Six arrested as police investigate alleged fraud linked to Council

By Deanne Jeffers DETECTIVES from Shepparton Crime Investigation Unit have arrested six men following the execution of several search warrants across Shepparton on Wednesday, June 17.

The arrests are part of an investigation into alleged fraudulent conduct involving a council and a Shepparton business between 2022 and 2026.

The men, aged between 36 and 55, were interviewed by police and released pending

further enquiries.

In a statement, Greater Shepparton City Council confirmed that a small number of Council employees were involved in the police inquiry and said the matter had been referred to Victoria Police by the Council itself.

While road crews have been working in recent weeks to patch potholes along the Goulburn Valley Highway, many sections remain in poor condition, with some recent repairs already deteriorating following the latest wet weather. Motorists have also reported vehicles sustaining tyre, wheel and suspension damage after striking potholes on both the Goulburn Valley Highway and the Hume Freeway.

In a move that has attracted attention, illuminated electronic signs appeared along sections of the highway last week, warning motorists: “Potholes Ahead Next 20km”. According to the Herald Sun, it remains unclear how much the temporary signs cost or how long they will remain in place. Basic patching is expected to begin again this week, weather permitting, but road rehabilitation and upgrades are not scheduled.

I’ve been reflecting lately on attitudes toward ageing.

It’s not uncommon for people to have some negative views about ageing, for understandable reasons including fear of ill-health and our acute (if reluctant) awareness that we don’t live forever.

But an excessive fear of ageing can have the effect of damaging lives that could otherwise be much happier. Too many good days and good years are lost by some in a melancholy tangle of fear, anxiety and avoidance - rather than spent celebrating the wonderful miracle that we are alive and able to do so many things at almost any age.

I’ve commented before on the scourge of ageism: the outlook that dismisses and patronises rather than honours and celebrates our elders. That’s clearly wrong. But it’s also worth looking at the other side of the ageism coin too – the very big benefits that come from letting go of negativity and adopting a more positive outlook on ageing.

The other day I came across a wonderful series of short videos put out by a government department on “positive ageing”. These videos show older people in all walks of life – including some winners of Senior Australian of the Year Awards – talking from the heart about age and ageing.

A common theme they have is the importance of making the most of life’s opportunities at any age, and the satisfaction of each speaker that they continue to be taken seriously and respected. Each speaker in these videos provides real living proof of the value and benefits of ‘positive ageing’.

At Shepparton Villages we say amen to that, and encourage our residents and staff to keep it in mind at all times.

By Natasha Fujimoto BUILDING vital ecological and social resilience, a major community-led project is set to revitalise Shepparton’s wetlands, delivering lasting benefits for local wildlife, cleaner waterways and future generations.

Supported through the 2025 Healthy Cities Landcare Grants Program, the Healthy Wetlands Project will see an impressive 4,500 native wetland plants established within the wetlands of the Australian Botanic Gardens Shepparton and surrounding project sites.

The initiative will significantly enhance biodiversity, improve water quality and create greener spaces for visitors and locals to enjoy.

The project brings together the dedication and energy of the Goulburn Murray Landcare Network (GMLN), the Shepparton Mooroopna Landcare Group, Friends of the Australian Botanic Gardens Shepparton, local schools and other community organisations.

Part of the Healthy Cities Challenge, a program highlighting the connection between healthy environments and healthy communities, the wetlands project is a funded partnership between Landcare Australia and Bupa.

In addition to restoring local habitat, the project places a strong emphasis on education, participation and community engagement.

Residents have been involved through workshops, planning sessions and hands-on restoration activities, helping to shape the future of the wetlands while deepening their understanding of the region’s precious natural environment.

A recent Wetland Restoration Workshop featuring Wetland Revival Trust ecologist Damian Cook provided participants with an opportunity to contribute ideas towards a future Wetland Action Plan. Across the project, people of all ages and backgrounds have embraced the chance to roll up their sleeves and support the region’s environmental health.

Project coordinator Dan Walker said the initiative demonstrates the power and value of community collaboration.

“This project is about collaborating with the community to undertake important environmental restoration works while providing educational opportunities along the way,” he said.

FIVE months on from the Longwood bushfires, fire-affected residents of Strathbogie and Mitchell Shires have received a major boost, with nearly $200,000 from the Tones & I Bushfire Recover y concer t donated to t he Strathbogie Disaster Relief Fund (SDRF).

The community-run concert grew out of a local campaign, “Bring Tones & I to Longwood,” which caught the global star's attention and drew 5,000 people to Longwood oval in support of their community's recovery after the devastating January fires.

The donation was made possible by a volunteer committee, the local footy club, the CFA, a $25,000 State Government grant secured by Nationals MP Annabelle Cleeland and $25,000 from Tones & I's own ticket sales.

SDR F Community Advisory Committee member Alister Purbrick said the donation had come at a vital time.

“The long road to recovery feels even longer at this time of year, with the cold and wet weather making being out of home, without one’s creature comforts, particularly confronting,” he said.

“The Fund has already distributed ove r $2 50 , 0 0 0 to t ho s e i n ou r communities who need it, and the $190,000 donation from the Tones & I concert has meant we are in a really strong position to have a much greater impact with how we help.”

Purbrick said the SDRF was working with specially formed Communit y Recovery Committees to identify priority needs — including restoring community halls, repairing private infrastructure, and social initiatives supporting the wellbeing of fire-affected residents across both shires.

“Although we can't cover the full cost of what these communities need to rebuild, we can offer hope – by staying on the ground, representing them, continuing to seek donations, and then providing grants to support community agreed priority projects.”

Businesses bring new life to city centre continued from front page • Sherridon Homes is expected to move into the former Albury Antiques premises on High Street — a large building that previously housed Savers before sitting vacant for more than a decade and will serve as Sherridon's major new office hub slated for October.

• The former Lister House Medical Clinic on Nixon Street has been leased after remaining empty since the medical service relocated to North Shepparton last year.

• Crown Kebabs has recently opened on Wyndham Street, offering pizzas, kebabs and traditional Iranian and Afghan dishes.

• La Velluto, a new Italian restaurant has recently opened on High Street.

• Boss Burgers & Dreams has opened in the former Nourish Shepparton premises on Fryers Street.

Greater Shepparton City Council said the overall vacancy rate within the Shepparton CBD currently sits at five per cent and has remained stable since 2024. A quarterly vacancy audit will be undertaken this month.

Council noted several additional business investments have not been included, as the businesses involved are yet to publicly announce their tenancy arrangements. Many of these are activating long-standing vacant premises, while further investment discussions are underway.

Although some vacant shopfronts remain,

several have been transformed into vibrant displays promoting the Shepparton Art Museum’s Facing Modernity: Degas to Picasso exhibition, adding colour and visual interest to otherwise unused spaces.

Director of Gagliardi Scott Real Estate, Rocky Gagliardi, said demand for commercial space remained strong, describing leasing activity within the CBD as a game of "musical chairs", with businesses relocating rather than leaving the area on top of many new businesses that have also come to Shepparton.

Licensed estate agent Vince Tassoni of Stockdale & Leggo said smaller shop vacancies, particularly around Fryers Street, were popular.

He also said that recent investments from large businesses like Skechers reflected a growing confidence in Shepparton’s retail sector.

“We have worked with Skechers for about 18 months and think it is a great outcome for Shepparton and the surrounding local businesses,” Mr Tassoni said.

Mayor Cr Shane Sali said the diverse mix of businesses and services played an important role in Greater Shepparton's economy.

“Council continues to support businesses, building on the previous infrastructure investment of the Maude Street Mall redevelopment,” he said.

"We deliver a range of initiatives to support local businesses, promote our CBD and encourage the community to shop local, with businesses reporting increased customer activity following campaigns such as Christmas Wonder Filled Summer and the ongoing Eat Play Stay Shop campaign.

"When we provide an environment for businesses to have confidence, we see strong shop occupancy rates, which we are currently seeing across Greater Shepparton.

shop local, which creates more jobs, strengthens our economy and contributes to a thriving city centre that benefits the entire Greater Shepparton community."

Data from economy.id also indicates business activity remains steady across Greater Shepparton.

The number of GST-registered businesses increased marginally from 193 in March 2025 to 197 in March 2026, while GST cancellations declined from 147 to 141 over the same period.

Together, the figures suggest stable business turnover, with a modest net improvement in new business formation.

Get fire ready this winter VICTORIA’S fire services are urging residents to ensure they have working smoke alarms and a Home Fire Escape Plan as new figures show an increase in the number of preventable fire fatalities last year.

Across Victoria, in figures compiled by CFA and FRV, there were a total of 21 preventable residential fire fatalities in 2025. This compares to 18 equivalent fatalities in 2024, with the highest number of deaths reported in winter.

The majority of fatal fires in 2025 - 85 percent started in bedrooms or living rooms.

Now, with many families on school holidays, CFA and FRV are calling on all Victorians to take action to help reduce the number of preventable fire fatalities by ensuring their homes are fitted with working smoke alarms and all occupants have a practiced Home Fire Escape Plan.

F RV A c t i n g D e p u t y C o m m i s s i o n e r Community Safety and Operational Training Mark Carter AFSM said that simple measures

could be taken to significantly reduce the level of risk posed by house fires.

“When a fire breaks out, it spreads extremely quickly, meaning you, your family and other people you live with could have just seconds to escape,” said Mark.

“These school holidays we’re asking families to check their smoke alarms, replace those that are not working or are more than 10-years old, and practice your Home Fire Escape Plan.

“It is important to get children who live in the home involved. Research shows that children aged up to four- years-old are at increased risk in the event of a fire occurring, so a Home Fire Escape Plan supported by working smoke alarms could save lives.”

A/DC Carter AFSM said a Home Fire Escape Plan should be tailored to your living environment and the abilities of everyone living in the home, such as a young child, an older person or someone with mobility issues.

• Call Triple Zero (000) from a mobile phone or a neighbour’s phone.

to the Shepparton Central helpers who supported recovery from the Longwood fires by providing a truckload of hay and working with Blaze Aid to clean up burnt fences in preparation for re-fencing.

S h e pp a r ton C e nt r a l Ro t a r y C lub President, Allen Gale, said the most gripping moment detailed how the crisis hit home for local families.

“The sheer scale of the emergency became clear as farmers dealt with the heartbreaking reality of managing tens of thousands of injured livestock. Recognising the immediate need for specialised support and supplies, Trelly provided thousands of rounds of ammunition and launched a social media appeal to which the response was unprecedented,” Mr Gale shared.

That response included 260,000 rounds of ammunition sourced and distributed in just a few days, support poured in from every state in Australia, and $70,000 in cash donations raised to support the community.

The Longwood Pub quickly transformed into a vital frontline distribution hub, serving as a central point for coordinating the influx of hay and other essentials. Steve noted that the grassroots response was strongly backed by excellent support from

various government services.

Under extraordinary circumstances, Steve reflected on the positive attitude maintained by affected locals despite immense loss, the volunteers who pitched in, and the deep humility found within these communities.

The presentation concluded with Trelly

describing the entire deployment as a profoundly humbling experience that showcased the best of the Australian spirit in the face of tragedy. He presented Greg with a $5,000 cheque for fencing materials as Blaze Aid continues its efforts.

THE enormous scale of community-led disaster recovery was brought into sharp focus at a recent meeting of Shepparton C e nt r a l Rot a r y C lub, wh e r e g u e s t speakers Steve Threlfall and Greg Noble shared a deeply moving account of their contributions to bushfire recovery.

Greg introduced Blaze Aid and its role as a cornerstone of rural recovery since its inception in 2009. Greg, who joined the organisation in 2020, shared the massive cumulative impact of the local relief effort, i nclud i ng 5,02 2 volu nteer workdays logged, 8,570 total volunteer working days completed to date, 836 unique volunteers answering the call – including 26 new faces in one week recently – 275 local farmers registered for critical assistance, 468 kilometres of destroyed fencing cleared and 272 kilometres completely rebuilt, serving Blaze Aid’s primary purpose of restoring secure boundaries for primary producers.

Local identity, business owner and Councillor, Steve ‘Trelly’ Threlfall, provided a firsthand account of the physical and emotional toll of rural disaster recovery, highlighting the immense logistics of rebuilding and the resilience of fire-affected farmers.

Running to bring cancer care closer to home

GV HEALTH Foundation is excited to announce a charity partnership with the Campbell’s Shepparton Running Festival, joining forces with one of the region’s longest-running community events to support the I Care for Cancer @ GV Health appeal.

Established in 1998, the Shepparton Running Festival brings together runners, volunteers, families and supporters in a celebration o f c o m m u n i t y, h e a l t h and wellbeing. This year, participants can make every kilometre count by supporting the appeal which aims to

deliver a new Integrated Cancer Centre at GV Health.

The I Care for Cancer @ GV Health appeal is raising $5M towards the construction of an Integrated Cancer Centre at Shepparton Hospital. While Victoria has six designated regional public health services, GV Health remains the only one without an Integrated Cancer Centre.

The proposed centre will bring cancer treatment, specialist clinics and wellness services together in one purpose-built facility, creating a more integrated model of care to meet the growing and

increasingly complex needs of cancer patients across the Goulburn Valley.

GV Health Foundation Director Amy De Paola said the partnership was a natural fit, connecting a community event centred on health and wellbeing with a campaign that will improve cancer care facilities in our region.

"Our oncology staff dedicate themselves every day to caring for people facing cancer, so it's fantastic to see them pull on their running shoes and volunteering their time to actively support this campaign," said Ms De Paola.

Blowing out a tyre or swerving to avoid a damaged road surface can cause accidents, and the dangerous state of Victoria’s roads is putting lives at risk.

Recent wet weather has exposed the extent of deterioration on our roads. High rainfall has filled many deep potholes with water and hidden them from unsuspecting drivers, while heavy fog has reduced road visibility, leaving motorists unable to see and avoid hazards ahead.

Even our major highways in northern Victoria, including the Hume, Calder, Midland, Maroondah, Murray Valley and

Many other state arterial roads also suffer from a lack of maintenance, and are in desperate need of repair and full rehabilitation of the worst sections. These include, but are not limited to, Katamatite-Shepparton Road, Great Alpine Road, Echuca Road, MurchisonTatura Road, Murray River Road and BenallaTocumwal Road. This list is not exhaustive, and my constituents have reported dozens more roads that require urgent attention.

The Labor Government abandoned its responsibility to carry out proper road maintenance over the past 12 years, and this year’s budget once again reduced the amount

The charity raffle supporting youth services TRANSITIONAL Housing is a supported housing model where young people can stay up to 12 months in a shared house environment whilst being supported by case managers. It is a key service the Salvation Army North East Youth Services wants to offer local kids in need, which is why they will be the recipient of this month's Shepparton Club charity raffle.

Locally, we have crisis accommodation for young people aged 16-25 years who can stay up to eight weeks. The Salvation Army North East Youth Services wants to use any money raised or donated to build additional accommodation for Transitional Housing.

GRANTS OPEN... Applications are open for Regional All Abilities Participation Grants. Up to $25,000 is available across three categories: Equipment and Travel, Inclusion Workforce and Disability-led Initiatives. APPLICATIONS are now open for the third round of the Regional All Abilities Participation Grants. Grants of up to $25,000 are available across three categories: Equipment and Travel, Inclusion Workforce and Disability-led Initiatives.

Grants can be used to purchase equipment such as sports wheelchairs, sensory balls, throwing frames, modified bats and racquets, helping to ensure safe and inclusive participation.

“We’re backing even more initiatives that increase all-abilities opportunities for all Victorians whether as players, coaches, volunteers or administrators,” said Minister for Community

Sport Ros Spence.

“It’s all about creating inclusive environments for people with disability to not only participate but kick-start new opportunities to learn and excel in a range of roles in the sports they love.”

Grants can also create more volunteer opportunities for people with disability to become coaches, administrators and sports leaders.

Funding will also help cover travel costs for competitions and festivals, or support organisations in developing their own all-

abilities programs.

Organisations that support community participation such as local clubs, state sporting associations, disability or selfadvocacy groups, and health or disability providers are eligible to apply.

The program is part of Labor’s $40M All Abilities Sport Fund, which removes barriers for people with disability to get involved in sport and recreation in regional Victoria.

Goulburn River reaches minor flood level THE main flood peak has now passed Shepparton. VicEmergency issued its final flood warning on Tuesday as this week’s Adviser was going to print, saying the threat has been reduced but people should be aware of any hazards that may still exist in the warning area.

No more warnings are expected for this minor flood event.

For comparison, the Goulburn River reached 12.03m during the 2022 floods. While the current event is considerably smaller, it serves

as a reminder of how quickly river levels can rise following sustained rainfall.

The river rose rapidly during the week, climbing from around 3m on Wednesday, July 1, to 5m on Thursday, 8mm on Friday, July 3, before exceeding the 9.5m minor flood level on Sunday.

As river levels increased, the shared path between Lincoln Drive and the Australian Botanic Gardens was closed on Friday due to floodwater. The following day, both Watt

AN exciting new representative football chapter will commence on Saturday for the Goulburn Valley League, when it takes on the Victorian Amateur Football Association's Premier B to Division 3 representative team at Melbourne's historic Elsternwick Park.

For the first time, the leagues will meet under a two-year agreement that will see this year's fixtures played in Melbourne before the GVL hosts the return contest in 2027.

The representative day will feature two matches, with the 19&Under clash beginning at 11.30am, followed by the senior fixture at 2.20pm - both on Saturday, July 11.

Both games will be live streamed via the VAFA website (www.vafa.com.au), allowing Goulburn Valley supporters to follow every moment from home.

The fixture presents a fascinating benchmark for the GVL against a competition that has traditionally tested itself against some of Victoria's strongest country football.

For the past two years, the VAFA has faced the Bendigo Football Netball League, winning both encounters by narrow margins of 10 points and 13 points.

B e f o r e t h a t , h o w e v e r, t h e VA F A's representative rivalry was with Vic Country, a side that regularly featured some of the Goulburn Valley League's finest footballers.

Country football dominated that series, with Vic Country claiming six consecutive victories, a trend the GVL will be hoping continues when it heads to Melbourne.

In more recent seasons, the Goulburn Valley League has maintained its own representative rivalry with the Ovens and Murray Football Netball League, which itself only recently met Bendigo in another quality interleague contest.

The senior GVL side will be coached by Benalla's Nick Pearson, with Trent Freer serving as assistant coach.

Adding another layer of experience is Peter Banfield, whose previous involvement coaching VA FA representative teams provides valuable insight into the opposition and the representative environment.

The league's future stars will be guided by Shepparton United coach Rum Yze, who will oversee the 19&Under representative squad.

HINKLEY: FRASER ONLY DOING 30-40 PER CENT OF THE WORK OF AN AFL COACH Josh Fraser is only doing 30-40 percent of the work of a regular AFL coach, accordingly to Ken Hinkley who made the revelation when asked how much more the interim Carlton boss has to do before his role is made permanent.

The Blues held on to secure a twopoint win over the Tigers at the MCG in Round 17 to make it seven consecutive wins under Fraser since he took over from Michael Voss.

Carlton were 1-8 and staring down the barrel of another wasted season when the change in coach happened and they are now 8-8 and have moved from 16th on the ladder to 10th.

It was by no means a pretty win against the Tigers with the Blues trailing by 18 points after the first term, but their stunning resurgence under the interim coach continues with Luke Hodge asking the SEN Crunch Time team just how much more he must do before he is anointed.

“It’s usually a sugar hit (when a coach steps down), they play with freedom again,” Hodge said on Saturday.

“That normally lasts two weeks.

How much more does Josh have to do before he is top of the list?

“They got rid of Curnow for draft picks for future, Fraser has changed the mindset with the Blues, he has changed the way they play.”

While acknowledging the freedom with which Carlton players are performing under Fraser, Hinkley pointed out that the 44-year-old is yet to be stress tested in the role and did not endure the immense workload of a senior coach in the pre-season.

“They are playing for him at the moment that is clear,” Hinkley said.

“But the key is that the best players on Carlton list are back playing footy.

“They nearly beat Lions at the Gabba in Vossy’s last game. If they had two or three of those wins that almost looked like wins we wouldn’t be having this

“Josh is doing 30-40 per cent of the current job of an AFL coach. That’s probably what he is doing by stepping in as an interim.

“The actual size of the job in-season is not that big once it’s all organised and ready. Youve done all the preparations, staffing, planning and recruiting. All that stuff when it’s going on is a lot

more to do with the coaching.

“Everyone thinks it’s turning up at the match, tossing the coin and hoping it works out for you. It’s so much more than that.

“So much happens after hours.

There’s so much you have to do to make sure you can handle the situation.

Then you have to be stressed and stress tested; Josh at the moment is not being

stress tested.”

Carlton have a huge test ahead of them with Hawthorn, Collingwood, Gold Coast and Brisbane their next four matches.

When it comes to naming a permanent coach, Hinkley is not convinced any decisions will be made before finals.

“None of these decisions will be

announced before the end of the season,” he continued. “Maybe Tassie is different because they have no one to answer to next season.

“But Carlton and Essendon – no way they announce until at least the finals. They will string it out. They will do three of four different processes.

They will know who they’re going to appoint.”
