Shepparton’s free parking trial trashed

By David Lee RESIDENTS will only be seeing 75 car parks become free and all day off-street parking options after councillors supported a shadow motion put forward by Cr Fern Summer and opposed the motion put by Cr Shelly Sutton to introduce a trial of free, timed parking in the CBD.

Last month, it was put to council to see an introduction of a free parking trial across the CBD to help breathe life back into Shepparton’s dying centre, but it was deferred as councillors believed they needed more information before making a decision.

Dylan said, “The Moooving Art crew saw a painting of the blowflies that I had completed and asked for me to replicate the flies on one of the Moooving Art Cows.

“It took me just under a month to

complete and I painted the flies freehand.

“This is the first cow I’ve done, but I would mind doing more.

“Anything that adds a little colour and humour to the city is good. The Moooving Art Cows are a good way for artists to exhibit their works publicly.”

By Nicholise Garner SHEPPARTON Chamber of Commerce and Industry, in partnership with 95.3 Triple M are thrilled to announce the winner of the ‘Best dressed Christmas window in Shepparton’s CBD’ competition.

Shepparton Chamber of Commerce and Industry president, Carl Hainsworth said, “The competition was designed to bring joy and Christmas spirit into the heart of Shepparton and we saw a lot of care put in by many businesses. There were a number of stand out shops including Corbett’s Chartered Accountants on High Street, Evans Shoes in the Mall, Finney’s Manchester on High and Jetjas Café on Fryers but our competition winner this year

is ‘The Eye Shop’ on Wyndham Street. The Eye Shop have done a wonderful job of capturing the spirit of Christmas and in their effort they have won a $1500 advertising package with 95.3 Triple M.” On walking into The Eye Shop to deliver the good news, the store was adorned beautifully with Christmas decorations and had a lovely atmosphere with Christmas carols playing in the background. The Eye Shop directors, Ashley and Vanessa Madeira were thrilled by their win. Vanessa said, “We are so happy to be recognised. In our window we wanted to acknowledge what Christmas is really about, sharing joy, peace and happiness with our community.”

FREE PARKING I think the policy of paid parking has been a brilliant way to endorse decentralization for Shepparton. I mean honestly I have never shopped in any store in the CBD because why would you pay for parking for no stores of interest. - Hamish Burke Free parking closer to the mall would be ideal. I know quite a few customers are put off by having to pay for parking. Also most traders only have one allocated car space that people constantly park in even though it is reserved. Which means most of my staff have to park towards Knight Street to get all day free parking. - Emma Jalkanen I work in the Shepparton CBD, and it’s appalling that my entire business (and the surrounding businesses) have nowhere to park. We are used to parking at the library (which used to be fine), but now all the parks on Welsford Street have been taken. - Christie Myers

I don’t shop in the CBD because I get charged just to pop in somewhere. I also resent that as a member of Aquamoves I often can’t find free parking there to use the facility. Many people who work in the CBD now use free parking such as Aquamoves and surrounds and walk into town.

It’s appalling that even workers can’t park in town now. There is just not enough free parking anywhere! - Tricia O’Hare I just relocated here from Mildura and I have to say that I’m appalled that the council charge for parking considering the dated and dishevelled appearance of this town! Get it together guys and start spending revenue in a manner that benefits the people who put you in office!

Narelle Moreau It should all be free like in other smaller towns around Shepparton, Even South Yarra has free parking with two hour parking limit. The CBD is dying and so is Shepparton. I pretty much avoid parking anywhere I have to pay, largely due to the fact I never have change for the ticket machines. I would rather park a block further away and walk. Had to park in the multilevel structure the other day and it was filthy and the ticket machine didn’t work properly anyway. - Crystal Elizabeth I find the multi-deck car park very convenient and not at all expensive when you consider the protection it offers on rainy and stinking hot days. Over the years I have become accustomed to the smells and rubbish in the stairwell. It’s never been any different, but it still amazes me that the hygiene has not improved. - Ian Waddell I’ll happily pay for parking, but usually never carry change. I like Melbourne’s system of car parks buy a ticket and pay when you exit, I tend to spend more time shopping knowing I’m don’t have to race back to the meter or move my car to avoid a fine. - Kerri Schemioneck OFFERING IDEAS / SOLUTIONS I don’t think free parking is the answer to the CBD’s woes. It is often difficult to get a park on Fryers or High Streets and free parking would worsen the problem. How would council make up the revenue shortfall? - Shelley Terry If the council want people to shop in the CBD they need to listen to these comments. Improve parking offer card options, for some paid areas and offer free parking to get people back into the

CBD... find parking for shop owner/workers. Renee Nay I think we honestly need more parking. Say if some of the current free car parking lots that skirt the CBD were multi-story, or if even some of the ones closer in that do charge were multi-story it would provide extra parks without needing more land space. - Zoë Louise Phillips Gosh how is this a hard issue to fix it’s all written here over and over if only they listened and who makes these decisions people who don’t love in Shepparton it’s not hard to work out the issues just stop stuffing around and fix them. - SherrieLee Robertson As someone who works on Welsford Street, parking is a joke. The library is packed with everyone in the area trying to park there. Give some incentives to people who work in/ around the CBD. If we had free parking or something in the multi-deck and walked through the mall to get to work we would spend more money un the mall and be more inclined to go there…anywhere there is a park that is all day is gone well before 9am. Vicky Vee From hundreds of comments posted online, approximately 90 percent were in favour of free parking in the CBD. It may appear to be populist, however it’s a reality, people vote with their feet and are deterred from shopping where there’s paid parking. GOULBURN Valley Grammar School student, 15 year old Sam Brown has rocked the dance floor at the 72nd Australian Dancesport Championships in Melbourne recently, winning the Australian Champion and 2018 World Representative for the Junior Open Standard (ballroom) event.

But the success didn’t stop there. Sam and his dance partner, 14 year old Bendigo local, Berkley Wood also winning the Junior Open New Vogue and placed 3rd in the Junior Open Latin America.

The program was action packed with more than 1,600 competitors across the three days of competition. Entries were received from across all states of Australia and across 20 countries including Japan, New Zealand, Italy, Estonia, China and the Philippines.

Sam said, “Berkley and I danced the best that we ever have and to be rewarded as the top juniors in Australia for standard and new vogue and third in Latin American was a great reward for all of our training and many hours of practice.”

Next year, Sam and Berkley will go up to the U21 years age group which will provide many new challenges for them.

Sam and Berkley have lessons and train at Pivot Dance Studio in Melbourne, which is owned by former Shepparton local, Jeremy Garner.

New one-bedroom homes to address local need Report shows that in regional Victoria, the proportion of affordable rental lettings reached their lowest levels since March 2000 when the Report first began.

The report shows that the “availability of affordable housing has generally declined from a high of 82.7 percent in the September quarter 2002. It has now reached a new low of 54.3 percent of dwellings affordable in the March quarter 2017.”

Ms Adams said the report finds that singles on Newstart receive $268 per week and with affordable weekly rent considered to be $150, there were only 127* one-bedroom properties

in regional Victoria that met this benchmark and only 35** of these were available in the Goulburn-Ovens-Murray region in the March quarter.

“Our aim is to continue to add to the available singles housing throughout our region and we are pleased to be making a start,” Ms Adams said.

“We believe having a home is a human right and good design and latest technology such as solar and battery storage will help make these units even more affordable for future tenants.”

WORK will start soon on construction of three one-bedroom units in Shepparton to help meet the increasing demand for singles accommodation.

BeyondHousing CEO, Celia Adams said nearly 50 percent of the 3,600 people who sought help from BeyondHousing last year were single.

“People who are living alone, on a low income or Newstart allowance find it almost impossible to pay market rent and still have money to live on,” Ms Adams said.

Dear Editor, H a! H a! H a! W hat a joke. T he Shepparton city council should hang their heads in shame.

How not to promote the mall/CBD. Talking to a young girl the other day in the mall who is typical of disgust shown with the councils inaction and doing nothing about attempting to revitalise the Maude Street Mall.

She recently got married, prior to this event the bridal party had a final fitting at a CBD dress shop. The fitting session took a bit longer than planned and they returned to their three cars 15 minutes

overdue to discover parking fines to the tune of some $85. What a fabulous way to promote our ailing CBD. That’s the way; get there and fine the hell out of them.

She is obviously not a happy clapper and has vowed to never shop in the CBD again.

Keep up the good work councillors with this attitude the CBD/mall will soon no longer exist.

Fairley Leadership Program cohort launches Tatura project A WA L K th roug h Tatu ra’s popular Cussen Park will never be the same, following the launch of a special project there by the 2017 cohort of the Fairley Leadership Program. An innovative audio tour experience supported by interpretive signage and a suite of educational resources designed to increase the community’s interaction and understanding of the park, makes up the HEAR & THERE initiative.

The park now features 10 fully accessible interpretive signs linked to an acoustic m ap ava i lable on sou nd- st re a m i ng platform SoundCloud. Visitors can be guided through the wetland ecosystem by the voice of local ABC reporter Warwick Long and listen to the creatures that make up this diverse and culturally significant environment.

Goulburn Broken Catchment Management Authority (GBCMA) and a member of this year’s Fairley Leadership Program, Jo Wood said, “The walk will take you around the park and into the wetlands, and you can learn about the traditional owners of the area and how they use wetlands and the native plants, such as the gums and grasses, and animals such as the water birds that live there.

“Sounds used were collected at the

park using eco-acoustic techniques, which monitor the environment.”

In her work with GBCMA, Jo uses ecoacoustics to monitor wetland response to environmental water.

“We thought it would be a great way to capture the sounds of the park using the same methods,” Jo said.

“It’s exciting to think we can use this innovative technology on a great project for the community.”

Goulburn Murray community leadership chief executive officer, Michelle Luscombe congratulated the 2017 cohort on the project, which required extra work on top of Fairley’s 15 seminar days, two weekend retreats and study tours to both Melbourne and Canberra.

“Each year the members of the Fairley Leadership Program cohort get a chance to share their individual gifts and talents by participating in a project chosen by the group,” Michelle said.

“This year they have chosen to enhance the natural environment of Cussen Park with state-of-the-art interpretative signage and a sound walk. I think they’ve all learnt a lot about leadership, working well within a group, and seeing a project through from start to finish.”

Shepparton’s free parking trial trashed continued from front page DURING the December ordinary council meeting, all councillors, aside from Cr Dinny Adem and Cr Shelly Sutton supported Cr Fern Summer’s shadow motion, that will now see the car parks at the Nixon, Maude Street and Edward Street parking bay become free spaces in the coming weeks.

The reason given by council on why the decision was made to oppose the free parking trial was due to the revenue loss of $1.4M annually and the additional costs that would be incurred through implementing measurements of the campaign’s success. According to a report released by council that would equate to approximately $250,000 to $500,000 due to the need to install sensor technology and an additional $100,000 would need to be put into an economic development impact study.

Greater Shepparton City Council Mayor, Cr Kim O’Keeffe said, “We looked at all the options very thoroughly “The trial was going to be a significant cost and there was no way to measure the full impact of the success.

“There has been a lot of division in what should be done with parking in the CBD and we have spent a lot of time and consideration on the matter. The in-depth report is a reflection of that.

“There is a significant income stream from it that helps to fund CBD projects as well as the municipality school crossing program, which costs $270,000 per annum.

Having to then go and find that revenue was another big factor to the decision we made.

people the option and convenience of being able to pay for the parking when they don’t have coins.

“We are mindful that there does need to be change and that is happening.

“We are also working with the multi-deck car park to approve that facility to help improve the parking experience for the customers.”

During her election campaign in 2016, Cr O’Keeffe, and other candidates who made it onto council, told The Adviser they were in favour of introducing free parking in the CBD. But while there has been at least some movement, the latest decision by council seems to have shown that some councillors have recanted their support for free parking.

Cr O’Keeffe said, “Now that I have been in council and have been better educated on the subject, I don’t see a lack of free parking as the only reason that the CBD is struggling and so I have not supported the free parking trial.

New Years Eve

celebrate with family SOMETHING FOR THE WHOLE FAMILY… This year’s Rotary Club of Mooroopna’s annual New Year’s Eve Festival has something for the whole family to enjoy. Photo: Supplied.

FOR a family friendly way to celebrate the coming of the New Year, the Rotary Club of Mooroopna’s annual New Year’s Eve Festival has something for everyone.

Kicking off from 6pm on New Year’s Eve at the John Gray Oval, Mooroopna Recreation Reserve, the 39th annual festival will see the return of favourite entertainment events including stage performers, multicultural food stalls and other item stalls, carnival rides, the Hyundai i30 raffle and of course will culminate with a fireworks display at approximately 10:40pm.

This year will see the return of the street parade gathering

at the east end of McLennan Street, Mooroopna from 6pm and will make its way down to Mooroopna Recreation Reserve from 6.30pm. The parade will include vintage cars, trucks and all the usual favourites.

Rotary Club of Mooroopna member, Ken Faulkner said, “There were thousands of people at the family friendly festival event last year and we’re hoping for a similarly successful outcome this year.

“This we have the band Smac performing along with Indonesian sings and singer from Mooroopna Secondary College as well as plenty of other entertainment.

“Of course the fireworks prove to be one of the most popular aspects of what the festival has to offer and we are looking forward to a fantastic display again this year.

“Overall the Rotary Club of Mooroopna is very pleased with how the event has run over the years and we are very pleased to provide the event to the community.

“This is a no BYO alcohol event and is a great event for the local community and allows families to come together and celebrate the new year. It also assists a number of community organisations to do some fundraising and support the charities that they do.”

A NEW multi-million dollar development at Fairleys SUPA IGA’s Hawkins Street site in North Shepparton was approved by council.

EXCITEMENT was building for the future of the transport and manufacturing industries across the region, after the Department of Agriculture and Water Resources approved the trial of a rural tailgate inspection process that will save the local industries time and money.

MARCH SHEPPARTON was chosen as one of the cities to carry the Queen’s Baton for the 2018 Commonwealth games baton relay.

VCAT PASSED approval on a $5M rehab facility to be built in Numurkah, with Odyssey House beginning its search for sources of funding to build and operate the facility.

THE POSSIBILITY of a newly proposed abattoir to be built outside of Mooroopna was on the cards, with the facility expected to bring with it a $1B economic boost.

By David Lee LOCAL resident, Ernie Poyner purchased her in 1961 and at that time his BSA Super Rocket was worth $850, but today, the unique single carburettor motor bike is worth $18,000.

With a high compression motor, racing cam and capable of reaching 185km/h, the Super Rocket’s only modification is the addition of indicators next to the front headlight, as Ernie always worried that other drivers would not know what he

meant when he put his hand out to turn left.

“I added the indicators to make it easier for other road users to know where I was going.

“The nickname came from when I went to get it incurred, the woman at RACV asked what her name was and so I came up with Miss Birmingham.

“We had some fun in our day, but it is now on show at the Shepparton Motor Museum so that other people can enjoy her as much as I did.”

AFTER close to 30 years of providing a wonderful event to the local and broader community, the Finley Rodeo Committee has now passed on the role to the Finley Apex Club. The Finley Apex Club is proudly affiliated with the Australian Professional Rodeo Association to bring the 33rd annual rodeo to Finley on January 5, 2018.

Gates will open at 5:30pm and the action begins at 7pm. A big screen television will make sure you don’t miss a thing. The twilight event features the best cowboys and cowgirls from around Australia, with stock supplied

by Australia’s legendary rodeo stock supplier, Garry McPhee and will feature bull ride, saddlebronc, bareback, steer wrestling, roping and barrel race events for seniors and juniors alike, it is sure to be a nail-biting event.

There will be plenty of entertainment for the whole family, as well as a full bar and food area (strictly no BYO). There will be sideshows and a bucking bull.

Greater Shepparton cycling guide now available A GUIDE to the best cycling routes in Greater Shepparton is now available that includes information on the Yanha Gurtji shared path network, cycling safety, parks and reserves, mountain bike trails, rail trails, cycling events and contact details for cycling clubs.

The booklet also includes details on 20 cycling routes with maps ranging from 20km to 80km.

Greater Shepparton City Council Mayor, Cr Kim O’Keeffe said, “There are a number of fantastic cycling

routes throughout the municipality.

“Greater Shepparton offers cycling enthusiasts of all levels of ability and fitness a variety of paths and routes to ride.
