Icon Health & Education China’s aggressive ambitions to establish Private-Public Partnerships and a global standard in health care and education offers a complement to Icon’s mission. See Resource Gallery Item No. 1. The Case for China. Icon Therapeutics’ commitment to establishing new standards in health care, providing training for over 1,800 therapeutic professional specialists while serving over 40,000 patients, reinforce this complement. China holds an opportunity to leverage its current lack of therapeutic infrastructure and limited number of trained clinicians towards a leadership position in this area of health globally. China, not having a legacy infrastructure attached to dated ways of doing things, has an advantage of applying the scientific findings directly to clinical practice with a predominantly “blank slate advantage. Icon’s fortuitous timing to help set the standards in therapeutic care that could help China establish this lead is very promising. See Resource Gallery Item No. 4. A Level 3 Development Evolution
Transportation AirShip and Hyper Sub both hold clear first-in-class standing in their industries as represent disruptive transportation technologies. HyperSub exceeds world records for a sub’s speed and can be operated without an expensive support ship due to its unique ability to travel above the water surface to a dive point or destination. AirShip’s unique design takes current drone vertical-take-of-and-landing (VTOL) flight endurance, from at best 3 to 4 hours but typically less then 40 to 90 minutes, to 5 days of autonomous flight. Additionally, both represent transitions into the future of transportation and subsurface missions. Donald C. Winter, 74th Secretary of the Navy after extensively examining HyperSub said “with HyperSub we are looking at the future of naval warfare”. AirShip’s VTOL design scaled for transport and cargo loads represent opportunities for piloted and autonomous air taxi, troop, cargo, medivac and equipment transport.
Discussions of Level 3 applications on Sustain2 companies are emphasised by including discussions in this blue background text box.
Protection & Security With over 30 million USD in back orders to Chinese customers, Dragon Skin’s X2 is Sustain2’s first production priority in a series of armor protection and security solutions.
3
Level 3 Sustain2 business plan for both Dragon Skin and Icon Therapeutics assumes a strong R&D investment to preserve its first in class status lead. Effort has been taken in picture selections and content to introduce both the current products as well as future design concepts. Review Gallery Item No. 4, Level 3 Development Evolution, also introduces how for each company there is yet a third evolution jump (“Level 3) opportunity. An emerging 3rd Industrial Revolution impact is reshaping the world for both health care and protection and security. The impact of the exponential growth in computation power and scientific discovery suggests third level growth in across almost every industry.
RFP Response Sustain2 interest in identifying the right location partner goes beyond the search for a partner able to address some of the more traditional foreign investor incentives for which areas of interest to Sustain2 have been tabled in Reference Gallery Item No. 3, Issues in RFP Response.
Local Partner Capital Contributions
Of obvious priority interest to Sustain2 is a location partner’s willingness and ability to financially co-invest in the estimated Local Partner Capital Costs of USD 26.5 million (See Table 1.) to help offset location costs and take a stake in the game interest.
Sustainability Return
Sustain2 believes each project stands on its own in its ability to offer a significant economic and societal contribution to its new home community. This includes more than the 1,200 Jobs, 5.7 USD Billion in direct new economic contribution. Sustain2 is also interested in the humanitarian and community sustainability returns as well as shared rewards of business success.
Non-Monetary Considerations
There are other non-economic factors that will support critical venture success. Support in policy, establishing a strong China market, community development that will draw productive employees and technical talent are all examples of non-monetary considerations. Having a location partner that is significantly invested financially in each ventures success Sustain2 believes while help offset risk factors towards assuring its location success.

To reach beyond human empathetic care, as important as it is, Icon Therapeutics’ commitment to a continues reach for a higher level of new care models that leverage new science and research solutions, Icon Therapeutics opens up the rewarding world of reaching beyond care to cures (See Resource Gallery Item No. 4, A Level 3 Development Evolution). Stem cell treatments and genomic therapies are at the heart of curative focused care.

Longevity Therapeutics American Longevity advocate and CEO of BioViva identifies the early targets of genetic therapies her company hopes to address first in plans to open five clinics in 2019 strategically placed around the world. Her work in genetic therapy public awareness is continuing to build a demand for safe relevantly low cost treatments to the early stage genomic therapies priced in the range of USD 200,000 to 2,600,000. As the world continues a demographic aging it also continues a trend of a widening of the income spread. The prospects of gracefully aging with even a piece of the vitality of youthful energy and health, or what has become called anti-aging, is a growing market and likely to fund much of the early stages of genomic therapeutics. Reputable and safe sources of clinical care appear to offer
11
strong economic prospects for clinics able to bring science new offers of treatment and cure. Staying market prepared as government agencies and the science community validate safety and efficacy in genomic understanding of disease and curative therapies is moving from what was once thought of as nonsensical to prudent and ethical business.
Emerging Market Opportunities Emerging on the market today is a growing demand for genomic therapies. While today
stem cell therapies hold the most attention in the autism spectrum disease categories genetic therapy still feels like it is in the research only stage. However, to underestimate the advance rate of science today deserves caution. Therapies that felt 10-20 years away just two years ago are bringing curative solutions and a new chance of life with new cures at a growing pace. In the US, 2017 has been the first year these treatments have crossed that threshold moving from clinical research experiments to medicines delivered to the general public. In business it becomes necessary to plan for where the market will be, not where it is at the time of establishing business design. The front edge of genetic therapies is particularly growing momentum in the field of health span, often referred to as longevity. From a business perspective it pays to pay attention to where the market demand is in order to participate in underwriting the designs for the future.

A willingness of capital sources to invest in the field of longevity research and genomic therapeutics is growing as both safety and efficacy continues to becomes more established. The opportunity to generate research funding from a growing segment of the capital market is escalating. The news of new scientific developments in longevity continue to surface influenced significantly by those wanting to take advantages of the anticipated therapies yet during their life time. The industry is getting a reputation of being where capital chasses few credible efforts at serous research. As more and more "I believe gene therapy will become a mainstay in treating, and maybe curing, many of our most stem cell and genetic engineering therapies gain devastating and intractable illnesses," says FDA FDA2 approval and treatments show low side effects and even Commissioner Scott Gottlieb. Car T-Cell Genetic Therapy has now crossed the 5 year mark of complete remission for patients participating in early clinical trials. Many clinicians are preferring to refer to outcomes as cures, instead of remission, for patients who without any apparent negative side effects once faced life threatening cancer not effected by radiation, chemo therapy or other conventional treatment.

consumers’ confidence and apatite is only expected to swell. Further, as China continues to grow its reputation for offering a treatment environment that is more promising in overcoming the challenges of translational medicine bearers, grows as a leader in investments in genetic sequencing, data analytics and strong public sector investments in scientific study and genomic research, the value of Icon Therapeutics China based operations will likely attract research capital.

Technology & Manufacturing
Hyper-Sub
Among Sustain2 technology assets ready for production design, manufacturing and commercial deployment is the manned/unmanned Hyper-Sub. The Hyper-Sub is a high speed, long range surface craft as well as diesel electric submarine. It is a straight forward combination of a speedboat (whose hull is flooded during a dive) with a proven deep dive cylindrical submersible.
15
Competitive options without its proprietary design technology are dependent on surface support vessels typically an additional 100 to 150 million USD investment, 100 plus additional support crew limiting dramatically the economic feasibility of missions and opportunity for stealth presence. This allows the Hyper-Sub to operate at only a fraction of the cost of other systems that are capable of accessing the subsea environment.
As a speedboat, the Hyper-Sub deploys very easily and quickly from almost any dock or beach, and can operate in as little as 3 feet of water. It is able travel long distances in most weather conditions while being able to do so without the aid of a transport or support vessel. It has a maximum utility range of 500 miles and a top speed of in excess of 30kts. As a submarine, the HyperSub can dive to a maximum depth of 1,500 feet and is capable of diving repeatedly when deployed given its ability to recharge its batteries unlike its submersible counter parts. It carries a maximum of 6 crew members, can remain
16
submerged for up to 1 week and has a maximum lift capability of 30,000 pounds. The Hyper-Sub can remain deployed for many days while either on the surface, submerged, or in any combination of the two. Unmanned it could remain submerged ready for underwater access and/or deployment for effectively an indefinite period of time.

Dragon Skin Sustain2’s is ready to install a new state of the art, high capacity manufacturing and materials development facility to address China market sales for its X2 model. Dragon Skin has earned its reputation as the only fail safe nonpenetrable body armor. It’s flagship body armor product, Dragon Skin, was invented in 1996. This patented technology has proven to be technologically superior in every respect to its competition and has never suffered a tactical failure in the field. No other tactical body armor can make the same claim.
Dragon Skin Background
Dragon Skin Body Armor first gained acceptance beginning in the early 2000’s among special operation military teams on the Korean Peninsula. Its reputation grew, and Dragon Skin became the body armor-of-choice of America’s elite: CIA and other intelligence agency teams, the Secret Service Presidential Protection detail, military special forces, Department of Energy protective teams, at least nine senior generals in the Iraq and Afghanistan combat theaters, private contractors in the same operational areas, and law enforcement SWAT units all over the U.S. Developments in body armor over the last thirty years are numerous, but very few actually have revolutionized the industry. DRAGON SKIN® is a quantum leap in technology and the first and only practical, FLEXIBLE BODY ARMOR that is capable of defeating rifle rounds. The armor flexes and molds to the contours of your body (offering the first real female fit solution) and allows for significant greater coverage
18
than a rigid 10" x 12" plate that is the typical coverage offered in current technology that questions even the competitive product viability.
Material & Related New Science R&D Material science is today on a fast evolution offering a verity of new component options that validate the importance of including an integrative materials sciences research lab to support specific client specification, product development and application requirements. Already, recent material science investments by Sustain2 offer the anticipation of improved comfort, lower weight and cost savings for the same or superior protection. Integration with other technologies including smart helmets with vision, robotic and transport support AI supplements, body temperature regulation, exoskeleton bio-enhancements from external command, drone and internet expanded vision and beyond canopy intelligence and biometric and bio-informatics sample R&D objectives in new product designs. Additional product lines addressing the hardening of extra soldier assets such as vehicle, dwelling and key canopy support resources and integration with transport and drone resources will also be key areas of research for product application expansion.
Local Partner. As the primary product in a line of armor protection technologies, Dragon Skin offers a disruptive enterprise ready business and needs a location that can support its global brand, help build new product iteration, market demands and policy support in China and desired global markets while supporting with labor, supply chain and transport logistics a high volume production facility able to address the immediate 2018 30 Million USD back order production requirements and future manufacturing demands

AirShip
AirShip’s patented fuselage lift and power production platform represent a quantum leap in performance with its endurance capabilities to operate a contiguous 5-day mission. 100% power demands on the V-5 configuration falls within 20% of its real time solar power production capacity leaving as much as 80% of its power production as a resource for high power demanding payloads such as on board computation, intelligence, communication such as satellite Wi-Fi and cellular communications and surveillance tasks. Through capacitor electrical power storage and onboard hydrogen electrical generators, night time and under water submersible missions are possible. The 5-day endurance ability allows AirShip to penetrate market sectors that have been unavailable to the current drone and UAV markets. Mission examples include trans-ocean, trans-continental, large border patrol and long mission applications including extended subsea on-call from long term underwater storage. New service economies are reached such as 24/7 large canopy cell-phone-on-demand for real time rescue, communications or surveillance services to mention a few. AirShip AirServe can serves millions of internet-based 1st Responder customers simultaneously with realtime data-in-motion mobile applications. Police, fire, search and rescue, emergency management, emergency communications, departments of transportation, public health departments and the news media represent target applications. AirShip Transport Systems and AirShip Technology Group address manufacturing and design applications respectively. Sustain2 expect to select its AirShip Transport Systems manufacturing facilities location partner in 2018 for both its drone and transport models. AirShip V9 and V17 VTOL UAVs will be designed as Tier II manned/unmanned vertical takeoff and landing transport craft for medium altitude and long endurance (MALE) transport with both local street and airways instant conversion ability. The aircrafts are designed thus for diverse mission deployment. The V9 is designed to carry cargo and/or two people. As a UAV, the V17 will be designed to provide transportation for 1-5 people with or without a pilot and is scalable up and down based on mission needs. The V-2 with a .6-meter wing span and the V-30 with a wing span of 9.1 meters address small drone applications too industrial and crew transport missions that could relocate critical assets by shipping container lift ability.
20
When used as a military transport vehicle it is ideal for transport to forward operating bases (FOB); drive on prepared surfaces or off-road conditions; take off and land vertically to cross water, terrain or obstructions and avoid ambush or Improvised Explosive Devices (IEDs). The design has speed, maneuverability and range to perform "tactically relevant" missions on a single tank of fuel. The aircraft added mission extensions include: •
medium altitude stationary hover surveillance
•
communications relay
•
ship-to-shore troop insertion
•
improvised explosive device (IED) avoidance
•
Special Operations Forces resupply
•
medical evacuations, and
•
remote payload emplacement.
The AirShip V9 and V17 will use two turbo strut engines to power the three ducted fans. This clean tech hybrid fuel-toelectric propulsion enables the UAVs to acquire fuel in the field for resupply as well as benefit from solar film surface power production.
The AirShip Endurance VTOL UAV lateral and rear turbines are a combination ducted fan with integrated Solar Turbine Air Accelerators (compressed air) that support the UAV clean tech propulsion system. Both electric propulsion systems can be used simultaneously or independently. For low acoustics stealth flight, only the integrated air accelerators are enabled. These solar turbines provide thrust propulsion required by the UAV vertical takeoff and landing (VTOL), consume dramatically less energy during forward fixed wing flight operation, and fly with a 5-day flight endurance. With its efficient design, this patent pending AirShip Endurance VTOL UAV quickly operates flight management and delivers sustainable propulsion via applied external solar film, a hydrogen fuel cell, and internal rechargeable ultra-capacitors for stored electricity.
21
AirShip Design & Materials Lab
There are a lot of opportunities to utilize new materials and step forward with the application of new technologies when designing a solution from the ground up. Forward engendering opportunities include both electrical circuit integrated 3D printed carbon fiber integrating layered composite battery infused energized carbon fiber frame, panel and fuselage components. Design evolutions can address mew technologies, energy production, storage and a growing applications expanded in part by the growing developmemts in material sciences and new energy pulpusion that have come to justify design modifications in real time, representing design changes to orders as they come in. Most significantly is the opportunity to leverage significant design work already materilized enough to date to justify the option of parrllel development of atonomous and piloted manned and cargo payload applications in the 3 to 9 meter wing span models.
The “Flying Ray” patented fuselage lift and power production platform integrated into the AirShip airframe design offers one of several key disruptive design outcomes of which deriving its ability to provide an unprecedented endurance is most notable. This following day and night sequence striped endurance comparison table places the endurance capacity of up to an unprecedented 3 months’ flight without landing endurance design goals for AirShip for 3 of its models including the V2 and V5 in a vertical left access as the second design compared to other major market options plotted with a red line to their respective endurance characteristics of less than one hour to up to 5 years (Titan Solara). It could be argued that the Titan Solara with it’s extremely limited performance options should not be integrated into a comparison table for its tactical limits and non-VTOL capabilities. Yet in its extended endurance it builds confidence that engineering innovation has crossed the barrier to long lasting flight options before the AirShip Flying Ray design. The market comparisons below the AirShip listings represent craft that exemplify at least many of the other broad range of application and flight characteristics including VTOL flight ability that are present in AirShip’s huge application envelop. Still the endurance delta makes it so disruptive as illustrated.

While capital resources to share in the cost of company capitalization by a local partner and the related capital costs may hold the highest value in establishing a mutual investment. Incentive extended by a location partner to the continued operating success are also important. Assistance in Policy, identification of government as well as private contracts and networking assistance in the reach for supporting marketing and sales efforts to drive future revenue, establishing pre-opening sales, each represent examples of where some creativity on the part of a local partner to leverage its resources and connections may be an important in creating a preferred location partner for Sustain2.

No. 1. The Case for China
Health & Education Delivery Models
China’s Reform Opportunity China’s commitment to innovation, private partnerships, science and health and education reform is strong.3 This comes at an important evolution stage as science and technology’s emerging impact on health and education is globally supported with exponential growth. New scientific understanding and solutions also meet at the intersection of Sustain2’s portfolio interests to demonstrate new models and standards of therapeutic care and professional care giver training. With less legacy investments more common in the West, China’s also favors a fresh environment more suited for current science deployment in a new level of clinical care and clinical and educational integrated special education. China’s environment for reform and appetite for aggressive deployment comes without many of the transitional barriers to adoption of clinical practice born of recent scientific findings. In China, autism is classified as a disability. Funding of education services for kids with autism from impoverished families has increased in recent years, and by the end of 2020, the central government aims to financially support 80 percent of children with autism, including those over the age of 7, who did not qualify for financial support before. 3 http://mp.weixin.qq.com/s/Rybnt9ViC1aP3FE2LCtiSg 【特别关注】教育部逐一回复政协委员关于特殊教育的提案:都是热点问题,说了不白说!(一) 2018-03-12
27
But access to special education remains an issue, despite new regulations requiring public schools to develop better services for children with disabilities. There’s no clear pathway or time frame for achieving this goal, and experts have criticized the regulations for stopping short of guaranteeing access to education for children with disabilities. Although public schools are required to maintain a certain quota of children with disabilities, the number is so low that private institutions remain the only option for the majority, explained 4 Jia Meixiang, deputy director of the Beijing Association for Rehabilitation of Autistic Children .
A Need for Standard of Care Models Following a 2017 investigative trip of a China delegate investigating care resources in the US, Sustain2 received an invitation from a China economic development office in Chongching to bring care models identified in the US to China. Sustain2’s has begun negotiations with China domestic partners to help establish a standard of care in therapeutic services and professional training through Sustain2’s ICON Health & Education initiatives. The opportunities to respond to the needs for China do not represent a small undertaking. Multiple care and financial models of care have been researched from both a child needs centric and enterprise level and visits with potential China operational partners, regulators and policy makers have been explored extensively. Critical to the success of clinical and educational intigrated solutions to a child’s development needs is the reform and development of new models in both ecucation as well as clinical and theroputic care. China’s continued commitment to opening up to global influences that can support the Chines charictoristics that have fosterd its society strengths and investing in reform along with the size of their need creating both a motivation and a more fundamental platform to build from, make a case for China’s destiny and opportunity to seaze a global lead.

No. 2. The
Nature of China’s Need China’s Reform Opportunity China’s commitment to innovating and reform spell a future of solutions that are not simply of value to China future alone. Especially during this time while China lays the foundations for One Road One Belt and in policy and spirit grow a powerful influence in their intent on being a global influencer for change. China’s choices in educational and health reform as it relates to the development needs of its children and the Autistic child share a response to a global growing challenge. Should from China great need come the will power to forge iconic examples in new models of care that embrace child centric therapeutics and education, the escalating emergence of new science and technology based solutions, present a resolve to address the
China recognizes both its need for reformation in health care and general its population misunderstanding of diseases. Three-year-old Zhang Jia died at a Chinese center for autistic children which uses punishing exercise regimes to treat what it regarded as the Autism cause, as a disease of the "rich and lazy". Taxing exercises to rid kids of the natural body reaction to perspire included 12 miles of walking a day in heat while winter clothing clad and water drinking regime to cause urination at least hourly and daily incubation to “cure them” of sweating. 9 million children face a 2 year waiting list for treatment in China, an Jia’s mom felt they were desperate with no other place to send their child who was sent across the country to the center that charged $5,000 every three months of a 21-month course saying “For us, at least it provided a glimmer of hope”. The treatment centers medical director Mr. Xia is quoted “There are more and more autistic children because we are better off than before and we treat children as ‘little emperors,’” found in his book Notes on the Rehabilitation of Children with Autism a glaring indication of the ignorance of basic medical knowledge and understanding of autism. “Parents become the slaves of children. Children from this kind of family become sick easily, and can easily become autistic,” the book instructs. For a claim of credibility, he refers to his own conclusions that more than 99 percent of autistic families surveyed by Mr. Xia were from white collar or rich families.

shortfall in understanding and professional care giver training, China’s need will share space with iconic opportunity.
Understanding China’s Need
Understanding China’s need for a new standard in professional training and clinical care is a multi-front challenge.
The Size and Scope of Need First it includes understanding the scope of need and the quantity of care required suggesting the need for 10-20 medium size clinics for every 500,000 in population.
The Nature of the Need Second it includes understanding the significant knowledge and understanding of the disease to be addressed and what represents appropriate science and evidence based care and matching professional training for care givers. A proper understanding of the need for adequate professional training yields conclusions for a multi-speciality disciple approach requiring a Western level developed speciality training of at least the three major disciplines of Speech and Language Therapist, Occupational Therapy and Physical Therapy coupled with a strong mix of neurological, notational, genetics and psychological Medical Doctor level trained physicians along with accompanied allied health trained and licensed specialty technicians. Some health challenges require a complex and comprehensive approach to care and early stage diagnostic resources.

Jia’s Story By extreme contrast, the story of little Zhang Jia illustrates these issues in just one story as well as the significant distance China needs to travel towards these goals.5 See text box embedded telling of Jia’s story.
Of course Jia’s story stands in stark contrast to the qualified medical trained physicians that can be found throughout China especially in city children’s hospitals. But even in a city hospital, it is not uncommon for the tending physician’s day to be plagued with hundreds of patients to see in a single long shift, with only time to focused on first visit diagnostics due to a lack of needed speciality trained therapeutic support staff. What support staff they have to actually pursue treatment programs are often trained to with 2 years of education beyond secondary school, typically five years short of global standards for developed nations. Little resources exist to address the 1st Level of a therapeutic care treatment plan inspired from China’s deep history of viable mystic traditions nor the science informed specialty care of the 2 Level of care born of the 20th century. Physician training at qualified modern universities still don’t generally support the specialty areas of therapeutic care and the need to get the science and technology based informed treatment solutions of the 3rd revolution era now on us in stem cell and genomics is yet further out of reach. The lack of knowledge and understanding with patient parents and family care givers is a constant struggle as well as that they prefer to challenge and deny the diagnostics findings of the physicians for social reasons. Instead it is still too prevalent that visits to the hospital include parents insisting that a tragic procedure be given, having the child's tonged cut or that the child be connected to shock and muscle contraction electrodes that can still be found on the mired of pseudo techno therapeutic gadgets on the market today.
The Exponential Increase for Therapeutic Services Thirdly it is hard to get a grasp of the growth the challenge of a growing rate of new diagnosed cases well require in increased demand on the health care system. This is illustrated best by the challenge of Autistic care alone. Hope is built in indications of genetic, AI and stem cell related diagnostics, care and even cures but until they can represent wide application the near future demand is daunting. So much so it is likely to foster faster adoption of new science based curative solutions, scalable approaches to leveraging new telemedicine technologies and new care models. 5 https://www.telegraph.co.uk/news/2016/05/07/autistic-boy-3-dies-after-punishing-exerciseat-china-centre/ , http://www.sixthtone.com/news/811/toddler-jia-jias-death-highlightsautism-ignorance , http://www.straitstimes.com/asia/east-asia/guangzhou-probes-autisticboys-death and http://www.chinanews.com/sh/2016/0504/7857439.shtmlhttp://www.chinanews.com/sh/2016/05-04/7857439.shtml

The Nature of Health Reform Health care has seen dramatic changes through disruptive iconic initiatives to bring change. The past in this regard offers a promise of a bright future.
The Flexner Report This transformation was illustrated, perhaps better than any other example, in the transition experienced by medical professional training in the US by changes that followed the Flexner Report in 1910, still studied by every medical student today. A collection of 7 education institutions at high risk of survival changed their destiny and that of medicine in the early 20th century through two collaborating donors committed to a higher establishing a new standard they hoped would be emulated globally, and it was. Up to the time the medical profession training was primarily the passing on of clinical traditions as practices of care by particulars offering a mentor role to the next generation who typically had little more than a primary education. It was not a desired profession nor respected. Ignorance characterized both the clinician and the patient, absent familiarity with both education rigors or understanding of the scientific process. While strong in clinical experience it was based primarily on folk lore. Professional functioned without fundamental understanding of diseases treated never mind evidence based care efficacy or emerging sciences findings. Today we know the schools worldwide. Harvard, Vanderbilt, John Hopkins and Stanford are among them. The way they transitioned professional training was either later emulated by the other medical schools or they went out of business. Now 100 years later such disruptive and iconic transitions are again possible in global health and education. At a time of exponential growth in both Autism and the rate of development of stem cell and genomic sciences that dominate its future models of care, the therapeutic practice sector in China, holds both the will and the potential of duplicating the impact medicine experienced in the early 20th century.
Science Foundations Professional education reform will be at the heart of a new era for health sciences. But it will be more driven by the element of exponentially expanding computational capacities then textbook, lab and clinic instruction. AI, genomics, genetic therapies, pharmaco-genetics, quantum computation, Nano technologies, quantum physics, augmented reality, cell regeneration, new evolutions in scanning, robotics, informatics diagnostics, electronic monitored accountability, outcomes and treatment design, stem cell and bio-science discoveries now bring a new technological factor into clinician training and practice.

No. 3. A Level-3Development Evolution Understanding Icon’s clinical practice is best set in the framework of a 3 level evolution of clinical care just as applicable to the therapeutic process as it is modern medicine. However, in the therapeutic area of care progression up this evolutionary path has been significantly lagging compared to the development of medical care in China today. To support communication and better understanding of our mission and tasks at Sustain2, progressive Levels of the evolution of therapeutic care are referenced as follows.
Level 1 - Traditional Practices Prior to the 2nd Industrial Revolution of the 20th century where particularly the West benefited from the century’s marked growth in science and unprecedented investments in research and development investments, ancient cultures developed the traditions of care sometimes referenced as the medicinal practice of the ancient wisdoms. Today many such practices still serve to offer relief and cure in improved health for many health challenges. Much of the dietary and urban wisdoms have Level 3 Application been at the foundation of effective modern pharmaceutical care. Care founded from these References traditions are referred to as Level 1 and represent an early source of help in the evolution of care. Internally at Sustain2 we have come to apply these 3 Levels of A healthy respect for Level 1 care and development as a useful contributions, especially when facing health communication tool across almost all challenges for which modern science has not industries touched by the growing brought significant answers, can be particularly impact of research, science and helpful. Outside of the West health care technological growth. professionals have often had to practice primarily from Level 1 understanding and therapeutic In this document for sake of easily practices. For many children seeking care for identifying Sustain2’s consistent autism this is true. As recent researchers are interest in being able to inspire finding ties to gut inflammation being linked to the emulation, Level 3 application neurological challenges with associated with descriptions are formatted in this Autism we are reminded of how modern nutrition blue text box format. had a long heritage.
35
However too often it can be also associated with traditions old practices that are harmful and developed from a miss understanding of the primary nature of disease limited by the knowledge of a past era. This is a strong reality for most care in China for autistic kids with limited access to professional clinical care and care professional training that is primarily general in nature and consisting mostly of only 2 years of study past secondary school.
Level 2 – Modern Medicine Evidence Based Care Since the turn of the 20th century society has begun to see the evolutionary benefit of the last 30-40 years of evidence based research in clinical care, specialization, the growth of how computational technology on diagnostic clarity, effective treatment plans and desired abilities to understand and address the challenges of disease. This has been especially true following the decade of the 90’s where extensive research followed the availability of new research data from better scanning technology, bio-science research and extensive global collaboration in the health care profession and research community. For Autism this has allowed for much earlier detection, understanding of effective therapeutic solutions and technology resources such as the benefits of collaborative care, computer guided exercises that support the development of compensating new neuron pathways and neuro feedback from live brain scan and brain activity monitoring and mapping in QEEG. Going beyond detection and better understanding these have led to autistic patients experiencing significant life quality improvements
36
especially with a wide speciality collaboration of educated medical and therapeutic staff who have benefited from 3 to 8 years of speciality training offering a high level of science and clinical integration. For all the benefits of Level 2 therapeutic care to say that it has been curative has only been true in limited applications and with limited therapies. Significantly helpful, guided buy measurable evidence of efficacy along with some encouraging breakthroughs, a therapist post graduate level specialty training has offered significant life changes for the better. A lot can be gained by bringing more such training and care to the China market. Yet science has continued to bring new hope.
Level 3 - ICON Health Therapeutics Regeneration Labs
The third level, Level 3, of evolution in care for ICON Therapeutics clinical services and professional training has strong promise in China. China’s limited infrastructure for health services and limited
trained staff creates an opportunity to leap frog much of Level 2 as China does not have significant legacy Level 2 infrastructure and institutionalized traditions that have the ability to get in the way. In some ways little that is still applicable of Level 2 has to be unlearned by practicing professionals. This holds promise for patients gaining access to new science based cures and likely well ahead of their counterparts in the West. Without legacy Level 2 systems to get in the way of reform and a growing confidence with innovation, research and quality education China’s prospects for adopting Level 3 skilled care is promising. This also solves another problem. The demand for trained service providers to Level 2 standards is so immense in China with the general absence of Level 2 training in China that a fast adoption of Level 3 will resolve much of the professional training needs. This is because the promise of Level 3 is not just better car when it comes to the autistic child but curative care with limited after cure developmental therapeutic needs required.
37
The therapeutic Level 2 care is often a lifelong commitment to improving the quality of life for an Autistic child yet limited in addressing the cause of the child’s disease life grip. It has been known as the disease that is without a cure.
However, enough progress has been made in the science global community towards understanding Autism that we are much closer to not only understanding the nature of the disease, how AI tools can facilitate early diagnoses and more effective treatment plans but the promise for most of a cure. Stem cell therapies, bioscience Artificial Intelligence and genetic therapy resources are already leaving care givers with the cure Level 3 care experiences from clinical trials . News and research publications break new promise daily. Early diagnostic opportunities through Level 3 research in genetic work is anticipated to soon allow detection in vitro. Permanent cure genetic and or stem cell treatments are also expected from current Level 3 research progress that will offer therapeutic care even before the child is born. Those currently facing autism prior to Level 3 curative therapeutic care, especially when late detected or left without Level 2 therapy, are expected to experience residual symptoms following cure care that will present a need for trained Level 2 specialized multi-disciplined clinical staff for some time. A great example of curative experiences from Level 3 stem cell treatments are being reported by patients participating in Duke University clinical trials referenced in the included CNN Story by Wayne Drash, research papers and the growing crowd of social medial patient published enthusiastic reports.
With each research finding, lab and science report sharing more good news, comes what seems to be a cascade of growing commitment to research funding and treatment developments. ICON Health believes it is in its mission objectives to be a part of this promising movement in each of its clinical undertakings and not in a small or token way. But instead to build it into the care and professional training model as central through it clinic integrated regeneration research labs.

No. 6. Public-Private Partnership Western models of clinical care have to be adapted to Chines mix of private and public payment for health systems in ways that are significantly divers from the West. A significant role of a China location partner beyond assisting with incentives to help offset the costs of locating and establishing operations in China include assisting in finding new ways to navigate policy and the regulatory environment in a private-public partnership model that can assure economic viability, especially during the early years of establishing a new level of care and public awareness of both the health challenges that Sustain2 operations as well as how to get care costs support available through public assistance. Historically key to public-private partnership success in health care has been the strength the public sector has to direct is health expenditures into the private partner so as to assure the base revenue required to build strong solutions. The term ‘public-private partnership’ (PPP) describing a relationship in which public and private resources are blended to achieve a goal or set of goals is increasingly judged to be mutually beneficial both to the private entity and to the public. PPPs that incorporate—in innovative and creative ways—the deployment and use of government led initiatives have the power to improve the services that matter most to city and providence communities: education, healthcare in addition to transportation, economic development, public safety, and social services provide a strategic development framework for Sustain2. There is a growing acceptance in China that rather than simply cut back on these services in the face of budget deficits, or plow forward alone with aggressive development objectives, governments can work This has been modeled on a global basis as illustrated in a European the Living Labs PPP of city governments and private companies aims to create a user-driven open innovation eco-system where users live, work, study, play and entertain in a progressive multi waves of combined
