HOUSTON - Lisa Johnson born Frances Scott is a native Houstonian. She attended A.B. Anderson, Osborne and Bethune Elementary Schools. Her family moved to La Grange, where she graduated from LaGrange High School in 1983.

She also graduated from Mayo-Hill School of Modeling, studying Runway Modeling, Radio and Television Broadcasting. She is the founder of Fashion Impact Modeling Agency, The Justice and Freedom Committee for Ray A. Scott and Media Consumer Reporters of Houston.

Lisa wrote a Christmas story to set a mood for a wonderful Christmas blessing for anyone who reads it. Her invention, “A Magical Christmas Story with Mattress Mac the helping hero of Houston,” was stolen and put on the market and she never received a penny. Nevertheless, she has taken her experience and put a magical twist on it, which makes the story the Best Christmas wish ever! She was encouraged by all of the community work Mattress Mac has done and continues to do throughout the Greater Houston area.

Lisa is a mother of six children, Brittney, Brandon, Breonna, Byron, Bryce and Bradley.

Roadmap to Freedom and a Culture of Achievement

W

hen the great Civil War began in America, April 12, 1961, there were about nine-million people in the South. Four -million of the people were Black-people of African descendant. Fully half of these were Black men.

Prior to the Civil War, the United States Supreme Court had ruled in the Dred Scott Decision that no Black man, slave or freed could be a United States citizen…no Black man had any rights that a White man was bound to respect… furthermore, that Congress could not abolish slavery.

Almost every Black man could be expected to be sold as property at least once, often multiple times.

Families were separated and the slave father could not protect himself, nor his family. Slaves could not legally marry as full human beings.

Black men could not adequately protect and secure their children and families.

Nevertheless, tens of thousands of Black men struggled to secure

their bodies and protect their families. Black men and women were abolitionists before there was an abolitionist movement.

Frederick Douglass was an abolitionist when he fought his master and escaped to the North.

Over 150-years later, Ta Nahesi Coates revisits the issue of the difficulty for Black men to secure their bodies and the bodies of their Black sons.

150-years later, in this great nation 1 out of every 4 Black men are ensnared by the criminal justice system - jails, penitentiaries and probation.

Hundreds of movements such as, My Brothers Keepers and Ultimate Enrichment, are challenging the institutionalized racism and the self-destructive behaviors that are re-enslaving millions of Black men.

In this hour of trial, millions of Black people are trying to secure their families, holding on and pressing forward toward the mark.

Thus, we secure our families, never abandon our children and create a meaningful future that draws on the inspiration of the ex-slaves that had an emancipation vision.

On January 1, 1863 slaves in the rebel states, were declared free. This declaration included Texas but did not become reality until June 1865. The burning question to ask is, “Have the ex-slaves mentally declared themselves

free?”

We MUST Understand

Checks & Balances?

ormer President Theodore Roosevelt spoke these words at his Inaugural Address in 1905. Over a century later, America still leads the world as one of the greatest nations in it.

This is one of the reasons why the latest actions of Donald Trump, has the country in a complete tailspin.

In an act of desperation, Donald reached out to Ukrainian President Volodymyr Zelensky for help with investigating the family of former Vice President Joe Biden, who is the current top Democratic contender.

Undoubtedly, threatened by his chief rival that he won’t have long to sit in his seat, Donald was recently hit with a “whistleblower’s complaint”.

As a result of his latest tactic, Speaker of the House Nancy Pelosi launched an “impeachment inquiry” against him. Although he dismissed the inquiry as “Witch Hunt garbage”,

the fact remains that he has once again disgraced the Office and our Nation.

We MUST Understand in the early formation of the United States, the founding fathers attempted to establish a governmental system which would be fair and would also protect the individual freedoms of its citizens.

By the year 1787, leaders had incorporated the three separate branches of government: executive, legislative and judicial.

This incorporation was designed to promote the “checks and balances” system. As James Madison once said, “The accumulation of all powers, legislative, executive and judiciary, in the same hands, whether of one, a few, or many, and whether hereditary, self-appointed, or elected, may justly be pronounced the very definition of tyranny.”

At one point, it was beginning to look like the “checks and balances” system was doing more to enable Donald in his folly, rather than rectifying it. At the center of it all lies Majority Leader of the U.S. Senate, Mitch McConnell. As the Republican leader, McConnell is and always has been the key to the problem in the Senate.

It was his ultimate responsibility to hold the head of the Republican party accountable for the many indiscretions he has committed against the Office and the American people.

Nevertheless, with the impeachment inquiry finally underway, we will just have to wait and see what becomes of it. - AANI

Make Climate Change the New Civil Rights Battle

E

very Democratic Presidential contender is falling over each other to wear the mantle of top climate change warrior.

With a few tweaks mainly involving how much to spend and what timetables to slap on implementation, their plans pretty much boil down to the same things.

They want carbon caps, total emphasis on alternative energy sources, end to fossil fuel subsidies, bans on drilling on public lands, signing the Paris Climate Accord, and so on.

Democratic presidential contender Julian Castro took it one step further.

He calls the fight to counter climate change what it is and that’s a civil rights battle. It is that and for good reason. Long before climate change became the global threat that it is, Trump and the climate change deniers notwithstanding, it had another name.

That name tells much about the titanic battle ahead against the environmental savaging of the planet. The name it was called then was environmental racism. It was an apt term because the major victims of dirty and unhealthy air and water then as now are the poor,

Blacks and Hispanics, in inner city neighborhoods.

In 2002, the issue of the environmental rape peril was rammed on the nation’s public plate when then-President Bush announced his Clean Sky Initiative. The problem was it would not clean the skies but dirty them further. It allowed corporations to dump tons of more toxic pollutants in the air, delay or exempt enforcement of smog and soot pollution standards and gut EPA pollution enforcement powers. Though the initiative stalled in Congress, Bush did an end around and used an administrative order to weaken enforcement.

That virtually assured that Blacks, especially poor Blacks, would breath dirtier air. This has had dire health consequences.

The Centers for Disease Control and Prevention repeatedly warned that Blacks are more likely to live in neighborhoods with higher air pollution levels and suffer higher rates of respiratory and blood ailments than Whites and suffer more deaths.

The Bush administration defended its contempt for the lungs of the poor by saying that race should not be an issue in the battle against toxic pollution, and that it will protect all groups against environmental damage. But studies even then, found that Blacks were more than twice as likely as Whites to live in neighborhoods where pollution posed a severe health hazard.

Despite the severe

health risks that toxic damage poses in these neighborhoods, the residents received very little attention or support from environmental groups.

Black residents in some cities screamed just as loudly as Whites, middle class homeowners and urban conservationists about hacked up parkland, toxic dump sites, waste incinerators, garbage dumps, recycling centers, contaminated sewage sites and power plants in their backyard. They label this racially warped policy, “PIBBY” or, put it in Black’s backyard.

In a milestone report on race and toxic wastes in 1987, the Commission for Racial Justice, a church-based civil rights advocacy group, revealed Blacks are far more likely than Whites to live near abandoned toxic waste sites, waste landfills and sewer treatment plants.

They prodded former President Clinton in 1994 to issue an executive order directing federal agencies to intensify efforts to determine the harm toxic waste plants and sites wreak on urban communities.

A decade later, the Government Accounting Office found that all the offsite hazardous waste landfills in most Southern states were situated in or in close proximity to Black neighborhoods.

This environmental racism outraged Black environmental activists.

The environment assault continued. The GOP, and major polluting corporations tossed

more pollutants into the air and water. The courts didn’t help. Residents in poor, highly toxic neighborhoods can sue polluters under the 1964 Civil Rights Act, but they must prove intentional discrimination. This is virtually impossible to prove. The Supreme Court has ruled that private citizens can’t sue to enforce federal environmental regulations that ban discrimination.

The EPA has moved with glacial speed to investigate complaints of environmental pollution and has been even more reluctant to take strong action against polluters.

Trump has done everything he could to hamstring the EPA while busily green lighting the open of public lands to drilling.

The damage from official neglect of the problem has been profound. Toxic eyesores disfigure Black neighborhoods, degrade property values and discourage public and private investment in those neighborhoods, and that in addition to the grave health risks that toxic pollution poses to the residents.

Corporate and industrial polluters get away with their toxic assault on low-income, neighborhoods by skillfully twisting the jobs versus environment issue. They claim that the choice is between creating more jobs and business growth and economic stagnation.

This has been practically Bible verse for Trump and climate change and environmental damage deniers.

HOUSTON - Last week, African-American News & Issues was privileged to sit down with the first African-American female to serve as Interim Superintendent for the Houston Independent School District, Dr. Grenita Lathan. Publisher Roy Douglas Malonson immediately begin in on the “Good Doctor”.

“Give it to us straight – what’s going on over there,” he asked in reference to the nation’s eighth largest district. He continued, “We want the good, bad and ugly; now tell us what you have been able to do within the last year over there…” Dr. Lathan did not hesitate to begin listing the many achievements the District has accomplished under her leadership.

Raising the Bar At the top of the list of achievements for HISD, is its recent rating by the Texas Education Agency (TEA). Overall, HISD earned “B” rating under the state accountability system for the 20182019 academic year, with 92 percent of its schools earning a passing grade.

With a grade of 88, nine campuses exited from the state’s “Improvement Required” list to “Met Standard”.

Most impressively, Kashmere High School earned a “C” rating from the TEA for the 2018-2019 school year. This is no small victory for a school which has remained on the TEA’s “struggling list of schools for eight consecutive years.”

According to TEA ratings, “Fifty-seven HISD campuses earned A’s, 78 earned B’s, 86 earned C’s and 29 earned D’s” – “D” is the minimum grade of which a school may receive a passing rating.

But that is just the beginning. HISD has implemented several new and innovative approaches

According to the District, “Students who attend pre-K in the 20192020 school year will benefit from engaging, age-appropriate, handson instruction, as well as:

Additionally, Hillard and Oates Elementary Schools are implementing pre-K for the first time.

CTE certification is a major step in the right direction for students to develop a trade early in life.

Training Young Minds Early Understanding the dire need to begin training young minds early in order to produce positive leaders in the future; HISD has expanded to offer free, full-day pre-kindergarten programs at schools across the district. This effort will work to “provide more three- and fouryear-old students with the opportunity to attend a

high-quality teachers in every classroom; optional bilingual classrooms; after-school care (available at some campuses); new furniture and instructional materials in every classroom; support to address mental and physical health, food and housing needs and parent education classes.”

To that regard, a total of 12 elementary campuses will be expanding pre-K classrooms for a total of 38 pre-K rooms. Those campuses include, Neff Early Learning Center, Isaacs, R. Martinez, Rucker, Love, Browning,

in preparing students for life after education.

As such, its Career and Technical Education (CTE) certification platform has increased to over 2,000 student CTE certifications in the 2018-2019 school year – opposed to 700 students obtaining certification in the 201718 school year.

This year, the Interim Superintendent announced that, “CTE programs will be expanding to nine high schools throughout the district; including the addition of a graphic design program at Waltrip High School, a cosmetology

force of America. Having a trade, with experience in the industry will help to ensure many high school students are able to secure gainful employment and/ or competitive salaries after graduating.

No Child Left Hungry This year, HISD’s Nutrition Services has continued to offer free breakfast, lunch and dinner to students. According to HISD’s News Blog, parents are no longer required to complete the free and reduced-price meal application. Instead, parents are asked to complete a socioeconomic information

form. The data retrieved will help determine the amount of federal funding that will need to be disbursed to schools, as well as, a “performance indicator for student achievement”.

Ascending to Men & Resilient Outstanding Sisters Exemplifying Success (ROSES) HISD launched its Ascending to Men Program in the 2018-19 school year. The program was designed to provide, “positive role models, resources and advocates for students who need guidance, opportunities for growth and success in a variety of areas”. In addition, it seeks to support student’s academically, emotionally and socially.

From the positive impact Ascending to Men has had on young males in the district, the Interim Superintendent recently announced a sister mentorship program designed to support young females - Resilient Outstanding Sisters Exemplifying Success (ROSES).

Like Ascending to Men, ROSES seeks “to provide positive role models and advocates to underserved young women who need guidance and opportunities for educational, social, and professional growth”.

Currently, nine hundred students from 30 schools have been identified and personally invited by the Interim Superintendent and Assistant Superintendent of Equity and Outreach Kenneth Davis to participate in the program.

MISSOURI CITY MCTX City Manager Anthony J. Snipes has been selected by the National Academy of Public Administration for inclusion in its 2019 Class of Academy Fellows, in recognition of his years of public administration service and expertise.

Induction of the 51 new Fellows will occur during the Academy’s annual Fall Meeting, to be held Nov. 7 - 8 in Arlington, Virginia.

In sharing the news with City Council Members recently, Snipes said: “I’m excited to share with everyone that I was informed today that I was elected to be a ‘National Fellow’ of the National Academy of Public Administration.

There were fifty-one individuals from across the country selected and we are privileged to join an elite group of 900 Academy Fellows across the world. I am very humbled by this accomplishment, and extremely proud to serve the residents of the City of Missouri City.”

He added, “Most of the Academy’s Fellows are individuals such as gover-

nors, Congress members, professors, deans and other dignitaries, however, there are not many City managers who are a part of the organization. So, I’m very happy about that designation.”

Snipes is a veteran municipal administrator whose career spans more than 20 years and he is CEO of Operations in Missouri City, a dynamically diverse and commercially thriving community of 74,497 located in Fort Bend County.

His career spans oversight in strategic initiatives that involve budgeting and performance management, public/private partnerships and organizational development.

He joined the “Show Me City” on Dec. 1, 2015, after being unanimously appointed by City Council to become the municipality’s seventh chief administrative officer. He oversees about 371 fulltime employees and a combined annual budget of more than $139 million.

Before joining Missouri City, Snipes was a municipal executive in Dayton,

Ohio; Fort Worth and Austin.

Highlights of his leadership in the “Show Me City” include: managing the completion of the largest ever debt refunding by eliminating $79,695,000 of debt, saving the citizens $10.7 million in interest during the life of the bonds - the single largest transaction and savings the City’s ever managed; initiating a High Performance Organization (HPO) framework, introducing all teams to a work culture based on the decisions and leadership of employees across all levels; developing a Business Plan model; launching a Community Walk, Talk and Ride Tour to connect first-hand with the citizens and learn about their issues of interest; managing creation of the City’s first 501c3 Missouri City Parks Foundation and launching the conceptual planning and design of an expanded complex to feature a Veteran’s Memorial, public art, a performance venue and other specialized landmarks.

HOUSTON- Recently, Reverend Rhonda Rogers of Houston became the new Deacon at St. Francis of Assisi. She was ordained at a special ordination service at Christ Church Cathedral.

Rev. Rogers was welcomed with a special luncheon reception following her first sermon on September 1. Canon Joann Saylors from the Diocese of Texas celebrated the Eucharist. Rogers prepared for her service with enrollment and graduation from the Diocese of Texas’ Iona School for Ministry. Rogers will be consecrated to the priesthood in January 2020 with a special service at St. Francis of Assisi.

As the bi-vocational leader, she will provide outreach service to members and engage in programs and activities that enhances the spiritual growth and development of the members. She will also support a college ministry at Prairie View A&M University.

In her middler year at Iona, she was assigned at St. Stephen’s in Liberty, for her field education experience. She is currently completing her senior field education assignment at Holy Comforter in Spring. She was a member of Trinity Midtown after moving from Rochester, NY in 2010.

She served there in various roles including Verger, LEM, Junior and Senior Warden, and led Evening Prayer for the Lords of the Streets (LOTS) ministry.

Reverend Rhonda is the Chaplain for Union of Black Episcopal Reverend John D. Epps Chapter. She is also a member of the Commission on Black Ministry, and the Province VII Anti-Rac-

ism Committee.

She completed Education for Ministry (EFM) in 2003 and was an EFM mentor for two years.

In Rochester, Rhonda was a member of Christ Church. She served as Warden, Church School Coordinator, Acolyte, Sub-Deacon, Thurifer, and Sastoral Visitor. She was also a member of Standing Committee and the Anti-Racism Committee and an adjunct trainer for Congregational Development Institute in the Diocese of Rochester.

Rogers holds a Bachelor of Science in Chemical Engineering from New Jersey Institute of Technology and retired in 2016. She worked for Mobil Chemical and ExxonMobil Chemical for over 38 years in various positions including, process and product development, technical advisor and several management positions. In addition, Rhonda led employee training for Organizational Development, Diversity and Inclusion at Mobil Chemical.
