Stephen L. Williams HOUSTON - Government administrator Stephen L. Williams was born on June 10, 1956, in Waycross, Georgia to Loretta Williams and Rosebud Smith, Sr. Williams graduated from Waycross High School in 1974, and earned his B.A. degree in sociology and social work from Huntingdon College in Montgomery, Alabama in 1977. He went on to receive his M.Ed. degree from Auburn University at Montgomery and his M.P.A. degree from Baruch College, City University of New York, through the National Urban Fellowship program.

Beginning in 1995, Williams served as an administrator of public health and deputy director of Travis County’s Health and Human Services and Veteran Service Department in Austin, Texas. He became the director of public health for the Houston Department of Health and Human Services in 2004. Under his administration, the department launched community outreach programs such as Project Saving Smiles, which provided oral screenings to elementary school students; See to Succeed, which partnered with private organizations to provide children with eye exams and glasses; and Assessment, Intervention, and Mobilization (AIM), a door-to-door responsive services program.

Honoring Congresswoman Barbara Jordan & Commissioner El Franco Lee

I

am proud to announce the passage of legislation to name two of our roadways after two great Black leaders who were taken from us too soon, Congresswoman Barbara Jordan and Commissioner El Franco Lee. Together, these two leaders made numerous contributions to our community, city, state and nation.

Congresswoman Barbara Jordan was a native

POLITICS Houstonian, a national champion debater at Texas Southern University, the first African-American elected to the Texas Senate since Reconstruction and to US Congress to represent Texas. As a member of the Texas Senate, she fought for poor and minority communities, worker’s compensation and election reform.

As a member of the US Judiciary Committee in Congress, she was thrust into the national spotlight when she delivered her opening statement on the Articles of Impeachment against then-President Richard Nixon.

In 1976, Congresswoman Jordan was the first woman and African-American to deliver the keynote speech at the Democratic National Convention. To this day,

her keynote speech is still ranked as one of the top speeches ever delivered.

State Highway 288 from Beltway 8 to Cleburne Street will be named the Barbara Jordan Memorial Parkway in her honor.

Like Congresswoman Jordan, Commissioner El Franco Lee was born in Houston, grew up in Fifth Ward, and attended both

Court, Lee served three terms for District 142 from 1979-1985 in the Texas House. Texas Monthly Magazine named Lee the Most Underrated Legislator in 1981, due to his soft nature in laying out bills, working effortlessly across the aisle and quietly adding amendments to his bills on the House Floor.

As Harris County Commissioner, Lee was instrumental in revitalizing and repurposing parks, hosting numerous programs to serve inner-city residents and created the Street Olympics - a summer program for youth across the county to compete in popular games and activities. Also, he was instrumental in deploying satellite health care clinics at county-run facilities in the Fifth Ward, Third

Ward, Kashmere Gardens and other minority communities. To remember Commissioner Lee’s contributions, I sponsored HB 635 to name US Highway 59 between 610 Loop and I-10 as the Commissioner El Franco Lee Memorial Highway.

Congresswoman Barbara Jordan and Commissioner El Franco Lee were incredible leaders, legislators and activists. They never forgot where they came from and why they served.

I am proud to sponsor HB 519 and HB 635 to name these two roadways in their honor. There will be a ribbon-cutting ceremony for these two roadways at a later date. I hope you can join me to honor our Black leaders.

LETTERS TO THE EDITOR Let’s Not Forget!

Oftentimes, we tend to forget the good that a person does. Usually the negatives are remembered long after the positives. In recent months, this has been the case for the Honorable Sylvester Turner, the proud Mayor of Houston. Let’s not forget when the Harvard graduate and native Houstonian took over as Mayor, he inherited an unbalanced city budget. Let’s not also forget that within months Turner was able to balance the City of Houston’s budget.

Let us not also forget that in the first months as Mayor of the third largest city, Mother Nature sent Hurricane Harvey. Mayor Turner quickly put on his boots and rain gear to join first responders, police, firefighters and volunteers to help those in need. Bro. Turner spoke out first to get help to various apartment complexes on the Northside. He also hurriedly made contact with the powers to be and got Houston the necessary federal funding and items needed to cope with Hurricane Harvey such as food, shelters and temporary housing.

Let’s not forget it was Mayor Turner who also provided the homeless community with protective individual shelters. May I ask this question to Mr. King, Buzbee and Boykins - Where were you?!!?!? Especially, Mr. Boykins, who also served as City Councilmen under former-Mayor Annise Parker and was quiet as a mouse and basically supported all of her endeavors. To candidates King and Buzbee, you don’t know how you would have handled Houston’s budget crisis or Hurricane Harvey because you were not running the City, but Mayor Turner was then and is still now leading the City. He even asked City Council to consider awarding contracts to minority businesses.

Let us remember the firefighter issues existed long before Mayor Turner was elected. So, that means they had pay raise issues with several other mayors before Turner, but just because of who he is and what he is, they “the firefighters” are wanting to blame Turner and only Turner for their problems. Let’s not forget, it was this Acres Home native son who went on the limb to sponsor a community concert with all proceeds going to help Harvey victims. It was Turner who brought the City and community together with his campaign theme: “If you can dream it, you can achieve it.” After all, Mr. Turner also served as Texas State Representative for years. As history is repeated Jesus Christ did all the good He did, and was talked about. So did Dr. King, President Obama and Nelson Mandela, who all did a lot of good but were also talked about. So, then when Mayor Sylvester Turner continues to do “good” for all Houstonians, he too will be talked about and criticized.

To date, Mayor Turner has done many good things for Houston during his first term, such as tackling the infrastructure throughout the City and establishing a train from Houston to Dallas, former mayors have spoken about exploring these ideas, but this second African-American mayor has turned these dreams into realities. Let’s not forget also that Turner has joined forces with a local rapper to bring back “Astro World.” So instead of criticizing the Mayor, join him and support his second-term dreams. Babies, age 3-6, when picked on, will tell you to “leave me alone.” Let’s not forget Mayor Turner’s “good” and leave him alone! Pray for him… D.E. Daniels, Houston

ecently, while browsing the internet I was impressed to see a young man express the truth about integration as it relates to the Black community. So, since my series on Accountability has come to an end, I have decided to begin another.

In this next series I will be addressing the Truth About Integration. I believe it is important for us to know Our Story and to teach Our Children and Their Children the truth about what has been done to Our Communities. Because some people think integration was the best thing invented since Mom’s Apple Pie but this couldn’t be further from the truth.

However, in order for us to best understand the truth about integration, we must first understand what it is or what it was.

into these United States.

Africans were brought to this nation as slaves and endured oppression for over 400-years - serving under Whites, relenting to their every beckoning call and command.

Once this dark part in history was abolished, Blacks were still subject to White supremacy. Blacks continued to be marginalized through measures of Jim Crow laws and segregation.

Fast forward to May 17, 1954, the date the Supreme Court declared its landmark decision in the, Brown v.

Board of Education case. This ruling set the statue in place that separate schooling of Black and White children was inherently unequal.

Thereafter, the Civil Rights revolution put in place laws that attempted to guarantee, no one should be restricted access to education, jobs, voting, travel, public accommodations, or housing because of race.

This affirmed that while Blacks, Whites, Latinos, Asians and Native Americans might not share social space, public institutions, workplaces and schools were no longer subject to being divided into separate domains, with access to the best opportunities determined by skin color.

Now, to a lot of Black folks all this meant was We’z iz finally accepted now! Or, at least that’s what most of Our People thought… Keep picking up our paper to read more about the Truth About Integration!

OREO or REO, No Matter Carson Is Still Trump’s Guy

W

hen word leaked out that Trump would appoint Ben Carson as HUD Secretary, no one seemed more taken aback than Carson.

He publicly declared that he had no experience running a government agency. Many took this to mean that even Carson knew he was way over his head in trying to run an agency tasked with overseeing and administering the dizzying array of programs. How dizzying?

HUD ladles out billions annually in public housing subsidies, rental assistance and housing finance activities, employs more than 8,000 workers and administrators and operates more than 100 subsidy programs.

HUD’s task is to shore up America’s perennial housing needs, especially for the poor.

Still, to think that Carson might say no to the job, they misread Carson and Trump. Trump wanted him for two obvious reasons, and one less obvious. One, he owed Carson big time for withstanding all the abuse heaped on him for being the lonely Black to tout Trump during the 2016 presidential campaign. The other

tracked back to the first reason. He is Black and Trump needed at least one name Black as a cover to parade around to prove he was not the racist that Blacks near universally are amply convinced he is.

Then there was the other reason. By the time Trump took the oath of office, Carson had carved out a well-documented reputation as being a first-class ignoramus with a litany of off-beat, nonsensical quips on anything that came to mind such as calling the Affordable Care Act the worst thing since slavery.

This was the stuff of snickers, chuckles and lampooning when Carson was simply private citizen Carson, or, the mercifully brief, failed GOP presidential candidate Carson. Few then could ever imagine that Carson would ever be able to act on any of his rabid antique ultra-right notions of how a government should be run.

However, as Trump’s HUD boss, he was in the perfect position to give free rein to his basest impulses about government.

He could a lambast housing discrimination suits, over-dependence on “social safety net” programs, getting government out of competition with private enterprise, and denouncing anything that supposedly deadens individual initiative. He could talk about kicking undocumented workers out of public housing, while scrapping investigations into civil rights

abuses in public housing.

This is more than political theater of the absurd.

It gets even more attention for Trump. But more importantly, Carson’s laughable forays into ignorant gaffes such as the mix-up of OREO with REO touches a deep, dark, and throbbing pulse among legions of Trump backers who frankly revel in his digs, cracks and insults and name calling of Democrats. The revelry in Trump’s personal mudslinging is on dramatic evidence at every Trump rally when he takes a personal shot at some Democrat whipping person or another.

This calculated know nothingness in 2016 did much to put Trump in the White House. Trump banks on the same dirt slapping, name calling to do the same in 2020. So, just think, given that, how would it look for Carson to go before the U.S. House Committee on Financial Services and sound erudite, polished and knowledgeable on the fine details of housing policy. That, of course, would include being thoroughly versed on what an REO is.

This might draw some praise and grudging respect from some Democrats. But it wouldn’t mean a thing to Trump’s base since many of them already think HUD is just another bloated, wasteful government agency that needs to be privatized or simply scrapped. Carson recognized that his know nothing confusion on what an REO is had some polit-

ical shelf value. He quickly posed with a knowing grin on his face holding a box of OREO cookies. He topped by taking a crack at the Committee member who posed the embarrassing question to him. The message seemed to be so what if I don’t know the difference between cookies from a piece of property foreclosed on by a bank.

Trump understands the fundamental political axiom that self-interest rules politics as well, if not better, then the Democrats. Party leaders have long known that many blue-collar White voters, especially male voters, can be easily aroused to vote and shout on the emotional wedge issues: abortion, family values, anti-gay marriage and tax cuts.

Carson again fits neatly into this script. He’s an African-American with name identification who once had some admiration among Blacks. But that’s past. He’s now simply a serviceable tool Trump can use to play a version of the race card.

That is to depict him, a Black man, as a victim of allegedly closet racist Democrats who seethe at the notion of a Black man who dares have the express views that don’t parrot the Democratic Party’s positions. Any attack on Carson plays to that, and that includes the lampoon and ridicule of him by Democrats for his OREO-REO mix-up.

So, OREO or REO, it’s all the same. Carson is just being Carson.

By T.J. Baker HOUSTON - Pregnant at fifteen years old! Yet her disappointed Christian parents helped keep their daughter, Tiffany focused on her academics.

Failure and becoming a statistic were not an option!

This un-wed teen mother beautifully rose to the top of her class and became unstoppable. Twenty-five years later this phenomenal member of Delta Sigma Theta is now a mother of three, married and the building principal of Fondren Middle School.

This school has an IB scholastic program that teaches students with 14 different primary languages at home, where English is not the primary language.

Principal Tiffany Narcisse’s staff and faculty call her Boss Lady; yet in a fun and loving way! Even though it’s not unusual for a principal to go without a real lunch break for weeks at a time and it’s not unusual for a principal to stay late past 7 p.m., this Boss Lady does these things routinely.

At times it’s not unusual for a principal to act like a janitor, a cafeteria worker, a hallway monitor, a nurse, a counselor, a social worker, the secretary, the receptionist or breaking up fights… All in one day!!

What is unusual about this school principal is that there is not a single voice at Fondren Middle School that hates her or despises her verdicts.

pal. Fairness is how she rules; her right-hand says justice and her left-hand says love, whether you think she is fair or not.

Any principal knows control is not an easy task, so she doesn’t do it! But what she does best is to find the right keys to fix any problems that goes on at Fondren Middle School.

This trailblazer principal is steadily on the move. Just last year in her first year of principalship she was voted by her peers as the best principal in the south-west district.

I had a chance to sit down with her for this interview and I asked her some serious questions that required contemplation, and let me tell you now, Principal Tiffany Narcisse did very well.

The Interview TJ: With your years of experience, what motivates you to continue to work in the education field?

Narcisse: Educating others whether it’s children or adults, drives me to do this work every single day. Clarity at being a leader in education is something I didn’t start out wanting to be.

However, you know God has a way of changing you around and showing the true reality of what will make you passionate and happy for the good of the glory in His eyesight.

TJ: What has been a unique work experience you have had that you can say is directly related to working with young people?

Narcisse: I’ve worked as a dean at Kashmere High, an all-girls school; sixth through twelfth grade, and

I was able to decrease our dropout rate and increase our graduation rate by thirty-two percent. You must think outside the box, but what helped me is that, I’ve walked in their shoes and I know how it feels to give up, with or without support.

TJ: Can you tell something about the fulfillment you get from work?

Narcisse: When I walk into this building and I see all the wheels are turning and everything in the culture is shifting accordingly. I

so now I must build relationships with them also.

This is a much harder task but with faith, that challenge is overcome all the time.

TJ: How has parenting changed over the years; you have been an educator and do those changes make it easier or more difficult to educate our youth?

Narcisse: When I was growing up, thankfully and prayerfully I still had both of my parents; most of the

know that God’s purpose in my life is being fulfilled by being a leader of Fondren Middle School.

I’m overseeing a lot of young people with challenges in their present life and some are just in plain denial about certain things.

However, with a conversation I share my story. This results in a relationship of trust being formed, and as a result I’m allowed to get on the same page with them to help them understand that they don’t have to face their challenges alone!

However, my students have fewer challenges than their parents or caregivers,

students I oversee come from a single-parent home.

Lately more and more grandparents and aunts who are tired – are turning the parental wheel for the second time around.

Nevertheless, as everything else progresses it has been inevitable; their presence is more powerful; like having them showing up for their school performance and coming to school just to check on how their children/ grandchildren are doing in school.

Over the years, parent’s responsibility and their accountability have been lacking. Ten or fifteen years

ago, you could pick up a phone, call with a good contact number and be able to reach a parent. Now that’s a task within a task.

Due to the dynamics in the family especially the population we serve, you have to think outside the box; go to social media and inbox a private message or by texting, just using different outlets in order to have face to face appointments with the parents and let it be brief because everyone’s time is valuable!

One thing for sure, my staff and I have instilled in our students and parents/ caregivers that we have an open-door policy. They can pop in by any means necessary! This is a community, where we are in a partnership with the parents and this is how students are going to continue to be successful. It all depends on how we communicate with each other.

I also want to point out that we don’t have any problems with parents or caregivers coming to the school with hair-rollers in their hair or in their pajamas and fathers wearing saggy pants. We give high expectations on to our students. We have instilled neatness in their daily appearance and so this trickles down to the parents.”

TJ: Let’s talk about STAAR scores! Please take this time and brag because you definitely have every right to do so.

Narcisse: Well thank you!

My team, staff and students did it. We raised it up to sixty-one percent in the English Language Arts (ELA) subject, but I wasn’t worried because all year every-

one has been on point.

Some principals spend/ split their budget with just their administrators, but not me. We are a team over here! For example; speaking of the STAAR testing everyone, including the maintenance and the cafeteria workers all wore the same T-shirts that I had purchased from my school budget. On the first day of the STAAR test the students saw the whole staff wearing the same supporting shirt – cheering for them and it read, ‘I can’t answer that for you; just do the best you can’ - and they did just that. They took the STAAR test seriously!

TJ: Well speaking of T-shirts that’s an interesting T-shirt you’re wearing right now, what does it all say?

Narcisse: It reads, ‘Girl Boss – A girl building her empire’. This is our career week and I spoke with my eighth-grade girls. Those that didn’t know my story about being an unwed teen mother knows now and my story sunk in very deep.

I wanted them to know that I know how it feels to be unwanted, alone and afraid. But faith always pulls me through! I don’t like to throw my faith on others, but I’m a praying woman so I put on my oil every morning and I thank God for giving me this position.

For this, I make sure my students see me and hear me daily. I help with the morning announcements with today’s pop music for about thirty seconds as a picker upper.

New Opening: Lone Star College - Houston North

HOUSTON - Lone Star College (LSC) - Houston North is one of Lone Star College System’s latest conglomerate of colleges and includes the LSC-Fairbanks satellite location, which was formally part of LSC-CyFair, Greenspoint and Victory locations.

LSC-Victory was formally part of LSC-North Harris. The Chancellor, Dr. Stephen C. Head, who is the Chief Executive of LSC stated, “LSC-Houston North will focus upon innovative education and student support services that have been proven to be successful. We know, from experience, what works.

Lone Star College-Houston North, will have smaller classes, shorter semesters, mentoring and a range of non-academic services.”

The motivation for LSC-Houston North is to address educational attainment and socioeconomic disparities that exist in the southern sector of the college’s service area.

There are three existing centers which include: LSC-Houston North Fairbanks serving the Jersey Village and Fairbanks communities; LSC-Hous-

ton North Greenspoint serving Northern Aldine and Greenspoint communities and LSC-Houston North Victory serving the Acres Homes and Inwood Forest communities.

A fourth location, LSC-Houston North Fallbrook is scheduled to be completed in fall of 2020 and will serve communities north of Beltway 8.

The overall vision is to restructure and realign these locations to provide innovative educational practices and specialized support to students.

LSC-Houston North has been founded on four principles which includes: Students’ First, Community Matters, Collective Accountability and Strategic Innovation. LSC-Houston North has a unique concept in that many of the classes are offered in eight-week terms. With the eight-week terms, students are able to earn college credit faster. This will help students not only complete their courses but remain in college for future semesters as well.

In addition, all First Time in College (FTIC) students will be assigned a faculty or staff mentor. To ensure this, all faculty will have a reduced workload

in order to be effective mentors. Further, there are many barriers that students face inside the classroom, but outside the classroom as well.

To help tackle some of these outside issues that students may face, LSC-Houston North will include wraparound services such as: food pantries at each location, a partnership with a Federal Qualified Health Center and services to address students’ socioemotional needs. In the future, they are looking to assist students with barriers caused by transportation and childcare.

LSC-North is also dedicated to enhancing community partnerships. The college is focused on several community-based initiatives including, a Faith-Based Literacy program designed to encourage summer reading for local elementary school students, a school supply drive to support the YMCA Operation Backpack and a summer STEM camp for middle school students in the Acres Homes community.

The college has also started the LSC-Houston North Academy, a college preparation program for seniors at Aldine and Eisenhower High Schools, and Cypress Ridge High School. College faculty and staff meet with these students every two weeks to provide them with career and college readiness activities.

Furthermore, due to the various sched-

ules students may have, LSC-Houston North is offering a variety of classes. They have morning, afternoon, evening and weekend classes. They are offering cohort options as well for FTIC students to help reduce confusion on how the scheduling process works.

In addition to a variety of class schedules, there are many different programs that the college will offer such as: mechanical design, human services, criminal justice, mobile app design, business, mechanical engineering, certified nursing assistant, welding, heating ventilation and air conditioning, teacher education and logistics management.

There are three goals the college plans to achieve.

Firstly, LSC-Houston North will have a threeyear graduation rate of 25% by 2025. Secondly, LSC-Houston North will increase the college attainment rates in the southern sector of the system’s service area to achieve statewide 60x30 higher education goals.

Finally, LSC-North will increase the persistence of first-year students. Dr. Quentin Wright, President of LSC-North stated, “Lone Star College-Houston North is being developed to show that with the right structure and right support, all students can be successful.”

For students who are interested in attending LSCNorth or any LSC location, fall 2019 registration has begun.

HOUSTON - As a reference librarian, educator and a divorced parent with a good son, we sometimes think being good is just not good enough. This is especially true when your son’s hormones are trying to find peace within but can’t!

Therefore, his hormones are going everywhere. They are without purpose and have no boundaries.

So, even though your good son is trying his best to control it, they end up controlling him. How can he control the hormones when he can’t even understand them? His hormones are all out of whack. So what does any good son do? Of course, blame others who are trying their damnest to help him and identify each hormone, so he can become a responsible mature young adult.

Do emergency interventions need to come ASAP; or is separation from the parents and other consequences necessary? And sometimes a good father, judging by the child support, can’t even help stop the consequences from happening unless a miracle happens.

I don’t know if it’s because she’s a White woman, or if she’s just hysterically funny; bringing all the levels of the good, the bad and the ugly, of what teachers put up with day in and day out.

Yet, sharing the love of education to unprivileged students makes teachers come back and repeatedly be abused by the educational system because they’re not paid their worth. I also want to give a shout out to my former co-worker, an educator also in the day time when he’s not acting, the spectacular Mr. Dealdon Watson, who did a marvelous job playing the school officer.
