Premier Kenney appoints strong team ready to lead Alberta’s 18th Premier, Jason Kenney, and his cabinet were sworn in at Government House in Edmonton on April 30.

“Albertans gave our new government a huge democratic mandate for bold change that gets our economy back to work and stands up for this province. This is a strong team that is ready to lead, and to deliver that change starting today.”

Premier Jason Kenney Alberta’s new government is one of the most youthful in Canada, with a strong mandate to represent all Albertans. Diversity is reflected through the 13 different languages spoken by ministers and, for the first time, Alberta will have a minister responsible for Multiculturalism, as well as a dedicated parliamentary secretary. The province will be well served in attracting entrepreneurial immigrants who create jobs and bring economic growth to Alberta with a Minister of Immigration.

Supportmanship: Service Quality is Costly Competition in business can either enhance the quality of services or lower the cost of commodities. Rivalry in politics can either aggravate or alleviate the popularity of the politician. Polarity or antithesis is inevitable.

There’s no winner if there’s no loser.

There’s no King if there’s no Kingdom; no teacher if there’s no student; there’s no darkness if there’s no light; a child needs a mother; there’s no morality if there’s no relationship. Everything can be interrelated and compared.

Though, there are mental conditions that should be avoided but we can’t.

Warning signs A sign can be understood by giving the knowledge of something distinct from itself. A sign is not the destination; but rather, the means to an end.

A woman’s happiness happens when she gets the guy who meets her standard. Her fulfillment can be measured by giving birth to a baby—procreation, which surely gives her the knowledge about the different levels of responsibility.

Preparing her for parenting and protecting her home from wrecking.

Some have to expect the unexpected and accept the unacceptable for the reason that one’s triumph may be another’s despair. Supportmanship (my own vocabulary) should be the cornerstone of harmony at home.

A politician’s victory can be measured not by the number of votes he bags during the election day; but by the faithful services he rendered to his constituents. Moreover, his main source of power comes from the indefatigable support of the community. A politician wins when

he gains supportmanship; but has to concede after the defeat. That is what we called Sportsmanship!

Winning and Losing are both signs: The first is the green light in order to proceed with a faithful services he has promised; the second is the yield sign to slowly proceed next to the one who has the right of way. He who uses the main street is the winner.

After the election time, elected officials have to be supported. Unless otherwise if the laws and ordinances they’re implementing are unreasonable and not favouring to the welfare of the society.

The Impact Obviously, the one being brought into the pedestal would be enjoying the pride of winning and the otherwise would be frowning.

An Appeal But still, support must be reigning to create a better and healthy political atmosphere-sportsmanship and supportmanship must be exercised and trending together in order to enhance the quality of services. Serve voluntarily and meritoriously. Never sell your quality and faithful services.

They are costly!

Edmonton Oilers owner Daryl Katz announced recently the appointment of Ken Holland as general manager and we hope that the new GM will make the needed improvements for our team to advance to the Playoffs next season.

My wife Marjorie and I had the opportunity to watch an Oilers game at the beautiful Rogers Place arena and what I saw was a very happy lady, rooting for her favourite, Connor McDavid, and the Oilers. Let me thank my compadre Warren Guillen again for that sports gift.

Usually after work, my wife will ask me for an update of the Oilers and will sport a frowning face each time I tell her that they lost a game. When they were out of the Playoffs, she was disappointed, heartbroken. That, I believe, is the same feeling of Oilers fans here in Edmonton.

Yet, it is my hope that with the coming of GM Holland, this team can find the solution for the Oilers to advance to the Playoffs! *** If you've been following Oilers news, you've probably read too of the ongoing health issues that the Oilers owner has been dealing with.

The Oilers Entertainment Group, in a statement to the media, confirmed that Katz has been dealing with a life-threatening sinus infection.

We pray that Mr. Katz recovers soon so that he'll be able to do more in life and get things done for the Oilers to win another Stanley Cup! On behalf of the Filipino fans, get well soon, Mr. Katz! *** What’s exciting these days is the news that the FC Edmonton is getting action in the Canadian Premier League.

By the time this paper is printed, FC Edmonton has played against the Pacific FC for the home opener at Clarke Field. So far in the line-up there are no players of Filipino descent but it would be exciting too to follow the FC Edmonton, other than the Oilers.

There’s also a Connor in the line-up, of course, not Connor McDavid but Connor James, a 22-year-old goalkeeper, who was brilliant in his professional debut according to our FC Edmonton source Greyson. Other players to watch are Mele Temguia, Amer Didic, Ramon Soria, team captain Tomi Ameobi, Prince Amanda, Oumar Diouck, David Doe, Randy Edwini-Bonsu, Jeannot Esua, Ajay Khabra, Philippe Lincourt-Joseph, James Marcelin, Edem Mortotsi, Kareem Moses, Easton Ongaro, Dylon Powley, Ajeej Sarkaria, Mele Temguia, Marcus VeladoTsegaye, Allan and Bruno Zebie. in 1907. We had the opportunity to follow and even write for a football association years ago and that gave me a chance to attend conferences

organized by the Asian Football Confederation (AFC), an organization which was actually founded in Manila in 1954.

So we know a little about soccer.

Thanks to our Ilonggo football friends Atty. Rene Adad, who was then PFF president and best remembered for keeping football alive in the Philippines, his secretary-general Chris Monfort, the amiable and brilliant gentleman from Bacolod, and their Mindanao football development officer and sometimes controversial Victorio Sai (God bless their souls, they are all in Heaven now) for making us part of Philippine football development.

Reading the FC Edmonton lineup provided to us, it looks solid and so we wish FC Edmonton all the best this season.

Because I am Pinoy and of Asian descent, I’ll be closely monitoring Yong-Chan Son, recruited by FC Edmonton from South Korea.

As a journalist with over 14 years of experience, I have covered different events from rallies on the street, entertainment and international sports events like the Asian Games. My favorite pastime is singing. I have always believed that life would be boring without music.

ypically, Our Column focuses more on the political scene but this time around we will discuss some important Community

issues that we find important to talk about. Recently, there have been so many events being organized by different groups. This is a good

development because Edmonton will no longer be called Deadmonton. Let us focus on concerts being organized

by Filipino Canadian Organizers.

All of a sudden, everyone wants to create their own event and while that is totally fine, the only problem I see is that there is no communication between the Newbies and the Tried and Tested Organizers. This is not a good thing since it affects the ticket sales of both events. One might suffer more than the other, but there is no guarantee that they both won’t end up losing money in their venture.

You can BE STRONG in ONE AREA - BUT a chain is NO STRONGER than its WEAKEST link. SOONER or later, UNLESS you get your total act TOGETHER, your ACHILLES HEEL will PREVENT you from REACHING the TOP. Can you think of any examples of this? MARILYN MONROE. ELVIS PRESLEY. JOHN BELUSHI. Can you think of any politicians with an Achilles feel? What about television evangelists? The list is endless.

So, what's your WEAK LINK, your Achilles heel? If you DON'T STRENGTHEN that weak link, life WILL EXPLOIT it.

In tennis, the FIRST THING your opponent DOES is to SIZE you up, LOOKING for your WEAK SPOT- maybe it's your backhand.

It does not matter how good your forehand is, or your lob or your approach to the net. Your opponent plays to that WEAK SPOT until you're blown off the Court. Game.

Set. Match. You're HISTORY! Until you IMPROVE your BACKHAND, you're NEVER going to rise in the rankings.

You'll notice that the people you really ADMIRE - the ones who MAKE it BIG and KEEP it BIG - are those who HAVE IT TOGETHER in ALL SIX AREAS of their life.

oday’s question deals with a refusal of a Study Permit application. A kababayan’s son has applied for studies in Canada and was accepted.

However, his application for a Study permit has been denied multiple times.

The Immigration officer in Canadian Embassy in Manila, Philippines has stated each time, that he was not satisfied that the applicant would return to his home country at the conclusion of his studies.

In my years of experience as a Regulated Canadian Immigration Consultant I have to be honest that it is quite difficult to assume the chances of success of a Study Permit application.

The likelihood of an application’s success falls in the hands of the Immigration Officer. I have learned though that an application that is genuine and honest will reflect positively to the Officer.

Let us examine Section 216 (1) of the Immigration and Refugee Protection Act (IRPA) states: Study Permits 216 (1) Subject to subsections (2) and (3), an officer shall issue a study permit to a foreign national if, following an examination, it is established that the foreign national (a) applied for it in accordance with this Part; (b) will leave Canada by the end of the period authorized for their stay under Division 2 of Part 9; (c) meets the requirements of this Part; (d) meets the requirements of subsections 30(2) and (3), if they must submit to a medical examination under paragraph 16(2)(b) of the Act; and (e) has been accepted to undertake a program of study at a designated learning institution.

The Immigration officer’s main concern is that the applicant will overstay the temporary period they are authorized to stay and remain in Canada on an unathorized stay.

The reason for the refusal needs to be addressed in the next application. The applicant should be able to demonstrate that he would leave Canada at the end of the authorized stay. This is where individual circumstances are important as a defence to the Applicant. Please be mindful that the applicant should remain truthful and transparent in the

hrough many failed attempts at being normal or the same, I've learnt one major thing. Being the SAME is overrated. As a teenager my mother said to me, “Vahen, if you didn't have some drama in your life to contend with, you'd be bored." While I do believe I was born to be DIFFERENT, I wanted to MAKE A DIFFERENCE! In the process of understanding how MY DIFFERENT would allow me to MAKE A DIFFERENCE, there were times I was frustrated and confused.

I often reflect back to 20 years ago, when Transverse Myelitis took my independence and nearly destroyed my life. I thought my dreams of making a difference had ended. This was NOT the DIFFERENT I had in mind.

In the midst of trying to understand the "why's" of my different, I found this daily inspirational…

This is the second talented Edmonton-based basketeer to get an invitation to play in the Philippines after Virlou Orquez, a regular Philippine Sports Association player in Edmonton, who is now suiting up for the Adamson Soaring Falcons. Orquez has been sidelined because of injury though, but he said he is recuperating and will soon get back into action.

Chris’ father Francis said that his son was the only Pinoy to play in the “All-Star Basketball Alberta Showcase” last April 9 at the Harry Ainlay gym, meaning he is one talented player.

When we were watching some games in the Philippine Sports Association (PSA) League with PSA president Gary Perpetua and Filipino Journal editor Lito Velasco, I remember DJ Rolan Latorre of World FM 101.7, who is also a veteran referee of the Edmonton Basketball Officials Association (EBOA), telling me about some talented Filipino basketeers in Edmonton.

And I started to notice that too.

That is the reason why we praise Filipino basketball organizers for continually doing what they love, organizing tournaments for the community. It is not only that they give the community a venue to come together and fellowship but in a big way, it keeps these Filipinos fit because they play every weekend.

And the bonus is that Philippine basketball scouts have started to search for outstanding players in Edmonton!

How to File Complaints to the City of Edmonton

ometimes, we see something in our environment that doesn’t seem right. Whether it is a road that has not yet been plowed, a streetlamp that does not light up, or maybe, a potential bylaw that you are worried about, we feel that something needs to be done.

Is there anything we can do as average folk? Yes, absolutely!

What areas of concern can you complain to the city about?

It’s important to understand which areas are covered by the municipal, provincial, and federal government.

The municipal government takes care of areas such as garbage collection, snow clearing, our residential roads, bylaws on various topics, our property taxes, and more.

What are the different ways to file these complaints?

• 311 App – This is handy for instances where photographs are useful information.

The 311 app by the City is available on both Android and the iPhone, which is handy. Reporting vandalism, potholes, broken streetlamps, snow or ice that is not cleared from the roads, including homeowners and building owners who have been negligent with snow clearing, these can all be done on the app. When you take a photo, the report you file also tracks your specific location and you can also check the status of the reports you made.

• 311 Call Centre and Email – You can call 311 from your phone if you are unsure who the right person to contact is or if you need help with communicating. The Call Centre can provide language support for up to 150 languages, which is great. Or if you would like to send a more elaborate message, the email address is 311@ edmonton.ca.

• Appropriate Department in the City – Do you have issues with infills (when a lot is being divided into two smaller homes), the taxes for your home, or public transit? There is a dedicated department for that! The city’s website has become more userfriendly lately, and if you do a quick search by typing the words of what you want to learn about, you will be directed to the right webpage and the appropriate contact person.

• Your City Councillor or even the Mayor – From personal experience, our elected representatives or their administrative staff are quite approachable.

Check your address to see which area you are under and who your elected representative is at https:// www.edmonton.ca/city_government/ city_organization/find-my-councillor. aspx. Their contact information is also available online at https://www. edmonton.ca/city_government/city_ organization/city-councillors.aspx. If you live in Ward 1, Ward 3 or Ward 4, these councillors tend to be regularly

active on social media as well and are quite responsive. Otherwise, you can call or email them. For any issues that pertain to your particular part of the city, they may be able to help.

• Attending a Council Committee Meeting or Public Hearing – I personally had the honour of speaking in front of the city council during a public hearing, which is a special meeting arranged by the council to listen to the general public and their perspectives about a decision they are about to make. Our municipal government has committee meetings, consisting of about roughly four councillors and maybe the mayor, that focus on specific topics, and they meet roughly once a month.

There are also council meetings that consist of the entire council and they make decisions that require all of them, and they take place regularly as well. If you wish to speak in front of them during a specific meeting for a specific topic, that is possible!

We are lucky to have many means of communicating with our government. From my personal experience, they actually do the best they can to respond. The City of Calgary also uses the same system 311, which is really handy. In smaller municipalities, I’m sure that there is an appropriate equivalent. So, when you see something of concern, don’t be afraid to file an informative report so it gets solved!

Filipino Tradition that Never Fades

or most Filipinos around the world, traditions and faith in God have no boundaries. The bonds that tie each family together makes Filipinos stronger among different communities and wherever they choose to live. For so many Filipinos who chose Edmonton as their home, the spirit of Filipino traditions is still present.

In last month’s celebration of Holy Week, the traditional “Pabasa” or the singing of the “Passion of Christ” was sponsored by the Filipino Senior Citizens Association (FSCA) – Edmonton.

The “Pabasa” is a well-known Filipino tradition that evolves as a contemporary ritual; early forms of the Pabasa were introduced to the various indigenous people of the Philippines by Spanish friars spreading the Roman Catholic faith. Over the period of Spanish colonial rule from the late 16th century until 1898, indigenous Filipinos adapted the religious chanting of the Spanish priests and incorporated it into the ancient custom of singing epics. Here in Edmonton, this tradition has been continuously celebrated every year for the last 30 years. Early Filipino immigrants in Edmonton started this tradition and

the Filipino Senior Citizens of Alberta (FSCA) is one of those Organizations that make this alive through the years.

For some millennials, they are not aware of or have even tried to experience the Pabasa. Pabasa was done by uninterrupted chanting of the Pasyon, an early 16th-century epic poem narrating the life, passion, death, and resurrection of Jesus Christ. The verses are based on the Bible. Readers are usually groups of individuals taking turns in chanting verses from the book known as the Pasyon, as a devotion made in fulfilment of a panata or a vow or some way of thanksgiving.

he two disciples were frustrated and disappointed! They were helpless and hopeless. Imagine yourself attending any games while your favourite team is losing! What do you feel? Some may say: “Let's go home.”

These were the feelings of these two disciples on their way back to Emmaus.

They were frustrated, disappointed and filled with a sense of defeat. BOKYA! They were disappointed by the tragic end of the Lord because they had high expectations in Him as their promised Messiah. His death shattered their hopes and dreams. They were put to shame.

Folks, there are moments in our lives that we feel like God has abandoned us. We sometimes feel that God has let us down and He no longer cares. We thought everything was a failure. But hey, it’s not the end yet. The game is not over yet! The final buzzer does not sound yet. Brethren, when you have the lowest esteem in yourself, look higher.

Raise your eyes up above!

Today’s gospel would like to remind us that in our moment of disappointments and frustrations, God walks for us. He is with us even in our struggles.

During last month’s Maundy Thursday and Good Friday, the organizers and some community leaders of the FSCA continued this tradition of Pasyon.

There was a continuous chanting of the Pasyon from the morning of Maundy Thursday until the late afternoon and continued through to the morning of Good Friday until noon, concluded by the recitation of the Seven Last Words of Christ. Family and friends participated in the gathering.

God is with you all the time and in all situations. When your heart is torn with grief, the Lord is near you. Allow God to travel with you in your pains and difficult situations.

Friends, if you are frustrated, attend the mass and read the Bible.

“And it is in the breaking of the Bread, that the two disciples recognize Jesus.”

Holy Scriptures and the Holy Eucharist are the two best medicines and antidotes for disappointments and frustrations.

You will never find the rainbow if you keep looking down. The stars are not at your feet. Set your mind on things above and be ready to be blessed!

Rali Na Lang Ng Rali May 1st was International Workers Day or Labour Day for most countries around the world. Only Canada and the US commemorate Labour Day in September. The day was an official holiday for many of these countries. This means that marches, rallies and demonstrations were the headlines from around the world.

On Friday, May 3rd there were also rallies and walkouts that occurred in the Province. Thousands of GayStraight Alliance or GSA supporters walked out of school that morning all over Alberta. High school students led these demonstrations. That afternoon in Edmonton, over 500 students organized a rally on climate change. They were loud. They had great banners and placards and they knew what they wanted: a better planet and future. I went and saw how inspiring it was to see young people making a stand for what

they believe in.

Some privileged Filipino immigrants and Filipino-Canadians would say “rali na lang ng rali wala naman mangyayari dyan (you always rally, yet you achieve nothing)” or “Manggugulo lang kayo at mangistorbo (You will create disturbance and a nuisance)”. And many older Filipinos here would even say “Iligal yan, bisita lang tayo dito sa Canada (That’s illegal, we’re only visitors in Canada)”. There’s no arguing with conservative Filipinos and they are also not open to new ideas and discussions. A friend told me, “Filipinos like them have big egos, they will argue for the sake of arguing”. I don't generally agree with that. The history of Filipinos protesting goes way back. It started the 1898 revolution against Spanish colonization and it ousted two presidents.

Coordination Among Event Organizers... encourage all organizers to come forward with their plans ahead of time. If you could give me a schedule of what you are planning to do ahead of time it would be great. This way I can send the information to all my colleagues in media and in doing so, other organizers will know that there will be an event on that day and if they are planning an event they might be able to push it back or ahead of time to avoid the fight for gate receipts. This is our way of helping event organizers in Alberta.

So why do people rally and demonstrate?

In our isolated workplaces and communities, it is easy to feel hopeless. "We’re so small and the problem is so big," we tell ourselves.

And when we keep on repeating these, we start to believe it. It is easy to give up.

The initial rejections oftentimes happen to individuals or a small group of individuals. Also oftentimes the ideas of these individuals are necessary in any successful challenging conventional or conservative ideologies.

Many think that the only way to escape public backlash is to back down from any challenge or stay quiet. However “being quiet” and not saying anything is exactly what status quo is about. It’s one of the reasons why people continue to be oppressed and exploited.

The difficulties in creating change are not unusual. And when critics say that the problem is too big, or that the public is too hostile, they are not saying anything that has not been said before. Yet in every previous social justice movement, activists were not fazed by these challenges but far from it, they overcame them, and changed the world for the better.

A very popular example of this was during the civil rights movement in the United States when four black students from Greensboro, North Carolina staged the first sit-in protest of against racial discrimination and segregation in the 1960s. They were met with ridicule and were scorned, even in their own black community.

Within several years, as we saw in history, tens of thousands of activists were doing the same non-violent actions that pushed the forces of racial oppression to back off. In a slightly similar experience closer to home, Migrante Alberta started a campaign to have a consular office in the Province. Many older community members mocked the organization, saying that it’s not going to happen and that they already tried it in the past. After two years of campaigning and petition signing, a consulate was installed in Calgary in 2015.

Unemployment rate in Alberta is very high and there is a need to act urgently on the oil issue. I understand the importance of our environment and our responsibility as a Country but this must be a joint effort around the globe.

If only Canada or a few countries are doing it, then all our efforts will be useless. Who is the number 1 carbon emitting country in the world?

It is China, with the United States coming in 2nd. Canada is number 10. But consider factors like winter where we need to heat our homes.

There was a quote that says, “Every act of resistance inspired others to do the same. Every word of dissent made it easier for subsequent dissenters to raise their own voices”. I will add that this individual act will eventually become a collective voice. When we say that we are too small or too weak, then, we are trapped in an illusion that only "great men” have the power, and that ordinary people have no voice. The truth is that it is the ordinary people that create change. The EDSA People Power Revolution in the Philippines in February 1986 proved this when the Filipino people brought down a very powerful dictator. And while each of us is part of a much bigger picture, the first few, the small group talking about it may play an important role. We cannot build a movement if we do not believe and understand what we’re fighting for.

What the Federal Government should be doing is rewarding people who do not consume as much energy so they will be encouraged to watch their usage; instead of asking them pay more taxes which does not really help any family. ***** So I understand the Federal Government is finally acting on the Sea Can Loads of Garbage that was sent to the Philippines from Canada. This was after Philippine President Rodrigo Duterte said “I will declare war on Canada”. There was talk going around in the community that if Canada does not address the garbage problem, the Liberal Party should kiss their election hopes goodbye. The Filipino Canadian Community will never rally behind them if they cannot even solve the containers of garbage sitting in the ports of Manila, Philippines.

So yes, the problem is big, but that only makes every one of us even more important to the cause. And yes, each of us individually may feel small, against a hostile public, but we must not fall victim to hopelessness and cynicism. Greta Thunberg, a Swedish 15-year old teen that had just started ninth grade in 2018, decided to not attend school for a month. She demanded that the Swedish government reduce carbon emissions. She protested by sitting outside their Legislature every day during school hours with the sign “School strike for the climate” in Swedish. She inspired school students across the globe to take part in student strikes. As of March 2019, an estimated 1.4 million students in 112 countries around the world joined her call to strike for climate justice. While she inspired millions of teen agers, Thunberg was also inspired by the students at Marjory Stoineman Douglas High School in Florida who organized the “March for Our Lives” rally led by students against gun violence in USA.

A rally is a political action and participating in a collective political action is a democratic right and it does not become irrelevant. It also does not bring about instant change.

Fundamental change and political reforms require time, patience, and determination. A rally or demonstration is an aspect of struggle that provides political education to the people.

In Alberta, we are currently faced by a newly elected conservative government that promised cutbacks on the workers while creating security blanket for rich corporations; continue to violate the environment while shutting down alternative and sustainable source of energy; violate the rights of the children and teens by limiting education and their rights. With this, we must boldly challenge social norms and even laws when they are unjust. As Palatino accurately said, “When we protest, it does not mean that we have a negative and gloomy view of the world.

More than anything else, it reflects our undying optimism that yes, another world, a better world is possible. Love ignites the struggle for a new future. So spread the love, the hope, and become an activist”.

hen you meet Nora Ragadio, the first thing that she says about herself is that, “I'm [from] a family of a poor farmer.” This doesn’t bother her, how people react when they hear this. She is proud of this fact and of being able to come overseas and become educated.

The daughter of a poor farmer, Nora is now a RE/MAX realtor, holding under her belt a Bachelor’s degree in Commerce-Business Management, and she is also a recipient of several awards including: President’s Club, Executive Club and Hall of Fame. Not to mention various letters of appreciation for her contributions to the community and in the real estate industry.

Her passion and her fire started back home in the Philippines, where issues with real estate assets from her grandfather were lost due to tax issues.

Through four years of hard work, the battle was won. From there, she joined her family in Canada, helping her brother establish a business that has now become the Edmonton famous Kuya Allan’s Lechon Pinoy.

Conspicuously visible during the meeting were Hermie Angeles, the president’s wife as well as Lulu Bernal, COPAA’S Secretary; Tracy De Laurier, the former president of the Edmonton Heritage Festival; of course, Payman Parseyan, the former president of the Iranian Society of Edmonton, the honorary member of the Congress of the Philippine Associations of Alberta, and the newly appointed Press Secretary to the Minister of Culture’s office at the Legislature, who were requested to join in the picture with the COPAA’S President Jun Angeles and Vice President Lito Velasco immediately after the meeting.

Karilagan Dance Society 48th Anniversary

Karilagan Dance Society celebrated its 48th anniversary last April 27, 2019 at Radisson Hotel Edmonton South with the theme “Piliin Ang Pilipinas” – Choose Philippines. It also presented the 22nd Hiyas (Gem) Award recipients. The event was attended by Honourable Amarjeet Sohi and his wife and Mayor Don Iveson. It was also a tribute to the late Leonardo C. Molo who passed away last July 4, 2018. Mr. Molo was a big part of the Karilagan Dance Society, he became involved with the group in 1996 as a volunteer member and later on became a long- time adviser. He led the yearly props making sessions by sharing his artistic talent. To date, his art works are still part of the group’s performances. He was one of the Hiyas (Gem) Award initiators and one of the editors of the Philippine Hiyas newspaper. Mr. Jun Angeles, who have known Len for such a long time paid a nice tribute to his friend and mentor.

Karilagan showcased folk dances from tribal, rural and Muslim suite to the delight of their guests. The night started with an opening group dance and song number of “Piliin Ang Pilipinas” followed by talented entertainers during dinner and

efore immigrating to Canada, Loyd Doroni was a high school teacher in Ilocos Norte and an elective, watch repair, was one undertaking he was passionate about.

“It was then a pilot project and teaching our students how to repair watches was exciting for me,” Doroni told the Filipino Journal.

Then came 2001, he moved to Manitoba as a provincial nominee and worked at a watch repair store.

The owner eventually decided to sell his business and Doroni grabbed the opportunity to own it and so his watch repair business started.

E&J Watch and Jewellery Repair opened in February 2008 in Winnipeg and by August in Edmonton and Calgary. The Edmonton location in Bonnie Doon moved to the West Edmonton Mall and from the Marlboro Mall in Calgary to Bower Mall in Red Deer.

Currently, it also operates one store in Regina at the Northgate Mall.

Doroni is proud to serve his customers who come for free estimates on watch and jewellery repairs yet eventually had the repairs done by himself or his technicians.

“On the spot, we can repair their watches or fix their jewellery so that they can see what we are doing,” said Doroni.

Their services include watch battery, leather and metal watch band replacements while their customers shop inside the mall.

“We provide the best service because we want our customers to be happy and help us as local business owners grow,” said Doroni, who has hired watch technicians and personally trained them to maintain the quality of service E&J has been known for years now.

Food as a Gateway to Culture and ULAM: Main Dish

W

hen we were still living in the Philippines, everytime we went to a new town, the first thing my husband Jojo Lucila would visit was the food market. He claims that you learn a lot about the people’s lifestyle based on the kinds of food sold in the market.

Now there is more to discover, as we live in a society that prides itself in embracing and celebrating cultural diversity. There are festivals, events and community activities that allow us to engage in different cultures without having to travel to another country. There are many other ways to immerse in a culture - learning the language, folk dances, songs, literature. But the easiest to enjoy and digest (so to speak) is food.

Food brings people together.

Shows like Anthony Bourdain’s “Parts Unknown”, Eddie Huang’s “Huang’s World” and David Chang’s “Ugly Delicious” have focused on showcasing cultures through food.

When one partakes of a dish, one

learns about the topography of the region by the ingredients and its spices. The way it is prepared, presented and eaten speaks volumes about the traditions. Our food has sentimental value, usually passed down through generations, and connected to life moments, i.e. celebrations, or as comfort food to cheer us up.

In the documentary ULAM: Main Dish, Filipino-American director Alexandra Cuerdo focuses on the ascent of Filipino cuisine in American tables by following the journey of award-winning chefs. These chefs and restaurateurs share their stories of breaking prejudices, being

authentic, using food as a vehicle to communicate and present ourselves, and validating our culture. They come from different walks of life, i.e. from Michelin-starred line cooks to high school dropouts, successful restaurateurs to first time shop owners - but all highly acclaimed by critics. They share their histories, their sacrifices and what it takes to run a successful restaurant in two of the most competitive markets in the world: New York and Los Angeles. The film also talks about the experiences of first and secondgeneration Filipino Americans, and the struggle to have Filipino food and identity be recognized in the larger

American society and even their own Filipino community. There are also philosophical conversations on the Filipinos’ history, crab mentality, the effects of colonialism, and the need for support from the Filipino community.

The narrative for our food is a narrative of our history. In the words of the film’s creators, “It's

like saying, this is me on a plate.

We can say, we both enjoy this, this is some version of what we both grew up with, it's some version of ourselves — even more so when we're connecting with a non-Filipino. Two Edmontonian Pioneers Receive Senator C. Enverga Medal of Excellence 2019

T

wo outstanding pioneers received the 2019 Sen. Enverga Medal of Excellence in recognition of community leadership as leaders and role models who inspire the achievement of communitybased goals within the Community.

Jose ( Jun) Angeles and Dr. Josephine Pallard of Edmonton, both semi-centenarians received the prestigious medal of Excellence during the visit of the late Senator’s wife, Rosemer Enverga on April 13, 2019 at a reception given by the Quezonian Club of Edmonton and the Alberta Filipino Journal.

Both multi-awarded individuals, Jose (Jun) Angeles is the President of the Congress of Philippine Associations of Alberta (COPAA) and the Publisher of the Alberta Filipino Journal, while Dr. Josephine Pallard is an educator and founder of Changing Together, a Center for Immigrant Women as well as the Filipino-Canadian Saranay Association of Alberta.

For half a century, both Angeles and Pallard unselfishly devoted their time and service to the welfare of the Filipino and Canadian communities in general.

2019’s Recipient of Senator Enverga’s Award of Excellence Dr. Josephine Enero Pallard is the eldest of eight children born to a working class Catholic family in Baguio City, Philippines. She learned generosity and caring for others from her mother; and the importance of defending her beliefs

and integrity from her father. As a young child growing up in the Philippines, she developed a solid foundation of her Catholic Faith from her parents and from the French and Belgian Missionary Priests and Nuns of the Congregation

of the Immaculate Conception of Mary (CICM). This strong up-bringing led her to continue dedicating her passion to help others. She became increasingly aware of the atrocities, poverty and social injustice in the country.

In 1967, as a young adult, Josephine chose to emigrate to Edmonton, Alberta, Canada to further her education and to live in a country where she believed that there is hope and opportunity for all. Eventually, she was able to bring

her whole family to join her new life in a new-found home, Edmonton.

From 1970 to 1975, she attended the University of Alberta earning a Bachelor’s Degree and a Post- Graduate Diploma in Education. Through a scholarship, she completed her Master’s Degree in Education from San Francisco State University, California, USA. For 38 years, Josephine taught Kindergarten to Grade 12 in the public school system, continued on page 25 ►

What did he mean by "the body of this death?" Did he mean my body when I die? Absolutely not! In the 8th chapter you have the answer to this question in verse 13b: "If ye through the Spirit do mortify the deeds of the body, ye shall live." That is the body of death from which he is seeking deliverance.

The new will is a permanent gift, an attribute of the new man. The power to do is not a permanent gift, but must be each moment received from the Holy Spirit. It is the man who is conscious of his own powerlessness

What the Holy Spirit does is to give victory: "If ye through the Spirit do mortify the deeds of the body, ye shall live."

It is the Holy Spirit who does this—the third person of the Godhead.

It is He, who, when the heart is opened wide to receive Him, comes in and reigns there, and mortifies the deeds of the body, day by day, hour by hour, and moment by moment.

his is the first of several in a series of writing that will give you examples on how to complete your experience requirements when applying for your APEGA licensure requirement. The examples presented here are based on my personal experience and will not necessarily be the same as yours.

This will serve only as a guide and not a “copy and paste” approach.

I suggest for those who will write their Experience Records to start and follow the examples below. This will complete the 22 Key Competencies in the succeeding issues of the Alberta Filipino Journal.

Competency Category 1 – Technical Competence 1.1 Regulation, Codes, and Standards Demonstrate knowledge of regulations, codes, standards, and safety – this includes local engineering procedures and practices as applicable • Identify and comply with legal and regulatory requirements for project activities • Incorporate knowledge of codes and regulations in design materials • Prepare reports assessing project compliance with codes, standards, and regulations • Recognize the need to design for code compliance and ensure ability

to construct, ability to operate and ability to maintain, once constructed Example: In my more than 3 years in Company X, I learned and applied codes and standards in my designs and analysis.

In Tower design industry standards, I used the Electronic Industry Alliance (EIA) and Telecommunication Industry Association (TIA) in the determination of design tower loads. Design basis are lifted from the American Society of Civil Engineers (ASCE) publications. Details steel design was taken from the American Institute of Steel Constructions (AISC) and the American Concrete Institute (ACI) for concrete design. Technical report was presented to the client defining all the code provisions and the loads used in the structure as basis of analysis.

In the Philippines, code provisions are compiled into one single book and we call it the National Structural Code of the Philippines (NSCP). Code compliance is necessary as this is the backbone of design requirements. During the construction stage, I do site visits to ensure that the minimum code requirements as detailed in the plans are actually implemented.

These codes are practically and literally on the forefront of all design procedures and implementations both in Engineering and Quality Standards.

I'm Francis Cleo Rabina Galon I'm primarily a graphic artist and web designer, musician and programmer and I only recently got into spoken word poetry after some opportunities presented themselves at some church events and local competitions. I found that I enjoyed it so I decided to go write some pieces during my free times and the one I'm sending now is one I started writing last January when bad news after bad news was flooding my social media feed right after the beginning of 2019.

From an Unknown Friend You, whoever you are reading this, I might not know your name, your family, or your friends.

I might not know the battles you face, the ideals you embrace. I most likely have not met you face-to-face But there's a common denominator that binds you and I. We stumble, we fall.

We've lost something, or someone, valuable.

We have demons to face, an enemy not seen but an enemy within.

A remnant of the past that haunts us in the present and threatens to ruin our future.

We have a sense of incompleteness, a longing to be made whole.

At times our heart might cry for liberation from the weight that holds us down from getting out of bed in the morning.

We might even look like the most fulfilled person on the outside, hiding an unfilled soul inside.

We might wake up in the morning with demons speaking lies to our heads And all our heart wants is an escape from the haunting, before the will to live escapes our being At times, we may desire an outlet for our cries for freedom from the demon within and to close the inlet of negativity and hate.

At some point, we probably have thought that God is unfair for putting us smack in

In the tower base foundation and deadman anchors design, it is essential to accurately analyze the geotechnical report prepared by the Geotechnical Engineer to better understand values and its applicability to the system so that the foundation will function as per design.

Loads, as required by telecommunication engineers, are placed on the tower and included in the analysis.

When communication towers are to be placed on top of existing buildings, theoretical calculations were performed to accurate map the design forces. The procedure I did was based on acceptable standards. But during the implementation of the projects, guy wire could not be anchored on the existing structure due to some obstruction on the line of the guy wire. Minor adjustment on the angle of plots of the guy wire relative to the area will have a major effect on the design forces. Site query sheets were raised to verify if the change in the angle of plots of the anchor to connect the guy wires will have significant change in the forces and eventually voiding the previous design.

Practical engineering in this case is limited and needs to be supported by engineering theories and calculations. The decisions were made quickly with the help of the previously validated software that the minor change in angle of inclination will have no great effect in the original design.

In my Structural and Civil Engineering experiences with Company X, time is the major factor in delivering a result at the end of the day. Submittals of design

calculations are bound by pre-determined man-hour in every stage, whether it is Issued for Discipline Check (IDC), Issued for Approval (IFA) or Issued for Construction (IFC). The agreed date of mobilization of manpower and fabrication of necessary structures are primarily dependent on engineering deliverables.

A lesson learned from the projects I was involved in was to accurately check all design drawings; yet not at the expense of reducing or doing short cuts just to get things done. Because at the end of the day, if errors in design drawings were not corrected up to the fabrication, not only time was lost but also materials and other company resources as well.

On site activities, casting of concrete has the most deciding factors for the succeeding milestone to proceed. Thus, preparation of site surveys, rebar layouts, formworks and including the manpower schedule are bounded by the time element needed in the engineering process.

1.3 Risk Identification and Mitigation Analyze technical risks and offer solutions to mitigate the risks • Demonstrate familiarity with system protection and/or damage/hazard mitigation objectives, philosophies, practices, procedures, and functions • Identify risk areas including causes of risks and their impacts • Develop risk management/mitigation plans • Demonstrate an understanding of the difference between technical risk and public safety issues Example: My involvement in risk assessment on every tower project I design was to make sure that the erection procedure is within the safety limit. Towers are erected every segment, specific methodology on which comes first in the erection is painstakingly studied and consulted based on lessons learned from past projects. Careful evaluation was made so that no injuries or worse, loss of life would occur.

The erection procedures are properly coordinated to the safety officers on site, the crane operators and to the crane riggers. I personally evaluate lifting

the middle of the storm and wish to escape it somehow but guess what friend, that's where you're meant to be.

plans as if this complies with the required calculated weight of each segment during the erection process.

1.4 Application of Theory Apply engineering knowledge to design solutions • Prepare technical specifications • Demonstrate use of theory and calculations to arrive at solutions • Demonstrate the development of a unique design solution that could not be accomplished with a standard design solution Example: I reviewed geotechnical reports submitted by 3rd party contractors as input for design calculations. I identified applicable codes on specific design assembly such as AISC, ACI and the local codes of the Philippines (National Structural Code of the Philippines). I studied and identified design wind speed relative to the project’s location.

In the actual design process, I used different softwares in the design of towers such as STAAD PRO and Risa Tower. I did manual calculations on the input forces and verification checks on the output. I did validation checks for the critical members base from the basic design principles of mechanics of forces and material strengths.

After the design procedures were completed, I prepared technical calculation reports for submittal to my supervisor for checking and comments.

In case common design principles are not applicable because of different unique site situations, I personally go to the site to understand the situation and proposed solutions based on my engineering judgement. A typical example of what I experienced on site was that the foundation of the tower was not feasible because there were buried functional piping utilities on the exact location of the footing. It is not allowed to put your foundation on any non-stable materials or non-appropriate soil condition, hence, I proposed to re-design the footing to sleeve the pipe through the concrete and design the size of the footing appropriately to carry the loads.

The Journey to the Slopes of the Mayon... a cone the volcano is, it is also because of the beauty of the places and the people around it. You will get the chance to discover the historical insights of the Bicolanos about the volcano and Albay itself. I had the chance to visit this place way back in 2015 and I was just really amazed and mesmerized by the province. I was able to witness how they were able to preserve the place because it is one of the Philippines’ most prized possessions. The true probinsya life is in this place. Eating in the karinderya, with street food to be found almost everywhere, riding in a jeepney and seeing the beautiful landscape that surrounds the volcano are but a few of the experiences offered. We were also able to take up a quick adventure through the slope of Mt. Mayon on an ATV. It was a blast, I swear, and it was worth it.

You get to see the tracks and the evidence of the previous eruption of the volcano and it is surreal. You won’t even think about the fact that it is an active volcano because it looks very peaceful and serene. During the journey around the edge of the volcano, we saw how clean and green Albay, Bicol is. It showcases the beauty of and how precious the environment is and that it deserves to be preserved. You will get a chance to appreciate your surroundings even more and to take pictures of yourself and the volcano right in front of you. Funny to think that our tour guides are pretty much professional photographers. Their shots are too awesome, well, also because it is a tourist spot. Seeing our tour guides be so accommodating of visitors proves that Bicolanos have a good heart. The beauty of the place reflects on the beauty of the people. The volcano is the centerpiece of the Albay Biosphere Reserve, declared by UNESCO in 2016, and is currently being nominated as a World Heritage Site.

As Chair of the Committee for 35 years together with the help and collaborative efforts of Catholic Social Services, Josephine and her team were able to sponsor over 500 refugees settle and integrate into Canadian Society as they build resilience and self-reliance.

Nora gives advice to kababayans who also dream of pursuing their own careers in Canada, and especially for those who are just starting out. She says, “For those who have just arrived in Canada, tell [them] the best possible way to achieve their goals. Be nice and exemplary of your good heart and intentions.”

At the end of the day Nora says, “I am just a daughter of a poor farmer who borrowed money from her parents during the time of the planting season.”

Being Politically Involved This Year: A Review

T

he provincial election just finished and with newly elected representatives, a lot of changes are bound to happen.

Since I got my citizenship in 2012, I have enthusiastically voted in every single election. After attending a few leadership workshops and campaign schools since 2015, I warmed up to the idea of being more politically active. I started in 2017 during the municipal election, when I helped a candidate with Get Out The Vote on election day and cleaning up her campaign office afterwards.

This year is a bit different though. I volunteered for a partisan election for the first time and helped a candidate in the weeks before the

election. I agonized for months over which candidate and which party to volunteer for, and then decided to volunteer for my riding’s candidate for the Alberta Party. Here are some of my thoughts about this eye-opening experience.

I have to embrace the concept of being imperfect. It took convincing and a lot of reflection for me to accept that there is no perfect party, no perfect candidate, no perfect platform, and supporting one is still okay. I talked to a campaign manager who said he supports most of the policies – not all – and still has dedicated the past six months supporting two candidates. This is what encouraged me to just give it a try.

I felt out of place sometimes for being a newcomer. I’m not really

well-versed in our province and city’s political history, but I took it as an opportunity to learn. From learning what Stephen Mandel has done when he was a councillor and Mayor, to hearing people talk about Peter Lougheed or Ralph Klein quite often. It’s fascinating to read between the lines, the anger, enthusiasm or the faraway looks of these people when they share these stories and the first-hand experiences they had.

It is much safer than I thought.

When we went to the Philippines last Christmas, we drove by a funeral for a mayor who was recently murdered in La Union. I then realized that the election is six months away and remembered that election season – which always includes deaths – has officially started.

I knew it would be different here, but I was still blown away.

You can stop supporting a political party, announce it on social media, and stay alive. Despite the occasional sassy people at the doors, anger on social media, and the election signs that get vandalized, there have been zero deaths among the candidates.

During the campaign schools, I have met former politicians with jobs in various industries, and they seem

happy, engaged and overall okay.

This is mind-blowing for me, and I will try to never take this for granted.

It is a great way to meet people that can be connections to do good things. In my campaign team, at least two of the volunteers are lawyers, and one is a law student. Because my day job involves pro bono work and helping those who cannot afford lawyers, it became an opportunity for possible new volunteers. This is quite unexpected but I’m more than thrilled to accept it.

It is much easier than I thought.

99% of the time when door knocking, either people are polite, or do not answer the door. I’m blown away with all the different ways that voting is made convenient for most people. Maybe one day, if the flaws of technology are managed, online voting will become a possibility.

I’m saddened and confused about why the voter turnout around here is not close to something like 95%, but 70% is record-breaking and that’s good!

Finally, making an impact does not end on election day. I appreciate being able to call or send a letter to our elected representative. It’s easy to call them out on social media.

There are lots of advocacy groups and volunteer initiatives to be a part of to fight for what you believe in, until the next election day.

Jericho, Sam, Yen, Negi wow Edmonton crowd

Filipino-Albertans were treated to a night filled with giggling and hearty laughter as the main cast of a popular teleserye aired by The Filipino Channel (TFC) came to Edmonton for the “Acoustic Heartthrobs 2019 Concert Tour”, May 4, at the Southpointe Community Center.

Comedian Negi warmed up the crowd with his jokes and Sam Milby, Jericho Rosales and Yen Santos took turns in entertaining the screaming fans of “Halik”, a Philippine TV series that they star in.

One lady fan even kept calling Sam Milby “Ace”. “Ace Corpuz” is the fictional character played by Milby in the TV series.

Local singers Julia Villarta, Angellica Cruz belted lovely songs for

the audience and Alwyn Bendico owned the stage that night with his song and dance performance.

After singing “Dahil Sa‘yo” of Inigo Pascual, Bendico electrified the crowd with a hip hop dance tune from K-Pop. “Gusto ko talagang mag front act at malaki ang pasasalamat ko kay Ate Lydia Jimenez sa pagkakataon,”

said Bendico, who started to sing and dance at 13.

Jericho Rosales’ relatives from Calgary also came that night to show their support and he thanked his family and the fans for taking the time to watch their concert.

The sold-out concert was promoted by Palabok Promotions of Lydia Jimenez, owner of Palabok House on 51 Avenue in Edmonton, who is planning to hold another concert featuring popular Filipino singers in September.
