Welcome to the Associated General Contractors New York State (AGC NYS) Jeffrey J. Zogg Build NY Awards and the American Institute of Architects New York State (AIANYS) Excelsior Awards Reception Last year, AGC NYS and AIANYS came together for the first time to celebrate and honor projects throughout the state in various categories.

As we come together for our second annual joint reception, we highlight projects that highlight the collaborative efforts of design and construction.

On October 15, 2010 the AGC NYS Board of Directors adopted the resolution to rename the Build New York Awards the Jeffrey J. Zogg Build New York Awards, in honor of late AGC NYS President Jeffrey J. Zogg. This was done as a testament to Jeff’s nearly 40-year career of dedication and service to the association and a tribute to his drive for quality and recognition of the need to create partnerships within our industry.

The awards emphasize the construction team, not only the general contractor or construction manager, but also many others—the owner, architect, engineer, subcontractors, suppliers, and craftspeople—who contribute to the success of the project.

Since its inception, the Build New York Award winners have symbolized the best of construction projects in the state. Winning projects have included buildings and bridges large and small, new and renovations, public and private. Some projects are beautiful, others ordinary to the eye. But they all have one thing in common—they presented challenges that were met successfully by the winning company and the project team.

Twelve projects were recognized for Awards in the following categories: Historic Preservation, New Construction, Renovations/Additions; Landscape Architecture and Public Art. Landscape Architecture and Public Art are new categories this year.

The interdisciplinary jury evaluated the projects based on a set of three criteria: Firmness: demonstrating design based on sound architectural and engineering principles and responsible use of public funds to achieve the maximum public benefit; Commodity: demonstrating design that is functional and impactful, providing socio-economic benefits to the surrounding community and advancing the owner’s mission; and Delight: demonstrating design that achieves beauty and harmony through respect for the surrounding context, understanding and consideration of human scale, and satisfaction of user needs, both explicit and implicit.

Projects ranged from the renovation of a vacant landmarked building to a theatre, restaurant, and adjacent public park; affordable housing that incorporates sustainability, safety, and a resident based food grow program; to a collaborative public engagement art project consisting of 7,000 sculpturally arranged pinwheels, many exhibiting artwork made by the public.

Daniel Patrick Moynihan Award The Daniel Patrick Moynihan Award recognizes public officials or individuals who, through their efforts, have furthered the public’s awareness and/or appreciation of design excellence in public architecture. This award is intended to recognize members of the public who make contributions to architecture.

Julian Adams Director of the Community Preservation Services Bureau for the New York State Historic Preservation Office A native of Georgia, Julian holds a Masters of Historic Preservation from the University of Georgia at Athens.

Julian has a unique gift for meeting people where they are in their conception of historic preservation and his enthusiasm for a community’s historic places is contagious.

Julian began his New York State service in 1988, when he took a position in the SHPO’s Technical Services Unit, overseeing rehabilitations and restorations across New York State under federal and state programs. After leaving SHPO, he worked with the Historic Natchez (MS) Foundation, overseeing low income housing development in historic neighborhoods, working with the local preservation commission and planning department, and assisting in heritage education. In 2005 he took a position as Sr. Architectural Historian/Historic Preservation Specialist with a nation-wide environmental consulting firm based in Dallas, Texas, working with military bases in their responsibilities under Federal Historic Preservation law.

He returned to state service in 2006, and in 2013 was named Director of the Bureau of Community Preservation Services, overseeing several state and federal programs, assisting communities, municipalities and the agency across New York State with preservation issues.

Over the years, Julian assisted thousands of people across New York to maintain, restore, and adaptively reuse their historic buildings. Whether it’s a historic neighborhood, the H.H. Richardson complex in Buffalo, or the TWA terminal at JFK Airport, Julian is an articulate spokesman for the value of our architectural legacy and how our communities are enriched by them.

He has spoken at a wide array of conferences and seminars on how the historic character of buildings can be preserved while rehabilitating them for modern use and has helped communities create legislation enabling Design Review Boards and Historic Review Commissions to take an active role in the care of their architectural character.

Julian is a public servant in the truest sense of the term, dedicating his career to the preservation of our nations architectural legacy.

Henry Hobson Richardson Award The Henry Hobson Richardson Award recognizes AIA members licensed in NYS and practicing in the private sector who have made a significant contribution to the quality of NYS public architecture and who have established a portfolio of accomplishments to that end.

George W. Bella, AIA Architect, GWB Architect P.C. George Bella was born and grew up in Long Beach, NY, located in Nassau County, Long Island. From an early age working in construction and masonry, he gained a great deal of experience from learning, streamlining and managing the family business. After learning construction, it was a natural transition for him to attend architecture school, earning a Bachelor of Science in Architectural Technology from NYIT. After completing school and working for a few firms, he decided to open his own firm in 2001. Seventeen years later, he operates a strong and busy Long Beach firm, called GWB Architect with three employees.

George took on our case post hurricane Sandy. His honest guidance and help regarding the plans to rebuild and repair our storm damaged home went above and beyond professional standards.

Since Hurricane Sandy left its wrath of devastation to the City of Long Beach on October 29, 2012 - a day which anyone living in the City at the time will never forget, marked a significant change in the lives of most. The City was left in shambles, a large percentage of buildings being destroyed, and deemed uninhabitable or needed a significant amount of work to be liveable and/or operable. As people began to rebuild, the New York Rising Program was started to assist homeowners in making their homes FEMA compliant, in efforts to keep people in Long Beach.

From the start, George became involved in this program, working with homeowners to secure the assistance needed to rebuild. As you can see by the supporting notes of just few of the many clients whom he worked with, George advocated for each and every project; each with individual opportunities to build the best project possible for each homeowner. By working first to become an expert of the New York Rising Program through trainings, speaking with the program directly and research, he quickly mastered how the government program worked in order to best serve each client, enabling him to accurately secure the funding needed for home elevation and/or new construction for his clients. The whole rationale behind the program was to give government assistance for those affected by the storm to be able to build stronger in attempts to help people rebuild and stay here in the City - as to not abandon Long Beach.

George never saw these government funds as a way to make fast money he assisted people in every way he could, seeing the opportunity for each project to build a stronger home that would be built to last, each project with its own unique twist and design for the homeowner.

Many other architects we heard had taken advantage of clients or would do the bare minimum just to gain their own personal funds as quickly and effortlessly as possible - but George worked above and beyond monies that were given to clients so that they would ultimately be happy with their reconstructed home in the end.

Henry Hobson Richardson Award The Henry Hobson Richardson Award recognizes AIA members licensed in NYS and practicing in the private sector who have made a significant contribution to the quality of NYS public architecture and who have established a portfolio of accomplishments to that end.

James McCullar, FAIA Principal of James McCullar Architecture (JMA) James McCullar, FAIA, has dedicated his professional life to the advancement of housing and community design through his professional work, service in the AIA and to the larger community in making cities better places to live.

James grew up in south Texas along the Mexican border, which preserved a legacy of early Spanish and southwestern climate adapted architecture that influenced a life-long interest in sustainable design.

Through movies he was also attracted to New York City and the contrasting glamour of its skyscrapers and complex urbanism. At Rice University he embraced the architectural profession and an early leadership role as president of the Rice Architectural Society.

He began his career in New York with I.M. Pei & Partners and worked in the offices of James Stewart Polshek; Johansen & Bhavnani, with responsibility for the Rivercross Cooperative at Roosevelt Island; and HAUS International, where he developed modular prototypes for Qanat Kosar, a new town development in Iran before opening his own office in 1981.

As Principal of James McCullar Architecture (JMA), he has been engaged in the design and adaptive reuse of often abandoned or underutilized sites that have contributed to the revitalization of their communities. In 1999, James was elevated to the AIA College of Fellows in recognition of his significant contributions for urban housing and community design; and in 2006 he received the Pioneer in Housing Award from the AIA New York Chapter.

James has been an active leader in the AIA New York Chapter since joining its Housing Committee in 1981. In each leadership role, he collaborated with colleagues and others to promote design outreach to the larger community.

In 2004 he was recognized by the AIA New York Harry B. Rutkins Award for Service to the Profession.

James is Co-Chair and a founding member of the Consortium for Sustainable Urbanization (CSU) which promotes international exchanges of best practices in sustainable and resilient design through conferences sponsored with UN-Habitat, AIA New York, and allied organizations. The CSU grew out of the experience of the 2008 UN Form on Sustainable Urbanization, with the goal of engaging architects, and planners, policy makers, academics, students and the public in the larger global issues of climate change and sustainable resilient design that affect all of us.

James is a US Trustee at the Fontainebleau Schools in France, which creates scholarship opportunities for architectural students to study abroad, and serves on the Advisory Council of cultureNOW: Museum Without Walls. He is a past Board Member of Center for Architecture Foundation and served on the NYC Residential Technical Committee for the 2008 NYC Building Code.

Nelson Aldrich Rockefeller Award The Nelson Rockefeller Award recognizes licensed architects employed in the public sector in New York State whose work on projects within their jurisdiction has furthered the cause of design excellence in public architecture.

Chris Marcella, RA Former Director of Design, State University Construction Fund Chris is a licensed architect and formerly the Director of Design for the State University Construction Fund. He has over 35 years in both private practice and government work, and since 1996, he represented the State University of New York in the Association of University Architects. He is also a member of the National Fire Protection Association, is a certified code enforcement officer, and serves as a neutral in the American Arbitration Association.

“

As the Fund’s Director of Design for 20 years, Chris supervised staff who administered capital projects throughout the State University System of 34 campuses. Under Chris’ management, the State University Construction Fund administered several billion dollars of capital projects throughout the SUNY system.

Rarely do we experience individuals of Chris’ notable integrity but it was a realization of his character that could not be avoided.

Two recent projects to note include the $375 million Jacobs School of Medicine and Biomedical Sciences for the University at Buffalo, a 2018 Excelsior Merit Award winner, and the $450 million MART and Hospital Pavilion at Stony Brook University.

Chris brings a unique focus on the importance of ensuring that the quality of a project’s design is never sacrificed to schedule and budget.

Chris’ contribution to each project extended well beyond design excellence, with the application of perspective that can be described as exceptionally professional and demonstrative of his personal humanity.

Chris pursues project completion and realization of the respective building’s contribution to the university’s mission and service to faculty, staff, and students while recognizing the importance and influence of each project participant in realizing the project’s goals.

Chris is an advocate for design quality and for personal integrity. His impact will be seen for years to come both in his contributions to the quality of the built environment for the campuses and in the perspective of those professionals he has affected in the process.

About AGC NYS The Associated General Contractors of New York State (AGCNYS) is the leading voice of the building and heavy highway construction industry, representing both union and non-union contractors and related companies dedicated to the ideals of skill, integrity and responsibility.

AIANYS Mission Statement AIA New York State is the voice of the architectural community and a resource for its members in service to society.

It is American Institute of Architects New York State’s (AIANYS) Mission to represent architects and the profession of architecture in government and provide services to the membership. Architects within the profession saw a need for representation, to achieve influence and maintain the integrity of the profession for their needs in governmental bodies.

The AIANYS Board of Directors come together as a means of a cumulative voice for the 9000+ members and oversee the various operational aspects and activities.
