President’s Message Weird 2020 fades away in the rearview mirror; but, keep your eyes on the road for what lies ahead! 2021 seems to be full of much more weirdness! As you read this, work will be beginning on the Little Blue Canyon Hwy 50 construction project. This project will bring to Arrowhead owners 2 years of inconveniences (to put the best ‘construction’ on everything!). Now is the time to think about how this will impact you personally. Work is slated to begin in February. But, road closures will not begin until April according to the information available to me (late January). The information states that it is susceptible to change as the contractor makes final preparation decisions. That means what I know may not be what will be known! I am suggesting that preparations should include: • awareness of the work and closure schedule (click here view the CDOT/Federal Hwy information sheet); • web-linking CDOT & US Department of Transportation Federal Highway Administration information to our Arrowhead’s website and send blast emails for the possibility of schedule changes; • consideration of impact on your Arrowhead living (full time, or short time). Emergencies are probably the first thing on many minds. The info sheet says that the construction crew will work with getting emergency vehicles through the construction the best they can. AVFD Fire Chief, Jim Gelsomini, has been working on this for you and the first responders. He will have current information on emergency responses. For medical emergencies CALL 911 — do not try to drive to the hospital! For full time residents, the preparation for travel restrictions will have some similarities to winter living at Arrowhead. Stocking up on some things would be a consideration. Another thing to think or ask about is who to turn to here on the mountain for repairs (electric, plumbing, house, appliances, etc.), since repairmen from town will probably be quite hard to employ – like in winter. More than the normal multi-tasking, a trip to town will probably include some thoughtful planning. Shopping could be done on the weekends, which are free from closures. Appointments of various kinds are harder to schedule on weekends. When a mid-week trip is necessary, make a day of it. Trying to get through the construction and to an early appointment might be fairly optimistic thinking. On the other side, a later appointment might create a challenge since you have to get through the traffic control and back up the mountain. Deliveries will be impacted by the closures. It might be important to get large deliveries (construction materials, propane, moving, other large items) scheduled for the last half of May (mud season, please be dried up!). Small deliveries during the construction closures is still an item that is unanswered as of this writing. For seasonal or short time residents, I would suggest you plan your arrival on a weekend, or before April, to avoid the daily closures. The plan is to have Hwy 50 to the west open all day for alternating one-lane traffic by mid-July, which might make access a little better. If you come here for recreational opportunities be aware that you will have to work around the closures (or travel the Alpine Plateau to Hwy 149, which will add at least an hour to your activity). There are a lot of unknowns as we look down this road. How long will the lines of traffic be that are waiting for the three passage times? How many vehicles will be able to get through during the allotted open times? How much additional time will one have to consider to get into line and get through traffic control in the time allowed? One might consider a ‘waiting-in-line-for-construction’ kit for your vehicle. It might include essentials like water, as well as ‘survival’ items like solitaire and Tylenol! 2020 has prepared us for being isolated, so this is not all that pioneering. 2021 would be the perfect time to work at being more community minded than ever. Leisure activities could be here at Arrowhead without going somewhere all the time. Maybe more game nights. Maybe the AML could start a Get-flicks with a summer movie night in their outdoor area. Maybe we could all work at helping out each other. Little Blue Canyon Hwy 50 May your under-construction-road this 2021 be safe and smooth! Construction Project Information PDF Document Happy trails! Design Review Message The mountain seems pretty quiet this time of year and we sure could use some new snow. However, I know many residents are hoping to make some property improvements this coming summer. If you are wanting to start a project this summer, you don’t need to wait until we meet in the spring. The Design Review Committee has become very proficient in getting this done via email. If we can approve your plans and you get a deposit on a contractor, now, it makes things move along much quicker when the snow melts. After the snow melts, we can do our site visit and have your permit finalized. Please remember the planned construction in the canyon. This could lead to difficulties with getting supplies up to Arrowhead as well as easy access from Montrose and Gunnison.
DRC Meeting Schedule: Important reminders: All meetings are scheduled on the 2nd Monday ● When you are planning a property improvement, you need to have the of the month and are at the firehouse unless the Construction Agreement and Plot Plan sent to Filing Roads are closed. If the roads are closed, me(jthompsonaia.drc@gmail.com) and the $100 permit fee needs to we will meet at the Arrowhead Mountain Lodge. be sent to the highlighted address on the Construction Agreement. All meetings begin at 9:00am: This address is AIA Office, PO Box 83 Gunnison Colorado, 81230 ● You need to locate your center pin and flag several points on the ➢ March 8th ➢ July 12th property boundary ➢ April 12th ➢ August 9th ● Flag several points on the adjacent properties as well ➢ May 10th ➢ September 13th ● Flag any site of improvements -- driveway, shed perimeter, trees you think need removed, etc. ➢ June 14th ➢ October 11th ● Once this is done, a DRC committee member will come and do a site visit ● Please refer to this document for many of the different project types done in Arrowhead ● Here is the link to the DRC website where you can find the regulations and more information ● DRC members are happy to assist you in this process but as the property owner, you are responsible for the accuracy of the center pin. A professional site survey is the best way to be positive of an accurate center pin. Please remember that all property improvements need to go through the DRC. Most require a permit. Some just get the go ahead “OK” because they are considered maintenance. It is better to ask than be in violation of the Arrowhead Regulations. We have a lot of new contractors up here and they do not know our Regulations. It is the homeowner who is responsible for educating themselves and their contractors about the rules. ** Utilities** - Many owners have been asking about putting in utilities. Please note that this MUST be approved by the Design Review Committee. You are not required to pay for a permit, but we must approve the location of your plans and issue a permit. Failure to notify the Design Review Committee could result in up to $1000 in fines. **Shed Regulations** ● All Sheds MUST be approved by the Arrowhead Design Review Committee ● If you have an approved Gunnison Co septic system, you do not need a Gunnison Co building permit as long as your shed is no larger than 200sf. If the shed is larger than 200sf you are required to apply for a building permit through Gunnison Co. ● If you do not have an approved Gunnison Co septic system, you are required to get a building permit from Gunnison Co no matter what the size. Please continue to follow the requirements set forth for improvements in the 2020 AIA Regulations. This helps the committee move forward for you more quickly. Please also continue to be knowledgeable of the updates from Gunnison Co on Covid-19 Gunnison Co Health Regulation. We look forward to serving the owners of this great community.
Joanie Thompson AIA Design Review Mgr. jthompsonaia.drc@gmail.com All meetings are held at the firehouse unless the filing roads are closed. If roads are closed, the meeting will be held at the Arrowhead Mountain Lodge lobby. DRC Meetings are usually held on the second Monday of a given month as scheduled above and start at 9:00am to approximately Noon. If confidential, private or privileged information needs to be discussed at a DRC meeting, an Executive Session may be required and called.

During this current COVID 19 situation, the AIA Board of Directors, employees and volunteers are committed to the health and safety of all property owners and residents. Collectively, we are adhering to the restrictions put in place by the authorities of Gunnison County, the state Colorado and the Federal Officials, under the guidance from the Centers for Disease Control (CDC). These mandated safety measures and restrictions have required our Association to adjust our everyday routines. This is a situation our community has never encountered before. We appreciate your flexibility, patience and understanding as we maneuver through the upcoming weeks & months. As information becomes available, we will continue to do our best to post it on our AIA website and/or Facebook page. You can also do your part to stay informed, as well. Forestry Message I know that everyone is getting tired of hearing about MCH packs, but the threat from Douglas fir and spruce beetles is still very real at Arrowhead. I hate to be a curmudgeon, but MCH orders are running behind normal in these discombobulated COVID virus times. The deadline for ordering was January 31, however you can still order if you contact me by email or phone and then get your check to me by Monday, February 15th. Click here for more information on how to order your MCH Packs & ACE Caps. The decision to use ACE Caps for spruce bud worm varies considerably from lot to lot and owner to owner. Decisions have to be made based on whether the spruce bud worms are killing trees or if the spruce bud worms are just a nuisance around the house. Burning of the Forest Refuse Site went perfectly in December and now it is time to start thinking about how we will build a new pile. The cleanup of forest debris, contractor debris from work on buildings and driveways, and debris collected on clean up days will all go into the pile. The Forest Refuse site will remain closed until the site can be checked for any hold over fire in the spring and the remains of the burn can be cleaned up with the frontend loader. Notice of the opening will be posted on the Arrowhead website; usually about May 20. Another item that you should consider doing is creating and maintaining defensible space around your structures or RV. Maintaining defensible space frequently includes actions that don’t need a permit: cleaning up dead fall from the winter and pruning low limbs from trees. If you want to start creating defensible space you should contact me and we can make a plan, mark trees to be cut and create the necessary permit. If an owner wants to contract the work, I can assist with writing up a contract, getting bids from contractors and possibly finding a grant to cover part of the cost. Volunteers are an essential part of making Arrowhead work!! If you are interested in helping with any of the following, please contact me: ✓ Putting up MCH packs on common land and on individual lots for owners that have made a donation to the Fire Department (June) ✓ Assisting with cutting of hazard trees along roads by providing traffic control and removing debris from road way (Summer) ✓ Helping to pass out MCH packs to owners (May 20 to June 20) ✓ Helping to burn the Forest Refuse Site (December) ✓ Collecting beetles from traps to track beetle populations (May 20 to July 30) Everyone is welcome on Cleanup Days held on the on the 4th Saturday of each month from May through August and the second Saturday of September. We meet at the fire house at 9:00AM and work for about three hours to clean up forest debris in the community. The forest environment that we all live in at Arrowhead is a new experience for all of us. One of the best things that owners can do is have a FREE tree review of your property. That will include identification of tree species, insect and disease problems, trees that are a potential hazard to structures and parking areas, and review of your defensible space. Because the forest changes over time, this is not a one-time review, and even if I have been there before return visits are common. Logging & Road Activity Information Although the current logging is being done on US Forest Service land the timber sales are being administered under a Colorado State Forest Service contract. When that contract was written log haul was also excluded on all Federal Holidays. However, the timber sale purchaser, Montrose Forest Products, requested a waiver of that restriction for the holiday of: ➢ President’s Day – Feb 15, 2021 This request was granted last winter without incident and the AIA has agreed to waive the restriction again this winter. These extra haul days will allow for the removal of more of the beetle killed trees from the Alpine Plateau before haul is suspended in the spring of 2021 because of the Little Blue Canyon Highway 50 project. The primary concern for Arrowhead residents with this operation is safety on the Alpine Road. Owners should expect similar activity to last year with 20 to 30 loaded trucks per day and occasional long low boy trucks moving heavy equipment. The timber purchaser has agreed to use pilot cars with the low boys on the lower portion of the Alpine. Owners and log trucks have an equal responsibility to drive safely on the Alpine. If you observe any problems with the trucks please report as many of the following items as possible to Bill Conway (541-729-6259), so that he can follow up with the State Forest Service and Montrose Forest Products: Date, time, location, and details of the incident; truck color, name on door, and most definitive identification of all is the black numbers painted on the end of the logs. Montrose Forest Products takes safety very seriously and some serious or repeated problems last year resulted in removal of that truck from the sale. Bill can be reached by phone or email to take care of any questions regarding hazard trees, insect and disease or logging problems.
Are you new to Arrowhead? Everyone is encouraged to read our Living in Arrowhead Booklet to learn more about our beautiful community!! www.arrowhead1.org

Maintenance & Improvements We are well into the Winter of 2021 and still looking for more snow. What snow we do have on the filing roads is still being groomed by Doug Maffry. Speaking of Doug, he is our new part time Mechanic, helping Will keep the equipment in working condition. That has freed Will up more to work on the Alpine and keeping the parking lot plowed. We are still having snowmobile riders go off trail and making " Ghost trails ". Please stay on the groomed trails. If you see anyone off trail, please report the violation to Patrol. It is a violation of our *AIA Regulations and is considered criminal trespassing under State law. Off trail riding that results in property damage carries higher penalties.
*AIA Regulations - Article 7, section 2, subsections (E) & (F) and Colorado Revised Statutes - Criminal Code, section 18-4-504.
We have installed a new camera at the Trash Compactor‌and I will say it is much better than our old one. We are now able to identify people that have placed improper items in the dumpster. Please read the sign on the dumpster door or see below. It can be very costly for all of us when non-compliant items jam the dumpster, also you can be fined up to $150.00 and be required to pay for damages. As a reminder, below are the rules for use of the Trash Compactor:
Lastly, we are still going to expand the Winter Parking Lot this Summer. Most of the expansion will be to the West, up on the hill where the side-by-sides park. If you have any questions, please get a hold of me. Please slow down on filing roads and please stay on marked trails. Brad Fowler

Message from Patrol I use to look forward to the time between Labor Day and Thanksgiving as a quiet and less hectic time at Arrowhead. While there was a dip in the population, it was not as prominent as past years. Perhaps due to the influx of new owners, folks attempting to flee COVID, a combination of both plus who knows what else. Anyway, there seems to be a lot more folks around this year. While this has helped local businesses, problems do arise. When plowing the winter parking lot before the holidays it was obvious that there were more vehicles than previous years. Hence, it was decided to return “truck (+) trailer” parking back to its previous location, in front of diesel parking. The plowed NE corner is now designated as overflow parking. Parking for the tracked side-by-sides (Geezer-mobiles) on the west hillside has been expanded but will need more expansion in coming years. As always, all cars, trucks, trailers, and fossil-fuel burning toys are to have a yellow AIA sticker or Visitors Pass easily visible. On page 15, please see the updated Winter Parking Lot Map & Guidelines. The speed limit on Arrowhead roads remains 20 MPH no matter the season or type of vehicle. Arrowhead residents are requested to help ensure that the speed limit is observed by all. Ghost trails are more prevalent this year than in any year past. Besides being unsightly, if a snowmobiler leaves the groomed and/or marked trails, within the Arrowhead (AIA) subdivision, he and/or she is trespassing. It is a violation of our *AIA Regulations and is considered criminal trespassing under State law. Off trail riding that results in property damage carries higher penalties. See AIA Regulations - Article 7, section 2, subsections (E) & (F) and Colorado Revised Statutes - Criminal Code, section 18-4-504.
Due to COVID-19 the parking lot restroom remains closed. This is a county requirement, not AIA’s. So, if a Patrol Agent doesn’t come up and shake hands, we’re not being rude, just following COVID-19 protocols. Here’s hoping that we all can return to some semblance of normalcy soon. Finally, Patrol (and Arrowhead) welcomes Curtis Marconnet to our Patrol team. (Curtis’ bio) I was born in and lived most of my life in Western Kansas. My wife, Wilma, and I have been married for forty-two years. We have two sons, Levi and Kohl. Levi lives in Austin Texas with his wife, Gennifer, and two children, Meran (13) and Wesley (11). Kohl lives in Montrose with his wife, Jackie, and one child, Cooper (3). We wanted to retire nearer one of our children. Kohl encouraged us to visit Arrowhead; which we did and were immediately interested. We purchased our home in the fall of 2019 and moved to Arrowhead full time September of 2020. I’ve held a variety of jobs throughout my career. Most recently I was a Physical Inspector for Kansas Housing Resource Corporation, inspecting subsidized housing for compliance.
