HE Suhail Al Mazrouei, UAE Minister of Energy, opened day three of World Future Energy Summit 2017 discussions with a rousing keynote address that confirmed the country’s ambitious vision as it shapes a new energy landscape for the Emirates.

In the dynamic session entitled ‘Meeting the UAE’s Renewable Energy Targets’, he reminded the assembled delegates of how far the UAE, and the world, has come in looking at alternative energy solutions.

“We all remember, when we started, the

aspirations and targets for renewable energy were seen by many countries as a luxury. Today, thanks to the leadership in the UAE who were very bold in the implementation of huge ideas and projects, [this] enabled us here to break the records, several times, when it comes to PV solar cost of generation,” he remarked.

“How far is it going to go?” is a question mooted by experts every year, and Al Mazrouei highlighted the bottom-up approach of the UAE Government towards enabling renewable energy, as strategy

and policy makers work to secure a share in the future of energy resources.

He said, “We didn't want to set a policy that is not supported by the different entities here in the UAE. We formed a team and they drove the policy from the bottom up, and came up with the conclusion of what is going to be the energy mix for us in the future.”

The challenge of balancing cleaner fossil fuel solutions with green energy technology is underpinning the country’s energy strategy, and Al Mazrouei reiterated the fact that, by 2050, renewable energy applications will represent 44 per cent of the total mix.

The balance will be split between natural gas (38 per cent), green coal (12 per cent) and the remainder nuclear.

“Why 44 per cent? What made us go aggressively in renewable energy is what we have seen in terms of technology that can significantly reduce the cost of generation. Now, we are waiting and enabling in the UAE the R&D to achieve a breakthrough in research,” he said.

According to Al Mazrouei, in addition to investing into regular photovoltaics, the country will invest in different kinds of renewable energy solutions, with a focus on solar and CSP. He said that this would enable natural competition to achieve the best possible tariffs.

“This strategy is also dependent on decarbonisation. The cheapest measure of achievement in decarbonisation is for us as human beings to consume less, and we are assuming in our policy that individuals and buildings in the UAE will reduce their consumption by 40 per cent,” he noted.

Retrofitting has also been flagged under actionable initiatives, with Al Mazrouei commenting on the need to retrofit and upgrade existing building standards, as well as control the demand side.

“If we do that, I think the UAE will be a shining model for the region and the world, where the ecology and balance between cleaner forms of fossil fuels and renewable energy is in balance, and will bring happiness to our people. At the end of the day we want our cities to be liveable and have the best cities environmentally.”

Dubai Electricity & Water Authority (DEWA) MD & CEO, HE Saeed Mohammed Al Tayer, and Adel Saeed, Director of Privatisation for Abu Dhabi Water & Electricity Authority (ADWEA) also took the stage to share an update on their respective initiatives; and Yousif Al Ali, director of business for Masdar Clean Energy, concluded the session.

FRENCH TOUR DE FORCE AT WFES 2017 France’s participation at the 10th annual WFES showcase is covering the gamut of industry sectors with 38 exhibiting companies gathered together under the Créative France banner.

Dr Stéphane Senyarich, who heads up marketing and business development for advanced rechargeable technology and solutions provider, Arts Energy, is taking part for the second year running, with the objective of extending the company’s network and connections to local authorities.

“As a provider of long-life energy storage battery solutions for solar, telecommunications back-up and smart grid peak shaving applications, the Middle East is a growing market for us, especially considering the environmental conditions and increasing focus on solar applications,” he said.

“One of our main strengths, apart from the fact that our high quality batteries are produced in Europe, is that our 10-year maintenance-free batteries can withstand temperatures of up to 85°C; so this is a strong market for development,” he added.

“We have also developed co-operative partnerships with other international clusters in the UK, Brazil, the US and Spain, among others;

and here we also get to meet other overseas clusters to exchange information and discuss market trends and opportunities,” he added.

Carré highlighted opportunities for French expertise on the global map, with Asia, the Indian sub-continent, South America and North America all prospective markets, as he explained, “In certain areas like Texas and California, there are ongoing challenges with water management and efficiency, and we can add value through our cluster expertise.

“Here in the Middle East, where the provision of water for a growing population is an issue when it comes to sludge handling, our cluster members can offer proven solutions to manage this transformation.”

SUNNY DAYS AHEAD: ‘FUTURE BELONGS TO RENEWABLE ENERGY’ For those worried about depleting fossil fuel resources, fear not. The future will see the world run on renewable energy. Possible? Yes. Necessary? Absolutely. According to Tanzeed Alam, EWS-WWF climate and energy director, the UAE is an ideal example of how it is possible to increase the take-up of renewables to lessen dependency on oil and gas.

“We are currently assessing if the UAE can generate 75-100 per cent of its electricity from renewable energy by 2050. That is obviously going to impact water production. Therefore, renewable energy and desalination are quite an important focus for policy roadmaps and how we will achieve them. Collaboration between private sector and the government is going to be crucial if the UAE is to achieve the current renewable energy targets and our ambitions beyond.”

“At EWS-WWF, we have been working on how to improve energy efficiency in the built environment in the UAE. We collaborate on projects to analyse and assess options that the UAE has, in partnership with the private sector and the government, and we broker dialogues between these key stakeholders to find solutions for energy efficiency. In our role as a nongovernment and non-profit organisation, we help catalyse and facilitate implementation between both parties.”

Although not always smooth running, Alam says that no problem is insurmountable and both parties are quite keen to focus on efficient energy and water management programmes. “I believe it is through that openness to hear different perspectives that real solutions can be found.”

The Paris Agreement lay down in clear terms that the world wants to limit emissions and temperature rises to 1.5ºC and that requires the world to be free of fossil fuels by the middle of this century. That means no more oil and gas. “We are already seeing record investments in the renewable energy sector, improvements in storage technology and low carbon innovation in transportation, these three elements together with energy efficiency are significant steps in the right direction. Alam points towards The Sustainable City in Dubai as an example of energy efficiency here in the UAE. In the next 30-40 years, the energy industry will undergo tremendous change, so it is important to look forward. Fossil fuels are the energy source of the past. What we are seeing is the transition away from that.”

Alam reiterates that the UAE government has made a very good start in its energy transition when it announced an ambitious plan to increase the share of renewable energy in its energy mix last week. “The UAE Energy Plan - 2050 gives the market the certainty to know which direction the

country is going. What is required next is a strong policy framework that can be implemented across all seven emirates. Now that the private sector has a degree of certainty to generate renewable energy and they can get some guarantee for their investments, we will start seeing much more implementation on the ground. The general public needs to be made more aware of why renewable energy is more important to them and the repercussions. They should be able to access the market for solar panels, and get good quality providers and contractors to install them in their houses. Even banks can help with zero or low interest rates and green mortgages.”

According to a new report called ‘The Future’, authored by strategy consultants Booz Allen Hamilton, 25 countries will lack sufficient access to water to meet daily needs by 2025, leaving almost half the world’s population without adequate access to

water. According to the Water Resources Institute, a global research organisation that works closely with leaders to sustain the world’s natural resources – 14 of the world’s 33 likely most water-stressed countries in 2040 will be in the Middle East.

In 2015, PepsiCo globally improved operational water-use efficiency by 25.8 per cent since 2006.

That exceeded the company’s goal of 20 per cent by the end of the same year, a commitment outlined under PepsiCo’s ‘Performance with Purpose’ vision. By 2015, the PepsiCo Foundation and its partners had provided safe water access to more than nine million people since 2006, exceeding its goal of six million people by 2015.

In the beverages and snacks operations in AMENA, PepsiCo uses effective water conservation practices in line with the company’s global commitments.

JAPANESE SOLUTIONS FOR A NEW ENERGY FUTURE

FLAGSHIP FOR CLIMATE CHANGE ACTION Japan-based NGO Peace Boat introduced Ecoship, the world’s most environmentally sustainable cruise ship, at WFES. Ecoship, which will carry up to 2,000 passengers and around 600 crew, will serve as a platform for Peace Boat’s global educational voyages, host exhibitions in green technology in up to 100 ports a year, and serve as a floating sustainability laboratory contributing to research on the ocean, climate and green marine technology. Furthermore, the Ecoship’s technology will minimise its environmental impact, incorporating features such as retractable sails, wind generators, solar panels and an integrated heat recovery and reuse system.

The Japan Pavilion showcases Japanese technology solutions to find new energy resources for the future.

A key theme of the Japan Pavilion at WFES is finding new energy solutions in water, outer space and future generation. It showcases Japanese technology solutions to find new energy resources for the future.

“We believe that exploring new resources and energy from space and the ocean will be one of the keys to a new era for our planet,” said a spokesman at WFES. ”The amount of resources to sustain our population will exceed what is available in the very near future.”

On display are remotely operated vehicles (ROVs) and autonomous underwater vehicles (AUVs) which can perform a number of tasks underwater. One of the models exhibited is a deep-sea drone, currently

being developed, which can operate 1,000 metres underwater, carrying out operations such as underwater lithography and oceanographic surveys.

The Japan Aerospace Exploration Agency (JAXA) showcases observation satellites, lunar vehicles and exploration probes, including the Hayabusa 2, an asteroid probe, which is currently in space investigating the origin and evolution of the solar system and the raw material of life.

Launched in December 2014, it carries advanced apparatus for observation and will reach ‘Ryugu’, a C-type asteroid which is thought to contain large amounts of organic matter and hydrous materials.

Its forerunner, the Hayabusa, was the world’s first probe to bring back asteroid samples.

AIKOSOLAR LOOKS TO DEVELOP ITS BUSINESS IN THE MIDDLE EAST Aikosolar, one of the largest manufacturers of crystalline solar cells in China, is exhibiting at WFES for the first time, with a view to developing its business in the Middle East.

Based in Guangdong province, the company has an annual capacity of 1.8GW for both mono and multi solar cells and has a strong focus on research, technology innovation and development, being recognised as a National High-tech Enterprise.

Currently supplying 80 per cent of its product to the domestic market, the company also exports to countries including the USA and India, and is now looking to expand its reach to the Middle East.

“We see the Middle East, with six to eight sunshine hours per day and strong focus on solar and renewables, as a strong potential market, and we are looking to have a business presence in the

region, working with solar cell manufacturers,” said Hugo Zhou, sales manager for Aikosolar, at WFES. “We welcome enquiries and are open to discussing all kinds of business opportunities.

Ecoship is due to set sail in 2020.

Peace Boat has worked with designers and engineers from around the world to produce detailed plans for the ship, and last September signed a Memorandum of Understanding with the classification society DNV GL to develop the project, with construction scheduled to start in April 2017.

“We have tried to achieve the most energy efficient ship and reduce as far as possible the negative impact on the global environment,” said Yoshioka Tatsuya, founder and director of Peace Boat, who gave a TechTalk presentation at WFES. “With the combination of solar panels, wind power and LNG we can reduce CO2 emissions by 40 per cent compared to a similar size conventional cruise ship – quite a remarkable achievement. “ One of the main reasons for the Ecoship project is to act as a flagship for climate change action, and send a message to the cruise and shipbuilding industry, he added.

“The cruise industry is growing so fast, particularly in East Asia, and the need to mitigate the environmental impact of such expansions is very important,” Tatsuya pointed out. “Through its technical characteristics and in the programmes that it carries out, we hope Ecoship will encourage a model for ‘green’ cruising and further innovations in the cruise industry.”

QATARI PARKS TO INSTALL SOLAR PHONE CHARGERS

EAST AFRICA’S LARGEST SOLAR PLANT GOES ONLINE Uganda is now home to East Africa’s largest solar plant after the facility was inaugurated in Soroti in December 2016. Made up of 32,680 photovoltaic panels, the 10 MW facility is Uganda’s first grid-connected solar plant. It will be used to generate clean, low-carbon sustainable electricity to 40,000 homes, schools and businesses in the area.

Three public parks in Qatar’s Al Shamal Municipality will soon get solar-powered charging stations for mobile phones. The project is part of Al Shamal Municipality’s environment conservation efforts and sustainability development initiatives.

The municipality has received support from the Ras Laffan Industrial City’s community outreach programme (RLIC-COP) for the project, which offers support to sustainable initiatives for the benefit of the local community in Al Khor and northern areas of Qatar.

A total of 10 solar charging stations are to be installed in Al Ruwais, Ain Sinan and Abu Dhalouf public parks. Apart from this, 34 shaded areas will be set up with solar lights in the Abu Dhalouf and

Al Ruwais beaches. Each ‘solar multi-function charging tree’ will have two light poles that can provide eight hours of continuous lighting.

The initiative has been supported by the seven energy companies operating in Ras Laffan Industrial City – Qatar Petroleum, Qatargas, RasGas, Al Khaleej Gas, Dolphin Energy, Pearl GTL and Oryx GTL. The project is being managed by Qatargas on behalf of the RLIC-COP. Qatargas PR manager Azzam Abdul Aziz Al Mannai said, “The RLIC-COP is proud to support the municipality in offering this new service to northern community residents. Representing the energy industry in Qatar, we are supportive of developing and utilising alternative energy solutions.”

SOUTH AFRICA PUSHES TO CLEAN UP COAL INDUSTRY Tina Joematt-Pettersson, South Africa’s minister of energy, has announced the successful bidders for the first coal-based Independent Power Producer Programme. Coal is South Africa’s dominant energy source. Seventy-seven per cent of South Africa’s energy needs are provided by this mineral. Environmental considerations and the increasing prevalence of extreme climate events have compelled the South African government to progressively reduce dependence on coal and traditional coal-fired electricity plants.

First launched in December 2014, the Coal Programme is the first baseload programme which allows the private sector to generate energy using coal. This programme is rolled out through two bid windows. The preferred bidders of the first bid

window are Thabametsi and Khanyisa. Both bidders were selected as per the stringent requirements of the first bid submission phase.

Simultaneously, the country is seeking to increase the proportion of renewables in the energy mix.

The Renewal Energy Independent Power Producers Programme (REIPPPP) is part of this commitment. In 2010, the government adopted a plan to increase renewables in the electricity mix from 0 per cent to 21 per cent by 2030.

“As at the end of June 2016, 6,376 MW of electricity have been procured from 102 RE Independent Power Producers in six bid rounds.

Of this, 2 200 MW of electrical generation capacity from 44 IPP projects has been connected to the national grid,” said Ms Joematt-Pettersson.

Located on a 33-acre plot of land in Soroti District, the power plant has the potential to increase its net output capacity by a further 20MW of solar energy. At peak construction the plant had over 120 local workers involved, including engineers recruited and trained by Access Power and EREN RE. The project was developed under the Global Energy Transfer Feed in Tariff (“GET FiT”), a dedicated support scheme for renewable energy projects managed by Germany’s KfW Development Bank in partnership with Uganda’s Electricity Regulatory Agency (ERA) and funded by the governments of Norway, Germany, the United Kingdom and the European Union.

The US$19 million plant is part-funded by the European Union-Africa Infrastructure Trust Fund through the GET FiT Solar Facility in the form of result-based premium payments per kWh of delivered electricity. The project is financed by a mix of debt and equity with the senior debt facility being provided by FMO, the Netherlands Development Bank, and the Emerging Africa Infrastructure Fund (EAIF).

The inauguration ceremony was attended by Uganda’s Minister of State for Energy, Ambassadors from the EU, as well as stakeholders from Access Power and EREN RE; TSK, the contractor who built the plant; FMO and Private Infrastructure Development Group (PIDG); the Emerging Africa Infrastructure Fund (EAIF) as financiers, and other officials.

‘RIGHT INSULATION DELIVERS HUGE ENERGY SAVINGS’ In the UAE, between 70 and 80 per cent of energy consumption goes towards air conditioning. Just imagine that if you have a properly insulated building, how much you would save in terms of cost and output.

advances in energy efficiency for new construction projects, slowing the speed at which demand was increasing. He said these were now being supported by policies to promote energy efficient renovations on existing buildings.

“There is a lot of talk about smart energy solutions, but it is also very important to consider the building envelope,” said Birgersson. “Globally, 30 to 40 per cent of energy consumption comes from buildings, but in the GCC that figure is up to 80 per cent. If you retrofit a building with energy efficient products, such as insulation, you can reduce energy consumption by at least half.”

“There are different measures that can be considered to encourage improvements. It does not necessarily have to be in the form of financial incentives, but there does need to be a framework that supports building owners,” he added.

SOUTH AFRICA: FINANCING APPROVED FOR 21 RENEWABLE PROJECTS The Development Bank of Southern Africa (DBSA) has financed 21 renewable energy projects since the launch of the Renewable Energy

Independent Power Producer Procurement Programme (REIPP). This was announced at the annual SA Gas Options conference in Cape Town and follows the announcement of South Africa’s Gas to Power project information memorandum (PIM).

Ms Lucy Chege, general manager for energy financing at the DBSA, said “The DBSA’s achievements in the renewable energy space confirms our role as an instrumental partner in developing integrated solutions for and on behalf of the Department of Energy’s IPP office and National Treasury.”

This announcement followed the release of the DBSA’s financial results which revealed that the bank had delivered a net profit of US$191.5 million and sustainable earnings of US$103.1 million in the 2015/2016 financial year. In this 12-month period ending March 2016, the DBSA delivered more than US$2 billion across the total infrastructure value chain, with development assets now standing at US$5.6 billion and total assets at more than US$6 billion.

The bank has also financed numerous gas fired plants and infrastructure throughout the continent as part of regional integration efforts to address the power crisis.

Mobile RO small units in urban areas, with a capacity of 100,000 imperial gallon, to cover the strategic water demand, is another project that is under way.

In my capacity, I am here to present opportunities of water projects like desalination and piping systems in Kuwait. We want to create a platform for companies who are interested to come to Kuwait and find partnership with Kuwaiti companies for water and energy projects.

How would you rate Kuwait in terms of adoption of sustainable energy technologies and research?

In Kuwait, we are aiming to cover 15 per cent of the energy requirements through alternative energy by 2030. We started late, around 2008, but since 2012 we have been powering through.

The Kuwaiti government has taken many initiatives to usher in sustainability. The country’s annual rise in power demand has reduced from eight per cent to four per cent. This was achieved by educating people to be more conscious of their power consumption, like turning off the air conditioning and other electronic appliances when not in use and reducing the application usage during 12.30pm-3pm, which is the peak hour. Many factories are trying to shut down between 2pm-4 pm to reduce peak energy usage.

Apart from this, there have been measures taken to monitor emissions and to reduce emissions from power generation. We are trying to bring in sustainability in the construction in houses by changing the code of buildings for the windows, the direction and the air conditioning systems.

Can you tell us about ongoing projects in Kuwait that aim to achieve the region's sustainability goals ?

We have more than 100 projects running at the moment. We have housing projects where solar PVs are installed on more than 1,500 rooftops. We are also working on designing a greenhouse with the possibility of utilising the whole roof for solar PV. Using the rooftop and by adopting sustainability measures, we can reduce the energy requirements for the house by 20-30 per cent. We are modelling a prototype model for this project with the public authority for houses.

Can energy dependence on fossil fuels be completely replaced by renewables in the near future?

Suhaila Marafi is the director of the Department of Studies and Research, Ministry of Electricity and Water, Kuwait.

In 2014, we started the operation of PVs on the roofs of Kuwait’s Ministry of Electricity and Water and Public Works Buildings, which generates 500KW and 1,000KW, respectively. We are also implementing solar PVs on carparks, co-ops like grocery shops and gas stations.

Phase I of the Ash- Shaqayah Alternative Energy Project has started operations. We have started generation of 20MW of alternative energy, 10MW in wind energy and 10MW in solar energy, at the plant and 50 MW CSP is expected to be in operation by July 2017.

Not in the near future. Kuwait is very hot, with temperatures rising upto 52ºC and hence its air conditioning demands are very high. It is not possible to meet the power requirements of air conditioning, which takes 70 per cent of energy needs, through solar panels alone.

So, I think we will continue to be dependent on fossil fuels for the next 20 year, at least. PV technology is advancing greatly every year, with the size of the panels growing smaller and the efficiency getting higher, so eventually it could cover the energy requirements, but not now.

What are your predictions for 2017 – in terms of sustainability and energy diversification in Kuwait?

By 2017, sustainable energy will probably cover five per cent of Kuwait’s energy requirement.

What are the biggest challenges faced in the renewable sector?

What water projects are you currently handling in Kuwait and what are you planning for the future?

Land availability is the biggest challenge as most of the land is owned by oil companies. Right now we only have land for the generation of 300MW.

We have tendered the Al Zour North Phase II combined cycle project. It has a capacity of 107 MIGD that is under evaluation. We have tendered 60 MIGD of reverse osmosis (RO) as well. We are increasing our adoption of RO as it consumes less energy than MSF and MD. Apart from this, there are many other projects in water. There are three new cities coming up and

COUNTING THE COST OF FUEL SUBSIDIES IN THE GCC The availability of cheap energy supply in the GCC has fuelled rapid economic development in the region over the past four decades, but the costs of this policy have also risen in terms of soaring energy usage per capita. Economist Moin Siddiqi writes.

Providing energy at well below international prices to industrial and residential sectors effectively absorbs resources that could otherwise have been invested in public capital stocks or saved for future generations. The International Monetary Fund (IMF) special paper ‘Energy Price Reforms in the GCC - What Can be Learned From International Experiences?’ estimated the implicit cost of subsidised energy prices, in terms of foregone revenue, at around five per cent of the combined GCC’s GDP in 2015.

Like in most hydrocarbons exporting countries, energy products in the GCC region are sold well below global prices, despite the slump in oil and gas prices since mid-2014. Average petrol and diesel prices in GCC (except the UAE) are about 48 and 38 per cent, respectively, below pre-tax US prices. Natural gas prices are also generally lower than US prices, which averaged US$2.75 per million British thermal units (Btu) in July 2016. By contrast, prices in Qatar, Saudi Arabia and UAE were just US$0.75 per MMBtu, providing large comparative advantages to the GCC’s heavy industries. Excluding the UAE, electricity tariffs also remain low compared with tariffs in the USA, most notably in Kuwait and Bahrain.

Cheap energy feedstock may have deterred the growth of skill intensive high-tech industries as well as far-reaching economic diversification in the GCC. Echoing this view, the IMF paper noted, “This might help to explain why skill intensive sectors, including those that could be engines of economic diversification, have not grown as much as they could have if a policy that favours low domestic energy prices had not been in place.”

tonnes of oil equivalent (TOEs) per head, compared to global average of four TOEs per head. According to BP’s database, Qatar (23 tonnes); UAE (12 tonnes); Bahrain (11 tonnes); and Kuwait (10 tonnes), respectively, were ranked among the largest energy consumers per head.

Moreover, the GCC region’s energy usage is not GCC per capita electricity consumption

only currently high, but it has also grown rapidly.

For example, energy offtake per person in Qatar, Saudi Arabia and UAE has surged at an annual rate of 2.6; 2.5; and 1.9 per cent, respectively, in the last four decades. The average growth rate for economies with similar income per capita was just one per cent. In fact, advanced economies – notably the USA, Germany and the UK – reported average negative growth, reflecting a drop in oil intensity (i.e. the quantity of energy required per unit output or activity) and efficiency improvements in the transport sector.

bloc is expected to invest more than US$300 billion into some 20 energy projects by 2020, which will generate eight gigawatts (GW) of additional power, according to Doha-based Gulf Organisation for Industrial Consulting (GOIC). Thus far, 75GW of

renewable energy projects worth US$200 billion are already in the pipeline, making the region a global power player in the sector.

cheap compared with developed and emerging regions. Looking ahead, further steps are needed to raise fuel prices in order to reduce overconsumption and costly subsidies that are necessary in current low oil-price environment, while improving energy efficiency in the Gulf.

Saudi Arabia, Qatar and the UAE have recently created independent bodies to oversee energy efficiency awareness programmes for users and have established stricter building codes and appliances standards.

The International Energy Agency stated, “Energy efficient buildings often yield greater year-round comfort levels, which in turn can be a low cost means to provide health benefits for its occupants.

“Reducing energy demand will lower pollution levels by cutting unnecessary power generation and reduce urban heat island effects. Public buildings should be energy efficient and use renewable energy where possible and local authorities should include the purchase of energy efficient products and services in their procurement rules.”

ENERGY SUBSIDY REFORM IN THE GCC Bahrain: Prices for low-grade petrol and transport diesel were increased by 60 and 20 per cent, respectively, at end-2015. The electricity and water tariff structure was adjusted for nondomestic users, increasing tariffs for higher consumption levels – applied specifically to commercial and industrial users (October 2013).

The authorities raised the gas price to industrial users by about 10 per cent from April 2015 with phased annual increases until it reaches US$4.0/Mn Btu by April 2022.

Kuwait: The emirate is struggling to lower the cost of subsidies by a third from US$19 billion in 2015. In 1966 Kuwait dropped its electricity tariff from 27 fils per kWh to 2 fils – which has remained the same ever since. For larger houses or villas, the price of electricity was raised to 10 fils/kwh (US$3.50). Kuwait doubled diesel prices in January 2015.

Oman: In January 2016, Oman raised the price of lowgrade petrol by a third and diesel by 10 per cent, with the aim of cutting subsidies for petroleum products, electricity and other goods by more than 60 per cent. Oman also doubled gas tariffs for industrial producers and the power industry in January 2015.

Qatar: The country raised the price of low-grade petrol by 35 per cent in January 2016, after raising the

price of diesel by 50 per cent in May 2014. Water and electricity tariffs were increased and tiered according to consumption in October 2015.

Saudi Arabia: The Kingdom announced at end-2015 a five-year plan to raise fuel prices. The largest price increases were for ethane (133 per cent); transport diesel (79 per cent); and 67 per cent each for natural gas and low-grade petrol. Prices of electricity and water were also raised by 60 per cent for higher tiers of residential consumption and by varying amounts for commercial and industrial users.

The UAE: The emirates adopted a monthly adjustment of transport fuel prices aligning them with international levels in August 2015. Electricity prices were also adjusted but mainly applied to expatriates. On public utilities, new pricing were announced in January 2016 with the tariff for expatriates in Abu Dhabi increasing by 50 per cent for electricity and 6.6 per cent for water. This followed a tariff hike of 40 and 170 per cent applied for electricity and water respectively in January 2015. Natural gas, accounting for bulk of UAE subsidies, remains well below international levels.

that is designed for large utility-scale solar power plants located on the ground in arid regions and deserts. Solar Cleaning Robot Type 2 cleans up all of PV modules in a PV array by travelling one-time in one direction. The cleaning speed is 2.5-10 times faster than Solar Cleaning Robot Type 1.

The efficiency benefits of the cleaning robot are twofold. First, a clean solar panel allows the panel to work at its most efficient possible. Secondly, the automated operation function allows the operator to spend less time on panel cleaning, while being safer by allowing the user to escape the weather conditions, where predominately, solar panels are placed in extremely hot locations.

RE-IMAGINING ENERGY STORAGE Chinese manufacturer Nicest will be displaying its latest in energy storage systems at this year’s World Future Energy Summit. The 3kW, 5kWh and 3kW, 10kWh home energy storage systems will be displayed.

The NESS-3048S, the 5kWh system, has a rated power of 3kva. It also features a maximum continuous power, under normal loads, of 7kva. It also contains a 3kva back up system. In off-grid mode, overloading capacity is 3300W (all), 4800W (5s) and 6000W (surge). At a continuous AC current, the grid input for the NESS-3048S is 25A while the output (back up) is 13A. The AC input voltage range is from 184Vac to 264.5Vac while the AC input frequency range is 44-55Hz/55-65Hz). The maximum efficiency of the unit is 94 per cent.

The lithium-ion battery has a capacity of 100AH, with 2500W of charging power at a current of 50A. GENERATION WIND POWER Across most of sub-Saharan Africa electricity grid supplies are typically unreliable, especially diesel power and generators. This means more emphasis is being placed on renewable energy sources such as wind power. Tim Guest reports There is huge potential for wind power generation to make a big impact to the provision of electricity supplies across Africa, particularly when it comes to supplying often unconnected rural regions.

Wind farms are now appearing (though still at a low rate) in many parts of this continent, which many experts suggest has the highest potential of any region in the world to benefit from wind power generation. South Africa, with its Renewable Energy Independent Power Producer Procurement Programme, is leading the field with successes such as Eskom’s Sere Wind Farm. However, other countries in northern and eastern Africa are working towards a future where wind provides a significant percentage of their country’s demands.

Many in the industry see a major opportunity for Africa, to leap directly from an almost ‘no-powergeneration-infrastructure’ scenario in many unconnected regions, to a reliance on renewables.

This would cut out the need to use fossil fuels at all, thereby avoiding the use of older technologies and the problems much of the rest of the coalfired/fossil-fuel world is having to deal with today.

In May 2013, Siemens was awarded an onshore wind power order for the Sere wind power plant on the west coast of South Africa. It was a flagship project for the customer Eskom, the country’s national electricity utility and one of the largest such utility companies in the world. That project saw the rollout and installation of some 46 type SWT-2.3-108 wind turbines, each with an output of 2.3 M. Each turbine tower stands at heights of 115m; the diameter of the rotor blades is 108m and the overall high output of the farm has been approximately 100MW regularly since full operational output levels were reached. Initial operations began at lower levels in the first half of 2014.

At the time, Felix Ferlemann, CEO of the Wind Power Division in Siemens Energy, said that this was the first large wind project for Eskom and fell in line with the country’s Independent Power Producer Procurement Programme. He also stressed Siemen’s pedigree in the country having already delivered the Jeffrey's Bay onshore wind power plant with a total capacity of 138 MW for Mainstream Renewable Power Limited with other investment stakeholders. Since then, Sere has been

handed over by Siemens to Eskom and is now under their full operational control.

Located close to the town of Koekenaap and falling within the Matzikama Municipality in the Western Cape, the Sere Wind Farm has been contributing to Eskom’s on-going effort to ensure continuity of supply to its customers, as well as supporting its goals to engage in clean, sustainable electric power generation over the long term. The utility stated that the project is ‘premised on the need for diversifying Eskom’s energy mix and implementing technologies that will contribute to clean energy production’.

In April last year, Eskom announced that the Sere Wind Farm had achieved its full commercial operational capacity of 100 MW at the end of the previous month Eskom’s chief executive Brian Molefe, said at the time, “Sere is Eskom’s first large-scale renewable energy project and forms part of our commitment to renewable energy and reducing our carbon footprint.” He added that by adding its 100 MW to the national power grid, Sere would contribute to saving nearly ‘six million tons of greenhouse gas emissions over its 20 years of expected operating

life, with an average annual energy production of about 298 000 MWh, or enough to supply about 124, 000 standard homes.

He said at the time that all 46 wind turbines had been erected and energised and the construction of the new Skaapvlei sub-station and a 44 km, 132kV distribution line had also been completed.

A spokesperson told African Review about Sere’s latest progress and said the company has maintained the same installed capacity with improved plant availability and energy sent out year-to-date, compared to the last year.

Staff have grown and become more skilled and experienced in the maintenance and operation of the turbines. The Eskom spokesperson said, “The project has been a complete success having been completed on time and within budget, with actual availability and capacity factors exceeding those estimated in the original business case.”

They concluded that the farm ‘has generated more than 450 GWh since going into commercial operation, as outlined above, and that it continues to feed into the national grid via the distribution network’.

PAVILION FOCUS: JAPAN A GREEN ENERGY BLUEPRINT Japan has emerged from the Fukushima disaster as a strong advocate for increased use of renewables and safer nuclear power for the future.

In the wake of the Fukushima disaster in March 2011, Japan has seen almost all its nuclear power plants shut down, apart from the Sendai and Ikata facilities. This has been seen as an opportunity for a greater emergence of other forms of renewable energy for the country.

Energy security is critical for Japan, relying heavily on imported fossil fuels, which have contributed largely to bridging the gap left by the nuclear shutdown, mainly liquefied natural gas (LNG) and oil, and coal since 2013. Some renewables were being used but it was a relatively small proportion of the energy mix and electricity prices rose for households and industry. This led to a government review of the country’s energy policy.

In July 2015, the government adopted the “Long-Term Energy Supply and Demand Outlook” which provides a blueprint up to 2030, along with the fourth Strategic Energy Plan (SEP), which was launched in April 2014.

The SEP features four energy policy objectives safety, economic efficiency, energy security and environmental protection. Meanwhile, the 2015 Outlook was prepared with climate change objectives at the forefront. At the 15th Conference of the Parties (COP15), held in 2009, Japan pledged to reduce its greenhouse gas emissions by 25 per cent from 1990 to 2020. An important part of the Outlook is the plan for the energy mix by 2030. This projects declines in oil, natural gas and coal, a return to more nuclear energy and a strong increase in renewables.

Cosmo Energy Holdings The company started out in 1986 as Cosmo Oil and in the ensuing years, it has diversified to include multiple forms of energy across 30 companies.

Eco Power is the renewable energy arm of the business. It focuses on wind power generation and maintenance of wind power facilities. EcoPower has power generation capacity of 184,000 kilowatts at its 22 locations, and ranks third in the industry based on generation capacity. In solar power generation, as well, CSD Solar, which was established jointly with another company, is

steadily supplying power at eight locations nationwide, as of July 2016.

The Watarai Wind Farm, in the Mie Prefecture, is projecting a resulting increase of about 15 per cent in generation capacity. In regard to Sakata Port, in the Yamagata Prefecture, EcoPower has started construction of a site that is slated to start operations in the second half of the 2017 financial year. The Ishikari Bay New Portstarted construction in June 2016, with the aim of starting operations at the same time as Sakata Port. The company expects the overall Group's wind power generation capacity to reach about 230,000 kilowatts in 2017. www.cosmo-oil.co.jp

Inpex will also strengthen its geothermal energy development initiatives outside of Japan, having joined the Sarulla Geothermal Independent Power Producer (IPP) Project in Indonesia in June 2015. www.inpex.co.jp

Since 2011, Inpex has been participating in joint studies into geothermal development in both Akita and Hokkaido Prefectures. In July 2013, drilling of exploratory wells in those Prefectures has started for geothermal energy development as part of the

Miraikikai, a start-up from Kagawa University, was established in 2004 with a mission to create intelligent mobile robots for professional use. The company’s products have been designed after field research was undertaken to provide high quality solutions. This has been achieved with mechanical design and control technology backed by the latest research and years of experience among the team.

Products include a solar panel cleaning robot which is 80 per cent cheaper than manual cleaning and more effective at cleaning between gaps in panels. It is more environmentally friendly as it is water-free. The company also makes a 3D laser sensor which is used for accurate measurement. www.miraikikai.co.jp

UNLOCKING THE LOW-CARBON ECONOMY WITH DIGITAL TECHNOLOGIES GE unveiled new findings at WFES 2017 on how companies are using digital applications across their industrial operations to unlock productivity and lower their environmental impact.

In the report, GE and co-author Intel offer a comprehensive view of how the Industrial Internet – embedded sensors, data analytics and connected platforms – is helping companies increase their productivity and reducing environmental emissions to secure a cleaner and more competitive future.

“We are working closely with our partners in the region, such as Masdar, Saudi Aramco, and RasGas, among others, some of the first adopters of digital solutions, to support regional economies in achieving their energy and economic diversification goals. This is part of a larger movement that includes both large companies, and start-ups from across the industrial and tech sectors, working together on innovation and implementation to realise the dramatic economic and environmental potential of digital efficiency,” said Deb Frodl, global executive director of GE Ecomagination.

Report findings on digital efficiency Emerging digital solutions applied across industry can potentially save US$81 billion in fuel costs annually and close the gap to reaching the COP21 goals by 30 per cent or 823 MT of carbon emissions per year, the equivalent of taking 174 million cars off the road.

The key economic and environmental impact of digitisation were identified as: • Power - US$14 billion in cost savings annually and a potential reduction in global carbon by 495 MT/year • Lighting – US$30 billion in savings, and 132 MT/year in carbon reduction • Aviation- US$14 billion in annual savings and 45 MT/year in carbon reduction • Railway – US$3 billion in savings and 19 MT/year in carbon reduction • Ground transportation – US$20 billion in savings and 132 MT/year in carbon reduction.

GE has been working with its partners on digital industrial technologies that help achieve enhanced

productivity, efficiency and asset optimisation. For example, RasGas Company Limited (RasGas), one of the world’s largest and pioneering producers of liquefied natural gas (LNG), is marking the first global deployment of Industrial Internet technologies in the LNG sector.

In the UAE, Masdar is working with GE to pilot and commercialise sustainable energy-neutral advanced wastewater treatment solutions in the MENAT region, and co-develop Industrial Internet solutions to optimise efficiencies. GE is also working with Masdar to launch a co-leadership training programme for women to drive innovation and talent development in the renewable energy sector. In aviation, GE Aviation and Dubai’s Museum of the Future have signed a Memorandum of Understanding to accelerate innovation and advanced technology around the world.

In Saudi Arabia, GE has announced several new digital industrial partnerships, technologies and initiatives. The GE Saudi Technology & Innovation Center (GE STIC) in Dhahran Techno Valley is at the heart of the company’s Industrial Internet roadmap to drive digital transformation of industry. GE Oil & Gas Digital is introducing its first Asset Performance Management (APM) solution on Saudi Aramco’s business network for the Aramco Jazan Complex Integrated Manufacturing Operations Management System (IMOMS). Saudi Electricity Company has joined hands with GE, and established a Generation & Optimization Center (GOC), a state-of-the-art centre equipped with hardware and software to monitor 16 SEC power plants.

In lighting, Current, which brings together capabilities from GE’s LED, solar, energy storage and electric vehicle businesses, is enabling its partners in MENA to tap into a wide variety of GE offerings and optimise their energy needs across their entire operation.

GE’s Industrial Internet operating system, Predix, is playing a pivotal role in providing a foundation for a range of digital solutions that improve energy and water efficiency across aviation, railways, ground transportation, manufacturing facilities, power plants and buildings.

The report draws on the experience of GE’s Ecomagination business strategy to deploy sustainable solutions that provide economic and environmental outcomes. Contributions to the white paper also came from the GE Ecomagination Innovation Center in Masdar City, where GE’s professionals work with UAE-based researchers and industry experts to identify sustainable solutions for today’s pressing challenges.
