Prescribing good nursing at La Trobe Shepparton

By Aaron Cordy AUSTRALIA'S Chief Nursing and Midwifery Officer Alison McMillan joined the Dean of the La Trobe Rural Health School Professor Jane Mills at the Shepparton campus for an event hosted by the Australian College of Nursing's Goulburn Murray region last week.

The event brought together nurses, midwives, students, educators and health leaders to explore the future of nursing, leadership and healthcare in regional Australia.

A big part of the focus was on nurses prescribing medication, as the first cohort of RNs graduating from newly accredited prescribing training programs enter the workforce.

“It's a good thing because one of the key priorities here is to improve access to care. So, providing an opportunity for nurses to be able to prescribe means that there's another health professional that can potentially give access to get medications, either repeat or initiation of a new,” said Professor Alison McMillan PSM. “The program is designed so that it's got lots of good safeguards in place, so we make sure that there's safe prescribing, that it's appropriate, and within the scope of practice of that mix.

“We are only at the very beginning of this, so there's lots more to evolve over time. But the better we can provide access to care, the earlier and more convenient, the greater likelihood is someone will stay well. So the benefit here is for the patients, and it's giving nurses that opportunity to contribute to the well-being.”

Third year nursing student at La Trobe University Shepparton, Kate O'Connell, found the talk insightful, which showcased career options she had not considered before.

“It's very interesting to see the changing scope for registered nurses because you know I'm coming into this as a slightly older student, and I think perhaps my view of a nurse before I started the course was a little old-fashioned. I didn't quite realise how much the scope has grown over the years, which was a very pleasant surprise,” said Kate.

"I'm sort of thinking ahead and thinking I'm about to graduate.

I'm going to need at least three years' experience before I could be considered to be a prescriber. One of the questions I would love to chat with them (Professor McMillan) about is: Are they thinking about making this an immediate postgraduate certification for people who are going to be in those under-served areas? “So I'm really curious as a student about the evolution of this and how this might look in a few years. I’m excited to know that it's a possibility, and as someone just starting my career, knowing that I can see a pathway already that doesn't necessarily mean that I'm going to have to leave an area like Shepparton and go to a major city to advance as a nurse.”

Notre Dame College is proud to present The Addams Family, A delightfully dark and surprisingly heartwarming musical comedy, at the Westside Performing Arts centre on Thursday, Friday and Saturday.

“Seeing these familiar characters. We all know the Addams family, the class. family, the classic characters, and seeing those

characters, but also what these kids bring to those characters is very interesting. They've honoured the originals, but also added their own spin and their quirks, and put a lot of effort and a lot of work into that,” said Director choreographer Megan Scott.

Year 11 student, Liam Kelly is excited to play Gomez in show, which is very different to anything he thought he'd get to do.

“It's a set of characters that people know and people love. It's like a new, different way to experience that up close, personal, and live,” said Liam.

Year 12 student, Oliver Hanns, Malcolm Beinecke, the father of Wednesday’s love interest.

“You just get to hang out with a bunch of cool people. It gives you an opportunity to perform that a lot of people wouldn't have at this age. That's the best part of having this opportunity, being able to perform when I'm in high school,” said Oliver.

Notre’s performances will be held at 7.30pm on Thursday, July 23 and Friday, July 24; and at 2pm and 7.30pm on Saturday, July 25.

In this column last week I talked about the importance of knowing what costs you’ll be up for if you enter into aged care.

I also talked about the importance of understanding that there’s an assessment process you need to go through if you want to receive government support for some or all of your aged care costs. (It won’t just come to you automatically.)

Another tip: Some people seek independent financial advice to better understand their options for funding aged care, taking account of their own individual circumstances. This is well worth considering too.

But be careful who you choose! The government provides a list of registered financial advisers at its Moneysmart website, which tells you where they are based, what are their credentials, and what they can advise you on. (See: Moneysmart.gov.au.)

O’KEEFFE WILL NOT RECONTEST SHEPPARTON DISTRICT SEAT

Member for Shepparton District Kim O’Keeffe announced Tuesday morning that she will not re-contest the seat of Shepparton at the upcoming State Election.

O’Keeffe said it was an absolute privilege, honour and joy to be a National Party member in State Parliament and to represent and serve the community.

“It has been an incredible journey, and I am proud that I was able to secure some really important things for our region including specialised housing for the homeless with wrap around support services – a model that is a first for regional Victoria and is due to be finished this year,” she said.

After more than 10 years in public service, including six in Local Government, O’Keeffe said that she will, “continue to support the community in any way that I can. That won’t change.” Read more in next week’s Adviser.

COUNCIL APPOINTS NEW INFRASTRUCTURE DIRECTOR

Greater Shepparton City Council has appointed a new Director of Infrastructure.

Aidin Montazami commenced in the role on Monday. Janelle Bunfield has been working as acting Director after Gary Randhawa, who has worked in the role since February 2022, finished up at the end of June, following his resignation.

MYKI READERS EXPAND TO REGIONAL VICTORIA

The State Government has announced tap and go technology will be rolled out at all train stations across Victoria, making paper tickets a thing of the past.

Victoria’s myki ticketing system is replacing paper tickets and eTickets currently still required at some regional V/Line stations including Shepparton, Mooroopna, Nagambie and Murchison East.

The Government announced 108 new myki readers will be installed across 37 stations with all systems set to be switched on later this year.

Myki cards are reusable and allow travellers to top up their funds online using the PTV app or via a myki machine located at train stations and some tram stops and bus interchanges. For more information visit https://transport.vic. gov.au/

Rotary clubs fund specialist blood cancer nursing scholarship SIX local Rotary clubs have joined forces to donate $11,000 towards a Myeloma Nursing Scholarship at GV Health, helping expand access to specialised blood cancer care for patients across the Goulburn Valley.

The Rotary Clubs of Shepparton, Shepparton Central, Shepparton South, Mooroopna, Tatura and Kyabram have collectively funded the scholarship to support a GV Health nurse to undertake specialist training in myeloma and haematology nursing. The support comes at critical time, as demand at GV Health's Oncology Unit has increased by 54 per cent, rising from 10,679 to 16,476 treatments, over the last four years.

Myeloma is a type of blood cancer that begins in plasma cells, which are responsible for helping the body fight infection. The disease can cause bone pain, fatigue, recurrent infections and kidney complications. While myeloma is generally considered a long-term condition, advances in treatment mean many people can successfully manage the disease and maintain a good quality of life.

GV Health Chief Executive Matt Sharp said the scholarship would have a lasting impact on cancer care in the region.

"We are very grateful to the Rotary Clubs of Shepparton, Shepparton Central, Shepparton South, Mooroopna, Tatura and Kyabram for their generous support. Having highly skilled nurses with specialist knowledge in myeloma care will enhance GV Health's capacity to support people living with blood cancers throughout their treatment journey, reducing the need for patients to travel to metropolitan centres for specialist care,” said Mr Sharp.

Maintaining Victoria’s roads: Who is responsible?

The State Government’s Department of Transport and Planning (DTP), operating as Transport Victoria, manages major highways and arterial roads, which account for about 15 per cent of Victoria’s road network. Local councils manage the remaining 85 per cent, which includes residential streets and local rural roads.

In Greater Shepparton, DTP is responsible for maintaining major regional highways and primary arterial routes. This includes: • Midland Highway • Goulburn Valley Highway • New Dookie Road • Toolamba Road • Murchison-Tatura Road • Doyles Road • Central Kialla Road • Byrneside-Kyabram Road • Rushworth-Tatura Road • High Street • Wyndham Street Greater Shepparton City Council manages and maintains the local road and residential street network. This includes local urban streets such as Poplar Avenue, St Georges Road, Fryers Street, Nixon Street and Old Dookie Road. The Council is also responsible for managing adjacent community infrastructure, including public footpaths, local street lighting, school crossings and kerb or gutter systems.

Letters to the Editor MAYOR RESPONDS TO AIRPORT SHELTER CONCERNS

Good evening Peter, Please find below our response to your email dated 12 July 2026.

For clarity, this response has been provided on behalf of all Greater Shepparton City Councillors and represents the collective position of Council in relation to the matters raised.

The Shepparton Aerodrome is an important strategic asset in Greater Shepparton, one which we recognise plays a very important role in our community, in particular for emergency service operations.

We want to begin by outlining Council’s commitment to maintaining a safe, compliant and functional aerodrome for all users. This is a priority of Greater Shepparton City Council.

We appreciate your interest in the future of the Shepparton Aerodrome and your ongoing emails, social media posts and in-person conversations regarding this matter. Council takes all proposals raised by community members and user groups seriously. We are not dismissing the importance of your proposal; however, we think it is important that you understand the steps required for something of this nature to be considered.

At present, the Shepparton Aerodrome provides safe access for emergency service operations, including helicopters and fixed-wing aircraft.

Patient transfers occur through established operational procedures, where Ambulance Victoria vehicles gain airside access by driving as close as possible to the parked aircraft to safely transfer patients and minimise the distance required to travel during transfer.

It is important to understand that this approach is consistent with how patient transfers occur across many regional aerodromes throughout Victoria and Australia. In many circumstances, whether at an aerodrome, hospital helipad, roadside emergency landing site or airport, there will always be some exposure to natural weather conditions during a patient transfer.

While we understand the intent behind a permanent patient transfer shelter, a fixed shelter does not provide complete weather protection during the transfer process. Patients, paramedics and flight crews would still need to move between the shelter and the parked aircraft. As aircraft parking positions can vary depending on the type of aircraft, operational requirements and airside activities, there would still be a period where patients and staff are exposed to the natural elements. We do not think what you have proposed would resolve this issue. Unless a patient is being transferred directly into an enclosed

For this reason, we are seeking clarification from you regarding statements that have been made publicly suggesting the current arrangements are not "best practice". Council has received no formal correspondence from Ambulance Victoria, the Royal Flying Doctor Service or any other emergency service provider advising that current arrangements at the Shepparton Aerodrome fail to meet operational requirements, safety standards or accepted practices.

If there is correspondence available that suggests otherwise, Council would welcome the opportunity to review that information.

Likewise, if a proposed shelter solution is being advocated as representing best-practice patient transfer infrastructure, it would be helpful to understand what specific standards or guidelines support that claim.

You have also raised the issue of funding. It is important to understand that Council cannot simply apply for grant funding based on an idea alone. Before funding applications can be made, Council must first identify and define a project, undertake detailed planning and design work, establish scope and costings, determine ongoing maintenance implications and, where required, commit to a co-contribution. Those commitments must then be considered through Council's capital planning processes, including within Council's 10-Year Capital Works Plan.

While preliminary planning work regarding the possibility of a patient transfer shelter was undertaken in 2020, including consultation with Ambulance Victoria, further investigation and assessment is required before any future project can be considered. We note that in 2020, Ambulance Victoria did not identify this project

as a critical need for their operations at the airport, and since this time Council has not received any correspondence to suggest this has changed.

As a result, Council has not applied for this round of the Federal Government's Regional Airports Program. The program requires a 50 per cent contribution towards any successful project and the submission of a shovel-ready project. Council does not currently have a dedicated budget allocation for major aerodrome upgrades and does not have detailed designs for the proposed shelter.

There are currently no plans to relocate the airport, and operations continue on a businessas-usual basis. Any future infrastructure improvements, renewal projects or planning initiatives will be considered through Council's normal planning, budget and governance processes. Community members, aerodrome users and stakeholder groups will continue to be consulted and kept informed of any future proposals or developments.

We look forward to continuing to engage with the Aerodrome User Group and other stakeholders to better understand the opportunities and challenges facing the Shepparton Aerodrome.

As stated at the beginning, our focus remains the same: continuing to maintain a safe, compliant and functional aerodrome for all users, particularly for emergency service operations.

Accessing Foodshare’s new kitchen continued from front page THE Shepparton Access cooking program began operating from Shepparton Foodshare ’s kitchen two days per week since April. Making their popular preserves and services for the Eco Store and donate half of their delicious bounty to Shepparton Foodshare to add to the food crates for local people, helping to improve food security in our region.

To date, the partnership has seen around 450 jars of preserves and sauces donated and distributed to local people, food that may have otherwise gone to waste turned into a product much needed by Shepparton Foodshare. It is a beautiful example of what can be achieved via inclusion, participation and collaboration.

A colourful celebration of pride CELEBRATING 21 years this month, GV Pride has come together for a night of fun and frivolity for a Rainbow Gala held at The Wooldshed.

Wheels spin as allegations turn tyres in Council corruption case

By Deanne Jeffers A FEW weeks ago, The Shepparton Adviser broke the news that seven men had been arrested in relation to alleged fraud at Greater Shepparton City Council and a private business, which occurred between 2022 and 2026.

The investigation remains ongoing, however, several sources have said that the incident allegedly involves purchase orders on new tyres.

It is alleged that some council staff purchased

tyres through council accounts using public funds before allegedly reselling them or using them for profit or gain.

It is important to note that these allegations remain unproven at this time.

Council would not comment on the matter whilst the investigation remains ongoing. The investigation arose from concerns identified by Council and referred by Council to Victoria Police.

Standing up to youth crime continued from front page THE vision of two Shepparton primary school students not making the walk from a school bus to home safely as they were assaulted by a group of high schoolers has been seen widely across social media, and sparked an outcry in the community.

For the parents, Katie and Mark Mills, Tammy and Ladell Sanders and Chris Staggard, the incident was a nightmare unlocked; for the wider community, it is a tipping point.

The Tipping Point Rally held at Victoria Park Lake last month called for consequences for the actions of young people who commit crime and live with an almost justified belief that they can get away with it. Accountability is what Tipping Point are calling for, which doesn't necessarily mean jail time. It can be an education program or community service as long as there is a mandatory intervention and consequences.

“A lot of people go, 'Oh no, we can't send these kids to jail.

They're only 13.’ We're not saying that. We've never said that.

As soon as we say a bit more severe consequences or just any consequences, people just suddenly jump from nothing to like jail,” said Mark.

“We, at the end of the day, want these kids to get out of this cycle, whatever they're in, and be good humans, and prove to themselves, and prove to us, and prove to the community that

Tipping Point has an online petition requesting that the Legislative Assembly amend the Youth Justice Act 2024: 1. Remove mandatory pre-court diversion requirements for young persons charged with serious and violent offences; 2. Strengthen the ability of Victoria Police to charge and bring before the Children's Court young persons alleged to have committed serious public order, property or violent offences; 3. Young offenders who engage in serious violent

behaviour shall be mandated to participate in appropriate intervention, education or rehabilitation programs to promote accountability and reduce reoffending; 4. Strengthen recognition of victim safety and wellbeing within the youth justice system; and 5. Review the operation of doli incapax to ensure serious public order, property and violent offences can be appropriately considered by the courts.

A ‘13TH’ CLUB will join the Goulburn Valley League from next season, but the exciting concept will not create any changes for the 12 existing clubs or require any restructuring of the competition draw.

The club will be known as the GVL Club, an initiative designed to recognise and reconnect the footballers and netballers who have proudly represented the league in the famous purple and gold during interleague fixtures.

Membership will be open to anyone who has represented the league over the years. The concept has emerged following the extraordinary interest in the league's recent interleague campaign against the Victorian Amateur Football Association (VAFA).

While the on-field results were a little one-sided in favour of the VAFA, the campaign captured the imagination of supporters across the region and reignited interest in the rich history of GVL

representative sport.

GVL Board Chair Peter Foott said the response to this year's representative program showed there was a strong appetite to celebrate those who had represented the league over many decades.

"The recent interleague campaign reminded us just how much representative football and netball means to people across the Goulburn Valley," Mr Foott said.

"We saw tremendous support for our senior and 19&Under football teams - as well as our Open netballers at the state championships - but we also saw strong interest in the stories of those who played before them.”

Each member of this year's senior football and netball interleague teams was presented with a GVL Club medallion, which will serve as the initiative's symbolic calling card moving forward.

Skilled tradespeople in high demand as housing targets loom large WITH the Federal Government aiming to build 1.2M new homes by mid2029, a critical component is missing: skilled tradespeople who actually do the construction.

The Housing Industry Association (HIA) this month welcomed the Australia Chamber of Commerce and Industry (ACCI) contribution to national debate on the importance of education and skills in meeting the housing target, however, it said that Australia needs a better balance between university and vocational education if it is to solve the problem.

“There was no question universities played a vital role in producing the architects, engineers, sur veyors, planners and construction managers who help deliver Australia’s homes,” said HIA Executive Director Mike Hermon, adding, “But we also need the skilled tradespeople who physically build them.”

“Australia is trying to build 1.2 million new homes, yet our industry still needs another 83,000 skilled tradespeople to meet demand. We won’t achieve our housing ambitions unless we encourage more young Australians to see trade as a first-choice career.”

Welcoming a new job – and a new life SONAM Dechen has come a long way from Bhutan in the Eastern Himalayas to arrive in Shepparton and become a valued new staff member with leading aged care providerShepparton Villages.

But many people are glad she’s made the journey – and so is she.

Having immigrated to Australia less than a year ago, Sonam is getting the opportunity to apply her nursing skills and experience in a very different environment – one that’s just a little bit warmer too.

Maculata Place at Shepparton Villages is fortunate to have Sonam on board, bringing with her the benefit of a bachelor's degree in nursing from Thailand, and five years of demanding experience in ER (Emergency Room) nursing back in Bhutan.

She’s getting to apply her knowledge and skills in a different way here in Australia and says she is enjoying the opportunity to get to know the people in her care more closely than she could in her previous role.

Overall, Sonam says life in Shepparton is busy but peaceful, with a good work-life balance.

Sonam is one of a new generation of care staff who have arrived at Shepparton Villages over the past year – employed both locally and from overseas - as part of a major recruitment drive to make sure residents are getting all the care and support they need.

Given the opportunity to move to the US or to Australia, Sonam said she chose Australia, which offered many attractions including the fact that she already had a sister living here.

She’s found there is a supportive Bhutanese community, mostly in Melbourne, but with a small and friendly group in Shepparton too, making her transition to Australian life just that little bit easier.

She’s grateful to her migration agent, Global Talent Agency, and to the staff and residents of Maculata Place, who she says have made her feel very welcome.

It’s still early days - but so far, so good: “Shepparton has been good to me.”

Business festival launches biggest program yet THE 2026 Greater Shepparton Business Festival was officially launched on July 13

by Greater Shepparton City Council, with support from Asuria, GOTAFE, Greater Shepparton Business Network, La Trobe University and Workforce Australia Local Jobs (Goulburn Murray).

The launch unveiled the festival's biggest program to date, with bookings now open for more than 20 free workshops, n et wo r k i n g eve nt s a n d b u s i n e s s development opportunities.

Running from August 3 to 21, the festival is designed to help local businesses, entrepreneurs, professionals and aspiring business owners build practical skills, expand their networks and grow their

businesses.

The triumph and heartbreak of famous flags

By Aaron Cordy AFL GRAND Final day sparks a torrent of emotion for players, officials, and, most importantly, fans across the country. Away from the holy colosseum of the MCG on suburban and country grounds, Grand Final day can inspire joy, heartbreak and folklore that lasts for generations.

Sports journalist Toby Prime saw the highs and lows of footy grand finals covering the sport across the state, which inspired him to write Famous Flags: Great Local Grand Finals. A collection of stories from around Victoria, told by those who played, watched and lived some of the amazing grand finals.

“When I was a journo, grand finals always left an impression on me. Some of the games that I've seen have remained in my memory. Some of the more memorable grand finals, and I think that's just because of the emotion and the people

attached to grand finals,” said Toby.

“Those emotions are clearly heightened on grand final day when people invest so much into community football, and if you're on the right side of the result, it's a euphoric feeling. Likewise for people who have experienced hardship, not just with the games, but in some instances in their lives, it was almost therapeutic for some of those people to relive those emotions and express how they feel about those games. Good, bad, or indifferent, those emotions do remain for a lifetime.”

One memorable grand final in the book was the 1990 PDL grand final between Waaia and Blighty. The match that lives in football folklore for a 50-meter penalty that led to an after-the-siren goal by Waaia’s Mike Cleeland, giving them a onepoint victory, while the unwitting Blighty players and fans celebrated a win they had not won.

“It's clearly the case that people haven't forgotten that game now, 36 years down the track, and that's because it was just such a controversial and remarkable finish. And the story almost gets better with time,” said Toby.

Luke Beveridge provided the foreword for the book. The 2016 premiership coach of the Western Bulldogs rates the VAFA St Bedes/Mentone C-section flag he coached in 2006 equal to his 2016 AFL Premiership.

“I know it's only a game of football in the end, but because people invest so much into it, it means so much to them. Those emotions, regardless of how long down the track it is, those emotions remain for a lifetime,” said Toby.

Mansfield has tasted victory in only one of its last eight games (including a draw with Shepp Swans) and is now ninth on the ladder, albeit just a win and a half out of fifth spot.

The Eagles face two teams in the final four weeks that they will need to knock out of contention, but it all starts with a vital win this weekend. If they can beat Mooroopna and Shepp United in the final two rounds, they could still play finals.

KEY MATCH-UPS -Eagles' big three v Benalla's big three: Whichever trio is more influential out of the Eagles' Matt King, Callum Brown and Harry Mahoney, and Benalla's Nick Warnock, Chris Welsh and Mark Marriott, will win this game.

Prediction: Mansfield by 31 points.

LAST TIME THEY MET: Round 4, 2026 - Benalla won by 16 points

Now only two points clear of eighth place, the Swans could drop as low as seventh on the ladder if Kyabram beats Echuca, the Bears win this game, and Rochester beats Tatura.

The winner of the Mooroopna and United game will move above them on the ladder immediately because the Swans have only the ninth-best percentage in the league.

KEY MATCH-UPS Zac Metcalf v Zac Clohesy: If Metcalf stays forward, and why wouldn't he after kicking four goals last weekend, he will most likely have Clohesy for company.

Ethan Warburton v Mitch Brett: This would be my match-up if I had the magnets. Brett can kick goals, is defensive by nature and could curb the star Swan's influence.

Prediction: Bears by 41 points.

Echuca (2nd) v Kyabram (5th) A whole lot is on the line for the in-and-out Bombers, who have switched between fifth, sixth and seventh on the ladder for the last month. These are the two best offensive teams in the competition, but both had stars missing last weekend.

Sam Reid, Tom Evans, Hugh Byrne and Liam Tenace were missing for the Murray Bombers, while Rhys Clark, Anthony Depasquale (VFL) and Brad Whitford were out of the Bombers' line-up.

KEY MATCH-UPS Zac Norris v Darby Jones: A Rising Star of the competition facing the league's number one-ranked player. A must-watch.

Jack Evans v Jack Russell: The two Jacks both starred last week, with Evans collecting 40 disposals and finishing as the highest-ranked player on the ground.

KEY MATCH-UPS Jack Murphy v Lachie Hill: Murphy kicked four goals from the midfield last week and his running power will test the Magpies hard man, who has returned in great form.

Huw Jones v Mitch Walters: Jones will likely have responsibility for the goalsneak, who has kicked six goals in the last two weeks.

Prediction: Seymour by 27 points.

LAST TIME THEY MET: Round 4, 2026 - Seymour won by 49 points

Shepp United (6th) v Mooroopna (8th) The winner of this game could be inside the top six at 5pm on Saturday if Kyabram loses to Echuca and the Swans lose to the Shepp Bears.

United is sixth and Mooroopna is eighth, but only percentage separates them, along with Kyabram and Rochester.

KEY MATCH-UPS Jensen Dowling v Liam Betson: Dowling is fresh from a 107-ranking point game but now faces Liam Betson, who produced a league-high 236 points on the weekend.

Matt Casey v Rory Huggard: Casey now leads the goalkicking by six goals, while Huggard has been in terrific form for the Cats, who just went down to the top team.

Prediction: United by 7 points.

Tatura (12th) v Rochester (7th) If Kyabram or United both lose this weekend and the Tigers win, Rochester will finish the weekend in fifth spot. They have been there before, and there are still some big games to be played between Rounds 16 and 18 to decide the eventual finalists.

KEY MATCH-UPS Hugh Hamilton v Finn Radley: Radley will have Hamilton in the air, but it will be on the lead and at ground level that the Rochester star could have a big afternoon.

Bailey Wileman v Tom O'Sullivan: Both are in great form, fresh from big rankingpoint games, and could both collect 30-plus possessions in this match.
