AN UPDATE FROM ROD & CORY 2020 has been an interesting year to exist as a business. Due to the global pandemic, our company and our employees have had to make significant adjustments to daily lives in the field, in the office and at home. From working remotely while also taking care of family members, to conducting company and client meetings virtually, to wearing masks when out in public and on project sites, the way we work has been altered for at least the near future. However, despite these challenging times, AE is thriving, and we feel blessed to continue to be able to keep the momentum of moving our company forward. ROD MYRICK, P.E. President
In fact, 2020 has been an exciting year for AE, as we have made significant investments in technology and personnel. In large part, our growth is due to the excellent services we provide to our clients, thanks to our high-caliber project teams and refined quality assurance procedures. We have focused our marketing and business development strategies, which have led to key project wins throughout the State of Florida. Over the past year, AE has also added new service lines to include Materials Testing and Contractor Quality Control (CQC). We recently opened a state-of-the-art materials testing laboratory in St. Johns County. The 8,500 square-foot CMEC-certified laboratory provides verification testing and quality control services for public and private clients in Northeast Florida.

In early 2020, AE also developed a highly skilled Maintenance Team for providing oversight and support on asset maintenance contracts, and to ensure quality maintenance oversight with specialized personnel to offer permit support, permit coordination, field inspections, MRP Inspections, and plans design and review throughout the State of Florida. Finally, AE now provides Building Inspection services to clients in Northeast Florida. So, what’s on the horizon for AE? The simple answer is – we are looking to grow! We are working hard to continue to strengthen relationships with our existing clients and teaming partners, identifying new clients, and strategically targeting project pursuits for the rest of 2020 and early 2021. Finally, we are working towards expanding our work outside of Florida, to include Georgia, South Carolina and North Carolina. In closing, we are thankful for the hard work and enthusiasm of everyone that makes up the AE family. PROJECT SPOTLIGHT First Coast Expressway/SR 23
State Road 23 (SR 23), also known as the First Coast Expressway (FCE), is an outer bypass around the southwest quadrant of Jacksonville, Florida. It is a multi-lane, limited access toll road that, once fully completed, will cross parts of Duval, Clay and St. Johns counties. Expressway traffic will pass through all electronic toll (AET) gantries without stopping. Gantries will be equipped with detection devices to read each vehicle’s SunPass transponder or the vehicle’s license plate for a toll-by-plate invoice. The major goal of the FCE project is to relieve congestion on other major roadways in the region for daily commuters and provide additional capacity during times of storm-related evacuation. The total length of the entire FCE is approximately 46 miles. The FCE is being built in three phases, with Phase 2 currently underway.

Since the Spring of 2019, AE has been extensively involved in this project, providing Quality Control (QC) and Laboratory services. Specific scope of services includes earthwork, concrete and other quality control field testing and inspections to ensure conformance with plans and specifications for the project. The Phase 2 segment includes the portion of the FCE east of CR 209 to north of SR 16 in Clay County (9.7 miles). Major construction activities include constructing 9.7 miles of new multi-lane, limited access toll road; massive earthwork; a drainage system for the new roadway, including a series of storm water ponds; installation of traffic signals, lighting, highway signing and guardrails; building 15 new bridges with some of the largest Mechanically Stabilized Earth (MSE) retaining walls in the State of Florida; and constructing two new toll facilities featuring overhead gantries with electronic tolling, just west of County Road 15A and east of County Road 209.

PROJECT SPOTLIGHT Pensacola Bay Bridge Replacement
Since the Summer of 2017, AE has been providing Construction Engineering & Inspection (CEI) services for the Pensacola Bay Bridge Replacement project located on U.S. 98, in the Florida Panhandle, connecting Pensacola to Gulf Breeze.
This $430.2 million project by the Florida Department of Transportation (FDOT) District 3 is the largest transportation initiative in Northwest Florida history. The Pensacola Bay Bridge is just over 3 miles long, and construction began in the Spring of 2017. When work is complete, the new bridge will consist of two separate parallel structures, each accommodating: • Three 12-foot travel lanes • 10-foot inside and outside shoulders • 10-foot multi-use path for pedestrians and bicyclists Architectural elements include a central 150 feet clear span arch, adding aesthetic distinction and primary structural support for the multi-use paths.

Recreational facilities on both the Gulf Breeze and Pensacola shorelines will feature boat launches, picnic areas, and free parking. The fishing pier on the Pensacola side of the bay will remain in place once the new bridge is completed. Marine traffic will be enhanced by a center span that increases vertical clearance from 50- to 65-feet. The width of the navigational channel will also be increased from 125 to 150-feet. AE’s David “DJ” Cook and Lyle Burkett are currently working as Bridge Inspector and Inspector Aide respectively, spending most of their workdays on the water on boats or equipment barges. They are responsible for observing and documenting pile driving assembly of the precast components. *Could be extended due to damages occurred during Hurricane Sally

OTHER INTERESTING FACTS Demolition Debris - The volume of concrete demolition from the Pensacola Bay Bridge is estimated to be approximately 47,399 cubic yards. The weight of this debris is approximately 160,000 tons. Offshore Disposal Sites – There are two artificial reef sites permitted by Escambia County that are approximately 4.3 nautical miles south-southeast of the Pensacola Bay pass to the Gulf of Mexico. A third site is located 8.95 nautical miles southeast of the Pensacola Bay pass to the Gulf of Mexico.
The Thomas A. Johnson Bridge served the traffic needs of the growing community throughout the 1950s. On October 31,1960, Florida Governor Leroy Collins cut the ribbon for the current Pensacola Bay Bridge. It was a four-lane structure named in honor of Florida State Senator Phillip D. Beall. The bridge was widened in 1987 to add shoulders.
Pedestrian Walkway - Pedestrian and bicycle traffic will be able to travel across the bridge on pedestrian walkways on each side. The path is recessed 18-inches below the level of the travel lanes and protected from traffic by a 50-inch barrier wall. A 52-inch cable rail is in place opposite the barrier wall. Casting Yard – All bridge components are cast in Pensacola. The contractor has their own casting yard near the bridge site, and bridge components are precast in the yard and then transported out to the bay for assembly and construction. History - The original Pensacola Bay Bridge opened in 1931 as a narrow, two-lane bascule (drawbridge) structure. Prior to this time, travel between the peninsula and mainland was possible only by boat. Built at a reported cost of $2.5 million, the initial Pensacola Bay Bridge charged users a $5 monthly toll. Seventeen years later, the bridge was re-named in honor of influential local businessman Thomas A. Johnson. Johnson had served as the Secretary of Florida’s State Road Department, the predecessor to today’s Florida Department of Transportation, and was credited with removing the toll from the bridge.
