings to denounce any calls or acts of imposition of such laws. Commenting on the issue, Premier Donaldson Romeo told AEx News “I stated my stand long before that. In the house I’ve mentioned that we need to unite over the issue of imposition of laws, not pointing out any particular law specifically, whether same sex marriage or whichever, there should be no impositions of laws, that’s where I stand first. On each issue the government will state very soon, they are hoping to find unity amongst all members of parliament on the matter of imposition and the specific bills being mentioned.” The Premiere believes that the all overseas territories need to ban together and put forward
a case against the impositions of laws on the OTs, which will prevent the enforcement of laws on the OTs. Opposition Leader Easton Taylor-Farrell when asked about the introduction of the British law of Same Sex Marriage into Montserrat said, “—I don’t believe that parliamentarians are going to support it in our house. It might be imposed on us from the UK— I speak for a few people whom I have spoken to far. I have not had the opportunity to speak to the Ministers —from where I sit I am not going to support it in house.” Farrell said, “Where we refuse to pass certain legislation which we think are against our spiritual or moral values they then impose them from Westminster. I don’t see our house passing it —and the Christian community is not going to accept that kind of imposition, maybe we wouldn’t be able to do much about it when it is imposed, but then I think that the government and the Christian community on a whole will resent any imposition of that.” “During the next couple of weeks I‘m going to be talking to people to get their feel— because I’m certain that the majority of Montserratians are going to say no. We need to start having some forums —that people can participate in and give their views on it,” said the Opposition Leader. Founding Member of the Montserrat United Labour Party (MULP) Peter Queeley, also responding to questions on the introduction of Same Sex Marriage to the island, stated,
“I think the government position has to be that the issue of same sex marriage is covered in the constitution which governs Montserrat. The constitution specifies that marriage is between a man and a woman or two persons of the opposite sex. “So if the committee wants Montserrat to change the constitution and to provide for same sex marriage then, from my standpoint the government will have to go and do a referendum on that issues and others too as to whether or not the population on a whole would want to modify the constitution to provide for same sex marriage and if the population votes in favour of it then, so be it. But if they vote no then it’s
no,” he said. Queeley, stating the party’s stand on the issue declared, “From the party standpoint, in terms of the Montserrat United Labour Party, we would not be supporting it. But if during a referendum the majority of the population vote in favour of it, then we have no choice but to implement what the population said.” In the (FAC) publication entitled, “Global Britain and the British Overseas Territories: Resetting the relationship. The Committee stated the following: 63. It is time for all OTs to legalise same-sex marriage and for the UK Government to do more than simply support it in principle. It must be prepared to step in, as it did in 2001 when an Order in Council cont’d. on page 3

Defending stance on same sex marriages cont’d. from page 2 decriminalised homosexuality in OTs that had refused to do so. The Government should set a date by which it expects all OTs to have legalised samesex marriage. If that deadline is not met, the Government should intervene through legislation or an Order in Council. 67. Belongership and its equivalents are wrong. While we recognise that the OTs are small communities with unique cultural identities, we do not accept that there is any justification to deny legally-resident British Overseas Territory and UK citizens the right to vote and to hold elected office. This elevates one group of British people over another and risks undermining the ties that bind
the UK and the OTs together in one global British family. The UK Government should initiate a consultation with the elected governments of the OTs and work with them to agree a plan to ensure that there is a pathway for all resident UK and British Overseas Territory citizens to be able to vote and hold elected office in territory. In its response to this report the FCO should lay out a timetable for this consultation process and set a deadline for phasing out discriminatory elements of belongership, or its territory-specific equivalents. St. Patrick’s Week of activities ends Monday, March 18th, Salem—The 2019 St. Patrick’s week of celebration came to a climax, ending a week of feting, artistry and cultural expression at the Salem Park on Monday. The finale commenced with the annual early morning St. Patrick’s Day Freedom Run and Walk and Heritage Jump Up (Wet Fete). Celebrations continued with the grand St Patrick’s Day Parade from the Montserrat Secondary School to the Heritage Village in Salem to kick-off the Slave Feast. The atmosphere was one of music, dance and friendly congregation as the streets were flooded with a mixture of Irish and African relics. Gatherers dressed in the unmistakable Irish green, the traditional Montserrat madras and a collage of African prints. However it was Heritage Village that was the highlight of the day. Distinguished by the smell of the island’s national dish, the
“Goat Water,” and other familiar dishes, some not indigenous to the Isle, but a testation of its current melting-pot composition, the Feast featured a variety of local dishes and artistry that were on display and for sale. The event also showcased Montserrat talent at its best, treating visitors and locals alike to a number of local performances. These included, musical renditions from the reigning Montserrat Idol winner, local calypsonians, MSS students and the masqueraders. There were also steel pan renditions, African drumming and other musical and cultural expressions. A grand soca fest, dubbed “Stratify” which featured performances from “Kes the Band” and other international artist, brought the curtains down on the festival.

Your weekly Horosc opes
AQUARIUS (Jan. 21- Feb. 19) This week’s splendid alignments call on you to treasure all polite and gracious company, not to mention wise and mature relationships. It’s time to gird your loins and make a long-term commitment. Remember the old saying ‘manners maketh man’, and you can set out to charm others with your winning ways. PISCES (Feb 20 - Mar 20) The Moon and Venus inspire new dreams and, by all accounts, you are about to justify your reputation for being a recluse! One way or another, do be sure to set some time aside for doing only what you want to do, even if it means being alone. ARIES (Mar 21 – Apr 20) : Venus, the planet that gets your emotional juices flowing, is now lending you a helping hand, which has to be really good news. If all goes according to plan you should therefore soon be hitting the social heights. If you can put certain professional qualms to one side, you’ll be able to enjoy taking a personal ambition to fabulous new lengths. TAURUS (Apr 21 - May 21) We could see a rare flash of Taurean impatience, and the chances are that you’ll emerge from the last few weeks eager and anxious to get on with your life. It could even feel as if certain responsibilities are now shifting - as one ends, another begins. GEMINI (May 22 - June 21) Indulge yourself a little. Amongst the pursuits for which the classic Geminian type is famous, are walking and talking. If you can manage to do both at the same time, there is no better moment than the present for a long expedition with some carefully chosen companions. Cancer (June 22 - July 23) You may have been taken aback by partners’ recent statements and actions, and nobody could blame you if you feel slightly perplexed. This week gives you the chance to lift your morale by going out and blowing some money! A bout of extravagance could make you feel better. LEO (July 24 - Aug 23) This is one of those fine moments when you seem to be able to get on with other people so much better, but only if you put their interests first. The fact is that you have so much to learn by following their lead. At work, it’s time to pick up a new skill. You never know when it will come in handy! VIRGO (Aug 24 - Sep 23) The best relationships are based around joint activities. It may be boring to take part in a hobby which doesn’t interest you. It may even be downright tedious. However, just think of the emotional credit you’ll gain! At home, partners expect you to agree with them. LIBRA (Sep 24 - Oct 23) Some astrologers would say that this week’s stars bode extremely well for relationships with children. A psychological reading of your chart, on the other hand, might advise you to have the courage to be child-like or just young-at-heart yourself. SCORPIO (Oct 24 - Nov 23) It’s an ideal moment for being at home with the family. If you are far away you should therefore make yourself happy by creating as cosy a nest as possible. Simmering resentments can be left until later in the year - or even next year - with a little luck! SAGITTARIUS (Nov 24 - Dec 23) Your nomadic instincts are receiving a mild boost, so one way or another you should keep on the move. This is also, as it happens, an excellent moment for making deep, long-term emotional commitments - but only if you mean it! If you have any doubts, hold back.
March 25 is Diabetes Alertness Day
CAPRICORN (Dec. 23 - Jan. 20) There never was a moment like this for spending large amounts of money on family and domestic goodies. The point is that every penny is likely to be well-spent, and nothing should be wasted. For once, you seem to have your finger on the pulse, and those who criticise you do so at their peril!

Learning from our History cont’d. from page 5 boys of the St Patrick’s season and what it stands for and what it meant—looking at the history of Montserrat surrounding St. Patrick’s. We asked some questions of our boys and realized that it was a little bit more than that we need to do. So we decided to go big, invite all the youth organizations, look at an awareness of Montserrat’s history. So we decided to start the process because we realize that there is some disconnection with our young persons and the Montserrat history. “We’re hoping now that we can do this once a quarter and we will continue to invite all the youth groups—and we will continue to have different persons coming in. We want to have them interactive as much as possible so that young
persons can ask questions. We're not just aiming at the young persons. Montserrat history is Montserrat history; it’s for everybody. Montserrat is a very diverse community right now, and we have adults who join us who are not fully aware of our legacy, our history on a whole so this is an opportunity for them to come out and learn," he said. Launch of Dr. Prospere’s first book
Friday, March 15, Brades— Montserratian born author Dr. Glen Prospere explores the benefits and importance of being patient and learning to wait in his new book, “Lord Teach me to wait.” The book was launched in Montserrat at a modest gathering and signing at the Montserrat Public Library. The 72 page easy read draws on inspiration from the Christian bible, referencing several bible stories and scriptures centered on the importance of “waiting on the Lord.” Dr. Prospere believes that the morals of these bible teachings are applicable to everyday life. Addressing attendees of the launch, the author touched on his inspiration for the book as he recalled childhood trauma, having experienced 3rd degree burns at age nine. He said, “What inspired me to write this book began with my experience and I really had to learn. I spent an entire year in Glendon Hospital—in Plymouth when I got burnt. It was an extremely trying time, I think I stopped counting surgeries around 55. I was almost every week in the operating room—at that time I really began to have an understanding that God was really beginning to do a miracle in my life and it is reflected in this book.” A native of St. Johns, Collin’s Ghaut and former calypsonian during his younger years in Montserrat, he believes that, “—our greatest challenge is learning patience, to wait on God—the process of waiting— the miracle is in the middle, it’s not in the beginning, it’s not after we come out, the miracle happens while you are waiting.” The book is the first of a number of subjects the author will address as he indicated plans for more books in the future.

Finals set for 2019 Montserrat Idol
Delz
Final Four (l to r): Chanzzy, Bimsha, Kimona, Jason Saturday, March 23, Little Bay— The votes are in and the final four have been chosen, concluding the semi-final round of the singing competition at Soca Cabana. The question now is, who will be crowned the next Montserrat Idol? Contestant Delz, the youngest contestant to make it to this year’s semi-finals was voted off by audiences, joined by Serafina who was automatically eliminated after she failed to complete the second round of singing. Show producer, Tom Walker in providing his feedback on the competition, said, “It just seemed like there was a different air to the competition and everybody felt it. It was important that everybody was really trying to be their best.—I enjoyed it because of the
diversity of the music that was performed. The contestants had chosen songs, partly because of the way we had the contest structured, with the required element of the disco, funk or contrasting genres.” “They had reached out beSerafina
Monday, March 25, 2019 yond their normal comfort zone, to do songs that are not typically performed during the competition—it was a variety of music and I thought by large the performances were top notched, I was really impressed,” he commented. The competition will break again this coming weekend to allow the finalist to rest and prepare for the last lap of the contest on April 6th.
