Dear Baltimore,

Dear friends,

It is with great pleasure and excitement that I present to you the annual report for 2022 showcasing the remarkable progress made by the Baltimore Children and Youth Fund (BCYF) in our strategic priorities: Capacity + Culture, Investments, Learning + Growth, and Planning for the Future.

I hope this letter finds you well. It has truly been a privilege and an honor to serve the youth of Baltimore in this capacity.

At BCYF, we understand the crucial role we play in shaping the lives of Baltimore's children and youth. With this understanding, we have focused our efforts on strengthening our organization's capacity and nurturing a culture that fosters inclusivity, collaboration, and innovation. We have nurtured a team that is passionate, dedicated, and driven to make a positive impact on the lives of our young people.

Our commitment to creating lasting change has been evident in our investments. The community grantmaking process ensures that BCYF has allocated resources to programs and initiatives that align with our vision of a more equitable Baltimore. From providing access to quality programming in the arts, sciences, and sports, to addressing systemic issues that disproportionately affect marginalized communities, our investments have sought to empower and uplift Baltimore's youth.

As we look to the future, we remain steadfast in our dedication to planning for long-term sustainability and impact. By engaging with stakeholders, partnering with community organizations, and leveraging our resources, we are actively shaping the trajectory of BCYF. Through strategic planning, we are ensuring that our efforts today lay the foundation for a brighter tomorrow for Baltimore's children and youth.

Our constant goal throughout is to ensure that our mission and values of racial equity, intergenerational leadership, community ownership, and collective decision-making remained at the forefront of all our endeavors.

I am thrilled to share that we have been fortunate enough to attract a group of incredibly talented individuals to the Board of Directors and the staff. Together, we are building a philanthropic thought leader that is quickly gaining momentum.

The BCYF Board and Staff is comprised of individuals who are deeply committed to Baltimore and share a common vision of improving our city by investing in our youth. We envision a Baltimore that is more equitable, where all youth, especially those marginalized and impacted by systemic racism, have access to programs that engage their interests and support their efficacy and potential.

In the following report, you will see the progress we have made.

WHO WE ARE

OUR VALUES

History

Based on our mission, BCYF:

Racial Equity

The effort to create a dedicated fund to support programs for Baltimore’s young people was launched in 2015 by then-City Council President Bernard “Jack” C. Young -- a response to the unrest in Baltimore following the death of Freddie Gray while in police custody, an event that sharply illuminated longstanding inequities in public funding in Black communities. The Baltimore City Council approved the creation of BCYF through a charter amendment that was sent to the ballot in November of 2016. More than 80% of Baltimore voters approved the measure.

Is governed by a board of directors made up of engaged Baltimoreans and experts in grant-making. Over time, the board will expand to include young people, philanthropic stakeholders, and government officials.

Reports regularly to Baltimore City government and concerned citizens.

Is subject to city audits, public information laws, and other reporting requirements.

For too long, the public, private and philanthropic sectors have failed to adequately invest in Baltimore’s people and communities of color, leading to sharp disparities in vital outcomes. In response, BCYF is committed to racial equity in everything we do. That includes funding and providing hands-on support to nurture Black-led community organizations and supporting highquality programming for children and youth of color who have been left out in the past.

Intergenerational Leadership

Funded by the People The charter amendment called for BCYF to receive an annual appropriation that is at least $0.03 on every $100 of assessed or assessable value of all property in the City of Baltimore.

Using public dollars to fund such an ambitious endeavor in this context is dramatically different from the status quo. Oftentimes it is assumed that large non-profit institutions will operate transparently funded and community-participatory efforts like this. More often than not - Baltimore residents are excluded from the process and community engagement is not a highly expressed value in their operations. This is what makes BCYF dramatically different from similar funded efforts. It was vital at the start for residents to not just be involved - but to set the priorities for the youth fund, to ensure their engagement in the stewardship of funds, and by setting aside public dollars, ensuring the sustainability of the Baltimore Children and Youth Fund.

Mission Baltimore Children & Youth Fund, Inc. (BCYF) is a nonprofit organization stewarding public funds to ensure our children and youth are healthy, ready to succeed in school, and live in stable, safe, and supportive families and communities.

Our vision is that children and youth throughout the city enjoy access to high-caliber enrichment and learning opportunities, and children and youth programs have the resources they need to equitably serve all our young people.

BCYF is one of the most unique grantmaking organizations in the United States. Instead of being sustained by private endowments, corporations and individuals, we are funded by Baltimore City residents, with an annual appropriation of 3 cents on every $100 of the assessed value of all Baltimore City properties dedicated to BCYF. BCYF works to create new opportunities for the city’s young people to learn, thrive and succeed.

BCYF has awarded grants to dozens of organizations, allowing thousands of our young people to experience a range of programs, from academic support and science exploration to dance and photography. These are the kinds of experiences that all young people need to feed their curiosity, learn about their world, build confidence and stay on track in school.

Unlike traditional philanthropic entities, BCYF is committed to authentic community engagement and our strategy and grant decisions have been shaped by a range of Baltimoreans. BCYF partners with Baltimore residents themselves to decide how funds are spent and partners with other organizations that share our values.

In the West we often greet each other by saying, “How are you doing?” The Maasai people of East Africa greet each other by asking, “How are the children?” This greeting embodies the idea that the well-being of the children defines the wellbeing of the community. BCYF is committed to making Baltimore a place that embraces and lives out this worldview that our children’s well-being is everyone’s responsibility. And we consistently include young people in decisionmaking about BCYF’s work.

Community Ownership BCYF works to provide communities typically seen as merely recipients of services with equal decision-making power to spend Fund resources.

Our initial grant review team was made up of a diverse group of community members from across the city who were given the responsibility of assessing applications and approving grants.

Collective Decision-making The Baltimore Children and Youth Fund, Inc. will strive to have collective decision-making processes.

“Gatekeeping,” when one person has too much power in a decision-making process, marginalizes the people and communities who are most hurt by structural racism. Gatekeepers can use their power to circumvent community accountability and limit access to power and resources.

ORGANIZATIONS ARE LED

Hired our first President, Alysia Lee, to curate the BCYF team and lead the organization to live out its guiding values of race equity, community ownership, intergenerational leadership, and collective decision making;

Onboarded three youth Board members, in alignment with the organization’s purpose of ensuring youth leadership in the governance of BCYF, Inc.;

•

Provided funds to support Summer Programs through the Summer Funding Collaborative in partnership with Baltimore’s Promise. Those funds include $2 million in support for summer programs across the City, prioritizing programs for older youth and programs led by people color;

•

Launched BCYF, Inc.’s first direct grantmaking cycle through the Grassroots Fund, and awarded over $5 million in grants and technical assistance to 35 organizations with budgets of no more than $250,000;

•

Onboarded 41 new grantees and prepared for the next grant cycle in Winter 2023;

•

Onboarded a dedicated and talented staff to move BCYF, Inc. into this fiscal year. We are quickly staffing up and will have a fully staffed team by this fall.

The FY23-25 Priorities were determined through the People’s Assembly, held in Spring 2022, where community members shared their experiences and areas of needs. The priorities are also strongly grounded in research from the Nobody Asked Me campaign and The Wallace Foundation’s connected learning initiative.

THE GRASSROOTS FUND The BCYF Grassroots Fund addresses traditional gaps in Baltimore’s funding landscape by providing funding for grassroots, Baltimore based, youth serving organizations in support of an organization’s overall mission. BCYF is awarding $150,000 three-year grants to up to 35 eligible community accountable organizations. The grants will be payable in nine installments over three years.

Operating on a multi-year grant cycle allows BCYF to invest in building the capacity of its grantees, which positions organizations for success beyond BCYF funding.

In addition to financial support, organizations awarded a Grassroots Fund grant will receive rigorous technical assistance and capacity building support to help them sustain and grow.

Grassroots organizations who met the following criteria are eligible to apply to this fund: •

Baltimore City-based and serves children and youth, ages 24 years and under;

•

Maryland 501(c)(3) organization or has a confirmed Fiscal Sponsorship; and

•

Annual operating budget of $250,000 or less

41 Community Members Applied | 18 External Panel Reviewers Are Selected Emphasizing transparency, stewardship, and public accountability, the applications are reviewed and scored by community members who are selected through an open application process.

The forty-one received applications were evaluated and scored using a rubric that prioritized familiarity with the local youth landscape and experience designing or operating youth programming. Ultimately, 18 applicants were selected to serve.

Chair: Larry Carlton Simmons Jr. A West Baltimore native and Edmondson Village resident, Larry has over 20 years of experience directing youth and community development programs, community organizing, coordinating city-wide services, and developing program initiatives.

Vice Chair: Lisa Molock.

Lisa passionately advocates for Baltimore’s youth and young adults, focusing on youth violence prevention. In 2016, she founded Let’s Thrive Baltimore, which works to divert youth from gun violence by teaching conflict resolution, helping youth heal from personal trauma, and assisting their families.

Secretary: Marcus Pollack.

Marcus is an experienced advocate for youth development in Baltimore City. He has served as the co-investigator of a groundbreaking study of youth resilience related to drugs, violence, and criminality.

LOCAL GOVERNMENT, COMPLIANCE & LEGISLATION ANNUAL REVIEW On March 10, 2022, BCYF presented an overview of the year's activities and a preview of the FY22 Grassroots Fund during the Annual Review for the Education Workforce and Youth Committee.

This presentation is required by the BCYF Ordinance and is yet another opportunity to model transparency.

PEOPLE'S ASSEMBLY BCYF is committed to ensuring that the community has meaningful engagement mechanisms and influence over the organization's direction.

Given the commitment to liberatory practice, BCYF has taken great interest in forms of democratic governance that include communities typically excluded from decisions about how resources are distributed. Additionally, the ordinance that establishes BCYF as a permanent entity requires that every three years, a communitywide needs assessment is completed. This helps to deepen our commitment to community decision-making.

In late June of 2022, BCYF convened two public assembly events (virtual and in-person) to provide residents in Baltimore an opportunity to offer their perspective on a wide range of issues, including what the priorities of BCYF should be, an assessment of the current youth service landscape, and what are promising practices and efforts to build on.

2021 ANNUAL REPORT

In FY23, BCYF will disburse 82.8% of its budget for Grantmaking & TA.

BCYF prepared a written annual report outlining accomplishments and key learnings in 2021.

On June 16, 2022, BCYF's Board of Directors and Executive Leadership Team presented the proposed Annual Plan for FY2023 to the public.

The event included a Q&A/Commentary section for interested Baltimore citizens. Feedback from the session informed final revisions of the proposed budget for FY2023.

Strategic Planning The strategic planning process launched in mid-March with a kick-off meeting. The six-month process will result in a three-year strategic plan.

Stratigic Plan Survey Baltimore Children and Youth Fun (BCYF) names Valbrun Consulting Group as the Partner to lead the stratigic planning proccess. The request for proposal process opened in November.

Site Working Group This summer, BCYF will launch a working group to recommend ideas for BCYF's permanent home.
