1. FOREWORD

Foreword The rate of returns to the Census has risen consistently since 2010 and for the first time in recent memory has reached 100%. I congratulate all those in schools, dioceses and the central office who deserve credit for this considerable achievement and particularly Robert Rushworth CES data manager and his team, who have striven to ensure that the information submitted is both comprehensive and accurate. This makes our task of representing the Catholic sector that much easier, as we can demonstrate that our statistical base is robust.

This is the second year that our statistics have been presented separately for England and for Wales, but it is essential not to forget the wider picture. Catholic schools in England are part of the 2245 Catholic schools (1806 primary, 374 secondary, 50 all-through and 15 sixth-form colleges) in the territory of our Bishops’ Conference educating 845,762 pupils. In turn this constitutes almost 10% of pupils in Catholic schools across the continent of Europe, and is a significant contribution to Catholic education worldwide.

Accurate information that is clearly presented and expertly analysed enables the CES more effectively to achieve its two main functions: to represent the Bishops’ Conference to government and other national agencies; and to support the dioceses in carrying out their educational functions. I and my colleagues in the office continually refer to the Digest in our meetings with the Department for Education and with other bodies: it enables us, for example, to demonstrate the inclusiveness of our schools and the buoyancy of recruitment to them, as well as their success in fulfilling their religious role as shown in the almost total attendance at collective worship.

I know too that for some dioceses the Census and Digest have helped to inform discussion and to frame action plans; it is hoped that this influence can increase. Some issues demand scrutiny, and perhaps action, at diocesan level. These include, for example, varied staffing of Religious Education in secondary schools, potential under-resourcing with education support staff in a few dioceses, possible under-representation of minority ethnic staff in leadership positions and the future of schools with small numbers of Catholic pupils.

As well as thanking the data manager I wish to record my thanks to Anthony Carroll who was indefatigable in chasing non-returns; to Rebekah Hayward who helped to present the data in digestible form; and to Peter Irvine CBE, former H.M. Inspector, who wrote the text.

For the first time this Digest is based on returns from all the Catholic schools in England. This is a notable achievement and reinforces the credibility of the Digest and of other work deriving from the Census. Catholic schools represent one in ten of all schools in England: comprehensive data enables the CES to ensure that the sector plays its proper part in the national debate about education.

Of course, reports need to be accurate as well as comprehensive. In this respect also improvements can be cited: more accurate information about teachers of Religious Education (RE) and about teachers with additional qualifications such as the National Professional Qualification for Headship (NPQH) and the Catholic Certificate in Religious Studies (CCRS) helps to make discussion about these matters better informed.

Some aspects continue to cause problems: uncertainty about the definition of school federation and executive headship has led to over-reporting in this area; lack of clarity about the meaning of pupils with special educational needs (SEN) but without statements caused a few mainstream schools to include all their pupils in this category. Nonetheless the quality of most schools’ reporting is high and provides a firm foundation for the Census.

This document follows the pattern of recent years: sections on schools, pupils and teachers, supplemented by Appendices giving more detail for readers who need it. Attentive readers will notice that the ‘White Eastern European’ grouping has been subsumed into the ‘White Other’ group in the ethnicity tables, to facilitate comparisons with the national census. The presence of some information about Cardiff archdiocese in a document about schools in England is explained by the historical curiosity that a handful of schools in Herefordshire are administratively within the archdiocese of Cardiff (see footnote on page x).

Debate about the use of the Income Deprivation Affecting Children Index (IDACI) to supplement free school meal data continues at national level. For this reason summary data from the index is again included at Appendix 4.

The national census for January 2014, published in June 2014, showed a small overall increase in the number of schools, the first annual increase since 2004: there were 24,347 schools compared to 24,328 in January 2013. This figure included four more primary schools and 48 more secondary schools, several of these free schools, university technical colleges or studio schools. These increases were partly offset by decreases in the number of Pupil Referral Units (PRUs), nursery schools and independent schools (two fewer since 2013). The increase in the number of secondary schools occurred despite the continued decline in numbers of secondary age pupils.

In the primary phase the Catholic sector mirrored the comparative stability shown in the national census: the CES Census1 showed two fewer Catholic schools than in 2013: one school in Southwark diocese closed (St Philip Howard) and in East Anglia diocese an infant and a junior school in Norwich merged to form one school (St Francis of Assisi).

In the secondary phase there was less change in the Catholic sector than nationally: in particular, fewer new schools have been established. In fact, two schools closed and a new school was created, leaving the total lower by one. The closures were in Leeds (St Catherine’s High) and Liverpool (Christ the King joint school). The new school was opened in Westminster (St Richard Reynolds).

The Catholic independent sector reported three fewer primary schools. One in Clifton became a free school and is no longer under the aegis of the diocese (St Anthony’s); in Portsmouth, De La Salle primary joined the secondary department to become part of the new all through school; and in Salford, St Mary’s Hall joined the senior department of Stonyhurst College. As a result of these two mergers there were two fewer independent secondary schools and two more all through schools: the latter increase was partly offset by St Dominic’s non-maintained special school in Arundel & Brighton ceasing to be a Catholic school.

10. In the maintained sector, Catholic schools continued to make up 10% of all primary and secondary schools. Catholic independent schools represented 5.5% of the total number of independent schools in England. The high proportion of all through schools continued to be a notable feature of the independent sector, both Catholic and national, and as reported above the

In January 2014 the national census showed a continued increase in the number of academies4: 1789 primary academies, about 11% of all primary schools; and 1893 secondary academies, 57% of all secondary schools.

The number of Catholic schools converting to academy status increased to 227, an increase of almost 60% since 2013. The rate was higher amongst primary schools, where the number had nearly doubled to 133 (74 in 2013), but much slower in the secondary phase, where the increase to 94 was just over 30% more than the 71 in 2013. Overall in January 2014 about 8% of Catholic primary schools were academies and 28% of secondary schools. Four dioceses had no academies (Arundel &Brighton, Lancaster, Middlesbrough and Salford) while in Nottingham more than half the schools in both phases had converted.

The reporting of federal arrangements has become increasingly problematic for several reasons, including the variety of clusters of schools in groups of academies. Some reporting issues in the past have also become evident, leading to the recording of larger numbers of hard federations in recent years than was really the case. Corrected figures for 2014 show 22 primary schools in hard federations, eight of these federations having a shared head teacher. In the secondary phase four schools were in hard federations, two of which had a shared head teacher. Informal collaborative arrangements with other schools were reported by 71 primary schools and 35 secondary schools.

merging of closely related primary and secondary schools suggests that this will increase. This characteristic makes comprehensive comparisons with maintained schools problematic, since almost all of the latter group are either primary or secondary schools.

14. Table 1 includes 28 schools run jointly with other Christian bodies: one less than in 2013 since

the closure of Christ the King Learning Centre in Liverpool archdiocese. The pupils and teachers in these joint schools are included in the data throughout this document. This explains slight differences from the national census figures for Catholic schools.

15. Appendix 1 gives details of the numbers of schools by governance and by diocese; it also lists

particular groups of institutions, such as the joint Christian schools, non-maintained special schools and sixth form colleges.

Size of Catholic Maintained Schools and Colleges On average, Catholic primary schools had 254 pupils, rather more than in 2013 and close to the national average of 263. Catholic secondary schools had an average roll of 957 pupils, almost identical to the national average of 956. The comparatively small number of sixth form colleges means that averages have to be treated with caution. With this caveat, Catholic sixth form colleges tend to be larger than colleges nationally: the average roll for Catholic colleges was more than 1800, while for all sixth form colleges nationally the average roll was around 1600. Almost all Catholic sixth form colleges increased their rolls since 2013, the overall increase being greater than 6%.

17. The varied age ranges for which independent schools cater and the fairly small number of

schools make comparisons with the maintained sector very fragile. With these caveats the average roll for independent schools providing mainly for the primary age range was about 212, for secondary schools 400 and for all through schools 416. The example of the all through schools makes clear the limited use of such averages: one of the schools had more than 1200 pupils from nursery to age 18 but eight schools had fewer than 100 pupils. Most of the smaller all through schools provide wholly or partly for pupils with special educational needs (SEN).

18. The fact that Catholic independent schools form 5.5% of the total number of independent

schools but provide for about 7% of all independent school pupils (see table 5 below) suggests that Catholic independent schools tend to be slightly larger than average for the sector. National average sizes by phase of education are almost impossible to derive for independent schools, since many are not members of one of the associations which publish annual data.

Sixth Form Size

19.The overall profile of sixth form size in Catholic schools has remained fairly constant for the

last three years. The average Catholic maintained school sixth form had 213 students on roll, the national average being around the same figure. The average for Catholic independent schools with sixth forms, excluding special schools, was 112. Independent schools nationally tend to have smaller sixth forms, though the range of sizes is so wide that the notion of an average is not very useful.

20. The national census 2014 reported 8.3 million pupils in schools5, a one percent increase since January 2013. Primary numbers rose more than in previous years, by 2.5%, while secondary numbers fell by 0.9%. Numbers in independent schools fell very slightly, by just over 0.1%.

21. In the Catholic sector numbers followed the same pattern as last year: with slightly lower in-

creases than nationally overall and in primary schools, offset by a decrease in secondary numbers virtually identical to the national figure. Catholic primary numbers rose by 1.3% while secondary numbers fell by 0.9%, resulting in an overall increase in Catholic maintained schools (not including sixth form colleges) of about 0.3%. The population in Catholic independent schools fell by about 0.6%.

4. THE PUPILS

The dioceses did not show much variation from the national trends, except for Leeds, where the overall pupil population in maintained schools and colleges appeared to have fallen by 1.4%, chiefly because of a drop of almost 5% in the number of secondary age pupils (the closure of St Catherine’s High School was a major reason for this).

As in previous years, Catholic maintained schools in England educated almost exactly 10% of all pupils, with the same proportions at primary and secondary levels. Catholic independent schools provided for slightly more than 7% of all pupils in independent schools and their pupils constituted just over 5% of all pupils in Catholic schools. Appendix 2.1 gives a detailed breakdown of numbers of pupils by phase in the dioceses.

Catholicity

24.

The proportion of Catholic pupils in maintained schools and colleges decreased slightly once again, to 69.5% compared to 70.2% in 2013. If only the schools are considered, the figure was 70.5% (71% in 2013). For the independent sector, the proportion was 36.7%, hardly different from the figure for 2013. As for last year the percentage figures do not tell the full story: in the primary phase the number of Catholic pupils recorded actually increased by about 9,000, but the total number of pupils recorded also rose, by about 12,000. In secondary schools the number of Catholic pupils was almost identical to the figure for 2013, but the total number of pupils whose affiliation was recorded rose by about 7,000.

25. Table 6B shows no change in the primary phase: the overall decrease was caused by lower proportions in secondary schools and the colleges. In the independent sector proportions pre- and post-age 11 did not show much variation: an average of 38% primary and 36% secondary.

Table 6C shows the proportions of Catholic pupils by year group. The figures show fairly consistent proportions across the primary phase which suggests that in primary schools the overall proportion has stabilised and is unlikely to decrease very much in the short term. Proportions in the earlier secondary years, particularly in year 7, were lower than in subsequent years; if this continued the overall proportion in the secondary phase would continue to decrease. In the independent schools proportions were fairly consistent across year groups in both phases: close to 38% in years 1-6 and to 36% in years 7-11.

27. The dioceses showed familiar variations: Westminster with the highest proportions â&#x20AC;&#x201C; 85% over-

all (90% primary, 81% secondary) â&#x20AC;&#x201C; with Brentwood 80% (84% primary, 76% secondary). Liverpool had 76% overall and Arundel & Brighton 75%. Plymouth continued to have the lowest proportions with 39% (42% primary, 34% secondary). Hallam and Lancaster were the only other dioceses with overall proportions below 60%: Hallam with 55% (50% primary, 62% secondary) and Lancaster 57% (58% primary, 56% secondary). Appendix 2.2 gives details for all dioceses.

Table 7 shows how the proportions of Catholic and non-Catholic pupils varied in more detail: the average 70% Catholic/ 30% non-Catholic summarises a wide range of very different situations. The table shows that the proportion of schools with fewer than 10% non-Catholic pupils remained at around 23% and the proportion with more than 50% non-Catholic pupils rose slightly to 21% (20% in 2013). In four schools non-Catholic pupils made up more than 90% of the total roll, compared to one such school in 2013.

In the independent sector only one school had fewer than 10% non-Catholic pupils and about 80% of schools had more than 50% non-Catholic pupils.

30. In the primary phase the balance of boys and girls was almost equal: virtually identical in

years 1 and 5, showing a slight preponderance of girls in years 2 and 4 and a slightly greater preponderance of boys in years R, 3 and 6 (overall 50.1% boys/49.9% girls). These figures mirrored the national situation.

31. Catholic secondary schools presented the same imbalance as in previous years in years 7-11,

where the overall figures in Catholic schools were 49.2% boys/50.8% girls, reversing the national position. The 334 secondary schools include 38 girlsâ&#x20AC;&#x2122; schools and 27 boysâ&#x20AC;&#x2122; schools, which may explain this anomaly. Post-16 boys formed 46.3% of the total, girls 53.7%, which was close to the balance nationally. In the colleges the proportion of girls was higher still: 43% boys/57% girls.

32. The independent sector had a majority of girls at all levels: 47%boys/53% girls overall in years R-6; 44% boys/56% girls in years 7-11; and 44% boys/56% girls in years 12-13 also.

Withdrawal from Collective Worship

33. Withdrawals from collective worship remained very unusual: never more than 0.02% in any diocese and averaging 0.01% nationally. The number reached double figures only in Liverpool (17), Salford (14) and Westminster (22), the last mainly because of 18 withdrawals in one sixth form college. The number increased in the independent sector to 0.02% (0.01% in 2013), but this represented only nine pupils nationally.

4. THE PUPILS

School Uniform

34. Almost all Catholic maintained schools (more than 99%) and all independent schools required

the wearing of an approved school uniform. In more than half the dioceses all maintained schools did so. The proportion of maintained schools making some allowance for the needs of other religions in their published uniform policy remained at 83.5%, as in 2013. The proportion seemed to decrease in independent schools from 69% to 60%, though this may result from variable interpretation of this question in the Census.

Ethnicity

35. The national census for 2014 reported that in primary schools 29.5% of pupils were from minority ethnic origins, interpreted as those not in the White British category. In secondary schools the figure was 25.3%. Both figures were about 1% higher than in 2013. In the primary phase about half of the increase resulted from increased proportions in the White Other group, with additional small increases in the Mixed/Dual, Asian/Asian British and Other categories. In the secondary phase there was a smaller increase than in the primary phase in the White Other group and slightly bigger increases in the Mixed/Dual, Asian/Asian British and Black/Black British groups.

36. Catholic schools were more diverse: the proportions of pupils from minority ethnic groups

were 35.9% in primary schools and 31.4% in secondary schools. The greater part of the difference resulted from higher proportions of White Irish and White Other pupils (mainly from Eastern Europe), but there were also higher proportions in the Mixed/Dual, Black/Black British and Other categories. Catholic schools continued to have smaller proportions of Asian/Asian British pupils, though the proportions had increased since 2013.

37. The figures for independent schools showed 15.3% pupils as unclassified. This does not allow

confident deductions; lower than average proportions of pupils in the Mixed/Dual, Asian/Asian British and Black/Black British groups continued the pattern of recent years as did the higher than average proportions of Chinese and White Other pupils.

38. Overall the sixth form college sector had the lowest proportion of White British students,

though this was by no means equally the case in every college, since they reflect the variations in the parts of the country they serve. Colleges in Liverpool and Shrewsbury dioceses had largely White British students, while the four London colleges were extraordinarily diverse, none having more than 20% of students classified as White British.

Diocesan analysis shows the same patterns as in previous years. Six dioceses had more than 80% White British pupils: Liverpool (89%), Hexham & Newcastle (87%), Shrewsbury (85%), Lancaster (84%), Middlesbrough (83%) and Plymouth (83%), though all of these had about one percent less than in 2013. The most ethnically mixed dioceses, with fewer than 45% White British pupils, were Brentwood (44%), Northampton (41%), Southwark 36% and Westminster (34%); these too had slightly fewer in this category than in 2013. Details for the dioceses are in Appendix 2.3.

Free School Meals

40.

As in 2013, the Catholic Census for 2014 asked schools to report two numbers for free school meals (FSM): both the number for 2014 and for the six years previously (known as the FSM Ever 6 figure), because entitlement to the pupil premium depends on the latter figure. In tables 10A and 10B below, column four records the first of these figures and the final column records the second. The national census tables give averages for free meals taken in 2014 but not separately for the â&#x20AC;&#x2DC;ever 6â&#x20AC;&#x2122; figures.

41.

In the national census the overall percentage of pupils known to be eligible for and claiming free school meals was 16.3%, down from 17.1% in 2013. The overall figure for Catholic schools was 13.9%, compared to 14.1% in 2013, showing that the gap between Catholic schools and the national average has narrowed from 3 percentage points to 2.4 percentage points.

44. However, it remains problematic that the free school meal figures for Catholic schools are in-

consistent with other measures of disadvantage such as the Income Deprivation Affecting Children Index (see Appendix 4), which appears to show that pupils in Catholic schools come disproportionately from more disadvantaged areas.

The dioceses with the fewest disadvantaged children on the FSM measure were Arundel & Brighton, Clifton and Portsmouth, all having well below 10% overall. Liverpool with almost 18%, Salford (16.7%) and Birmingham (16.4%) had the most disadvantaged children. Most dioceses showed a slight decrease since 2013; in Middlesbrough, Northampton and Southwark the decrease exceeded 1%. Appendix 2.2 gives details for all dioceses.

Looked after Children

46.

The number of children looked after by local authorities in England was 68,840 in March 2014, the latest date for which information was available. This number has increased by about 2% every year since 2009 and at the date of reporting was at the highest level ever. The greatest increase recently was in the numbers of young people over the age of 16. The number of children aged 4+ to age 15 was 39,060, about 0.6% of the general school population.

47.

The number of looked after children in Catholic schools also increased for the sixth year in succession: these children formed 0.41% of the school population. As last year the increase was small in most dioceses. In two the increase was greater: to 0.61% in Plymouth where the numbers were low but almost double the figure for 2013, from 35 to 62 children; and to 0.63% in Salford, from 420 to 478 children.

The national census figures for pupils with special educational needs (SEN), published on 4th September 2014, showed that the figures for pupils for whom statements of need had been written were almost identical to 2013: 1.6% overall in maintained primary and secondary schools, with 1.4% in primary schools and 1.9% in secondary schools. The proportions having SEN without statements had decreased to 15.5% overall in maintained primary and secondary schools: 15.2% in primary schools and 15.9% in secondary schools. This decline continues the trend of the past four years.

49.

In Catholic schools the proportions in both categories (with or without statements) showed the same relations to 2013 as the national figures: very similar proportions with statements but lower proportions without statements. However, in Catholic schools the proportions were slightly below the national average figures, as illustrated in Tables 12A and 12B

50.

In Table 12A the proportion of pupils with statements of SEN in independent schools now excludes pupils in the non-maintained special schools, where virtually all pupils have statements.

This gives a more accurate impression of the situation in most Catholic independent schools and explains the substantial decrease shown in the table: 1.1% compared to 2.6% or thereabouts in previous years. The proportion of pupils in independent schools with SEN but without a statement has remained around 11-12% for several years.

51. The diocesan figures were generally close to the averages and to figures for previous years.

For pupils with statements, East Anglia (2.1%) and Plymouth (2.6%), continued to have well above average proportions, while Hexham &Newcastle (1.0%) and Nottingham (1.0%) had below average proportions. Only in Liverpool was there significant discrepancy from previous years: the proportion with statements was 0.9% compared to 1.4% in 2013 and 1.2% in 2012.

Wrong reporting from one secondary school in previous years appears to have been the cause.

Concerning pupils without statements, Brentwood (11.6%) and Portsmouth (12.5%) continued to have below average proportions, while Liverpool (16.0%) and Plymouth (17.3%) were above average. Appendix 2.2 gives details for the dioceses.

Post-16 Retention

52. This part of the Digest attempts to record the numbers of pupils in year 11 who continue their education in a Catholic institution after that age. It is subject to the same caveats as in previous years: the data is much more difficult to collect in some areas than in others because of the diverse provision of post-16 education across the country.

53. The overall retention rate for maintained schools was slightly higher than in recent years, 45%

compared to 43.5% in 2013 and 2012. The figure rose substantially for the independent sector, to more than 68% compared to 59.5% in 2013. The reasons for this are not clear. Table 13 gives the details.

Results for individual dioceses reflect the different organisation of education and particularly the difficulty for 11-16 secondary schools of collecting information about the destinations of their pupils. Six dioceses had overall retention rates above 50%: five of these the same as in 2013, Brentwood, Hexham & Newcastle, Leeds, Northampton and Westminster, joined by Southwark where the return rate of year 11 students to the same schools rose by 10%. Lancaster, Portsmouth and Salford had the lowest rates, as in recent years, but this may reflect the problems of collecting the data more than the real situation of students.

Leadership Teams

55. The proportion of schools reporting an unfilled headship vacancy rose at primary level to 4.6%,

the highest since 2006 when the figure was 6%. At deputy/assistant head level the rate rose to 5.3%, higher than in the last three years and at about the same level as in 2010. The average time a headship vacancy existed was 1.4 terms, almost identical to last yearâ&#x20AC;&#x2122;s figure. For deputy posts the time was nearly two terms and for assistants rather less than one term; these intervals have remained constant for three years.

56. The larger dioceses, with more than one hundred primary schools, were all close to the aver-

age figure for heads vacancies, except for Hexham & Newcastle with only one vacancy (0.7% of the schools) which was well below average. Of the other dioceses only Arundel & Brighton with 11% (6 schools) and Northampton with 13.5% (5 schools) had disproportionate numbers of unfilled posts. At deputy/assistant level Southwark had 11% unfilled posts, and both Brentwood and Lancaster had 9%.

57. In the secondary phase the unfilled vacancy rate for heads was 2.7% (nine posts), amongst the lowest since 2007: only in 2011 was the rate lower, at 2.1%. For deputy/assistant headship posts the figure was 17% (9% of deputy posts and 8% of assistant posts), the highest yet recorded. Most headship vacancies had existed for one term and deputy headship vacancies for two terms, the same periods as in the last two years. Assistant headship vacancies had existed for only about half of one term, rather less than in recent years.

58. Eleven of the nineteen English dioceses had no vacancies for secondary headship, seven had

one and only Leeds had two vacancies. At deputy/assistant level three dioceses had ten unfilled posts: Birmingham needed five deputies and five assistants, Shrewsbury three deputies and seven assistants and Southwark six deputies and four assistants. The first two of these dioceses also had the most vacancies in 2013 and the numbers have increased in 2014.

59. Leadership remained very stable in the sixth form colleges. No changes were reported at prin-

cipal level and only one at deputy/assistant level. For this reason the colleges are not included in the table below.

In primary schools the ratio of women to men heads was 72/28, close to the figures for the previous two years. At deputy and assistant head level the balance was also very similar to previous years: 81/19 at deputy and 86/14 at assistant level.

In secondary schools the ratio of women to men heads was 35/65, equalling the highest proportion of women reported in 2010. The balance at deputy and assistant levels was similar to previous years: 46/54 for deputies and 51/49 for assistant heads.

63.

In independent schools overall (the variety of age ranges makes a phase breakdown impossible) women held 45% of headship positions, a lower proportion than in the maintained sector overall where the composite figure across phases was 65%. In independent schools, women held 55% of deputy posts and 60% of assistant headship posts.

66. The table suggests that the proportion of Catholic staff remained consistent in the sixth form

colleges but decreased slightly in primary and secondary schools since 2013. A similar decrease was evident in independent schools, though for the reason given above, phase analysis for the independent sector is not helpful. The figures show that, though the rate of change is slow, the proportion of Catholic teachers has continued to decline since 2008, when the proportions were 71% in the primary phase, 48% in the secondary phase and 38% in the colleges. In the independent sector the proportion in 2008 was 42%.

67. Proportions of teachers holding the Catholic Certificate in Religious Studies (CCRS) followed a

similar pattern since 2013, of slight decline in primary and secondary phases and consistent figures in the colleges. Compared to 2008, however, the figures showed a more substantial decline: from 33% in primary schools, 9% in secondary schools and 6.1% in the colleges. The independent school figure rose slightly since 2013, when it was 4.9%, but nonetheless had decreased substantially since 2008, when 8.2% of teachers held the certificate.

with most and least Catholic teachers: Salford (64%) and Liverpool (61%) with the highest proportions and Clifton, East Anglia and Plymouth with the lowest, all below 40%. As last year, ten of the nineteen English dioceses reported fewer than 50% Catholic teachers. The proportions of teachers holding the CCRS also decreased fairly evenly across dioceses, with Liverpool (26%), Salford (23%) and Lancaster (20%) continuing to report the highest proportions.

69. The numbers holding or studying for a masters degree in Catholic education decreased since

2013: 229 teachers held this kind of qualification (252 in 2013) and 111 were studying for one (139 in 2013). Appendix 3.3 gives details about Catholicity and the CCRS by diocese.

70. Table 16 shows almost no change to the staffing of Religious Education (RE) teaching compared to 2013. In primary schools two-thirds of teachers taught RE, presumably as class teachers to their own classes. The proportions of specialists in the subject (3.6%) and of teachers teaching the majority of a timetable of RE (0.8%) remained virtually the same. The number of schools where at least one class was taken by a teaching assistant (TA) remained low at 154, representing about 9% of schools.

71. Although the situation in the secondary sector was virtually identical to 2013, it should be

noted that the figures for that year were the lowest reported in recent years. The proportions of specialists (6.4% compared to 6.5% in 2013) and of staff teaching RE (8.6% compared to 8.7% in 2013) were very slightly down, while the proportion of those teaching the majority of a timetable (6.1% compared to 6.0% in 2013) was very slightly up. The number of schools where some teaching was done by a TA was the highest yet recorded, 23 schools representing 7% of all Catholic secondary schools. As noted last year, more information about the amount of time devoted to RE as a proportion of the whole curriculum would be needed to fully interpret these figures.

72. In the sixth form colleges it seems likely that most RE teaching was done by specialists but

that several other staff in each college taught some RE. As the proportions of specialists and of staff teaching RE had both declined slightly, it is possible that less time was allocated to RE, but without more information this remains a hypothesis.

73. For the independent sector the data is not divided into separate phases for the reasons ex-

plained above (see footnote to Table 5). The overall figures show that the proportion of staff teaching more than half a timetable of RE increased very slightly (4.0% compared to 3.9%), but

74.The dioceses were generally close to the average figures. The proportion of specialists was

lowest in East Anglia and Portsmouth: only 3.4% globally, much lower than the 5.0% national average. Hallam and Nottingham reported 4.7% of teachers taking more than half a timetable of RE (across both phases) compared to the national average of 3.5%. Birmingham (33 schools) and Salford (23 schools) had the highest number of schools where a TA took some RE lessons.

the proportions of specialists (5.1% compared to 5.7% in 2013) and of those teaching some RE (17.1% compared to 18.1%) had decreased. The pattern in the independent sector is closer to maintained secondary schools than to primary schools, perhaps reflecting the high proportion of all through schools, where specialists may teach younger as well as older pupils.

Ethnicity

75.The national census of the School Workforce (SWF) in England, conducted in November 2013

and published in April 2014, showed 88.0% of teachers in all maintained schools were classified as White British and 93.2% in the various White groups. Those in the Asian/Asian British groups formed 3.3% of the workforce, in the Black/Black British groups 2.0% and in the Mixed/Dual groups 1.0%. The workforce has become slightly more diverse since the previous survey, with lower proportions in the White British group and slightly higher proportions in most other categories.

76.

Catholic schools had 82.0% classified as White British and 92.2% in the white groups: the lower proportion of White British almost balanced by higher proportions in the White Irish and White Other groups. In other respects Catholic schools largely mirrored the national pattern, except that they had fewer teachers from the Asian/Asian British categories. As noted last year, staffing in secondary schools nationally was more mixed ethnically than in primary schools and Catholic schools followed this pattern. In particular, Catholic secondary schools had more teachers in the Asian/Asian British and Black/Black British categories than Catholic primary schools.

77.

The Catholic independent sector showed higher proportions than in maintained schools (including Catholic schools) in the White Other group and fewer in the Mixed/Dual, Asian/Asian British and Black/Black British groups. However, the rate of non-returns for staff in independent schools remains too high to permit generalisations about trends in the ethnicity of staff.

78. Analysis by diocese shows the northern dioceses as the least ethnically mixed, Lancaster hav-

ing almost 95% in the White British group, with Hexham &Newcastle (93.9%), Middlesbrough (92.9%) and Liverpool (91.2%) not very different. The ‘London’ dioceses were the most mixed, Westminster having 59.9% White British, Brentwood 64.8% and Southwark 65.8%. As in previous years, the last three dioceses, together with Birmingham, accounted for the majority of teachers in the Mixed/Dual (61%), Asian/Asian British (68%) and Black/Black British groups (87%).

79. Table 18 shows little change from previous years, apart from very small increases in the num-

bers of senior team members from the Asian/Asian British and Black/Black British categories.

Leadership teams continued to be less ethnically diverse than the staff as a whole and primary teams were generally less diverse than secondary teams. The SWF tables show ethnic data for heads and for deputy/assistant heads separately, which does not facilitate national comparisons for leadership teams as a whole, but consideration of the available data suggests that in Catholic schools teams were slightly less diverse than nationally, with fewer members from the Mixed/Dual, Asian/Asian British and Black/Black British groups.

80. The independent school figures show slight increases in the proportions from the Mixed/Dual

and Asian/Asian British groups, but the numbers are too small to permit generalisation: for the independent sector, 0.2% indicates one teacher. The percentage of 6% in the ‘not known’ category was the lowest ever, though still much higher than for maintained schools.

81. The SWF data show that 93.9% of maintained school heads were White British, a decline from

94.4% in the previous census. Proportions from the other groups with significant numbers were 0.6% Mixed/Dual, 1.1% Asian/Asian British and 0.9% Black/Black British, all slightly greater than in the previous census.

82. In Catholic maintained schools 95% of heads were White British (84.1%) or White Irish (10.9%),

and another 3.1% were in the White Other group. The proportions from non-white ethnic groups were identical to 2013, with 0.3% Mixed/Dual, 0.3% Asian/Asian British and 0.4% Black/Black British, all rather lower than for all schools nationally. It is noteworthy that the ethnic composition of the teaching staff in Catholic schools was close to the national profile but that fewer teachers from the non-white ethnic groups were appointed to senior positions.

The independent sector appeared to have no heads from non-white groups.

Changes in the classification of education support staff (ESS) continue to make national comparisons hazardous: this explains the lack of national averages in the table below. The SWF showed small improvements in the provision of ESS nationally and Catholic schools seemed to follow this pattern although the small improvement was not always reflected in the global figures: for example, in 2013 the overall ratio for Catholic primary and secondary schools was 0.81 and in 2014 it was 0.84, but both figures round down to 0.8.

Independent schools reported a lower level of this kind of support than maintained schools, but nonetheless slightly improved on previous years (0.4% in 2013). The figure for sixth form colleges was virtually identical to that for 2013.

In Catholic maintained schools half of ESS were themselves Catholic, as in 2013. The figure for primary schools was 56.4%, slightly lower than 57.0% in 2013 but the secondary figure at 35.2% was higher than the 34.2% in 2013. The 37.5% reported in the colleges remained close to the 2013 figure of 37.0%. In independent schools the proportion of Catholic ESS fell to 26.9%, the lowest yet recorded.

The dioceses showed the same pattern as in previous years: most were close to the average figure but Plymouth (1.2), Northampton (1.04) and Portsmouth (1.04) appeared to be generously resourced with ESS while Hexham &Newcastle (0.57) seemed under-provided. The reasons for these differences are not at all obvious: reporting issues may be a factor but diocesan scrutiny is needed to establish the facts.

The diocesan figures for the Catholicity of ESS resemble those for teaching staff, as might be expected. Westminster (64%), Liverpool (58%) and Salford (56%) had the highest proportions, while Plymouth (32%) and Clifton (33%) had the lowest.

It is generally accepted that poverty hinders children’s educational achievement and that government resources need to target the poorest children. Measuring the level of poverty of individual children is complicated and because of this indicators of poverty are commonly used instead: in different contexts such indicators have included parental occupation, parental qualifications and family income. None of these is perfect, but a measure closely linked to family income – eligibility for free school meals – is most frequently used in England today. As the government select committee report Underachievement in Education by White Working Class Children (2014) summarised the situation, ‘free school meals data is readily available, has the advantage of being easy to conceptualise, and has been consistently collected for many years.......pragmatism has led us to pursue analysis of free school meals data as an insight into the issue (of underachievement).’

The select committee report makes clear the imperfections of free school meal data, for example, quoting evidence to show that there are around 700,000 children living in poverty who are not entitled to receive free school meals. It also referred to a national under-registration rate (parents who may be eligible but do not apply) of about 11%. Despite these limitations the committee concluded that ‘entitlement to free school meals....is a useful proxy for poverty which itself has an association with educational underachievement’.

The Income Deprivation Affecting Children Index (IDACI) is another measure of the level of disadvantage experienced by children aged 4-16. It takes account of levels of income deprivation in the areas where children live and can be used to chart the proportions of pupils coming from the most deprived 10% of areas, the 10% next most deprived, and so on. The index is widely used, for example by Local Authorities when allocating deprivation funding: in the financial year 2013-4 £3.5 billion was distributed to schools based on IDACI measures of deprivation and low prior attainment, in addition to the £2.5 billion allocated as pupil premium.

The horizontal axis represents the level of deprivation, starting with the most deprived 10% of areas on the left and continuing in deciles to the least deprived 10% on the right. 92. The first pair of columns shows that 10% of all primary school children lived in the most de-

prived 10% of areas, compared to 19.2% of children at Catholic primary schools. The second pair shows that 11.9% of all children lived in the next most deprived area, compared to 13.8% of children at Catholic schools, and so on. Fewer children in Catholic primary schools came from the more advantaged areas to the right of the graph.

93. The findings here are broadly similar to those for the primary sector, showing that pupils at Catholic secondary schools came disproportionately from more deprived areas.
