2012 Chairman It is hard to believe that 2012 will soon come to a close. We began this year with our Annual Meeting, which emphasized what we could accomplish working together as a chamber, a business community, and as a region. It has been a privilege to serve as the Chairman of your Chamber’s Board of Directors this year and to witness so many pulling together for the common good. Your Chamber is governed by a Board of Directors that has a genuine passion for your Chamber’s mission and that is actively involved throughout its body of work. However, the excellent staff of your Chamber carries out the mission and deserves the full credit for the success of our Chamber. During the year, your Chamber Board was pleased to bring Chris Hardy on board to serve as our President and CEO and lead our very talented and dedicated team of employees. We were not surprised, therefore, that Rashelle was named the “Rising Star” of 2012 by the Southeast Tourism Society. Our Legislative Affairs Division and our CVB are good examples of the required teamwork it takes to achieve the objectives of your Chamber. Similarly, numerous individuals, businesses, and organizations work together to promote economic development and provide resources. Looking for a yearly theme under which he'll serve his term as Chairman of the Albany Area Chamber of Commerce's Board of Directors, Miles Espy thought less about what might sound good as a campaign slogan and more about the issues that confront member businesses and other elements of the community. His eureka moment offered the best of both worlds:

"For this community to move forward — and I mean this entire community, not just the businesses that make up the membership of the Chamber — everyone's going to have to plug in," Espy said. "Everyone in this community — the economic development folks, the government leaders, the schools, the businesses, the entire population — has a role to play. Everyone has responsibilities. "When everyone comes to the table and starts to identify what their individual roles are, and we all start working on them, that's when we start to move forward. Together, we can." Espy, a principal in the Draffin and Tucker CPA firm, is already getting an enthusiastic buy-in from some of the community leaders who will play vital roles in promoting the Chamber's push for inclusion and its call to work toward a common vision. "There's a saying — I think it was made by Abraham Lincoln — that a 'house divided against itself cannot stand'," Bill Sadler with Sadler Capital Management said. "Albany is a town right now, but if it wants to be a community, it has to put aside old animosity and dissent and work together. I think Miles' vision of 'Together We Can' is a challenge for this entire community to work toward a future in which we're one Albany. "I think we have to look at the resources we have available — the water from the (Flint) river and our aquifers, our farmland, our institutions of higher education, our work force — and reach out to businesses that could best benefit from those resources. We need to work together on a plan that can help our community grow." Albany Technical College President Anthony Parker agrees with Sadler's assessment. His institution, after all, implemented a logistics training program geared specifically to meet the needs at Marine Corps Logistics BaseAlbany. But Parker said the concept of working together with common goals in mind must stretch beyond the boundaries of the business community. "We can't tell businesses and manufacturers that we have a trained work force in place if our state has a 67 percent graduation rate," Parker said, noting recent statistics released by the Georgia Department of Education. "A
large dropout rate is not just a problem for the education system in our community, region and state, it's a problem we all must take on. To become a certified literate community, we've all got to do what we can to keep our students in school working toward a legitimate high school diploma. "Then we've got to expand our vision beyond high school graduation.

Manufacturers came to the South back in the 1960s because there was a population in place willing to work hard. Now we've got to supply a population with the ability to work smart." United Way of Southwest Georgia President/CEO Lakeisha Bryant said various groups in Southwest Georgia will more readily work together when they come to the realization that their goals are similar. "We have to take our blinders off," she said. "We all live in the same community, and we have to start to realize that we're all facing the same issues. The problems of any one segment of the community are the problems of the whole community; we all have the same issues. We've just got to do more on the grassroots level. "As a native of Albany, I've seen the kind of community spirit it takes to work together and accomplish common goals during emergencies like the floods in 1994 and 1998. We need that same kind of spirit, that same sense of urgency, without a crisis. I saw that spirit recently when I found out about a group of women who couldn't afford to have (needed medical procedures). I talked with the medical community and found people willing to complete testing at no charge, but there was a cost of $25 per person for lab work. I put out a plea to other women on my Facebook page, asking if any could spare the $25, and within a week I had enough for 70 women to have the tests. Sometimes it just takes someone simply asking." Bobby McKinney, whose civic involvement includes work with the Chamber, the Albany-Dougherty
Economic Development Commission and the Albany Convention and Visitors Bureau, said the community should approach its current situation "still in crisis mode." "We don't have the kind of thing we went through with natural disasters, but we are in crisis right now," he said. "We have some critical issues in our community that must be addressed. But we also have opportunities, and I've seen those things turned around here when people get involved and work together. "There was an effort to push for the state to finance the needed Fine Arts Building at Albany State University, and I was asked if I could help relay to our government leaders how much it would mean to our community. I asked several of our institutions if they'd make an effort to speak out on behalf of ASU, and they all did ... Procter & Gamble, M&M Mars, Phoebe (Putney Memorial Hospital), MillerCoors, the Chamber, the EDC, LRA Constructors, (Dougherty County Commission Chairman Jeff) "Bodine" Sinyard, (Albany Mayor) Dorothy Hubbard, (State Representatives) Winfred Dukes, Carol Fullerton. They all wrote letters that were collected and sent to the state Legislature. That's the kind of community spirit we're talking about." Espy, who admits to being a "glasshalf-full kind of guy," said the various segments of Albany and the region must overcome the negatives that persist in the community. "We hear the negatives all the time, but our community is a wonderful place with a lot of wonderful attributes," the Chamber chairman said. "It's time we put aside the differences that have been dividing us and start looking at the common things that will benefit all of us. We can't stick our heads in the sand any longer and ignore what's going on around us; we have to address our challenges as well as our opportunities. "We have to improve the image we present to those outside our community, but before we can do that, we have to improve our own selfimage. We've seen glimpses of what we can accomplish when we work together. Now we must make plans to expand those efforts, to continue moving forward together." www.AlbanyGa.com | BUSINESS

Congratulations to Water, Gas & Light The Water, Gas & Light Commission is a municipally-owned and operated utility system furnishing water, gas, and electricity to the citizens of Albany, GA. Currently it serves over 40,000 customers and is the largest public utility in Georgia. The utility marks its 100th anniversary this year. In 1892 the City of Albany, bought up several small privately owned and operated water supply systems – this became the Albany Water Works. This successful experience led to the purchase of the privately owned electric plant operating in the city in 1900. In 1912, in answer to a demand by the citizens of Albany, a modern gas plant was built. The City of Albany has been a pioneer in the field of municipally owned public utilities. It has experienced such marked success, both in the character and economy of its services that many other cities have been influenced to follow Albany’s example and benefit by Albany’s experience. The Mayor of Albany serves as the ex-officio chairman of the Commission with other members appointed by the City Commission to serve terms of two years each. The commission is vested with the exclusive authority to establish water, gas and electric rates and to make and enforce rules for the collection of the same. COUNTRY, CORPS, COMMUNITY A message from MCLB Albany I would like to thank the Albany Community for getting down and dirty with their fellow Marines at the installation’s first-ever Dirty Devil Dog Mud Run. The fact that we were able to garner more than 500 participants in such a short time shows the community’s interest and willingness to support Marine Corps Logistics Base Albany and all those who call the base home. This is just the tip of the iceberg as the base looks to open itself up to the community more often. We will either succeed or fail as one country, one Corps and one community, and events such as the Mud Run show we’re truly one community. Sure it was fun, muddy and even a little slapstick, but it shed light on the relationships on what really matters – our ties to each other as Americans. “MCLB Albany knows how to find the heart of the community,” one local citizen said. Other participants even remarked on how Marines lined the course and encouraged them to finish or overcome an obstacle. Being cheered on by Marines gave them the push they needed to surmount such obstacles as a freezing mud pit or climb over a barrier more than two and a half miles into the course. Events like these are important. As Americans, we face more stringent obstacles than a mud pit, and our barriers as a community, Corps, and country are more difficult to climb. However, the Greater Albany community is overcoming its obstacles. As Marines of MCLB Albany and its tenant commands, not only will we cheer Albany on and encourage its citizenry, we realize we must climb these obstacles with you as one team. Opening the base to the community is our way of showing its young members what is possible, that they can be successful, and also shows the community-at-large we will always find the resources to open our doors and extend our hand regardless of economic hardships. Service to the public means more than wearing the uniform and training to fight our nation’s battles. As Marines, we wear the title even when we’re not wearing the uniform. Being a Marine means serving the public all the time. This idea stands as a driving force as we continue to reach out to the Greater Albany area. We stand as fellow Americans and we want the community to keep this in mind first and foremost. Regardless of the uniform, we’re all Albanians. Together WE CAN overcome the obstacles in our path. We are One Nation, One Corps, One Community, under God, indivisible with liberty and justice for all.

C ham b er M e mbers hip i s An Effect ive Busi ness Strate gy Courtsey of Albany CEO A national survey of 2,000 adults reveals that being active in a local chamber of commerce is an effective business strategy because two-thirds of consumers believe that such companies use good business practices, are reputable, care about their customers, and are involved in the community. The study, conducted by The Schapiro Group, an Atlantabased strategic consulting firm, found consumer perceptions of chamber members to be positive in many ways: When consumers know that a small business is a member of the chamber of commerce, they are 49% more likely to think favorably of it and 80% more likely to purchase goods or services from the company in the future. If a company shows that it is highly involved in its local chamber (e.g., is a chamber board member), consumers are 10% more likely to think that its products stack up better against its competition. When consumers know that a national restaurant franchise is a member of the chamber of commerce, they are 68% more likely to eat at the franchise in the next few months. When consumers know that an insurance company is a
member of the chamber of commerce, they are 36% more likely to think favorably of the company. The key factor in developing and maintaining positive consumer perception of chamber members, the Schapiro Group said, was that "positive outcomes only occur when consumers know that a business is a chamber member (i.e., being involved in the chamber is a known facet of the company's reputation)." Accordingly, when consumers know that a large business is a member of the chamber, they are likely to patronize the company more often, to express favorable opinions about the company, to know more about the company, and to buy the company's products. MESSAGE FROM THE PRESIDENT/CEO What’s in Store for 2013 As the Chamber and business community approaches 2013, there are a multitude of issues that we can and must begin addressing now to ensure our growth and sustainability. The week before this article was written the Chamber of Commerce and other area business partners hosted the 2013 Economic Forecast luncheon presented by the Terry College of Business at the University of Georgia at the Hilton Garden Inn in downtown Albany. As an attendee and moderator for the program, I was extremely interested to hear what many experts believe we can expect this upcoming year.

This year’s program featured thoughts from several leading faculty at the School of Business including Robert Sumichrast, Dean of the Terry College of Business, who delivered the State forecast; Beata Koschut, Research Professional at the College, who spoke more on the local forecast for Albany, Dougherty County and Southwest Georgia; and Mark Masters, Director of Projects at the Georgia Water Planning and Policy Center, who presented the Agricultural Forecast.
I want to share some key points made during the morning-long event. They were: • Georgia will continue to rebound much more quickly in 2013 post-recession at a rate of 3/10 of a % higher than the national average. • Considering Georgia is heavily dependent on oil as a State and is drastically affected, any numbers in excess of $140 per barrel would possibly send Georgia into a second-dip recession. Projections are that oil will not exceed $100 barrel which is great news, if of course projections become reality. • Two industry sectors were specifically mentioned as projecting to show great promise, Bio and Nano Techonologies. Three other industries where growth is expected are manufacturing, professional and leisure/hospitality. • Another good sign is that Real Estate is beginning to show signs of progress, which of the upmost importance in attracting new industry and creating new jobs. I would be remiss if I also did not include a few projections that were not so positive: Though the job growth trend is up at 1.4%, that is certainly not enough to restore Georgia to the number of jobs lost over the last several years. That full recovery is not predicted to happen until 2016. Other factors that could negatively affect Georgia are education, federal cuts and uncertainty along with continued lack of confidence in new market expansion. Ok, so where’s the silver lining, you ask? I believe these projections are a way for us to realize where our strengths and our weaknesses are so we can address them strategically with a knife rather than with a bazooka and hope we hit something.
