By Steve Hutcheson WITH the prospect of a 12 month disruption and a $20 million dollar expenditure, the needs and ultimate design of the Maude Street Mall needs to have input from those that are most likely to be affected.

The design being mooted by Council has all the hallmarks, as they see it as an active play and entertainment centre rather than acting as a catalyst to enhance the dynamics of commercial prosperity.

Challenge your kids to explore

By Annabel Adams As school hasn’t returned back to normal yet, the engaging activities that are provided are extra ideas for you. If you are looking for some fun and different ways to spend time with your children, try these out!

INVENTION CHALLENGE: Use the materials below to create an invention that will propel a ping-pong ball a distance of 1 metre.

Materials: 1 peg, 1 balloon, 1 straw, 1 rubber band, a ping-pong ball and 1 icy-pole stick.

Set the challenge with your child. Students are to use these materials and build something that can propel a ping-pong ball 1 metre. State that there is a 20-minute time limit. Test the prototype using a ruler and see if they could invent what the challenge said.

Write a reflection on whether their invention worked or didn’t work and why.

USING SENSES: Hide an object in a container and have your child guess what is hidden by asking yes/no questions. They can use their senses to help them. By doing this, the child becomes curious and wants to investigate what has been hidden.

Another activity, blind fold your child and give them a different object. Have them use their senses to guess what it is. It is key that they ask closed questions to figure it out. This activity is great for them to acknowledge the importance of our senses and why we rely on them so much. By doing this activity, it is also prompting them to question and identify what open and closed questioning is. You could always switch and have a turn yourself. Have your child pick an object and you use your senses to guess.

This activity could inspire them to conduct research on computers and write a report about living and nonliving things.

Maude Street Mall design goes live THANKS to the advanced graphics technology, the concept design for the proposed redevelopment of the Maude Street Mall is now available online as a video presentation prov id i n g a n opp or t u n it y to visualise how the space might look in the future.

Greater Shepparton City Council are encouraging members of the public to go online and take a look at the design and provide feedback via the website before Friday 15 May. This design is in line with the option adopted by Council in 2018.

Council is working with consultants Group GSA to deliver the detailed design including confirmation of estimated costs and a business case.

NEW state-based modelling shows staying at home and other physical distancing requirements are working to slow the spread of Coronavirus, saving thousands of Victorian lives.

The modelling, undertaken by Monash University and the Doherty Institute, in collaboration with epidemiology experts in the Department of Health and Human Services, finds that if no physical distancing restrictions were in place, Victoria would have seen up to 58,000 new Coronavirus cases every day at the peak of the pandemic, overwhelming our health system.

The data also reveals that if a business-as-usual approach had been adopted, 10,000 intensive

care beds would have been required and as many as 9,200 Victorians would have been presenting to the hospital every single day. Tragically, it also shows the immense human cost of the pandemic, with as many as 36,000 Victorians possibly dying – that’s averaging 70 lives lost every day and up to 650 deaths in a day during the peak.

Thanks to current restrictions and the overwhelming number of Victorians doing the right thing, the modelling confirms that our curve is flattening. Together, our actions have made a real difference and slowed the spread of Coronavirus in Victoria.

The modelling shows that if the restrictions were lifted too soon, Coronavirus would spread

rapidly through our community, overwhelming the health system and putting everything we have achieved at risk.

Victorian Premier, Daniel Andrews said, “With Victorians doing the right thing and staying home, we’ve been able to slow the spread of the virus – if we stay the course and don’t get complacent, we will get through this together.”

Any decision to ease restrictions after the current State of Emergency will be informed by public health experts and modelling, combined with international experience.

Team spirit leads to inaugural virtual run

WITH quarantine restrictions in place, people are meeting the challenge by finding new and innovative ways to do the things they enjoy safely. In the Goulburn Valley, people are enjoying home deliveries of gourmet meals, Zoom fitness and dance classes, and now virtual events.

The national Mother’s Day Classic 2020, for example, is being held as a virtual event for the first time. The organisers are encouraging people to recruit friends, family and colleagues to join together in spirit to get active and have some fun walking or running 8km whether it’s in the living room or in your backyard.

IRRIGATION IS THE KEY TO FOOD SECURITY Dear Editor, The Victorian Farmers Federation, National Farmers Federation and the National Party seem to be indifferent to the plight of rural communities.

Instead, they appear hellbent on policy that is destroying the established rural irrigation communities.

One can only surmise that they see greater political mileage in appeasing their power base than supporting the irrigation regions which have limited political representation across a large geographic area and therefore little political significance.

Yet they should be in a position to argue strongly for rebuilding our nation’s prosperity at a time when this is desperately needed.

Now that David Littleproud is the Minister for Agriculture he is in the box seat to control everything across the agricultural spectrum, yet he remains reluctant to help the Southern Basin irrigation farmers who should be playing a much bigger role in producing the food we need for domestic and international consumption.

Littleproud should be promoting the value of irrigated agriculture, in particular: 1. The value of quality Australian grown food.

2. The value of an efficient and sustainable supply chain.

3. The monetary value to rural communities and the entire nation.

There are so many advantages to our nation and its prosperity if we effectively promote the importance of irrigated agriculture and develop policy to ensure we make use of the opportunities it presents.

Unfortunately, in recent times we have wasted water and allowed its management to be controlled by bureaucracies

with limited knowledge, or care factor, around its potential.

But the greatest tragedy is the refusal of peak advocacy groups and their National Party mates to acknowledge the failings and take steps to fix them. Until this changes, I suspect the party and these organisations will continue to lose relevance across the Southern Basin.

UNIMPRESSED WITH KEELTY REPORT Dear Editor, To say I am unimpressed by Keelty’s latest report is an understatement. I had steam coming out my ears when I realised his first recommendation that “the MDBA should undertake further analysis of the causes of reduced inflows, specifically from the northern Basin and how this is impacting state water shares”, completely ignored the 50% reduction of inflows from the all important upper Murray and Victorian catchments, which supply the majority of Murray River inflows.

Keelty should sign up for his recommended school water literacy curriculum, as he has much to learn.

But what can you expect from a supposed ‘independent’ water policy novice, embedded with the MDBA, who have their fingerprints all over this report.

Automating to process health security RECORDING a person’s temperature has moved a long way from the days of a thermometer under the tongue. New technology now has it that temperature can be recorded from a few feet away. Some places such as hospitals, as a matter of improving security, have introduced hand held temperature recording to deal with the possibility of transmitting the COVID-19.

Chamber concerned with Mall design

WHILE it is appropriate that some area be set aside for these occasional events, one only has to look at how the Mall is used today to reason that spending $20 million on channeling walkways and investing in questionable architecture art is any more likely to bring people to the precinct than the existing bland design.

According to Shepparton Chamber of Commerce and Industry president, John Anderson, the Mall needs to address the needs of the business community who regularly use it as well as the community who like safe open space, and this is where the Chamber can help as its members are directly affected but must be properly consulted for this to happen.

The Chamber proposal is to create a treed avenue and reintroduce one way traffic with parking on either side.

The expanded sidewalks would open up to outdoor cafes and food courts in the same way the Council is seeking to expand the service area in Fryer Street.

“Fraser Street, including under the tower should be set aside for the town square and entertainment and play areas. This would offer a lot more to the community with excellent passive and open spaces,” John said. “The Chamber’s vision is to replicate the success of Fryers Street. Outside the Village Cinema should also be passive space with no through traffic.”

The Mall could and in fact should, become the business centre the city so needs. It is not a park. It is not an activities centre. Its purpose is a trading and business

centre that has all but died because of poor planning and management.

Retailer, Shane Sali said, “The only way the mall will become successful is if we attract new businesses to it. The community is always seeking reasons to visit the Mall, we now have an opportunity to do that, but the current design, I see it pushing more businesses out of the Mall.” The Fryers Street model is what success looks like.”

In the recent parking resolution, the Council questioned the loss of revenue they might incur if they introduce free on-street parking yet in this scenario, they are proposing to spend the income from the next thirty years of parking fees to develop a poorly designed precinct.

Is this what the City wants its legacy to be?

Update on COVID-19 Testing and Elective Surgery continued from front page Matt Sharp, GV Health CEO said “The State Government has expanded the testing criteria for people that may have COVID19 in order to better track the spread of the virus in the community, “Testing is now based on the clinical symptoms of COVID-19, regardless of age or occupation.

“These symptoms include any new fever or chills, acute respiratory infection such as a cough, sore throat or shortness of breath, headache, runny or stuffy nose or the loss of the sense of smell.”

Mr Sharp said it was imperative that people continue to keep their regular GP appointments and continue to seek medical treatment if they are unwell.

He also noted the availability of GV Health’s emergency services has not changed in light of COVID-19 and urged people to not delay seeking treatment for emergency health conditions.

In accordance with the National Cabinet decision of 21 April 2020, GV Health will increase the availability of elective surgery in a safe and equitable way from Monday, April 27, 2020.

A bike that was worth waiting for For a serious bike rider like Kelvin Garthwaite of Mooroopna, picking up a 1948 Velocette LE150 and restoring it back to almost new was a labour of love, if not completely at odds with his other bikes.

The bike itself, once belonged to his grandfather, Aub Leggett who bought it new around 1950. Aub owned it until 1970 when it was then sold to a Melbourne owner.

After some years of searching, Aub’s grandson, Kelvin tracked the bike down and brought it back to Shepparton where he set about restoring it.

The bike has a 149cc, 6 bhp, 4 stroke water cooled engine. It has a three speed hand change gearbox coupled to a final drive shaft to the back wheel.

The new price in 1949 was 126 pounds, seven shillings and fourpence. The price for it now in its fully restored condition would be a lot more.
