ohn Deere’s new premium XUV 865R Gator is the most comfortable model ever produced in the company’s popular cross-over utility vehicle range. This 23hp diesel-powered model combines the established high performance of the XUV 865M with a wide range of additional operator friendly features, including a luxurious cab environment. Standard specification includes a continuously variable transmission with on-demand four-wheel drive, power steering, fully independent suspension and an attachment-ready electrical system. JCB joins national call to action over ventilator shortage

JCB is poised to re-start production at a factory closed as a result of the Coronavirus crisis in order to join national effort to manufacture ventilators

J

CB is poised to re-start production at a factory closed as a result of the Coronavirus crisis in order to join the national effort to manufacture ventilators, the company announced today. JCB received a direct appeal from Prime Minister Boris Johnson earlier this month to help plug the national ventilator shortage and to help save lives of Coronavirus patients. Following the approach, JCB Chairman Lord Bamford promised to help in any way the company could and immediately mobilised a research and engineering team to examine potential ways to assist. Now JCB is ready to restart production at a factory which has been closed for nearly two weeks as a result of the Coronavirus crisis. But instead

of making cabs for JCB diggers, the plant is being mobilised to make special steel housings for a brand new design of ventilator from Dyson. A minimum of 10,000 of the JCB housings are earmarked for manufacture once Dyson receives regulatory approval for its design. The first prototypes of the housings have been delivered to Dyson after rolling off the production line at JCB’s £50 million Cab Systems factory in Uttoxeter, Staffordshire, which Boris Johnson visited during the election campaign. The factory fell silent on March 18th along with eight other JCB UK manufacturing plants after a fall in demand caused by the Coronavirus crisis. Mass production of the housings could start in a matter of days.

Today JCB Chairman Lord Bamford said: “When we were approached by the Prime Minister we were determined, as a British company, to help in any way we could. This project has gone from design to production in just a matter of days and I am delighted that we have been able to deploy the skills of our talented engineering, design and fabrication teams so quickly at a time of national crisis. This is also a global crisis, of course, and we will naturally help with the production of more housings if these ventilators are eventually required by other countries.” JCB’s response to the national call to action would see the return to work for around 50 employees affected by an extended company shutdown announced last week. JCB suspended production at its nine UK production plants until at least the end of April as a result of the Coronavirus crisis and furloughed the vast majority of its 6,500 workforce. The company is paying them 80% of their basic pay for the next month, regardless of what they earn. Employees returning to work to help manufacture the ventilator housings will be paid 100% of their normal pay.

Frontier Agriculture customer statement regarding Covid-19 Coronavirus Published 19th March 2020 Frontier’s number one priority will always be the health and safety of our colleagues, customers and those with whom we have contact during our normal business operations. We are actively and continuously monitoring the situation and basing our actions on the very latest advice from Government. These actions currently include a range of measures such as minimising the number of people at our sites, colleagues working from home where possible, implementing social distancing measures and self-isolating when necessary. We have also implemented service contingency plans in order that we can continue to deliver a service which is ‘business as usual’ albeit it with some changes to the way we operate. Our aim throughout this will be to deliver a full service and support to our customers. We will be reducing face to face contact wherever we can but most of our commercial colleagues are already equipped for home working and all are able to keep in touch with their customers via phone, email and video. Frontier agronomists will continue to field walk but face to face meetings may temporarily be replaced by a phone or even video call. Meanwhile, farm traders will still be monitoring the markets and trading grain with their customers. Our operations, logistics and admin team are implementing measures to ensure we continue to operate, especially as we enter the height of the inputs season. These are unprecedented times and we are all no doubt going to face challenges in the coming weeks and months. The most important thing we can all do is stay connected as much as we can as we adapt to new ways of working. Arable growers warned not to ditch multi-site fungicides as chlorothalonil deadline looms

W

ith the final useup date for chlorothalonil rapidly approaching, arable growers in the UK will need to switch to folpet to maintain effective protection against cereal diseases such as septoria in wheat and rhynchosporium and ramularia in barley. That is according to Andy Bailey, Fungicides Technical Specialist for ADAMA who advises that any fungicide treatments made after the 20th May cut-off date which would have included chlorothalonil should include folpet instead; not only to ensure crops are adequately protected, but also to protect single-site modes of action from mounting disease resistance. “In recent years, the efficacy of some of the principal wheat and barley ‘single-site’ SDHI, azole and strobilurin fungicides has been eroded by the development of resistant disease strains,” Andy explains. “Meanwhile, other active ingredients, including chlorothalonil, have been lost to regulatory restrictions, thereby making the effective control of key wheat and barley diseases increasingly difficult to achieve. Growers must therefore think carefully

about how they structure their fungicide treatments in the second half of the spring to ensure their crops remain properly protected.” Chlorothalonil has been the ‘go-to’ multi-site fungicide for many years but can’t be used beyond the 20th May after the EU voted to revoke its license. “The decision to ban chlorothalonil came as a huge blow to farmers in the UK, especially as our maritime climate makes crops particularly susceptible to fungal diseases,” Andy continues. “As a multisite fungicide which targets multiple metabolic sites within a pathogen, chlorothalonil has performed two important functions: providing effective disease control and reducing the risk of further resistance. With the loss of this popular fungicide there is a danger that, beyond the 20th May cut-off date, growers may choose simply not to replace the multi-site component of their crop protection programmes. “But that would be a dangerous backward step,” Andy warns, “as it would put crops at increased risk of infection and heighten the resistance risk for other modes of action.”

Mr Bailey therefore urges growers to switch to folpet as an alternative to chlorothalonil. “With folpet and mancozeb the only multisites currently registered, Arizona (500 g/L folpet) is the most efficacious option when it comes to replacing chlorothalonil. It is flexible enough to be used at T0, T1 and T2 (at a maximum individual application rate of 1.5 L/ha and a total application rate of 3 L/ha) to protect wheat against septoria and barley against rhynchosporium and ramularia. “Arizona also provides some activity against yellow rust in wheat – either as a standalone active or as a mix partner for straight SDHI fungicides – and offers the additional advantage of not interfering with the curative kickback activity of azoles: an important factor where active rust is present as it is important to maximise the speed of activity and the curative effect of the azole in order to combat infections effectively,” Andy concludes. Coronavirus: Advice for NFU members

The NFU’s policy and commodity advisers are working to provide up-to-date advice on the issues impacting members as a result of the Covid-19 outbreak

To support members with practical employment and health and safety related concerns around COVID 19, the NFU’s team of in-house legal professionals have produced this Q&A article which they are keeping up to date. This go-to resource is a useful outline of an employer’s responsibilities and obligations, with useful links to official guidance. Key workers There has been positive news on the access to labour front. The government has publicised its list of key workers which includes those involved in food production, processing, distribution, sale and delivery as well as those essential to the provision of other key goods (for example hygienic and veterinary medicines) with farmers specifically mentioned in DfE advice for parents. This is intended to address the problems that could have been caused if workers are unable to work due to closures of schools and nurseries rather than being unwell. It is important to highlight however, that if it is at all possible for children to be at home, without relying on those in at risk groups (such as grandparents, friends/family members with underlying conditions etc) then they should still be kept home even for workers in these sectors. Parents should also do everything they can to ensure

children are not mixing socially in a way which can continue to spread the virus. This means children should observe the same social distancing principles as adults. The NFU will provide further information once it has digested and reviewed specific details around this publication but this is welcome news. For clarity however, it is worth underlining that the list published today is about workers who can and who cannot send children to school. It is a positive indication on how the food supply chain is perceived by government but at this stage, it does not go beyond this in scope. We are in contact with government on this and will keep members updated. Business Rates Relief In the March Budget 2020 the Government announced they would be increasing the Retail Discount for Business Rates from 1/3 discount to 50% for eligible businesses with Rateable Values below £51,000. Further announcements in connection with COVID-19 have extended this to 100% relief for this period. They have also made further extensions to the scope of the discount meaning that other sectors such as hospitality and leisure can also benefit. The discount will also be for all businesses falling within these sectors regardless of rateable value. Small Business Grants For businesses which do not

have a valid insurance policy covering them for pandemics, grants of up to £25,000 per business will be available to bridge the cash flow and fixed costs gap. Eligibility so far known for these grants is that the business must be in the retail, hospitality or leisure sectors as described above and must have a rateable value between £15,000 and £51,000. The Budget announcement that all small businesses eligible for Small Business Rates Relief will be given cash grants of £3,000 has been increased to £10,000. This should apply to around 700,000 small businesses and is intended to help them meet ongoing costs. It is expected that these grants will be made available without delay. Coronavirus job retention scheme All employers in the country are eligible (small, large, charitable and non-profit), covering 80% of salary of retained workers up to £2500 per month (just above median income). Employers can top up salary. Paid in form of grants from HMRC for all people not working but are furloughed or kept on payroll. Cover cost of wages backdated to March 1st and open initially for at least 3 months with option to extend. No limit on amount of funding available for scheme. It also integrates with a readily downloadable app to offer users the option of saving and comparing jobs using just a mobile phone. “Q Companion is a really useful device for those who are doing a lot of loading and want to keep a track of the amounts they are lifting,” says Steve Hewitt, general manager, Quicke UK. using the device for a few months to measure the weight of the turnips he grows and sells. “We have farmers come to collect turnips from us at Hillfoot Farm near Coupar Angus. I use Q Companion to show them the exact weight I have loaded. We don’t have a weighbridge nearby, so it saves me a lot of hassle and gives my customers confidence that they have the correct amount,” he says. Concerns with overloading

I used to think that I could only get fourteen bales on a trailer but using Q Companion I can weigh each bale, so later in the day when bales are drying out I can often get fifteen or sixteen on a trailer which saves me a journey,” explains Mr Hynd. The device has a position monitor that shows the operator the implement height and angle reference. This negates the need to readjust the manual indicator rod when changing implements. It can also store up to thirty implements which can be calibrated for both weighing and position monitoring. “This device has countless applications and we are already receiving positive feedback from early adopters who are reporting innovative uses for it in every day farming tasks. We have profiled two users and there are videos on our website showing the ways they have applied Q Companion,” says Mr Hewitt.

ompetition laws relaxed to allow supermarkets to work together on coronavirus response The government is temporarily relaxing elements of competition law as part of a package of measures to allow supermarkets to work together to feed the nation. The move allows retailers to share data with each other on stock levels, cooperate to keep shops open, or share distribution depots and delivery vans. It would also allow retailers to pool staff with one another to help meet demand. The Environment Secretary George Eustice confirmed elements of the law would be temporarily waived in a meeting on 19 March with chief executives from the UK’s leading supermarkets and food industry representatives. The government has also temporarily relaxed rules around drivers’ hours, so retailers can deliver more food to stores, and is waiving the 5p plastic bag charge for online purchases to speed up deliveries. The support for supermarkets comes as the government and retailers continue to urge people to shop considerately and look out for their friends, family and neighbours. Environment Secretary George Eustice said: “We’ve listened to the powerful arguments of our leading supermarkets and will do whatever it takes to help them

feed the nation. By relaxing elements of competition laws temporarily, our retailers can work together on their contingency plans and share the resources they need with each other during these unprecedented circumstances. “We welcome the measures supermarkets are already taking to keep shelves stocked and supply chains resilient, and will continue to support them with their response to coronavirus.” Business Secretary Alok Sharma said: “In these extraordinary and challenging times it is important that we remove barriers to our supermarkets working together to serve customers, particularly those who are elderly, ill or vulnerable in all parts of the UK. “The temporary relaxation of competition law for the food sector will allow supermarkets to cooperate with each other to keep their shops staffed, their shelves stocked, and the nation fed. I am clear that we will continue to do whatever it takes to support business through this extremely difficult period.” Andrew Opie, Director of Food & Sustainability at the British Retail Consortium, said: “We welcome this important decision by the government to give retailers greater flexibility to work together to tackle the challenges posed by coronavirus. Retailers have been working hard to ensure shelves are stocked and this is an exceptional step taken by government to help retailers and their suppliers cope with prob-

lems that might be caused by widescale absences across the supply chain. “This is a short term measure, in the spirit of working together, and will allow retailers to agree common specifications for products to bolster food production, and co-ordinate certain operations to ensure customers anywhere in the UK have access to the essential items they need.” Legislation will be laid shortly to amend elements of the Competition Act 1998, which prevents certain types of anti-competitive behaviour. It can be relaxed in exceptional circumstances. This will be a specific, temporary relaxation to enable retailers to work together for the sole purpose of feeding the nation during these unprecedented circumstances. It will not allow any activity that does not meet this requirement. The announcement comes as the government confirmed today it would temporarily relax drivers’ hours rules to allow supermarket delivery drivers to meet the increased demand for home deliveries. The change to GB drivers’ hours rules, which will came into effect on 20 March, will mean delivery drivers are able to work slightly longer hours – helping supermarkets offer additional delivery slots, which is particularly important for vulnerable people and those staying at home during the COVID-19 outbreak. It will also provide extra capacity if drivers are unwell.

The Assurance scheme said it had made the decision in light of the rapidly advancing coronavirus outbreak, and government advice to avoid all unnecessary contact to minimise the spread of the disease. All inspections have been suspended from 20 March “until further notice”. In a statement to members, Red Tractor said: “As this health crisis deepens, we continue to review our policies daily to ensure that we have the right systems in place to protect the health of our members and their assessors, whilst protecting the integrity of the Scheme.
