BREWSTER 2022-23 From Sunrise to Sunset, Brewster has it ALL! In this issue of Best of Brewster, we are celebrating Brewster’s cultural richness. Two concepts that are inexplicitly linked are ecotourism and cultural attractions: we explore that idea on page 31-32. Clare O’Connor-Rice is the new chairperson of the Brewster Cultural Committee, and she is encouraging Brewster businesses to get involved on page 27. Former chamber member and journalist Joan Graham shares a quick trip through a year of cultural activities in Brewster on page 36. And interviews with Nancy Sheridan at Emerald Hollow Therapeutic Riding Center on page 28, and former Select Board member Jim Foley on page 46, shine a light on two long-standing cultural traditions: the Build a Better Mousetrap Award and Person of the Year! Brewster continues to be the perfect place to enjoy our cultural richness! Explore the Brewster Flats for sea life of near-microscopic size. Bring your favorite book and a picnic to the beach or Drummer Boy Park. Take a walk in the Punkhorn, Nickerson State Park or on one of the many short trails through conservation lands. Paddle board, kayak, or canoe on one of our ponds, or cast a line and do some fishing. Rent a bike and cruise the Cape Cod Rail Trail. Enjoy alfresco dining for a classic clam shack lunch or elegant dinner under the stars. And visit our many galleries, museums, farms, and shops. We have so much that you can do whether you are here for a short visit or live here year ‘round. Enjoy Brewster and all if has to offer! Regards, Ms. S. Kyle Hinkle Executive Director

BOATING AND FISHING Saltwater fishing in Brewster waters includes striped bass, bluefish, tautog, and flounder in the spring, summer, and fall, and cod in the winter. For charter fishing boats refer to the business directory: they are located at Sesuit Harbor in East Dennis, at Rock Harbor in Orleans, and Saquatucket Harbor in Harwich Port. Salt water licenses are now required unless you are on a chartered boat. There are no boat ramps at any of Brewster’s saltwater beaches. Refer to the Business Directory for charters available. Brewster also has more than 80 freshwater ponds, the most of any town on Cape Cod. As a result, a diversity of game fish including large-mouth bass, small-mouth bass, pickerel, trout, sun fish and perch may be found. There are boat ramps at Sheep’s Pond (3HP motor), inside Nickerson State Park (10HP), and at Long Pond and Upper Mill Pond. Jet skis are prohibited at all landings in Brewster. Licenses are required for both salt and fresh water recreational fishing in Massachusetts. • Saltwater licenses cost $10 for both residents and non-residents between the ages of 16 and 59. Fishermen 60 years of age and older must obtain a license (at no charge). Fisherman under 16 may fish for free and without a permit. Saltwater licenses can be obtained online at MassFishHunt.org • Fresh water fishing licenses vary in price due to state residency and length of use; information and licenses are available through MassFishHunt.org
SHELL FISHING IN BREWSTER To protect Brewster’s fragile shoreline, the harvesting of shellfish in Brewster is highly regulated and limited. In 2022, both nonresidents and residents of Brewster may apply for an annual shellfish license, available online at https://www.brewster-ma.gov/ beach-front; weekly non-resident permits are no longer available. Annual shellfish permits are valid from January 1st through December 31st. To contact the Shellfish Constable or Assistant call 508-896-4546.

WALKING AND HIKING Along Historic Old King’s Highway (map location C9 – D4) there is sidewalk from Robin’s Wood in East Brewster to Stony Brook Road, gently winding along under the canopy of trees that line the roadway. During the summer this sidewalk is active all day long with people walking (with or without their leashed dog) or jogging. Punkhorn Parklands (map location D3) is over 800 acres of conservation land owned by the Town of Brewster with wooded trails that pass by lakes, ponds, and marshes, begins at the end of Run Hill Road. There are miles of great trails, so wear your hiking boots. Nickerson State Park (map location C9) has 1900 acres managed by the MA Department of Conservation and Recreation (DCR). There are eight miles of roads, hiking trails, and bike trails that connect to the Cape Cod Rail Trail, weaving through the woods past eight freshwater kettle ponds in the Park. Download maps of the Park at http://www.mass.gov/dcr/parks/southeast/nick.htm. Nickerson also has 400 campsites that can be reserved: see the Business Directory for the Park’s contact and reservation information. The Town of Brewster and the Brewster Conservation Trust have established seventeen Pathways within conservation lands, ten popular ones that are listed here (please note all distances are round trip): Mother’s Bog (3.5 miles– F1): Satucket Road to Slough Road heading south 0.8 miles to the entrance. Quivet Marsh Vista (0.3 mile – D2): 341 Main Street 0.9 miles west from Drummer Boy Park. John & Kristi Hay Trail (0.6 mile – C3): across from Drummer Boy Park through the Stony Brook Valley. Lee Baldwin Trail (South Trail) (1.0 mile – D2): enter in the parking lot across Route 6A from the Cape Cod Museum of Natural History. No dogs permitted. Eagle Point (0.5 – 1.0 mile – E3): Stony Brook Road onto Run Hill Road for 1.2 miles. Eddy Sisters Trail (0.5 mile – C4): Route 6A to Lower Road 1.5 miles to the Community Garden. Eddy Bay Trail (1.0 mile – B5): Route 6A to Lower Road 150 yards west of the Community Garden. Crosby Landing (1.0 mile – B8): Route 6A to Crosby Lane ¼ mile to the West entrance to Nickerson State Park; park at the Crosby Mansion. John Wing Trail (1.3 miles – C3): Park at Drummer Boy. Explore the Rail Trail Extension through Harwich to Chatham, ending at Depot Road. Maps of the Trail are available at the entrance to the Brewster Visitor Center, located at 2198 Main Street in Brewster’s Town Hall. BEACHES Brewster is famous for the Brewster Flats, a phenomenon created by the ebb and flow of the daily tides when the waters recede more than a mile out of Cape Cod Bay to reveal sandbars, clam beds and tidal pools teeming with sea life. To experience this at least once a day, visit one of Brewster’s bay side beaches. From east to west these are: Crosby Landing, Linnell Landing, Ellis Landing, Breakwater Beach, Saint’s Landing, Mant’s Landing and Paines Creek. (Beach names correspond to the name of the road they are on; the exceptions are Saint’s and Mant’s Landings.) On all bayside beaches there are: portable toilets from Memorial Day to Columbus Day; no lifeguards; handicap access on some. Freshwater Ponds that have public beaches and landings include Long Pond (Crowell’s Bog Road off Rte. 124) where a lifeguard is on duty daily from 9am - 5pm, from June 15 to Labor Day; Sheep Pond (Fisherman’s Landing off Rte. 124), and Upper Mill Pond (Run Hill Road) where there is no lifeguard. Portable toilets at each beach June - Labor Day. Beach Parking Parking Permits are required at all Brewster beaches and ponds from June 15 – September 4, 2022, from 9:00 a.m. to 4:00 p.m. daily. No fees for walkers or bikers. All permits are on sale through the Town’s website: www.BeachPermit. Brewster-MA.gov. Important change for Visitors: Daily and Seasonal Permits are now fully electronic: a sticker is no longer needed on vehicles. Parking enforcement is done by scanning license plates to confirm they are permitted. The fine for parking without a permit is $40 per violation.
Please note: Beach Visitor Permits are only available online through www.BeachPermit.BrewsterMA.gov

CULTURE ABOUNDS IN BREWSTER! By Clare O’Connor-Rice
The Brewster Cultural Council is a volunteer board commissioned and supported by the Commonwealth of Massachusetts and the Town of Brewster to further art and culture in Brewster and Cape Cod for the benefit of Brewster residents. Brewster has an impressive concentration of artist studios and residences; open spaces that welcome music, arts, and crafts; sunset beaches which inspire painters, dancers, and musicians; and a community that is interested in all types of culture. This year, our residents demonstrated their positive energy and commitment to making our town even better through the purchase of the Cape Cod Sea Camps. On the Route 6A Bay Parcel there’s a wonderful arts and crafts building, an outdoor theater, and amazing opportunities for new things to happen. We are excited, as the Brewster Cultural Council, to have not only one of our members as an at-large participant in the Bay Planning Committee, but to also have a representative liaison from the Cultural Council, ensuring arts and culture will be part of the future here. We are determined to take advantage of new possibilities that will show our Town’s commitment to cultivate and share the vibrancy of arts and culture with both residents and visitors. Art, dance, music, literature--all versions of artistic expression-contribute to a sense of peace, happiness, and community by those who create it and those who experience it. So, who are we and what do we do? Our Council makes grants each fall to individuals and organizations to promote the arts, humanities, and sciences to foster a rich cultural life for Brewster residents. The Council also sponsors a monthlong art show of Brewster artists, nights of literary readings, concerts, and more, many in partnership with the Brewster Ladies Library. For 2022, we awarded close to $6,000 to 13 organizations and individuals for projects ranging from music and summertime readings to puppetry and dance. A full list (and how to apply for support/grants) can be found at www. massculturalcouncil.org/local-council/brewster.
In funding grant proposals, the Council determines the potential benefit to Brewster by taking into account the intrinsic merit of the project and considering whether the applicant is from Brewster, if the project involves Brewster residents, if the project takes place in Brewster or is easily accessible to Brewster residents, and if the project benefits underserved members of our community. Our Council is interested in knowing all present or potential cultural agents in town, to hear your perspectives, ideas, experiences, and interest in developing events, programs, installations, and an annual calendar. We are actively seeking to add new members to our current sevenmember board, especially hoping to meet the diversity, equity, inclusion, and access goals of the Massachusetts PHOTO CREDIT: JULIA CUMES, CAPE COD IMAGERY Cultural Council. BCC members serve a 3-year term and meet monthly. If you are interested in joining the Council, let us know at brewsterculturalcouncil@gmail.com. Second, we are encouraging more local artists and creative individuals to apply for grants. Last year the Council solved an issue that had discouraged individual grant applicants. We simplified our grant requirement process. Grant money is now given out soon after approval, requiring only a one-page report after completion of the cultural event. For more details and grant application information, visit www.massculturalcouncil.org/local-council/brewster. As you reflect on what your vision of a vibrant cultural community can be, please share your ideas with us via email (brewsterculturalcouncil@gmail.com) or drop us a note at the Town Administration offices. We hope you will participate in many of the cultural offerings in the Town, featuring our local artists, writers, actors, and dancers. Culture is something we build together, as artists of all kinds and as audiences and enthusiasts that bring art to fruition. We welcome you to become an active part of our cultural community!

EMERALD HOLLOW THERAPEUTIC RIDING CENTER: Brewster’s 2022 Build a Better Mousetrap Award Winner By S. Kyle Hinkle
When I asked Nancy Sheridan how long she has owned Emerald Hollow Farm, she surprised herself when she said, “21 years!” Initially, the farm boarded horses, held horse riding lessons, and trail rides for individuals and families wanting to explore Brewster’s Punk Horn Parkland conservation area on horseback.
The horses at Emerald Hollow are a pampered group! They see therapy clients for 8 weeks and then have a week off to rest. During that time, they have appointments with a chiropractor, massage therapist, dentist, farrier, and even have regular saddle fittings. In between, they are cared for and groomed by the staff and volunteers at the farm.

Today, Nicole Sheridan, the lead instructor, said they have 45 – 50 regular clients, coming from Latham Centers, Inc. and, also from the local VA and other groups working with special needs. Why horseback riding for therapy? Nicole explained that horses have unique physical traits that endear them to humans. First, they can sense your heart rate and blood pressure from many feet away. Then, their eyes are the largest among all mammals and they can see an amazing 340 degrees! And a horse’s hip-movement is similar to a human’s which makes riding on a horse “feel natural”. They are aware when you aren’t sitting correctly in your saddle, and when trained for this program, will stop moving until you are adjusted back into your seat.

When one says, “cultural attraction,” what does that conjure up? Most often, it is museums, galleries, theatres, libraries, orchestras – things like that. But if you Google the definition of “culture” you find a much more diverse description! According to Wikipedia, “Culture is an umbrella term which encompasses the social behavior, institutions, and norms found in human societies, as well as the knowledge, beliefs, arts, laws, customs, capabilities, and habits of the individuals in these groups.” That is way, at the Brewster Chamber of Commerce we see culture as much more than the museums, galleries, theatres, library, and orchestra that we have. Our culture also includes a respect for the historic buildings that are now private homes and inns, restaurants, offices, and even a school. Our culture includes a love for the bay side beaches and the Brewster Flats; the kettle ponds for fishing, boating, stand-up-paddleboarding and more; the walking and biking trails of Punk Horn Parklands, Drummer Boy Park, and Nickerson State Park; and the recreational activities that go on in all these places. Our culture includes dedication to our local churches that offer peace and comfort and contribute summer programs open for the public to enjoy. It includes our talented chefs and cooks that have created everything from fine dining to a grab-andgo snack for the beach. And it includes the trades people that work hard to keep our homes, yards, and offices from falling apart! So how does this impact ecotourism in Brewster? Ecotourism is
defined as “sustainable travel,” which is about becoming part of the community while one is present in that community. The town’s unique natural assets include more than 5,000 acres of conservation land with those walking and biking trails; a herring run where the alewife migrate to their home pond; salt and freshwater beaches; ponds and forests. These set the backdrop for the eco-tourist’s experience and is what attracts them here. Brewster’s cultural assets include our world class attractions topped off by a history rich in tales of merchant sea captains, thriving businesses since 1663, and a community dedicated to environmental protection. Ecotourism means supporting that local community and respecting the natural environment. This is where ecotourism and cultural attractions meet! For every $1 spent with a local business, many that are considered traditional cultural attractions, sixty-eight cents come back to the community through taxes, payroll, and other expenditures. Compare this to doing business with a national chain, where only forty-three cents come back, or doing business online where that return is ZERO! Brewster has small businesses, the majority owned and/or run by Brewster residents, supplying goods and services of all kinds. The success of our local economy is tied to Cape Cod’s natural beauty and cultural attractions. Brewster is loaded with over 5,000 acres of natural beauty along with the cultural attractions that ecotourists are looking for!

BREWSTER HISTORIC SITES THE BREWSTER STORE The building, now known as the Brewster Store, was built in 1856 as a church, but with a steady decline in the congregation, the decision was made to sell the building and property. That was in 1866 and William Knowles made the purchase for $1. He already owned another general store in town – one the six such stores in the community. The Brewster Store has been run as a general store ever since with the current owners, George and Missy Boyd, buying it in 1986. Under the Boyd’s ownership the building has been renovated and the traditions that are the hallmark of the business have continued. You will step back in time when you enter this iconic general store!

CAPE COD’S SEA CAPTAINS’ HOMES Brewster earned the nick name “Cape Cod’s Sea Captains’ Town” for the 50-plus sea captains who called the town home in the 18th and 19th centuries. They constructed elegant mansions for their families’ comfort, and today many of them provide comfort for the visiting public. The Historic Inns of Brewster are listed among the top 20 inns on Cape Cod and include Brewster by the Sea, Candleberry Inn, Captain Freeman Inn, Old Manse Inn and the Old Sea Pines Inn. Each of these inns has a unique story, now owned and managed by innkeepers who are dedicated to preserving the elegant ambience, as well as history, of these homes. They are located along Route 6A, and several times a year, the innkeepers hold tours of the properties so the public can experience Brewster’s past. CAPTAIN ELIJAH COBB HOUSE

Located at 739 Lower Road, the Captain Elijah Cobb House is one of Brewster’s most significant buildings, constructed in 1799 on an old farm that stretched from Lower Road to Cape Cod Bay. The house stayed in the Cobb family until the death of Cobb’s great granddaughter Caro Dugan in 1941. The house was then purchased by Frances Chapin, who restored the home to its original configuration. In 2013, Ms. Chapin passed away and the house became empty. Then on February 17, 2015 the Brewster Historical Society purchased the house and began its restoration. Today, Brewster’s first sea captain’s home serves as the Brewster Historical Society’s
museum and offices. Take a virtual tour of the museum by visiting www.BrewsterHistoricalSociety.com. CROSBY MANSION: A Story of Romance and Opulence Crosby Mansion is preserved as a monument to an earlier time, owned by the Commonwealth of Massachusetts and maintained by the non-profit group Friends of Crosby Mansion as a living history tribute to the past. Located off Main St. (Rte. 6A) on Crosby Lane in East Brewster, the elegant grounds are open to the public for walking all summer. The mansion is open with guided tours during docent-led open houses held in July and August – visit www. Brewster-CapeCod.com/events for dates. Albert Crosby was born in 1823 and raised in a modest Cape house in Brewster that still stands where the mansion is, as he had the mansion wrap around his old family homestead. Albert moved to Chicago and made his fortune producing distilled alcohol which he sold to the army during the Civil War. Sales of this non-taxed medicinal alcohol made him a wealthy man. Albert returned to the Cape with a bride twenty years his junior and spared no expense to build her the three story, thirty-five room home overlooking Cape Cod Bay. Completed in 1888, the home was named “Tawasentha” built in the grand style of Chicago’s Gold Coast Mansions. And because of its heightened construction, the Old Colony Railroad laid a side track to the site. The mansion was designed for the lavish entertaining his young wife, Matilda, loved. Legend has it that when her soirees became too much for him, Albert would slip away to the old homestead and sit peacefully in his favorite rocking chair. Visit www. CrosbyMansion.com or call 508-896-1744 for more information. FIRST PARISH BREWSTER UNITARIAN UNIVERSALIST CHURCH Founded in 1700, this was originally a Puritan church. It was the law at that time that there be a church within five miles’ walking distance of the homes in any community and the original building was the center of town. The current sanctuary is the third building on this site, built in 1834. In 2012, the Brewster Meeting House Preservation Project worked to marshal resources to make much needed

repairs, including: lifting the building and setting it back down on an entirely new foundation, a new roof, new timbers, a new plaza, improved access for wheelchair users and others, and more. The Project continues to raise funds for the preservation of the building and to invite use of the Meeting House as a center for the arts and community gatherings in the wider Brewster area and beyond. Unitarianism was formalized as a denomination in 1825. First Parish was among many Puritan churches that leaned toward the new Unitarian ways of thinking and became a Unitarian church sometime in the mid-1800s. In 1961 Unitarians and Universalists consolidated into one, and this congregation thus became a Unitarian Universalist community. The polity—how decisions are made—is congregational: that is, the members of the church decide who their “called” ministers will be and who their Board of Trustees will be, and it is the membership of the church that supports the work of the church financially and with volunteer work in the office, in action groups and task forces, and on committees. The church is located at 1969 Main Street; call 508-896-5577. STONY BROOK GRIST MILL: First Business in Brewster The intersection of Satucket & Stony Brook Roads is a favorite place for local residents as well as visitors. It is a location of great natural and historical interest, featuring a picturesque mill beside a sparkling stream. Footpaths on both sides of the road meander along the edge of Stony Brook. Informative signs provide details about the area’s rich history.

The Grist Mill, beside Stony Brook, is a quiet reminder that this location was a busy 17th Century industrial area. If you close your eyes, you can imagine the Factory Village that was started here in 1633. The grist mill grinding corn, the fulling mill felting home-made wool fabric, the shoe and furniture factories hard at work providing goods for the residents of the area. A testimony to the entrepreneurial spirit of Brewster’s residents! The present Grist Mill was built in 1873 on the foundation of the old fulling and woolen mill. Water flowing over the water wheel creates power to grind corn between giant millstones. The Town of Brewster bought the mill and surrounding area in 1940. After recent years of
refurbishments, the Mill is open grinding corn again and the museum features guided tours. STONY BROOK HERRING RUN: A Cape Cod Classic Adjacent to the Grist Mill, the Stony Brook Herring Run is Brewster’s harbinger of spring. Sometime in mid-April or as late as early May (depending on air and water temperatures), the news that “The herring are running!” spreads quickly through Brewster. Hordes of herring migrate up Stony Brook from the salt water of Cape Cod Bay to spawn in the pond waters of West Brewster. The Herring Run’s paths flanking the stream are a great place to observe the alewives’ awe-inspiring journey up the fish ladders. The Run is considered a Cape Cod classic. WINDMILL VILLAGE AND BAND STAND AT DRUMMER BOY PARK: Americana at its Best 773 Main Street, West Brewster is home to Brewster’s Drummer Boy Park with the Windmill Village, Bandstand and Playground. The site offers a spectacular view from Route 6A, across Quivet Creek to Cape Cod Bay. Two 18th century buildings of historical interest - Old Higgins Farm Windmill and the Harris Black House - are situated nearby. The old Blacksmith’s Shop (which is a working shop!) rounds out the Windmill Village. These are owned and maintained ©123RF.COM/SERGEYPYKHONIN by the Brewster Historical Society and make a wonderful backdrop for photos! Visit the Brewster Historical Society website (www.BrewsterHistorical Society. org) for information about tours. On Sunday evenings at 6 pm in July and August bring a picnic and lawn blanket and enjoy the music of The Brewster Band. (And at the Drummer Boy Playground the little ones can work out their energy!) This all-volunteer band has been performing for over 20 years pleasing audiences both young and old. The Band is under the direction of John New who teaches music and band at Nathaniel H. Wixon Innovation School in South Dennis. Band members say, “John is a highly skilled professional who delights the Band’s members as he coaches and challenges them to new levels of performance.” They are always looking for musicians who would like to join! A SHORT TOUR THROUGH A BREWSTER YEAR by Joan Graham
Painting, planting, trimming, and hammering, Brewster shakes off winter and gets ready to welcome spring with two not-tobe-missed events – Brewster in Bloom and the ageless annual alewife (herring) migration. Summer, of course, brings with it the countless pleasures of life lived outdoors along the shore. Take a walk along the John Wing Trail where you can believe yourself a discoverer embarking on uncharted territory, until you come upon its surprise, or follow the receding tide across the famous Brewster flats. Enjoy an evening concert at our bandstand by the bay or catch a play at our first-rate theater. Find a treasure at one of our many antique-filled shops. In the autumn, witness the harvesting of bright crimson cranberries, or stroll beneath the colors of fall in the Punkhorn Parklands. After a snowstorm, a walk in Nickerson State Park is a joy, where only the sound of snow crunching underfoot breaks the stillness. Hard to imagine on a sunny July afternoon is the sight of the frozen foam that forms an eerie landscape along a stormy shore. Celebrate the season with the popular festivities of Brewster for the Holidays. We end our year with friends and neighbors singing carols at the general store. And somehow, we are never without an answer to the question, “But what do you do in the winter?”
Anytime of year, enjoy a trip along Route 6A, much of which is listed on the National Register of Historic Places. You’ll see dozens of wonderful antique homes, a testament to the heritage of Brewster’s numerous sea captains who, knowing you can’t put down roots at sea, chose to establish themselves along the edge of Main Street. Brewster’s connection to the sea is all around us and even our baseball team’s name, the Brewster Whitecaps, reflects that association. In our cemeteries, you may visit the gravestones of those who formed and witnessed our history. A town is measured in many ways, one of which is in its sense of community, and how it treats its residents, its guests, and its resources. As we move into the future, we carry with us the best of our past, an ever-increasing respect for our environment, and the excitement of the new. We welcome you to share our town and all it has to offer and invite you to visit our Information Center in the back of the Brewster Town Offices on Main Street. Joan Graham was a long time Brewster Chamber member who has donated her talent to the organization’s publications. She had been a contributing writer to the Cape Cod Times as well as other local publications.

BREWSTER BASICS Brewster is a unique residential community and a popular visitor destination on Cape Cod. It is this rural character, combined with pristine bay beaches that feature the famous “Brewster Flats” as well as tree-lined streets with winding sidewalks along historic Old King’s Highway that draw people here year after year, and in many cases pulls them in to move here.

2022 PERSON OF THE YEAR: Former Select Board Member Jim Foley By S. Kyle Hinkle
I met with Jim at his business Foley Medical Supply on White’s Path in South Yarmouth to talk about his experience as a member of Brewster’s Select Board. But first we talked about the business which he has owned for 39 years. I asked him if he had any plans to retire soon, and he answered no, but he is cutting back a little so he and his wife, Brewster artist Mary Lou Foley, can spend time with their grandchildren. The pair have traveled to Colorado and North Carolina to see them, but this summer, they are excited that the grand kids are coming to Cape Cod. During the peak of the COVID-19 Pandemic, Foley Medical Supply remained open after Foley and his staff decided that the business was indeed “essential”. The term “essential business” had not been clearly defined, so they defined it themselves, and they did not miss single day! But when I asked Foley what about the business kept him you up at night, he said “Supply chain!” He pointed out that when someone has a medical problem suddenly occur, they need help now and cannot wait two or more months for a resolution. He solved the problem by expanding the store, adding a second room to display added inventory. And he stocked up on that inventory, so he would be able to serve his customers right away. I asked Foley what he liked most about being in business and his immediate response was “Helping people!” When people come to Foley Medical Supply, they are looking for help, often after a medical crisis. When he started the business 39 years ago, there were thirteen such businesses on Cape Cod; now Foley’s is one of only two. That says volumes about the business’ customer service.

Foley went to the University of Massachusetts where he graduated with a degree in government. While still in college he ran for a position on the local Board of Health and ended up serving 10 years. During this time, he came to understand and love the commitment to public service.
I asked Foley why he stepped up to serve as Select Board liaison to the Brewster Chamber of Commerce. He said he felt it was important that this be someone who is a fellow business person who could understand the challenges facing the business community. He is very sensitive to the accusation that there are towns on the Cape that are anti-business, and he didn’t want Brewster to have that designation. After all, Brewster has been a hub of business since 1663. Foley is most proud of two projects that he took part in during his tenure as a member of Brewster’s Select Board. First, was the acquisition of conservation land to protect the water quality of the town. At the time, towns people complained about the property tax increase that the acquisitions imposed, which has turned out to be a nominal fee compared to the increases in surrounding towns where sewers are now being installed because their potable water is tainted. Second was the passing of a bond bill for road improvements in Brewster. Secondary roads in Brewster have been in disrepair to the point of being dangerous for too long. Some of these include Underpass, in West Brewster, and Millstone, to name a few. Resurfacing, adding sidewalks and bike lanes, and cross walks are improvements planned. Foley said, “The town will be safer when these are complete.”
And when I asked him what he liked least about being in business, he said, “Government regulations, but they are required for our license.”
When I asked Foley what Select Board issues kept him up at night he said, “Funding. I was always concerned about where the money would come from to do the projects that needed to be done.”
We shifted to talking about Foley’s 18 years (6 terms) of service as a Select Board member in Brewster. Before running for that office, he had been elected and served 4 years on the
Would he run for Select Board again? “Probably not,” he said. “I just turned 72. It’s time to let the “young people” take over!”
