Hundreds awaiting housing assistance

Hon. David Osborne Three hundred and thirty-one (331) persons are still awaiting housing assistance from the Government of Montserrat, while the Ministry of Housing awaits Department for International Development (DFID) funds, so said Housing Minister David Osborne. The Honourable Osborne reported that his Ministry was working on getting funding from the British government to be able to help move the housing situation forward. He said, “We are fighting for as much money as we can get. It’s a bit of a challenge for what is being asked and I’m hoping that we can get —a considerable amount, it’s over £4,

000000— that’s what I’m waiting for to try and move along this process.” In an overview of the housing waiting process, he explained, “The housing waiting list is prioritized based on needs and affordability. We also take into consideration the programs that are available and whether the individuals can help themselves if given a grant of EC$40,000—example

there are several ongoing housing projects designed for varying needs and circumstances. The financial assistance grant, a grant of EC$40000 towards mortgage equity. Materials grant of EC$40000 issued in local purchase order towards the cost of materials. Service lots or vacant lots for home construction.” Addressing the issue of emergency housing situation

David Osborne said, “Desperate cases are often referred to from the Ministry of Health and Social Services or police when application is classified as desperate or urgent. Urgent cases are handled by the Urgency Sub-committee of the Housing and Land Allocation Committee as guided in section 13-17 of the Housing Act 2016.” Commenting on the Davy Hill rehabilitation housing project, Minister Osborne said, “The houses in Davy Hill are currently in the final stages and while the projects were scheduled to be completed on the 31st of December 2018...due to extenuating circumstances we have had some delays. The properties will be handed over shortly.” In January the Ministry made budget presentation and proposals for funding to the DFID team during their Financial Aid Mission visit (FAM). However final decisions on budget allocation will not be announced until the start of the first financial quarter.

Domestic Violence 2019 Bill not ready!

Speaker of the Legislative Council and Women’s Activist Shirley Osborne, sent the Domestic Violence 2019 Bill back to the drawing board, citing numerous inadequacies with the new piece of legislation. The bill, which was presented in the January 2019 sitting of Parliament by the Minister of Health and Community Services, Delmaude Ryan, received strong support from fellow house members. However, she failed to impress the House Speaker who identifies what she views as gaps, contradictions and obscurities in the bill’s composition. Osborne commented that, “Everything in the bill needs immediate attention, for example there are questions about the definitions, meaning of particular terminologies and penalties. The bill has errors in it where it compounds the problems. I think relationship violence is a really serious and destructive thing, so it needs things that are going to provide redress. It needs to be allowed the time required to make sure it is both situation appropriate, culturally appropriate and it has to be implementable.” “Then the issue of implementation. In order to make this bill worthwhile there needs to be in it, stated, some of the options for, providing the resources to maintain this and support for the people it affects, so you need to have resources to implement it—you need dedicated and trained social workers and dedicated and

Law does not discriminate. The law treats people equally. The law has to be progressive.”

Hon. Shirley Osborne, Speaker of the Legislative Assembly trained police officers and community support.” The Speaker explained, “So in order to fix these things, the first thing is, which is why we sent it back to the house, is that everybody needs to be part of the conversation and so you need to do wide consultation— when I say wide consultation, I don’t mean just go tell them this is what the bill is, but how do they feel and make amendments as necessary. So the professional level and community level feedback has to be there and there has not been enough of that, not even close,” she said. Osborne said, “You may have conflicts— with other laws. This bill needs input from persons who understand the criminal aspect, social aspects and the psychological aspect of abuse. People who are not locked into what men are supposed to do and what women are supposed to do, but people who understand. The

In an effort to educate women on the bill, Ms. Osborne said, “I’ve done three meetings in St Peter’s and one at Credit Union hall. I’ve done some town hall meetings on this— as a woman and Speaker, I’ve been pushing for them to get feedback on this. I’ve been begging the Minister to inform themselves, to engage themselves, know what you are doing and talk to people.” “I pushed back really hard last week. Madam Minister was intent on passing the bill, a bill that all along people had said— is not ready— so I’ve had to step up my role and as speaker I’m allowed to do so and generally you don’t press on them but this time I said no, you can’t do this, this is people’s life— and I requested that they do

the consultations and that it comes back to the parliament for proper discussion and consultation—“ The bill was rejected on its face in the house, and the directive was given to conduct further consultations with all stake holders in the form of a committee before it is re-presented to parliament for deliberation. Consequently, the Speaker was adamant, that unless this is done the bill would not be placed on the agenda for the next sitting. She believes that the bill in its present state is inadequate by international convention standards and also based on the present multicultural composition of Montserrat. She is concerned that the legislation does not address our present situation and could have life changing consequences today and generations to come.

Your weekly Horosc opes

AQUARIUS (Jan. 21 - Feb. 19) Venus’ celestial marriage with Uranus is a classic indicator of new emotional commitments. In a broader sense, it reveals that this is an extraordinarily suitable period for making discreet declarations of undying love. As far as work is concerned, you should now be thinking in terms of a new collaboration once business picks up again. PISCES (Feb. 20 - Mar 20): If you’re not the life and soul of the party now, you’ll miss out. Granted, there’s the usual emotional turmoil going inside your Piscean soul, but that shouldn’t stop you letting it all hang out. The only draw-back is your continuing tendency to keep your feelings to yourself, which cannot be good for easy communication. ARIES (Mar 21 - Apr. 20) Your stars indicate a massive personal and professional turnaround. Actually, this could take place any time over the next month, so be prepared. In terms of family affairs, parents seem to be more important than children. At the very least, you must observe the TAURUS (Apr. 21 - May 21) It looks very much as if Taureans will divide into two groups. On the one hand, there’ll be those smitten with a sudden desire to leave home in search of adventure. On the other, will be a substantial group who embarks on a quest for spiritual meaning. What links the two is a deep conviction that the world could, indeed must, become a better place. GEMINI (May 22 - June 21) Joint financial arrangements loom large, and anything which occurs this week will require urgent attention - don’t delay any more than is absolutely necessary. At the heart of your current mood lies the feeling that you may have been undervalued in the past, and that you should now be paid the respect you are due. CANCER (June 22 - July 23) The key to successful personal relationships is to participate in all social gatherings as much as possible but, at the same time, to retain a certain sense of detachment. That way you’ll be less likely to be taken in by unrealistic promises, or to be dismayed by those who get upset without reason. LEO (July 24 - Aug. 23) You may well be concerned by the sheer number of chores, duties and obligations which seem to be rolling in your direction. It does look as if you’ll now have the chance to abandon all your commitments, but never do so without considering the consequences. The best advice is to be selective, hanging on to what can never be replaced. VIRGO (Aug. 24 - Sept. 23) If you have never had a reputation as a wild party-goer, now is the moment to acquire one. Many people say that this is a time for children, so have you considered what fun it would be to revert to childhood and have a really good time? Why don’t you shrug off all those narrow-minded expectations and lighten up? LIBRA (Sept. 24 - Oct. 23) As fate would have it, this is one of those periods when you are liable to face last-minute domestic and family emergencies. The best astrological advice is therefore to remain cool, calm and collected and take nothing for granted. The better you manage your affairs now, the less the chance of your losing control. SCORPIO (Oct. 24 - Nov. 22) If you’re travelling this week there’s one golden rule: check, check and check again. Make sure you have everything you need, confirm all directions and see to it that all arrangements are understood by everyone concerned. The best place for seductive and romantic encounters remains the home or, at least, any place where you can recreate a homely atmosphere.

You are my fate Forever I will love you I'll never hesitate

SAGITTARIUS (Nov. 23 - Dec. 22) Now is the time to pay special attention to anyone who feels that they have been ignored or taken for granted. Such feelings may exist only in their imagination, but that makes them no less concerning. You should also be aware that financial generosity could be one of the best ways of oiling your emotional wheels!

20 May 2000 unknown poet

CAPRICORN (Dec. 23 - Jan. 20) A powerful and harmonious Sun-Moon alignment will be seen as a moment to inaugurate a series of new cycles, mainly personal ones. It is also, as luck would have it, an excellent time for making a fresh start in a number of family relationships: please lay the upsets and regrets of the past to one side.

Government House suffering from structural woes

Government House, Palm Loop Foreign Office engineers are investigating the cause of structural damage to the Government house in Woodlands to identify a plan of action, putting a hold on hosting of events at the residence. The Government House, which serves as the official residence for the Queen’s representative on island, the Governor, is the premier location for national and ceremonial events as well as receptions. Governor Andrew Pearce, confirming the report, stated, “Sadly we’ve had issues developed with the four points of the residence— underneath the residence is a big drop, the concrete is flaking and the steel work inside is very corroded and we are not quite clear on what has caused this.” He said,“Local experts have told us that quite possibly beach sand was mixed with the concrete mix...it is tricky to repair it, so engineers from the foreign office have been looking at it, taking some samples, and

will be coming up with options for repair. We’ve had to stop major events at the residence for safety reasons.” The issue has so far resulted in the relocation of the recent Chevening reception to the Montserrat National Trust building and has restricted the residence housing capacity to a maximum of seven to 10 persons at a time.

Bodio App ready for next level

Miss Linda Dias Local entrepreneur Linda Dias is seeking investors to buy into the development of her new mobile app company, Bodio Inc. A move she anticipates will take the app to the next level, following its successful launch last month. Dias, the winner of the Montserrat 2018 i2L Pitch competition, is making plans to pitch the venture at the 2019 edition of the Caribbean Development Bank (CDB) funded Caribbean Tech Entrepreneurship Program (CTEP) later this year. The new app which proposed to simplify the booking process in the entertainment industry, creates a platform and a space for artists, musicians, event planners, DJs and music lovers to network. The developer described the app as a holistic talent basin of the region and around the world. In an interview with Alliouagana Express News, the business woman revealed that the inspiration for the creation of the app came from the need to help two musicians in her life connect and recognized the gap in communications. She said, “I came up with this idea to create a platform to connect them, to connect these two different individuals, the lookee and looker.”

Using the Beta version of the app which is presently free for download, she expects to get feedback which will aid in the further development of the app. “The objective is to make the app usable and beneficial for all. We are hoping to have as many testers or at least 100 testers. The testing stage is expected to run for about four to six months and then we will revisit and evaluate the feedbacks. We have a number of different registered users as it stands in six difference designations, in seven different countries, including the US and Canada.” The entertainment mobile application for networking allows users to sign-up and choose from a variety of categories that reflects the individual's skills and interest. Persons will also be able to include unlisted instruments and genres in the “Other” option which may be included in the app’s menu based on the level of feedback it receives. Linda explained that the app includes a social media platform where users can post information about themselves, video performances and links to external platforms, for example SoundCloud. “Originally the app was just targeting musicians and artists but it has broadened, and actually there are a number of people who have indicated they will be having dancers, choreographers on the app—eventually we would like to expand to even people like actors and movie producers,” she said. Presently there are app representatives in three (3) target markets to include, app and website developer and social media presence Linda Dias, Consultant Nerissa Golden, Michelle Cassell, all within the Montserrat market. Musician and Communication consultant Buell Bart for the Antigua market and Barbados country representative Chris Goodridge.

The group is responsible for marketing and getting market feedback in their designated locations. The young entrepreneur hopes to inspire and encourage other young individuals with ideas, to put it out into the world. “Just go for it. You’ll never know until you actually put it out there— do your market research,

so you can understand whatever product it is, especially if it’s not in your field— don’t be hesitant to delve into a field you’re not accustomed to or versed in—get feedback from others in the field so you can have a better understanding, understand the market—I’m just putting it out there.”

T he Shepher d Boy & the Wolf

A Shepherd Boy tended his master’s Sheep near a dark forest not far from the village. Soon he found life in the pasture very dull. All he could do to amuse himself was to talk to his dog or play on his shepherd’s pipe. One day as he sat watching the Sheep and the quiet forest, and thinking what he would do should he see a Wolf, he thought of a plan to amuse himself. His Master had told him to call for help should a Wolf attack the flock, and the Villagers would drive it away. So now, though he had not seen anything that even looked like a Wolf, he ran toward the village shouting at the top of his voice, “Wolf! Wolf!” Name this country!

As he expected, the Villagers who heard the cry dropped their work and ran in great excitement to the pasture. But when they got there they found the Boy doubled up with laughter at the trick he had played on them. A few days later the Shepherd Boy again shouted, “Wolf! Wolf!” Again the Villagers ran to help him, only to be laughed at again. Then one evening as the sun was setting behind the forest and the shadows were creeping out over the pasture, a Wolf really did spring from the underbrush and fall upon the Sheep.

In terror the Boy ran toward the village shouting “Wolf! Wolf!” But though the Villagers heard the cry, they did not run to help him as they had before. “He cannot fool us again,” they

said. The Wolf killed a great many of the Boy’s sheep and then slipped away into the forest. Liars are not believed even when they speak the truth.

Defacing money a criminal offense Persons can be subjected to criminal liability for the defacement of Eastern Caribbean (EC) notes, ECCB Connects reminds the public during their public education broadcast last Wednesday. Acting Director in the Carib-

bean Currency Management Department, Rosbert Humphrey, informed during the episode that these acts make the note unfit for circulation. He said, “When the notes are defaced, they are taken out of circulation by the commercial banks, by submitting them to the Eastern Caribbean Central Bank. We process them by

shredding them. It is a criminal Offence to deface the bank notes in the islands in the Eastern Caribbean Union, something that we want persons to desist from doing. In instances of incidental damages of the EC notes, Humphrey identifies conditions for which persons can still get value for the damaged notes The Director said, "If the note has two serial numbers plus the Governor’s signature that is full value, if it has one serial number plus the Governor’s full signature then that is full value and if the note has two serial numbers plus half the Governor’s signature that’s full value. However, if the note has one serial number plus half the Governor’s signature that is half value, anything else would render the bank notes valueless.” The broadcast also touched on the issue of counterfeit notes, reminding the public that these forged EC notes have no value and that it is a criminal offense to be in position of them. The broadcast urged the public to take any information that may pertain to the whereabouts and production of such notes to law enforcement.

Venezuela “Global Scorecard” map wrongly lumps Caribbean nations with Russia, China and Iran By Caribbean News Now contributor WASHINGTON, USA — Foreign Policy Magazine, which is “devoted to the coverage of global affairs”, has published an infographic that purports to depict global allegiances in the Venezuela crisis. The infographic, curiously, singles out three Caribbean Community (CARICOM) nations — St Vincent and the Grenadines, Dominica and Suriname — and mentions them in a table in the accompanying story, placing them in the “Backs Nicolás Maduro” camp alongside powers such as Russia, China, Iran and Turkey. This might be flattering geopolitically, but it doesn’t reflect the reality. Twelve out of the 15 CARICOM states have jointly expressed their position on Venezuela, so Foreign Policy’s list is missing nine CARICOM nations, plus the two others — Haiti and The Bahamas — which had voiced support of Guaidó. The Bahamas has since backtracked from that support in favour of the CARICOM position, which is also one of non-intervention and non-interference. This may amount, as some have pointed out, to tacit support for Maduro, but the spirit of the CARICOM statement is essentially the same as Mexico’s and Uruguay’s, both of whom Foreign Policy have placed in the “On the fence” or “taking neutral position, offered to mediate” camp. CARICOM also offered to mediate, and in fact attended a meeting this week with Uruguay, Mexico and other “neutral” states in Montevideo, Uruguay, which concluded that “the complexity of the circumstances [in Venezuela] should not be a reason to dismiss the diplomatic channels for dispute settlement.” Reiterating their decision to “help restore the tranquility of the Venezuelan people through dialogue and peace,” the governments issued a statement outlining what they refer to as “The Montevideo Mechanism,” a proposed four-phased approach to resolving Venezuela’s political crisis.

Here's how the world is split on Maduro vs. Guaido, in Venezuela's political crisis according to foreignpolicy.com The proposed Montevideo Mechanism calls for the following phases: • Dialogue Phase: Creating conditions for direct contacts among the actors involved, in an environment of security. • Negotiation Phase: Strategic presentation of the results of the previous phase to the counterparts, seeking to find common ground and areas of opportunity to allow the relaxation of positions and identify potential agreements. • Commitments Phase: Construction and subscription of agreements based on the results of the negotiation phase, with the characteristics and timeframe, previously agreed upon. • Implementation Phase: Materialization of the commitments assumed in the previous phase, with the international accompaniment.

Idol week 2 the heat is on!

It’s week two of the Montserrat Idol eliminations, and the heat is on, as one newcomer received an early exit from the competition at Soca Cabana last Saturday evening. The night kicked-off with 12 contestants, but ultimately ended with one of the youngest competitors, 15-year old Shaneece being voted off, after she struggled to start and failed to impress the judges with her rendition of the popular gospel song “Say Yes” by Michelle Williams. Producer of the show, Thomas “Tom” Walker shared his take on the night. He said, “I thought it was good. We had some very strong performances while some people clearly struggled, but that’s going to happen when you have a dozen people in the contest... not everybody is going to have a good night on the same night. “I think there was a contrast with the week before because in week one there was so many strong per-

West Indies Women seal T20I

Shermaine Campbell in action KARACHI, Pakistan – West Indies Women sealed the T20 series victory over Pakistan Women in spectacular fashion when they won the second T20 International via a super over by 17 runs. They took a 2-0 lead in the three-match series with the last match to play on Sunday at the Southend Club in Karachi. Pakistan won the toss and elected to bat first on a different pitch from the first match. Their innings had no better start than the first game as Omaima Sohail was caught off Selman for a 4-ball duck (0).

In came their skipper Bismah Maroof who continued her fighting form. Together with Javeria Khan the pair looked set to build a solid innings for the home team to level the series. Javeria and Bismah in a 59-run partnership frustrated the Windies bowlers, who were wayward with their line and length. Shamilia Connell in particular had a difficult opening spell trying to find her line and length on the pitch, she had 3 wides in her third over. With the pacers leaking runs, skipper Merissa Aguilleira introduced the

spinners into the attack. Anisa Mohammed halted the run-flow in her first two overs, while Afy Fletcher’s leg-spin had Bismah Maroof stumped by Aguilleira. Deandra Dottin justified her number 2 ranking in the ICC all-rounders list, when she partnered with Chedean Nation once again, this time with the ball. Dottin got Javeria to miscue a shot straight to Nation for 26. The Windies had a middle order scare when Nia Dar was joined by Iram Javed. The pair took advantage of the Windies players who were

feeling the effects of a chilly wind blowing across the ground from the start of the match. Dar struck 1-four and 1-six on her way to 25, while Iram struck 2-fours, as the pair added 27 runs together, challenging the WINDIES fielders for quick runs. Dottin switched bowling ends which resulted in the wicket of Iram for 18. Dar continued with Aliya Riaz as the pair saw Pakistan to the end of their innings. Pakistan posted 132/4 (20 overs). ing 2/26. Deandra Dottin and Kycia Knight opened the run-chase for the Windies Women, with Dottin picking up right where she left off from the first match. She smashed Sana Mir for two boundaries in the opening over to keep the run-rate at the required amount. Shemaine Campbelle despite starting slow, picked up the scoring pace later in her innings. Knight took charge of the run-chase and together with Campbelle the pair looked set, running quick between the wickets in a 54-run partnership. Knight smacked 2-fours and six on her way to 32 but going for a second run was runout just short of her ground. Chedean Nation joined Campbelle blitzing her way to 13 off 7 balls

which included a monster six straight back to the dugout. Nation fell LBW to Anam Amin going for a sweep shot and Natasha McLean only managed 1. Merissa Aguilleira joined Campbelle, just when Campbelle started the charge smashing 4-fours and 1-six, Aiman Anwar had her caught in the cover region by Sana Mir. The Windies Women lost wickets at crucial moments. Campbelle fell for 41 in the 19th over with 16 runs needed for victory. Aguilleira pushed on with Chinelle Henry running as many double runs as they could get to get to the target. Unfortunately, Aguilleira chipping down the wicket missed connection with the ball and was stumped by her opposite number for 6, with 4 runs to win from

the remaining 2 deliveries. Afy Fletcher showed her determination to take the team to victory as she took a single to get Henry back on strike. Henry then dug one of the “blockhole” to scramble home 2 runs and tie the match much to the dismay of the Pakistan players and supporters. Windies Women finished their 20 overs on 132/6, Campbelle top-scored with 41 followed by Knight with 32. Anam Amin was the pick of the Pakistan bowlers, taking 2/24. It was a no-brainer that Deandra Dottin and in-form Chedean Nation would take strike for the Windies Women in the super-over. Dottin showed why she’s one of the most feared batters in the women’s game. Nation could only look on and cheer on from the oth-

er end as Dottin dismantled Sana Mir’s bowling. Dottin struck 1-four, 2-sixes, one of which flew straight past the stand behind the bowler, then the pair picked up 2 runs to close the over. Needing 19 runs for victory and leveling the series, Aliya Riaz went after Shakera Selman’s very first ball, but Selman’s experience and accuracy saw Aliya’s stumps scatter. Much to the surprise of everyone, Iram Javed came to the crease ahead of captain Bismah Maroof. She knocked a single, then on the third delivery, Nida Dar trying her batting heroics from the first innings swung at Selman, only for Dottin to take a running catch thereby giving the Windies Women victory by 17 runs in the super-over.

I just spoke to Caix Suarez and he is alive,” said Mr Rodrigues, adding that the youth told him he ran when he saw the flames in the morning. “He lost his phone, and all of his things, but the important thing is he is alive.” Joao Pedro da Cruz, a 16-year-old player in the Flamengo youth league, told the G1 news portal he had decided not to stay the night at the facility on Thursday because the

team was not going to train on Friday. Instead, he went to a friend’s house. “The majority of them (the team) stayed, my friends stayed (at the facility),” he said. “Today I woke up and heard this terrible news.” Flamengo are arguably Brazil’s most famous club, with an estimated 40 million fans nationwide. Supporters are so attached to their academy team that players have a motto for them: “Flamengo makes legends at home.” Among the most famous to come through the club are Zico, a former No 10 for Brazil’s national team; top goal-scorer Adriano, who rose to fame at

Inter Milan; and current Real Madrid star Vinicius Jr, who not long ago was living in the structure destroyed by the fire. As news of the fire broke, several teams and players expressed their condolences on

Twitter. “We are extremely sad and shaken by the news of the fire,” tweeted Chapecoense, a team in southern Brazil that lost 22 players in a plane crash in 2016.

10 killed in fire at Brazilian football team complex

Local media reported that the fire started in a dormitory where youth players sleep. By Peter Prengaman and Marcelo Silva de Sousa, Associated Press February 8 2019 A fire has torn through the sprawling training complex of one of Brazil’s biggest football clubs, killing 10 people and leaving three teenagers injured, firefighters said. Crews were called just after 5am to the Ninho de Urubu training ground of the Flamengo club in western Rio de Janeiro, a fire official said. There was no word on the cause of the fire. The ages and identities of those killed were not released but the three injured were 14, 15 and 16, the fire official said. Beatriz Busch, the public health secretary for the state of Rio de Janeiro, said two of the injured were in stable condition and one was in critical condition. “Those who died were athletes,” she added. Local media reported that the fire started in a dormitory where youth players sleep. The

fire official said that could not be confirmed. “We are distraught,” Flamengo president Rodolfo Landim said outside the complex, where friends, fans and neighbours gathered, some forming a circle to pray. “This is the worst tragedy

to happen to the club in its 123 years.” Aerial images from Globo TV showed smoke emerging from a charred area. Flamengo have a youth development programme for promising young players in their early teens. Many players

stay at the facilities while training. “Flamengo is in mourning,” the team posted on its Twitter account. Family members, friends and neighbours were gathering outside in hopes of getting in-
