Mark Saliba Mark Saliba was sworn into office as Mayor of Dothan in 2017 where he attended both public and independent schools. He graduated from the University of Alabama with a degree in General Management. After graduating in 1982, he returned to Dothan and began work with the family business, Alfred Saliba Corporation, as a builder.

Jimmy McCray Jimmy McCray is a native of Dothan, veteran of the United States Army and he has worked in law enforcement as a police officer in Enterprise and Mobile, Alabama. He’s a graduate of Troy University and is currently hours away from a master’s in human resource management. He has been engaged in working with Hawk Houston Boys and Girls Club.

Kevin Dorsey Kevin Dorsey is a graduate of Northview High School. He continued his education at Troy University, later becoming Commissioner in 2014. Dorsey is a local business owner, managing TT’s Beauty Supply, Q&A Consulting Services, and the Sugar Shack in Dothan, Alabama, while also owning KD Beauty Supply in Troy, AL.

Vivian Daniels Vivian Daniels holds a Bachelor’s degree in Criminal Justice with a minor in Sociology and is retired from a fulfilling career in childcare. Currently serving as Vice President of the NAACP Dothan Chapter, Ms. Daniels is a dedicated community advocate—active in her church, engaged with youth programs, and committed to supporting our seniors.

Phillipe Kirksey

Phillipe Kirksey is a 22-year law enforcement veteran and certified educator. He began his career with the Houston County Sheriff's Office in 2003. Kirksey has an Associate of Science equivalent in Criminal Justice, a Bachelor's Degree in Criminal Justice Administration with a focus on leadership, and a Master's degree in Business Administration with a focus on project management (MBA). Kirksey owns and operates The Village Home Daycare, the first and only licensed and accredited home early head-start facility in the Wiregrass area.

Dorinda McGowan, a native of Dothan, Alabama, attended Dothan city schools and graduated from Hallie Turner Private High School. She continued her education and obtained a Business Administration diploma and an Associate Degree in Arts & Sciences. She studied political science, communication, and journalism from the University of Washington in Seattle. Her seven-year tenure at Washington Tax Services as a tax resolution specialist culminated in her becoming the owner of U.S. Federal Tax Relief.

McGowan is the owner of Foots of Courage, providing resources to women recovering from trauma, abuse, and homelessness.

Derick Tiller, a native of Dothan and a high school graduate of Dothan High School, serves as Executive Director of The Harbor, feeding and working to end homelessness. He oversees the oldest church in Dothan, Cherry Street AME Church, spearheading the restoration to ensure its legacy endures for future generations to come. Known as a community activist, he leads community efforts, which include leading a successful campaign called "Stop the Liquor Store."

Commissioner District #3 Candidates Protect our democracy by being informed!

Bradley Bedwell Bradley Bedwell serves as a Council Member for District 3 in Dothan. He is a long-time resident of Dothan who graduated from Auburn University with a degree in accounting and is a Certified Internal Auditor. Bradley owns and manages five small businesses that serve our local area. He obtained his Alabama Home Builders License and formed his Premier Construction and Contracting, Inc. along with his business partner in 2021.

Kyle Scott Kyle Scott is running for Dothan City Commission District 3 to repeal the grocery sales tax, create 1000+ new jobs through Wiregrass Adventure Park, and launch a city-backed small business accelerator that puts local entrepreneurs first. Scott signed an accountability pledge allowing voters to remove him mid-term if he fails to deliver.

David Haight David Haight is an experienced city and transportation planner with 30 years of experience working for AtkinsRealis, an international engineering and design firm headquartered in Montreal, Canada, and Tampa, Florida. David Haight is running for District 3 commissioner.

Dave Stock Dave Stock, a military veteran and accomplished entrepreneur, is a retired Army pilot with 23 years of dedicated service in the U.S. Army. Currently, he oversees a significant contract at Fort Rucker, where his expertise plays a crucial role in supporting military operations.

Beyond his military career, Dave has garnered extensive experience in the business world, culminating in the establishment of his own flight school in 2017. This institution quickly became a valuable resource for aspiring pilots in the Wiregrass region, providing top-notch training and mentorship. After several successful years in operation, he sold the flight school in 2023, leaving a legacy of excellence in aviation education.

Josh Chapman Josh Chapman is a dedicated real estate investor and the proud owner of Open Key Properties Management. With a solid decade of experience as a civil engineer, he has honed his skills in understanding the intricacies of construction, infrastructure, and urban planning. In 2021, he made a significant career shift, channeling his expertise into real estate investment, where he has rapidly established a reputation for smart decision-making and communityfocused development. District #5 Candidate Gantt Pierce Gantt Pierce is a public servant and resident of Dothan, Alabama, currently serving as the District 5 commissioner. He completed his high school education at Northview High School, graduating in 2002. He then attended Lipscomb University in Nashville, Tennessee, where he earned a bachelor’s degree in Political Science. Following his undergraduate studies, Gantt pursued further education at the Thomas Goode Jones School of Law, where he obtained his doctorate. He specializes in personal injury law and civil litigation. In 2020, Gantt became a partner at Dothan Law Group, continuing to serve his community through both legal expertise and civic engagement.

District #6 Candidate David Crutchfield He is a longtime resident of Dothan, having graduated from Northview High School in 1981. He furthered his education at The University of Alabama, earning his degree in 1985, and later attended Troy University-Dothan, where he graduated in 1991. Currently, he serves as an account manager at RealTime LLC, a company that specializes in providing managed IT services across various industries, as well as offering revenue cycle management services within the healthcare sector. In addition to his professional role, he also holds the position of District 6 Commissioner.

Donald Hogans Donald Hogans is a retired military veteran with a distinguished career, now focusing his talents as a professional instructional systems designer.

Together with his wife, he has raised three accomplished daughters, all of whom have successfully graduated from the Dothan City School system.

Inspired by a commitment to education and community service, Donald is now running for a position on the District 1 Board of Education, aiming to make a positive impact on local schools and the future of education in his community.

Brenda Guildford Brenda Guildford, a native of Dothan, Alabama, graduated from Carver High School at the age of 16. She is a retired school teacher with 20 years of experience teaching English in Georgia, Florida, Ohio, and Alabama. A member of North Highland Baptist Church, she serves on the Board of Trustees, the Finance Committee, and is part of the Gospel Choir. She is also a member of Delta Sigma Theta Sorority, Inc. Since 2017, Brenda has held the District 1 Education Board Seat.

Michelle Beacham Michelle Beacham is a wife and mother of four children, all graduates of Dothan City Schools, and a proud “GG ” to three granddaughters. After living in Dothan, AL for 26 years, she has spent 15 years working in various roles within Dothan City Schools. Beacham recognizes that students require different types of support to succeed and advocates for the appropriate allocation of resources. As a public servant, she is committed to enhancing the quality of public education for all children in the community.

Board Of Education District #2

Franklin Jones Franklin earned a B.S. Degree in Elementary Education from Miles College in 1968, followed by an M.S. Degree in School Administration and Supervision from Troy University in Dothan, Alabama, in 1978. He also pursued extended studies at the University of Miami in Coral Gables, Florida, and completed additional studies at Florida Atlantic University in Miami, Florida. Jones dedicated 23 years to the Dothan City Schools district, ultimately retiring from his role as principal of the P.A.S.S. Academy when he was appointed to the board. Additionally, he served as the president of the Dothan NAACP chapter. Franklin Jones has held the District 2 Education Seat since 2017.

Justise Black Justise, a Dothan, Alabama native, graduated with honors from Dothan High School in 2013 and earned a B.S. in Business Administration and Management from Morehouse College. During college, he received several accolades, including Mr. Freshman at Spelman College and the Dr. Martin Luther King Jr. Legacy Scholar award. He currently directs the Southeast Alabama Coalition for the Homeless, focusing on partnerships to reduce homelessness in the Wiregrass Metro Area and is campaigning for the District 2 Education Seat.

Jillian Kemp Jillian Kemp is currently the client service manager at Momentum Behavior. Assisting the Autism community with Applied Behavior Analysis, she was an ABA Clinician where she bridged the community to new outlooks in handling the diagnosis. Jillian received a Bachelor's degree in Political Science and Government from George Mason University. Jillian Kemp has held the PTO officer position since 2021. Kemp is currently the Payor Operations Specialist for a therapy company.

Taiisha Walton Taiisha has over 20 years of accounting experience and is currently an Accounting Controller at a manufacturing facility. She co-owns Legacy Builders Construction, LLC, with her husband, J. A member of Northview Christian Church for 18 years, she serves as a youth leader.

She has been part of the Kappa Pi Omega chapter of Alpha Kappa Alpha Sorority, Inc. since 2010 and previously served as PTO President, leading fundraising efforts for student activities and resources, including a food bag initiative addressing food insecurity.

Jason Falls For over ten years, Jason Falls has made Dothan, Alabama, his home. While working with Dothan City Schools, he observed the merger between Northview High School and Dothan High School. Presently, Jason holds the position of Vice President at RLC Contractors, Inc., based in Dothan, AL. He obtained his Bachelor's degree in Business Administration and Management from The University of Alabama.

Jason is currently running for the District 3 Education Seat.

P. Scott Childers

Scott Childers is the owner of Southern Home Builders LLC. He has been building homes in the Wiregrass area since 2000. As a graduate of Troy University, Scott believes that continued education within the building industry is key to producing innovative homes and retaining the highest level of customer satisfaction. He currently serves as the Chairman for the Dothan Board of Education and is now running for Board Member, no longer as Chairman.

Beverly Lampkin Beverly Lampkin, an Alabama native, has over 40 years of educational experience, including roles as a principal and special education coordinator. She holds a Master of Education in Speech-Language Pathology from Alabama A&M (1984) and another in Educational Leadership and Administration (2001). She is a member of Alpha Kappa Alpha and has served on the Dale County Board of Education.

Ashley Davis is a pageant titleholder from Dothan, Alabama, who held the Miss Alabama 2010 title and competed in the Miss America 2011 Pageant on January 15, 2011, in Las Vegas, Nevada. She was awarded a preliminary Lifestyle and Fitness in Swimsuit Award. She is an advocate for the Dothan City Schools.

T. Carroll, a veteran of the United States Marine Corps, has held numerous leadership positions throughout his service. He earned a Bachelor of Arts (B.A.) in Economics in 2015 and also holds a Master’s degree in Business Administration. J.T. is an active member of several organizations, including the Sigma Nu Theta Chapter.

Aurie Bailey is a wife and a mother of five, who enjoys spending her days tackling sports with her kids and house remodeling projects. She currently serves on the Dothan City Board of Education of District 6 as a School Board member. Baily attended Dimond High School and lives in Dothan, Alabama. She is also a photographer who has the ability to capture memorable moments in life.

Can Felons Vote in Alabama?

In Alabama, people have been unconstitutionally stripped of their voting rights due to a felony conviction. In 2008, a court ruling in Alabama found that only those persons convicted of felonies involving “moral turpitude” lose their right to vote.

The judge determined that certain felonies—such as drug charges and others—do not constitute crimes of moral turpitude, and therefore individuals convicted of those crimes do not lose their right to vote, even during incarceration.

The Ordinary People’s Society and their national partners estimate that over 250,000 people convicted of non-moral turpitude felonies in Alabama have been wrongly denied their right to vote or believe they do not have that right due to a conviction.

There are 46 crimes of moral turpitude that cause a loss of voting rights; however, rights can be restored if certain conditions are met.

Your voting rights are permanently removed if you have been convicted of treason, have been impeached, or have received the death penalty.

What is the crime of Moral Turpitude?

Felony Crimes that involve dishonesty, fraud, or other behavior that harms others.

If I have a Misdemeanor, Can I Vote?

No. You do not lose your right to vote if you are convicted of a misdemeanor in Alabama, even while incarcerated.

If I am Incarcerated How do I Cast My Vote?

If you are eligible, while incarcerated, you can vote by absentee ballot!

What is Rights Restoration?

According to Alabama law, "rights restoration" refers to the process of regaining the right to vote, and sometimes other civil rights like serving on a jury or holding public office, after they have been lost due to a felony conviction. The Ordinary People Society (TOPS) is an organization that, alongside groups like the ACLU of Alabama, helps individuals with felony convictions navigate this process.

VOTING RIGHTS RESTORATION PROCESS 1. Check criminal history.

If the conviction is not in the black, red, or yellow box, then the applicant has not lost their right to vote. They can register to vote with their local registrar or online at alabamavotes.gov.

All convictions should be checked individually for whether it strips voting rights. It is possible a person with more than one conviction has one felony that leads to loss of voting rights while the other felony does not.

2. Check eligibility.

If the felony conviction is in the yellow box, then the applicant must meet the following conditions: has no pending criminal charges; has paid all fines, fees, and restitution ordered at the time of sentencing on the disqualifying felony (post-conviction fees do not apply, nor do fees owed on felonies in the green box); and has completed either the full sentence, probation/parole, OR been pardoned. If these conditions are not met, the applicant is not eligible for voting rights restoration at this time. They can apply once they satisfy all conditions.

3. Contact Board of Pardons & Paroles.

If the applicant's criminal history does not include any crimes in the red or black boxes and is determined eligible in Step 2, then they can go in person to the local Pardons & Paroles office for the county that they currently live in. Applicants can also start their application over the phone by calling the main office at (334) 353-7771 or (334) 353-8067. They will be asked questions regarding their name, address, birth date, social security number, prison ID number, and conviction history, so the applicant should have all information on hand before calling.

4. Wait up to 44 days for a response.

The Board of Pardons & Paroles has a 30 day discovery period followed by a 14 day response window to process voting rights restoration applications. Based on the results of the investigation and a favorable determination by the Board of Pardons & Paroles, a voter rights restoration certificate will be issued. If the application is denied, the Board will provide a reason why.

5. Register to vote.

If an applicant is issued a voter rights restoration certificate, they are now cleared to vote but must still register to vote before election day. Registration deadlines are 15 days before an election. Individuals can register at their local registrar office, at any assistance office such as WIC or Medicaid, at the DMV, at the post office, at the library, through the mail, or online at alabamavotes.gov.

Those currently incarcerated with non-disqualifying felonies are also able to register to vote and to vote by absentee ballot. Ask a Sheriff or Warden to obtain the forms.

6. Get a voter ID. In addition to driver's licenses, passports, and government IDs, individuals are able to obtain a free voter ID card at their local registrar office. Prison ID cards are also an accepted form for voter ID.

7. Get help.

You can apply for a Certificate of Eligibility to Register to Vote (CERV) if you have no pending criminal charges; completed full sentence, parole/ probation, OR been pardoned; and paid all fines, fees, and restitution ordered at the time of the sentence on the disqualifying felony.
