MEETING DECORUM

Diversity of opinions leads to robust dialogue and solutions. The Constitution and Bylaws committee has reviewed Roberts Rules of Order and identified tools that reminds us of all of the expectations and roles we play that will facilitate an orderly process and maintain meeting decorum.

General Rules for Meeting Decorum

• Confine remarks to the merits of the pending question

• Refrain from attacking a member’s motives

• Address all remarks through the Chair

• Avoid the use of members’ names

• Refrain from speaking adversely on a prior action not pending

• Refrain from speaking against one’s own motion

• Be seated during an interruption by the presiding officer

• Refrain from disturbing the assembly

• The Parliamentarian should remain neutral and assist the presiding officer at all times.

General Rules for Discussion/Debate

• Members must obtain the floor before speaking.

• The maker of the motion has the privilege of speaking first on the motion.

• Each member may speak twice on the motion but may speak the second time only after those who wish to speak a first time have done so.

• Debate is confirmed to the merits of the pending question.

• Amendments to improve the motion must be approved by the body and the motion must still be adopted as amended.

• Debate can be closed only by 2/3 vote of the assembly or by the chair if no one seeks the floor for further debate.

Roberts Rules of Order Newly Revised, 12 Edition p.371

DISCOURSE ON WHO PROVIDES MEETING SNACKS

Soror 1- Madame President I move that all members who were born on Tuesdays provide meeting snacks.

Madame President- Is there a second to the motion?

Soror 2- I second the motion

Madame President- Is there any discussion?

Soror 3- Madame President I think those members should provide meeting snacks beginning on the first of the year.

Madame President- Are you making a motion to amend Soror 1’s motion?

Soror 3- Yes I am making a friendly amendment to Soror 1’s motion.

Madame President – Soror 3 please state your intention in the form of a motion.

Soror 3 -I move to amend the motion to add “beginning on the first of the year” to the end of the motion.

Madame President – Is there a second to the proposed amendment?

Soror 2- Yes Madame President I second the motion to amend.

Madame President- The motion to amend the original motion has been moved and seconded. The proposed amended motion reads: All members born on Tuesdays shall provide meeting snacks beginning on the first of the year. Is there further discussion? Hearing none, all those in favor of the motion to amend and add “beginning on the first of the year” to the original motion say yea. All those opposed say nay. Motion to amend is passed. Just a moment Sorors, may I ask the Sorors in the back of the room to hold your private conversation down until we’ve adjourned? Thank you. Soror 4 you have the floor.

Soror 4 – I do not agree that any member should have to provide meeting snacks. Our dues should be sufficient to cover meeting snacks.

Soror 5- Madame President I agree with Soror 4 and move that no members should provide meeting snacks.

Madame President- Soror 5 your motion is out of order because there is a motion on the floor. Is there any further discussion to the motion currently on the floor?

Soror 6 – Madame President I think we should all take turns providing meeting snacks.

Madame President – Thank- you Soror 6. Is there any further discussion on the motion? Hearing none. All those in favor of the motion to have all members born on Tuesdays to provide meeting snacks beginning on the first of the year, say yea. All those opposed say nay?

Madame President – The nays have it and the motion does not pass.
