HORSE SHOW RULES AND REGULATIONS CONDITIONS OF COMPETITION Horse show management reserves the right to cancel or postpone any class due to unforeseen weather conditions judged to be hazardous or detrimental to the safely and general welfare of the participants, mounts and/or facilities. The right is also reserved to combine or change the order of classes and to refuse to return any entry fee before of during the show without being liable for compensation. The Horse Show Committee reserves the right to itself to interpret all questions and conditions in regard to or arising out of, or incident to the show without claims for damages or recourse of any kind. All questions not covered in these Rules shall be decided by the Horse Show Management; its decision to be final.

This entry shall constitute an agreement and affirmation that the person entering this horse show as rider or owner hold harmless the competition officials, directors and other agents for any injury or loss resulted, directly or indirectly, from the negligent acts or omissions of said officials: and that entry will abide by the local rules of the competition.

ASSOCIATION FEES AND INFO OWNER-RIDER-TRAINER For outreach points to count, must be outreach members within a week of the horse show.

USHJA Registry Fee For outreach points to count, the horse must be registered with USHJA Outreach for $20

2. Safe Sport Verification As of January 1, 2019 all USEF members 18 years and older, with a competing membership must complete Safe Sport Training in order to be eligible to participate in USEF activities, including competitions. Those who do not complete the training will be ineligible to participate in USEF activities, including competitions.

OTHER ENTRY PROCEDURES: CONVENIENCE FEE For horses not using the PRE-ENTRY procedure, entries will be accepted up to 5:00 p.m. the day prior to the show for a convenience fee of $50. This fee will also be charged for incomplete PRE-ENTRIES. Entries will NOT be accepted past 5:00 p.m. the day prior to the show.

Entries are for the horse, classes may be added/scratched/changed as noted below during the horse show.

ADDS/SCRATCHES/CHANGES Adds/Scratches/Changes are made on an entry that has been received by the horse show office. Riders may add/scratch/change classes upon checking in for no additional charge.

Classes added at the show office prior to the break before classes entering will incur a $5 fee.

Classes added at the gate or at the show office after the break prior to the class added will incur a $10 fee.

ENTRY PROCEDURE

ACCIDENTS INVOLVING COMPETITORS

PRE-ENTRY For 2024 PRE-ENTRIES will be accepted. Email completed entry form (with signatures, potential classes, etc), EIA and Flu/Rhino to eatonequest@gmail.com.

Per GR1317, in the event of a fall/accident where the competitor is apparently unconscious or concussed, he/she is precluded from competing until evaluated by qualified medical personnel as defined in GR1211.5. If the competitor refuses to be evaluated, he/she is disqualified from the competition.

PRE-ENTRIES must have an email date AHJA Outreach Anchorage: June 14th AHJA Outreach Palmer: July 26th If PRE-ENTRIES are not fully filled out (signatures, EIA, Flu/Rhino, etc) the Entry will automatically be charged the $50 Convenience Fee. ENTRY For each horse/pony entered, upon check in the following must be paid for numbers to be released.

Stall Fees $75 AHJA Outreach Anchorage $125 AHJA Outreach Palmer Convenience Fee if applicable A blank check (or cash deposit) made out to AHJA must accompany the above payments. If a blank check is not available, the rider may pay via Venmo Stall and Convenience Fees as well as a $150 deposit for estimated entry fees and incidentals.

1. The entry form for each horse must include: a) Horse name and complete description b) All classes or divisions entered. c) All mandatory signatures, including legal guardian in the case of a minor exhibitor d) A current (within 6 months) negative EIA, and documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables.

AMATEUR STATUS Adults showing in Adult Amateur/Amateur hunter or jumper classes must be Amateur Senior or Life Members of the USEF or Affiliate Members of the USEF. Non members of USEF must be in possession of USEF Amateur Certification

ARENA ETIQUETTE While the arenas are open for schooling on the flat and/or over fences, show management reserves the right to ask horses/riders/trainers to leave the arenas if their schooling is disrupting the horse show. Horses and/or unauthorized persons are not permitted in arenas when a course is set or in the process of being set for an upcoming class. VIOLATIONS of any of the above will be considered cause for elimination from the show and/or a $100 fine.

DIRECTIONS Anchorage: Off the New Seward Highway, take the Dimond Boulevard/Abbott Rd. Turn south onto E Dimond Blvd. Continue onto Abbott Rd for 1.8 miles. Destination will be on the right.

Palmer: Off the Glenn Highway, turn east on the northern Inner Springer Loop Rd, and then make the first right at the back of the fairgrounds. Proceed to the second drive-in on the right. Take the left Y to the FEC. Phone number is 746-7170.

FOOD No food will be provided.

FOOTING/ARENA Anchorage: Arena and schooling area is sand/pea gravel. Arena is 150 X 300 and the schooling area 150 X 75. Under no circumstances are horses to be turned out in arenas or round pen at any time.

Palmer: Arena and schooling area is sand/pea gravel. Arena is 140 X 220. Under no circumstances are horses to be turned out in arenas or round pen at any time.

HEALTH REQUIREMENTS A current (within 6 months) negative EIA must be included with entries. Horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management.

JUMPING ORDER All jumping courses will be run with open cards. Please talk to the gate steward to organize. Jumper courses at the Annual Horse Show may be a posted order.

trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

NON NEGOTIABLE CHECKS Checks returned by the bank for any reason will be assessed a penalty of $50. Upon notification of a returned check, accounts will be given three days to make full payment, including the penalty, which must be paid in certified funds, cashier’s check or money order.

PROPER SHARPS DISPOSAL Sharps containers are available for the proper disposal of needles or other sharp disposable instruments—please use them! Show Management may fine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable instruments.

PROTECTIVE HEADGEAR It is compulsory for all persons at Federation licensed hunter, jumper or hunter/jumper competitions when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials) SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured.

LUNGING Lunging areas will be available on a limited basis. For safety, no lunging while riders are present. No lunging in the show arena.

REFUNDS As no monies have to be paid until checking in, there will be no refunds issued.

MINOR EXHIBITORS SCHOOLING

Parent(s) or guardian(s) of minor exhibitors shall hold the Horse Show Management and the Facility harmless for any injury to such minor. NO child’s entry will be accepted or number issued unless the entry is signed by a parent or LEGAL guardian

The show arena will be open for schooling the day prior to the show for $50 per horse. The show arena is also open according to the schedule during the horse show day.

MISC. FEES

SUBSTITUTIONS

Please see entry procedures for information on Convenience Fees and charges to adds/scratches/changes.

A new horse may be substituted for a scratched horse with proper paperwork upon check-in.

Facility Fee. New for 2024, to help keep entry costs lower, AHJA will be charging a daily fee for those using the show arenas. This fee will be waived if a class is entered that show day. This does include schooling day. Formerly known as a grounds fee. $50/day

MOTORIZED VEHICLES In accordance with GR1301.7: Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. The parent(s) legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in volation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or

STABLING Anchorage: Stabling from 3:00 p.m. Wednesday - Friday for $75 Palmer: Stabling from 3:00 p.m. Thursday - Sunday for $125 Horses must be kept in stalls, and under no circumstances are horses to be turned out in arenas or round pen at any time. Horse/pony must be hand held or ridden if they are out of their stall. One horse per stall and all horses must be in a stall or in hand. No paddocks may be erected in either the stabling or parking lot area. Horses are not to be left unattended tied to trailers, or lose in trailers.

Stall fees are due if a horse occupies a stall at any time during the day/night. For stabling a deposit of $50 must be received by the show office before numbers will be issued. This deposit will be returned if the following conditions are met: 1. Remove all manure, hay, bedding and trash. 2. Rake up and remove all spilled bedding from in front of stall area. 3. Rake gravel level inside the stall in preparation for the next occupant. To retrieve deposit, please find the show manager (may be busy at the end of the show) to get deposit.

Please issue deposit on separate check to facilitate returning.

HUNTER DIVISIONS SPECIFICATIONS FOR ALL HUNTER CLASSES Entry Fees All classes over fences are $35. Under saddle are $15. No division discount, and individual classes may be entered.

Hunter Over Fences To be shown over a minimum of eight fences the required height. To be judged on performance and soundness unless otherwise noted.

Hunter Under Saddle To be shown at a walk, trot and canter. Light contact with the horse’s mouth is required. Martingales not permitted.

Riders may enter and compete in the Hunter U/S classes without completing the over fence portion of the division Courses Hunter courses will simulate fences found in the hunting field such as: brush, wall, in-and-out, oxer, post and rails, gate, coop, and panels. The area of the courtesy circle may be restricted by a mandatory line and will be indicated on the course diagram, as well as a corresponding barrier erected on course. Management reserves the right to adjust fence heights or spreads as competition warrants.

In Handy classes obstacles must simulate those found in trappy hunting country. The course must have at least two changes of direction and at least one combination. Horses may be required to trot over one obstacle toward the end of the course, may be asked to lead over one obstacle or open a gate while mounted.

EQUITATION DIVISIONS SPECIFICATIONS FOR ALL CLASSES ALL EQUITATION CLASSES ARE OPEN CHILDREN’S AND ADULT AMATEURS ONLY

EQUITATION SECTIONS OVER FENCES Performance begins when the horse enters the ring or is given the signal to proceed after entering the ring. Except for refusals, jumping faults of the horse are not to be considered unless it is the result of the rider’s ability. The following constitute major faults and may be cause for elimination: 1) refusal 2)loss of stirrup 3)trotting while on course and when not part of a test and 4)loss of reins. Each contestant may circle once if desired before approaching the first jump. He or she may then proceed around the course keeping an even hunting pace. Any of all contestants may be called back to perform at the walk, trot and canter, or to execute any appropriate tests, held and judged in accordance with USEF EQ 113. EQ107.1.i.2: The following actions will result in elimination: Three cumulative refusals.

FLAT Contestants shall enter at the right and proceed at least once around the ring at each gait and on command, reverse and repeat. Light contact with the horse’s mouth is required. Entries shall then line up on command and any or all riders may be required to execute any appropriate test. To be held and judged in accordance with USEF Rule XXII, Article 2213. No over fence requirement to enter the flat classes.

ENTRY FEES $35 per class over fences, $15 for flat classes.

JUMPER DIVISIONS SPECIFICATIONS FOR ALL CLASSES Awards Ribbons to 8th place Ties All ties involving first place shall be jumped off. Ties not involving first place will be decided upon time unless otherwise stated.

Entry Fees $35 per class Courses Courses to be a minimum of eight obstacles. Course may consist of any combination of the following: brush; gates; oxers; post and rails; water; wall; panels; or coops. To be shown over a minimum of eight obstacles.

All classes open to horses and ponies, regardless of monies won.

Pole, Cross-rail, .60m and .70m Jumpers are only open to juniors and adults in possession of an amateur card. All classes held in accordance with USEF JP 120 0.70 m = Fences 2’3” in height 0.75 m = Fences 2’5” in height 0.80 m = Fences 2’7” in height 0.85 m = Fences 2’9” in height 0.90 m = Fences 2’11” in height 0.95 m = Fences 3’1” in height 1.00 m = Fences 3’3” in height 1.05 m = Fences 3’5” in height 1.10 m = Fences 3’7” in height 1.15 m = Fences 3’9” in height 1.20 m = Fences 3’11” in height Every course must have no less than 60% of the obstacles set at the heights and spreads indicated for the Level printed in the prize list, and in no case may any obstacle vary by more than 2” in height from those dimensions.

QUICK GUIDE TO SHOW RULES ▪

All parking of trailers/cars is in parking lot. Cars and trailers may be driven in and out during non-show hours. Cars left unattended in barn/arena area may be towed.

Refrain from walking horses in area behind the arena during the horse show. It can spook horses in the arenas.

▪

Lunging in Schooling area during morning hours. No lunging if rider present.

▪

No turning out horses in arenas or round pen at any time

▪

If out of the stall, horses must be in hand, tied to hitching post (with adult supervision) or ridden if they are out of their stall. They may not be tied to stalls at any time, or left attended if tied to hitching post.

▪

One horse per stall. All horses in a stall or in hand. No horses tied to trailer or left in parking lot.

▪

No paper bedding allowed, straw is allowed in Palmer.

▪

All arenas are only open according to the schooling schedule, they are closed and not to be used at other times

▪

When main arenas are open for schooling on the flat, $100 fine for schooling over fences

▪

When main arenas are open for schooling over fences, distances may not be changed, $100 fine.

▪

Grounds Fee: $50 per day not entered in classes, this includes horse show day.

▪

When checking out, stalls must be raked/stripped and swept as well as area in front of stall

Please make sure to keep in gate area clear. Gate may be closed by trainers as needed during rounds

Curious About Costs?

Horse Shows are put on by fellow community members who may be part of an organization or individuals. Due to the increasing costs and lower horse numbers, show managers have opted these past few years to run USHJA Outreach Horse Shows. These “unrated classes” allow horse show management to save on some of the costs of hosting a rated horse show. Without sponsorships and volunteers, the management putting on these shows is lucky to break even at the end of a show.

Even with Outreach Horse Shows, it is just below $5000 per day to run a horse show and cover expenses. For 2024 AHJA is trying some new ideas to change the cost structure: 1.

Charging for schooling the day prior. Setting the course, renting and preparing the arena for users. Users of the show arena will be charged a grounds fee of $50 on schooling day. (Per horse)

Increased stabling costs: Facilities charge $20/ $25/day however we must have someone stay overnight and check on the horses, as well as hire someone to assign stalls, check stalls, and keep track for the facility.

3.

Changed Grounds Fee. We understand that people wish to bring their horses to the facility and get them use to a show environment. For those we are charging $50/day for using the facility since each day has scheduled time for using the show arena. For those that wish to haul in and not stable, you will no longer have a Grounds Fee.

4.

Eliminated Nomination Fee. There is still a $5/$10 fee for changing classes during the horse show (no fee if changing upon check in).

5.

Added Convenience Fee. For those that can’t email their entries a week before the show we will charge $50 to take them up to 5:00 p.m. the night before the show. No entries will be accepted after this time. Hopefully this will encourage participants to lessen the load on the show secretary by getting their entries in earlier.
