MAY 21, 2021 12:00PM-1:15PM A VIRTUAL EVENT
WELCOME Dear Friends,
BREAKFAST AT LUNCH
As urban violence spikes in the wake of social unrest, systemic racism and a global pandemic, we maintain an unshakeable focus on those young people at the highest risk to shoot or be shot—on meeting these young people where they are, in the moment they are in. No matter the place. No matter the time. To meet this moment is critical, because the nature of urban violence is not what it used to be. Trauma is more widespread. Young people who have experienced extreme levels of trauma, like those Roca serves, are more likely to engage in violence, and the more trauma they have, the more likely it is. We must address the causes of this trauma—like poverty and systemic racism—but that work takes time. Young people can’t wait while we fight the root causes; we have to save lives now. We must stop the bleeding and work to break the cycle; one shooter and one victim at a time. I’m so proud to share the ways that Roca is meeting the moment right now alongside the 1,200 young men and women we serve each year. We have transformed our Intervention Model into a truly portable practice; expanded to a third state by opening a new site in Hartford, CT; launched the Roca Impact Institute to bring our systemic reform work nationwide; and tested our intervention model through two third-party evaluations, which proved that what we do works. We live in a nation that is tragically impacted by racism, structural inequities, and class issues, so we are approaching our work from a diversity, equity and inclusion lens in order to promote racial justice and address our own personal and organizational challenges. This is the moment to focus on the problems we can solve. Roca knows that change is possible. With time, evidence-based tools, and a little grace, change happens for young people, for new parents, for police veterans, and for community workers. We could not do this vital work without the support and partnership of so many. Thank you for meeting this moment with Roca. Thank you for helping us do this work, at this moment, now. Sincerely,
Molly Baldwin Founder & CEO, Roca

ROCA’S MISSION IS TO BE A RELENTLESS FORCE IN DISRUPTING INCARCERATION, POVERTY, AND RACISM BY ENGAGING THE YOUNG ADULTS, POLICE, AND SYSTEMS AT THE CENTER OF URBAN VIOLENCE IN RELATIONSHIPS TO ADDRESS TRAUMA, FIND HOPE, AND DRIVE CHANGE.
ROCA’S INTERVENTION MODEL

3
CREATE SAFETY AND STABILITY Roca builds trust with young people through relentless outreach—even through setbacks. Because you can’t undo a lifetime of trauma overnight, Roca youth workers develop deep relationships over 2-4 years that help young people begin to heal from their hurt and anger, the key to success later on.
PRACTICE SKILLS, RELAPSE, AND REPEAT Roca provides trauma-informed employment, education, parenting and life skills programs that serve as spaces for young people to change, relapse, and change further—not when they are “ready” to participate, but while they still struggle to move steadily forward. Relapse is a critical stage of change.

TEACH LIFE-SAVING SKILLS

ENGAGE INSTITUTIONS AND SYSTEMS
We teach a relatable and simple version of cognitive behavioral theory (CBT) in the streets, so young people can choose how they want to respond, disrupt negative cycles, and take control over their lives.
We relentlessly and intentionally partner with police departments and systems that directly face urban violence. We build meaningful relationships, coordinate intervention strategies, and share data to improve outcomes for young people.

THE ROCA IMPACT INSTITUTE Now in its third year, the Roca Impact Institute equips institutions and individuals working at the center of urban violence with tools and strategies to address trauma, reduce violence, and improve outcomes for young people. Our Rewire program is designed to overcome traditional barriers to behavioral health access, empowering front line staff to deliver cognitive behavioral theory in both community and institutional settings. Our clients include: • Maryland Department of Juvenile Services • Maryland Department of Parole and Probation • Washington DC Department of Youth Rehabilitation Services • NYC Department of Probation • Hampden County House of Corrections • Community violence programs in NY, CT, MA, and MD • Police departments in Baltimore MD, Chelsea MA, Lynn MA, and Holyoke MA
ROCA HARTFORD In October 2021, Roca opened the doors of our newest site in Hartford, CT, where we have expanded our Young Mothers Program. We will bring all the hallmarks of Roca’s proven intervention model to Hartford: relentless outreach, transformational relationships, stage-based/skill-based programming, and engaged institutions. Over the first two years we plan to serve at least 100 Hartford young mothers and their children—those who are at the highest risk and experiencing the most urgent need.
A PERMANENT HOME FOR ROCA BALTIMORE We are thrilled to share that as of this spring, Roca has purchased its Baltimore building, located at 880 Park Avenue. This investment reaffirms our commitment to working toward change long-term in Baltimore and surrounding counties. We look forward to inviting you all to visit!

Geoffrey Canada grew up in the South Bronx in a poor, sometimes violent neighborhood. Despite his troubled surroundings, he achieved great academic success, receiving a bachelor’s degree from Bowdoin College and a master’s degree from the Harvard Graduate School of Education. After graduating, Mr. Canada began his life’s work helping children who, like himself, grew up in poor, distressed neighborhoods. From 1990 to 2014, Mr. Canada served as the President and Chief Executive Officer for the Harlem Children’s Zone, which The New York Times called “one of the most ambitious social-policy experiments of our time.” Mr. Canada was named in 2011 to the TIME 100 list of most influential people in the world and in 2014 as one of Fortune’s 50 greatest leaders in the world. He continues to serve as President of the HCZ and Promise Academy® Boards. Under Geoffrey Canada’s visionary leadership, HCZ became a national model of place-based innovation and the subject of significant media attention. A strong voice in public debates on education, he has authored a number of publications and has spoken to audiences around the world about what it takes to help children succeed, from evaluation to early childhood education and beyond. In addition to serving as Keynote Speaker, Mr. Canada will receive Roca’s 2022 Vichey Phoung Peace Award.

VICHEY PHOUNG A VIRTUAL EVENT 1981-2004
BREAKFAST AT LUNCH
Vichey Phoung was born in a Thai Refugee camp while his family was fleeing from the Cambodian Killing Fields, and came to the U.S. as a baby. In early adolescence, he joined a gang with his three older brothers and spent many years in and out of the streets.
Over time and after a particularly challenging several months in jail, Vichey came to accept responsibility for causing harm and made remarkable and longlasting changes in his life. He worked and volunteered as a street worker, seeking out his peers and helping young people leave gangs. He led peacemaking circles for gang peace efforts, helped launch the Via Project, and became a well-known young leader in the area. At age 23, Vichey was tragically killed in an industrial accident; he is survived by his mother, brothers, and son, Allen. Despite his young age, Vichey had become a wise person that everyone at Roca loved and admired. To this day, Vichey’s impact on Roca can be felt strongly. He would have been inspired by Roca’s transitional employment programming, and he, more than any of us, would be able to recognize and appreciate those awarded the Vichey Phoung Peace Award.
Roca’s Vichey Phoung Peace Award recognizes Roca participants who, through their hard work and determination, have achieved substantial positive change in their lives, exemplifying the transformation which Roca seeks to bring about in all of the young people it serves. We believe that all young people, regardless of their challenges, are able to change, grow and lead and that peace is something we learn, practice and promote. With this award, Roca also expresses its gratitude to outstanding community leaders for their invaluable support of our work.

2022 VICHEY PHOUNG AWARD RECIPIENTS RODERICK HAMILTON Roca Boston participant When Roderick began to work with Roca in 2017 the odds were stacked against him. He was involved with gangs and gun violence, and had experienced a number of run ins with law enforcement. He was involved in a troubled relationship, and the adults in his life simply could not provide the stability that this young man needed. Relentless outreach and transformational relationships with Boston staff and youth workers helped Roderick see possibility in himself. Roca taught Roderick cognitive behavioral theory (CBT) tools for emotional regulation, put him through a workforce readiness curriculum, and helped him find job placement opportunities— but the real change began when he started to show up for himself and not for us. After 5 years with Roca Boston, Roderick has put guns and gang involvement behind him and now proudly identifies as a welder. He is steadily building a competitive career for himself. After successfully completing a trial placement at Lou’s Custom Exhaust, he has been hired full-time and we are proud to report that he is on track to take on a management role there.
JOSE LEAL CARTAGENA Roca Lynn/Chelsea Participant Jose came to Roca five years ago after being referred to the Central American Youth Initiative by Chelsea High School. He struggled with quick, emotional reactions to conflict that undermined his progress in school, exposed him to criminalization, and placed his immigration pathway in jeopardy. At Roca, Jose formed strong, lasting relationships with staff, particularly Victoria Ramirez Morales, Program Manager for the Central American Youth Initiative. Victoria taught him to use his past decisions as learning opportunities and to prioritize his values over his emotions. Jose began to plan for his future—albeit cautiously, knowing that his immigration pathway was uncertain. Despite setbacks Jose kept coming back to Roca, participating in programming, learning CBT and healthy habits, training in workforce readiness, and attending peacemaking circles.

Jose’s positive choices paid off in June 2021, when a judge recognized his potential and granted him permanent residency in the US. Now Jose has taken on significant responsibility for his younger siblings while maintaining employment in the culinary industry, and was even promoted from line cook to sous chef. Once he learned to see his education as an asset rather than an obligation, he returned to high school and is on track to graduate this spring. Jose has become a mature role model for younger participants, touching lives by sharing his experiences and demonstrating that change is possible.
MARINA ROQUE Roca Chelsea Young Mothers Program Participant When Marina was referred to Roca in the fall of 2018, she was grappling with trauma unimaginable to most. She had fled El Salvador just months before, pregnant and with a oneyear-old baby in tow, after losing all her family members and the father of her children to gang violence. At just 18 years old, a lifetime of abuse, victimization, and violence had left her feeling hurt, angry, and alone. Afraid to accept help or let anyone in, Maria found herself unable to cope with her feelings or be the parent she wanted to be. Maria’s youth worker taught her CBT, which helped her navigate her emotions, heal from her trauma, and manage her anger—which in turn helped her become an engaged and supportive parent to her two beautiful daughters. Marina began to believe in hope, and after being granted asylum in the US, she has started to find stability. After almost four years, Marina has become a positive example for other Roca young mothers. She has earned her high school diploma and driver’s permit and is becoming increasingly fluent in English. She was successfully placed in a shelter and is on her way to getting subsidized housing of her own. After completing Roca’s Transitional Employment Program, she is currently applying to education and training programs to build a career for herself in industries where she can bring her warm, happy, and outgoing personality to work.
