Sea Cadet Programme a reality

For the first time, youngsters on the island were afforded the opportunity to enlist in a new Sea Cadet Programme launched last week.

The initiative is a partnership between the Cadet Corps and the Royal Montserrat Police Service (RMPS).

Throughout the years, the Royal Montserrat Defence Force (RMDF) have provided leadership and training for the Corp. However for the new Sea Corp, members of the RMPS Marine Unit have been tasked with the delivery of the programme under a nautical theme.

RMPS Commissioner, Steve Foster has voiced his support for the new programme and views it as a gateway to future recruitment for the RMPS, RMDF and boarder security. He stated, “I support this initiative and see this as a positive to both the RMPS and the RMDF as

we work together to meet the community needs of Montserrat. I also see this as a potential source for recruits to the RMPS and the Border Security Unit i.e. Marine Department as we (RMPS/RMDF) find new and attractive ways of drawing potential recruits and bringing in new talents into the services.”

Major Alvin Ryan, Commanding Officer of the Defence Force has commended the introduction of this new programme as “—another great way of engaging our youths and helping to impart and reinforce positive life skills and experiences,”— just as the Cadet Corps has been doing for himself and countless others over the years.

Cadetting was first introduced to Montserrat by Lieutenant Eric Grell in 1935 using Army based themes and has continued to date.

Arrow Show removed Patrick’s Festival week of events The Montserrat St. Patrick’s Committee pledges to continue to fight for the production of the Arrow Show, as they urge the government to look beyond direct cash returns as a measure of the show’s success, but rather at returns on the national impact on tourism. The rebuttal came in response to the recent announcement by the Premier, confirming the removal of the show from the 2019 St. Patrick’s roster, referencing small returns on a big budget production.

In the announcement the Honourable Premier and Finance Minister, Donaldson Romeo stated that “The Arrow show had been removed from the list of events to be put on by the committee this year. Last year the expenditure on that show alone exceeded $100,000 and revenue was about $10,000. The committee has since recommended that the show must be staged biennially.”

Contradictory to the government’s stands, St. Patrick’s Committee Marketing & Promotional Manager, Reinford “Kulcha Don” Gibbons told AEx News, that the government needs to look beyond gate cash returns as a measure of the show’s success.

“The Premier is absolutely right in terms of why it is cancelled, however the Committee continues to push and fight for the annual Arrow Soca Monarch Competition.“The cash returns from that specific show should not be the returns we are looking for. We are looking for the returns that the ferry is making two million dollars, we are looking for the returns where the flights, airlines are making big money, restaurants are making big money, and taxi drivers are making big money, car rentals, and villa rentals, that’s where the Committee thinks the returns are,” he said.

The Committee representative expounding on the issue, blaming the show’s poor gate returns on the Committee’s inability to secure top performers due to budget constraints which they believe would have attracted a larger attendance and competing with well-funded private shows.

Kulcha Don explained that the budget throughout the years have been inadequate, revealing an annual amount of approximately $130,000 “—what we learnt over the years was the prize money wasn’t attractive enough—We weren’t going to get— the winner of the Trinidad Soca competition up here for only US$5000 in a competition— we believe that the investment should have been made because the returns are great.”

According to Kulcha Don, the show was designed for two reasons: 1. We felt it was a vehicle for the St. Patrick’s festival through-out the Caribbean region. It gave us territories to market and promote, because we figure if you have an artist coming from your island to represent it can make headlines in that territory.

He believes that the cancellation of the show can have a negative impact on the festival.

“I absolutely see a negative impact— the real negative impact is not honouring a national hero— not recognizing his contribution to Montserrat and the art form—this event was to keep Arrow’s name alive. As a country if we don’t do what’s in our power to preserve that, in a few years nobody is going to know who Arrow was— If we don’t go back and revive this Arrow Show we will lose a potential resource that we could have marketed said Gibbons” However he remains optimistic about the future of the show, “We are going to propose it again next year— we don’t know what the government might look like next year —even if it is the same government, the situation could be different— we will re-propose the Arrow show once again with its rightful price tag and see if the government can find the money for investing in that event.

The “Arrow Show,” named after the late great “Soca King”, Alphonsus “Arrow” Cassell had been one of the major fixtures of the St. Patrick’s Calendar for the past four years attracting soca artists from around the region to compete in the competition.

Miss Allen is the owner of Classics Boutique and a member of the Young Entrepreneur Association of Montserrat, whose sale of custom made designer fashions have spanned across the region and international markets.

Under the programme, the local business woman will be given a broad range of support to include target market profile, collection conceptualization, trend forecasting, collection title/inspirational words. She was also be provided with a mood-board/ inspiration board sketches/technical flats, fabrication/sourcing, manufacturing/production and timelines/completion, buyer and brand matching/B2B and sales facilitation.

Business coach and author Nerissa Golden tackled the intimate subject of spirit, soul and body/mind and how it relates to our success in life at her recent workshop “Flourish in 2019 Breakfast with Nerissa Golden”, last Saturday at St. John’s Community Centre.

The secluded location which attracted some 15 women and men, seemed to have set the stage for deep intimate discussions among the participants as Nerissa analyzed topics such as: • My time to Flourish.

• Prioritise spirit to manifest what you need in the physical, understanding your soul.

Golden explained, “I thought it was the right time to meet and encourage people and to share some ideas about how we can live our lives to the fullest. I really wanted to talk about all the areas of our lives and how they connect and a big part of that is our spiritual relationship, that is actually central and it’s where we need to focus—then all the other things will come together.”

At the end of the session the business coach shared her thoughts on the session “I like some of the ideas that the groups presented on wanting accountability partners and being able to really have some support to continue going forward for the rest of the year and also peruse some of the ideas we developed and see how we can really build on that,” said Golden.

CTO projects 6-7 per cent tourism growth in 2019 Antigua Newsroom The Caribbean tourism sector is projected to record strong growth in 2019 on the heels of a stronger-than-expected performance last year.

The Caribbean Tourism Organization (CTO), the authority on regional tourism statistics and performance, is forecasting 6-7 per cent growth this year, continuing an upward trend which began last September.

“We are projecting that tourist arrivals will increase by between six and seven per cent in 2019, as the damaged infrastructure in the hurricane-impacted destinations returns to capacity. Similarly, cruise arrivals should expand by a further four per cent to five per cent,” Ryan Skeete the CTO’s acting director of research revealed at the Caribbean Tourism Performance Review news conference at the CTO’s headquarters this morning.

Skeete did caution of possible “significant headwinds to navigate”, including the outcome of the Brexit negotiations in the UK, the on-going trade war between the United States and China and potential extreme weather events in the destinations and marketplaces.

Still, he said, with global demand for international travel expected to remain strong, underpinned by healthy economic activity, and with improved air connectivity helping to boost arrivals, the outlook for Caribbean tourism in 2019 was cautiously optimistic.

The CTO research director revealed that a robust 9.8 per cent growth during the September to December period last year, led to a stronger-than-projected performance. It was a significant turnaround from the previous eight months of decline.

“Even the destinations that were severely impacted by the 2017 hurricanes, despite registering overall double-digit declines

last year, experienced a significant turnaround during the last four months, registering triple-digit increases during this period,” Skeete told the briefing, which was streamed ‘live’ to an international audience.

The 29.9 million tourist visits in 2018 represented the second highest number of visitors to the Caribbean on record, surpassed only by the 30.6 million who visited in 2017. And while this represented a 2.3 per cent decline overall, it was better that the anticipated three per cent to four per cent fall-off.

“With a strong performance during the last four months of 2018, including a robust showing by countries impacted by the 2017 hurricanes, the evidence suggests that Caribbean tourism is on the upswing,” Skeete declared.

According to information compiled from CTO member countries, Canada was the strongest performing market – its 3.9 million visits represented a 5.7 per cent rise. The intra-Caribbean market had its best performance ever, reaching two million visitors, while South America produced 1.9 million tourist visits, representing a 3.6 per cent increase. Arrivals from Europe grew by a modest 1.3 per cent, with UK arrivals remaining flat at an estimated 1.3 million.

However, the United States, which remains the region’s leading market, was down, with the 13.9 million American tourist visits representing a 6.3 per cent fall. This was due mainly to steep declines in arrivals to popular destinations impacted by the hurricanes, such as Puerto Rico, which was down by 45.6 per cent, and St. Maarten, which fell by 79 per cent.

This notwithstanding, there was a healthy 28 per cent rise in arrivals from the US in the fourth quarter, reflecting the strong turnaround during this period.

UN Women’s Rights Committee to review Antigua and Barbuda Antigua Newsroom The UN Committee on the Elimination of Discrimination against Women (CEDAW) is meeting in Geneva from February 18 to March 8 to review women’s rights in the following countries: Angola, Antigua and Barbuda, Botswana, Colombia, Ethiopia, Serbia, and the United Kingdom.

On Friday, February 22 from 15:00-18:00, the Committee will also review a report submitted on an exceptional basis by Myanmar on the situation of Rohingya women and girls in Northern Rakhine State. More information is available on-line.

All the countries under review are party to the Convention on the Elimination of All Forms of Discrimination against Women and so are reviewed regularly on how they are implementing it. The Committee will also hold dialogues with delegations from the respective governments and be briefed by NGOs and national human rights institutions.
