WELCOME From AGC San Diego Chapter President Austin Cameron Every two years, the Associated General Contractors of America, San Diego Chapter, Inc. honors the hard work and dedication of our industry with the Build San Diego Awards.

The project entries showcase the diversity in construction from entertainment, education, recreation, military, energy, tourism, bridge and road work, and institutional work. These projects, public or private, are an integral part of the region’s economy, and they represent the hard work of architects, engineers, and construction firms.

Communities will benefit from these projects for years to come as they provide infrastructure to our growing region, as well as services to the residents and visitors. Projects this year include transformations to iconic locations along with new structures to our city landscape. Each company should take great pride in what they have built for our city.

Heather is an 8-time Emmy award winning anchor for CBS San Diego where she anchors the Noon and 4pm shows.

She is a native San Diegan, and San Diego State grad who started her career here in San Diego, then to Access-Hollywood in Los Angeles. She briefly worked on-air in Arizona before coming back to her hometown.

Coincidentally, her first day on air in San Diego in 2003 was the day of the Cedar Fire.

Heather and her husband are busy raising two boys and they love cheering on the San Diego Padres and Gulls.

Logan Memorial Educational Campus

The Logan Memorial Educational Campus underwent a comprehensive modernization, aimed at transforming the existing Logan K-8 and Memorial Prep campuses into a unified, unique TK-12 “cradle to career” complex for the San Diego Unified School District. Spanning an impressive 300,000 sq. ft., the project encompassed extensive renovations and rebuilding efforts. Balfour Beatty was proud to serve as the Lease-Leaseback contractor for both Phase 1 and Phase 2, completing on schedule and within budget.

ARCHITECT: HMC Architects; STRUCTURAL: Saiful Bouquet Structural Engineers; CIVIL: Snipes-Dye Associates; MECHANICAL: MA Engineers, Inc.; ELECTRICAL: Johnson Consulting Engineers, Inc. The new three-story, 36,374 sq. ft. Student Services Building is centrally located on the Cuyamaca College campus providing a prominent entry to arriving students, staff, and visitors. The building is accentuated by new sustainable landscaping, dramatically cantilevered walkways, and a monument staircase hanging over the plaza below. Additional features include an innovative rooftop garden, glazed curtain walls, prefinished metal wall panels, exposed vertical concrete, stainless steel guardrails, stone veneers, and solid phenolic sunshades. The Student Services Center houses student services including a welcome center, financial aid, admissions, cashier, counseling, DSPS, MPR, EOPS, and CalWORKs. All photos below by Lawrence Anderson

PRIVATE WORK

The Prebys Innovation and Education Center is a four-story, 68,000 sq. ft. expansion to Sharp HealthCare’s existing campus, providing a contemporary office environment that inspires innovation, along with state-of-the-art training facilities and expansive gathering spaces. The project houses several distinct spaces, such as an auditorium, a fully equipped kitchen, a café, and four hospital simulation lab spaces, including OR, ICU, Patient, and Ward rooms, providing an immersive learning experience for healthcare professionals. The Innovation and Education Center allows Sharp HealthCare to offer quality care and programs that set community standards and exceed patient expectations in a convenient, costeffective, and accessible manner.

Santa Margarita River Conjunctive Use Project Facilities

In 2019, the Federal Government and the City of Fallbrook finalized a Conjunctive Use Project Settlement Agreement to define their mutual rights to water in the Santa Margarita River watershed. As part of the settlement, this $55 million project was built by the City of Fallbrook. It consists of an 8 million gallon per day groundwater treatment plant to remove iron and manganese, and a side stream reverse osmosis system to reduce total dissolved solids to match the quality of FPUD’s existing water supply. The project also included new distribution, storage, and pumping systems to manage this new water supply.

UC San Diego Extension of the Mid-Coast Blue Line Trolley

CONSTRUCTION

The Mid-Coast Extension of the UC San Diego Blue Line Trolley is a $1.2 billion extension of San Diego Metropolitan Transit System’s (MTS) light rail transit system. The project included 22 miles of new track, 8 bridges, 1 tunnel, two crossings over Interstate 5, major utility relocations, 13 traction power substations, 5 park-and-ride facilities, 14 miles of overhead catenary system, 9 transit stations, and improvements to the UCSD campus. This landmark project was completed on time, within SANDAG’s budget, and has been viewed as an example for the industry in how to effectively administer, execute, and deliver major CM/GC transportation projects. Civita Park is nestled in the middle of the Civita community in Mission Valley. It is a 14-acre, multi-level park, which cascades down to the center of the former quarry site. Creekside Park & Franklin Ridge Park are a part of the community’s extensive park network. Creekside includes elevated walkways, a children’s play area, seating, picnic areas, and an off-leash dog run. Franklin Ridge Park is located on a small sliver of land just North of Marquee at Civita with a shade structure and beautiful concrete seat walls stretching along generous portions of grass, allowing a cozy nook in which the locals can enjoy their surroundings, have a picnic, and walk their dogs.

UCSD Marine Conservation and Technology Facility CONTRACTOR: PCL Construction OWNER: University of California San Diego, Scripps Institute of Oceanography ARCHITECT: Safdie Rabines Architects

Rising prominently at the north entrance of Scripps Oceanography, the facility’s 53,000 gross sq. ft. campus hold the keys to marine preservation and understanding. The largest of the three buildings underwent a complete overhaul to accommodate a range of specialized spaces. These included separate and shared lab spaces for seven principal investigators, two teaching laboratories, and a support office. The MCTF is a canvas for innovation. Eleven collaborative research laboratories house the efforts of scientists, faculty, and scholars, in addition to countless other academic spaces.

City of Carlsbad Fire Station No. 2 Replacement CONTRACTOR: Barnhart-Reese Construction OWNER: City of Carlsbad ARCHITECT: Delawie

Built in 1969, Fire Station No. 2 was designed to house just one firefighter. The building was covered in wooden shingles along the roof and sides that were outlawed years ago because they are, ironically, a fire hazard. The Fire Station No. 2 Replacement project included demolition of the existing fire station, and construction of a new fire station in the same location. Barnhart-Reese constructed a temporary sprung structure apparatus bay and provided a modular home for temporary crew quarters nearby.

The new two-story station is 10,782 sq. ft., constructed on the same 0.42-acre site as the original singlestory station.

UNIQUE SPECIAL PROJECT

3 Roots Fit & Rec Center

CONTRACTOR: C&S Construction Services OWNER: Mesa Canyon Community Partners, LLC ARCHITECT: Carlos Architects, Inc. STRUCTURAL & ELECTRICAL: C&S Engineers, Inc. MECHANICAL: McParlane & Associates, Inc.

An integrated project delivery approach was embraced by key members from C&S Design-Build Team, Lennar Communities, Carlos Architects, and Dahlin to design and construct the Fit & Rec Center at 3Roots. The two-story, 16,292 sq. ft. state-of-the-art gym and private clubhouse co-managed by FIT Athletic and First Service Residential HOA exclusively serves residents of the newly developed Sorrento Mesa residential community by Mesa Canyon Community Partners, LLC (a Lennar, Shea Homes, and California West master developers collective). SWA Group Landscape Architecture Firm and Project Design Consultants worked in tandem with C&S Construction, resulting in a wellness space and social hub equipped with grills, lounge areas, a business center, fire features, and swimming pools.

Snapdragon Stadium

CONTRACTOR: Clark Construction OWNER: San Diego State University (SDSU) ARCHITECT: Gensler

Design and construction of Snapdragon Stadium delivered a state-of-the-art sports and entertainment venue for SDSU and the San Diego community that features best-in-class fan experiences and captures a look and feel that is uniquely local to the region. Through a collaborative design-build effort, the $310 million state-of-the-art stadium project was completed on time under an aggressive two-year schedule.

In just 17 months, the team progressed from schematic design through permitting while working through major design evolutions in response to university and community feedback. Construction began in 2020 and was completed on time for the start of the 2022 football season.

UNIQUE SPECIAL PROJECT Emergency Vehicle Operations Course CONTRACTOR: Hazard Construction Engr LLC OWNER: County of San Diego ENGINEER: Michael A. Slawson

The Emergency Vehicle Operations Course (“EVOC”) is located on a 40-acre site southeast of Otay Mesa Road and Alta Road in the region of Otay Mesa, San Diego, California. The first facility of its kind in the region, the purpose of this project is to build a facility that will enable local law enforcement agencies to teach their officers, cadets, and trainees how to safely and effectively operate law enforcement vehicles.

P-443 Pier 6 Replacement, Naval Base San Diego, CA CONTRACTOR: Manson Construction Co. OWNER: NAVFAC SW ENGINEER: WSP USA

The 78-year-old Pier 6 was replaced with a new single-deck general-purpose berthing pier. The new pier is 1,500 ft. by 120 ft. and consists of 516 24-inch prestressed concrete piles to support a concrete superstructure consisting of more than 17,000 yd³ of cast-in-place concrete. The new pier provides the required capacity to berth four naval vessels and includes new and updated mechanical and electrical utilities and appurtenances such as a guard shack, guard tower, electrical pads, high mast lighting, etc.

Additional work included installing precast concrete vaults, sewer vault, stormwater vault, and upgrades to existing electrical buildings.

Wildlife Explorers Basecamp at the San Diego Zoo

Pacific Building Group completed construction on the 3.2-acre Wildlife Explorers Basecamp (incl.

Komodo Dragons & Hummingbird Habitats) at the San Diego Zoo, the most complex endeavor in the SDZWA’s history! Encompassing four different bioclimatic zones with associated wildlife habitats and landscapes, Wildlife Explorers Basecamp creates an immersive environment that encourages Wildlife Explorers of all ages to encounter new species and develop empathy for wildlife. Children can climb rocks that appear aged and natural, explore caves, play in desert dry wash, step into a waterfall grotto that ripples over eroded bluffs, climb an ancient oak tree, cross a rope bridge, and explore a mixed, multilevel rainforest.
