BUSINESS BARBADOS RECONSTRUCTED AND CUSTOMER FOCUSED

T

AKING Barbados to the next level in the world of the business engineering processing would have to be the next frontier in the development of this landscape.

This is aptly summed up by the proposed Business Barbados facility which revolves around reforming the Department of Corporate Affairs and Intellectual Property. The current administration has embarked on this proposal which has won kudos from Government Ministers, Senator Lisa Cummins, the Minister of Business and Energy, and Sandra Husbands, Minister of State, Ministry of Education, Technological and Vocational Training,

and the business community.

Senator Cummins has said that while business facilitation is an ongoing issue, it cannot be business as usual in light of the several complaints about certain shortcomings. One can add to this the global economic changes, and competition. Therefore, Barbados has to be positioned as a domicile of choice for businesses looking to set up and maintain operations here.

“As a Government we have heard Barbadian businesses and the general business community speaking about the challenges in doing business,” she remarked. “We have heard and are answering with a completely reconstructed approach that is customer-focused,” the Minister went on to say while

speaking at length about the changes necessary to improve the situation including the reforming of the CAIPO, making Barbados a domicile of choice.

“Leveraging technology to improve efficiency, making government services more readily available, pivoting Barbados into an excellent business hub and a more business friendly environment or both large and small entities,” Minister Cummins reasoned.

“We are also looking at the logistics of having satellite stations in outposts where persons can transmit business,” she promised.

CAIPO, a Government entity is located in the Ministry of Energy and Business. It regulates such corporate and business affairs in the areas of registration, incorporation of businesses, set standards, entities while also managing the country’s intellectual property rights system. The planned process became effective February this year and will continue for the remainder of 2025, since the plans will occupy the attention of the Minister, CAIPO’s Board of Directors, the private sector and related government agencies expected to chip in with their support.

Cabinet colleague Sandra Husbands said it is going to be critical going forward for the country to effect these changes. The plans have also won the approval of the private sector.

The changes being proposed have the ability to help drive more foreign direct investments, something which Barbados needs to further build out its economy, and to make the country more competitive.

Quite naturally, these changes make sense. For starters the global economy of which Barbados is a major player, is going through remarkable changes.

These are related to debt and borrowing, trading issues, tariffs, climate change, food shortages, the war in the Ukraine, uncertainty in the United States, and realignments in international affairs.

In so doing in this environment countries are refashioning their infrastructure while making it appropriate to attract new entities and at the same time maintaining existing ones, forging new economic and business relationships all in the interest of giving a boost to their economies.

A notable achievement is to improve Barbados’ position in the World Bank’s doing business ratings since this means a lot in what the proposed CAIPO’s reforms are about. One therefore looks forward to a successful undertaking.

A Passion Born in the Kitchen The journey began humbly at a Christmas fair, where Genuine and his sister, Colleen, decided to showcase a few candles and body products. The response?

TWO LOCALS MOVE UP THE RANKS AT SANDALS BARBADOS

L

ocal engineer Shawn Spencer and butler Aritha Pope Chase have been promoted at Sandals Barbados to assistant information technology manager and assistant butler manager respectively.

Aritha’s path was a little different; she joined the company in 2014 as a butler and happily remained in that position until this year, when she was approached by an executive member of the management team regarding her professional growth.

Fresh from completing his Bachelor’s Degree in Electronics and Computer Science, Shawn joined the resort in 2017 as a maintenance technician. He later worked in the department’s storeroom, where he was instrumental in implementing standard operating procedures, which aided in streamlining and improving operations. This led to him capturing the Mover & Shaker title at the annual Prestige Awards in 2019.

“I was approached by Ms. Annette Forbes (rooms operations manager) who suggested that I should apply for the assistant butler manager position. I was very taken aback and a little scared, especially at the prospects of taking such a big step. However, I submitted my resume and went about my normal routine. Ms. Forbes later asked me to come to her office and she gave me an outline of the job and I remember thinking ‘is this really happening to me’ as the anxiety kicked in. One week later she confirmed that I was successful. I cried tears of joy, noting that this was definitely God’s blessings,” Aritha said.

“From the storeroom, I transitioned to kitchen technician and I was proud of the progress I was making as many of my colleagues would come to me for assistance. Then the opportunity opened up to apply for the maintenance planner position, which was my initial goal on joining the company. Shortly after that I saw an opening for assistant information technology manager and well the rest is history,” he said proudly.

Shawn and Aritha are both well-known members of the team, and respected by their peers. Resort Manager. Patrick Drake has welcomed the duo to the management team and is confident they will do well.

“One of our goals is to recognize potential young leaders within the company and reward them with advancement when the opportunities arise. This also sends a positive message to fellow team members that hard work and dedication pays off. I wish them continued success and further advancement in their blossoming careers,” ended Drake.

Shawn is also an avid musician and music producer. His advice to his peers is to remember their goals and aspirations.

“Always jot down things that you would like to achieve for yourself.

Even if your current job isn’t your passion, remember to take some time for yourself and have the confidence to believe that your hobbies or passions can become a career.”

“What I love about my job? I love solving guest related challenges without having to call the upper management and tThe freedom to manage a team while ensuring a happy and memorable guest stay. This promotion means a lot to me. I see myself as a leader, knowing that my team mates respect me and I respect them as well, with many affectionately calling me the Butler Mother.”

As for Aritha, who is a bit more reserved, her hobbies include traveling to new destinations and watching television series until the early hours of the morning.

According to the Caribbean Development Bank, micro, small and medium-sized (MSME) private sector enterprises constitute between 70 and 80 percent of the number of private enterprises, contribute between 60 and 70 percent of Gross Domestic Product (GDP) and account for approximately 50 percent of employment (CDB, 2017). However, they are also among the most vulnerable to economic uncertainty. In recent years, rising inflation, global trade tensions, and structural shifts in the economy have placed immense pressure on small enterprises. Unlike large corporations with vast resources, small businesses must navigate these challenges with limited financial buffers, making adaptability and strategic planning crucial for survival.

Inflation: The Rising Cost of Doing Business Inflation has emerged as a persistent challenge, eroding profit margins and increasing operating costs. For small businesses, the rising costs of raw materials, labour, and utilities make it difficult to maintain stable pricing without alienating cost-conscious consumers (Forbes, 2024).

Unlike large firms that can absorb some of these costs or hedge against inflation, small businesses often operate with tight margins.

In response, many have had to make difficult choices—passing costs onto consumers, renegotiating supplier contracts, or cutting operational expenses. Some businesses have embraced technology to improve efficiency and reduce reliance on costly inputs.

However, sustained inflationary pressure remains a significant hurdle, particularly in economies where monetary policy tools are limited.

Trade Tensions and Supply Chain Disruptions Global trade uncertainty has also reshaped the landscape for small businesses, particularly those dependent on imported goods or foreign markets.

According to World Bank data, food accounts for 20 percent of the value of total imports in small Caribbean states, compared with 8 percent for Latin America and the Caribbean as a region (Robertson & Ellsworth, 2024).

Tariffs, supply chain disruptions, and geopolitical conflicts have made it harder to source materials affordably and maintain stable inventory levels.

For small businesses in regions like the Caribbean, which rely heavily on imported goods, these disruptions mean higher costs and longer lead times. Many have sought local alternatives, but in small open economies, domestic supply chains are often underdeveloped. Navigating trade uncertainty requires flexibility—diversifying suppliers, exploring nearshoring opportunities, and investing in inventory management strategies to mitigate risks.

Economic Shifts and Changing Consumer Behaviour Beyond inflation and trade tensions, broader economic shifts are altering how small businesses operate. Digital transformation, evolving labour market trends, and changing consumer behaviour—particularly in response to

economic pressures—are reshaping demand. Consumers are prioritizing value, shifting spending toward essential goods and services, and embracing digital-first experiences.

As we’ve seen during the COVID-19 pandemic, small businesses that adapt by leveraging e-commerce, digital marketing, and automation are better positioned to weather uncertainty. Additionally, those that focus on resilience—building strong customer relationships, maintaining financial discipline, and staying informed on macroeconomic trends—stand a better chance of long-term success.

rom a small facility in the O’Meara Industrial Estate in Arima, Christle Ltd has quietly built a reputation as one of Trinidad and Tobago’s most resilient and innovative small manufacturers. Founded in 1989 by Christopher Garcia, the company today offers over 30 high-quality chemical products for residential and commercial use — ranging from disinfectants and dishwashing liquid to termite treatment and rust remover.

Over the years, Christle Ltd has grown not only in product range but in ambition, reaching beyond local shelves into the wider Caribbean. The company, which employs just over 20 people, has already carved out a strong export footprint, with its products now available in Guyana, Grenada, St Vincent, St Lucia, Barbados (distributed by Blades & Williams Limited), Antigua, Montserrat, Dominica, Suriname, Belize, St Kitts and Nevis, with Jamaica and Curacao soon to be added.

Its steady climb has not gone unnoticed. In 2022, Christle Ltd was named Manufacturer of the Year (Small) by the Trinidad and Tobago Manufacturers’ Association (TTMA), and in 2023, it received the Trade Mission Champion Award, a recognition of its proactive export efforts. Also in 2023, Christle received the Most Successful Markey Entrant Small from the TTMA. Deputy managing director Jonathan Garcia attributes much of the company’s success to its unwavering commitment to quality and innovation. “We operate our own dedicated research and testing facility,” Garcia told ADVO. “It allows us to stay competitive and constantly improve our product line while maintaining strict quality control.”

CONOMIST Dr. Delisle Worrell believes the possibilities for diversification within the region’s tourism industries in North America and Europe are limitless.

He made the point in his April 2025 Economic Letter which discusses “Realistic Export Diversification in the Caribbean.”

The Letter is published monthly and Dr. Worrell focuses attention on a range of economic, business and social issues which are extremely relevant to Barbados and the Caribbean.

Dr. Worrell suggested that while diversification of products is not possible, Barbados and the Caribbean may diversify the markets to which they sell the quantities of products on offer. “For example, hotels may choose to market selectively by US zip codes, make a choice based on the quality of accommodation they offer and the average income of the neighborhood,” said Worrell.

Dr. Worrell who is also an International Business Consultant reasoned that communications technology now offers possibilities for targeted marketing and strategies tailored to the demographic their producer needs to reach.

To him, the USA is not a single market for any Caribbean producer. Rather, he said, within every city there will be counties of wealthy households whose travel is unaffected by economic fluctuations, not to speak of great disparities between states and regions of the country.

The economist insisted that the challenges to marketing other products and services successfully in North America and Europe, have proven insurmountable.

He highlighted individual successes with educational services, medical services, specified manufactured products, rum and other items.

However, there is no Caribbean country which can boast of a diversified export base as a result of their efforts.

With an estimated diaspora population of over 180,000 worldwide—more than half the island's resident population—the nation is implementing strategic initiatives to convert international connections into economic growth.

The Central Bank of Barbados reports that diaspora engagement contributed approximately $218 million to the economy last year, representing a 34% increase from five years ago. This growth stems not just from traditional remittances but from an evolving ecosystem of investment, knowledge transfer, and business partnerships.

"We're witnessing a fundamental shift in how diaspora relationships generate value," explains Dr. Olivia Worrell, Director of the newly established Diaspora Economic Partnership Office. "It's evolved from sending money home to building sustainable business networks that create jobs and transfer technology."

Beyond Remittances: The New Diaspora Economy The government's "Bajan Bridge" initiative, represents the most comprehensive diaspora engagement strategy in the nation's history. The program includes a digital platform connecting overseas professionals with local businesses, quarterly investment forums, and targeted tax incentives for diaspora-led ventures.

Unlike conventional tourism, these experiences emphasize investment opportunities, professional networking, and potential business partnerships.

Last year, an estimated 34,000 diaspora visitors participated in such programs, staying an average of 12 days—nearly twice the length of typical tourist visits—and spending approximately 37% more per day.

Looking Forward: From Brain Drain to Brain Circulation As digital work becomes increasingly location-independent, Barbados is positioning itself as a hub for "brain circulation" rather than suffering from brain drain.
