Historical Highlights of 56 Years of the THSADA

Prior to 1955, there were only six full-time Athletic Directors in Texas. ey were Joe Tusa-Houston ISD, Claud E. Kellam-San Antonio ISD, Herman Clark-Fort Worth ISD, P.C. Cobb-Dallas ISD, L.W. McConahie-El Paso ISD (Future Executive Director-THSCA) and Toney Burger-Austin ISD

School populations grew rapidly over the next decade and the need for more oversight of athletic programs became very evident. Four more Athletic Directors were added and to the following cities:

Dee Walker-Amarillo ISD, Buddy Brothers-Lubbock ISD, Tonto Coleman-Ector County ISD, and Chatter Allen-Corpus Christi ISD.

e timing was almost perfect for the creation of the Texas High School Athletic Directors Association. In the spring of 1970, Athletic Directors from across Texas and the National Health/ Physical Education Association met in Houston. At that time, many Athletic Directors also served as administrators over health and physical education in their districts. While attending this meeting, it was decided by those Directors in attendance that they have a sub-meeting to share speci c ideas and ask questions. Joe Tusa of Houston ISD arranged the meeting location. ose individuals in attendance at the rst meeting were:

During this meeting the discussion moved to forming a state organization speci cally for athletic administrators. e new group would continue close ties with the THSCA but have an independent charter. e decision was made to form the Texas High School Athletic Directors Association.

e rst o cers of this new Association were Joe Bill Fox-President, Stoney Phillips-Vice President, and Lon Goldstein-Secretary.

e group decided to hold its rst independent meeting of the THSADA in San Antonio in 1971, the week a er the state basketball tournament. e main goals established at this time were to improve the means of communication within schools and ll a much-needed role in athletic administration within school districts and throughout the state.

e ‘71 meeting was held at the La Mansion Hotel and was deemed a success. ere was no budget allocated so the hotel allowed the THSADA to defer payment until a er the conference. Attendance was over 50 individuals. e next two meetings were in the same hotel with Lon Goldstein and Stoney Phillips presiding.

With the growth and elevated pro le of the THSADA, the rst Executive Director was selected in March 2012. Rusty Dowling, formerly Director of Athletics for the Katy ISD, was hired to oversee the organizational and administrative concerns of the THSADA.

e leadership model of the THSADA was changed in July of 2014 to better represent all areas of Texas. An annual membership election for the o ce of Vice President takes place every year with theprocess of the VP moving through the administrative positions of Vice President, then to President-elect then eventually into the position of President. ree additional Board members were selected to fully represent all eight regions of the THSADA. e Board Historian and Board Secretary were re-purposed to permanent, non-voting members of the Board.

e event calendar for the THSADA became more established. Along with the annual THSADA State Conference, the THSADA has active participation in the summer TGCA and THSCA Summer Conventions as well as involvement in regular Region Meetings throughout the state. e establishment of committeeswere organized to assist the THSADA and was also critical and allowed for additional member engagement.

Signi cant to the THSADA was the development of the Texas Athletic Administrators Certi cation (TAAC) program. is is a Texas-based athletic administrators’ curriculum that utilizes a faculty of current athletic administrators, industry professionals, UIL/ TAPPS sta and school superintendents. is certi cation will validate that an athletic administrator, in the State of Texas, has taken courses of study that will improve e ectiveness as an athletic administrator.

Below are key dates and initiatives in the history of the THSADA.

1970

Athletic Directors from across Texas and the National Health/Physical Education Association meet in Houston to form the Texas High School Athletic Directors Association, a state organization speci cally for athletic administrators. e rst o cers of this new Association are Joe Bill Fox (President), Stoney Phillips (Vice President) and Lon Goldstein (Secretary).

1971

First independent meeting of the THSADA is held at the La Mansion Hotel in San Antonio the week a er the state basketball tournament. e main goals of the meeting were to improve the means of communication within schools and ll a much-needed role in athletic administration.

Attending this meeting are Barry Ehlert (San Antonio ISD), Joe Golding (Wichita Falls ISD), Lon Goldstein (Fort Worth ISD), Homer Johnson (Garland ISD), Shorty Lawson (Abilene ISD), Chuck Moser (Abilene ISD), Stoney Phillips (Pasadena ISD), Tom Pruitt (Victoria ISD), Howland Reich (Port Arthur ISD), Bob Shelton (Dallas ISD), Pete Sultis (Goose Creek ISD), Joe Tusa (Houston ISD) and James Willingham (Fort Worth ISD).

1981

e Hall of Honor begins, with the rst inductee Pete Sultis (Goose Creek ISD). More than 115 members have been added in the past 40 years.

1988

Joe Means (Round Rock ISD) is the rst honoree for the State Award of Merit. e annual award winner has demonstrated long-term contribution of leadership and meritorious service to their profession of interscholastic athletics at the state and national level. e award now includes the name of the late Kelly Reeves (Round Rock ISD).

1998

Ruth Meredith (El Paso ISD), who became the rst female inducted into the Hall of Honor in 1994, becomes the rst female to serve as association president. Karen Funk (North East ISD) follows suit as president in 2013, Debbie Decker (Katy ISD) in 2018 and Debbie Fuchs (Clear Creek ISD) in 2022.

2006

South Texas ends a 10-year gap and returns as host of State Conference, in Brownsville. e city of Brownsville would host again in 2009. Laredo served as host in 1979, ’82, ’84, ’85 and ’96.

2008

e Frank Kovaleski Professional Development Award is launched. e Kovaleski is presented annually to a NIAAA member who has made significant contributions and demonstrated excellence in professional development at the local, state and national levels. e rst honoree is Larry Peil (Cy-Fair ISD), who would later serve the THSADA as one of the primary architects of its TAAC program.

2012

With the growth and elevated pro le of the THSADA, the rst-ever Executive Director is selected in March. Rusty Dowling, formerly Director of Athletics for the Katy ISD, is hired to oversee the organizational and administrative concerns while also generating association revenue through marketing initiatives and annual membership.

2013

Region Athletic Administrators of the Year begin being recognized, as well as another annual platform sponsored by Whataburger to award a pair of $1,500 scholarships to deserving student-athletes.

Membership in the THSADA exceeds 250.

e Joe Bill Fox Award is launched, to annually honor an individual who has provided invaluable service to the THSADA in truly outstanding fashion. e rst honoree is Kathy Mathis, who served the THSADA faithfully and tirelessly in a varsity of key roles (led by membership oversight) before her retirement in 2019.

2016

Membership in the THSADA doubles in three years of hiring an Executive Director and exceeds 500.

2017

e Waco Convention Center begins its three-year run as annual host of State Conference.

Membership in the THSADA exceeds 750.

2018

Members of the inaugural TAAC graduating class are honored with certi cates at their respective Region Meetings beginning in the fall. With online education available to complete certi cation, this number totaled 74 administrators by the end of the year.

A 1 1⁄2 -day workshop, Fall Forum is launched as an annual fall event to provide another educational opportunity for membership. Nearly 200 members attend Fall Forum at the Northside ISD’s Farris Athletic Complex in San Antonio. Speakers included superintendents, representatives of the UIL, athletic administrators, sponsors and industry leaders in athletic facilities.

During its December meeting, the THSADA Board of Directors announced that Dr. Roland Hernandez (Superintendent of Schools, Corpus Christi ISD) and Dr. Joe Young (Superintendent of Schools, Brownwood ISD) have been selected to serve a two-year term on the THSADA Board of Directors. e THSADA hosts nearly 50 Region Meetings throughout the school year, in each of eight areas across the state.

Region Directors are elected by their peers every two years, and provide management and facilitation over each Region Meeting. Most meetings begin at 10 AM (local) and end with lunch. It’s a terri c opportunity for our membership to network with peers in their region. A handful of innovative sponsors start each business meeting, and guest speakers o en include representatives from various associations, including, among others: the TASO, TGCA, THSCA and UIL.

Texas Cup Launches in 2026

e THSADA seeks beginning in 2026 to recognize, with an annual award, the Texas High School Athletic programs that best exemplify excellence in athletic achievement.

Welcome Texas Cup!

e Texas Cup is athletic competition sponsored by the Texas High School Athletic Directors Association that aims to determine the highest achieving high school sports programs in the State of Texas. Points will be earned by place nished in district, regional and state competition with a graduated system of points as a team advances in competition beyond district play. Sports for which points will be awarded will be All SPORTS which the UIL recognizes as a TEAM state champion.

e Texas Cup awards will be nalized every June, and presented annually to six schools (1A-6A) at the discretion of each of the winning schools (i.e. board meetings, school functions or athletic competitions). e awards will be based on information gathered by the THSADA on a point system that has been devised and approved by the THSADA Board of Directors.

Overview of JHAMS

e JHAMS (Junior High and Middle School) program consists of professional development opportunities that will enhance the growth and vision for those individuals that lead programs, or have a goal to lead programs, at the Junior High and Middle School level.

e JHAMS professional development sessions are developed by Junior High and Middle School Coordinators as well as District-level Athletic Directors.

In the winter/spring of 2026, the THSADA held JHAMS satellite sessions at the following three regions (Region 1-2 in Amarillo in January was canceled due to weather). ere was no charge to attend these sessions and registrants did not have to be members of THSADA.

• Region 5 in Alvin Wednesday, January 2

• Region 6 in Georgetown Friday, February 6

2026 Fall Forum Back in Alamo City

Fall Forum returns again to its original home of San Antonio on Sunday-Monday, October 4-5. e two-day workshop, which began in 2019, is presented by Hometown.

Fall Forum provides another engagement opportunity for athletic administrators from all regions of Texas. Our array of extensive speakers includes superintendents, representatives of the UIL, athletic administrators, sponsors and industry leaders in athletic facilities.

Attendees will again receive TAAC credit for speci c sessions. Additionally, the UIL’s informative session will focus on its upcoming Legislative Council meeting, which is slated for October 18-19 in Austin.

Texas Athletic Administrators Certi cation History

e Texas Athletic Administrator

Certi cate (TAAC) is a THSADA state certi cation. TAAC is speci c for athletic administrators in the State of Texas.

e Texas-based curriculum consists of courses that will enhance the ability of an Athletic Administrator to successfully perform the duties and responsibilities of an Athletic Administrator in Texas.

Purpose of TAAC

To better prepare an Athletic Administrator to perform the duties and responsibilities of a Texas Secondary Athletic Administrator in grades 7-12.

Criteria to receive a Texas Athletic Administrator’s Certiﬁcate

• Must be an Active/Associate member of THSADA

• Must complete a total of 30 TAAC courses o ered in the certi cation program.

• A minimum of ve TAAC courses in Section 100-Governance must be completed by UIL school candidates for certi cation.

• Cost for TAAC courses: Required THSADA Active/Associate membership and the cost of registration for THSADA-sanctioned events.

• TAAC courses are o ered at the State Conference, Fall Forum and Spring Sponsor Showcase. On-Demand videos for all event registrants will be available a er the event.

TAAC was developed by the THSADA with the assistance of Texas Retired Athletic Administrators, the THSADA TAAC Committee, UIL Sta , Superintendents TAAC Advisory Committee and representatives of various

UIL committees and Superintendent members of the UIL Legislative Council.

Faculty

TAAC certi cation courses are presented by individuals who have extensive experience and knowledge of the speci c topics. e courses are presented by THSADA members, UIL Sta , designated industry representatives, designated topic professionals and School District Superintendents.

Certiﬁcation

A er the candidate successfully completes a total of 30 TAAC courses, they will be recognized as having earned a Texas Athletic Administrator’s Certicate of Completion. TAAC Certi cation will con rm that an Athletic Admin-

istrator has completed a Texas-speci c eld of study in Athletic Administration. To maintain TAAC certi cation the athletic administrator must complete 6 TAAC classes over a 2-year period. ree of the six courses will be o ered every year: 101, 302 and 304.

e Aspiring Athletic Administrators Academy (QUAD A) presented by Tarkett Sports is an introductory program of study, created by the Texas High School Athletic Directors Association, designed for those individuals who would like to pursue a career as an Athletic Administrator in the State of Texas.

is program addresses the necessary duties, responsibilities and skills speci c to the success of Texas Athletic Administrators. In addition to program content, the QUAD A program provides networking opportunities with Athletic Administrators across the Lone Star State.

e topics below are examples of content presented within the QUAD A (Aspiring Athletic Administrators Academy) program. ese topics may be o ered during both Spring Sponsor Showcase (February; host city varies) and the State Conference (June in Round Rock):

QUAD A Participants may have an opportunity to have their resume reviewed during Spring Sponsor Showcase or the State Conference by a school district superintendent or athletic administrator.

You must be an Active or Associate member of THSADA and register to attend any THSADA sanctioned event. QUAD A and TAAC session videos are available to those members who register for the THSADA event in which the content was presented.

Below is a thumbnail overview of each of the annual awards presented by the THSADA.

Athletic Director of the Year

e THSADA President is selected to receive this award, presented by PBK, at the end of his term of service. A recommendation will be made by the THSADA Awards Committee and approval will be made by the Board of Directors at the State Conference. Must have served as an athletic administrator in the State of Texas at least 10 years, current member or have been a member of THSADA and have served the THSADA in some capacity.

Our 2026 winner, honored in conjunction with the PBK Hall of Honor Celebration at our 2026 State Conference is Dr. André Walker, Houston ISD.

e PBK Athletic Director of the Year award began in 2012.

Dr. Charles E. Breithaupt Citation Award

Presented to athletic administrators who have made signi cant contributions to the THSADA, which have impacted high school activities. e deadline to submit candidates is November 15. e Awards Committee will then consider all nominations and determine their selection, which is approved at the Board of Directors meeting in December. Nominations will be held current for three years.

A native of Buna, Texas and graduate of Lamar University, Breithaupt coached football, basketball, baseball, track and eld and cross-country and taught English and history in 51 years in public education. Among his stops, Breithaupt spent 14 seasons as head basketball coach at Hardin-Je erson HS, winning the Class 3A state championship in 1991. Breithaupt then joined the UIL in 1992. He became Athletic Director in 1995, Associate Director in 2004, and Executive Director in 2009, until his retirement in 2025. Among other honors: Breithaupt was inducted into the Southeast Texas Coaches Hall of Honor in 2001, the Texas High School Basketball Hall of Fame in

2003, the Texas High School Coaches Hall of Honor in 2005 and the Texas High School Football Hall of Fame in 2014. Breithaupt was inducted into the THSADA Hall of Honor in 2020.

Our 2026 winner, honored in conjunction with the PBK Hall of Honor Celebration at our 2026 State Conference is Mike Bass, Alvin ISD.

Joe Bill Fox Distinguished Service Award

e Joe Bill Fox Distinguished Service Award is a unique recognition of individuals, outside the eld of Athletic Administration, who have provided service to the THSADA in truly outstanding fashion. Recipients of this award will have provided a broad spectrum of service to the THSADA and have worked to have improved athletic administrator e ciency and success. is is an open nomination to any person who has made contributions to the THSADA. e deadline to submit candidates is November 15. e Awards Committee will then consider all nominations and determine their selection, which is approved at the

Board of Directors meeting in December. Nominations will be held current for three years.

For more than 50 years, Fox molded the lives of young men and women as a coach, teacher and school administrator. Fox graduated from McMurry University in 1956 and began his career in public schools as Head Football Coach in the Birdville ISD (1956-60) and the North East ISD in San Antonio (196168). In ‘68, he was promoted to Athletic Director and served in that position in the Alamo City until 1974. During his tenure with the North East ISD, Fox helped launch the THSADA, serving as its inaugural President, in 1970. Fox moved into school administration from 1975-79 as Assistant Principal at MacArthur HS in San Antonio and was then named the Director of Athletics at Irving ISD from 1979-80 before returning to the Birdville ISD as Athletic Director from 1980-82. He served as Deputy Superintendent for the Birdville ISD from 198284 when Fox was elevated to Superintendent. He retired from the Birdville ISD in 1992.

Kelly Reeves State Award of Merit

Presented to an Athletic Director who is presently a member in good standing of both the THSADA and NIAAA; must have demonstrated long-term contributions, leadership and meritorious service to their profession of interscholastic athletics at the State and/ or National level. e deadline to submit candidates is November 15. e NIAAA Committee will then consider all nominations and determine their selection, which is approved at the Board of Directors meeting in December. Nominations will be held current for three years.

A native of Ralls, Texas, Reeves received his Bachelor and Master’s Degrees from Highlands University in Las Vegas, NM. He spent 35 years in public education. In 1981, Reeves became the rst Head Football Coach and Athletic Coordinator at Westwood HS in the Round Rock ISD. He spent eight years in that position before accepting the position of Athletic Director for the Round Rock ISD in 1989. He retired from that position in 2005. Reeves received the THSADA State Award of Merit in 1998, and was elected to the THSADA Hall of Honor in 2000. He served the THSADA as a board member, vice president and as president. In 1998, Reeves was elected to the National Interscholastic Athletic Administrators Association Board of Directors. In 2003, Kelly was recognized by the NIAAA for service to high school

athletics and awarded a NIAAA Citation. In 2012, e Round Rock ISD Board of Trustees voted to rename its athletic complex on Parmer Lane the Kelly Reeves Athletic Complex; Reeves died of cancer in November of 2009.

Kovaleski retired in 2005 a er 16 years with both the NFHS and NIAAA. A longtime Indiana high school athletic director and coach before joining the NFHS, Kovaleski expanded professional development opportunities for high school athletic directors during his tenure as national director of the NIAAA. Nominations/Criteria Nominations for the NIAAA Hall of Fame may be made by individuals who are current NIAAA members or State Athletic Administrator Associations. A state athletic administrator association may nominate only one person in each category annually. To be eligible, an athletic administrator must be a current member in good standing of the THSADA, an athletic administrator and THSADA member for at least ve (5) years, and a candidate who has demonstrated contributions to local, conference and/or regional interscholastic athletics.
