GREATER Shepparton residents are encouraged to share their thoughts on Council and its services through the second quarter Local Government Community Satisfaction Survey.
Face-to-face surveys are taking place in the region until Saturday, December 13, as part of the Local Government Community Satisfaction Survey, conducted by research resource company Thinkfield. The surveys are a useful way for Council to understand whether it is meeting community expectations for the services it provides.

FIRE LEVY FREEZE CONFIRMED
THE latest state budget update has been released, and Greater Shepparton City Council is pleased to see primary producers receive a rate freeze through the Emergency Services and Volunteers Fund (ESVF) for a further two years.
Council has advocated strongly for the muchneeded relief, alongside Regional Cities Victoria, Rural Councils Victoria, and the Municipal Association of Victoria.
“In line with the strategic direction of our 2025-2029 Council Plan, which prioritises the needs of our agriculture and horticulture industries, our advocacy has contributed to securing a positive short-term outcome for farmers and growers,” said Mayor, Councillor Shane Sali.
“Although this is a win and a significant reprieve for many, we will continue the discussions and our ongoing advocacy for the best outcomes of our community.”

Later in 2026, SAM Spotlight will feature Simeon Ayres, an emerging artist from the Strathbogie Ranges. Ayres will develop Bringing Odysseus Home, a new project exploring Homer’s, Odyssey through the lens of our region, supported by SAM’s resources and expertise.
NEW DOOKIE ROAD GRASS FIRE
Local fire crews were called out to a grass fire on New Dookie Road near Sirius College, on Monday, December 8, which forced road closures and traffic to be rerouted. Multiple crews responded, including the fire helicopter, to the blaze that was quickly dealt with and with no major damage to property or to the school. The accidental fire is believed to have been caused by slashing the overgrown grass amongst pine trees. It is a timely reminder for all people cutting and slashing around their property to be extra vigilant this fire season.

Combatting ageism
Last week in this column I talked about the evils of ageism – that sorry state of mind which causes some people to disregard the rights and needs and concerns of older people.
This week I’d like to focus more on what we can actually do about it!
No older person likes to be patronised, excluded, overlooked or demeaned simply because they have been on earth longer than the person they’re dealing with. They remain fully human and, in most cases, fully alert as to how they are being treated.
One thing you can do is to set a good example to those around you. When you are interacting with an older person, ask yourself whether or not you are showing them the level of respect and consideration you would want to be shown yourself?
If the answer is no, lift your game! When you imagine yourself being the one who’s on the receiving end, it’s amazing how quickly it can shift the way you’re acting or talking.
Another thing you can do is gently but firmly call out others when you see ageism in action. Sometimes with a bit of a laugh and a joke we can put others straight on how to treat others with more respect.
If it gets into more serious territory than that, there are further options you can consider, such as getting tips and guidance from the Australian Human Rights Commission - which these days includes (happily) an Age Discrimination Commissioner. THE Goulburn Murray Community Leadership (GMCL) Alumni held its end-of-year networking event on Wednesday, November 26, bringing the GMCL community together to reconnect, share ideas and celebrate the contribution of local leaders across the region. The event showcased the growing momentum of the GMCL Alumni network, with announcements about future events, new collaborations with local organisations and community-focused initiatives planned for 2026.
Chair of the GMCL Alumni subcommittee, Sarmed Yassin, said the subcommittee is committed to building connections and fostering collaboration across the region.
“Our alumni community is full of people with incredible skills and experience across so many industries. We are excited to host more events next year, many in collaboration with
partner organisations, to create spaces where ideas, leadership and community impact can flourish,” said Sarmed.
GMCL announced its upcoming initiative, Crazy Socks for a Fairley Good Cause, encouraging community members, businesses and alumni to join in by wearing their brightest socks and sharing photos to raise awareness for the Fairley Leadership Program Scholarship.
The GMCL online fundraising campaign began on Monday, December 8, with local leaders encouraged to participate. More information will be available on GMCL social media channels.
The subcommittee is inviting businesses, community organisations, councils and philanthropic supporters to consider sponsoring a participant for the 2026 Fairley Leadership Program. This scholarship will support a
participant in the flagship Fairley Leadership Program, which is entering its 30th year and will run from March to October in 2026.
“Sponsoring a participant is a direct investment in community leadership. It gives someone the opportunity to grow, contribute and create real impact across the Goulburn Murray,” said Sarmed.
A full calendar of alumni events will be released in early 2026, including networking opportunities, learning sessions, a gala event and several collaborative initiatives delivered in partnership with local organisations.

New EP joins Shepparton Art Festival
THE Shepparton Arts Festival have appointed Gareth Hart as Executive Producer, who brings a wealth of experience to take the Festival into its 30th Anniversary next year. He takes over from Diana Fisk, who has had to step down due to personal reasons.
Gareth has served as a producer or event manager for more than 30 independent creative projects and festivals, including CEO and Creative Director of Burrinja Cultural Centre and Executive Director of Arts,
Mildura. Gareth has extensive experience living and working in regional communities, serving as Chair of the Regional Community Recovery Committee in 2022-23, and earlier this year was appointed as a Board Director of Regional Arts Victoria.
Gareth joins the Festival at an exciting time and will build on the many achievements that Diana had during her time.
“This is great news for Shepparton and for the Festival. We are delighted that Gareth
has agreed to lead the Festival into its 30th Anniversary,” said Festival Board Chair, Tim Winkler.
“Diana has done an extraordinary job to move the festival forward this year, and has provided a great foundation for the future.
“We are of course very sorry to see Diana go, but can’t think of a better leader to build on Diana’s work than Gareth.”
Gareth stepped into the role of Festival Executive Producer on Monday, December 1.

And I think we talked last year, of how this was the start of a longerterm partnership that we wanted to have with Greater Shepparton City Council and surrounding areas to really make sure that we can highlight football,” said Caroline.
“Being here is really part of our strategy to make sure that we are the club for all Victorians, which we've
always tried to position ourselves, and really make sure that we can hero our club and football, build a really strong base and connection to Melbourne Victory.
“It's not just about one match last year, one match this year. It's about how we can help develop the community and develop our sport together.”
Mayor Cr Shane Sali is proud to continue growing the relationship between Greater Shepparton and Melbourne Victory.
“We want to actually forge that really strong partnership. So, when Melbourne Victory are thinking about getting into the regions, they come into our region, they're coming here to the Shepparton Sport City,” said Cr Sali.

“That was a good opportunity, because they had [Stephanie-Elise] Catley, [Ellie] Carpenter, all the big Matilda’s names come down. Now it's good to see victory come down with the women's team. They've got huge stars. I coach a young girls’ team. They’re my age when Melbourne City came. So it's good that they have the same opportunity,” said Sofia.
MEMBER for Northern Victoria RikkieLee Tyrrell has used the last parliamentary sitting week for 2025 to urge the State Government to commit $3.1M to complete rail safety improvements in Avenel.
Tyrrell said Avenel’s residential growth, particularly in new developments to the west and north-west, meant more people were now forced to cross the rail line daily to reach essential services.

Ms Tyrrell recently attended a protest rally in Avenel alongside residents, Strathbogie Shire Council representatives and local community group Avenel Active, who have all been advocating for immediate safety improvements.
“More concerning is that young students have to cross the railway line to get to school each day, and the current infrastructure is not safe,” she said.
Ms Tyrrell highlighted a near-miss incident in April, when a freight train struck a bicycle being pushed across Bank Street pedestrian crossing by a 10-year-old girl. She said the incident, which narrowly avoided tragedy, underscored the need for auto-locking pedestrian gates at the site.

Briggs elected as inaugural representative for Assembly
YORTA Yorta Traditional Owners from Victoria’s north-east have elected local community leader Graham Briggs as their inaugural representative to the First Peoples’ Assembly of Victoria.
The Assembly is the elected representative body of Traditional Owners from across the state that negotiated Australia’s first Treaty between First Peoples and government.
Mr Briggs, from Shepparton, was admitted as the Yorta Yorta Nation Aboriginal Corporation’s Reserved Seat holder late last week. This is the first time the Corporation has sent a representative to fill the seat.

Deck the halls, not the depot line
IF you are planning on cashing in your cans and bottles this December, the local operator of Victoria’s Container Deposit Scheme (CDS Vic), FOOTT are encouraging you to do so earlier this December.
Last year, December 23 was the busiest day across all FOOTT-operated CDS Vic depots in 2024, with more than 222,000 containers processed in a single day. Around 60 per cent of those were returned through the
Shepparton depot alone.
FOOTT CDS Vic Superintendent Jenna Fraser said the team is getting ready for another big period in the week leading into Christmas.
“Our depots have very fast counting machines and incredibly hardworking teams, but the demand in the days leading up to Christmas always means queues. We encourage people to return their containers earlier in the month if they can,” said Jenna.
“December is our busiest time of year, and we appreciate everyone’s patience and courtesy when visiting the depots. It makes a big difference for our hardworking staff and for other customers.”

WITH Christmas Day fast approaching, Santa has been making some unexpected stops across the Goulburn Valley, including a special visit to the Goulburn Valley Woodworkers’ workshop, where members say they caught him hard at work at the bandsaw preparing toys for the big day.
Santa, dressed in full festive attire despite
the warm weather, was seen carefully shaping pieces of timber, explaining to volunteers that handmade gifts were still his favourite to deliver. Members of the Woodworkers group said they were delighted to have an early visit from the man in red and were more than happy to lend him access to their tools and workshop space.
The Woodworkers, who are known for their craftsmanship, community projects and charity work, said Santa’s visit was a fun reminder of the joy the festive season brings, and the magic of making things by hand.
Now that Christmas is only two weeks away, locals are being encouraged to keep an eye out, you never know where Santa might pop up next as he prepares for his busiest night of the year.

AS the festive season approaches, financial pressures are taking a heavy toll on Australians’ mental health. Nearly half of respondents to Beyond Blue’s biennial Mental Health and Wellbeing Check reported financial stress as their primary cause of distress (nearly 46 per cent of all respondents)—a difficult situation mirrored by the National Debt Helpline, which received almost 170,000 calls and chats in the 12 months to the end of October.
In response, the not-for-profit mental health organisation, together with Financial Counselling Australia, has launched a free Money and Mental Health Toolkit.
Offering practical guidance on budgeting, managing emotions, communicating with banks or utility providers and accessing support, the toolkit provides timely assistance to help people navigate the two-way relationship between money and wellbeing, so that the holidays, while challenging, can also be a season of resilience, planning and self-care.

The free event will be held on Saturday, December 13, 2025, at John Gray Oval, Mooroopna Recreation Reserve (162 McLennan Street), from 6:30 pm to 9:30 pm. Attendees can enjoy a night of Christmas music, cheer and community spirit.

VICTORIA Police will carry out 25,000 more roadside drug tests each year as part of a major five-year road safety uplift funded by the Transport Accident Commission.
The expansion will lift annual drug testing to a record 175,000 tests, with officers already on track to hit the new target this financial year.
Drug driving remains a major contributor to Victorian road trauma, with 793 collisions and more than 8,200 offenders detected this year.
The $21.1M package includes:
• 88 new police vehicles equipped with automatic numberplate recognition to target unauthorised and dangerous drivers.
• Development of the RIDE app, reducing roadside paperwork for alcohol and drug testing.
• Upgraded in-car video technology in 98 regional cities.
• Replacement of up to 123 evidentiary breath test instruments and purchase of 27 more.
Assistance Commissioner Glenn Weir said the investment would save lives by boosting enforcement and allowing police to spend more time on the road rather than doing administration.

Call for funding to finish Banmira Specialist School redevelopment

SPEAKING in Parliament this week, Ms Lovell said the school community has been left in limbo, with more than half the classrooms at the former Wanganui Park Secondary College still boarded up despite a $23M investment in the 2022–23 budget to convert the site into Banmira’s new home.
this year, senior students remain at the old Verney Road site because the redevelopment of the new facilities has not been completed. As a result, teachers and students are required to move between the two campuses, eating into valuable instructional time and adding to daily stress.
“The failure of the Allan Labor Government to fully fund the redevelopment of Banmira Specialist School means the school is forced to operate across two sites, which is inefficient and costly,” Ms Lovell said.
That funding covered only Stage 1 of a multi-stage development, and no additional money has been provided since, leaving the project only half finished.
While early years and primary students moved into the new campus at the start of
Ms Lovell said the situation is particularly destabilising for special needs students. Some primary-aged children who shifted into the new campus earlier this year face the prospect of being moved back to the Verney Road site when they enter senior grades, creating further disruption for students who rely on routine and predictability.
Budget deliberations for 2026-27 are currently underway, and Ms Lovell is calling on the Minister for Education to ensure full funding is allocated so the project can finally be completed.
“The Minister for Education must ensure that full funding is provided in the 2026–27 state budget for the completion of the buildings and facilities at Banmira Specialist School,” she said.

MEMBER for Shepparton District, Kim O’Keeffe, has asked when works will begin on the long-delayed upgrade of the Graham Street and Goulburn Valley Highway intersection.
The intersection remains one of the most dangerous and heavily used roadways, with over 23,000 vehicles travelling through this stretch daily, including a high proportion of heavy vehicles and school buses.
“This is a major access point to Goulburn Valley Health and one of the busiest and unsafe intersections in our region,” O’Keeffe said. “Residents, patients, hospital staff and drivers have been waiting far too long for safety improvements.”
The upgrade, first announced in 2022, includes new traffic signals, pavement widening and reconstruction, improved line
marking, upgrades to street lighting, better signage and safer access for pedestrians and cyclists.
“Despite funding already been committed by the State Government, along with the support of the Federal Government in May last year, not a single construction milestone has been delivered,” said O’Keeffe.
“I am calling on the Minister to confirm when will works finally begin on this important upgrade so that the community can have a safer and more reliable intersection.”
The Transport Victoria website states that works are expected to begin in early 2026 and take approximately six months to complete, weather permitting. It also says that the timing is subject to change, and further details will be provided closer to the start of the works.

THE stage is set for the Socceroos, who have official confirmation of their path through the 2026 FIFA World Cup.
Featuring a range of fresh faces and a new man in charge, the excitement around Australia leading into North America has been sky high, as a top qualifying campaign saw the Aussies secure their place on the biggest stage with relative confidence.
Set to face host nation USA, Paraguay and one of Turkiye, Kosovo, Slovakia and Romania in Group D, the Socceroos have been rewarded with a rather favourable draw, having performed well enough to sneak into Pot 2 prior to Saturday morning's draw.
With 2026 preparations set to commence, former Socceroos star and Premier League winner Robbie Slater outlined the two players he believes will be key to the side escaping what he believes is a "tough" draw.
“What I got out of the USA game –we were outplayed. Jordy Bos is one of our very best players and let’s hope he is fit and ready to go, along with the likes of Harry Souttar – he would be a big bonus coming in,” Slater told Gloves Off with Mark Bosnich.
“I think that defence is going to be key to any success, particularly with the way that Tony Popovic plays. He loves to play with a back five, so if he can have Harry Souttar in there, that would be his dream. Harry is not only a defender, but he is one of our top goal scorers! He is such a threat from set pieces.”
Outside of the potential gamechangers, Slater doesn't have ample faith in Australia's chances beyond the groups, providing his honest assessment of where the national side
sits in the lead up to the World Cup.
“The thing with the USA, and particularly that European nation… we are going to sit back, we are going to hit on the counter, we won’t have possession – that’s just the way Tony Popovic plays,” he continued.
“That’s not a criticism, that’s just his style and he’s had success with it. A back five, probably one up front, we’ve tucked in inverted wingers... it depends on who you’re going to choose in that position.
“The stark reality of where we are today in Socceroo terms… I hear people saying, ‘we’ve got to try to make the quarter finals for the first time’, slow down! This is not a team of Harry Kewell’s and Mark Viduka’s and Tim Cahill’s. We don’t have players of that calibre anymore.
“That’s also a point of the way Popovic plays – we are just not good enough to go out and take the game to other teams. We are basically a counter attacking team, and that’s the reality of where we are today.”
Looking into the Socceroos' expected squad, Slater has concerns that the side lacks top-end talent to head a relatively strong unit, however, he does have belief that one of the nation's most exciting talents could thrive within the tournament format.
“These big nations have solid squads, they have good players, and then they have a couple of superstars, or even one. The only one that – for me – could jump out of the box, he was of course signed by Bayern Munich, he is now at Watford… it is (Nestory) Irankunda.
“He is very inconsistent, but on his day… to put him in the realm of ‘Galactico’, I don’t think he can be that. He’s got the attributes, if you put
it into isolation and analyse his game, if he is at the top, he can take players on. He’s got a wonderful free kick, he is fast, physical and he can dribble at players.
“We don’t have players that can really do that anymore, but he is one that can. He would be the one if Popovic can get him fit, and in form, but it is a real question mark as to
whether we have anyone.
“That’s just the reality of where we are.”
The FIFA World Cup is set to kick off in June of 2026.
