ABOUT THE AHRC FOUNDATION
The AHRC Foundation is a nonprofit, tax-exempt organization established as a public foundation to support and raise funds for the benefit of people with intellectual and developmental disabilities (I/DD) and for not-for-profit organizations that support or assist them.
History and Mission
Founded in 1994 by key members of Nassau County's I/DD community and the Long Island corporate sector, the AHRC Foundation aimed to provide a financial safety net ensuring the availability of high-quality services regardless of budget shortfalls or political climate. The Foundation's mission is to enhance the quality of life for children and adults with I/DD through strategic support and grant awards, promoting health, education, independence, employment, and community inclusion.
Key Initiatives and Programs
The AHRC Foundation supports a variety of services and programs including:
• Health and Education: Initiatives to improve healthcare access and educational opportunities for people with I/DD.
• Respite for Caregivers: Providing much-needed breaks for those caring for individuals with I/DD.
• Community Inclusion/Recreation: Programs that foster inclusion and participation in community activities.
• Guardianship Supports: The foundation supports organizations providing guardianship services and those who assist low-income Long Island families in obtaining guardianship supports.
• Employment Training and Services: Programs that offer employment training and job placement services for people with I/DD to help them achieve economic independence and meaningful work opportunities.
Special Needs Trusts
The AHRC Foundation manages two pooled special needs trusts. These trusts are an affordable option for families, especially when setting up an individual supplemental needs trust is too complex or costly. Board members of the AHRC Foundation and its related entities serve as trustees, bringing expertise in law, finance, and the specific issues facing people with I/DD throughout their lifetime.

I further applaud Linda Abramson Raff who was able to work with AHRC to get a specialized sleepaway camp in upstate New York for children with developmental disabilities. Congratulations are due to this year’s honorees: Tom and Ellen Moore, Margaret Riva Lifetime Achievement Award; and Linda Abramson Raff, Leadership Award. Their leadership, service and accomplishments are worthy of your recognition.
The Nassau County AHRC Foundation was created to ensure that high-quality services would be available for Long Island’s developmental disability community, regardless of budget shortfalls or changes in the political climate. Proceeds from tonight’s event support the Foundation’s essential programs for children and adults with disabilities on Long Island. Programs supported by the Foundation include the Thomas S. Gulotta Wheatley Farms & Arts Center in Brookville, a 2.5-acre community center which opened in 2022 and welcomes people of all abilities to participate in nature-inspired activities, such as animal care, horticulture, art and music. The dedicated officers, board, staff and supporters of the Nassau County AHRC Foundation are providing vital support to individuals with developmental disabilities and building a happier, healthier future on Long Island.

Tom and Ellen Moore dedicated much of their lives to advocating for children and people with intellectual and developmental disabilities. Tom passionately promoted the Nassau County ARHC Chapter of The Arc New York, and served as The Arc New York’s President for several years, advancing our mission across the entire state. Linda Ambramson Raff was instrumental in the success of Camp Loyaltown Inc., a specialized sleep away camp in upstate New York. The ongoing efforts of these worthy honorees have touched the lives of many children, people and families in Nassau County and beyond.

Welcome to our Annual Rose Ball, a special night throughout our history where we recognize the leaders and champions of our cause. This year is particularly momentous as we mark the 75th anniversary of AHRC Nassau, the 50th anniversary of Camp Loyaltown, and the 30th Anniversary of the AHRC Foundation.
A special thanks to all who have supported the Foundation over these 30 years. Born out of the leadership of AHRC Nassau, the AHRC Foundation was established to ensure an independent financial safety net for children and adults with developmental disabilities – a promise that services would continue regardless of the economic or political climate.
In the past five years, the AHRC Foundation has awarded nearly $2,000,000 in grants and supports while advancing education, health, guardianship supports, community inclusion, respite, and recreation for children and adults with developmental disabilities across Long Island. Additionally, we offer trust services, enabling families to provide funds for their loved ones while supporting the future of AHRC Foundation.
Tonight, we are truly honored to present the Margaret L. Riva Lifetime Achievement Award to Tom Moore and Ellen Moore. They are the first to receive this award since Margaret Riva herself. Tom and Ellen are exactly the kind of people you want by your side, and the children and adults supported throughout this family of organizations are truly fortunate to have their advocacy, loyalty, and love.
We are also pleased to present the Leadership Award to Linda Abramson Raff, President of Camp Loyaltown Inc. This year we celebrate 50 years of partnership between Camp Loyaltown, AHRC Nassau, and Citizens Options Unlimited. Linda’s leadership continues her family’s legacy of philanthropy and service, ensuring Camp Loyaltown remains a very special place where independence grows, friendships flourish and lifetime memories are made.

These families, united by a dream for their children's futures, invested their time, resources, expertise, and financial support, establishing a foundation for AHRC Nassau to thrive across generations.
Today, AHRC Nassau is recognized as a leader in the field of developmental disabilities . Our collaborations with government agencies, nonprofits, families, and businesses advance the full inclusion of the people we support. We are positioned to face future challenges as we continue to develop services to meet evolving needs, evidenced by our designation as a Compass agency by New York State’s Office for People with Developmental Disabilities (OPWDD) and our achievement of the highest CQL accreditation, the four-year Person-Centered Excellence Accreditation With Distinction.

AHRC FOUNDATION COMMUNITY TRUST SERVICES


The AHRC Foundation Community Trust Services allows people with developmental disabilities to have their own trust funds, providing for their supplemental needs without affecting their eligibility for government benefits. These trusts can be funded by a parent, relative, any other person for a loved one, or by the beneficiary individually.
Community Trust I
Community Trust I is designed for parents, relatives, or other loved ones who wish to use their own funds to establish a trust for a person with a developmental disability. This ensures that the supplemental needs of the person are met even after the sponsor has passed on.
Community Trust II
Community Trust II enables a person with a developmental disability who already has their own resources—whether through income, inheritance, lawsuit award, or legal settlement—to participate in the program. This type of trust protects their assets while maintaining their eligibility for government benefits. In many cases, it is the only option for beneficiaries who want to use their funds during their lifetime while still benefiting from available government programs.
The minimum initial contribution is $10,000 upon acceptance of the sponsor agreement, with the balance of $25,000 to be paid within five years. Trust accounts can be funded during your lifetime, through a bequest in your will, or as a designated beneficiary under a life insurance policy, retirement account, or other assets.
Trustees and Investment Policy
The Trustees are board members as well as parents or siblings of men and women with intellectual and developmental disabilities. These trustees have extensive backgrounds in law, banking, insurance, and finance. The funds are invested in a balanced portfolio in accordance with the trust's investment policy, which is established by the trustees. The trustees utilize the services of a professional custodian and investment adviser.

Message from Linda Abramson Raff

In the summer of 1974, through a pioneering partnership with Camp Loyaltown Inc. and AHRC Nassau, children with developmental disabilities were able to attend a specialized sleep-away camp in upstate NY that would both welcome and celebrate them. The year is important to note, as it fell between the Rehabilitation Act of 1973 and the IDEA Act of 1975. These acts cleared the way for children with developmental disabilities to attend public schools for the first time. During a period when educational and community opportunities were limited, Camp Loyaltown opened a whole new world for both campers and their families.
Since then, Camp Loyaltown has provided children and adults with developmental disabilities opportunities to gain independence, forge lasting friendships, and connect with the natural world, while offering caregivers the priceless ability to rest and recharge.
The AHRC Foundation is proud to recognize the transformative partnership of Camp Loyaltown Inc., led by Linda Abramson Raff, alongside the commitment of AHRC Nassau and its legacy of donors and supporters, and now, Citizens Options Unlimited.
The following history is being shared by Linda Abramson Raff in this anniversary year.
My Grandfather, Nat Abramson, was one of the founders of Camp Loyaltown Inc. and served as the camp’s first President. As a boy, his father decided to take his large family out of New York City during the hot summer months. He bought a hotel in Greene County in the Northern Catskills and put all his kids to work to run the hotel. This is where my grandfather found his love for Hunter, New York, which is
where the camp is located. Nat loved the area so much that once he had a family, he bought a home in Hunter and gave his three sons the chance to experience country life.
The original focus of Camp Loyaltown was to provide a three-week camping experience in the country for inner-city underprivileged boys. This was my grandfather’s way, I believe, of sharing his love for this beautiful area with others who might otherwise not have the chance. He, with some like-minded philanthropists, decided that they’d like to offer inner-city kids a chance to experience the country and established Camp Loyaltown, Inc., which served as the financial arm of the camp. Camp Loyaltown opened for the first camping session in July 1948.
When my grandfather passed away unexpectedly in 1957, my father, Ephraim Abramson, became involved with Camp Loyaltown, Inc. He too served for many years as its President. In 1974, under his leadership, the camp changed focus when it became associated with AHRC Nassau County. Like his father, my dad loved Hunter. It was, as we often said, his happy place. In his enthusiasm for Hunter and the chance to share it with others, he brought many new ideas to the camp.
With the passing of my dad in 2018, I took over as President of Camp Loyaltown, Inc. We’ve been continuing to support the camp. One thing Camp Loyaltown Inc. board has done in the last few years is to establish the Ephraim M. Abramson Memorial Scholarship fund. This is meant to help families who might otherwise not be able to afford to send their child to camp, as a nod to the original focus of the camp.
My family still has the house my grandfather bought in Hunter. We spend a lot of time there as we all still find it a special place. I’m proud that my grandsons, like those before them, love Hunter and find it a safe place to be one with nature, to grow, explore, and have fun.
It’s been my honor to be associated with Camp Loyaltown over the years. It is a testament to all those who have been a part of the camp’s history that Camp Loyaltown is still thriving and continues, through the auspices of Citizens Options Unlimited and AHRC Nassau County, to offer a unique camping experience for those who may otherwise not have such an opportunity.
Here’s to many more years ahead for Camp Loyaltown.

2024 Margaret Riva Lifetime Achievement Award Recipients



Thomas and Ellen Moore
Thomas and Ellen Moore are celebrated members within the AHRC community, recognized for their decades of service and dedication to improving the lives of children and adults with intellectual and developmental disabilities (IDD) and their families. They are honored with the Margaret Riva Lifetime Achievement Award, a tribute to their individual and collective contributions to this work.
Ellen Moore's involvement began as many mothers did – through her son, Douglas, who was born with a developmental disability in 1968. Ellen connected with other mothers and attended events held by AHRC Auxiliaries, experiencing the power of community and friendships formed between mothers of special children.
Tom Moore's journey with AHRC began through his marriage to Ellen. High school sweethearts now reunited and dedicated to each other, they raised Douglas and supported the organization that was supporting their son and so many children like him.
Ellen’s service within the organization is both distinguished and multifaceted. She was a long-time member and served as President of the North Woodmere Valley Stream Auxiliary. She also served as President of the Presidents’ Council, leading over a dozen auxiliaries and representing the Chapter Nassau County. Ellen is a current and long-serving member of AHRC Nassau’s Guardianship Committee – a
volunteer committee that oversees a person’s services/supports and is responsible for making medical decisions in the absence of family support. She also serves on the Human Rights and Incident Review Committees, is a founding and current member of the board of directors of Citizens Options Unlimited and serves on the Compass Committee for home inspections.
Sharing the same spirit of service and gratitude, Tom, an avid runner, joined the AHRC Nassau “Walk-Or-Jog-A-Thon” in the Fall of 1984. Then, Senior Director and Chief Dealer of Foreign Exchange Trading at American Express Bank, Tom became the event’s highest fundraiser, kickstarting four decades of unparalleled service. Shortly after, Tom joined the AHRC Nassau Board of Directors, serving as President of the Chapter from 1995-1997.
In 1999, Tom chaired the New York State Association’s (NYSARC, Inc.) 50th Anniversary Committee and co-chaired its Laurel Run Committee, notably running the 65-mile Nassau Chapter's leg in celebration of its 50th Anniversary. He was elected President of NYSARC in 2002, serving with distinction from 2002-2006. NYSARC, Inc. is the largest nonprofit in New York, supporting children and adults with IDD and their families through local chapters and a membership of 110,000.
Tom currently chairs several important committees for AHRC Nassau including Finance and Compensation, Membership, and Buildings and Grounds as well as serving on the Investment and Nominating committees. He is a long-standing board member of Advantage Care Health Centers and the Nassau County AHRC Foundation and is a long-time Chairman of the Rose Ball and beloved emcee at the Foundation’s Annual Walk.
By their very nature, Thomas and Ellen Moore are builders of community—a community of care, service, generosity, and love. Together, they embody the promise made by parents with the founding of AHRC Nassau in 1949 – to support each other and each other’s children, and to leave the organization better for the next generation.
The Board of Directors of the Nassau County AHRC Foundation is proud and privileged to award the Margaret L. Riva Lifetime Achievement Award to Thomas and Ellen Moore.

About the Margaret Riva Lifetime Achievement Award
The Margaret Riva Lifetime Achievement Award is the highest honor given by the AHRC Foundation . First presented to Margaret in 2016 and subsequently renamed in her honor, this award celebrates a lifetime of advocacy that has significantly advanced the rights and opportunities for children and adults with developmental disabilities.
Refusing to accept the norms of her era that favored institutionalization, Margaret and her husband, Frank, chose to raise their three children—Carol, Lorraine, and Frank—in a supportive, inclusive environment, thereby challenging the societal norms of the 1930s and 1940s. Her advocacy supported the founding of AHRC New York City in 1949. She also served as a founding board member and Recording Secretary of the New York State Association (NYSARC, Inc.) and played a key role in establishing AHRC Nassau that same year. She remained an active and generous supporter of AHRC Foundation until her death. Her living children, Lorraine and Frankie, continue to be supported by AHRC Nassau to this day.
Mrs. Riva remarked in 2016, “My husband and I were pioneers in this movement. As parents of children with disabilities, we must be the loudest in the room. It's our duty to ensure that programs and services continue for our children and for future generations."
Today, the Margaret Riva Lifetime Achievement Award honors those extraordinary individuals whose efforts mirror Margaret’s relentless spirit of advocacy, service, and generosity. It recognizes those who embody this pioneering spirit, creating real and lasting change for future generations.

AHRC Foundation hosted its annual Rose Ball Gala at the historic Oheka Castle, where we celebrated the important work of the Foundation and proudly honored Leadership Award Recipient Jean-Pierre Lardoux, Principal Architect, Fusion Architecture, PLLC and Humanitarian Award Recipient Julie Bates, M.D., Medical Director of Advantage Care Health Centers.
It was a night filled with inspiration and tremendous generosity from our honorees, sponsors and donors. Over 260 guests attended and thanks to their incredible sup port, over $360,000 was raised to enhance the lives of children and adults with developmental disabilities on Long Island. We had a gorgeous day at The Muttontown Club for our annual AHRC Foundation Golf Outing. Led by Golf Chair and Foundation Board Member Michael Ross, the event hosted over 100 golfers and successfully raised nearly $130,000 to benefit children and adults with developmental disabilities across Long Island. Thank you to everyone who supported this incredible event, and keep an eye out for this year’s outing, scheduled to be held on Thursday, September 19, 2024 at The Muttontown Club.

The AHRC Foundation Walk is one of the most looked forward to events of the year! This family fun day was held at Eisenhower Park and welcomed over 1200 walkers, donors and friends! Handmade banners showing their support for the AHRC Foundation Walk, spontaneous dance parties and tons of laughs, smiles and pumpkins made this day a hit!
Sponsors, team captains, fundraisers and walkers raised over $110,000! These funds enable AHRC Foundation to award community-based grants to a range of providers of services and supports that benefit children and adults with intellectual and developmental disabilities.

The Office for People with Developmental Disabilities (OPWDD) recognizes AHRC Nassau as a Compass agency, a distinction of excellence held by only four agencies in New York State. AHRC Nassau also holds the four-year Person-Centered Excellence Accreditation With Distinction by the international accrediting organization, CQL | The Council on Quality and Leadership, a distinction that is held by less than 20 organizations worldwide.




As one of the largest providers on Long Island, AHRC Nassau offers day habilitation services, pre-vocational and supported employment support, family respite services, community habilitation, guardianship, recreational opportunities and residential services for more than 2,000 people.
AHRC’S day habilitation services utilize a person-centered planning where people are supported to discover their personal goals. Men and women are supported to contribute, participate, and become valued members of the community, enjoying quality interactions with those around them. With nearly 30 community-based “starting points of action,” the men and women are actively involved in making the community a wonderful place to work and live. By shopping for the frail and homebound, providing support for local animal shelters, beautifying parks, welcoming people at events, and helping local organizations through local drives and volunteering – day habilitation is a partnership between the people supported and the community.
The opportunity to work and earn a competitive wage is another goal for the people supported through vocational and supported employment services. At the Freeport Work Center, employment options are growing to meet the needs of people and area businesses, ranging from the Wheatley Farms Catering services, Wheatley Farms “Purchase With Purpose” candles and soap lines, all the way through to our landscaping division.
AHRC Nassau residential services supports over 600 men and women in every community throughout Nassau County to lead full and meaningful lives. Through 78 community-based homes and 48 apartments, the bedrock of the residential services are the direct support professionals (DSPs), who provide individualized levels of support to promote independence and an exceptional life experience throughout our shared communities.
Family supports include providing families with training and education, respite services, community habilitation as well as the disbursement of a home-based reimbursement grant. This grant supports families in need of care for a family member with a developmental disability living at home.
AHRC Nassau, as a chapter of The Arc New York, has the authority to act as guardian for an adult with I/DD residing in Nassau County. Guardianship is a legal process for adults with IDD who are unable to make or communicate effective decisions about their daily self-care, health and safety. Corporate guardianship should only be considered as a last resort after all other potential guardians for the person have been exhausted. An applicant is expected to be a Life Member of the chapter and contribute financially to the lifetime costs of providing guardianship oversight. AHRC Nassau presently provides Guardianship to 27 people and additional supports for 56 others as an alternate and standby guardian.

Children, Families and Educators Dedicated to Creating Exceptional Outcomes
Brookville Center for Children’s Services (BCCS) provides comprehensive services to children with an emphasis on assisting families in understanding their child’s strengths and areas of need. With four schools in Nassau County, BCCS provides education and therapeutic supports for children with intellectual and developmental disabilities, including speech-language disorders, traumatic brain injury and autism. BCCS is approved by the New York State Education Department (NYSED), the Department of Health (DOH) and the Office of Children & Family Services (OCFS).
BCCS provides
Early Intervention Services (EI), offering evaluations for children 0-3 to assess suspected delays or disabilities.
Preschool Special Education approved by the NYSED and the DOH to provide evaluations, educational and therapeutic services to pre-school students ages 3-5 with developmental delays or disabilities at four schools across Nassau County.
School Age Special Education approved by NYSED to provide education services for students ages 5-21 with intellectual disabilities, multiple disabilities, traumatic brain injury and autism. Students are educated using evidence-based curricula driven by NYSED Standards, Standards for Education (SED), their Individual Education Plan (IEP), their age, social and academic needs.
Home & Community-Based Services to children in their own homes, nursery schools, preschools or other natural environments by certified special education teachers and licensed/certified service providers. Services can include speech language therapy, occupational therapy, physical therapy psychological counseling and parent training.
Respite & Recreation Services weekend respite programs and a vacation/recreation respite during the months of December, April and August.
Residential Services for Children with Autism twenty-five children who attend the Children’s Education Center are supported until the age of 21 in a therapeutic residential environment to promote academic, social and educational growth.
From preschool to age 21, students receive a comprehensive educational experience that targets their educational, social, language and behavioral needs.

How to Get Started
Parents must apply through their school districts. BCCS contracts with Nassau County, Suffolk County and New York City School districts. Through collaboration with each student’s home school district and the Committees of Special Education (CSE) and Committees of Preschool Education (CPSE), an Individual Education Plan (IEP) guides an individualized curriculum and related services for the student.
Continuing Education
Brookville Center is accredited to provide continuing education unites through the American Speech-Language-Hearing-Association (ASHA), Behavior Analyst Certification Board (BACB) and Continuing Teacher and Leader Education (CTLE).
BCCS offers continuing education opportunities through webinars, workshops and conferences. We aim to disseminate the most current, evidence-based information by engaging with experts in a variety of disciplines.

(citizens-inc.org) supports people to live the life they choose by providing comprehensive services across Long Island to over 1,500 people with developmental disabilities. The organization offers a wide range of services, including self-direction, family supports and education, respite/recreation, and residential services.
Recognized by the Office for People with Developmental Disabilities (OPWDD) as a Compass agency, Citizens holds a distinction of excellence shared by only four agencies in New York State. Additionally, Citizens has received the four-year Person -Centered Excellence Accreditation With Distinction from the international accrediting organization, CQL | The Council on Quality and Leadership.
Self-direction services provided by Citizens include fiscal intermediary (FI) and broker services, allowing people to self-direct all aspects of their lives through personalized plans. These plans incorporate choices such as living arrangements, social interactions, and community participation. Self-direction also offers the opportunity to hire personal staff for services like supported employment, community habilitation, and respite.
Citizens’ Family Support Services (FSS) offer recreation and social engagement opportunities, enabling adults to connect with each other, the community, and the world. The family reimbursement grant supports families facing financial hardships by providing necessary goods and services related to the care of a family member with a disability.



Respite services provided by Citizens include residential services for both crisis and traditional needs, as well as respite opportunities through Camp Loyaltown. Located in Hunter, NY, Camp Loyaltown offers unique camp experiences for people of all ages and respite opportunities throughout the year.
Citizens’ residential services are expanding across Nassau and Suffolk counties, from Port Washington to Shoreham. The goals for each person receiving residential supports include increased independence, inclusion, individualization, and person-centered planning. Residents benefit from a variety of nursing services and clinical supports, including psychology, nutrition, physical therapy, and human growth and development services.
Each person is supported to achieve their goals and dreams.
