WHAT DOES 2019 HOLD FOR THE CONTAINER PORT INDUSTRY? As we welcome in 2019, we share our thoughts on the key issues and trends likely to affect the container ports and terminals sector in the year ahead. Demand: We will see a softening of the global container port demand growth rate, down from an estimated 4.7% in 2018 to just over 4% in 2019 (although 4% is still very respectable and adds over 30 million teu to the world total). However, the projection for 2019 is highly uncertain due to the US-China tariff wars, Brexit etc. So there is a big caveat. Capacity: We can expect to see continued caution by investors and operators in terms of investment in new capacity because returns are not what they used to be. Even Chinese players may be affected if China’s economy slows markedly. Greenfield expansion projects will be the area hardest hit. Nevertheless, a global capacity addition of over 25 million teu can be expected in 2019, representing a spend of ~US$ 7.5 billion Ships: The good news for the industry is that there will be no significant increase in maximum container ship size (maximum teu intake is going up but physical dimensions are not). However, cascading will still be very much at work across all trade routes, and each port will see increasing pressure on whichever berths are able to handle the biggest ships (and increased obsolescence of older berths). IT: The opportunities offered by digitisation/automation/ block chain/smart ports/IoT/hyper loop (the list goes on) will continue to be vigorously explored by both terminal operators and port authorities. However, the big challenge remains: how to find the way through the minefield of options to focus on what will really work and what has the best potential. Supply chain: Linked closely to the above, terminal operators and port authorities will continue to seek to expand their activities beyond the port gate into the wider supply chain, to try and diversify sources of revenue, tie in traffic and get closer to cargo owners. But it’s a crowded field, with the heavyweight liner shipping companies aiming to do the same thing. Profit: Despite all the above challenges, the global container terminal industry will remain a very solid, profitable business. The 2019 industry throughput of over 800 million teu should generate EBITDA in excess of US$25 billion. Source; www.drewry.co.uk

REAL PROPERTY GAIN TAX (RPGT), A BOON OR A BANE? Real Property Gain Tax (RPGT) is a tax imposed on gains derived from disposal of real property, and is payable to the Malaysian Inland Revenue Board. In simplest term, it is a tax on your net profit when you sell a property. As such, RPGT is only applicable to a seller. If your selling price is lower than your buying price, there is no profit gained and therefore no RPGT is payable on your property. RPGT was first introduced in 1976 by virtue of the RPGT Act 1976 as a means to curb property speculation in an effort to prevent property bubbles from forming. Since RPGT is a source of revenue for the government and is used to develop the nation, therefore its fluctuations is dependent on the economical needs of the country, and can be increased or decreased when necessary. As a real example, the government reduced the RPGT during April 2007 – December 2009 to encourage investment. Fast forward 10 years later, any disposal of property within the first five years of acquiring it is subject to RPGT. With the new RPGT rates announced in the Malaysian Budget 2019, the rates payable depend on the entity on which the RPGT is imposed and the holding period of the property. Effective from 1.1.2019, the RPGT rates are as follows:

For example, Ali bought a piece of property in year 2000 at a value of RM500,000. Subsequently after 5 years, Ali (citizen of Malaysia), sold the property to Beth at the value of RM700,000, gaining RM200,000 from the disposal of the property. The RPGT is calculated for 15% out of RM200,000, amounting to RM30,000 which is due and payable to LHDN within sixty (60) days from the date of the sale and purchase agreement of the property. If the seller fails to pay the RPGT within the 60 days period, he may attract a penalty amounting to 10% of the amount payable as RPGT from LHDN. The RPGT Act 1976 also allows certain incidental costs of the acquisition of the property and disposal of the property to be taken into account, such as legal fees for the acquisition and disposal of the property and estate agency fees. There is a bit of good news here as property owners may benefit from the exemptions offered under RPGT. They are: i. ii.

A once in a lifetime exemption on gains arising from the disposal of one residential property; Exemption on gains from the disposal of property between family members (between parents and children, husband and wife, grandparents and grandchildren); and iii. Exemption that is equivalent to 10% of chargeable gains or RM 10,000 (whichever is higher) per transaction.

SENIOR MANAGER, HEAD OF DEPARTMENT FOR IT PROJECT MANAGEMENT & GOVERNMENT SERVICES What do you enjoy most about your work? What drives me is the outcome and value that I am able to witness upon the completion of my project as a Project Manager. To me, project managers are game changers. Our main role is to efficiently and effectively bring a change to an organization. Good or bad, project managers always leave their mark. Within a limited time period, they untangle difficult problems, bring solutions, impact people, improve lives, save money, time and bring clarity.

Tell us a little bit about yourself My name is Mohd Khairullah Ahmad, 38 years of age and I am currently the Head of Department for IT Project Management & Governance Services under the Information Technology Division. Most of my colleagues, friends in PTP and outsider called me by my nickname which is Jay.

Apart from that, my job is also very exciting and full of challenges. Every new project is a new opportunity and is a fresh start. There is no such thing as repetitive in managing a project. On a more personal level, all those lessons you learn as a Project Manager about people, timelines, planning and scheduling, managing resources, handling successes and failures, they will spill over in your personal life and help you become a better person.

What are the things that your colleagues do not know about What would you like to see in the future at PTP? you? First and foremost, as an employee, there is nothing more I live a very active and proactive life. But there are ignoring their traditions and customs. also things that can be improved further. What is your advice to those, especially the younger Employee development is a continuing and dynamic thing, generation achieve greater height in their respective career? the relevant skills today may be obsolete tomorrow. First and foremost, the younger generation needs to be more open in taking challenges. With the technology and modernity that we have presently, some can feel a bit privileged and instead of learning the skills and gaining experience the hard way, they tend to avoid difficulties and taking short cuts.

As such, I really wish that the Management team can continue empowering the skills, knowledge and experience of PTP employees and hopefully, one day, we can have our talent helming the company as CEO or as part of the Senior Management Team.

There is nothing wrong with working smarter or making things simpler. There is no reason to make something harder than it has to be and I’m not suggesting we go back to plowing fields by hand or walking uphill both ways to work. The problem is that many of us have begun to think that if something is hard, it is automatically wrong and must be changed or substituted immediately. It may sound clichÊ, but the journey we take often matters much more than the destination. How we live our lives each hour, each day determines the type of men we will be in ten years. Knowing this, we should construct our lives to embrace difficult challenges which will mould our character into one of discipline and perseverance. In doing hard things on a daily basis, we’re constantly training ourselves so that on other days, in other situations, we can remain solid.

What are the things that your colleagues do not know about you? I love to bake cake and cooking. Some of the recipes and cooking that I made are mostly based on what I had learned from my college and some of them are simply the recipes that I grew up with. Another thing that none of people here know about me is that I also like to modify my car. I like to read cars/automobile magazine and I did get some of inspiration to modify my car from those magazines. I did a lot of modification to my car. Most of all, I am simply a friendly kind of girl. Once you know me, you can say that I am not as arrogant as I look. I know that some people here think that I am unfriendly because I don’t smile quite as much. But if you get to know me, I am really just as friendly as other people. What is your motto? I believe that nothing is impossible. For us to achieve success in life, it is only a matter of time and effort that we put into.

MARITIME FEATURES Situated to the South-Eastern part of the North Sea on the Scheldt River, Antwerp Port forms a major marine infrastructural depot in Europe. The port is placed second in the whole of Europe and ranks fourth internationally in terms of the cargo bulk passing through it. Antwerp Port is operated under the Antwerp Port Authority. The port is used for a multitude of purposes like storing, lading and unlading, re-packing and re-labelling of cargo. In terms of storing, the port has the capacitance to store both dry as well as liquid cargo, offering a storage capacity of over three million cubic metres for the latter. The port also has refineries – five in totality – two of which are connected to the Rotterdam Port through a separate pipe linking, referred to as the RAPL (Rotterdam-Antwerp Pipeline). All in all, the five oil refineries offer a distilling capacitance exceeding 40 million tonnes. Accessibility to the port is available through rail, road and even through flatboat mediums. In order to effectuate safety protocols, distinct security steps have been issued. These include scanning modems for the cargo entering the port and electronic identification cards for personnel incoming into the port. Apart from these, CCTV cameras are also equipped in the port. The port is divided into two zones – left and right zone. The right zone consists of MSC terminal, Europa terminal and North Sea terminal along with the Berendrecht lock, Bonaparte dock, Amerika dock and Delwaide dock. The Berendrecht lock is regarded to be the world’s biggest lock with a length of 500 metres. The left zone consists of Kallo lock, Verrebroek dock, Vrasene dock and the Deurganck dock. A construction of a second lock has been commissioned by the government of Belgium in the left zone with an operational start-up deadline of 2013. Further rail and road construction activities have been undertaken, with a completion deadline of 2013. Through this road linkage, a route to connect the right and the left zone of the port has been sought to be achieved. In 2017, Antwerp Port handled a total of 10,450,897 TEU, rising 7% compared with the previous corresponding period. Some Important Features of Antwerp Port:  The port has three floating cranes and over 30 dock-mounted cranes  The traffic at the port is controlled by harbourmaster, which looks after the berths and cargo transportation  The Port uses information system APICS2 for accurate data about various aspects of the port  The port has 1474 tanks with storage capacity of 3.6 million cubic meters of liquid bulk cargo  Antwerp port is leading breakbulk port of Europe and is the base of almost 200 forwarding companies  Antwerp port also provides services such as storage and logistics, pilotage, towage, mooring and unmooring services 34
