Cannabis and the workplace?

A sobering thought Since the legalisation of the possession and use of cannabis for private purposes by the Constitutional Court, many concerns have been raised

As we reflect on the year, the very serious water crisis in Cape Town, Western Cape and the rest of country as a whole can’t be overlooked, as it created its own challenges. Cleaning and hygiene service providers faced a daunting period in having to maintain acceptable hygiene standards within a dwindling water supply environment.

The water-shortage situation resulted in a significant increase in the use of sanitising gels, foams and even wet wipes, as people turned to alternative means in order to maintain effective hand-hygiene routines.

The recent rains have since eased this issue to a certain extent, but hopefully this experience raised the awareness of the importance and crucial role that water plays in ensuring cleanliness in facilities.

Moving on to a more positive topic, the staging of the first ISSA Executive Summit in Cape Town was a resounding success as it brought together 155 of the industry’s most senior leaders from all over the country and several other African countries.

Due to popular demand, and for those who missed it, the decision was made to host another one-day International Accredited Auditing Professional certification workshop in Johannesburg at the ISSA Cleantex Africa 2019 expo scheduled for June next year.

With this, the final issue of the year, we at African Cleaning Review want to thank you for your continued support and wish you a safe and pleasant December holiday period. mployers want to know how they will ensure that people do not arrive at their place of work under the influence of cannabis, while employees fear they could be subjected to unsafe and unwarranted behaviour from cannabis-using colleagues who then attempt to blame the legal use of cannabis at home as their excuse and expect to be exonerated from their actions as a result. In this article, Michael Opperman, CEO of Omni Labour Consultants, explains that employers must ensure that they have policies and procedures in place to ensure that employees are sober at work.

It is imperative to clearly read and understand the judgment of the Constitutional Court in this regard.

Judge Raymond Zondo said he had “concluded that the limitation is not reasonable and justifiable in an open and democratic society based on human dignity, equality and freedom”.

He then made an order declaring the relevant provisions about the use of cannabis constitutionally invalid where it criminalises the use or possession of cannabis, in private, by an adult, for personal consumption. It is clear that private use is allowed, and the argument would be about when the use of cannabis is private.

To start with, ‘private’ would not mean any public place or place of work.

At the workplace, the Occupational Health and Safety Act (Act 85 of 1993) and Regulations 1031 section 2A would apply regarding intoxication.

According to section 2A, an employer should not permit anyone who is, or who appears to be, under the influence of intoxicating liquor or drugs, to enter or remain in a workplace. People in a workplace are not allowed to be under the influence of, or have in their possession, use or offer other people intoxicating liquor or drugs. Employers can only allow people who use medicine to perform duties if its side-effects do not constitute a threat to the health or safety of the employee or other employees.

Therefore, an employee, who is contractually bound to the employer during certain hours, has to adhere to the employer’s rules, regulations and policies in the workplace, including undergoing the same or similar sobriety tests for cannabis as for any other narcotic or alcohol-related transgression.

The most important aspect is that employers’ policies should embrace the concept of sobriety in the workplace.

There should be a zero-tolerance policy for any use of non-medical, controlled, mind-altering substances.

If recent usage can be determined by testing the employee, any employee entering the workplace with a trace of alcohol, cannabis or any other non-prescription drug would fall foul of company policy, as well as the regulations made in terms of the Occupational Health and Safety Act. The same or similar sobriety tests can, therefore, be conducted in the workplace for being under the influence of cannabis as with any other narcotic or alcoholrelated transgression.

Section 8(1) of the Occupational Health and Safety Act states that employers should provide and maintain, as far as possible, a working environment that is safe and without risk to the health of their employees. It is common cause that the enforcement of sobriety is reasonably possible.

The consequences for employers allowing someone to work with tools and interact with clients outweigh the risk of tolerating the use of cannabis at work or its presence in an employee’s system when at work, because the employer carries the risk if anything goes wrong.

However, safety is not the only possible motive for an employer to

have zero-tolerance for alcohol or unauthorised narcotics in the system of an employee at work. Other aspects of working when under the influence of any mind-altering substance include that it could affect an employee’s better judgement in terms of social transgressions, such as bringing the employer into disrepute when inappropriately dealing with a client.

There is also the possibility of miscalculating in terms of chemical dilutions, safety, accounting, stock and design, which could be regarded as not acting in the best interests of the employer, or negligence in performing designated duties.

The legalisation of the private use of cannabis, therefore, does not in any way exonerate employees from their duties at work, the policies applicable in the workplace and the legislation that governs misconduct as a result of being under the influence of cannabis at work.

ntrepreneur and Business Leadership SA CEO Bonang Mohale and Afrika Tikkun Capital have acquired a 25.1 percent stake in Gra-Tech (Pty) Ltd, Africa’s leading industrial chemical cleaning business.

The company provides essential maintenance services to a host of bluechip clients across Africa’s industrial sector. Clients include Eskom, Babcock, Hereaus, Hitachi, Alstom Power, Sasol, Sapref, Engen, Sappi, Mondi, Iscor, AECI, Kynoch, ArcelorMittal, PetroSA, Caltex and Steinmüller.

Mohale describes this latest investment, the fifth made through the 100 percent black-owned and 75 percent black-women-owned Serialong Trust since 2002, as a “vote of confidence in South Africa’s heavy industrial sector. It is consistent with my investment strategy – we want to get into more industrial, engineering, and infrastructure projects as these contribute greatly to economic growth”.

Africa Tikkun Capital is a joint venture with the Afrika Tikkun Endowment Trust, which was set up for the benefit of Afrika Tikkun NPC, the charity founded in 1995 by the late Chief Rabbi Cyril Harris and the late philanthropist and businessman Bertie Lubner.

Gra-Tech CEO David Nuttall said bringing in a businessman of Mohale’s stature and experience will sustain growth in the current tough economy, uplift its current staff complement and enable it to “build bigger and better relationships for the benefit of the

company and employees,” he said.

The services that Gra-Tech provides are essential to Eskom’s continued operations. Gra-Tech is the only African company that is authorised to conduct chemical cleaning on Level 1 plants consisting of boilers, heat exchangers and piping systems at the utility’s power stations. In addition, Gra-Tech was a key stakeholder in projects that saw the Return To Service (RTS) of the Camden, Grootvlei and Komati power stations.

Mohale said he would be actively involved in operations, driving growth, sustainability, corporate resilience, and transformation. He will leverage his 30-plus years in the private sector and extensive experience in the petrochemical industry to grow the business by expanding both the range of industries and the number of countries the business operates in.

industry news Diversey CEO to step down at end of 2018

D

iversey, a customer-centric global leader in the hygiene and cleaning industry, announced a transition of executive responsibilities.

Dr Ilham Kadri will be resigning from her position as Diversey’s chief executive officer effective 31 December 2018.

Effective immediately, Carlos Sagasta, Diversey’s Chief Financial Officer, and Gaetano Redaelli, Diversey’s Global President, Professional Division, will become joint deputy CEOs. In addition to their current roles, they will also be responsible for running the company on a day-to-day basis, until a successor is identified.

Showcasing best practices in African waste-management solutions

humani Industrial Equipment exhibited at the recent Wastecon 2018 exhibition, aimed at showcasing best practices in African waste-management solutions.

Victor Nemukula, director at Shumani, says that this year’s event came at a time when South African cities and municipalities continue to grapple with waste minimisation and landfill issues. Landfilling is the current and most common method of solid waste disposal in South Africa and the practice is not sustainable. Therefore, cities need to develop alternative waste-management solutions.

However, apart from landfilling, municipalities are battling with increased littering, which has become an environmental issue. To get the better of the problem, municipalities are looking at innovative technologies, such as road sweepers to solve the littering conundrum.

“We decided to exhibit the MACRO M60 road sweeper as it is the correct solution for keeping our city roads and streets clean at minimum costs,” explains Nemukula. “It speaks directly to metropolitan municipalities as well as authorities such as SANRAL.” With the MACRO M60, large volumes of dry waste can be collected.

Its 6 m³ hopper and 6 000 kg payload allows for long working shifts. “The machine also offers exclusive capability to sweep in unbalanced conditions like sidewalks. The system allows sweeping on bumps with no operator action required,” explains Nemukula.

The MACRO M60 uses a mechanical suction system. The waste is collected by the mechanical action of the side and central brushes, as well as the vertical loading conveyor.

The suction is only aimed at capturing the dust as soon as it’s raised up from the floor.

“Other features include the fourwheel steering, which gives the M60 excellent manoeuvrability in all working conditions; a fully adjustable, third front brush that allows sweeping of 180° to the left and right sides; and the ability to dump at heights between 1.1 and 2.3 m,” concludes Nemukula.

eading global manufacturer of deep-cycle energy-storage solutions Trojan Battery Company, announced during November that its current majority owner, an affiliate of Charlesbank Capital Partners, has reached an agreement with C&D Technologies, a portfolio company of KPS Capital Partners, for C&D Technologies to acquire Trojan.

The acquisition will combine two leading battery manufacturers with complementary product portfolios to create one of the largest energy storage providers with over US$1 billion in revenue, eight manufacturing facilities and a presence in every major region.

ilfisk announced the appointment of Steen Lindbo as new executive vice president for Europe, Middle East and Africa

(EMEA). He brings to the role more than 25 years’ international experience in the power-tool and hand-tool industry, working for the US-founded company Stanley Black & Decker.

Throughout his career he has filled several management roles in the Nordics, Europe and globally. Most recently he headed up the Handtool, Accessory and Storage Division for Stanley Black & Decker across Europe, Australia and New Zealand.

Drawing attention to a major worldwide hygiene dilemma

The challenge relating to accessible working toilets and safe drinking water is a major problem worldwide. With this in mind, World Toilet Day – an annual event to help bring awareness to the fact that billions of people around the world do not have access to safe, clean, and reliable toilets or water for bathing, cooking, and handwashing – is held this year on Monday, 19 November.

T

he theme this year is When nature calls, and, while a tad humorous, the problems related to accessible working toilets and safe drinking water remain a dilemma around the world. It is estimated that one in three people does not have access to a toilet or dependable ‘potable’ water supplies.

According to a joint 2017 report by the World Health Organization (WHO) and UNICEF, Ethiopia has the highest percentage of people in the world without access to toilets – about 90 percent.

India comes in second. An estimated 730 million people in India live without basic sanitation facilities, according to these organisations.

“World Toilet Day promoters are calling on everybody to become WASH (Water, Sanitation and Hygiene) ambassadors on 19 November,” says Klaus Reichardt, CEO and founder of Waterless Co., Inc. “The task of a WASH ambassador is to spread the word and encourage action.

The lack of clean, sanitary, and reliable toilets is one of the major reasons for disease and death around the globe.”

Dispensing with common chemical issues Matt Hayas, global product manager with Hydro Systems, the winner of the 2018 ISSA Innovation of the Year Award, describes the key features to bear in mind when choosing the right chemical dispenser and how to overcome typical dispensing problems that might otherwise negatively impact your business.

hemical dispensers can be a facility manager’s best tool.

Today’s advanced systems allow employees to prepare cleaning solutions more accurately, quickly and safely. They enhance productivity and limit chemical, water and energy waste, helping an organisation become more environmentally friendly.

However, if the appropriate dispenser is not selected – or if it’s not properly maintained – employees may face difficulties and potential impact on key processes, such as cleaning.

Common mistakes should not get in the way of the numerous benefits chemical dispensers provide. Most, if not all, dispensing problems can be solved or avoided altogether if there is proper education about potential issues and what to look for in dispensing systems.

Finding the right solution There are a handful of common chemical dispensing issues. However, there is almost always a simple solution to fix the problem. These include: • Changing water flow and pressure. Water flow and pressure can vary greatly, even in different areas of the same building or at different times of the day. Without a consistent and reliable source of water flow or pressure, chemicaldispensing systems may not draw the correct amount of chemical into the water stream. It’s crucial to invest in a chemical-dispensing system that can easily regulate the water flow and pressure through pressure-regulation technology.

This eliminates dilution variance and won’t allow the system to ‘lean-out’ or overdilute and impact cleaning results.

• Inaccuracy with multi-purpose chemicals. Using a multi-purpose chemical can reduce the number of cleaning products needed, thereby improving productivity and profitability. However, multipurpose chemicals require different dilutions for different uses to ensure effectiveness. For example, glass-cleaning will likely use a lean dilution while other tasks, like disinfecting, require a stronger dilution. To ensure a chemical dispenser dilutes each chemical properly, look for a unit that can produce multiple dilutions to fill both bottles and buckets. Selecting different chemical dilutions prevents inaccurate measurements that can result in ineffective cleaning, or even surface damage or residue.

• Chemical carryover. For dispensers housing more than one chemical, chemical-carryover is a potential issue. Certain chemicals can be incompatible with each other, even in small amounts. With very leandilution chemicals, a minor amount of another chemical can make a huge difference. For example, a sanitiser at a ratio of 256:1 in a spray bottle only requires 3.5 g of chemical in the entire bottle. To prevent chemical carryover, use a chemical dispenser with dedicated eductors or a select valve that has zero chemical carryover. Look for systems with technology that can channel incoming water to the

proper eductor and mete out the appropriate amount of chemical into the water stream to avoid product mixing and chemical carryover.

Choosing the right dispenser There are a number of general features to look for in a chemical-dispensing system to ensure reliability, durability and accountability. Whether you have a large facility that uses numerous chemicals or a smaller business that requires one or two chemicals, it’s best to find a dispenser with: • Easy-locking buttons. Locking buttons save time when filling large volumes, such as sinks or mop buckets.

• Advanced technology. Advanced and patented technology enables perfect dilution rates every time. For example, the EvoClean’s venturitechnology guarantees unparalleled dilution accuracy for multiple products, ensuring the correct amount of chemicals are dispensed consistently.

In the US alone, approximately 17 million workdays are lost per year due to the flu – many of which could be prevented by washing hands with soap1.

Implementing handwashing routines can boost employee satisfaction Knowing that everyone at work washes their hands properly would have a positive impact on the wellbeing of almost 8 in 10 full-time employees. While 4 in 10 would feel more comfortable and secure, 3 in 10 would feel more satisfied. Promoting

handwashing at work could even make employees happier (23%) and less stressed (14%), according to the survey.

4. Proper hand-hygiene can bring more customers and boost loyalty Half of respondents said that they usually notice when people don’t maintain proper hand-hygiene, and poor hygiene can be a critical dealbreaker in a buying situation. More than half of respondents said that they have avoided a food establishment because of the overall hygiene and the hygiene of the employees, and 1 in 10 have refrained from staying at a specific hotel or visiting the doctor due to hygiene concerns. While poor hand-hygiene can make a company lose a potential customer, proper hand-hygiene can in fact boost customer loyalty. Noticing that the staff at a restaurant have clear routines for handwashing would make almost half of the respondents more willing to eat there again.

Proper hand-hygiene was associated with being more professional (26%), more trustworthy (26%), more considerate of others (42%), and more conscientious (50%) – all of which are typically mentioned as keys to success in networking and sales.

To sum up, improved levels of hand-hygiene can work wonders for

productivity, employee satisfaction and sales. So what can you do to unlock the benefits of clean hands?

First of all, give hand-hygiene higher priority at work. Secondly, ensure that all employees have access to soap and water. Finally, promote regular handwashing among your employees – and don’t forget to let your customers know about it.

During his welcome speech, CINET President Peter Wennekes congratulated all the winners of the 2018 Global Best Practice Awards Program on their efforts to participate and showcase their companies to global PTC colleagues. In total, some 350 companies applied. Eventually, 150 companies were officially nominated and, of those, 45 were selected as finalists to conduct a 3-minute presentation to an international jury in order to profile their businesses. The awards ceremony included truly extraordinary companies that came from all over the world to compete for the right to be recognised as the best in the world of professional textile care.

Beijing Fornet Laundry Service, China and Fornet Nantong Factory & YCloset, respectively, won the overall awards for Retail Textile Cleaning and Industrial Textile Services. Serena Kilaguni from Kenya received a Special Award for Corporate Social Responsibility. The organisers of the Global Best Practice Awards, CINET, indicated that they are keen to nurture future participation from South African PTC professionals at the next event to be held in 2020.

Innovative dispensing system for OPL applications

T

he world’s largest independent manufacturer of proportioning and dispensing systems, Hydro Systems, won the 2018 ISSA Innovation Award. At the recent ISSA Show North America, EvoClean, the company’s venturibased, water-powered laundry dispenser for on-premise laundry (OPL) applications with three to eight chemical products, was announced the overall winner.

“The EvoClean is revolutionary because unlike other laundry dispensers, it does not require squeeze tubes. This drives dramatic reductions in service parts and maintenance costs,” said John Goetz, global product manager, Hydro Systems. “Once the unit is calibrated, its delivery performance is precise and it will not drift or under-dose chemicals due to squeeze tube wear. This gives laundries less downtime and the predictably clean results they expect with every wash.”

According to the Alliance for Water

Efficiency, water represents more than half of a laundry’s total operating costs. To reduce water and energy consumption, the EvoClean employs an eductor that restricts water flow to 0.5 GPM or 1.0 GPM (nominally) and forgoes the use of AC and DC motors, which require more power to operate.

The EvoClean is 50 percent lighter than other traditional peristaltic pumps and takes up less space within a laundry facility, leading to simplified installation and maintenance.

The system is available in four, six and eight product configurations for two flow rates and is compatible with Hydro Systems’ Total Eclipse Controller.

The Total Eclipse Controller features a 20-formula capacity and Auto Formula Select, along with a large LCD that displays formula names, dispenser status and various diagnostic reports. Users can access reports on product usage, costs

per formula, system settings and more through the controller.

Foaming up or liquid-soap dispensing?

On Monday 15 October many people celebrated Global Handwashing Day; a worldwide advocacy day dedicated to increasing awareness and understanding about the importance of hand-hygiene, and particularly, handwashing with soap as an effective and affordable way to prevent diseases.

S

oaps and detergents are essential to personal and public health, with specific reference to the simple ritual of handwashing.

A number of infectious diseases can be spread from one person to another by contaminated hands, including gastrointestinal infections, such as salmonella, and respiratory infections, such as influenza. Washing hands regularly is the single most important hygiene step in fighting the spread of pathogenic bacteria. In this article, Kimberly-Clark Professional* who partners with businesses to create Exceptional Workplaces* in order to make them safer, healthier and more productive, offers insight into the difference between liquid and foam soaps.

Soap has evolved from its ubiquitous bar form to liquid and foam options.

Liquid soap was not marketed until the 1970s, and foaming soap has only recently become popular. Public washrooms and business washrooms around the world now rely almost exclusively on liquid soap options because of their relative cleanliness, sustainability, ease of use, and cost effectiveness.

A word on liquid hand soap The US Centers for Disease Control and Prevention (CDC) recommends using liquid hand soap to minimise the risk of spreading harmful microbes.

However, bulk-soap-refillable dispensers are prone to bacterial contamination and research verifies that a Closed Soap System is the best choice to minimise this risk. A Closed Soap System utilises sanitary refills in a sealed unit and is closed off to foreign matter that can contaminate the soap.

The CDC sternly warns against adding liquid soap to partially empty soap dispensers – a practice referred to as ‘topping off’ – as it can result in contamination of the soap. Washing with contaminated soap not only defeats the purpose of handwashing but may contribute to the transmission of potentially harmful bacteria. From a productivity and logistics perspective, liquid bulk-fill soaps create more work for cleaning and hygiene companies.

With liquid soap setting the cleanliness bar very high, why then the need for foaming hand soap?

Fizzed up for foam As a matter of fact, foaming hand soap is an alternative form of liquid soap. Foam soap is an altered form of liquid soap that is infused with air to create a foamy lather as it leaves the dispenser; specialised dispensers are required to distribute foaming hand soap appropriately.

Soap has evolved from its ubiquitous bar form to liquid and foam options. Liquid soap was not marketed until the 1970s, and foaming soap has only recently become popular.

Liquid assets Liquid soap, when used correctly, has not been exposed to skin bacteria or other contaminants. As a result, crosscontamination is not likely to occur, providing you with a cleaner, more hygienic alternative. Additionally, several liquid-soap dispensers in the KimberlyClark Professional* series offer touchfree operation, reducing the probability of cross-contamination and spreading of pathogens to a minimum.

Furthermore, choosing an antibacterial liquid soap results in reduced bacterial growth on the skin even after washing, as a very small amount of the antibacterial ingredient remains on the skin after rinsing. Over and above the clear hygienic benefits of liquid hand soap, it also offers convenience, controls wastage and provides a pleasant user experience. Liquid soap contains a skinfriendly pH level, resulting in a gentle soap, making it a good choice for people with sensitive or dry skin types.

Foam soap is very similar to liquid soap in that it can be scented or unscented and can be formulated with antibacterial properties.

Let’s take a closer look at the specific benefits of foaming hand soap and how this product makes a measurable impact on environmental, financial, and sustainability decisions:

1. Environmentally friendly Because foaming hand soap is an altered form of liquid hand soap, less soap is used per handwashing session. It is also thinner and less likely to clog drains, which leads to less detergents and harsh chemicals ending up in the environment.

Additionally, foam soap does not rely on chemicals to create lather: forced air causes natural lathering, which helps foaming soap biodegrade faster than traditional liquid soap.

people and events Four big awards for Averda SA A national survey on waste-management companies in South Africa has awarded Averda South Africa with four category wins.

The 2018 PMR.africa Awards have recognised Averda with Diamond Arrow Awards in the Industrial Cleaning, Medical or Healthcare Risk Waste, and Hazardous Waste categories, as well as a Gold Arrow Award in the Non-Hazardous Waste category.

Respondents judged Averda on attributes such as the company’s compliance with regulatory requirements, environmentally friendly practices, and overall value for money.

Nilfisk hosts cleaning and infection control seminar Speaking at the seminar held during October at Nilfisk’s premises, presenter Marietjie Swanepoel said the event was aimed at various role players in the healthcare environment with the intent of creating awareness about Hospital Acquired Infections (HAIs) and the role that environmental de-contamination can play to assist in the prevention and control of these infections. “Although there is no scientific proof of the role

that environmental cleaning plays in the prevention of these infections, there are established links between the hospital environment and various pathogens”, said Swanepoel.

The alarming increase of HAIs has been the topic of many discussions, and general public perception often links the so-called ‘Superbugs’ with their personal experience in ‘dirty’ hospitals.

“Implementing quality assurance and

quality control programmes will assist in establishing a controlled systematic approach to the worldwide HAI problem.

It is, therefore, our responsibility as specialists in the cleaning industry to raise the level of awareness regarding hygiene and its importance in healthcare environments. The objectives of cleaning healthcare facilities should be constantly reviewed and this was the main objective of the seminar,” said Swanepoel.
