BUILDING SUCCESS ONE YEAR AT A TIME

Henry Ford once said, “Coming together is a beginning, staying together is progress, and working together is success . ”

Here at the Harrisburg Chamber of Commerce, we are celebrating our 10th year of promoting business growth and development in our community. The Chamber grew out of the grassroot efforts of a few very dedicated volunteers, so we don’t have an exact or “official” starting date. However, it was sometime in 2013 that the volunteers came together, and as Ford stated, that coming together was the beginning!

Since that beginning, we have grown from a Chamber of a couple dozen businesses to one with 175+ members—and we’re still growing! It has certainly been a work in progress as we’ve continued to learn from our members about how we can best support them and promote their businesses and organizations within the community. We continue to evolve to adapt to the changing times, and this was never more evident than how we responded during the pandemic.

We’ll continue to do the same this year – We’ll grow and evolve to meet the demands of an ever-growing community, we’ll welcome new businesses into the fold, we’ll provide community events that connect customers and businesses, and we’ll work with all of you to make our business environment in Harrisburg a success!

We also continue to push the records when it comes to building permits. As of the end of November, the city had issued a whopping 907 building permits in 2022! That far exceeds the 422 and 492 issued in 2020 and 2021, respectively.

At the Chamber, we continue to work with our partners at the Harrisburg Economic Development Corporation (HEDC) to address this continued growth. This winter, efforts including a hotel feasibility study and a roads task force are underway, not to mention a new HEDC website that is under development. When completed, this website will help tell the story of Harrisburg and encourage new businesses and industries to check us out. We’ll also be working together to break ground and cut ribbons on some exciting new projects coming to town.

Henry Ford also said that if everyone is moving forward together, then success takes care of itself. On behalf of our more than 175 member businesses and organizations, we thank you for your support and for being an integral part of our economic success in Harrisburg. By working together and moving forward together, we are sure to experience continued success in 2023 and beyond! //

22% 907 6% SALES TAX REVENUE THIRD PENNY SALES TAX UP UP

Speaking of successes, check out our numbers from 2022. Year-over-year, our sales tax revenue was up more than $547,000 (about 22 percent), and our third penny sales tax (that’s revenue collected on certain expenditures like entertainment and alcohol) was up nearly $6,000 or about 6 percent! While there are multiple factors that drive those numbers, the bottom line is that more people are shopping locally and the amount of money being spent with our local businesses is increasing! Thank you, Harrisburg!

THE CONE ZONE LOOKING AHEAD TO

SPRING

Harrisburg’s capital improvement projects will be taking center stage this spring. Multiple major road projects, all within a three-mile radius of one another, are in progress or will be getting underway. No doubt, Harrisburg drivers will have their patience tested as they navigate the cones, barrels, and detours. It’s a good time to run through the upcoming road construction projects which will be affecting everyone in our community. Here are the Top 5:

THE CLIFF AVENUE & WILLOW STREET ROUNDABOUT

From the pandemic and supply chain issues to easements and problems ordering hard-to-find utility poles, the Roundabout construction at Cliff Avenue and Willow Street will begin in April after a two-year delay. This project will be most impactful to commuters. But it is necessary. More than 7,000 vehicles travel the intersection each day with the highest impact during morning commutes.

There will be two phases. First, Xcel Energy and other utility companies will begin the job of relocating their underground networks and utility poles this spring in advance of the project. Once construction begins, the intersection will be closed for the duration of the 2023 construction season. Detour routes are being evaluated along roads of similar capacity and will be shared with the public as the project develops. Completion is expected in 2024.

ROAD CONSTRUCTION

272ND STREET FROM MINNESOTA AVE TO CLIFF AVE

Road improvements will occur this spring along 272nd Street. The scope of the project is to pave the roadway in advance of the Cliff and Willow roundabout project. The project requires utilities to be relocated in advance of the project which is expected to occur throughout the rest of the winter and into the spring.

PROSPECT STREET FROM CLIFF AVE TO THE RAILROAD

This is a developer-driven project led by L.G. Everist, Inc. The project is open to traffic. What remains is lane striping and final restoration.

CLIFF AVE NORTH OF PROSPECT STREET

This is another developer-driven project led by the Dynamic Development team, who are the developers in the adjacent subdivision located on the east side of the roadway. The scope of the work includes widening Cliff Avenue from Prospect to the north about 2000 feet. Cliff Ave will be widened to a three-lane section with a center turn lane. The work is occurring under a development construction agreement between the City of Harrisburg and the developer.

ROADS TO THE NEW FRESHMAN ACADEMY ON CLIFF AVE AND 85TH STREET

Though the city of Sioux Falls is planning to widen Cliff Ave from a little north of 85th Street south past the school’s entrance, drivers will be affected in both directions. Four full lanes and a center median are planned.

It will be frustrating with so many main roads under construction at the same time, but it is important to look at the end result. Remember the before-and-after of Minnesota Ave/Highway 115? The city and the HHS students pushed through that two-year construction period and the new road made Harrisburg a much-improved community. Infrastructure takes months and years of planning and even more time during implementation. Everyone is in a hurry to be somewhere. But during this major construction season, stay alert, don’t overreact, keep the right attitude, and practice patience. I encourage you to reach out and ask positive questions that move our community forward.

CITY PLANNER PASSES AWAY UNEXPECTEDLY

A dedicated public servant who played a big role in the development of major Harrisburg city projects has passed away.

Michael McMahon died January 4 at his home. He was 70 years old.

McMahon was appointed the Director of Planning and Zoning for the city of Harrisburg in May 2013. He worked behind the scenes to promote Harrisburg’s growth and economic development. From drafting an ordinance to have chickens in backyards to writing complicated subdivision regulations, McMahon always had the best interest of residents foremost in his mind. He also put in a significant amount of time writing grants for the city. The Willow Street Trail, Hugh Robinson Park renovations, and multiple Safe Routes To School were all funded in part by the grants that Michael submitted.

He was dedicated to the city’s comprehensive plan and had just opened up the master trails plan before his passing. Harrisburg is a Tree City USA because of him. McMahon worked for the city for a decade and was planning his retirement this spring.

McMahon is survived by his wife Lois and two children, Robert McMahon and Angela (Andrew Myer) McMahon.

Services were held Friday, January 13 at Spirit of Peace United Church of Christ in Sioux Falls. //

A WELL-MATCHED PAIR OF TYPE ‘A’ PERSONALITIES

Dr . Michelle Jensen has suffered from a combination addiction-disease her entire life .

Fortunately, the worst symptom is the onset of crabbyness. Her husband, Mike Hoffman, knows that the best way to treat the symptom is to send her out to the horse barn. “I tease her that it’s like being married to an addict. If she doesn’t get her fix of horse time, watch out. She needs a little horse time in the morning or at night.”

Michelle is a licensed veterinarian and one of the partners at Dakota Large Animal Clinic in Harrisburg. “I like the dogs and cats part of our practice – in fact, I’m kind of a crazy cat person. But horses are sort of my love in life,” she said.

BUILDING HOUSES AND SELLING TRAILERS

Mike owns four Harrisburg-based businesses: Prairie Wind Trailers, Dakotaland Builders, Andy’s Self Storage and Tom Sawyer Adventures. He started Dakotaland Builders in 1998. “That’s kind of my base business that got me started doing different things. At one time, we had 36 guys on six crews, sub-contracting everything from starter homes to multi-million dollar houses. But we were primarily known as framing subcontractors.” Today, Dakotaland Builders is a general contractor, subbing out construction work.

Dr Michelle Jensen and Mike Hoffman at Prairie Wind Trailers

In 2006, Mike bought 29 acres on Highway 115 west of Harrisburg; and built his office and shop there in 2007. He also started Tom Sawyer Adventures in 2006, developer of the Tom Sawyer Addition in the western part of Harrisburg. He launched Andy’s Self Storage in 2008 and Prairie Wind Trailers in 2010. He also became president of the Home Builders Association of the Sioux Empire in 2009.

Prairie Wind Trailers sells a selection of new and used trailers – cargo, utility, gooseneck and dump. His affinity for trailers largely stems from two factors. First, his father was an over the road trucker, with both cattle pot trailers and grain hopper trailers. Second, in his construction business, he owned a variety of trailers. Much of his clientele today follows from his connections in construction.

“When Dakotaland Builders was at its busiest, we had six or seven forklifts, a semi and 10 pickups. We needed a full-time mechanic, so I hired Shane Caldwell and he had a following from his previous employer. His old customers kept coming to him because of his level of expertise.” They got serious about the trailer business, moving from repair to parts sales to new and used trailer sales.

Before getting into the business, Mike would not have imagined trailers are often an impulse buy. “Either someone has broken something or their wife has given them permission and they’re going to buy it before she changes her mind. Sometimes buyers are here waiting for us when we arrive in the morning. It’s not a normal day, but it’s also not unusual for us to sell three trailers by 8:15,” he said.

TWO TYPE ‘A’ PERSONALITIES

In 2008, in the midst of all this business growth, he re-met Michelle. Both graduated from South Dakota State University and they knew each other there, but didn’t date. They became reacquainted through mutual friends one night at the Crow Bar in Sioux Falls. While opposites often attract, in this case, Mike said they are both strong “A” type personalities. They knew what they wanted and acted decisively – they got married six months later in January 2009.

In addition to trucking, Mike’s parents owned ranches in the Fort Pierre area. Michelle grew up on a hobby farm outside Baltic, where her parents had a few stock cows and, not surprisingly, horses.

MOUNTING UP EARLY

Michelle’s horse addiction-disease started young. She was only 3½ when she insisted her mom continue to lead her around on a pony, even though mom was pregnant with her brother. When she was eight years old, her pony kept jumping out of the pen. The daughter-in-law of their neighbor had experience in three-day eventing (essentially an equestrian triathlon), so she encouraged

Michelle to try show jumping – and she continues to do show jumping today. She said her “addiction has reached a whole new level” because now she’s importing show jumping horses from Holland and Ireland.

Her life-long love of horses led her to pursue a doctorate in veterinary medicine. In 2001, she graduated from Iowa State University and went to work right away at Dr. Steve Tornberg’s Dakota Large Animal Clinic in Harrisburg. She became a partner in the practice in 2006.

The firm is widely respected for its care and knowledge of horses. In addition to local horses, equine owners from hundreds of miles away are referred to Dakota Large Animal Clinic. “We have a surgery suite for horses. Surgery on a horse is a big undertaking. It requires several people and big equipment. They’re delicate animals for as big as they are,” she said. The clinic has invested in other expensive equipment which many other vets don’t have. Dr. Tornberg has retired. Other partners in the firm are Dr. Nathan Earl and Dr. Jamie Zuidema.

Horses in their care run the gamut from a mini horse weighing less than 100 pounds up to a draft horse weighing 2,000 pounds. Some horses are backyard pets, some are shown in 4-H, and some are destined for the National Finals Rodeo.

Michelle owns several horses herself on the couple’s acreage between Harrisburg and Canton. She has two active show horses, a future show horse, a brood mare, a few retired horses and plenty of donkeys.

13 THE BRIDGE | SPRING 2023
Michelle Jensen has competed in show jumping for many years .

Mike said people might be surprised how many hours a veterinarian like Michelle puts in. He said, “When she’s on call, she can get a call any time of the day or night. They’ll call on Christmas Day. For the most part, she’ll gladly drop what’s she doing because of her love for the animals. She doesn’t say no, because it will be the animal that suffers.”

PARENTS GET THE CREDIT

Outside of work, Mike and Michelle enjoy riding Harleys. They’ve made trips to Arizona, Yellowstone and Colorado, plus normally have a trip to Sturgis on their calendar. Most of their riding, though, is day trips in the region. “We definitely get our fair share of playing in, but the majority of our time is taken up by these businesses,” he said.

They both give a lot of credit for their successes to great long-term employees. In addition, the couple shares an appreciation for their childhood experiences. “One of the things Michelle and I have in common is we have fantastic parents. They got our butts out of bed to build fence or work cattle or do whatever needed doing,” Mike said. “We credit a lot of our success to our upbringing,” Michelle said. //

SUGAR PALACE SATISFIES SWEET TOOTH

There is a new business in Harrisburg that will satisfy the sweet tooth for area residents

The Sugar Palace, located in the old Subway space, is the dream of Emily Studeman. The business will cater to a variety of customers. Emily has had years of experience of making cakes for special occasions such as weddings, anniversaries and birthdays; and she will continue to provide those services. Now that she has a store front, she will also be able to serve the customer who wants to pop in and grab a few cupcakes or wants to relax and visit with some friends as well.

“As a teen I worked in a bakery and fell in love with frosting. I made my first wedding cake for my English teacher. It was a big 4-tiered monster with cornelli lace all over it and fresh flowers,” Emily said. Since then, she has managed two bakeries and a deli prior to moving with her family to the Harrisburg area in 2009.

Emily and her husband, Jeremy, live in southern Sioux Falls and their three sons Gage, 17, Gavin, 15, and Grady, 12, attend Harrisburg schools. Now that the boys are older, Emily feels this is the perfect time to make the leap to open her own cake shop. She felt Harrisburg was the perfect place and the specific location is great for a shop like hers to be successful and a local gathering place.

For now, Emily will be wearing every hat to get the business off the ground with the help of her husband and her boys after school and Saturdays. As the business grows and the community embraces the shop, more opportunities will present themselves for additional staff.

To help facilitate growth, Emily’s passion for the business goes beyond just recipes and ingredients. “I have always liked making cakes since I was child. I love baking and making buttercream. Making cakes for people lets you help them celebrate a milestone in their lives,” shares Emily.

The family knows that there will be a lot of work ahead of them and they know many hours will be dedicated to make the business successful. “I am going from one artsy job to another while making my dream come true. My family is very excited and supportive of

this adventure. They have helped throughout the whole process from taste testing final recipes to the buildout of the shop.”

For now, Emily encourages customers to come in and check out the space, try a cupcake, cookie or brownie and just get to know more about the bakery. Hours are 10 a.m.-5 p.m. on weekdays and 9 a.m.-2 p.m. on Saturdays. //

SAFETY AND RESPECT FOR FIREARMS ARE TOP PRIORITIES ON TRAP SHOOTING TEAM

Learn respect for firearms and you’re less likely to act improperly with a gun

That’s one of the lessons Mike Albers and other members of the Lake Alvin Shooting Sports Association want to drive home to the young men and women who participate in the Harrisburg Tigers Trap Shooting Team. “Safety, proper gun handling and respect for a firearm are huge. In my mind, those are more important attributes than the marksmanship and having fun. If we teach kids about guns at a young age, there’s less likely to be accidents or shootings down the road.”

The Harrisburg Trap Shooting Team is a club sport made up of 125 young men and women in 7th through 12th grades from Harrisburg Public Schools and Sioux Falls Christian School. (The club is not a sanctioned school sport.) Support is provided by approximately 25 coaches and 40 additional volunteers from the community. To view a list of the team sponsors, see www.harrisburgtigertrapteam.com/sponsors. The Harrisburg team is the largest club in in the USA Clay Target League. In fact, Harrisburg had 158 participants last year, but Albers said that was too big of a group to handle. They decided the best method to limit numbers was to move the starting age up to 7th grade. Even with the change, they have a waiting list.

Practices are held at the Isaak Walton League on Mondays beginning in April. “We start with two weeks of practice, then have a reserve week in case we have to do some catch-up because of bad weather,” said Albers, who is the owner of Albers Electric. Practices are three to four hours. Then there are six weeks of competition done virtually – live shooting is done at a club’s regular site and scores are posted to the website, www.sdclaytarget.com. Anyone can go onto the website to follow league play; and the general public is welcome to watch practices or competitions at the Isaak Walton League.

Teams come together at the Aberdeen Gun Club over the second weekend of June for the state tournament. Nearly 2,000 youth participate.

20 CONNECTING THE HARRISBURG COMMUNITY
“Shots” of the 2022 Trap Shooting Team. Photos by Jon Klemme.

The Harrisburg team started in 2017 with 13 members. It grew to 55 youth the next year, then 90, 110 and, finally, 150, before backing off to 125 team members this year.

As a general statement, the number of hunters and sport shooters in the U.S has declined in recent decades. “When we grew up, we always had guns. We always went to Grandpa’s farm to shoot targets. We’d get the .22 and the shells while Dad and Grandpa sat in the shop and drank coffee,” Albers said. However, every generation in America is another generation removed from this type of farm or a rural experience. The trap team experience helps bridge that gap.

One of the benefits of shooting sports is the participant doesn’t necessarily have to be the biggest or fastest, which is often the case for many school-age sports. “As an individual you’re only competing against yourself. If you shot 10 out of 25 last year, that’s fine. That’s where you’re at. Then the next year, if you shoot a 12 or 13 average, you’re working your way up,” he said.

“Some kids go out and shoot a 23, 24 or 25 right away. Then they might fall off and can only shoot an average of 15. The kids get mad at themselves. It’s a humbling sport; you can be good two weeks in a row and then the next week, it’s like, ‘What did I do there?’ There’s a lot more mental concentration than you can imagine. Staying focused on what you’re doing is a huge, huge thing.”

According to the International Shooting Sports Federation, trap shooting is one of the three major disciplines of competitive clay pigeon shooting, which is shooting shotguns at clay targets. The other disciplines are skeet shooting and sporting clays. In trap shooting, the targets are launched from a single “house” or machine, generally away from the shooter. In skeet shooting, targets are launched from two houses in somewhat sideways paths that intersect in front of the shooter. Sporting clays includes a more complex course, with many launch points. //

In September 2022, a bond passed to address overcrowding at Liberty Elementary, paving the way for the construction of Elementary #8. With this new building, elementary zones in the southern end of the District will not have to be redefined, and Liberty students will have more equitable facilities. The current Liberty Elementary building will house Early Childhood programming within the Liberty zone. Elementary #8 is scheduled to be opened in the fall 2024 just to the west of South Cliff Avenue in Harrisburg.

As part of the most recent bond referendum, a new track will be built at South Middle School, scheduled to be completed in time for the spring track season in 2024. If bids come in as anticipated, the servery and cafetorium at SMS will be remodeled to accommodate a better flow of students during lunch hours.

Harrisburg School District Education Foundation was established this fall and has already received several contributions. To date, we have been given a number of generous donations from local individuals and businesses who share a passion for education and our teachers and students. Their donations will ensure the needs of students in crisis are met; new teachers will have funds to establish their classrooms; and the future of the Foundation will continue to grow.

The Harrisburg School District Education Foundation is the philanthropic partner of the Harrisburg School District. We support all schools, students and staff in the District by aligning charitable gifts with projects that need funding to provide enhanced educational opportunities. We promote excellence in education by forging relationships between the District, alumni, community and local businesses.

The Foundation is the vehicle that provides financial support for many areas of educational needs. With a focus on children, our goal is to provide funding for materials and experiences that amplify learning in the classroom and would not be possible through state funding.

ENDOWMENT FUND

Each year a portion of the fund’s average fair market value can be used to support the following six broad categories of interest:

An annual fund drive will will support immediate annual needs in three main areas:

STUDENTS TIE BLANKETS FOR ST. FRANCIS HOUSE

Approximately 75 Harrisburg High School students helped tie blankets for a donation to The St. Francis House of Sioux Falls. With fabric donated by First National Bank of Sioux Falls (Harrisburg branch), students worked in the high school and freshman academy libraries throughout a school day and ultimately completed 15 blankets. Students enjoyed treats plus hot chocolate also donated by First National Bank.

According to teacher librarian Eve Langerock, blankets were donated to St. Francis House because it opened its doors to many displaced guests from the Union Gospel Mission when it had a water pipe break. “We wanted to give back to a group that helps so many others in this community,” she said.

The St. Francis House is a transitional home for the homeless in Sioux Falls, providing an ecumenical ministry to the homeless. People of all races, genders and creeds are welcomed at St. Francis House.

DOPPELGANGER

While browsing one of those free advertising newspapers the other day, I came across a photo of a gal who looks exactly like my sister-inlaw, Angie. The engagement announcement identified the young lady as Inez and I was reminded once again that everyone has a twin. It is merely a matter of time before each of us encounters a lookalike along the road of life.

I was innocently singing along in the hymnal, without regard for rhythm and tone, when I noticed my twin had moved to town. Turns out she was a soloist. I was literally mobbed following the service with well-wishers complimenting me on my beautiful singing voice. Caught off guard, I did my best to recover enough to explain to each flatterer they had me confused with someone who could sing.

I’m not sure how it is with your Sunday gathering place, but at my church once they found out my twin could sing, they added her to the program as often as possible. This made blending into the woodwork in the back pew quite difficult for me. I even tried to just go with the flow. I decided to be gracious and accept the compliments without pointing out the obvious mistaken identity. This resulted in a manifestation of guilt and anguish on my part. Is there a commandment somewhere that states, “Thou shalt not accept compliments meant for others – especially in the house of the Lord?”

Eventually the emotional responses died down and were replaced by the physical. My twin sang her heart out and I sat in the back pew and broke out in hives. This was the solution that worked, as my twin and I didn’t look so much alike when my face was red and blotchy.

Today I can look back and smile at the lesson I learned in church. It’s uncanny how two people who outwardly appear so similar are miles apart in self-expression. I learned I should never leave home without a bucket, in case I need to carry a tune. My bucket reminds me it is a lot more fun to write about the absence of singing ability than it would be to sing about my inability to write!
