Governor reassures about Brexit Friday March 15th, Brades— Amidst growing uncertainty on the impact of Brexit on the island, Governor Andrew Pearce called on Montserratians to be reassured that the interest of the country is being looked at and protected. Governor Pearce told reporter during his recent press briefing, “Despite all those uncertainties Montserrat can feel comfortable and assured that the interest of people here are being looked at and will be protected.” Addressing some of the key areas of concern the Governor said, “We spoke a little before about the EDF funds —that has been assured by British Ministers that Montserrat will continue to receive the equivalent of that, if not from the Europeans themselves then from the British treasury to make that up to the end EDF 11, the current period of funding the European Union scheme. As far as trade is concerned Montserrat is already in a good position in having tariff free access to the UK market that will be assured too.” “—as far as the people’s movement is concerned that is a bit more potentially complex but again as far as Montserratians is concerned, BOTCs’, rights of movement in the UK wouldn’t change—But in the European Union after Brexit in one form or another is more likely to be assured as well—I don’t think Montserratians need to worry immediately.” Just last Tuesday MPs twice rejected Prime Minister Theresa May’s Brexit deal and have voted to allow a short delay to the United Kingdom’s exit from the European Union, after voting on Wednesday to reject a no-deal Brexit.

Commonwealth Day commemoration they suggested that we have a parade highlighting different aspects of culture from the different groupings within the school. We had the parade and did a sub-theme to call it “A Connected MSS”.—MSS connects quite a number of students from a number of territories. We had 11 groupings but we have more than 11 countries represented at MSS.”
Monday, March 11th, Brades— Montserrat Secondary School (MSS) sends a message of respect and cultural connectivity at a grand parade which beamed with pride, highlighting the school’s diverse composition. Featuring a collage of colours, flags and banners, the various nationalities were on display, promoting the theme of “A connected Commonwealth,” to commemorate Commonwealth Day. Taking a more focalized approached to the theme, the school dubbed the event, “A connected MSS” which expressed a fusion of ideas from the Montserrat Secondary School (MSS) students and teachers interpretation of the theme. Head Teacher Cherlyn Hogan explained how the parade came into being, “Because it was a connected Commonwealth

The affair culminated with a cultural expression and exhibition which allowed the groups to showcase features of their countries that makes them unique. Hogan said, “It was a continuation of them displaying aspects of their culture, what makes them, them. We were learning from each other, we were appreciating each other’s cultures.—they were highlighting things made in their countries, the outstanding people in their countries which they thought was important to share with us as a school.” The Head Teacher hopes the presentation serves as a reminder that, “We are connected, we have to respect each other, so we can live with each other peaceably.”

New Youth Parliament swears in

Your weekly Horosc opes
AQUARIUS (Jan. 21- Feb. 19) You still need some firm guidance over finances if you are to make the most of helpful planetary influences. Most Aquarians see in money a deeper meaning, realising that it is only useful for what it can do. It is therefore essential that you pay the utmost attention to getting the details right. PISCES (Feb 20 - Mar 20) TYou may be subject to unfair criticism from partners, but then you yourself will be in a highly-sensitive frame of mind, liable to take offence even when none is intended. While professional matters seem relatively straightforward, your work routine will intrude more and more into your life ARIES (Mar 21 – Apr 20) : Mars, your personal ruling planet, is currently in a nicely supportive region, commanding that you should keep your head and concentrate on the practical side of things, making sure that all arrangements go according to plan. You don’t want is a last-minute problem. TAURUS (Apr 21 - May 21) Partners or close associates are likely to use every trick in the book to get you to bend to their will or alter your position. However, in view of the fact that creative, romantic and leisure activities are due to benefit, there should be plenty to distract you from more pressing matters.
Friday March 15, Brades— Elected members were officially sworn in as the new National Youth Parliament at the Brades Arts and Education Centre. On February 26th, 13 members were elected as the new parliamentarians in the National Youth Parliament which reflects the current structure of the Montserrat Legislative Assembly. At the ceremony each member recited the Oath of Allegiance to assume their elected post. The following positions were affirmed at the ceremony: • Speaker of the House Keyola Greene, • Premier and Minister of Finance, Economic Development, Tourism and Culture- Jhovan Daniel, • Deputy Premier & Minister of Agriculture, Trade, Lands, Housing and Environment- Ke-Shawn Thornhill, • Minister of Education, Health and Social Services - Triscia Meade, • Minister of Communications, Works, Energy and Labour- Dexter Small, • Parliamentary Secretary Keon Christopher, • Financial Secretary - Jermarhi Meade, and • Attorney General - Keturah Daley. • Leader of the OppositionAshneil Jeffers, • Opposition Members include: Nyota Stewart, Je’Quan Nicholson, and Mohit Sadhawni. • Clerk of Council - Ste-
phonelle Francois. Jhovan Daniel, in addressing the grouping, expressed gratitude for being entrusted the position and affirms his team’s commitment to their newly gained responsibilities. He also highlighted their plan of action. “My team—will work towards goals which include, sensitizing youths to parliamentary processes and procedures and to share information about how government works.to create a platforms for youths where they can share their ideas opinions and experiences in a unify manner to effect change. To use this platform to communicate with our leaders, challenging them, assisting them and also learning from them. We would like to use this platform to bring our leaders closer to the youths of this island,” he said. Meanwhile Opposition Leader Ashneil Jeffers addressing the house, calls for greater commitment to the development and progress of Montserrat, “We as an opposition wants to build a Montserrat that keeps one of its most iconic attractions, its peace. Most of all we want continuity in our projects. We want to see a Montserrat that develops and not just systematically restarts with the change of a new government. With the surreal events that has already happen over the past 19 years of the turn of the new millennium, if we waste any more time fighting amongst ourselves, being divided by the loss of our land, our people and our way of life Montserrat will surely perish.”
GEMINI (May 22 - June 21) You have waited too long to be denied your deserts. This is why you should now think twice before settling for second best or allowing yourself to be prevented from living up to your potential. Life is looking positive, though there could soon be a rapid development in long-range objectives. Cancer (June 22 - July 23) You are now entering a phase of unprecedented reward for past efforts. Remember, though, that in astrology there is no such thing as a free lunch and every scrap of apparent good luck is in fact extremely hard-earned. Also, please do be aware of your tendency to squander your advantages. LEO (July 24 - Aug 23) The consequences of recent developments have been felt in your financial affairs, probably in an enhanced sense of prosperity. It is natural that such a phase should now be brought to an end, or transformed. Money will be at the centre of your thoughts for some time to come. VIRGO (Aug 24 - Sep 23) A financial question and an emotional issue are now deeply enmeshed. It may yet prove to be in your best interests to follow someone else’s advice, even to team up in some sort of joint venture. LIBRA (Sep 24 - Oct 23) Please be aware that Venus, the star of romance, has moved from a supportive position to a sympathetic one. In other words, it moves from a good location to a pleasant one. Emotional secrets will become public knowledge, so you had better be prepared to make an open and honest declaration of the facts. SCORPIO (Oct 24 - Nov 23) Loved ones, offspring and colleagues have all come to rely on your emotional support and assistance. You will be compelled to give one person a final choice, and that this could be to everyone’s benefit. And always be kind and generous to vulnerable people. SAGITTARIUS (Nov 24 - Dec 23)It is necessary for you to put as many of your own ideas forward as you can, engaging friends and colleagues in discussion wherever possible and looking afresh at the way you organise your time. Emphasise public and material concerns rather than inwardlooking emotional complications. CAPRICORN (Dec. 23 - Jan. 20) In spite of all that other people say or do, you still have the upper hand in all personal contacts and relationships, if only because of the sheer power vested in you by powerful planets. You may come to value partners’ generosity and will finally realise just how much you have to gain from their co-operation.

FEA T U RE: Jared ‘Iyah Sample’ Daley
Iyah Sample was born Jared Daley on the beautiful island of Montserrat in the West Indies. His childhood was marred by the eruption of the Soufriere Hills volcano which caused him to leave his beloved village of Harris’ for the United Kingdom. He lived with his guardian who was the organist for the village Anglican Church which was within touching distance of their home. Attendance at church was a compulsory part of his upbringing. It was there at around the age of 8, where he first began singing. This was followed by numerous school choir performances while

attending the Bethel Primary School where his guardian was also the Head teacher. Songs regularly played in the village and over the airwaves especially those by local artists including,Tabu, Ras Abba & Wrangler were his sources of inspiration at an early age. Reggae acts such as Garnett silk, Spragga Benz and Bushman would follow later as his consciousness of burning social issues grew. Sample began writing songs shortly after completing secondary school as a way of expressing and exploring social, political and personal topics/issues. His first recorded track is called ‘’Love is the answer’’. This track was recorded by Sample in his bedroom, using a computer which he built for himself from recycled parts. Iyah Sample’s debut single ” What Is Mine” was released in June 2018 under the Chuch-Gut Entertainment Label. Sample is currently working with ‘’Chuch-Gut Entertainment’’ on several musical projects including an upcoming track called “Never Easy”. This will be released later in 2019.

The Lion And The Mouse
A long, long time ago a little mouse was playing and messing around. He was making a lot of noise and all of a sudden he woke up the lion, the king of the animals. “How dare you wake me up?” the lion roared, “I’m going to eat you all up!” And with that he placed his big paw upon the mouse’s tiny body, so that the poor frightened little mouse couldn’t move. “Please, forgive me, oh, King of the animals! I didn’t mean to wake you up. I was just playing! If you let me go now, maybe I can help you one day!” the mouse squeaked. This made the lion roar with laughter. “You? Help me? Ha ha ha. You are so small, how could you help Name this country!
me?!” And with that he changed his mind, “Alright, I will let you go, because you would be such a tiny
morsel anyway!” A few months later the lion was prowling around, taking care of his majestic duties,

when he got caught in a trap. He struggled to get free, but the more he tried to free himself, the more he got tangled in the net. Luckily, the same little mouse was passing by and saw what had happened. The king of the animals was in trouble! Happy to finally be able to help the lion, the mouse rushed to his aid and started gnawing through the ropes. “I didn’t believe you would be able to help me, but I was wrong,” said the lion, when he was set free by the little mouse. From that day on, the lion and the mouse became good friends.

ECCB annouces launch of pilot for issuance of a digital EC dollar (DXCD) Tuesday, March 12th, Brades— Eastern Caribbean Digital dollars are said to be “more secure than anything that have come before it,” according to BITT CEO Rawdon Adams at the launch of the pilot project for EC digital dollars. Responding to questions on cyber security and safety of the digital money at a recent press conference, Adams said, “It is true that there are going to be people who are always going to try to break the system. Cash as people counterfeited and try to conduct frauds— when debit cards and credit cards were introduce into this region similar concerns were raised. Anytime there is a change of technology that’s introduced, people have worries about security, so that’s a constant.” “What this technology has shown is that it is more secured than anything that has come before it, that doesn’t mean it’s infallible. A lot of it has to do with how it is implemented— the technology itself is more secured than the world has seen,” said Adam. Governor of the Eastern Caribbean Central Bank
(ECCB) Timothy N.J. Antoine announcing the launch of the pilot for the issuance of a digital EC dollar (DXCD), described the move as one of “shared prosperity for the citizens and residents of the Eastern Caribbean Currency Union.” He said, “For our region to improve our development prospects and performance, we must expedite our digital transition. To this end, regulators and innovators must work
together. This pilot exemplifies such collaboration. At the outset, I want to make it abundantly clear; the ECCB does not intend to eliminate the use of cash. Cash has its convenience and will continue to play an important role in our economy for the foreseeable future. That said, the ECCB is committed to reduce our region’s use of cash and cheques. In the ECCU, about 80.0 per cent of all payments are effected using cash or cheques. When we survey our current payments landscape, we cannot help but conclude that payments are still too slow and too expensive. Many of us know only too well, the high costs associated with certain banking services. The ECCB Governor also said, “Although a full-scale analysis of the social cost of physical cash in the ECCU has not been carried out, it is indisputable that the costs of cash
services, inclusive of transporting, storing and securing, are extremely high. Invariably, these high costs (not fully recognised by many businesses) are passed on to consumers. Within the informal sector, cash tends to be the dominant payment channel. This reality means that the actors in the informal sector bear a significant burden of the cost inefficiencies of cash transactions.” Antoine further decleared, “It is against this backdrop that the ECCB seeks to help remove some of the current “financial frictions”. Indeed, it is practical issues such as these that led the ECCB and Bitt Inc. to reach an agreement to develop and pilot the digital EC currency, with a supporting digital payments and transfers infrastructure. Ultimately, we wish to see our people spend less of their money on payment services and more on the goods and services they wish to consume.”
