The Aberdeen Kai-fong Welfare Association Limited was founded in 1950, upholding the four doctrines, “Give Mutual Help, Share Joys and Sorrow, Show Support at Difficult Time, Make Changes in Customs and Traditions” to serve residents in the Southern District. Its subsidiary, Aberdeen Kai-fong Welfare Association Social Service (formerly named Aberdeen Kai-fong Welfare Association Social Service Centre) was established in 1976. It was funded by the Social Welfare Department to provide social services with sponsorship portion amounting to some 70%. Our organisation implemented its first publication of 10-year Development Blueprint (4/2020 – 3/2030) in 2020, establishing the three service pillars of social service, education service and health service as our future service development directions. Meanwhile, our organisation also amended its vision and mission in accordance with this strategy. The names of Aberdeen Kai-fong Welfare Association Limited and Aberdeen Kai-fong Welfare Association Social Service now we use are the marketing names to match with our service development as well as to establish a clearer organisation image under our brand reconstruction works done in May 2012. By simplifying our organisation name and modernising our organisation logo, we believe that it would be easier for people to keep in mind and recognise our organisation.

Since our establishment, AKA has upheld the working approach of “Connecting with Hearts to Serve Society”, responding proactively to community needs. During the year, we received multiple awards and commendations, which stand as strong external affirmation of our service quality and governance standards. These accolades have greatly motivated our staff, uniting them in their commitment to deliver more comprehensive, higher-quality and innovative services to residents. Principal awards are detailed below:
We were recognised by the Labour Department as a signatory to the Good Employer Charter 2024, in full affirmation of our human resources management practices and family-friendly employment measures.
We received a trophy and e-badge under the BugHunting Campaign 2024, jointly organised during 2024/2025 by the Cyber Security and Technology Crime Bureau of the Hong Kong Police Force, Cyberbay, and the Office of the Privacy Commissioner for Personal Data. We also received the highest distinction—Platinum Recognition—under the Cyber Security Staff Awareness Recognition Scheme 2024/2025, jointly organised by the Hong Kong Internet Registration Corporation Limited and ISACA. These honours reflect our achievements in optimising our information security systems and enhancing staff awareness of cyber security.

During the year, four of our service units received Diamond Awards and a further seven service units received Platinum Awards under the Charter on External Lighting from the Environment and Ecology Bureau. These awards recognised our continued fulfilment of the Charter’s commitments and our social responsibility in switching off external lighting at pre-set times, thereby contributing to environmental protection.
Our Social Service was presented with the Outstanding Volunteer Group Award by the Co-ordinating Committee on Promotion of Volunteer Service (Central Western, Southern and Islands District) under the Social Welfare Department, in recognition of our efforts in voluntary service.
Led by our Jockey Club Wong Chi Keung District Elderly Community Centre and organised by the Joint Committee of Subsidised Elderly Service Agencies in Southern District, the “Caregiver Alliance 360” received the Award for Outstanding District Project – Southern District from the Vetting Committee of the 2023/2024 District Collaboration Projects. The initiative was funded by the Central Western, Southern and Islands District Social Welfare Office of the Social Welfare Department.
Our “Home in Shek Pai Wan E.P.S. Project”, jointly implemented by our Community Centre and the Hong Kong Southern District Women’s Association, received the Outstanding Social Capital Project Award from the Community Investment and Inclusion Fund, in recognition of its sustained efforts over the past year in promoting and building social capital.
The “A Square Community-led Transitional Housing Project in Stanley”, operated by our organisation, participated in the “Tell a Good Social Welfare Story” contest organised by the Hong Kong Social Welfare Sector Heart to Heart Joint Action. The project entered a short video based on the stories of A Square residents, and was selected as one of the entries of the “Most Touching and Heart-warming Social Welfare Stories”.
The “Hong Kong Jockey Club Kinship Support Hub Project”, implemented by our LinkAges Lam Ki Yip Centre, received both the Silver Award and the Best Harmony & Abundance Award in the 8th Wofoo Asian Award for Advancing Family Well-Being 2024 organised by the Consortium of Institutes on Family in the Asian Region (CIFA).
The “Capacity Building Mileage Programme” of our Continuing and Adult Retraining Education Community College received the Outstanding NGO Award (Student Support & Services) from the Li Ka Shing School of Professional and Continuing Education at the Hong Kong Metropolitan University for the 21st consecutive year, while two instructors of the college were also honoured with the Outstanding Instructor Award. Furthermore, the College was awarded a letter of commendation from the Employees Retraining Board for the 8th consecutive year in recognition of its consistently outstanding performance in course quality assurance.
With respect to our governance structure, following the departure of Ms. WAN Ngai-teck, Alice from the post of Chief Executive on 16th November 2024, our Principal Chief Director, Ms. NG Yee-mei, Nora, assumed the position with effect from the same day. On behalf of all members of the Executive Committee, I extend sincere thanks to Ms. WAN for her selfless dedication and remarkable contributions over the past seven years; with vision and a spirit of innovation, she successfully led the rapid expansion of many of our services, laying a solid foundation for our long-term development. Ms. NG has served the AKA for many years, and the Executive Committee is confident that, with her extensive experience in social work and administrative management, she will lead our operations to new heights.
This year also marks the final year of my tenure as Chairman. Heartfelt thanks are extended to all sectors of the community, as well as to colleagues across the organisation, for their support and collaboration over the years. It has been a great privilege to work alongside them and witness the steady progress of the organisation. I look forward to the continued support of all parties for our work in the coming year, and that the incoming Executive Committee, under the leadership of its new Chairman, will guide us to even greater success.
It is my great honour to succeed Ms. WAN Ngai-teck, Alice as Chief Executive, a responsibility I fully recognise, and I extend sincere thanks to the Executive Committee for their support and trust. In this rapidly changing social environment where public demand for social, education and health services continues to intensify, I will continue to work positively and proactively with the Executive Committee and management team to lead our staff in meeting challenges and opportunities. Together, we will advance along the strategic directions and long-term goals set out in our new Five-year Development Plan (4/2025–3/2030) and our 10-year Development Blueprint (4/2020–3/2030). successful tender last year for the operation of the Yue Kwong Chuen Redevelopment Phase 1 Social Services Team, funded by the Hong Kong Housing Society, we secured funding from the Hong Kong Housing Authority to launch the Community Service Team (Wah Fu Estate Phase 1a Clearance Project), providing support services to residents of Wah On House and Wah Lok House affected by the clearance project to facilitate their smooth relocation and transition. Meanwhile, against a backdrop of social change and rapid technological advancement, the needs of young people have become increasingly diverse and complex, rendering the conventional service model of integrated children and youth service centre (ICYSC) inadequate for today’s youth. Accordingly, our Jockey Club Integrated Service Centre, with support from the “JC 21st Century ICYSC Project”, embarked on a revitalisation project this year, inviting young people to co-design the space around an “Innovative Technology” theme to create a brand new, youth-led, future-oriented environment that seamlessly blends virtual and physical elements, with an aim to offer enhanced facilities and services to district youth.
Education Service
Our education service has long promoted lifelong learning through diverse courses that enhance learners’ knowledge and skills. During the year, our Continuing and Adult Retraining Education Community College continued to receive approval from the Employees Retraining Board to offer multiple full-time placement-tied courses, part-time and evening courses, and skills upgrading programmes. These covered areas such as languages, Chinese medicine, beauty care and floristry, meeting the continuing education and professional development needs of people from different backgrounds. Following the launch of our self-developed Qualifications Framework Level 3 programme“Certificate in Therapeutic Group Work Skills for the Elderly” in 2017, the college successfully developed the “Certificate in Home Support
(Elderly Services) Care Worker Training” during the year to provide vocational training for those aspiring to join the elderly care sector. This programme was accredited by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications as Level 2 of the Qualifications Framework, and recognised as reimbursable under the Continuing Education Fund by the Labour and Welfare Bureau, demonstrating the professional standard and recognition of the courses achieved by our education service.
In recent years, we have focused intensively on developing health services to provide convenient and appropriate primary healthcare services to the community, fulfilling our mission of “Enhance Well-being to Promote Health for All”. During the year, our Southern District Health Centre supported the Health Bureau in rolling out the “Chronic Disease Co-Care Pilot Scheme”, providing diabetes and hypertension screening services to enable at-risk individuals to prevent chronic diseases and related complications at an early stage. Additionally, our A-Lively Community Pharmacy secured funding from The Hong Kong Jockey Club Charities Trust to implement the “Jockey Club PHARM+ Community Medication Service Network” and the “Jockey Club DATAZONE Primary Healthcare Project”. The former offers free medication management and consultation services to patients with mild conditions to ease pressure on public healthcare services. The latter provides gynaecological disease screening for women and weight management services for individuals with obesity through the pharmacy’s registered nurses, helping them understand their health conditions and receive timely follow-up and treatment.

Allocating Resources to Support our 10-year Development Blueprint
To support the implementation of our 10-year Development Blueprint, we continued to allocate resources to enhance our operational efficiency. At the service level, we successfully launched an online enrolment platform for non-elderly service activities and courses, enabling community members to enjoy a more convenient and superior service experience. We also introduced the first phase of the internal operating system for our Home-based Care Services—a mobile app for meal delivery services—to promote the application of technology in social services and thereby improve work efficiency. On the administrative side, preparatory work for our Enterprise Resource Planning system has commenced. We are currently applying to the Social Welfare Department for funding to conduct the tendering exercise for the system developer, aiming to streamline internal processes and strengthen governance through system implementation.

In 2020, we formulated our first 10-year Development Blueprint , setting out the development directions for the coming decade. To realise the goals set out in the blueprint, resources must be allocated to support six key areas: general administration, finance, human resources, estate management, information technology and social innovation. In addition, to continuously improve service quality and provide appropriate services to the community, we must strengthen community engagement, two-way communication, information sharing, feedback and collaboration. The following section reports our work in these areas during the year.
To familiarise our staff with and ensure their compliance with our current personnel and administrative management systems, thereby ensuring high transparency, standardisation and quality in management, we commenced the preparation of the Administrative Manual for Managerial Staff last year. The project has now entered its final stage and is expected to be available to our management and administrative staff in early next year. At the same time, we are optimising the Staff Manual, used by all staff, to refine internal procedures and guidelines, thereby improving administrative efficiency.
Finance
Our 10-year Development Blueprint recommends the introduction of an Enterprise Resource Planning (ERP) system as a key direction for future development. We anticipate that integrating our operational systems, including finance, procurement, human resources, membership systems and service management, will generate automated processes that support management in making effective decisions on resource utilisation, managing cost apportionment calculations in accordance with Social Welfare
Department guidelines and upholding corporate governance principles. We are currently applying to the Social Welfare Department for funding to conduct the tendering exercise for the system developer, with the hope that introducing the system will optimise internal processes and resource utilisation, thereby enhancing overall operational efficiency.
Human Resources
In human resources, we have remained committed to talent development, organising events such as the “Senior Staff Retreat”, “Annual Staff Meeting”, “New Staff Orientation Day” and training workshops tailored for staff in various positions. During the year, we provided 33 staff training sessions themed around “Learning and Growth”, “Connection and Succession” and “Mind and Wellness”, with a total of 591 attendances. Additionally, to enhance staff awareness of equal opportunities, anti-discrimination and occupational safety and health, we held an introduction to the anti-discrimination ordinance and multiple training sessions on occupational safety. These initiatives deepened staff understanding of relevant legal requirements and equipped them with correct methods for safe operations in daily work, fostering a fair, inclusive, safe and healthy work environment. Furthermore, we sent staff to attend 216 external courses or seminars on topics including dementia, child protection and artificial intelligence, making 509 attendances in total. To continuously promote staff nurturing and service development, we also arranged 20 senior staff to participate in the “Capacity Building and Innovation Project for NGOs”, which, sponsored by The Hong Kong Jockey Club Charities Trust and organised by The Hong Kong Management Association, provided 14 training modules across different domains.
In addition, we were invited three times to have our staff share our service achievements at various seminars and tertiary institutions. These occasions not only enabled knowledge sharing and experience exchange with the sector but also enhanced staff confidence and presentation skills, with over 160 participants attending in total.

In addition to staff, we regard volunteers as valuable resources. We provide volunteer training and volunteer enhancement vouchers to enable them to enrol in various courses, so they gain personally while serving, achieving the effect of helping both beneficiaries and volunteers. As of December 2024, we had 430 newly registered volunteers, bringing the total number of registered volunteers to 1,760, who contributed 44,571.6 hours of service in total.

Our volunteers Mr. LAM Tak-chung and Ms. NG Wai-fong were awarded the “Best District Volunteer” award in the youth and evergreen categories respectively.
We actively followed up on our application under the “Special Scheme on Privately Owned Sites for Welfare Uses” and commenced the “Technical Feasibility Study (TFS)” with funding from the Social Welfare Department. We submitted the second draft of the TFS report to the Social Welfare Department, the Architectural Services Department and the Lands Department in March 2024, revising it thereafter based on their comments. In February 2025, we submitted the third draft to the relevant government departments and are awaiting their responses. If needed, we will continue communicating and coordinating with the consultant company, hoping the report can be finalised soon so that we can proceed to the next step of applying to the Lotteries Fund for works funding.

Our organisation continued to enhance IT equipment across our service units. Key initiatives during the year included updating our AI tool “Smart Intern Assistant” to version 2.0, enabling staff to enhance daily work efficiency with AI. We completed the first phase of optimising the non-elderly service system, providing community members with more convenient and higher-quality online platform services. The second phase of developing a computer system for home-based care services has also commenced to better manage growing service caseloads and improve management quality. Amid rising phishing email attacks in recent years, we conducted two phishing drills during the year and provided training for staff who did not pass to enhance their cybersecurity awareness and prevention capabilities.
Social Innovation
Since 2021, our elderly service has collaborated with Sau Po Centre on Ageing at The University of Hong Kong to develop a comprehensive assessment tool based on the “Indicators of Evaluation for Elderly Living Framework”. Enabling a thorough evaluation of elderly individuals’ physical, mental, social and cognitive status, this tool establishes a Southern District elderly service big data database. Through continuous data collection, observation, tracking and research, this approach assists us in managing increasingly complex cases and understanding the current conditions and needs of service users. During the year, based on data analysis results, we selected “Osteoporosis” as the training theme and organised 124 treatment groups, talks and training activities, with 5,522 attendances.

Additionally, in 2024/2025, we nominated 25 corporations and organisations for the “Caring Company Scheme” organised by The Hong Kong Council of Social Service. All were awarded the Caring Company/Caring Organisation logos, recognising their active fulfilment of corporate social responsibility and support for our social services. Through their volunteering efforts, donations and provision of professional services, more people in need benefitted in a timely manner. Next year, we will continue expanding our partner network to leverage community resources for innovative services that benefit society.
Community Engagement
Our organisation has always encouraged service users to participate in service development and is committed to establishing platforms that promote mutual communication and exchange. To this end, we hold an “Consultation on Services Forum” every year. This year’s forum, themed “Support Services for Estate Redevelopment ”, was attended by 83 representatives from local organisations, residents and service users who participated in group discussions and provided valuable opinions as references for future services. A service satisfaction survey was also conducted on the occasion, with results showing 100% satisfaction with our overall service quality. In addition, the Southern District Health Centre under our organisation held two stakeholder engagement meetings during the year, engaging over 80 community members to explore future service development directions and optimisation opportunities, thereby driving continuous service improvement.
As the Government has announced the phased demolition and redevelopment of Yue Kwong Chuen and Wah Fu Estate in 2025 and 2027 respectively, the Hong Kong Housing Society and the Hong Kong Housing Authority commissioned our organisation through competitive tendering to operate the Yue Kwong Chuen Redevelopment Phase 1 Social Services Team and the Community Service Team (Wah Fu Estate Phase 1a Clearance Project) to assist residents with their relocation. The two service teams commenced operations in January and August 2024 respectively. To focus support on residents of Yue Kwong Chuen and Wah Fu Estate affected by redevelopment—particularly older people and families with special needs—we designated “Estate Redevelopment Support Services” as the theme of our 2024/2025 thematic activities. Through the service teams and cross-sector collaboration, we provided continuous and diversified support from pre-relocation preparation through to post-relocation settlement and from assistance in the original estates to continuity in the new communities, helping residents make a smooth transition, rebuild their social networks and cultivate a sense of belonging in their new neighbourhoods. The following is a summary of the services that we provided to these residents during the year:

Frontline Support During the Redevelopment Periods
Outreach and Home Visits
Over the year, the two service teams proactively reached out to residents affected by redevelopment, identifying singletons, elderly couples and other families in need at an early stage. A total of 869 outreach and home visits were conducted, making 1,189 contacts with residents and enabling us to effectively identify residents’ emotional, informational and practical needs before and after relocation.
Information Dissemination and Thematic Activities
To help residents stay informed about redevelopment and relocation arrangements, we held 38 residents’ information sessions during the year, providing 2,155 attendances with the latest redevelopment updates, explanations of housing policies and rehousing procedures, and short videos and concise info packs for easy future reference. At the same time, the two service teams organised a total of 112 thematic activities, attracting 1,892 attendances. These included home design experience, practical moving tips and DIY repairs, stress-relief workshops and festive gatherings, helping residents familiarise themselves with the new community and their new homes, thereby alleviating concerns about the future.

Our staff introduced the services of the Redevelopment Social Services Team and information about the redevelopment of Yue Kwong Chuen to residents.
Particularly noteworthy was the 36 sessions of “Old Stories about Fishing—Residents’ Tea Gatherings” organised by the Yue Kwong Chuen Social Services Team from April 2024 onwards, which attracted a total of 900 attendances. These tea gatherings were themed along the redevelopment timeline, introducing the orientation and layout of units in Yue Ying Lau, as well as renovation and moving information at key stages. Residents’ concerns were also collected and regularly reflected in meetings with relevant departments, putting into practice a service cycle of “resident participation — immediate response — continuous improvement”. 特別值得一提的是漁光村社工隊自2024年4月 起共舉辦36節「一見『漁』故—居民茶聚」, 累計900人次參與。茶聚乃按重建時間表設定 主題,於關鍵時點介紹漁映樓單位座向及配 置、裝修與搬屋資訊等,並收集居民關注點及 於相關部門定期會議中反映,實踐「居民參與 即時回應 持續改善」的服務循環。
In addition, with funding from the Housing Department’s Wah Fu (I) Estate Office between September 2024 and January 2025, we implemented the “Loving Your Neighbours in Wah Fu Estate Project”. Centred on caring for older people and residents in the estate, the project strengthened intergenerational and cross-age cohesion, as well as residents’ sense of belonging to Wah Fu Estate through volunteer training, home visits to carergivers’ families and diverse thematic activities. It not only created precious memories for residents facing redevelopment but also enhanced community cohesion, thereby laying a solid interpersonal and emotional foundation for their relocation and adaptation to the new community in the future.
In terms of relocation practicalities, we provided comprehensive personalised support to families affected by redevelopment. This included the provision of moving boxes, assistance with disposing of clutter, voluntary moving assistance, temporary elderly care on moving day, support for contract signing and property inspections and a second-hand goods matching platform. These services registered 1,491 service instances. We also offered case management services to follow up on issues arising from relocation, such as emotional distress, family relationships, elderly care arrangements, bereavement and financial pressures, while developing short, medium and long-term support plans to fulfil individual needs.
Mobilising Social Capital and Cross-sector Collaboration

Volunteers from government departments and Yue Kwong Mutual Aid Network visited elderly singletons in Yue Kwong Chuen on the eve of the Winter Solstice, delivering mini poon choi meals and care packages.
We actively nurtured resident participation, recruiting and training 57 residents during the year to serve as block representatives, floor representatives and volunteers. This enabled neighbourly networks to support older residents and families in need in the district. We also joined forces with volunteer teams from government departments, businesses, academia and community organisations inside and outside the district delivering 157 volunteer service sessions that visited 134 elderly households with 718 volunteer attendances and demonstrated the spirit of
community mutual help. Additionally, we plan to organise the “Relocation Service Exchange Session of Southern District Public Housing” for information exchange, collaboration discussions and future support planning with social welfare organisations inside and outside the district, aiming to establish a sustainable and effective communication platform.
Community Anchoring and Ongoing Support
We successfully secured funding from the Community Investment and Inclusion Fund under the “Community Support Programme for New Public Rental Housing Estates” to implement the “Shared Love Continuing in Yue Ying Lau Project” at Yue Ying Lau. Aiming to provide medium and long-term community anchoring and ongoing support for Yue Kwong Chuen residents newly relocated to Yue Ying Lau, the project is co-organised with the Hong Kong Southern District Healthy & Safe Association Limited and runs from 1st March 2025 to 31st May 2028. Through a cross-sector collaboration model involving social welfare, medical, academic and business sectors, it weaves neighbourhood support networks via diversified moving-in information activities, guided tours of new community resources, resident-volunteer matching visits, block representative schemes, time banks, as well as cross-sector stakeholder activities. It also mobilises social capital to ensure ongoing, deepened support post-relocation. In its first month, the project reached 268 residents and volunteers through street booth-based and door-to-door questionnaire surveys. This helped identify residents’ concerns about the new community and relocation, as well as their interests and strengths, laying the foundation for recruiting floor representatives and time bank members and building volunteer reserves in the future.
In addition, we are preparing to apply to the aforementioned fund to implement the “Wah Fu Wellness Formula Project” in Wah King Street. The project aims to help newly relocated residents access appropriate and up-to-date community information; strengthen their ability to adapt to the new environment; promote the building of mutual-aid networks in the new community; enhance residents’ sense of belonging to the new community; and establish a cross-sector collaboration platform to respond to residents’ needs on an ongoing basis.

In review of 2024/2025, we focused on estate redevelopment support services across the early stage of outreach engagement and practical/emotional support, the middle stage of information dissemination and community mobilisation and post-relocation transition planning and community building. This progressively shaped a “people-centred, cross-sector and community-reconnection” work model. Looking ahead, we will continue and deepen our work on Yue Ying Lau and Wah Fu-related redevelopment projects. Through initiatives such as “Shared Love Continuing in Yue Ying Lau Project” and “Wah Fu Wellness Formula Project”, we will sustain connections between new and existing residents and stakeholders in the region, fostering mutually supportive, caring and inclusive communities. This approach will ensure every resident affected by redevelopment receives appropriate support throughout their relocation journey, builds their roots in their new community, and lives with stability, dignity and a sense of belonging.

Our organisation’s integrated youth, family and community development service is comprised of our Community Centre and our Jockey Club Integrated Service Centre (JCISC). Our Community Centre is committed to building an inclusive and caring society by promoting the growth of families and individuals within the community. Our JCISC is dedicated to supporting children and young people in their healthy and balanced development, enabling them to unleash their potential, build positive interpersonal relationships, engage in community services and contribute to society.

Community Care Fund – School-based After School Care Service Scheme (Expanded Programme) 2024/2025
My son joined the programme in September. Besides after-school care service, the programme offered a diverse range of activities. It not only arranged for students to visit Disneyland, but also organised various classes such as cooking, musical instruments and crafts for them during long holidays. This saved me time arranging activities for my son and reduced my childcare stress.
To help parents balance work and family responsibilities, our Community Centre, with funding from the Community Care Fund, partnered with S.K.H. Chi Fu Chi Nam Primary School to run the “School-based After School Care Service Scheme (Expanded Programme)” in the 2024/2025 school year. The programme provided after-school care and learning support for schoolchildren in need, including daily homework guidance and revision, skill learning and interest development activities. It also offered mental health talks, parent employment support and parent-child outdoor experiential activities to foster schoolchildren’s diverse development and strengthen parent-child relationships. A total of 38 schoolchildren benefitted.
PMQ Seed 2024 Kids in Action Creative Training Class (Junior Primary) - “Plastic Storm”
To raise children’s environmental awareness, our JCISC partnered with PMQ Seed, the creative education project at PMQ, to organise the “Kids in Action – Creative Training Class” from 15th to 18th July 2024. Using fictional stories as the basis, the class led 22 Primary 3 and 4 schoolchildren in learning about plastic sorting and recycling. It also encouraged participants to use their creative thinking, recycled materials and woodworking skills they have learned to build eco-recycling vehicles by hand, thereby fostering creativity and hands-on abilities while reflecting on plastic pollution issues. The activity concluded with a review and sharing session where participants presented their design concepts and creations to parents.

Youth Support and Development
Reach the Top – Southern District Outstanding Student Awards 2024
I was thrilled to join this programme and meet many new friends. The most memorable part was visiting grassroots families. I thought buying egg waffles or milk tea after school was just an ordinary treat. But after visiting many impoverished households, I realised such everyday pleasures aren’t guaranteed for everyone. This experience deepened my understanding of the importance of helping grassroots people and enriched my social experience.

Organised by the Southern District Office of the Home Affairs Department, the Southern District Joint Schools Conference and the Southern District Youth Cadet, co-organised by the Southern District Youth Development and Civic Education Committee, and coordinated by our Community Centre, the “Reach the Top –Southern District Outstanding Student Awards 2024” ran from November 2024 to February 2025. A total of 104 students from 22 primary, secondary and special schools completed the leadership day camp, experiential learning day and practice day to earn the student leader honour.
The programme centred on the 5C leadership qualities –Commitment, Creativity, Care, Courage and Confidence – with “Understanding Grassroots Life and Poverty Issues” as this year’s theme. It organised various experiential activities and exchange sessions to nurture student leaders’ awareness of, and reflection on, the actual needs of subdivided flat residents in the district. Student leaders were also arranged to showcase the outcomes of their thematic research at the “Leadership Practice Day” for peer learning and mutual exchange.
The programme presented awards to outstanding students at the “Southern District Outstanding Youth Gathering – Commendation, Music and Sharing Event”.

When Youth Meets Panda –Youth Panda Mission@Southern District
Organised by the Southern District Office of the Home Affairs Department and the Southern District Youth Cadet, co-organised by the Southern District Youth Development and Civic Education Committee, and coordinated by our JCISC, the “When Youth Meets Panda – Youth Panda Mission@Southern District” programme was successfully held between January and February 2025. Themed on “Panda Conservation”, it held diverse experiential activities like “Board Game Workshop and Community Competition”, “Script Murder Game Workshop” and “Panda Tufting Carpet Workshop” to encourage teamwork and creativity among young people, while deepening their understanding of panda ecology and conservation to build positive values. The activities attracted 130 youth participants in total.

The “Southern District Outstanding Youth Gathering –Commendation, Music and Sharing Event”, jointly organised by our JCISC, Community Centre, the Southern District Office of the Home Affairs Department, the Southern District Joint Schools Conference, Southern Keen Youth and the Southern District Youth Cadet, co-organised by the Southern District Youth Development and Civic Education Committee, supported by 0e:ffect, and sponsored by the Southern District Council, was successfully held on 16th February 2025.The event commended outstanding youths from our “Southern District Outstanding Youth Commendation Scheme” and “Reach the Top – Southern District Outstanding Student Awards”, in recognition of their remarkable achievements in personal development, leadership and community service. Nearly 1,000 people attended the lively event!

The “Tour to Southern Secondary Schools” included thematic seminars to help parents understand the secondary school places allocation process and issues such as adaptation to secondary school life.
To deepen students’ and their parents’ understanding of kindergartens, primary schools and secondary schools in the district, and to prepare them for school selection and adaptation to new learning environments, our Community Centre and JCISC, with sponsorship from the Home Affairs Department, organised three school tours between August and December 2024. Through engaging booth games, video production activities, thematic seminars and site visits, participants were able to explore schools’ philosophies, environments and teaching approaches from different perspectives, better equipping families to support their children’s education journey.

Community Education Service
“Smart Life Future Exploration” — Chinese Calligraphy Ball Pen Competition
Organised by our Community Centre, the “Chinese Calligraphy Ball Pen Competition” has run for 41 years. This year’s theme was “Smart Life Future Exploration”, aiming to raise participants’ awareness of artificial intelligence and encourage its application in daily life to enhance everyday convenience. This year’s competition was highly popular, attracting over 15,000 participants from 119 primary schools, secondary schools and organisations. After the initial judging round, 420 participants advanced to the final on 27th April 2025, where 52 awards will be presented to honour outstanding calligraphers.
Our Community Centre received $283,640 of funding from The Community Chest of Hong Kong to implement the “Enhanced Urban Green Project”, aimed at introducing green living elements into the community. During the year, in addition to organising over 40 environmental courses, gardening classes and outdoor experiential activities, we actively promoted outreach services to promote the importance of planting and eco-friendly living to older adults and children. The project also encouraged the adoption of sustainable lifestyles and collaboration in building a greener city.
A total of 413 people directly participated in or benefitted from this project, with cumulative attendance at activities and services reaching 9,807. In addition, the project recorded 6,937 instances of social media outreach and interaction.

種族共融在南區—「三合一」計劃 2024 “3 in 1” Racial Harmony Project in Southern District 2024
Participating in this project gave me more opportunities to interact with ethnic minorities. It also helped me better understand aspects of their cultures that I rarely encounter in my daily life, such as their religions, festivals, and how to make their traditional foods.

Sponsored by the Home Affairs Department and co-organised with the Southern District Office of the Home Affairs Department, our Community Centre launched the “3 in 1 Racial Harmony Project in Southern District 2024” from July to December 2024 to promote exchange and inclusion between locals and ethnic minorities. The project emphasised three key strategies of “fun learning”, “integration opportunities” and “volunteering”, offering interest classes in crafts, cooking, and sports, alongside cultural exchange platforms and festival celebrations to attract locals and ethnic minorities to participate, promote positive interactions, and break down barriers and misunderstandings, thereby fostering social inclusion. Ethnic minority participants were also encouraged to transition from being beneficiaries to serving the community, such as joining volunteer teams to visit seniors and share care regardless of ethnicity. The project proved highly effective, with many ethnic minority participants feeling recognised and cared for by the community after joining the activities. A total of 73 activities were held, with a total attendance of 1,765.

Community Development and Support Service Nurturing the Seed – Book and Stationery Award Scheme 2024
To encourage students from underprivileged families in the district to develop a spirit of diligent study and positive endeavour, our organisation has been running the “Book and Stationery Award Scheme” for 29 years. This year, 201 applications were received, and after careful review, 175 students were awarded book vouchers in recognition of their efforts. The “Book Voucher Presentation Ceremony” was successfully held on 4th August 2024. In addition to presenting book vouchers, the event featured various handicraft stalls, allowing attending students and their parents to participate together and enhance parent-child relationships.

Turning the Tide Sports Classes for Special Educational Needs Children and their Parents
Sponsored by the InspiringHK Sports Foundation, our JCISC organised the “Turning the Tide Sports Classes for Special Educational Needs Children and their Parents” from February to June 2024 to improve the concentration of children with special educational needs while also providing stress relief for their caregivers. The activities took the form of parent-child parallel groups, including 12 parent yoga classes and 12 child karate classes, alongside two parent-child sports experience sessions. During this period, participants were also required to complete various parent-child sports tasks at home. A total of 15 pairs of children with suspected or diagnosed special educational needs and their parents took part in the programme.
A Square Community-led Transitional Housing Project in Stanley
My elder sister and I originally lived in Stanley’s squatter area, where the living conditions were extremely poor. Summers were unbearably hot and pests frequently appeared, disrupting my mood and study environment. Since moving to “A Square”, our quality of life has greatly improved. The environment here is beautiful with fresh air and a harmonious neighbourhood that allows me to focus on my studies and continue my education under a quiet and comfortable space. Additionally, “A Square” provides us with many practical skills training courses. After completing the training, I was hired by the project as a part-time security guard to help manage the estate and assist residents with their difficulties while earning pocket money to supplement living expenses. The project has truly helped me tremendously.
Operated by our organisation, the “A Square Community-led Transitional Housing Project in Stanley” receives funding support from the Housing Bureau, with the Kadoorie Charitable Foundation, Kerry Group and the Shih Wing Ching Foundation sponsoring furniture, equipment, and operational expenses. list and grassroots citizens living in inadequate conditions by providing 40 transitional housing units and ancillary facilities. This year, the project recruited 37 households (87 people) to move in, while 12 households (28 individuals) moved out and transitioned successfully to public housing.
At the same time, the project is committed to building and practising social capital and community networks by identifying residents’ strengths through activities and training, and creating platforms for them to contribute their skills to the community. To this end, the project established a “Four Captains” system, appointing residents as “House Captain”, “Cleansing Captain”, “Community Garden Assistant” and “Sports Assistant” to promote resident involvement in community management and in supporting those in need. Over the year, the project organised 71 activities with a total attendance of 4,101. This successfully encouraged residents to interact with neighbours or the wider community, thereby strengthening neighbourhood networks and cultivating an atmosphere of mutual help and support.

“Community Harmony Hub” Subdivided Unit Support Programme
Noting that many subdivided flat dwellers in the district cannot perform basic daily activities such as cooking, personal care and studying due to space constraints, our Community Centre launched the “Community Harmony Hub Subdivided Unit Support Programme” in 2024 with sponsorship from Youth Power of Qing Yuan. The programme offers a community kitchen, dining/living room and tool library as a “gathering point” for subdivided flat families to enjoy together, connect and share resources. It helps them build neighbourhood support networks, foster mutual trust and assistance among subdivided-flat dwellers, and improve their physical and mental health. During the year, 42 activities were held for subdivided flat families, with a total attendance of 572.

Our organisation’s elderly service is primarily divided into two major categories: community support as well as community care and home support service. The former is mainly provided by the Jockey Club Wong Chi Keung District Elderly Community Centre (JCDECC), Southern District Elderly Community Centre (SDECC), Fong Wong Wun Tei Neighbourhood Elderly Centre (FWWTNEC), Lam Yingwah Neighbourhood Elderly Centre (LYWNEC) and Southern District Integrated Elderly Service Centre (SDIESC). These services aim to provide various forms of support to older people aged 60 or above in the district, enabling them to live healthy, respected and dignified lives within the community while mobilising public strength to build a caring community for older people. Services under the latter category are provided by the Wah Kwai Day Care Centre for the Elderly (WKDCC), Community Care Service Voucher Scheme for the Elderly (CCSV) – Leisure World, Home Support Services (HSS), Integrated Home Care Services (IHCS) (Frail Cases) and Southern District Enhanced Home and Community Care Services (SDEHCCS). These services primarily provide community care and home support to older people, people with disabilities and families with special needs to enable them to continue living with dignity in their familiar communities. Services across both categories also attend to caregivers’ needs by providing regular support to alleviate their caregiving burden, thereby benefitting both service users and caregivers.
Through participating in the project, we connected with residents affected by the redevelopment. We listened to their difficulties and needs, which heightened our awareness of community affairs and age-friendly measures and broadened our horizons!

This year’s theme was “Friendly Support Measures for Households to be Relocated by Redevelopment”. Age-friendly Ambassadors engaged in joint meetings, design thinking training, community inspections and roving exhibitions from October 2024 to January 2025 to put forward age-friendly suggestions on redevelopment arrangements. A sharing session was then held on 21st January 2025 to present the outcomes to government representatives, district councillors and community stakeholders. Considering the attendance figures at the various activities and the number of social media views, the project recorded approximately 140,000 participations and views in total, successfully promoting elderlyand age-friendly concepts.

activities, including intergenerational technology workshops, dance learning, interaction days and community service days from October to December 2024. With youth participants leading their older counterparts to explore emerging technology products and learn dance together, the programme promoted intergenerational learning and inclusion through practice, unleashing potential and generating new energy for providing care to needy elders and caregivers in the service area. Participating senior and young old volunteers, secondary school students, needy elders and caregivers in the district amounted to 175 in total (332 attendances).
HK Electric’s “CAREnJOY for the Elderly” Programme
Our organisation has participated in HK Electric’s “CAREnJOY for the Elderly” (formerly “Live with Peace in the Community”) Programme since 2008 as one of the founding partner units, assisting in identifying hidden and singleton elderly, promoting the “No Worry for Bothering Others” message to encourage older people to connect with the community, and fostering neighbourly mutual aid spirit. In addition to HK Electric volunteers conducting home visits, we recruit and train elderly volunteers as “No Worry for Bothering Others” ambassadors to encourage solitary or hidden elderly to join elderly service centres, build support networks and seek help early when needed.
This year, the programme held multiple activities to encourage older people to step out of their homes to improve physical, mental and social conditions. These included “Electrical Safety 100%” community talks, “Fun & Joy: In-depth Tram Tour” and “Watch Movies Together”, recording a total attendance of 205. HK Electric also funded service promotion and ambassador training at our five elderly centres, enhancing new members and volunteers’ knowledge of the centres’ diverse services and registering 606 in total attendance.

Jockey Club Digital Tablet and Online Support Programme for Homebound Elderly
Our SDIESC, funded by The Hong Kong Jockey Club Charities Trust, launched the 2.5-year “Jockey Club Digital Tablet and Online Support Programme for Homebound Elderly” from June 2024, providing tablets and data services to 70 elderly singletons and doubletons lacking digital support, teaching them digital application skills, and training 15 volunteers to support older people in participating in online activities in in-person and home-visit formats. This year, the programme held 28 “Digital Senior Academy” online classes covering exercise, cognitive training, social and leisure activities, and more, recording a total attendance of 1,186. Our staff and volunteers also provided 397 instances of instant assistance and face-to-face guidance, helping older people master tablet operations, make good use of online learning resources, and experience the convenience and enjoyment of digital life.

Jockey Club “Reach to Bridge” Community Elderly Support Project
Our SDIESC, funded by The Hong Kong Jockey Club Charities Trust, launched the three-year “Jockey Club ‘Reach to Bridge’ Community Elderly Support Project” from November 2024. The project proactively reached out to elderly singletons and doubletons in the district with weak social and support. It adopted the “Questionnaire on Older Adults’ Mental Well-being and Service Utilisation” developed by The Hong Kong Jockey Club Centre for Suicide Research and Prevention at The University of Hong Kong and the health assessment and follow-up protocol from The University of Hong Kong School of Nursing, to comprehensively evaluate older people’s physical, mental and social conditions, and arrange home safety improvements, 賽馬會樂載耆蹤社區長者支援計劃 本會南區長者綜合服務處獲香港賽馬會慈善信 託基金捐助,於2024年11月起推行為期3年的 「賽馬會樂載耆蹤社區長者支援計劃」,主動 接觸區內社交及支援網絡薄弱的獨居及雙老家 庭長者,評估需要並提供支援。計劃採用由香 港大學香港賽馬會防止自殺研究中心研發的 「長者身心健康及服務使用情況」問卷,以及 香港大學護理學院提供的健康檢測及跟進方 案,綜合評估長者身心及社交狀況,並按需

community resource referrals and ongoing follow-up as needed. During the period, outreach tracing was conducted in the Southern District, where 539 older people were initially assessed. Of these, 144 qualified to participate, and 65 households received home safety and environment improvement services. They were also supported by regular volunteer visits, telephone care, health education and social activities to rebuild community connections.
Warmth Delivery in Southern Campaign 2024
Since 1997, our organisation has held the “Warmth Delivery in Southern Campaign” every December to raise community awareness of high-risk older people living in the community and support ageing in place. This year, marking its 27th consecutive year, the campaign was successfully held on 8th December 2024 under the theme of “Care for the Soul to Stay Joyful; Neighbour Care Gives You Strength”, aiming to promote self-care among caregivers and older people while raising community awareness of their mental health needs. A total of 686 volunteers from the community, business sector and government, as well as all age groups, were mobilised to visit over 807 older people, assess their latest situations and needs, and deliver sincere greetings and practical winter gift packages.
This year’s campaign received support from the Southern District Council and Southern District Care Teams, with district councillors and members of seven care teams present at the command posts to assist with visitations. Our organisation sincerely thanks sponsors and volunteer groups from different sectors for their enthusiastic participation, which demonstrated mutual care and warmth in the community.

Our LYWNEC, funded by the Southern District Council, collaborated with the Southern District Healthy & Safe Association to organise the “Beloved in Southern District: Wellness and Joyful Ageing Together” programme from October to December 2024. The programme aimed to enhance older people and caregivers’ quality of life and holistic health, particularly psychological and social well-being, sleep quality and pain management, through diverse physical and mental health activities and community education.

The programme offered diverse activities, ranging from aromatherapy and singing bowl stress-relief groups to yoga stretches and more.
Activities included outdoor pursuits, aromatherapy and singing bowl stress-relief groups, board games, herbal ball massage workshops, horticultural therapy, yoga stretches and Traditional Chinese Medicine health talks. These helped alleviate stress, promote physical and mental health, and strengthen social support networks for older people and caregivers. The programme organised 11 activities with active assistance from 17 volunteers and recorded a total attendance of 252. Post-event surveys showed that 100% of respondents agreed that the programme helped relieve emotional stress. Participants also indicated that the activities were diverse in content, covering areas such as diet, exercise and therapy, and were effective in promoting physical, mental and spiritual well-being. The programme also enhanced participant-volunteer interactions and connections, achieving ideal overall results and was well received.
JC JoyAge: Jockey Club Holistic Support Project for Elderly Mental Wellness
This year, the two district elderly community centres under our organisation continued implementing the “JC JoyAge: Jockey Club Holistic Support Project for Elderly Mental Wellness” with a focus on expanding community support and transforming volunteer roles. In addition to continuously organising the “JC JoyAge Ambassador” mental health ambassador training course, which successfully trained 77 new volunteers, the project also actively promoted the “JC JoyAge Peer Supporter” volunteers from activity assistants to leaders and mental health assistants, who began partnering with social workers to apply behavioural activation therapy techniques and cognitive behavioural therapy concepts to help older people recognise emotions and understand emotion/thought patterns, thereby reducing emotional distress.

Over the year, the project provided case counselling or therapeutic group follow-up to 154 individuals with depression or emotional distress, with the support of “JC JoyAge Peer Supporter” volunteers who delivered over 3,553 hours of assistance to alleviate service users’ depressive symptoms, anxiety and loneliness. The project also organised diverse mental health lectures and experiential activities, including Traditional Chinese Medicine sleep aid, horticultural therapy, decluttering, advance care planning, and visits to mental health experience centres. Recording a total attendance of 2,707, it raised community awareness and acceptance of mental health issues.
Visits to mental health experience centres and peer support workers’ sharing of personal stories helped participants understand the journey of battling illness while eliminating public misconceptions and stigma about mental illness.
Counselling Service and Therapeutic Group
Our community support service for the elderly provides counselling services to older people in need and their families through face-to-face interviews, home visits, telephone contacts and group activities, empowering them with greater confidence and ability to solve personal problems and improve family relationships. During the year, we handled a total of 1,473 counselling cases covering care, emotional, bereavement and caregiver support issues. We also provided 224 instances of elderly health and home nursing assessment services. Among the counselling cases, 332 concluded after achieving treatment goals, representing a turnover rate of 22.54%. To further support older people with special needs and complement case counselling services, our two district elderly community centres organised a total of nine theme-based therapeutic groups during the year. These included the “Treasure Hunt” Solution-focused Brief Therapy Group, “Heart at Ease” Acceptance and Commitment Therapy Group and “Narratives of Wah Fu” Narrative Therapy Group, recording a combined attendance of 340. These groups helped older people build mutual support networks and enhance their self-confidence and self-care abilities, thereby enabling them to face their later years and emotional distress more positively.
The caregiver support service of our SDIESC aim to alleviate the caregiving stress of caregivers and help them establish support networks through case counselling, therapeutic/support groups, stress-relief activities and diverse support services. During the year, we organised six therapeutic/support groups and 26 training activities for 100 caregivers in need, with themes including lifting and transferring techniques, acupoint application for pain care, movie viewing, new year reunion meals, outings and art therapy. We also provided 304 instances of respite care, patient escort, in-home training and regular visits to meet caregivers’ actual needs. Furthermore, we integrated specialised schemes such as the “Caring Companion Day Care Service Scheme for the Elderly” and “Diamond Cab Community Ride Scheme” to comprehensively support caregivers and frail elders.

The “Carer Lounge” provides a space for caregivers to attend to their physical and mental needs, encouraging them to steal moments of relaxation and rediscover joy in life.
The exercise group included many activities that required cooperation, which enhanced the enjoyment of exercise and increased motivation to participate. At the same time, it also promoted communication between caregivers and elders, helping to improve their relationship.
To further support caregivers’ physical and mental well-being, we launched the “Carer Lounge” from July 2024. Offering delicate tea treats, board games and caregiver information, it provided caregivers a serene, independent environment to relax while connecting with peers, sharing stress and worries, and gradually building social support networks. We also collaborated with The University of Hong Kong Li Ka Shing Faculty of Medicine to organise the 12-week “Dance Out Joyful Rainbow Scheme: Physical and Mental Health Exercise Group”, where professional coaches led caregivers and elders through a series of cooperative exercises to cultivate regular exercise habits and enhance physical and mental health. Participants showed significant health improvements, while the paired participation requirement effectively strengthened relationships between caregivers and older people.
智友醫社同行計劃
本會轄下賽馬會黃志強長者地區中心及南區長 者地區中心自2019年5月起於南區推行「智友 醫社同行計劃」,以跨專業團隊(資深護師、 職業治療師、物理治療師及社工)支援患有輕 度至中度認知障礙症或懷疑早期徵狀的長者及 其照顧者。服務內容包括針對患者的認知及自 理能力訓練,及為護老者提供壓力管理訓練與 情緒支援等服務,並轉介合適社區資源。年 內,兩間中心共為100位長者提供720節恆常訓 練,並為照顧者提供7次訓練、2次長者額外訓 練活動及1次畢業旅行。問卷結果顯示,所有長 者及照顧者均對服務表示滿意,並嘉許參與的 職員及義工。此外,兩所中心受訪之照顧者於 接受服務前後所填寫的照顧壓力量表(沙氏負 擔訪問,簡稱ZBI)顯示,分別有94.73%及 100%表示壓力得以紓緩。 Dementia Community Support Scheme

Since May 2019, our JCDECC and SDECC have implemented the “Dementia Community Support Scheme” in the Southern District with a multidisciplinary team (advanced practice nurses, occupational therapists, physiotherapists and social workers) supporting older people with mild to moderate dementia, those with early signs of cognitive impairment and their caregivers. Services included cognitive and self-care ability training for patients and provision of stress management training and emotional support for caregivers, plus referrals to appropriate community resources. This year, the two centres provided a total of 720 regular training sessions for 100 older people, seven training sessions for caregivers, two extra training activities for older people and one graduation trip. Questionnaire results showed that all participating older people and caregivers were satisfied with the services and commended the participating staff and volunteers. Furthermore, scores from the caring stress scale (Zarit Burden Interview, ZBI) completed by caregivers at the two centres before and after receiving the services revealed that 94.73% and 100% of the interviewed caregivers, respectively, reported a reduction in stress levels.
To more effectively follow up on cases after training and enable participating older people to continue training to help delay cognitive decline, the scheme launched three activities during the year: “Dementia Patient Academy”, “Dementia Patient Partners Programme” and “Dementia Patient Kitchen”. Through these activities, participants who had completed the scheme were provided with three months of follow-up cognitive training; suitable participants were selected and trained to become activity assistants and volunteers; and the food preparation process was used to enhance participants’ cognitive abilities and hand-eye coordination while promoting interaction and social engagement. It was hoped that these activities would enrich older people’s cognitive, social lives and provide respite for their caregivers.
Mobile Publicity Day for Caregivers Support in Southern District
In response to the Social Welfare Department’s 2024/2025 territory-wide “Care the Carers” campaign, themed “You Make It Possible”, the SDIESC under our organisation received funding from the Social Welfare Department’s Central Western, Southern and Islands District Social Welfare Office to organise the “Mobile Publicity Day for Caregivers Support in Southern District” on the Carers’ Day, 19 th October 2024. A mobile publicity vehicle toured the Southern District, with street booths set up in Aberdeen, Wong Chuk Hang, Ap Lei Chau Estate and Wah Fu Estate. Through introductions to caregiver support services, stress assessments and the distribution of souvenirs, the event promoted messages of family care and caregiver support to community members, raised public awareness of caregivers’ needs, and helped build a strong family and community mutual support network. The event reached 534 caregivers and community members. In addition to inviting representatives from other elderly service organisations in the Southern District and members of the Southern District Care Teams to participate, the event was also supported by district councillors and representatives from the Social Welfare Department and Home Affairs Department.

Social and recreational activities organised by the scheme not only expand older people and caregivers’ social circles but also relieve caregivers’ stress.
Caring Companion Day Care Service Scheme for the Elderly Funded by the Drs. Richard Charles & Esther Yewpick Lee Charitable Foundation, our SDIESC implements the “Caring Companion Day Care Service Scheme for the Elderly”, providing flexible and transitional day care services for frail elders in the district. The scheme helped maintain their health and establish social lives, allowing them to age in familiar communities while alleviating caregiver stress. Adopting approaches of “rapid response”, “service gap filling”, “family-centred case management” and “personalised and diverse interventions”, it enabled older people and caregivers to access services quickly through simple application procedures. It also provided affordable day care for the ineligibles or those awaiting long-term care services. Through a family-centred approach, the scheme maintained close contact with caregivers, offering consultations and referral services to enhance overall family functioning. Furthermore, cognitive training, rehabilitation exercises and festive, social and recreational activities were tailored to meet older people’s diverse needs on different levels. During the year, the scheme provided 400 day-care sessions for 63 frail older people, recorded a total attendance of 2,009 at various activities, and offered caregiver consultations to 92 households.
Nurses teach practical nursing knowledge and care techniques at quarterly caregiver support activities, strengthening caregivers’ abilities while facilitating peer exchange of experiences.
In alignment with the Government’s “Ageing in Place as the Core, Institutional Care as Back-up” policy, our organisation continues to strengthen community care and home support service. We provide day centre-based and home-based care and rehabilitation support services for frail older people, people with disabilities, and families with special needs, enabling them to live with dignity in familiar environments. We also address caregivers’ needs by providing regular assistance to alleviate their caregiving burden, thereby benefitting both service users and caregivers. With continuously rising service demand and to support service development and enhance service quality, we introduced improvements to the meal delivery process in 2024/2025. These included the full use of computerised systems for meal rostering, staffing arrangement and dietary record management, which, complemented by activation of a mobile app, effectively improved overall service efficiency and older people’s dining satisfaction.
Mum has been receiving the centre’s services since November 2023. Every staff member provides meticulous care for her daily living and dietary needs, greatly reducing our stress and allowing us to focus on work and studies without worrying about her when she is at home alone. Seeing her become more cheerful and healthy fills us with deep gratitude! As she prepares to move into residential care home and enter a new stage of life, we sincerely thank all the staff for their professional service and loving care during this time.
Ahead of Lunar New Year, our centre organised the “Elderly Joy and Dexterity” activity where older people made spring couplets with the Chinese character for blessings, creating a festive atmosphere while training hand-eye coordination.

Our WKDCC provides centre-based community care services for frail older people aged 60 or above in the district who have been assessed by the Standardised Care Need Assessment Mechanism for Elderly Services to be suitable for community or residential care (including elders with dementia). Services include day care, rehabilitation exercises and social activities to help them maintain optimal functional ability, improve quality of life and support ageing in familiar communities. In addition, various forms of support and assistance are available for caregivers.
On top of basic facilities, our WKDCC is equipped with multiple types of gerontechnology equipment including passive exercise bicycles, sit-to-stand transfer lifts and walking trainers to support older people’s activity training. A multi-sensory training room is also featured to provide a calm, safe and therapeutic environment with visual, auditory, olfactory and tactile stimulation for people with dementia. During the year, a total service attendance of 17,749 was recorded.
Community Care Service Voucher Scheme for the Elderly (CCSV) – Leisure World
After my husband’s fall, we applied for AKA’s “Leisure World” service. Nurses quickly arranged home visits and assessments, and provided escort services, home rehabilitation exercises, as well as meal delivery. Such thoughtful and practical help greatly reduced our burden. It also made his recovery smoother and brought greater convenience to our daily life. Thank you for your arrangements and dedication.
Our organisation’s “Leisure World” has participated in the “Community Care Service Voucher Scheme for the Elderly” since 2016. From September 2023, the scheme was regularised with new measures including expanding voucher coverage to assistive technology product rental services, allowing each community voucher to be used simultaneously at two recognised service units, and introducing the Voucher Information System for the Elderly, which enables voucher holders to check service usage and manage service arrangements in real time.
The scheme operates on a “money-following-the-user” model, enabling eligible older people to choose suitable community care services according to their individual needs. Our “Leisure World”

From 1st April 2024, the hourly quota for home-based support increased from 12 to 20, and during the year under review, our service supported 93 older people with moderate or severe impairment.

I sincerely thank AKA for its care over the years and my gratitude is beyond words. Special thanks to the social workers for their tireless efforts in helping me apply for residential care home and the safety alarm service, as well as purchasing a wheelchair. The nurses, dietitians and physiotherapists have also provided tremendous support, for which I am truly grateful. Without their encouragement, I would have lost all hope and motivation long ago. I will continue to strive to look after myself well, so as not to disappoint your dedication.
Following the Social Welfare Department’s service review, from 1st October 2024 the territory-wide Integrated Home Care Services (Ordinary Cases) and Home Care and Support Services for Elderly Persons with Mild Impairment have integrated and become Home Support Services (HSS). The new service continues to support people aged 60 or above assessed as mildly impaired or requiring higher-level care, and cases recommended as suitable for HSS under the Standardised Care Need Assessment Mechanism for Elderly Services. It also expands eligibility to people with disabilities and families or individuals in need. Furthermore, it standardises service processes, assessment mechanisms and resource allocation to streamline the application and referral procedures, thereby enhancing accessibility.
The aim of HSS is to help service users remain living in safe, familiar neighbourhoods to maintain and enhance their functional abilities and independent living capacity, thereby reducing premature reliance on residential care homes or long-term hospital services. On top of existing meal delivery, home cleaning, transport and escort services, basic nursing care, and personal care, the service now includes home safety assessments and improvement recommendations, referrals to centre-based or residential respite care, and caregiver support and training. During the year, 543 people received the service, totalling over 7,331 hours of service provided and 53,429 meals delivered across 64,984 service instances and registering 99% user satisfaction.
To better understand service users’ diverse needs, our service teams regularly collect data via questionnaires and analyse individual cases to deliver more targeted service plans and social support networks. For example, we organised the “Endless Elderly Joy” exercise classes and “Elderly Angel” volunteer visits to help users sustain community living and improve quality of life.
I fell in the street in 2024 and suffered a fracture, resulting in a 3-week hospital stay. When I got home, the team’s physiotherapists, nurses and care workers came straight away to see how I was doing. I was really touched by how much they cared. They showed me rehabilitation exercises and updated them according to my progress to promote my recovery. In just two months I was walking around the house without my stick. That gave me a big boost! Rain or shine, you always came and arrived right on time.
Elderly and caregivers prepared aromatic blends side by side, easing stress through fragrance and mindfulness.
Our IHCS (Frail Cases) and SDEHCCS target frail older people who are aged 60 or above in the district and assessed via the Standardised Care Need Assessment Mechanism for Elderly Services as suitable for community or residential care. Services feature multidisciplinary teams including nurses, physiotherapists, occupational therapists, speech therapists and social workers who formulate care plans according to service users’ needs while simultaneously providing caregivers with consultations, respite and caregiving skills training. During the year, we provided 28,265 hours of service to 401 older people covering nursing, cognitive training, rehabilitation exercises, home safety assessments and other services, alongside 15,939 meals. We also supported 311 caregivers with various forms of assistance in the meantime.
Accompanied by our staff and supported with accessibility assistance, older people and their caregivers participating in the “Joyful Elderly Journey” to Tsz Shan Monastery, finding spiritual nourishment in a serene Buddhist setting.
In recent years, our team has strengthened speech therapy intervention by conducting home visits to assess elders with deteriorating swallowing function, devising oral and swallowing training plans, and organising “Prevent Choking” talks to help caregivers acquire safe feeding skills, reduce the risk of aspiration and relieve the stress of daily caregiving. In addition, through the “Carer Stress Relief” series of activities and programmes such as the “Joyful Elderly Journey”, the team promoted physical and mental well-being, as well as social participation, of elderly and their caregivers. Thanks to the dedicated effort of staff from various disciplines, satisfaction among service users and caregivers of this service reached 100%, an encouraging achievement.
Community Collaboration: Supporting Ageing in Place
Our organisation actively connects community stakeholders to promote ageing in place through resource integration and cross-sector collaboration. Over the past year, our home-based care services achieved remarkable results with strong support from multiple parties, including sponsorship from CR Construction Company Limited for co-organising the “Year of the Snake Spring Community Banquet”, a Poon Choi feast that brought elders in the district together to celebrate Chinese New Year and foster a sense of community care. We also partnered once again with Youth Power of Qing Yuan to launch the “Qing Yuan Fulfils Elderly Wishes” project. This provided small grants for financially disadvantaged older people to fulfill their simple wishes such as buying cherished items or dining out with loved ones. Meanwhile, with monthly donations from a service user’s family, Mr. YUAN Tsz-lok, we provided healthy desserts alongside our meal delivery service. As a way to utilise these donations wisely, we ordered retro pastries from a social enterprise, bringing a touch of sweetness to elders’ lives. We sincerely thank all collaborative partners for their generous support and enthusiastic participation, which enabled smooth service delivery and helped foster a culture of community care.

Our organisation’s specialised service primarily comprises Employment Service, Social Enterprise – Leisure Outlet, LinkAges Lam Ki Yip Centre (LC) and Harmony Life Enrichment Centre (HLEC), with a focus on providing employment support services and intergenerational family and counselling services.
Recruitment fairs provided job seekers with the latest industry and employment information.
Employment Service
Our organisation has provided employment services since 1984 to offer employment counselling and training to unemployed, job-seeking and needy individuals, enhancing their abilities and confidence to prepare them for the labour market. It also provides a job-matching platform for employers and job seekers to facilitate employment information flow. The following is a summary of the key work highlights for this service during the year:
Employment Support Service
Commissioned by the Social Welfare Department from April 2020 to September 2025, our organisation implemented “Employment Support Service” to provide job seekers with services such as job vacancy information, pre-interview preparation, post-employment follow-up and other community support. During the year, our service team organised five recruitment fairs for middle-aged and older persons in collaboration with 50 employers from industries including hotels, clubs, healthcare, retail, catering, cleaning and property managements, attracting 1,119 job seekers to participate. The recruitment fairs provided a convenient platform for employers to recruit job seekers while offering job seekers the latest industry and employment information.
With funding support from The Hongkong Bank Foundation through The Community Chest of Hong Kong from April 2024 to March 2026, our organisation implemented the “DiamondAge Employment Extension Project” to provide employment support services to persons aged 50 or above, particularly those facing economic difficulties, helping them re-enter the labour market and continue to contribute to society.
During the year, 752 middle-aged and older people registered for the project, and 142 employers offered 511 job vacancies. The project provided participants with over 245 job referrals, of which 90 job seekers successfully secured employment. To enable middle-aged and older people to continue thriving with their experience and skills, the project organised various employment-related training courses, seminars and activities throughout the year. It also strived to support them in craft entrepreneurship. In addition, it offered themed instructor training courses and invited those who received and thrived in training to lead “masterclass workshops” for other project participants, sharing the joy of making handicrafts.
During the year, the project also launched “IT Consultation Service”, recruiting volunteers to help middle-aged and older people overcome information technology difficulties on Zoom, AI, word processing, and more. A total of 53 middle-aged and older people were served.

Our Social Enterprise – Leisure Outlet has been operating since January 2008. Initially funded by the Home Affairs Department’s “Enhancing Self-reliance Through District Partnership Programme”, it has continued on a self-financing basis after the two-year funding period. Through the collection, refurbishment and sale of second-hand goods, it pursues the three principles of creating employment opportunities, protecting the environment and promoting sustainable development. Besides the flagship store in Aberdeen, it now has a branch in Wah Fu Estate, providing residents with a convenient place for leisure shopping.
As a neighbour, I visit the store almost every day. The staff are very friendly and the atmosphere there is very relaxing. I also strongly support the concept of recycling second-hand items, which is why I come daily.
Our Leisure Outlet provides internship opportunities for disadvantaged groups or job seekers, with strong performers employed as permanent staff.
Creating Employment Opportunities
As a practice of its employment creation principle, Leisure Outlet closely collaborates with our Employment Service Department to provide internships and on-the-job training for referred disadvantaged groups or job seekers, with an aim of equipping them with the knowledge and skills needed for work and encouraging them to re-engage with society. During the year, our Employment Service referred several job seekers to job interviews, and one of them was successfully hired.
Our Leisure Outlet has always collaborated with local groups to mobilise community members, groups and residents of large estates to donate new or second-hand items for sale or distribution to needy communities. During the year, we co-organised five

賽馬會「三代‧家添愛」延展計劃
“Second-hand Goods Donation Action” events with the Owners’ Coporation of South Horizons, receiving over 23,000 donated items and achieving ideal results thanks to the residents’ enthusiastic support. With the growing popularity of online shopping, our Leisure Outlet also uses its online sales platform to expand its customer base and turnover while training staff in online marketing skills. During the year, 115 items were sold online, with audio-visual discs and toys proving the most popular.
LinkAges Lam Ki Yip Centre (LC)
Our organisation opened Hong Kong’s first intergenerational service centre, LC in March 2012. The centre is committed to promoting intergenerational relationships and deepening mutual understanding, acceptance, appreciation and respect among people of different ages. It also encourages reciprocal cooperation to build a supportive, age-friendly and inclusive community for all to share. During the year, the centre organised multiple intergenerational family services, with key highlights as follows:
Hong Kong Jockey Club Kinship Support Hub Extension Project
Through this project, I learned many techniques for coping with and managing children’s emotions. It helped me understand my role better and how to collaborate effectively with my children to support my granddaughter’s growth and positive change. I am also grateful for the reminder during classes to take good care of myself while caring for my granddaughter.
The “Hong Kong Jockey Club Kinship Support Hub Extension Project” implemented by the LC was funded by The Hong Kong Jockey Club Charities Trust. Launched in 2019, it achieved excellent results after the initial three-year period of implementation, thereby securing further funding for a second three-year phase from 2022 until 30th June 2025. Targeting three-generation families residing on Hong Kong Island where grandparents help care for children aged 0 to 12, the project aims to consolidate community support networks for three-generation families, alleviate grandparents’ stress in caring for their grandchildren while simultaneously maintaining and strengthening family functioning.
As of 31st March 2025, the project had served over 370 three-generation families, established collaborative relationships with 14 different organisations and organised different activities to support these families. Its effectiveness in enhancing family functions and building family harmony has also been externally recognised, winning both the Silver Award and the Best Harmony & Abundance Award at the “8th Wofoo Asian Award for Advancing Family Well-being 2024”.

50+ Services – Young Old Hub (YO Hub)
In addition to three-generation family services, the LC continued to provide diverse volunteering opportunities for people aged 50 or above (50+). Over the past year, we established the 50+ services brand “YO Hub”, a dedicated platform offering activities and volunteering opportunities across various domains to encourage 50+ individuals to actively plan and embark on enriching second life journeys through continuous learning and volunteering. Currently, the “YO Hub” holds monthly and quarterly member-exclusive activities and volunteering opportunities, plus experience courses in emerging sports to promote exercise and lifelong learning.
At the first member-exclusive activity of the “YO Hub” themed “Glamping”, participants played board games together, connected in a relaxed environment, and enjoyed a chill afternoon!
Participants put on “ageing suits” to simulate older people shopping in the community, experiencing the difficulties and challenges they face in daily life.

Time Travel Hong Kong
Since October 2012, our organisation has implemented the “Time Travel Hong Kong” to enable participants of different ages and backgrounds to wear specially designed “ageing suits” to experience the various challenges older people face in daily life and understand the physical, psychological and spiritual impacts of ageing, thereby increasing respect and empathy for older people and promoting intergenerational inclusion and age-friendly community development. During the year, LC provided over 60 sessions, serving more than 3,000 participants ranging from primary school students to organisation staff. In addition to simulating older people’s life experiences, the programme also included interactive seminars, experiential visits to communities and elderly homes and design thinking workshops, enabling participants of different ages and backgrounds to more comprehensively understand older people’s needs and apply this knowledge in their daily lives and work.
Our organisation established the HLEC in 2008 to provide residents with quality counselling and training services through interdisciplinary collaboration, thereby promoting holistic development and growth and ultimately achieving the goal of “Create Positive Life and Establish Harmonious Community”. The following is a summary of the centre’s key work highlights during the year:
Thank you to HLEC’s social worker for three years of care and guidance for my son, which has helped him learn to manage his emotions. I could relax during play therapy sessions with my son. Meanwhile, the social worker has also helped me understand and learn the importance of letting go of emotions, which has improved my relationships with family members.

During the year, the HLEC followed up on 273 counselling cases and provided a total of 1,038 hours of counselling services. Counselling themes included addressing emotional distress, relieving stress, strengthening/improving family and marital relationships and promoting personal growth. We also offered “Child-centred Play Therapy” counselling services, enabling children to express themselves, release emotions and heal trauma through play, while rebuilding their sense of security, confidence
and creativity during counselling. With children’s and youth’s problems increasing in both number and complexity, and in response to the implementation of the “Mandatory Reporting of Child Abuse Ordinance”, we committed to expanding school-based counselling support services. During the year, besides continuing services for S.K.H. Tin Wan Chi Nam Primary School and Kellett School (Kowloon Bay and Pokfulam campuses), we newly collaborated with Discovery Bay International School to provide school-based counselling and crisis intervention support services through an interdisciplinary collaboration model, responding to community needs.
In response to the social and emotional needs of children with special educational needs, the HLEC organised eight therapy groups themed around social/emotional development during the year. Targeting toddlers’ and children’s needs in social development, verbal communication and emotional growth, activities such as games and specific social scenarios in natural settings were designed to stimulate participants’ communication motivation and their learning of social skills and emotional expression methods. A total attendance of 154 was recorded.
Family Club
The parent-child interactive groups and workshops organised by the HLEC adopt a “family-centred” intervention approach to promote positive parent-child interactions, family communication, family harmony and parents’ parenting capabilities. During the year, we held five parent-child interactive groups and 17 parent-child workshops with themes including “Parent-child Cooking Fun Series”, “Parent-child Fine and Gross Motor Skills Play Training Station”, “Sensory Integration Parent-child Play Group” and “Parent-child DIY Workshop”, recording 755 attendances in total.

JC JoyAge: Jockey Club Holistic Support Project for Elderly Mental Wellness – Jockey Club JoyAge Hub
Recognising the growing demand for mental health services in Hong Kong, The Hong Kong Jockey Club Charities Trust has funded the “JC JoyAge: Jockey Club Holistic Support Project for Elderly Mental Wellness” since 2016 to address late-life depression and enhance community capacity to tackle mental health challenges. In 2024, the project expanded its service targets to people aged 45 or above with the launch of a new pilot programme in collaboration with the District Health Centres. Undertaking the service in the Southern District, our organisation established the Jockey Club JoyAge Hub in Wong Chuk Hang to provide preventive and intervention services for people with depression or depressive symptoms.
Through a medical-social collaborative stepped-care model, the initiative provided case management, group counselling and peer support to 43 individuals during the year. Additionally, 20 mental health education seminars and one public education activity were organised to raise public awareness of mental health, recording a total attendance of 1,457. Furthermore, comprehensive training was provided to social welfare organisation staff and volunteers to equip them to become key elements in community support. To this end, two “JC JoyAge Ambassador” volunteer certificate courses were held during the year, training 37 “JC JoyAge Ambassador” volunteers and seven “JC JoyAge Peer Supporter” volunteers. They served as companions to patients, helping them adapt to community living, facilitating psychological recovery, and assisting with mental health information dissemination, thereby injecting more positivity into the community.

By organising a “Singing Bowl Mindfulness Workshop”, participants can relax their body and mind through sound frequencies, thereby enhance self-awareness and promote physical and mental well-being.
Looking ahead, our organisation will continue upholding the “Community-Based” approach and “Innovative Spirit”. To respond to demographic shifts, evolving social service needs and community development trends, we will continuously optimise service models and deepen cross-sector collaboration. By doing so, we are committed to fostering more forward-looking, sustainable and people-centred social services while working hand in hand with the community to build a caring, inclusive and mutually supportive society.
In elderly services, facing an accelerating ageing population and rising caregiver stress, our organisation will further integrate our elderly services. We will leverage gerontechnology to enhance older people’s quality of life and help them achieve “Ageing in Place”. We will continue collaborating with universities on big data collection and analysis for elderly services. This will allow for more precise and forward-looking service planning, enabling us to truly respond to the actual needs of older people and caregivers. Additionally, we will continue providing diverse support to promote older people’s physical and mental health, lifelong learning and social participation, encouraging them to enhance their sense of participation and personal efficacy through volunteering and responding to social issues. For people aged 50 or above, we will, through innovative and diverse services, encourage them to actively plan their third-age lives, leveraging their strengths, continue learning, and embarking on enriching and meaningful new stages of life.
With respect to integrated youth, family and community development services, our organisation will continue responding to the diverse needs of children, youth and families through our Community Centre (CC) and Jockey Club Integrated Service Centre (JCISC), while further strengthening community networks and resident connections. In the new year, our CC will focus its work on four key directions: supporting grassroots children and families, strengthening youth nurturing and development, addressing community mental health as well as promoting zero-carbon education and sustainable development, with aims of alleviating family stress, promoting healthy child growth, enhancing youth community participation and deepening residents’ understanding and practice of mental health and sustainable living. At the same time, it will continue leveraging and connecting internal and external community resources to link residents, schools and partners from different sectors and provide diverse, needs-based services, embodying our service motto of “Holistic Care, Comprehensive Community Network”. For our JCISC, we will continue organising diverse activities while strengthening “Youth-Led”, “Innovation” and “Community Connectivity” elements to encourage youth participation in service, activity design and community affairs, enhance their sense of competence, achievement and belonging, and nurture them as active community forces.
Regarding specialised services, our organisation will continue expanding characteristic services with innovative thinking to promote intergenerational inclusion and social care. Although the second phase of the “Hong Kong Jockey Club Kinship Support Hub Project” will conclude on 30th June 2025, our LinkAges Lam Ki Yip Centre will continue providing intergenerational services while actively seeking funding from various sources to promote understanding, connection and inclusion among people of different ages. Meanwhile, the “Time Travel Hong Kong” initiative will further expand experiential themes towards “Inclusiveness for People with Disabilities” and “Dementia”, aiming to deepen public understanding of related issues, enhance empathy and promote broader social inclusion through experiential activities.
In summary, centring service users’ needs, our organisation will constantly pursue innovation, collaboration and sustainable development to continuously deepen the overall layout of social service. Our aim is to seize opportunities amid change, uphold our mission amid challenges, and work with the community to build a more caring, inclusive and resilient future.
Our education service comprises the Continuing and Adult Retraining Education (CARE) Community College and the Aberdeen Kai-fong Welfare Association Continuing Education School, dedicated to providing community members with diverse and affordable continuing education opportunities. Catering to learners from children to seniors, our services prioritise three key development areas: interest and leisure courses, vocational and professional training and re-hirement courses. This promotes lifelong learning, enhances vocational skills and supports citizens to equip themselves for our rapidly changing society.

Interest and Leisure Courses
During the year, we offered 1,143 interest and leisure courses for toddlers, children, youths, and adults. Covering music and dance, fitness and wellness, personal interests, and more, these courses registered a total enrolment of 9,338. We also organised 193 summer courses for toddlers and children during the summer holidays, attracting 1,661 participants. On 24th August 2024, the college held its Summer Course Graduation Ceremony, which featured a ballet performance arranged in partnership with Studio de La Feuille as the opening act. Approximately 60 toddlers and children took part in the performance, showcasing their learning achievements, building confidence and gaining stage experience.

In consistent alignment with the Qualifications Framework’s development direction, our college has been offering online and/or recognised vocational training courses that provide structured progression pathways. During the year, these included courses accredited by the Hong Kong Council for Accreditation of Academic & Vocational Qualifications and the Employees Retraining Board, helping learners enhance their knowledge and skills through continuing education.

In response to the growing demand for elderly care services amid an ageing population, our college has offered the “Certificate in Therapeutic Group Work Skills for the Elderly Course” since 2018. Accredited by the HKCAAVQ as a Qualifications Framework Level 3 course, it is listed on the Qualifications Register and recognised under the Continuing Education Fund. Delivered by registered occupational therapists, nurses and social workers, the course covers professional knowledge in elderly rehabilitation care and techniques for leading therapeutic groups. It is particularly suitable for caregivers, elderly service practitioners and individuals aspiring to join the elderly service industry. The curriculum features five therapeutic group approaches as

non-pharmacological interventions to slow cognitive decline and alleviate behavioural problems, including reminiscence therapy, reality orientation therapy and multisensory therapy. During the year, two classes comprising a total of 23 students graduated with 100% pass rates in continuous assessment, final examination and overall graduation.
The college has also actively developed elderly care-related training programmes. In June 2024, we began preparing the “Certificate in Home Support (Elderly Services) Care Worker Training”. It received Qualifications Framework Level 2 accreditation from the HKCAAVQ in December 2024 and is listed on the Qualifications Register and recognised under the Continuing Education Fund. Delivered by a professional team, the course teaches procedures for elderly personal hygiene and daily living care to provide foundational training for those aspiring to enter home support services. It is scheduled to commence in 2025/2026.
After taking the skills training course, I gained a deeper understanding of different industries. This boosted my confidence for switching careers, helped me prepare well and get me ready to re-enter the workplace.
Our college has been a training institution for the ERB for 17 years. This year, we offered 76 full-time, placement-tied courses as well as part-time courses, enrolling a total of 1,125 students. These courses covered a diverse range of subjects, including eco-tourism, Chinese medicine theories, beauty care, information technology and language. For the 15th consecutive year, our college received the best rating (Group 1) in the ERB’s annual audit system and for the 8th consecutive year, was awarded a commendation certificate in recognition of our consistently outstanding performance in course quality assurance.
The “Foundation Certificate in Wine Promoter Training” full-day course aims to provide individuals aspiring to enter the wine promotion industry with skills training in promotion, sales and relationship network building.

This year, our college continued its collaboration with Hong Kong Metropolitan University and Women’s Commission to offer the “Capacity Building Mileage Programme”. This programme aims at enhancing participants’ learning abilities and self-confidence, while cultivating their thirst for knowledge and positivity towards life. A total of 123 individuals enrolled in the eight courses offered during the year. Our college received the Outstanding NGO Award (Student Support & Service) from the Li Ka Shing Institute of Professional and Continuing Education at Hong Kong Metropolitan University for the 21st consecutive year. Among our instructors, Mr. LAW Chi-wah and Ms. CHEUNG Kei-lai were awarded the Outstanding Instructor Award, with Mr. LAW receiving the honour for the second time, demonstrating the consistently high quality of our courses.
Elderly Academy Lifelong Learning Programme
Our college collaborated with Hong Kong Metropolitan University, Elderly Commission, and BCT Next Academy to offer the “Elderly Academy Lifelong Learning Programme”, providing continuous learning opportunities for seniors to embody the spirit of “Active Ageing” and “Productive Longevity” through short-term face-to-face courses covering areas including health care, personal finance, and arts and culture. During the year, five face-to-face courses were conducted, with 43 participants enrolling.
Aberdeen Kai-fong Welfare Association Continuing Education School
Our Continuing Education School was established in 2009 and approved as a registered school by the Education Bureau in 2010. It is committed to delivering high-quality training and academic courses that primarily focus on language and computer skills training. In addition, our school implements the “Adult Education Subvention Scheme”, subsidised by the Labour and Welfare Bureau, to support participants’ personal growth and career development. During the year, 36 language training classes were offered, with nearly 300 participants completing them. Our school also conducted six “Adult Education Subvention Scheme” courses covering areas including everyday English, Putonghua, vocational Putonghua and basic information technology, with 113 participants enrolling.
Education service forms one of our organisation’s three major service pillars. To respond to the learning needs of different ages, we will continue to closely follow societal developments and trends in continuing education, unify the management and evaluation of interest and leisure courses across our units, and enhance the degree of systematisation of our diversified course platform. In vocational and professional training courses, we will continue to align with the development direction of the Qualifications Framework, developing courses both independently and in collaboration with other training institutions, while strengthening functional training to help women and working persons continuously equip themselves in the changing workplace. Upholding the “Aberdeenians” spirit, we will adopt a pragmatic and improvement-focused attitude to provide the community with high-quality, responsible education services.
Our health service comprises the Chun Wai Community Health Promotion Centre (CHPC), the A-Lively Community Pharmacy (ALCP) cum A-Lively Hub and the Southern District Health Centre (S DHC). Our objective is to promote continued well-being within the community through health services, with a focus on three core areas: disease prevention, illness management and deterioration prevention. Throughout the year, these three units promoted sustainable healthy lifestyle by delivering health education promotion and primary healthcare services /programmes and by collaborating with various community groups. These efforts also encouraged their self-health management abilities and strengthened primary healthcare network in the community.
I took part in the centre’s health talk on hepatitis A and B. The talk was very informative, and the handout was well-illustrated, clear and easy to understand. There was also an interactive session on the day, which deepened my understanding of the diseases concerned. The atmosphere throughout the talk was relaxed yet professional and I found it very useful.
Our organisation is committed to enhancing public’s health literacy and quality of life through a diverse range of health education promotion activities. During the year, our three service units organised a total of 1,061 educational talks covering topics such as healthy diet, medication management, Chinese medicine wellness and disease prevention, with the aim of promoting
healthy lifestyle choices and disease prevention messages. In addition, the S DHC and the CHPC jointly organised 486 classes and group activities on themes including fitness, nutrition and mental well-being, encouraging members and community residents to develop healthy lifestyle habits for better health management outcomes. A total of 76,851 attendances were recorded for the above health education promotion activities during the year.

This year also saw the CHPC’s continued implementation of the “Healthy Living under the New Normal Project” with funding of $375,560 from The Community Chest of Hong Kong. In addition to organising talks, workshops and group activities on physical and mental health, the project featured a physical fitness assessment corner, which provided basic fitness tests and health assessments, including blood pressure measurement, BMI assessment, body fat percentage measurement, grip strength testing and flexibility testing, enabling participants to identify potential health problems at an early stage. Based on participants’ assessment results, fitness coaches also formulated personalised fitness plans to help them develop regular exercise habits and improve their physical well-being. During the year, the service was utilised 472 times.
The CHPC is located in my vicinity. It is clean and well air-conditioned, with comprehensive fitness equipment. Even during the hot summer months, I can exercise comfortably. It’s truly a great place!
The fitness room at the CHPC is equipped with a variety of fitness equipment to meet the diverse physical fitness and needs of community residents.
The CHPC is committed to providing a fully equipped fitness facility where members can engage in aerobic exercise, stretching and strength training in one venue and develop regular exercise habits. The centre also arranges on-site coaches to provide tailored fitness guidance to members, helping to reduce the risk of exercise-related injuries and thereby enhancing the effectiveness in improving their physical fitness and health. The fitness room recorded 41,000 attendances throughout the year, reflecting its popularity among members and community residents. Meanwhile, the CHPC organised 33 equipment-based fitness exercise courses with diverse content during the year, including the “Women’s Aerobic Fat-burning Workout Class” and the “Muscle-building and Fat-burning Fitness Class”. All activities were led by professional instructors who helped participants understand and master the functions and operations of fitness equipment, achieving body toning and fitness goals. These activities attracted a total of 803 attendances.
Services for Communities with Special Health Needs
Chronic Disease Co-Care Pilot Scheme
Since November 2023, the S DHC has supported the Health Bureau to implement the “Chronic Disease Co-Care Pilot Scheme”, which provides convenient diabetes and hypertension screening services to the public and enables early identification of at-risk individuals and timely intervention. To further enhance the service, blood lipid testing was added from 28th March 2025, facilitating more comprehensive evaluation and management of participants’ blood glucose, blood pressure and lipid levels to achieve the full coverage of the “three highs”. As of 31st March 2025, the centre successfully recruited 5,222 members to the scheme, over 3,000 of whom completed screening and progressed to the follow-up health management phase.

Registered dietitians provide healthy eating guidance to diabetes patients, helping them establish balanced dietary patterns to prevent disease progression.
Aiming to improve participants’ mobility and enable their earlier return to community living, the programme provides advanced rehabilitation equipment and arranges for physiotherapists to guide them through prescribed rehabilitation training.
The scheme adopts the “Family Doctor for All” concept, whereby the centre’s network family doctors arrange relevant disease screening, laboratory tests and consultations for participants and develop tailored health management plans based on their test results and diagnoses. The centre then coordinates suitable nurse clinic or allied health services according to the plans, ensuring participants receive comprehensive, personalised health support and follow-up. Participants in need may also join the “Patient Empowerment Programme” or “Diabetes Prevention Programme” to better manage their health and reduce the risk of complications by enhancing knowledge of their conditions and disease management skills through group activities. As of March 2025, these group activities recorded over 3,100 attendances.

By teaching diabetes patients to perform resistance band exercises, registered occupational therapists help stabilise their blood glucose levels and reduce the risk of diabetic complications through exercise therapy.
Community Rehabilitation Management Programme
Since October 2022, the S DHC has implemented the “Community Rehabilitation Management Programme”, offering free self-management and empowerment courses for hip fracture, post-acute myocardial infarction and stroke patients. These courses aim to improve their physical, psychological and functional status—including mobility, self-care and work capacity—while enhancing their knowledge of health management and disease relapse prevention to support recovery and independent, safe reintegration into the community. Participants referred by the Hospital Authority or family doctors may also access the centre’s allied health services for a fee. During the year, 2,353 attendances were recorded for these services.

Jockey Club PHARM+ Community Medication Service Network
Thank you to pharmacist Ms. LIU for her careful analysis of my health condition and medication regimen. She patiently answered all my questions about taking medication and provided targeted health advice. This has alleviated my worries and anxiety, avoiding much unnecessary distress.
Funded by The Hong Kong Jockey Club Charities Trust, the ALCP launched the three-year “Jockey Club PHARM+ Community Medication Service Network” project in January 2024. The project aims to provide convenient and affordable community dispensing services for Southern District residents, thereby reducing the burden on public healthcare services. Through a series of public education activities, it also instils correct medication knowledge to enhance residents’ awareness of self-health management and medication safety.
The project arranges for registered pharmacists to provide participants with free medication management and minor ailment (i.e. small health niggles) management services. The former offers free consultations and medication assessments for long-term medication users, including consolidating medication records, reviewing the uses, potential side effects and interactions of various prescribed drugs and developing individualised medication management plans to enhance patients’ medication knowledge and adherence. The latter provides disease risk assessments, over-the-counter medications and health advice for patients with minor ailments to alleviate and improve their symptoms, thereby reducing their reliance on public healthcare services. During the year, 153 people received the medication management service, while the minor ailment management service recorded 3,845 attendances.
Pharmacists conduct one-on-one sessions with participants to review their daily medication use, identify potential medication issues and provide appropriate medication guidance and follow-up services.
The project arranges for professional coaches to guide participants through exercise training, helping them establish effective weight management plans.

Registered nurses use body composition analysers to assess participants’ physical conditions, aiming to detect potential female health issues early.
Funded by The Hong Kong Jockey Club Charities Trust and in collaboration with The University of Hong Kong, the ALCP launched the three-year “Jockey Club DATAZONE Primary Healthcare Project” in May 2024. The project provides two services for grassroots residents: gynaecological disease screening and weight management. The former offers risk assessments for six gynaecological diseases, including menopausal symptoms, breast cancer and cervical cancer, to female participants aged 45 to 64 in the district, with health advice and referrals for further screening and follow-up based on results to achieve early detection and early intervention. The latter, launched in March 2025, provides health risk assessments for adults in the district with overweight or obesity issues. It develops personalised healthy diet and physical activity plans to help them control weight and improve their health condition, thereby reducing the risk of obesity-related complications. As of March 2025, the project recruited 171 women and five individuals with obesity for these services.
“Good Medicine, Supreme Goodness” Chinese Medicine Service
To meet the growing public demand for government-subsidised Chinese medicine services, our A-Lively Hub launched the “Good Medicine, Supreme Goodness” Chinese Medicine Service in July 2024 in collaboration with the Hong Kong Tuberculosis, Chest and Heart Diseases Association. This initiative provides professional and affordable Chinese medicine outpatient services for Southern District residents, further promoting the development of Chinese medicine in primary healthcare. Chinese medicine practitioners attend A-Lively Hub regularly, offering approximately eight to nine clinic sessions (each lasting four hours) per month, covering internal medicine consultations, Chinese medicine prescriptions and acupuncture treatments. Our pharmacists then dispense medication in accordance with the practitioners’ prescriptions, provide medication guidance and health advice to patients. As of March 2025, the service provided over 308 hours of Chinese medicine services to 224 attendances.

Chinese medicine practitioners diagnose patients’ conditions through pulse diagnosis, supplemented by acupuncture, Chinese herbal medicine and other treatments to achieve holistic treatment of both root causes and symptoms.
During the year, the S DHC engaged with 54 community partners, including government departments, local organisations, women’s groups, private healthcare providers, non-governmental organisations and corporate organisations, to enhance the impact of primary healthcare services and health education activities. Additionally, to mark the centre’s second anniversary, we joined hands with the Southern District Office of the Home Affairs Department and various groups to co-organise the “S DHC 2nd Anniversary Celebration and Health Carnival” at Aberdeen Promenade from 26th to 27th October 2024. The event featured health talks on topics such as stroke, oral diseases and fatty liver disease, complemented by exercise experience activities and booth games, to promote primary healthcare information and disease prevention methods to the public and thereby raise their health awareness levels. Over 800 attendances were attracted over the two days.
The event invited multiple schools, social welfare organisations and local groups to organise booth games, aiming to consolidate the district collaboration network and jointly create a healthy and vibrant community.

To gather opinions from different stakeholders and understand public needs for health services, the centre also held two stakeholder engagement meetings during the year, inviting over 80 representatives from local organisations, community members, network service providers and S DHC members to attend. These meetings explored, from various perspectives, the development directions and optimisation opportunities for community mental health support services and gender-specific health services. Serving as important references for the centre’s future service planning, they further expanded and consolidated the community collaboration network to enable the sustained provision of appropriate and timely health services.

Next year, our health service will continue to tie in with the government’s primary healthcare development initiatives, with a view to serving as a healthcare resource hub in the Southern District. Our CHPC will continue to organise more diverse health talks and fitness classes, and plan new health check programme, to further promote the concept of disease prevention. Meanwhile, the “Jockey Club DATAZONE Primary Healthcare Project” implemented by our ALCP was launched this year to provide health screening, disease prevention and management services for middle-aged women; it will strengthen adult weight management services in future to further expand the scope and reach of primary healthcare services. In alignment with the government’s initiative, the S DHC will launch a “Women’s Health Nurse Clinic” in April 2025 to provide gynaecological disease risk assessments and personalised health services for more women, addressing their specific health needs, while strengthening women’s health promotion and education to encourage women to manage their own health.

The Financial Statements of our organisation were audited by YCA Partners CPA Limited, who gave a true and fair view of the financial position of our organisation as at 31 st March 2025 in accordance with Hong Kong Financial Reporting Standards issued by the Hong Kong Institute of Certified Public Accountants.
The total income of our organisation for the year 2024/2025 was $274.01 million, an increase of $28.72 million (12%) compared to last year’s $245.29 million. Of which, social service accounted for $192.76 million, education service for $8.83 million, health service for $68.94 million and others for $3.48 million. Major income sources included funding from Social Welfare Department (SWD)($147.70 million), Health Bureau ($58.72 million) and the Hong Kong Jockey Club Charities Trust ($21.33 million). The above-mentioned amounts have been adjusted as fixed assets.
Income generated from social service contributed to 70% of our organisation’s total income. For 2024/2025, the SWD allocated $134.59 million to our organisation in Lump Sum Grant, $3.90 million (3%) more than previous year’s $130.69 million.
Total Expenditure
The total expenditure of our organisation for 2024/2025 was estimated to $267.33 million, an increase of $15.79 million (6%) compared to last year’s $251.54 million. Our organisation allocated a sum of $170.42 million for personal emoluments, $51.04 million for activities and service expenses, $39.80 million for general operating expenses, and $6.07 million on administrative expenses. The above-mentioned amounts have been adjusted as fixed assets and depreciation.
In response to the Social Welfare Department’s financial monitoring requirements for subvented organisations, our organisation discusses the future use of our Social Service’s Lump Sum Grant Reserve at our Executive Committee meetings every year. For the 2024/2025 year, we decided to allocate approximately 1% of the reserve for the provision of our service and development; around 0.8% towards staff salaries and welfare, including staff professional development; and the remaining 98.2% as our basic reserve to meet contingency and future needs. Furthermore, to effectively collect views from different stakeholders, we have set up a dedicated email address (LSG@aka.org.hk) for our staff and service users to express their views, concerns, suggestions or enquiries regarding LSG-related matters.
