Supply chain slows re-development

SAFER DRIVERS... By Deanne Jeffers MAUDE Street Mall traders learned last week that the opening of the second stage of the redevelopment has been delayed. “The completion of stage two of the Maude Street Mall Redevelopment has unfortunately been delayed due to global supply chain issues and impacts of COVID-19 relating to the delivery of specialised catenary poles,” said Council’s director of infrastructure, Gary Randhawa. Originally scheduled for completion in July, stage two works involve reconstructing the northern end of the mall, between Fryers and Stewart Streets. “The contractors are focused on completing other aspects of the project to minimise impacts to the delivery timeline. Council is working closely with the contractors to determine the completion date for stage two and hope to have a confirmed date in the coming weeks.” Lorelle Rigano from Café Piazza in Target Central Arcade said while delays are disappointing, traders remain enthusiastic about the development. “The hoardings near the cinema have affected us and other traders in the Arcade. We feel caged off because there is no walkway at our end. “I feel really positive about the development; we all do. Opening up the mall needed to happen, but the disruptions have made business hard, and we look forward to the future,” said Lorelle. Local business, The Deck, took to social media on Monday, August 1, to express disappointment at the delay. “It's been such a hard, sad and confusing time through Covid (especially in hospitality) and to come back from that and now to have to shift and adapt with this project after lockdown, we really feel deeply saddened and disappointed,” the social media post read.

Peter McPhee’s legacy lives on By Deanne Jeffers LEARNING to drive can be expensive, particularly for young people who may lack the resources or role models to learn the necessary skills to stay safe on the road. Community stalwart, the late Peter McPhee worked tirelessly to improve safety conditions on country roads, and he was instrumental in establishing the RoadSafe Goulburn Valley program. “RoadSafe Goulburn Valley really survived because of Peter McPhee. He was really a driving force behind this organisation,” said chair Des Callaghan. In recognition of Mr McPhee’s dedication, RoadSafe GV presented Berry Street School with a $5,000 sponsorship deal that will be delivered over 10 years and help young people graduate to solo driving. Berry Street leader of wellbeing, Troy Snelling, said funding will help students afford driving lessons and testing to gain their Learner or Probationary license. “[The funding] has paid for one of our young students to have his hazards test, book his P’s test, and organise three driving lessons leading up. So, we are very happy and very

fortunate for this generous donation,” said Mr Snelling. The bursary agreement between RoadSafe GV and Berry Street L2P Program has been honoured by a plaque given to Berry Street on Friday, that will be dispatched at the school. “This is a great way of helping young people who might otherwise not have role modelling and the opportunities to become safe road users,” said Berry Street assistant principal, Dieni Powell. In Shepparton, the Berry Street L2P Program hit an important milestone this month – over 12,000 hours of unsupervised driving for around 330 local learner drivers since its inception 12 years ago. Statewide, the program has assisted 15,000 young learner drivers. Investment in driver education is a sensible investment to create safer roads and protect our community. Both Mr Snelling and Ms Powell are L2P mentors, assisting young people to gain hours behind the wheel to prepare them for solo driving. To become a mentor, please contact L2P program coordinator, Jenni Bowles on 5822 8166 or jbowles@ berrystreet.org.au

Local export success takes water systems to the world continued from front page THE company generates around 70 percent of its revenue from its growing international operations, with the total Victorian workforce topping more than 200, including around 130 employees in Shepparton. “It is great to see what we are doing here is having a far-reaching impact and that our solutions are helping to combat water scarcity issues all over the world. It’s wonderful to be a part of it,” said Rubicon Water potting room team leader, Brooke Cairns. In Karnataka India, the Rubicon Water system is currently being completed and will manage water supply to more than 400,000 hectares of farmland through 1,250 kilometres of canals. Early results are highlighting a more efficient delivery of water to farms – with some farms receiving canal water for the first time in decades. Upon completion, water efficiencies within the network are expected to improve by up to 20 percent. Rubicon Water’s automated irrigation systems use software, sensors and flow controllers to manage the supply of water, delivering water to farms in a controlled way. Most of these international projects are supported by the company’s Shepparton manufacturing facility which produces gates and specialised flow measurement and control technology. “For such a small regional business it's wonderful to see Australian technology up there with the world's best,” said Rubicon Water logistics and packaging officer, Steven Ashmore.

WORLDWIDE SHIPMENTS... Rubicon Water has steadily expanded internationally. The company now has operations in 17 countries. Pictured, Rubicon Water logistics and packaging officer, Steven Ashmore. Photo: Kelly Carmody

“What we produce here that gets shipped all over the globe is amazing,” he added. Rubicon has expanded its operations in the United States, Latin America, Europe, Central Asia, China and Africa and is exploring opportunities in the Middle East. In October, Rubicon Water will be on the world stage at the 24th ICID International Congress in Adelaide, accepting the WatSave Technology Award for the innovative outcomes that their efforts in India are achieving. Alarming increase in lives lost on rural roads STARTLING new statistics released on July 28 mark a significant increase in lives lost on rural roads. In the past 12 months a 22 percent increase in rural road deaths has been marked by 78 fatalities, compared to the state total of 142. “Speed, distraction and fatigue continue to be major contributing factors to rural road fatalities,” says acting assistant commissioner

road policing, Justin Goldsmith. With regional lives lost on the road being disproportionately high compared to the Melbourne metropolitan area, the commissioner has offered the following warning: “Motorists should slow down and drive cautiously on unfamiliar roads and when visibility is poor, take regular breaks when

travelling longer distances – these are simple, yet life-saving measures that can be taken to help keep yourself and other road users stay safe.” Victorian police will continue their highly visible presence on rural roads while being on the lookout for poor driving behaviour in a concerted effort to bring down the number of rural lives lost.

Council put region’s priorities forward FUNDING the Goulburn Valley Highway Shepparton Bypass is the top priority for Greater Shepparton City Council, with the crucial development highlighted in the Victorian Government election priorities 2022 document ahead of the Victorian State Election. The GV Highway in and around Greater Shepparton can no longer support existing traffic volumes, and future regional economic and community growth is at risk if these inadequacies are not addressed. Council is calling on the State Government to deliver stage one of the Shepparton Bypass, including the apportionment and allocation of funds. Mayor, Cr Shane Sali said that Council is extremely

grateful for the Victorian Government’s ongoing support for the region, which has provided funding for the Mall redevelopment, SAM and MOVE museums, and the Greater Shepparton Secondary College, but the Bypass remains the highest priority. “The Bypass is a game changer for this region in terms of liveability, efficient movement of freight, productivity, global competitiveness and safety,” said Cr Sali. Council’s second priority for the region is the Shepparton Sports and Events Centre, particularly on the back of the Government’s commitment to securing the Victoria 2026 Commonwealth Games. Other infrastructure priority projects include:

FRUIT FLY URBAN UPDATE

Gold election promise By Natasha Fujimoto W HEN election promises are served, they’re invariably garnished with a touch of gold. With a state election win in November, the Liberal and National part y will name Shepparton as the fifth, regional, Commonwealth games hub for 2026. Greater Shepparton will join Bendigo, Ballarat, Geelong and Gippsland in the role and will host several sports, including shooting. On court and ready for action, the bipartisan announcement was made at the Shepparton sports stadium on August 5, with Nationals leader, Peter Walsh captaining the pronouncement alongside shadow minister for sport, Cindy McLeish, Member for Northern Victoria Wendy Lovell, Liberal candidate Cheryl Hammer, National candidate Kim O’Keeffe and deputy mayor, Cr Anthony Brophy. With 2.6B dollars handed down by the State Government for games preparation,

Photo: Natasha Fujimoto.

Shepparton’s instatement as a regional hub would draw funding for sporting infrastructure. Stating that three-on-three basketball is pegged to be allocated to Shepparton, Mr Walsh said, “There’s a big pile of money for the Commonwealth games. That pot of money will make sure [the Shepparton] stadium is upgraded.” Echoing the intent to invest money in local sporting facilities, Ms McLeish said,

“We will fight to make sure [judo and wrestling] come here, and when you look at the infrastructure required, we need legacy projects.” For Ms O’Keeffe, becoming a hub is recognition at last of Shepparton’s integral role in conceiving a regional Com monwealth games, as she said, “Shepparton has been lobbying since 2017. We have not stopped lobbying for five years.”

Dental Week brings advice to smile at By Natasha Fujimoto THERE is more to white, healthy teeth than just an attractive smile. Infact, it takes a great deal of work to install robust dental routines in pre-schoolers. “It is cr it ic a l to e st abl ish st rong brushing routines from the age of two and upwards,” says associate professor Santosh Tadakamadla, lead in Dentistry at La Trobe University. “When children start strong dental routines early, it sets up a lifetime of good dental heath,” he asserts. Acknowledging the pressures placed on busy families, the consistency of twice daily brushing is non-negotiable. “Children should brush their teeth supervised, for two minutes every morning and night,”says Mr Tadakamadla, while adding, “This should happen until the child is ideally 8 years old or until the routine has been firmly established. A shared responsibility for brushing should slowly give way to independence.” Parent modelling of good teeth brushing techniques is a good way to initiate healthy routines, while reward charts can also be useful in cementing the regimen. Specialised

apps and videos are also available to inspire good habits in children, while there is a plethora of colourful and fun toothbrushes on hand, at stores, to explore. Mr Tadakamadla maintains, good dental routine should always be accompanied by sugar

restriction in the diet, by never rinsing after brushing and by also scheduling regular visits to the dentist. Dental Health week runs annually on August 1-7, with more information available at, https://www.teeth.org.au/dental-health-week

Birrell says no more buy backs REPORTS that the Government are contemplating buying back water as part of the additional 450gl add-on to the Murray-Darling Basin Plan are concerning local families and businesses. Member for Nicholls, Sam Birrell asked Water Minister, Tanya Plibersek, during Question Time last week whether she would honour the agreement with the states that requires a neutral or positive socio-economic impact on regional communities to recover water. “Unfortunately for our electorate, the Minister chose not to answer,” said Mr Birrell. “She did make an emphatic point that the former Government had failed to deliver the 450 gigalitres.” Ms Plibersek said she would table a report that shows that the 450gl was unachievable. “On this she is right,” said Mr Birrell, who affirms that the additional 450gl was not achievable under the previous

Government, “because we refused to inflict further social and economic pain on Basin communities.” “Tanya Plibersek had an opportunity to support Basin communities by committing to only recovering the 450gl based on an agreed neutrality test that Basin communities would not be worse off, but she refused,” said Mr Birrell. “As I stated in my first speech on Monday, words matter in legislation, and socio-economic neutrality is fundamental to any further water taken from irrigation.” Mr Birrell stated that, “if the society and the economy in Nicholls are negatively affected because of this political add-on, then it cannot go ahead.” “I will keep the pressure on the Minister to explain how going after 450gl that would be taken away from growing apples, pears, peaches and milk, and employing many of my constituents in the process, has anything other than a devastating socio-economic impact”.

Allan Turner nominated for the Third Sector Awards Zaidee’s Rainbow Foundation By Kelly Carmody IN December 2004 Zaidee Rose Alexander Turner, aged seven years old suddenly passed away. At the time of her passing Zaidee's wishes were to be an organ and tissue donor, so her parents Kim and Allan Turner followed her wishes, and from her gift, the lives of seven other people were saved or improved. Allan Tuner has actively been Zaidee’s storyteller in her honour for almost 18 years now, forming ‘Zaidees Rainbow Foundation’ the year after her passing. The role of Zaidee’s Rainbow Foundation is to ‘inspire discussion’ and help raise awareness of the benefits of organ and tissue donations nationally, and what donations can provide for someone in need of a transplant, many times it can mean a life. Recently, Allan Turner has been nominated for Social

I feel fortunate for the support we have received nationally over the years, and I will continue to inspire these important discussions,” said Allan “At the moment, the donation rate is at its lowest it has been in years, have the conversation. It can save lives,” he added. NEW RETAIL INVESTMENTS FOR NEW JOBS Dear Editor, I have three stores in mind that I think would help with employment and create new jobs if they were to open up in regional Victoria. The three stores I would like to see open their doors here, in either Shepparton or Mooroopna, are Costco, SUPA Value IGA, Betta Electrical, and maybe a Myer too. Thank you for publishing my letter. RUBBISH RESPONSE To the Editor,

With reference to the article in The Adviser regarding changes to rubbish collection (27/7/2022). I live alone and seldom have glass containers in my home. For many months I never see glass enter my home and I can dispose of the odd glass that does to someone who can use it. For me, a purple-lid bin is not required. A large green-lid bin emptied each week is good. The smallest red-lid bin emptied fortnightly is fine. The smallest yellow-lid bin emptied fortnightly is preferrable. This is my order. Yours sincerely, Athalie Cornish Shepparton

TRAFFIC ALERT... Speed cushions will be installed on Hogan Street, Tatura later this month. Photo: Supplied.

I N response to safety concerns from Tatura residents, Council will install speed cushions on the approaches of three zebra crossings in Hogan Street, Tatura. These cushions are designed to engage drivers to reduce speed near pedestrian crossings, allowing vehicles time to stop if a pedestrian enters the crossing. Data from the TAC reveals that in 2022, 29 pedestrians have lost their lives on Victorian roads, an increase from 16 lives lost at the same time last year.

The proposed cushions are prefabricated from recycled rubber and can be installed on top of the existing road surface. Associated warning signs will also be installed. Construction is scheduled to begin on Monday, August 15 and the works are expected to take two days to complete. Some lane closures may be necessary during this time and traffic management will manage the flow of traffic and work to minimise the inconvenience.

ROCHESTER V SHEPPARTON UNITED Rochester regained their place in the top six after a big win against Tatura last round. They now have a favourable draw, but coach Steven Stroobants will be reminding his players to not get ahead of themselves. Sheldon Bogdan, Charlie Di Stefano, Kaedyn Napier, Wil Norman and Blake Serra will be doing their best to ensure the Demons are competitive against the Tigers, who have plenty to play for today. Christopher Jansen (five goals), Shaun Atley, Hugh Hamilton, Stroobants (six goals) and Jordan Harper will be looking to continue their strong form to ensure the home team banks the win and takes a step closer to qualifying for the finals. Tip: Rochester.

The Shepparton Swans were strong in the second half last weekend in turning the tables on Shepparton after losing to them earlier in the season, while the Bulldogs struggled to go with a rampant Rochester outfit. Billy Cooper, Tom Sullivan, Mitchell Elliott, Aubrey Coote and James Bennett will be doing their best to try and inspire the Dogs to a much-needed win. Bryden Squire was absolutely brilliant last weekend. James Auld, Isaiah Jones, Joeve Cooper and Max Clohesy were others to shine in the win. Unsure if Cooper and Clohesy will be available due to returning to the Murray Bushrangers. If they are, it will be a huge bonus for the Swans. Tip: Shepparton Swans.

KYABRAM V BENALLA Kyabram want to avoid a third straight defeat and bank another four points that will take them closer to qualifying for the top six. Coach Paul Newman would have liked what he saw in the first half at Echuca last weekend, but disappointed by the second half, especially the third quarter. Benalla is limping to the line after what has been a tough year for them. Will O’Donoghue, Christopher Welsh, Jarrad Waite, Michael Rheese and Adam Walsh will be looking to continue their good form and will be doing their best to curb the influence of Jason Morgan, Kaine Herbert, Lachlan Smith, Zachary Norris and Aidan Robinson. The Bombers will have too much firepower and experience for the Saints to not win the four points. Tip: Kyabram.

MANSFIELD V MOOROOPNA Both remain on track to play finals, especially the Eagles who have won 12 games. The Cats went a long way towards stitching their place in the finals with an important win over Seymour last round. Mansfield did what it needed to do in a solid win over Benalla in round 15. Ben Christopher (five goals), James Herridge, Cameron Arnold (six goals), Tom McDonagh and Ross Brown led the way for the Eagles, and they will be important again in this contest. Dom Gugliotti, Liam Betson, Lucas Caccaviello, Nathan Basile and Keelin Betson lead by example for the Cats last round. If they can continue their form and get the supply to Chris Neild and Jackson Trengove then the Cats will be a massive chance of kicking a winning score. Tip: Mansfield.

Tatura’s Linc Wellington sets record TEAM SUPPORT... Bulldog’s footy players at Tatura Park honouring stalwart, Lincoln Wellington. Photo: Deanne Jeffers.

By Deanne Jeffers TATURA Bulldog’s talented Lincoln Wellington has broken the club’s record for most senior games played. Linc, aged 43, played his 301st game for the Bulldogs at Tatura Park on Saturday, July 30, during the senior game against Rochester. “I’ve been really lucky to make it through my footy career without too many injuries, that helps,” said Linc when we spoke on the field that day. “301 games and you definitely feel it. This hasn’t been our best season, but it’s great to be out here to support the team and the younger players.” His milestone breaks the club’s record

for most senior games played, previously held by Fred McMahon. The eldest son of former Essendon champion defender, Pat Wellington, Linc is well regarded as one of the club’s best players. He started at Tatura Football and Netball Club (TFNC) in 2002, bringing them a grand final win in the following season. He’s been with the Bulldogs ever since, except for a brief stint coaching Numurkah in 2007-08, and when he joined brother Bryce playing for Merrigum in 2015, winning the premiership. "I’ve played with both of my brothers, but unfortunately all three of us have

never played together,” Wellington said. Linc started playing junior football at Beenleigh, where he played his 100th before age 11. According to faithful supporter, Linc’s mum, Sam, who has never missed a game, Linc has played 489 senior games across his career. The real celebration was held last Saturday, when TFNC marked 10 years since the 2012 premiership, and 50 years past the 1972 reverses premiership. Lincoln said that the 2022 season is most likely to be his last but he wouldn’t have changed a thing. He looks forward to watching his three young children growing up and enjoying country sports.

Shepparton’s star students

EXCELLENCE... Notre Dame College students Pippa Bulleen, Abby Smyth, Xavier Hutchison, and Ryley Arnold, with college principal Mr John Cortese pictured in the centre at the 2022 Premier’s VCE Awards. Photo: Supplied.

EVERY year the best performing VCE students are recognised at the Premier’s VCE Awards. This year, 298 students were acknowledged, with five students from Notre Dame College named. Abby Smyth was recogised for excellence in Environmental Science; Pippa Bulleen for excellence in Business Management; and both Xavier Hutchison and Ryley Arnold have been recognised for excellence in Engineering Studies (VCE VET). These disciplines are critical to local industries, with past students like Xavier Hutchison having been employed by SPC. “There’s a lot of opportunity for engineering in the Goulburn Valley and I’ve seen apprenticeship numbers increase locally in

past years,” said trade teacher, Graeme Miller. Teacher and senior head of house, Leisa Gill said that these achievements are most notable considering disruptions to face-toface learning. “The awards are more special because these results were achieved when we were back in our homes, lessons being delivered remotely. It took a lot of discipline, maturity and selfdrive to achieve these results.” “Whilst the VCE Awards are a fantastic opportunity to celebrate the individual achievements of each student, it’s important too to acknowledge the efforts of every student who is doing the best in their own education,” said Ms Gill.

THE railway upgrade is travelling full steam ahead, with several updates completed already, enabling an extra 10 weekly services between Melbourne and Shepparton. Upgrades to Mooroopna, Murchison East and Nagambie stations include upgraded asphalted car parks, with accessible parking spaces that are linked to the platform via new pedestrian paths, as well as lighting and CCTV. Each station’s platforms have been extended to suit the longer V/Locity trains, which will enter service after stage two of the $436M Shepparton Line Upgrade is completed later this year. The extended platforms have been fitted with new lighting, seating and shelter. Stage two, planned for completion later this year, includes 59 level crossing upgrades between Shepparton and Donnybrook. In Arcadia, five crossings have been made safer with boom gates, lights, safety bells and improved train detection technology activated. The first stage was completed in April 2019. Stage three will enable nine daily return services and allow trains to travel faster on the line than ever before. This phase is targeted for completion in late 2023, with passengers riding V/ Locity trains between Shepparton and Melbourne by the end of the year.
