With appreciation and joy, I welcome you to our Soul of Spring experience. We gather tonight to celebrate Spring, symbolizing beginnings, rebirth, and growth.

n the last three years, Alameda Health System (AHS) has served our community when they needed us the most. Your contributions have made that possible. Thanks to your generosity more than $5 million was raised for AHS programs and equipment during the current fiscal year. Every dollar matters. This has allowed us to provide quality care to some of Alameda County’s most vulnerable.

You have helped support Black maternal health efforts through BELovedBIRTH Black Centering. You’ve helped patients with serious illness and their families receive mindful and thoughtful care and support.

In addition, you’ve helped us strengthen and support our workforce through programs like HealthPATH that provides mentorship and career development for students from Oakland Unified School District, to supporting programs for physicians and staff to ensure that their health and wellness are priorities. From birth to end of life you have made a difference for our patients and staff.

We are grateful for our continued partnership. On behalf of AHS staff, physicians, and patients, I thank you for the numerous ways you support AHS.

We are honored to join Alameda Health System Foundation in celebrating more than 30 years of advancing the health equity of our community. Together, we will continue our work to improve the overall well-being of the communities we serve.

Scott Coffin joined the Alameda Alliance for Health in 2015 as the Chief Executive Officer, a publicly operated managed care health plan serving more than 360,000 adults and children in Alameda County, and employs nearly 500 staff. He has worked in health care administration for more than 27 years and dedicated his career to the integration of Medicare and Medicaid Services, the formation of quality incentive programs, and the development of community-based models of care. He has engaged with safety net leaders throughout the East Bay to integrate mental health and substance use services, offering more than 10,000 access points of care to members across the county. Scott serves as a Commissioner for the First 5 Alameda County, and as a Board member with the Integrated Healthcare Association, Local Health Plans of California, and was appointed to the State of California Department of Managed Health Care Financial Solvency Standards

Board. After more than 8 years as the CEO for Alameda Alliance for Health, Scott Coffin is retiring on May 31st, 2023.

ALAMEDA ALLIANCE FOR HEALTH

Formed in 1996, the Alameda Alliance is a non-profit, managed care health plan that serves over 360,000 Medi-Cal residents across Alameda County. Headquartered in the city of Alameda and serving the residents through two NCQA-certified lines of business. The Medi-Cal line of business represents 99% of the $1.7 billion dollars in annual revenues, and 1% for a commercial product called Group Care, for the local In-Home Supportive Services (IHSS) workers. In the Medi-Cal program, the Alliance maintains over 82% enrollment by the eligible population in Alameda County, and averages an 82% choice rate.

CHIEF EXECUTIVE OFFICER, ALAMEDA ALLIANCE FOR HEALTH

Braunz Courtney is a Realtor at Square Feet Realty Group, Lead designer for Braun Eugene Designs and producer for various multimedia projects related to Real Estate and Public Health. One of his most fulfilling career roles includes being the Executive Director of HEPPAC, an Internationally known, nationally recognized and locally respected Black owned and Black led Harm Reduction Public Health Agency.

HEPPAC is known for decreasing HIV/HCV infection and opioid overdose deaths as well as increasing access to life saving services and supplies that enable the Black community to be “healthier, alive and able to thrive”. HEPPAC’s non-clinical street based integrated service is a national model and proven to be an effective strategy to increase racial equity in public health. Primary programs include:

Overdose Prevention Education Naloxone Distribution (OPEND)

Black Drug Users Health HUB (B-DUHB)

East Bay MAT Expansion (EBME)

HEPPAC began in 1992 as an underground response to the HIV epidemic and operates from the knowledge that injection drug use is a major contributor to the epidemic in Alameda County. HEPPAC was formed by a group of community organizers, including AIDS activists, health care providers, and recovering drug users to develop a needle exchange program in Oakland to address the high rates of HIV infection among PWIDs. The first of its kind in Oakland, HEPPAC is an integrated harm reduction based agency. Over the past 20 years, we have developed a comprehensive service model that provides multiple levels of education & prevention services, care & treatment services, and basic needs services to our target population of active drug users living in Alameda County and Contra Costa County. Our staff consists of members of the Alameda County community who have diverse social and cultural backgrounds.

HEPPAC

Colleen Chawla is the Director of the Alameda County Health Care Services Agency.

Ms. Chawla joined the Health Care Services Agency in December 2017. She came to Alameda County from the San Francisco Department of Public Health where she spent 13 years, the last six as its Deputy Director. Her experience in the health sector goes back over 30 years and includes positions in non-profit HIV/AIDS services and publicly traded biotechnology organizations.

Ms. Chawla is a Past President of the County Health Executive Association of California. She earned her bachelor’s degree in history from the University of Southern California and a Master of Public Administration/Health Services Administration from the University of San Francisco. An Oakland resident for more than 20 years, Ms. Chawla is excited to be leading this important work in her home county.

About Health Care Services Agency

The Health Care Services Agency (HCSA) is the local health jurisdiction (LHJ) for Alameda County, the seventh most diverse county

in the nation. With a total area of more than 800 square miles and a population of 1.5 million residents, Alameda County encompasses urban, suburban, and rural geographic areas as well as a large unincorporated area. HCSA holds responsibility for various state and federal health mandates across the departments of Behavioral Health, Environmental Health, Office of the Agency Director, and Public Health. HCSA programs include Emergency Medical Services, the Office of Homeless Care and Coordination, the Center for Healthy Schools and Communities, and Health Program of Alameda County providing affordable health care to uninsured people living in Alameda County. HCSA serves as the County’s health authority which includes response to the COVID-19 pandemic under the direction of the County Health Officer. HCSA operates within the largest annual budget in the County of $1.08B and employs more than 1,800 people.
