By Aaron Cordy ROAD Safe Goulburn Valley (RSGV) hosted a roundtable discussion last Friday as part of their AGM to address the state of the abhorrent roads across regional Victoria and the spike in the road toll last year. While accidents and deaths are up in regional Victoria there doesn’t seem to be an easy answer to the problem. Representatives of Victoria Police, Ambulance Victoria, Members of the Nationals, City of Great Shepparton, Mitchell Shire, One Nation, and The Unbreakable Farmer, Warren Davies join the RSGV. To discuss the issues of our roads. While they see the roads as a clear problem, and the road toll has risen, Sgt Emma Moloney of Victoria Police didn’t believe the poor roads were the direct cause of the deaths, and still attributed most deaths to drivers doing the wrong thing. Danny O’Brien - Shadow Minister for Roads and Road Safety, talked about the state of repairs that don’t fix roads

We saw 174 lives lost on regional roads in 2023, with shockingly 50 of those lives lost in the Goulburn Valley region Danny O’Brien - Shadow Minister for Roads and Road Safety, long-term. “The answer is it depends, and that’s the best I've gotten from local government,” said Mr O’Brien. “Generally speaking, yes, there are standards set in a contract. If the contractor doesn't deliver the roads to that standard, it’s their job to make it right. But that’s not always straightforward.”

“What’s interesting, I guess, today hearing from RSGV. And as I've said, the issues that are causing the rise in fatalities clearly always had been speeding, drunk driving. But increasingly people are mentioning to me the state of the roads themselves contributing not just to fatalities but to accidents more broadly.” National Member for Euroa, Annabelle Cleeland, knows the effect this has on the community. "We saw 174 lives lost on regional roads in 2023, with shockingly 50 of those lives lost in the Goulburn Valley region - 28 lives lost in Murrindindi Shire, six in Strathbogie Shire, 13 in Moira Shire, and four in Mitchell Shire,” said Ms Cleeland. "The sheer number of lives lost has been devastating, but we must never forget that these are not just numbers but people whose families, friends, and communities will mourn their loss for years to come.”

Parking fines are set in Regulations made under the Victorian Road Safety Act. Fines for 2023-2024 are $96, $115 and $192, depending on the offence.

Texting and driving concern By Deanne Jeffers DESPITE the dangers of distracted driving being well known, too many drivers are still using devices behind the wheel. New rules commenced in March 2023 regulating the use of a range of portable, mountable, wearable and inbuilt devices while driving a vehicle or riding a motorbike. Using a phone or other device, like a Smartwatch, while driving or riding can be distracting, increasing the chance of being involved in a crash or near crash. Looking

at or touching a device at the same time as being in control of a vehicle is particularly dangerous. Mobile and seat belt cameras are being rolled out in Victoria. These cameras have the capability to capture drivers who are holding mobile phones or other devices while driving, as well as drivers and passengers who are not wearing seatbelts, or not wearing them properly. In 2022, 21 vehicle occupants were found not wearing a seatbelt. This represented 17 per cent of all

vehicle occupants who died in 2022. Where the cameras detect a passenger not wearing a seatbelt, only the driver will be issued with an infringement notice for failing to ensure the passenger is wearing a seatbelt. During February, four of these cameras will be stationed in the region, operating in areas in Bunbartha, Kialla, Kialla West and Mooroopna. Drivers caught by these

cameras incur the following penalties: - $577 fine if caught using a portable device like a mobile phone while driving, and 4 demerit points - $385 fine for not wearing a seatbelt correctly, and 3 demerit points. A little time makes a difference in the lives of many Shining a light on local volunteerism By Aaron Cordy MANY unsung heroes in the community front up weekly to community groups and organisations to share their time and experiences as volunteers. It's these volunteers who can often be faceless in the bigger scheme of sporting clubs, community-based organisations and even healthcare, but without these dedicated helpers, many organisations would not function. At The Adviser, we hope to shine a little light on some of these amazing people in our community, beginning with Mooroopna local Marija Matejic. With over 20 years of volunteering for GV Hospice behind her, Marija’s giving nature and connection to the community began well beforehand. She grew up in Geelong and Melbourne before her husband got a teaching position in Shepparton in 1977 before they settled in Mooroopna in 1979. The mother of three began volunteering

in the early 1990s in aged care and a little at a local kindergarten, before shifting to palliative care for GV Hospice. As well as volunteering at the hospital talking to patients on the wards and showing them around to their appointments. “I like meeting the people, catching up with them, visiting them. If they’re able to go out for coffee, it’s really good. In the volunteering role [palliative care] it’s not all gloomy. It's not you know, oh gosh they are going to die anytime sort of thing, you can have a really good time with the clients,” said Marija on why she has been volunteering for so long. Marija’s giving nature comes naturally to her, on reflection, it’s not hard to understand why. “When I look back and think, I probably looked at it subconsciously because my dad was a volunteer too, down in Geelong with migrants. So yeah, that probably triggered that to think back and do something.”

Police are appealing for public assistance to help locate Glen Thomas. The 31-year-old is wanted on warrant in relation to handle stolen goods offences. Thomas is described as Caucasian in appearance, about 175cm tall, of thin build with a beard and tattoos on his hand, arms and neck area. He is known to frequent the Shepparton and Cobram areas. Investigators have released an image of Thomas in the hope someone may be able to provide information on his current whereabouts. AS a not-for-profit, SPCT relies on volunteers and a small maintenance team

to care for the historic cemetery, which was the site of Shepparton’s first primary school and today houses over 14,500 graves with room to expand. Now, with plans for Stage 4 mausoleum upgrades in the pipeline, SPCT is actively seeking community input to ensure further enhancements reflect the wishes of those it serves. “The mausoleum was funded by Italian community of Shepparton and without the Italian community, it would never have happened,” said vice-chairman, Margaret Stewart. “ We a r e lo o k i n g to e x p a n d t h e mausoleum, but we would like to hear from the community before starting works to ensure it is aligned with their wishes and long-term vision for the cemetery.” The mausoleum was opened in 2011 and has undergone Stage 2 and 3 upgrades. With only one mausoleu m plot still available within its marble walls, Stage 4 will add a further 72 plots, with works expected to cost close to $1M. “The cemetery was opened almost 150 years ago, and we want to make sure it continues to serve the community for another 150-years, so it is important we hear from those that are interested or have a connection here,” said Rick. Roads

Our roads continue to be one of the biggest issues facing people across Nicholls. Our cars have to be roadworthy, so our roads should be car worthy. With a recent wet summer, roads continue to crumble, and I remain calling for more funding from both the Federal and State Governments so the quality of our roads can be improved. Road funding is an investment in our region and importantly an investment in people’s safety. Last week I attended Road Safe Goulburn Valley’s annual meeting where passionate locals, emergency service workers, local councils and Members of Parliament gathered to discuss road safety in our region. It’s an important, sobering topic that needs ongoing action from all levels of Government.

Ongoing outages leave residents, businesses in the dark continued from front page ACCORDING to AusNet, who maintains power in the area, between November 8 2023 and January 16 2024, there were nine sustained widespread unplanned interruptions to the towns and surrounding areas of Euroa and Violet Town. This does not include momentary or planned outages. Speaking about the impact of these constant blackouts in December, the Member for Euroa Annabelle Cleeland said, “I understand that there is a need for occasional maintenance, however the regular unplanned outages are having a significant impact on the health of our local residents and financial viability of businesses. “I have heard from several constituents who have struggled during these outages including those with disabilities, the elderly and business owners.” Recently Ms Cleeland was joined by Federal Member for Nicholls Sam Birrell and Shadow Minister for Energy David Davis for public meetings in impacted communities, with nearly 300 attendees participating across town halls. “It was so important to hear from those impacted by these power outages and understand the very real effect this is having on households and businesses,” Ms Cleeland said. “These outages are doing more than just keeping residents in the dark, they are hitting people’s pockets at a time when they can least afford it, preventing people from working and forcing many businesses to close. “These outages, and AusNet’s role in them, is something that I have been working on over the course of my time in Parliament,

even before the most recent string of power outages,” said Ms Cleeland, promising to make this her main priority when Parliament resumes this month. An AusNet spokesperson said that reliability has recently declined on AusNet’s Benalla to Euroa feeder line, with a step change increase in the average duration and area (number of customers) impacted for each outage. AusNet apologised for the outages and a spokesperson said, “We have identified some immediate measures to improve reliability on the Benalla to Euroa line, and we continue to investigate long-term solutions.” “While some outages are due to extreme weather, they have also been influenced by the recent commissioning of new bushfire risk reduction technology, Rapid Earth Fault Current Limiters (REFCL), at Benalla and Violet Town in September 2023.

“While REFCLs are critical technology to reduce the risk of fire in the most severe conditions (e.g. high and total fire ban days), they make the network more sensitive to faults and it can take longer to restore them. "Over the weekend (Jan 19, 2024) AusNet adjusted the settings on our equipment to manage the sensitivities of our bushfire risk reduction technology, which we will reinstate on days with fire ratings of high or above. This should reduce the customers impacted and the duration of outages if they occur,” said the AusNet spokesperson. Ms Cleeland said personal stories from the town halls would contribute to the case to call for AusNet to invest in upgrading the infrastructure and deliver a reliable service. Recreational duck hunting proves resilient LOBBY groups and supporters of recreational duck hunting are praising the State Government’s decision not to ban duck and quail hunting in Victoria. Member for Northern Victoria, Rikkie-Lee Tyrrell, has welcomed their decision to allow duck hunting to continue, saying that, “Duck

hunting is a legitimate outdoor recreational activity that has been enjoyed by generations of hunters. “Not only is duck hunting a legitimate hobby, the economic benefits to local economies from hunters visiting regional hunting areas, including in my electorate of

Northern Victoria Region, is significant. “Many hunters also play an important role in the conservation and sustainability of our wetlands. “While I suspect Labor’s decision not to ban hunting is to pacify their friends in the trade union movement, I welcome the announcement

NDIS reforms try to break Mob-like tactics in disability care By Aaron Cordy I T IS a mob tax that prays upon the community’s most vulnerable. Price hikes when someone mentions the National Disability Insurance Scheme (NDIS), are so common to anyone in the field that it seems like it is an accepted norm that people with disabilities are potential cash cows to be milked with no consequence for those charging the exuberant rates. NDIS is a complex scheme with good intentions at the heart of the matter, but it is greatly flawed on many fronts, which has allowed the less reputable to pray upon our most vulnerable. So bad was the situation that the Albanese Government launched an i ndependent review of t he N DI S system with its findings being released last December. They heard directly from more than 10,000 Australians, worked with disability organisations to reach out and listened to more than 1,000 people with disability and their families, recorded more than 2,000 personal stories, and received almost 4,000 submissions. Is this going to be enough to change a vital system for the health and well-being of our most vulnerable that appears to be failing or abused on so many fronts? and trying to find a way. If it wasn’t for Nikki [Nikki Solway of Disability Care Connect] saying, ‘You need to ask about this or ask about that. If you can get letters for this and that or you need to go get appointments or whatnot,’ I wouldn’t know what to do,” said Paige. Paige has been relatively lucky in her dealings with the NDIS system, though she might not feel that way at times. Many disabled people and their carers have faced the same uphill battle of finding the right course of action but have not had the level

of care from their NDIS provider. Only time will tell if the proposed reforms make a difference for those who need the service. “It i s i mpor t a nt t h at Au st ra l i a n s understand changes are not going to happen overnight and any reforms adopted by the A lbanese Government will be developed with the disability community to ensure a better NDIS,” said Federal Minister for NDIS, Bill Shorten. Exhibition enters final days THIS is the last chance to catch the Shepparton Art Museum’s major collection exhibition Dance Me to the End of Love, which is set to close February 11. For visitors, the end of the exhibition means a farewell to the public display of several pivotal SAM collection items, including Sam Jinks’ Woman and Child and Penny Byrne’s Four Horsemen of the 21st Century Apocalypse. These works will re-enter the SAM collection store, where they will be documented for the museum’s growing digitisation archive in addition to receiving conservation works to ensure their long-term preservation, where needed. “This past year, we’ve been delighted by the reception of this immense exhibition. Drop-in sessions for flood relief COMMUNITY drop-in sessions held by Council’s Flood Recovery team at Neighbourhood Houses in the district began this week and will continue until the end of June. The sessions will be held between 9am and 3pm, to help community members access recovery services including case management services, financial counselling resources and mental health and wellbeing. Social connections make for strong communities By Fiona Blick, Committee for Greater Shepparton Community Connector Program. THE Community Connector Program has led the way with attracting, recruiting and retaining professionals through its relocation support service. Since its inception in 2021, the program has supported around 600 professionals and their families relocate to the area, from across Australia and around the globe including the UK, New Zealand and Ireland, to fill vital skilled roles in more than 100 local businesses. Over the coming months The Shepparton Adviser will be featuring stories and experiences from past and present clients of the Community Connector Program, where they have come from, the personal journeys they have made to get here and how they have settled into the Greater Shepparton region. Studies have shown if people moving to a new region are not deeply connected in the first 12 months of relocating, they will move within two years, if not earlier. As the Community Connector Coordinator, I make contact with new professionals who are referred to me by local businesses and organisations and assist with some of the challenges of relocating including helping to find a home, a job for their partner, childcare and educational options for their children, plus social networking opportunities. Once I have connected with my client, requests for information come thick and fast. Most are fairly standard – where is the best place to get coffee, where can their children learn to swim, who to talk to about buying a car, but some have definitely surprised me – is there a ghost-hunting organisation? Where can the client join a roller skating group? And where to take someone on the very first date! Happily, I was able to help with all these queries. This assistance is critical as research has

IN what was the quaint town of Shepparton, the clattering sound of the first motor car echoed through the streets in 1904. This singlecylinder Oldsmobile, a symbol of progress, was brought to town by Mr E.I. Pemberton of West Knight Street. Pemberton's automotive journeys with his Oldsmobile were no ordinary trips. Before venturing out of town, he would inform a friend, knowing all too well the likelihood of his car breaking down, requiring a horsedrawn tow back home. M a rga re t Taylor, who has fa m i ly connections to Mr Pemberton, shared a fascinating anecdote online, “We were told that Mr Pemberton bought this car second hand from a gentleman living in Bacchus Marsh,” “The car was delivered to that town by train and the new owner was unaware that to leave the town he would have to go everywhere in reverse, because the hills surrounding the town were so steep that when he drove forward up the incline, the petrol drained out of the motor. Mr Pemberton bought the car soon after.”

Mr Pemberton's car, of French manufacture, packing a whopping 2.5 horsepower, and costing £250 (over $46,000 in today’s dollars, adjusted for inflation), was a sight to behold. It was said that with “fair roads” it could reach a top speed of about 18 miles an hour. It was brought from Melbourne by an attendant who provided two weeks of driving

instructions. Contrary to expectations, horses took very little notice of the mechanical beast. Whenever the car halted in a thoroughfare, it quickly became the centre of attention, with crowds gathering to marvel at the unique and uncommon sight. The first car in Shepparton, despite its quirks, marked the beginning of a new era in transportation in the region.

Bombs away at community camp in Shepparton By Aaron Cordy THE Essendon Bombers landed in the region on Monday to the delight of schools and local fans. Across two days they visited every school in Shepparton, Kialla, Mooroopna, Tatura and Kyabram, as well as held a welcome-to-country ceremony at Rumbalara, an Auskick Super clinic and an open training session. For emerging Bomber's star and Seymour local, Sam Durham, this will be his second community camp. “I did Bendigo last year which was pretty cool, I've never done that before. So hopefully get up to Shepp and see all the kids. I think it’s cool to give back to all the young kids and all the schoolies, I never really had that growing up in Seymour. I think we had one clinic when North Melbourne come down, but that’s probably the only one that’s ever been to Seymour. So it’s cool to get out to the regional area and give back a bit,” said Sam. It’s hard to believe Sam Durham wasn’t destined to play AFL after making his debut in 2021 he’s hardly missed a game on his way to 49 matches. But he missed his bottom age year with the Murray Bushrangers, which is the more conventional pathway to the AFL, then had a stint in the VFL before being picked up in the mid-season draft. “I got cut on the last hurdle getting into the Bushies because I was too small and I didn’t really have a lot of confidence in myself playing footy. My top age year in Bushies I gave it one more shot. I had a couple of people including my boss and a couple of coaches back home to push me along and gave it one more shot in my top age year. And I'm glad they did because I ended up playing a full year in Bushies.” Still, the dream seemed out of reach when he missed his last year with the Bushrangers when the season was cancelled due to

only lasted 30 minutes, I guess. Straight after that, I rang my manager saying that ‘No they’re not interested, we’ll have to look somewhere else.’ Then on draft night, they called my name. It was pretty surprising.” Sam and the rest of the Bombers impressed schools and crowds across the two days full of events in the region.

Infrastructure fund to help cricket clubs LOCAL cricket clubs are being encouraged to take advantage of Cricket Australia's 2023-2024 Infrastructure Fund. Highlighting the grant round, Member for Shepparton District Kim O’Keeffe said funding is open to all cricket clubs, cricket associations, schools, local government and cricket facility managers. "The 2023-2024 Australian Cricket Infrastructure Fund is providing funding in minor and major categories, catering for the size of your most urgent requirements," Ms O'Keeffe said. "The projects that can be funded through Cricket Australia's recent fund include change facility/ pavilion upgrades, sports lighting, practice facility

refurbishment and supporting infrastructure. "The minor category is funding projects between $1,000 and $15,000, whereas the major category is providing funding for projects between $15,000 and $40,000, with both categories providing maximum grant amounts of up to 50 per cent of the total project cost." "I encourage all cricket clubs across the Shepparton District to take advantage of Cricket Australia's current funding round and make a submission for their respective club." Passionate youth ready to make a change

Headspace Shepparton seeking Youth Advisory Committee members By Aaron Cordy THE opportunity for youths to make a difference in an organisation that has the best interest of the people they service rarely comes around. Headspace in Shepparton is seeking engaged young people to join their Youth Advisory Committee (YAC) for 2024 to do just that. The YAC is open to people aged 15-24 who want to make a difference in the community. It's a role that offers the committee genuine influence over how Headspace is run because they understand that to be true representatives of local young people, they need to not only hear their voices but actively include them in the process. The YAC hopes to provide young people with the opportunity to have input into the

with peers and making new friendships. “The YAC is very integral to the way we deliver our services here in Shepparton because we want to ensure that young

people's voices and opinions remain front and centre,” said community awareness coordinator, Naynika Bagrecha. The role is open to every young person passionate about youth issues and mental health and who are keen to make a difference. Headspace highly encourages applications from young people with lived experience of mental illness and/or who have accessed Headspace services in the past, Aboriginal or Torres Strait Islanders, people from multicultural and refugee backgrounds, people in the LGBTQIA+ community, young people with disabilities, and young men. A vibrant addition to see in the school year MOOOVEEE over, a new member of Greater Shepparton City Council’s Mooving Art Herd has landed at the front of the Department of Rural Health at 49 Graham Street, Shepparton. Created by local artist Eric Brown in collaboration with GSSC and The University of Melbourne Department of Rural Health, UniMoo is the first new inclusion to the herd in 2024, with several new designs in the works for the coming year. UniMoo was there to greet students from Friday, January 26, ahead of the academic year. Greater Shepparton City Council Mayor, Cr Shane Sali, is thrilled to have another cow in the herd. “We are very excited to have received UniMoo this week and look forward to showing it off to the University of Melbourne community,” Cr Sali said. “It was fantastic to have Eric creating this one with the help of some university students. It is great for them to understand the process, Eric has done some fantastic pieces in the past and

UniMoo was no different. The Council are very grateful for the time and effort he puts in.” This is not the first time Eric Brown has created artwork for The University of Melbourne. A walk through the foyer at the Department of Rural Health reveals just how many other artworks by Eric exist among artists’ work. UniMoo is painted in the University colours, with the design representing the four main campuses of the University, with Shepparton at the centre. The campuses are connected by groups within the community which the University are involved in. The final touch to the design is the healing hands of the students. There are over 90 cows and calves in the Moooving Art herd located across Shepparton and the Goulburn Valley.
